Excelsior Defence Correspondent UDHAMPUR, Nov 22: Chief of Army Staff, General N C Vij has said that security interests have not compromised with the reduction of troops in J&K State and this important aspect can not be over looked. General Vij, who was at the Northern Command headquarters here to inaugurate Druva White Band Satellite Network, told media persons today that the process of de-induction of troops has already started in the Jammu and Kashmir as per the decision taken by the Government of India. The decision of the troop reduction took place after assuring that security interests are not compromised or harmed, he said. When asked about the exact number of troops being withdrawn from the State, the General maintained, " It is not important how many troops are being de-inducted but the resolve of the Government of India in this regard carries much weight and value. " Responding to a question on the remarks of Pakistani President Gen Parvez Musharraf that troops reduction by India in J&K is just cosmetic affair, Gen Vij said, "there is no need to comment on his statement but we are doing it with full sincerity and honesty. It is only there on the ground for every one to see. " Referring to the infiltration along the borders with Pakistan, Gen Vij said it is still going on but its level has decreased with the efforts of our troops. He said eight infiltration attempts were foiled by troops along the Line of Control in just past one month and three-such bids were made by the terrorists in last two days. He claimed that decline in the infiltration level has been marked with our efforts. " Infiltration is going on. You have to see that difference, he said adding that " I clarified that efforts to infiltrate remains". However, "it is our success which has brought it down," he said adding "When we talk of infiltration going down, it is going down because of the efforts of Army to curtail and curb it". The Army Chief said though cross border infiltration is being carried out, at the same time there is no cause of any concern on the security front after troop de-induction, as it has been done after making sure that security concerns are not compromised at all " Let me assure you of one thing that what troop de-induction is taking place, has been done after making sure of our security interests are not compromised. My concerns are million times more than that," he added. Asked what step the Army will take if the situation turns bad after troop withdrawal, he said the " Prime Minister has already said on that. We shall also see what is the reaction. If reaction is otherwise, which makes us feel that we need to take a decision in that case. Well, the decision lies with us". As regards the presence of militants in Jammu and Kashmir, he said the number of terrorists in the State has been brought down and it is virtually down to half from what it was last year. " The total strength of militants in the State at present is between 1700-1800," he said adding that in some more time we will bring this number to much lower figure and that will have great telling effect on terrorism. Gen Vij said there were 40 percent of foreign mercenaries operating in the State, and the completion of fencing has caused a major setback to infiltration of militants from across. When asked wether Pakistan was still sponsoring terrorism in J&K, he avoided a direct reply and said " it is not for me to name any country but one thing I am saying is that cross-border infiltration is still going on". |
2 hurt in grenade attack on KPS Excelsior Special Correspondent SRINAGAR, Nov 22: Two persons have sustained injuries in a grenade attack on the local news gathering agency, Kashmir Press Service (KPS), and an informant of security forces has been killed by militants in Kashmir valley today. Informed sources said that somebody lobbed a hand grenade on Srinagar office of KPS at Lambert Lane in uptown here this evening. Two people, reportedly working at the KPS office, sustained injuries in the resultant explosion that caused minor damage to the structure. No guerrilla organisation has claimed responsibility. KPS, not registered with the State Government, is owned by the editor of an Urdu daily Tameel-e-Irshaad who has, of late, launched a slanderous tirade against the Forest Minister Ghulam Mohi-ud-din Sofi. The editor and two of his brothersone of them working in the state Sales Tax Departmentare now facing a lawsuit as the Ministers contractor-brother, Azad Ahmed Sofi, has sought legal action against them. Both parties are residents of Handwara town. For years, they were jointly sponsors of a media campaign against the National Conference leader and former Forest Minister Chowdhary Mohammad Ramzan, also a resident of Handwara. Of late, the KPS owner Ghulam Mohi-ud-din has trained his guns on the old friend, Ghulam Mohi-ud-din Sofi, levelling against him crude charges of indulging in womanising and corruption. It has been threatened in a column that hundreds of the Handwara youth would go across to Pakistan and pick up guns in case Chief Minister Mufti Mohammad Sayeed did not drop Mr Sofi from his Council of Ministers and order a probe against him. The editor has earlier spent about a year in a Delhi jail after Police arrested him for allegedly taking a huge amount of money from the Pakistan High Commission. He was released earlier this year on an undertaking given to New Delhis Chief Metropolitan Magistrate by the Government that his release would help the Kashmir peace process. Meanwhile, unidentified gunmen, believed to be militants, fired pistol shots on Javed Akhtar Dar S/o Ghulam Nabi Dar R/o Manasbal and Seerat Ahmed Shah S/o Mohammad Illyas Shah R/o Haigam, Sopore, at New Colony in Sopore outskirts. Javed died on spot while as Seerat was evacuated and rushed to hospital with gunshot wounds on his body. Even as officials maintained that their background was not available immediately, non-official sources said that both had been working for Rashtriya Rifles. |
Interaction with Pak to improve bilateral relations: India NEW DELHI, Nov 22: Seeking to put behind the recent statements over Kashmir on the eve of Pakistan Prime Minister Shaukat Azizs visit here, India today said it was always hopeful that such interaction would improve bilateral relations. "We have been always hopeful that all the interaction will improve bilateral relations. All our efforts have been in that direction," External Affairs Ministry spokesman Navtej Sarna told reporters here. He was asked about comments in Colombo by Aziz that he was optimistic that his visit to New Delhi would help improve the atmosphere. Aziz also said he expected substantive dialogue on all bilateral relations, including the issue of Jammu and Kashmir, in his talks with Prime Minister Manmohan Singh. On Pakistan Foreign Minister Khurshid Mehmood Kasuris suggestion that Hurriyat leaders should travel on the inaugural trip of the proposed bus service between Srinagar and Muzaffarabad in Pakistan-occupied Kashmir, the spokesman said "I have no comments to make". He said the bus link was one of the subjects on which technical level talks have been envisaged. Sarna said Aziz was coming here as SAARC chairman. "I would expect the focus to be on SAARC events. But naturally his meeting with Indian leadership and bilateral discussions can be expected to take place. More than that, I would not like to guess the outcome, or the agenda or the subjects that will be covered exactly", he said. Aziz will extend an invitation to Singh to attend the SAARC summit in Dhaka in January. Bangladesh takes over the chairmanship of the regional grouping in Dhaka. His visit comes close on the heels of assertions by Singh in Srinagar that there was no question of redrawing the International Borders or further dividing the country on the basis of religion and in reaction President Pervez Musharraf said that Pakistan has not given up its demand for plebiscite in Jammu and Kashmir. Musharraf had recently suggested at an Iftar party that India and Pakistan should identify some regions of Kashmir on both sides of the Line of Control, demilitarise them and grant them the status of independence or joint control or under UN mandate. Following Singhs declaration, Musharraf has charged that the signals emanating from Indian leaders were not encouraging. He said Pakistan was ready to meet India half-way if it showed flexibility. Asked whether the visit could see any progress on the proposed gas pipeline project between Iran and India via Pakistan, Sarna said Petroleum Minister Mani Shankar Aiyar would be calling on the Pakistan premier tomorrow when the issue is expected to come up. New Delhi has said it looked forward to holding "substantive" discussions during Azizs stay here. Both sides have voiced their desire to carry forward the composite dialogue process and go ahead with the schedule of meetings on Jammu and Kashmir, peace and security and other outstanding issues. Aziz, who arrives by a special aircraft tomorrow afternoon, will have separate meetings that evening with External Affairs Minister K Natwar Singh and former Prime Minister Atal Bihari Vajpayee. On Wednesday, he will have meetings with President A P J Abdul Kalam, Congress president Sonia Gandhi and Commerce and Industry Minister Kamal Nath. Aziz will be meeting Hurriyat leaders during his stay here. Foreign Secretaries Shyam Saran and his Pakistani counterpart Riaz Khokhar will meet next month to review progress made on the composite dialogue and decide on the next round of talks on various issues. COLOMBO, Nov 22: Striking a conciliatory note a day before his two-day India visit, Pakistan Prime Minister Shaukat Aziz today said his country was not "disheartened" by New Delhis response to President Pervez Musharrafs Kashmir proposal and urged his Indian counterpart Manmohan Singh to be flexible on all issues. "I will avail the opportunity of being in New Delhi and convey to Dr Singh that we can ill afford to lose this opportunity to resolve long-standing disputes," Mr Aziz said in an interaction with the members of business, civil society and media here. He said relations between India and Pakistan had improved "quite substantially" during the past one year, especially after the "productive meeting" between Gen Musharaf and Dr Singh in New York. He said Indias move to withdraw troops was seen as a welcome move by Pakistan. "Any move taken to reduce tension at the border is always welcome," he said, adding that the solution to the Jammu and Kashmir issue "should meet the aspirations of the people of the State". However, Mr Aziz, who is in Sri Lanka on a two-day visit in his capacity as the SAARC Chairman, said, "the CBMs should not be viewed as a transactional relationship or arrangement. It is an ongoing process." "The task ahead was to get the dialogue process going," he added. The Pakistan Prime Minister said Islamabad is making sincere endeavours to turn the corner in its relations with New Delhi. "We are engaged in a twin-track process of Confidence Building Measures and composite dialogue. This would result in resolution of all outstanding issues including Jammu and Kashmir." However, he said if India toughens its stand or continued to repeat rhetoric, the task to searching for peace in the south Asian region would become all the more difficult. Expressing optimism that the dialogue process will continue, Mr Aziz said he was confident Dr Singh would maintain the spirit demonstrated by him during his meeting with President Musharraf in New York in October. Ultras snatch 3 rifles from VDC members Excelsior Special Correspondent RAJOURI, Nov 22: Militants last night snatched three rifles from two Village Defence Committee (VDC) members from their house at village Sada in Kalakote tehsil. Besides weapons, the militants also looted golden ornaments and cash from the house. Reports said four unidentified militants entered in the house of Satish Chander and Vishal, both teachers and VDC members, sons of Roop Lal at 6 pm last night and snatched two bullet action rifles, allotted to them in their capacity as the VDC members, one desi rifle, 250 rounds, 3.5 tola golden ornaments and Rs 5,000 Indian currency. The militants escaped after the loot. Police have registered a case and were investigating. |
Ex-PMs join protest NEW DELHI, Nov 22: Expressing solidarity with the jailed Kanchi Shankaracharya, former President R Venkataraman took to the capitals streets alongwith former Prime Ministers Chandrashekhar and Atal Bihari Vajpayee, who vowed to continue the "struggle till a Government that treats all religious leaders equally is put in place". "The sit-in is ending today but the struggle will go on till such a Government comes when all religious leaders are given equal respect", Vajpayee told protesters squatting on the Parliament Street demanding the pontiffs release. Slogans like Jai Sri Ram rent the air welcoming Vajpayees declaration. He was addressing the concluding session of the three-day sit-in-cum-fast organised by the BJP, coinciding with the Shankaracharyas police custody. Pointing towards Venkataraman and Chandrashekhar, he said, "we are not sharing a platform but we have hit the streets. In a democracy, people have the freedom to express their views but when the Shankaracharya is maltreated and those in power are not sensitive to it, then we have no option but to take to the streets". Refuting the charge that the BJP was exploiting religious sentiments, Vajpayee said, "what is hurting us more is that leave alone following the guidelines for treating religious leaders, Shankaracharya is not even being dealt at par with others. While some politicians are even provided with a cook in jail, the seer is not being allowed to cook his own food. "He is not being allowed to perform his religious duties properly. The countrys age-old traditions and values are not being respected. India is ready for change and it will not tolerate `Adharma (evil)". Justifying Chandrashekhars presence, he said, "anybody concerned about the countrys future cannot sit silently. Our struggle will continue but I cannot say how long and what shape it would take." Asserting that India was primarily a religious country, he said secularism did not mean disrespect to religious leaders or ignoring the status given to them by the society. "Our coming together is not a historic day but a black day. It is a challenge. We are united. From the President to the common man, everyone is hurt. Some are suppressing it. The situation should change", Vajpayee said. In his brief address, Chandrashekhar recalled his 27-year long association with the pontiff and said the issue at stake was not of the Shankaracharyas self-respect but Indias culture and values. "While it is for the courts to decide (on the merits of the case), the denial of facilities to him is unfortunate. The future seems dark because if the traditions are broken, the country is broken". Chandrashekhar described the treatment meted out to the seer as a "matter of regret and shame". In his address, former President Venkataraman recalled that the heads of the Kanchi Mutt were involved in religious and spiritual pursuits but Jayendra Saraswati expanded its activities in the social arena setting up hospitals and centres for teaching of Sanskrit and Vedas. Citing anecdotes from the life of Jayendras predecessor Parmacharya, he said, "our religion is prepared to accommodate every other religion". He regretted the manner in which the present seer was "being treated like a criminal". "We must preserve the glory of the great Acharyas", Venkataraman said. NDA convener George Fernandes, who was present on the occasion, said during his meeting with the seer at the Vellore jail recently, the latter had told him that while his health was fine, he was suffering from mental agony. "In an hours time, they (Tamil Nadu authorities) finished my reputation", the JD (U) leader quoted Shankaracharya as saying. "We should not rest till this issue is solved", he said. Senior BJP leader Jaswant Singh, who led the sit-in today, said the nations identity was at stake and it was a "testing time" for the faith. Near total bandh against Shankaracharya's arrest Excelsior Special Correspondent JAMMU, Nov 22: A peaceful and near total bandh was observed in parts of Jammu region today in response to a call given by the Sangh Parivar in protest against the arrest of Kanchi Seer Shankaracharya Jayendra Saraswati. Bandh was near total in Jammu City and its outskirts, Kathua and Udhampur towns while it evoked partial response in Rajouri. Barring stray incidents of stone throwing on some matadors in the City here this morning, the bandh passed off peacefully. Call for the bandh was given by the Vishwa Hindu Parishad and was supported by all Sangh Parivar outfits including the Bharatiya Janata Party (BJP), Rashtriya Swayamsevak Sangh (RSS), Akhil Bharatiya Vidyarathi Parishad (ABVP), Bajrang Dal and Shiv Sena besides some other organisations. All shops and business establishments remained closed in Jammu City and its outskirts since morning. Commercial transport like buses, matadors and three-wheelers also stayed off the road while private vehicles plied normally. In some parts of the City, the BJP workers subjected matadors to stone pelting after which they went off the roads. Long route buses on Jammu-Pathankote national highway plied from Satwari while Jammu-Srinagar route buses plied from Manda and other areas. While most of the private educational institutions remained closed due to non-availability of conveyance, students in the Government colleges and schools were also seen walking back to their houses. Attendance in both Central and State Government offices was also affected due to transport bandh. Activists of the BJP continued their dharna outside the office of Divisional Commissioner, Jammu in protest against the arrest of Shankaracharya in a murder case in Tamil Nadu. They described the arrest as "unjustified" and demanded unconditional and immediate release of the Kanchi Seer. The dharna was addressed among others by BJP vice president Shamsher Singh, Jammu State Morcha co-chairman Tilak Rah Sharma, Hareesh Bhai Bhat, BJP MLA from Godhra, who had come here to join the protest, BJP Legal Cell president Ramesh Arora, Chander Prakash Ganga, Col (Retd) Uttam Singh and others. Traffic on Jammu-Akhnoor road was also disrupted by VHP and Bajrang Dal activists led by VHP vice president Prabhu Dayal Gupta at Muthi and Nagbani. Traffic remained suspended for more than two hours. Police had made elaborate security arrangements for the bandh in the City and peripheries. Police and para-military had been deployed in strength to ward off the possibility of any untoward incident. However, the strike passed off peacefully as police didnt have to use force anywhere. VHP president Dr Ramakant Dubey said the VHP held rallies at Janipur, Kachi Chawni and Satwari in protest against the Seers arrest. He said there was a strong resentment among the people of entire Jammu region against the arrest. He described the bandh as a complete success. Our Kathua correspondent adds: Shops, dhabas and all other business concerns remained closed in Kathua, Hiranagar, Billawar and Basohli towns in response to the bandh call. Commercial traffic remained off the roads in Kathua town as well as Jammu-Pathankote national highway. Colleges and schools, both Government and private, remained closed. Exams of PUC were postponed due to the strike. Thin attendance was reported from all the Government offices. Leaders and activists of the Sangh Parivar took out a procession in Kathua town shouting slogans in favour of Shankaracharyas release and later staged a dharna at Main Chowk, Kathua. Dharna was addressed among others by Dr Narinder Singh, Dushyant, Ashok Jasrotia, Chaggar Singh, Avinash Ubhot and Kulbushan Sharma. All speakers criticised the Tamil Nadu Government for arresting the highest religious leader and flayed the Central Governments silence on the issue. Our Rajouri correspondent adds: Activists of the Sangh Parivar mostly the BJP took out a procession from Sanatan Dharam Sabha (SDS) office to Rajouri Chowk and burnt effigies of Tamil Nadu Chief Minister J Jayalalitha and Chief Minister Mufti Mohd Sayeed. They were protesting against the arrest of Kanchi Seer as well as withdrawal of troops from Rajouri for which they held the Mufti responsible., Dharna was addressed among others by Vibodh Gupta, State secretary BJP, Yogesh Sharma, district president, Atma Gupta, Rajinder Gupta, Raju Vijay Kumar and Dinesh Sharma. Vibodh Gupta and Yogesh Sharma criticised the Central and the State Government for withdrawing troops from Rajouri even when Pakistan sponsored militancy was on increase. They also criticised arrest of the Shankaracharya. PM rejects ULFA demand for sovereignty of Assam GUWAHATI, Nov 22: Prime Minister Manmohan Singh today said informal contacts have been established with ULFA for holding peace talks but virtually rejected the insurgents outfits demand for discussion on sovereignty of Assam. "Some informal contacts have been established but nothing is quite clear now," he told reporters here prior to his departure for Delhi after his two-day visit to the State. Singh made it clear that ULFA would be invited for talks only if it stopped violence. "If they shun violence, then I will invite them for talks but violence and talks cannot go on simultaneously," he said. Asked about the issue of sovereignty of Assam as demanded by ULFA, the Prime Minister said "Assam is an integral part of the Indian Union. I will make it clear that there should not be any doubt in the minds of the people in this regard." Singh said Jnanpith award winner and eminent Assamese litterateur Indira Goswami had talked to him in Delhi last week and "I have encouraged her to go ahead with her proposal of holding negotiations with ULFA for talks. But we will like to know who are the particular people prepared for talks." Regarding the proposed talks, he said "with our own people and our democratic set-up, there is every answer to the problem under our system and the obligations to look into all commitments." "If there are some disgruntled elements, we invite them for talks," he said. To a question about the timeframe for possible peace talks, Singh said "we are not sitting idle. If any group is prepared for talks, we are ready." The Prime Minister appealed to all sections of the people of Assam and Manipur in particular and the northeastern region in general to work in unison for its overall development. "Our democratic system has got the resilience to withstand any kind of pressure and demand by any group of people", he said. "I appeal to the youth in particular to look to the future with renewed vigour so that development and peace are ushered in the years to come", he added. Earlier, addressing diamond jubilee celebration of "the Shillong Times", Singh, in a clear message to ultras, said power in India flows from the ballot box and not the barrel of a gun and asserted there was no issue or grievance that was intractable. In the final analysis, power in India can only flow from the ballot box, never from the barrel of a gun," he said adding "there is no issue, no grievance that is so intractable that it cannot be resolved through a patient, constructive dialogue, free from pre-condition".(PTI) |
Srinagar-Leh NH to close today SRINAGAR, Nov 22: The vital Srinagar-Leh National Highway, the only road linking frontier region of Ladakh with rest of Jammu and Kashmir, would be closed for winter from tomorrow, a defence spokesman said here today. No vehicle would be allowed to ply on the 434-km long arterial road, connecting Kargil and Leh districts of Ladakh with rest of the State, from tomorrow, the spokesman said. He said the road will be closed as a precautionary measure to avoid any untoward incident like the one in November 2001 when snowfall claimed the lives of a number of people. The road is expected to be thrown open for traffic once again in the first week of June next year. (PTI) |
No-trust motion against Akhoon passed Excelsior Special Correspondent KARGIL, Nov 22: The opposition National Conference today suffered a major jolt here when no-confidence motion was passed against party leader and Chief Executive Councillor of Ladakh Autonomous Hill Development Council (LAHDC), Kargil Qamar Ali Akhoon. Sixteen out of 30 member LAHDC, Kargil voted in favour of no confidence motion. The motion was carried, an official handout said here. The motion was passed in a special meeting convened by LAHDC, Kargil Chief Executive Officer Mohinder Singh here today. The meeting was called after 16 Councillors moved a no-confidence motion against Mr Akhoon the other day. As the motion was passed, 14 Councillors led by Mr Akhoon staged a walk-out in protest. They also took out a procession in Kargil town. Supporters of Asgar Ali Karbalayee also took out a procession in the town later celebrating the passing of no-confidence motion against Mr Akhoon. Mr Akhoon and the Executive Councillors with him also staged a dharna in the premises of Deputy Commissioner, Kargil office. Meanwhile, Chief Executive Officer, Mohinder Singh has urged the Government to fix a new date for election of the Council Chairman. |
Fake certificates racket busted Excelsior Special Correspondent JAMMU, Nov 22: Police today busted a racket involved in preparing fake State Subjects and revenue stamps and arrested the main kingpin-former employee of Regional Research Laboratory (RRL), Jammu. Police spokesman said that during routine checking, a police party led by SHO Satwari Hamid Choudrary and Incharge Police Post Gadi Garh under Sunil Singh Jasrotia under the supervision of SP South Bhupinder Singh and Sub-Divisional Police Officer (SDPO) South Shiv Kumar Singh Chouhan subjected the main accused Ashok Kumar, son of Ram Dass of Upper Gadi Garh to thorough checking at Gadi Garh check post. From the possession of the accused, a former employee of the Regional Research Laboratory (RRL)police recovered revenue stamps of Tehsildars of different tehsils and this created suspicion. He was immediately taken into custody and put to sustained interrogation at Satwari Police Station. During the course of questioning police also came to know that the former RRL employee had also been arrested about two years back for the same offence and he was planning to infuse new lease of life in the racket when caught by the police. On his disclosures, police recovered stamps of Additional DC Jammu, Tehsildars of Jammu, Samba, Akhnoor, R S Pura and Bishnah and revenue stamps of Head Master Middle School Satwari, Zonal Education Officer (ZEO) Jammu from his house. A number of fake State-Subjects and blank State Subject certificates were also seized by the police. "The investigation is at preliminary stage and possible involvement of some Government officials in the racket cannot be ruled out", the police spokesman said. A case under Section 420 RPC has been registered in this connection. Meanwhile, South Police recovered a Maruti van stolen from Trikuta Nagar area about one month back. The vehicle was seized when it was being driven by one Baba Ram, son of Buti Ram of Bishnah. Soon after the theft, the accused changed the registration number from JK14-6625 to JK02T-6388 to dodge the police. |
Challan produced in fake appointment case Excelsior Special Correspondent JAMMU, Nov 22: Crime branch Jammu produced the challan of case FIR No. 26/2002 U/S 420, 467, 468, 471 RPC P/S Crime Branch Jammu in the Court of CJM Jammu, which was transferred to the City Judge Jammu against accused Talib Hussain son of Abdul Wahid of Choudharynar, Rajouri after conducting thorough investigation. The above cited accused managed to procure a copy of an actual order No. 2785 of 2001 dated 8-8-2001 in which 19 candidates were recruited in executive police on compassionate grounds. After procuring the copy of the said order the accused trimmed off the upper portion of the above said order. Similarly the lower portions of the said order were under signatures of the appointing authority apart from the endorsement No. 35127 dated 8-8-2002 stand appended have also been trimmed off by the accused from the copy of actual order. Both the portions were tactfully kept adjoined with the piece of white paper which contains the names of 6 individuals namely Gurmeet Singh son of Darshan Singh, Romesh Lal son of Ganesh Dass of Chak Ramdass, Kulbir Singh son of Tara Chand of Paywen Tavoo, R S Pura, Dhyian Singh son of Kishu Chand of Rakhbaral, Uttam Kumar son of Puran Chand of Jammu, Gopal Krishan son of Om Parkash of Talab Tillo, who had paid total amount of Rs 104000 to the accused Talib Hussain. Thereby inserted the names of above cited six persons fraudulently in the said order.
