JAMMU, Nov 16: Central Bureau of Investigation has registered a case against branch Post Master Jangal Gali district Udhampur for mis-appropriating an amount of Rs 53,650.

According to the FIR, on the complaint of Superintendent Post Offices, Udhampur, the Anti-Corruption Bureau of Central Bureau of Investigation has registered a case in which it has been alleged that a fraud has been taken place at Post Office Jangal Gali probably from the year 2002 onwards.

Bhim Singh, branch Post Master Jangal Gali had issued some bogus pass books without any authorization and mis-appropriated the amount realised from the depositors.

According to FIR on preliminary investigations, Bhim Singh has mis-appropriated an amount of Rs 53, 650 by issuance of 18 bogus pass books. The modus operandi in this case was that the said branch Post Master was accepting deposits in the pass books and made entries in the pass books subsequently. He did not transferred that amount in his account and thereby mis-appropriated the said amount. A case has been already registered by the CBI/ACB Jammu against the branch Post Master Jangal Gali and investigation in the case has been started.

Body of kidnapped civilian recovered in Poonch

JAMMU, Nov 16: Police today recovered dead body of a civilian, who had been kidnapped by the militants about two and a half month back from village Sawani Mara in Behram Galla area of Poonch district.

Reports said body of Rol Din son of Jamal Din R/o Sawani Marh, who was kidnapped by the militants from his house on the intervening night of August 29 and 30 this year, was spotted by some people lying in Sawani Mara forest area this morning.

The body was later recovered by the police and sent for post-mortem. Later, it was handed over to the family for the last rites.

Meanwhile, a militant lobbed a grenade on the house of a Village Defence Committee (VDC) member Safaz son of Sawan Mal at Kamlangarh in Chajru area of Reasi tehsil last night . Grenade, however, missed the target and fell on back side of the house.

No casualties or damage were reported in the attack.

JAMMU, Nov 16: Government Medical College Principal Dr H L Goswamy today constituted a Medical Board for conducting medical examination of former Miss Jammu Anara Gupta on the directions of City Judge, Jammu before whom Gupta alleged that she was brutally tortured during over a week long custody in Women Cell police station.

The Medical Board, which conducted examination of Gupta, who has been booked by the police on the charges of acting in a pornographic CD, was conducted this morning in the Medical College Hospital.

The Medical Board was headed by Dr Bupesh Khajuria (Forensic Medicines) and comprised Dr Rajinder Singh, Ortho and Dr Suleman Choudhary, Surgery as members.

The Board referred the former Miss Jammu for some more tests like X-Ray and ENT, reliable sources said.

Report of the medical examination regarding torture will take some time, they said, adding there were some "visible marks" which indicated torture to her in custody.

PM urged to earmark Rs 500 cr for development
of tourism in Jammu

JAMMU, Nov 16: All Jammu Hotels and Lodges Association today urged the Prime Minister Dr Manmohan Singh to earmark Rs 500 crore separately for revival and development of tourism in Jammu.

Talking to media-persons, president of the Association Inderjeet Khajuria said that Prime Minister should earmark Rs 500 crore out of the economic package he would announce so that Jammu region can be brought on the tourism map.

"Jammu and its surroundings have vast potential to develop as independent tourist destinations. Its rich heritage, culture, shrines of all religions, places of historical and archaeological importance and beauty spots need to be publicised and brought on the tourism map of the country", he stressed and said that twin lakes of Mansar and Surinsar can serve as best winter tourist resorts, the holy spots of Purmandal and Uttarbehni, Jamvant Gufa, Pir Babas and Gurdwaras need to be given exposure.

From tourism angle, artificial lake in the ridge below Bahu Fort, ropeway and Gandola chair car between Mubarak Mandi and Mahamaya and across Tawi Bridge, Bagh-e-Bahu and Mahamaya, improvement and development of environment park and city forest on Jammu by-pass road, Amar Mahal Museum, Mubarak Mandi heritage centre and Dogra Art Gallery would go a long way in attracting visitors, Mr Khajuria claimed and added that Rs 500 crore amount is being demanded to make Jammu as independent tourist destination.

The president of the Association said that the hotels and lodges in Jammu which have either closed down due to militancy or having much lower occupancy, are unable to maintain their establishment and demanded that the arrears of interest and even principal in respect of sick units be waived off on the pattern of Kashmir valley. He demanded that easy term loans be advanced to hotels and lodges and other tourist related trades to bring them back on track.

‘Gatt’ staged on 5th day of Natrang Theatre Festival

JAMMU, Nov 16: Kishan Chander’s famous short story "Khada" adapted in Dogri by Balwant Thakur as "Gatt" under the direction of Sanjeev Gupta was presented on the 5th day of Natrang Theatre Festival today.

The play "Gatt" shows that one and all tend to shirk their responsibilities and put the same on others. Instead they indulge in high sloganism, claiming to be the redeemers of sufferings of common masses. This is symbolized by a person falling in a ditch whose pleas of taking him out are ignored by all the passers-by.

The amusing part of the play is when a political leader gives long sermons atop the Gatt covered by wooden planks and the man in the ditch has no listeners. This play shows that ignored masses are continuously suffering for want of little help from those at the helm of affairs or for that matter anybody in the society.

The artists who acted in this play included Anil Tikoo, Neeraj Kant, Kanhaiya Sharma, Pawan Verma, Gourav Taryal, Rahul Chanda, Deepak Virdhi, Dimple Sharma, Sunil Palwal and Amit Singh. Costumes were designed by Sumeet Sharma and lights by Suraj Ganjoo.

This play was followed by the repeat performance of the play "Hawalaat" under the direction of Neeraj Kant. The play "Hawalaat" revolves around the story of three youth who have no place to live and is a big satire on the exploitation of the youth by the present system.

Pawan Verma, Kanhiya Sharma and Gourav Triyal played the role of three youth in an impressive manner. In the role of the cop, Dimple Sharma was also successful in geeting the appreciation. The lights were executed by Rahul, Chanda and sets by Deepak Virdhi. The sound effects were operated by Mohit Sharma.

Traffic Police to impose traffic restrictions during PM’s visit

JAMMU, Nov 16: Keeping in view the visit of Prime Minister, Dr Manmohan Singh, Traffic Police Jammu has decided to impose certain restrictions on November 18, 2004 on some roads of the city.

According to a handout issued by the Traffic Police Jammu, no truck/rehra/tractor trolley will be allowed to enter Jammu city from 0600 hours towards city from Kunjwani, Ranibagh, Satwari, Narwal, Panama Chowk, Bahu-Fort Crossing, Valmiki Chowk, Rehari Crossing, Shakuntla Crossing, Nagrota, Interrogation Centre Barnia. The vehicles coming from Rajouri-Poonch will be diverted from Akhnoor bridge to old Akhnoor Road.

As far as movement of buses is concerned, no bus will operate from General Bus Stand Jammu from 0600 hours onwards on November 18. Buses of Banihal group, SRTC buses and interstate buses coming from Srinagar/Udhampur/Katra/Doda shall operate from Narwal Transport Nagar. Kathua route buses and mini buses and mini buses of Bari-Brahamana will operate from and terminate at Milk Supply Scheme point, Satwari and Kunjwani. Buses/ mini buses of R S Pura route will operate from and terminate at Chatha turning while as Poonch and Chamb group buses will operate from and terminate at Barnia (Muthi). Buses bound for Katra-Udhampur-Srinagar shall adopt Kunjwani bypass route Narwal for their destinations.

Matadors/mini buses will be allowed to operate from Bus Stand to Railway Station from 6 a.m onwards via new bridge. All matadors/mini-buses operating from Panjthirthi will operate from Amphalla Chowk and will adopt Rehari-Shakutanla crossing, KC crossing to Indira Chowk, JP Chowk to Meheshi Gate-new bridge for their to and fro journey. Similarly matadors bound for Talab Tillo/Bohri will operate from Jewel Chowk via Canal Road for their to and fro journey.

JAMMU, Nov 16: Health Minister Suman Bhagat today said that coalition partners would forcefully voice for the scrapping of the memorandum of understanding banning creation of new jobs in Government sector during the forthcoming 3-day visit of Prime Minister Dr Manmohan Singh to Jammu and Kashmir.

Addressing pharmacists, medicos and prominent citizens at a function organized for distributing pharmacy registration certificates to 300 unemployed youth of Jammu district here this morning, the Minister said that Congress party has already demanded the scrapping of the MoU and the same would also be raised with the Prime Minister.

Mrs. Bhagat said that pharmacy is a potential employment provider. Apart from commanding respect, one could also serve the humanity through the noble vocation. She advised the candidates receiving registration certificates to open chemist outlets in the remote and far-flung areas where the need for medicines and specialized medicare is even greater.

The Minister also touched upon the issue of detachment of influential doctors and said, ‘now it is the turn of those posted in urban areas to rural and far-flung regions of the state’. She said more such doctors would be detached soon and there would be no backtracking on this vital aspect.

Democrats’ Front demands special package from PM

JAMMU, Nov 16: Extending welcome to the visit of Prime Minister Dr Manmohan Singh to J&K, Democrats’ Front has expressed hope of getting special package for the Jammu and Kashmir State.

Addressing a press conference here today, Front’s president Tazeem Dar has said that not only special economic package but relief and package for the migrants and unemployed people of the state be accorded. He demanded that equal justice should also be provided to the people of Jammu region.

The Front leader said that a special package which would comprise of ex-gratia relief, employment to the families of those belonging to the border belt of Akhnoor, Rajouri, Poonch, Uri, Karnah and Kargil and have suffered a lot because of shelling in the past by Pakistan. Border migrants should also be given same relief package as being given to Kashmiris and proper treatment be given to those migrated from Kashmir.

Mr Dar also demanded grant of ST status for the Pahari speaking people of Rajouri, Poonch, Uri, Udhampur and Kathua. He said immediate attention be given to the completion of Mughal road which connects Rajouri-Poonch with Kashmir valley. It was further pointed out that Gujjar-Bakerwals of the state form one segment of the people who are backward. They also need a special package from the Prime Minister.

General secretary, Gaurav Jamwal demanded that district wise special employment package be formulated and implemented for the unemployed youth of the State. He said Jammu division always was discriminated by the former rulers and it needs equal treatment and justice from the Government. It is the responsibility of the Jammu leadership in the government to safeguard the interests of Jammu people.

Gujjars caution Centre against granting
ST status to Paharis

JAMMU, Nov 16: Cautioning Centre against, what they called, conspiracy being hatched by some vested interests who have been proposing and recommending Scheduled Tribe (ST) status for some "non-entities", leaders of the J&K Gujjars United Front today asserted that they would oppose, tooth and nail, any attempt to grant ST status on the basis of language.

Addressing a press conference, president of the Front, Anwar Choudhary asserted that recommendation of ST status for ‘non-entities’ on language basis was unconstitutional and unlawful. He alleged that the Chief Minister, Mufti Mohammed Sayeed was also hand-in-glove with these "conspirators" who have been desperately trying to snatch rights of Gujjars and Bakerwals.

The Front leader expressed his anguish over the lackadaisical approach of the State as well as Central Government towards development of Gujjars of the State. He regretted that successive State Governments have adopted discriminatory approach towards the Gujjars and Bakerwals of the State.

While welcoming scheduled visit of the Prime Minister, Dr Manmohan Singh, the Gujjar Front leaders appealed to specify the share of Gujjars and Bakerwals for their development from the package to be announced by the Prime Minister for the development of the State. Front leaders urged the Prime Minister to constitute separate Tribal Ministry by giving charge to some Gujjars Minister.

"Gujjars constitute 1/4th of the population of the State but are ignored in every sphere of life", Mr Choudhary said and demanded that Gujjars should be party to any proposed talks on Kashmir as it was Gujjars who were worst sufferers of the on-going militancy in the State.

General secretary of the Front, Choudhary Shah Mohammed regretted that despite being worst suffers, no State Government has taken any step towards the development of Gujjars and no compensation has been given to them neither any step taken for their rehabilitation so far. Zaffar Khatana, Haji Wali Mohammed and other Front members were present in the press conference.

Nirmal urges PM to announce special package for Jammu

JAMMU, Nov 16: State BJP president Dr Nirmal Singh has urged Prime Minister Dr Manmohan Singh to announce special package for Jammu region during his visit to the State.

In a press statement, here today, Nirmal Singh expressed hope that the Prime Minister would take cognizance of the miserable plight of the people of Jammu region and announce a comprehensive political and economic package for the ignored region for an all round development of Jammu.

Lamenting that Jammu people have no say in the political and economic processes of the State, Nirmal Singh said that the result of this discrimination is widespread resentment and dissatisfaction among all the Jammuites, barring the members of ruling elite. It is unfortunate that people of Jammu and Laddakh have never been considered part and parcel of the State’s society by the successive Kashmir dominated State Governments and that they have been reduced to a nullity for all practical purposes, he added and reminded the PM that people of Jammu region had voted overwhelmingly in favour of Congress in the Assembly and Parliamentary elections with the hope that Congress would end 57 year old discriminatory policies towards Jammu region.

The BJP president also urged upon Manmohan Singh to abandon the idea of any kind of dialogue with the separatist Hurriyat Conference and also reject Pakistani President General Pervez Musharraf’s highly divisive proposals regarding J&K.

Cooperative week celebrated

Community service camp organised to clean

JAMMU, Nov 16: A community service camp was organised by the students of Shri Raghunath Sanskrit Maha Vidyalya Birpur, a unit of J&K Dharmarth Trust, at Birpur.

During the camp, students and teaching staff of the Vidyalya launched cleanliness of an old water tank, situated at Radha Krishan Ji temple, which was constructed at the time of Maharaja Partap Singh.

Bushes and grass in the tank were removed by the volunteer students who were assisted and guided by their teachers.

The camp was organised under the supervision of Thakur Divakar Singh, president of J&K Dharmarth Trust, who has decided to improve the condition of this monumental tank of Birpur Vidyalya.

PDP holds meeting to review preparations for PM’s visit

JAMMU, Nov 16: A meeting of the Peoples’ Democratic Party (PDP) was held today under the chairmanship of former Minister Rangil Singh, senior vice-president of the party to review preparations of the party regarding visit of the Prime Minister, Dr Manmohan Singh.

Addressing the meeting, Mr Singh called upon the party cadre to make Prime Minister’s rally at Prade Ground a historical event. He further asked the party workers to ensure maximum presence in the rally.

Rangil Singh hoped that Dr Singh’s visit to the State will help in further improving situation in the State. He hoped that proposed economic package, likely to be announced by the Prime Minister, will help in accelerate development of the State.

PDP vice-president said that for the last two years coalition Government headed by Mufti Mohammed Sayeed has taken many radical steps for the over-all development of the State. He was of the opinion after Prime Minister’s package the development process will get boost.
