Panchayat polls Excelsior Correspondent JAMMU, Nov 23: Minister of Agriculture and Cooperatives, Abdul Aziz Zargar today said that the State Government was committed to revive defunct cooperative societies in the State to intensify cooperative movement for the upliftment of rural masses. Addressing a joint press conference with Minister of State for Agriculture, Ajaz Ahmed Khan, Mr Zargar disclosed that Centre has approved Rs 153 crore reconstruction plan to revive viable cooperative societies in the State. About 60 primary agriculture cooperative societies would be provided a financial assistance of Rs one crore this year as managerial subsidy to ensure their revival. "This amount will be spent on defunct cooperative societies to make them functional", Mr Zargar said and added that 156 cooperative societies, out of 766, were sick and would be revived in a phased manner. He said that decision has been taken to restore democratic character of the cooperative institutions and announced that elections to the cooperatives will be held soon after completion of the ensuing Panchayat polls. He was of the opinion that cooperative movement cannot flourish unless its autonomous, democratic and volunteer characteristics are restored. To a question, Zargar said that apart from improving cooperative banking credit system, main thrust is on diversification of cooperatives, adding that after introducing poultry and dairy cooperatives, floriculture, apiculture and vegetables cultivation are also being brought under cooperative fold. He said that business development plans are being formulated for each cooperative body to make them self sustainable. The Agriculture Minister announced that National Cooperative Development Corporation (NCDC) has been approached to sanction integrated cooperative development projects in the State. "The projects worth Rs 18 crore for Kathua and Anantnag districts have already been approved", he said. He further informed that the State has tied up with Gujarat Milk Federation (Amul) for running milk plants at Chashma Shahi in Srinagar and Satwari in Jammu, which would be made operational very soon. |

Gen (Retd) S K Sinha and apprised him about the deteriorating law and order situation in Kargil in wake of un-democratic, un-constitutional and illegal removal of Qamar Ali Akhoon from the chairmanship of Kargil Hill Development Council. According to a party handout, the delegation told the Governor that the Government has thrown all norms to winds while removing Akhnoon. Even order of the State High Court, staying the notification whereunder nomination of four persons were made by the Government to the Council, has been ignored contemptuously by the Government and the Deputy Commissioner, Kargil to vote in blatant violation of the Court orders and the law. The Governor was requested to intervene in the matter urgently so as to save the institution from becoming worse. The Governor assured the delegation that he would look into the matter and take appropriate action. DDJ goes live on Shaadi, Kab Aur Kayon Excelsior Correspondent JAMMU, Nov 23: Jammu Doordharshan (DDJ) in a bid to create awareness in young girls about the important issue of how and why of marriage, organised a debate competition titled Shaadi Kab Aur Kayon here today. First of its kind awareness oriented programme by DDJ, to encourage open discussion on a issue which directly concerns the female gender was held at Regional Research Laboratory Auditorium and attended and by the students of various colleges and schools of the city. The programme, also recorded live by DDJ by making use of OB Van with three camera set-up for later telecast for the benefit of public in general, started with Saraswati Vandana and a dance number by Jakson and his troupe. It was followed by debate competition which started with Naval Deep Kour of Government College for Women, Gandhi Nagar, she while presenting her views formulated in the backdrop of prevailing contemporary realities advocated economic independence of both the sexes as one of the pre-conditions for making a marriage successful and viable. The other speaker Rabia Moughal, Govt. College of Education, who interspersed her speech in chaste Urdu with couplets like Chehre badal badal ke mujhay mil rahey hain log, kya zulam ho raha hai meri saadgi ka emphasised the exploitation of females. She quoted the cases of Phulan Devi others to support her argument. The competition in which students from Govt. College for Women, Parade, Govt. Medical College, Vishwa Bharti College and Govt. Polytechnic for Women also participated, was adjudged by Prof Rita Jatinder, Prof Rajni Dhingra and Prof Usha Gadroo. Students for ban on private tuition by Govt teachers Excelsior Correspondent JAMMU, Nov 23: With an idea to create opportunity of temporary employment for educated unemployed youth, there is demand for a ban on private tuition by Government teachers and Professors. And the suggestion cum demand has come from All Colleges Coordination Committee (ACCC), the body of elected representatives of all five Government Degree colleges in Jammu. "Government teachers should be restricted from teaching private tuitions so that unemployed educated youth may have this job which would provide them temporary employment," said Varinder Singh Chib, president of ACCC while talking to mediapersons at Government MAM PG College, here today. Alleging that some Government teachers and Professors force students to have tuition from them by blackmailing the latter on internal assessment marks, he opined that a ban on tuition would also end this menace and complaint. The ACCC president also highlighted some other demands of the students which included insurance of all the students against any accidental injury during college/school hours, availability of purified drinking water at all colleges, adequate security on college campuses and a thorough probe into alleged misuse of NSS certificate. He also expressed reservation over the reported preponement of annual examinations of general degree courses and stressed that students would oppose holding of exams before completion of their syllabi. "Besides submitting our demands to the State Government, Governor, Education Minister and other concerned authorities, we also met Jammu University vice-Chancellor Prof Amitabh Mattoo who described all our demands as genuine and assured to concede them," Mr Chib informed. He also claimed that the Vice-Chancellor has assured to convene a conference of students with education authorities and Jammu University where all issues and demands would be discussed for their solution. The conference is likely to take place in first week of next month, he added. The dharna was led by the senior KP leader and president ASKPC Amarnath Vaishnavi and among others who participated in it include Swami Kumar Ji of Geeta Satsang Ashram , Muthi Camp Phase Second, H L Chatta , general secretary, ASKPC, Dr Ajay Chrangoo, president Panun Kashmir his general secretary, Shalinder Aima, Satish Sher, Pushkar Nath Raina, L K Bhat of PK and Bansi Lal Pandita of ASKPC besides some women activists. The protesters who raised slogans against the arrest of seer demanded his immediate release. Terming the arrest of Shankaracharya an assault on dharma and religion, Swami Kumar Ji said the sentiments of crores of Hindus in general and saints and sages in particular have been hurt by this inhuman action. He said the Shankaracharya has been made the victim of politics and by such an action the honour of entire Sadhu Samaj was hit. He warned that in case the Shankaracharya was not immediately released entire Sadhu Samaj will come on streets. Expressing serious concern over the arrest and detention of Shankaracharya, Dr Ajay Chrangoo said the Government has totally ignored the set norms and conventions in this regard. He said Shankaracharya is highly revered personality who commands a lot of respect at national and international level. The way he has been arrested and later treated by the police has hurt the sentiments of entire Hindu Samaj in India and abroad. Addressing the expatriate Kashmiris living in London and belonging to Indian administrated Jammu and Kashmir in a meeting at Kashmir Centre here today, Prof Nazir said UN resolutions are the witness to the reality that Kashmiris are yet to choose their political future by exercising the right of self- determination. He said the true representatives of Kashmir must be an important component of the ongoing peace process. Prof Shawl further emphasised that this Centre belongs to all those Kashmiris, who have a concern about the grave human rights violation and who believe that without addressing the issue of Kashmir , peace is not possible in the region. Commenting on Dr Manmohan Singhs recent remarks, he said India should shun its traditional intransigence and recognise the ground realities in Kashmir. Tributes were also paid to Dr Ayub Thakur on by the participants in the meeting. |

It was resolved in the meet that banks would take the case study in consultation with NABARD under agriculture, floriculture, animal husbandry, sheep husbandry and poultry so as to assess the bottlenecks / impediments being faced by the banks in financing under these activities and submit the same to the convenor bank by Nov 29 for inclusion in the ensuing 64th SLBC meet. The members resolved that Farm Income Insurance Scheme to provide financial support to farmers in the event of loss in income , from adverse incidence of crop yield and market price fluctuations was adopted for implementation and would come into force from the date of notification to be issued by the state government. It was further decided that Tourism department will render help to the banks in recovery of loans granted to the owners of hotels, guest houses and house boats. |
3 upgraded, one new school inaugurated Excelsior Correspondent JAMMU, Nov 23: Minister for Education, Harshdev Singh accompanied by Minister of State for Animal and Husbandry, Yash Paul Kundal inaugurated three upgraded schools and one new primary school in Vijaypur zone of Samba tehsil. The schools inaugurated include high school, Uttar Behani, Middle School, Bari Kamila, Middle School, Moutlian Klan and Primary School at Moutlian Khurd. These educational institutions have been upgraded/opened under Serva Shiksha Abhiyan (SSA). With the upgradation of 57 years old, Moutlian Klan primary School to the level of middle standard, a long pending genuine demand of locals has been fulfilled. Addressing the gathering on the occasion, the Education Minister said that no nation could flourish unless its every citizen is well educated. Education is the only key of development of every human being and stands priority sector of the coalition government. Thrust has been given to improve the standard of education by taking various encouraging steps. Harshdev said that another important decision, the coalition government has taken, is to change the old age syllabus. He said that the new syllabus for different classes has been devised keeping in view the new dimension and trends of education across the globe. Singh appealed to the teaching community to maintain discipline, punctuality in the schools and prepare the children to compete at any level to face the challenges ahead. Harshdev announced Rs. 1 lakh for raising the fencing wall of primary school Bri-Kamila. He also announced Rs. 6 lakh for construction of additional accommodation to middle school Moutlian Klan to coup with the enhanced strength of children. Speaking on the occasion, Minister of State for Animal and Sheep Husbandry, Yash Paul Kundal said that Government is committed to redress the problems being faced by the people especially of ruralties. He said that the village Bri-Kamila would be developed as a Model village and all basic and modern facilities would be provided there. He said that the Government has launched a number of welfare schemes for rural people. Both the ministers also planted saplings in the premises of newly opened schools to launch the operation "green cover" which will cover the Kandi belt. A colourful cultural programme was also presented in Middle School, Moutlian Klan by the artists Janak Bhardwaj and party of radio and TV and school children. The VIPs and audience lauded the programme. being spent on augmentation Excelsior Correspondent DODA, Nov 23: Rs.10 crore are being spent on augmentation of electricity schemes and in making supply more better in the district upto March 2005. This was stated by Power Minister, Mohd Sharief Niaz while addressing a joint meeting of district officers and public at Bhadarwah. He said that Government is making all out of forte to provide masses better facilities on this account now it is their duty to make judicious use of Power the Minister added. Mr Niaz said Micro Hydel Power Project, Sartingal for which Rs.4.50 crore have been provided is almost ready for commissioning. A similar power project at Atalgarh near Bhadarwah town would be taken in hand shortly while preliminary survey is being conducted for constructing 23 MW power project over Neru nallah at Bhella. The Minister said that it is the foremast endeavour of his Government to provide village-to-village road connectivity and in this behalf several projected have been formulated. Mr Niaz said that 6 km link road from Bhella to Panshai and 5 kms long Malchthi-Gajoth link road to be started at a cost of Rs.1.89 crore and Rs.1.62 crore respectively have been put to tenders. These roads on completion would benefit over 10,000 souls of this village. He said 10 km Ghathi-Ghuraka road and 8 km Ghuraka-Shiva ling road are under execution at a cost of Rs.1.50 crore and Rs.2.21 crore respectively and will provide road connectivity to over 20,000 population of 15 densely populated villages of Bhadarwah and Doda blocks. In addition, 54-meter span motorable bridge at a cost of Rs.1.30 crore at Sarool Bagh in the outskirts of Bhadarwah town is speedy under progress. He said that to see a visible change in each developmental sphere his Government is striving hard to check can corruption and in this connection more efforts are on to achieve desirable results. Later, the Minister inaugurated a footbridge completed at a cost of Rs.4.50 lakh by rural development department for village Chakka and also laid foundations stone of panchayatghar, Dhareja to be completed at a cost of Rs.7 lakh under SGRY. The Minister also met several deputationists enroute to Bhadarwah and assured redressal of their legitimate grievances on priority basis. Among others, DDC Doda G. A Qureshi, SDM, Bhadarwah M. Suman inaugurates ISM dispensaries Excelsior Correspondent JAMMU, Nov 23: Health Minister Suman Bhagat today inaugurated Indian System of Medicine (ISM) dispensaries in the border villages of Kothe Kalyana and Shere Chak in R.S. Pura tehsil. Setting up of First aid sub-centres to provide better medicare and for strengthening these dispensaries too were announced by the Minister for Kothe Kalyana, Jindlaher and Shere Chak. Apart from catering to the medicare needs of these villages nearly 15 adjoining villages including Kothe Kool Kalyana, Kothe, Rathana, Kalyana, Kadarpur with an estimated population of over 15,000 souls are going to be benefited with the setting up of these two dispensaries at Kothe Kalyana and Shere Chak. Addressing the people after inaugurating the ISM dispensaries, the Minister said that Ayurveda still is most reliable and trusted system of medication and every endeavour would be made to strengthen this indigenous system of medication. The Minister informed that the present dispensary is being housed in a rented accommodation. Urgency requires that people in far-flung areas be provided at least basic medicare and the Government is exploring all possible ways to mitigate the sufferings of ailing humanity residing in remote pockets, she added. The Minister advised the border residents to stop hankering after the public employment in view of limited openings and exhorted upon them to avail the benefits of various self-employment schemes. She said that now with the lifting of ban on recruitment many openings would be there for bright candidates in public employment. Later, the Minister went round the village and took stock of activities there. She also interacted with the villagers and listened to their grievances. |

review security Excelsior Correspondent JAMMU, Nov 23: In order to take stock of the security arrangements and security infrastructure on the prestigious Railway line from Jammu to Udhampur in the present security scenario, Inspector General of Police, Crime and Railways, accompanied by G S Slathia, Deputy Inspector General of Police, Crime and Railways, S S Mankotia, Supdt. of Police, Crime and Railways and A R Lone, Dy.SP, Crime and Railways visited the proposed Railway Station and Railway Police Posts from Jammu to Udhampur today. The Railway track from Jammu to Udhampur is very sensitive from topographical and militant view point. There are 21 tunnels and 28 bridges. So in terms of security, it was a big challenge. Mr Gupta alongwith other officers stopped at various proposed police posts/ police stations namely Bajalta, Sangar, Kishanpur, Manwal, Ramnagar and Udhampur. Besides assessing the security arrangements and security infrastructures, officers interacted with various officers/officials of the Railway and RPF and discussed with them in details about the track and its functioning and got familarised with the latest gadgets fitted at various railway stations enroute. The deployment to be made on bridges/tunnels was also discussed. A comprehensive plan of deployment, which was earlier sent to the higher ups was again reviewed and reassessed. |

"Besides highlighting the demands of Physiotherapy students, the Federation will aware general people about physiotherapy, medical degree of Physiotherapy and more benefits of physiotherapy treatment as compared to other treatments," he said. Listing main demands of the Federation which included constitution of Physiotherapy Council of India, strict adherence of norms by Physiotherapy colleges and availability of adequate infrastructure there, Mr Poswal informed that J&K Physiotherapy Students Association was being constituted very soon to concentrate on the grievances of Physiotherapy students in J&K. Mr Poswal also raised his concern over poor result in some Physiotherapy colleges affiliated to outside the State universities and claimed that admission to students of Arts stream in Physiotherapy and lack of infrastructure in such institutions were two main reasons behind this. Work on Sawlakote road to start soon Excelsior Correspondent SRINAGAR, Nov 23: The PDP led coalition Government is all set to start the construction work on the 18-kilometer Sawlakote access road connecting this backward area of the Doda district with the Jammu-Srinagar National highway. The work is expected to start by the end of this year and is going to be completed in 20 months time. The construction of this road will connect a big chunk of population, mostly Gujjars, Bakerwals and people falling under the category of backward classes- to the National highway, opening new opportunities for them. The people living here have so far been dependent on very little agricultural yields and other animal husbandry products. Sources in the administration say that the construction of the Sawlakote road was conceived during the previous National Conference (NC) regime. The NC regime had offered the contract of constructing the road to Larsen and Toubro for an amount of Rupees 137 crore. According to the sources, a big amount of the total sum was also paid as advance to the company but the company did not start construction work on this road and the whole process got shelved for more than two years. According to the sources, some policy makers in the present Mufti-led coalition Government got the Larsen and Toubro executives to Srinagar recently and reopened the negotiations. Though the previous Government had finalized the deal for rupees 137 crore, a fresh appraisal reduced the costs and now the construction of the 18-kilometer stretch will cost the Government an amount of Rupees 119 crore. The construction of the Sawlakote road assumes much significance because the J&K Government is planning a 600-MegaWatt power project on the Chinab River. Sources in the Power Development Department (PDD) say that the Government has already signed a deal in this regard with a Norwegian consortium. But according to these sources the work on the power project will not start till the Sawlakote road is completed. The power project site will be connected from Ramban. To reach to the actual site of the project, the road will have to pass through Damkund. The road from Ramban to Damkund stands ready as the construction work has already been completed by Border Roads Organisation. But to reach to the exact location of the project site, another 18-Km road stretch needs to be constructed for which Larsen and Toubro has been allotted the contract. Officials in the PDD believe that after the completion of the road, the department will start work on the 600-MW power project, which will ensure that the state will be self reliant on the power front. |
Employees leaders call for complete strike Excelsior Correspondent JAMMU, Nov 23: Veteran and senior Trade Union leaders of J&K Government employees, teachers and workers organisations have urged upon the employees to make the proposed state wide strike of the employees on Nov 24 and 25 a grand success. In a joint statement issued here today, employees leaders Sampat Parkash, Mukund Lal Sharma, I D Khajuria, Shakti Gupta and Saroop Singh after the conclusion of one day seminar here today sought cooperation of all the employees and workers and hoped that strike will prove as grand success. They appealed all the employees including teachers of all the three regions to show their strong resentment against the failure of the Government in resolving their pending issues. They said four lakh workers/ employees of the state observe strike against the rigid attitude of the Government which has ignored the their burning problems. The main demands included merger of 50 % DA with basic pay, release of DA , grant of COLA to PSU employees and regularisation of daily wagers. They said the strike may be intensified and taken to logical conclusion, forcing Government to shun its anti-employees stance. Peerzada for every basic facility in rural areas Excelsior Correspondent Anantnag, Nov 23: Minister for Rural Development, Peerzada Mohammad Sayed today reiterated the commitment of coalition Government to enhance every basic amenity to remotest village of the State and to connect them with the mainstream of development. The Minister was addressing the gathering at the occasion of laying the foundation stone for Government High School Damhall being constructed at an estimated cost of Rs. 28 lakh and a Panchayat Bhawan which would be having every latest facility including V-SAT and internet in the same area. Both of these structures would be made by the Rural Development Department. Peerzada said that proposal is being formulated to design Damhall as model village with an estimated expenditure of Rs. 5.5 crore. This would fulfill the basic requirement of the area including roads, schools including higher secondary schools, drinking water, health care, communication and employment avenues. He informed the students and young entrepreneurs that with the Internet connectivity that could gain benefits in their concerned lines which would help shaping their careers. He said that the long pending demand of the people to declare the area as backward would also be given due consideration. It was informed by the concerned officers on the occasion that the Rural Development Department has constructed 98 school buildings in district Anantnag under SGRY-I, Unified SGRY and District Plan at a cost of Rs. 3.38 crore. The Department has formulated a detailed plan under Centrally sponsored scheme of rural sanitation under which 75,000 house hould latrines for BPL families of district Anantnag would be prepared at a cost of Rs. 16.34 crore.
