Ati Maha Vishnu Yagya concludes amidst Excelsior Correspondent JAMMU, Nov 14: Amidst chanting of religious hymns and recitation of Vedic Mantras, chopper showered flower petals on the Yagyashalla which marked conclusion of the third and final phase of Shri Ati Maha Vishnu Yagya. Enthusiastic devotees restored to shouting Har Har Mahadev, Om Namo Bhagwate Vasudev Aaye, Jai Jai Shree Radhey, Jai Shree Ram, Gobind Bolo Hari Gopal Bolo when chopper showered flower petals on Yagyashalla to propitiate Lord Vishnu. Earlier, Puran-ahuti of the Havan was performed at about 2 PM and Yagyashalla was opened for all the devotees to participate in the Puran-ahuti. Thousands of devotees, who came from different parts of Jammu region and some adjoining states, performed Puran-ahuti and other religious functions. Over 3000 Purohits performed Puran-ahuti today. Large number of Sadhus, Saints from Haridwar, Varindaban, Kashi, Mathura and other parts of the country participated in the concluding function of the Sri Ati Maha Vishnu Yagya. Large number of local Sadhus and Saints also participated in the Puran-ahuti. Yagya Samiti had made all arrangements for the Puranahuti function of the Yagya. Large number of youth were seen doing service during the Puran-ahuti function. Some were seen assisting the aged persons to perform Pura-ahuti while others were seen helping the organisers in serving Langers to the devotees. Thousands of devotees participated in Langer and took Parshad. Meanwhile, chanting Jai Jai Shri Radhe, Om Namo Bhagwate Vasudev Aaye, large number of devotees conducted Parikaram of the Yagyashalla today. As today was the last day, strength of devotees was all time high. Majority of them were doing Parikarama of the Yagyashalla. After Puran-ahuti, Balak Bal Yogehwar Dass addressed the devotees and expressed his gratitude towards people of Jammu and Kashmir for their cooperation for making this Yagya a historical event. He said that with todays Puran-ahuti, 1296 Kundas of Ati Maha Vishnu Yagya has been completed. He reminded the people that first phase of the Yagya was held at same place in year 2003 while as second phase was held at holy town of Katra in the month of April this year. He said that it was all due to the devotion of the people of Jammu that Yagya has been completed without any hurdle. In the Hindu scriptures, the Yagya is considered as a supreme sacred holistic ritual with certain articles offered to the fire in oblation to propitiate God to seek protection from natural calamities, protection from diseases, improve environment and to attain universal happiness as well as prosperity. Like all prayers the Yagya prayer occupies the most important place in Hindu scriptures, most revered and of paramount importance, a sacred prayer to attain perfect spiritualism as well as to save the universe from deluge and disaster. The Yagya rituals have manifold advantages, but only selective have been explained, he said, adding, "the yagya, in one form or the other are performed all over the world with some communities attaching more of sentimental importance, whereas, the other on a lesser scale". Bhajan-Kirtan, which was going unabated near Yagyashalla for the last 11 days, also concluded today. shot dead near IB Excelsior Correspondent JAMMU, Nov 14: A retired Government teacher, his wife and servant were burnt to death at village Chakrawati in Bhaderwah tehsil of Doda district on the intervening night of November 13 and 14. Deputy Inspector General of Police (DIG) Udhampur-Doda range, Satvir Gupta told the EXCELSIOR that unidentified person(s) barged into the house of a retired Government teacher Ghulam Nabi Sheikh at village Chakrawati when all the three persons were fast asleep. On hearing some sound, wife of the Government teacher, Sakina Begum woke up but before she could raise the alarm she was stabbed by the unidentified person(s) by gaging her mouth. Later, they set the house ablaze and fled from the spot. On seeing the house in flames some neighbours swung into action and started dousing the fire. While the womans body was recovered last night after the fire was extinguished, the bodies of other two victimsGhulam Nabi Sheikh and servant Mohd Azam were recovered from the debris only today morning. The DIG said that the deceased teachers both the sons are in police and were on duty when the incident took place. "One of his sons Abdul Latif was a terrorist some years back but later he had surrendered and joined State Police", the DIG disclosed and said that police was working on different theories to unravel the truth behind the incident. The possibility of terrorists seting the house of Ghulam Nabi Sheikh ablaze to take the revenge of surrender by Abdul Latif cannot be ruled out, the DIG said and added that personal enemity could be the reason behind the incident. He further disclosed that a police team has alredy been deployed at the village for detailed investigation and preliminary investigations revealed that Ghulam Nabi Sheikh had last week withdrawn Rs one lakh from the amount he got on his retirement. Meanwhile, a man was shot dead by the security forces near the International Border in Kathua sector this morning. The sources said that the man was moving under suspicious circumstances near the border in Paharpur area when troops shot him dead. It was, however, yet to be ascertained if he was a Pakistani national or an Indian. Nothing incriminating was recovered from the possession of the deceased. |

Addressing a well attended rally of NMC workers here Mr Shastri said Planning Commission should immediately release the funds so that State Government could meet the demands of the employees. Demanding an in-built mechanism for the same Mr Shastri also highlighted various other demands of the employees of the State. |

Excelsior Correspondent JAMMU, Nov 14: In connection with observance of World Diabetes Day a function was jointly organised by Diabetes Care Foundation (DCF) and AASRA a women NGO at Amar Singh Club here this afternoon. The function was chaired by Dr Kailash Kohli, Director Health Services Jammu and Dr Jitendra Singh a renowned Diabetologist and author was the guest speaker. In his address Dr Jitendra Singh cautioned that in the next 25 years there is going to be 120 percent increase in the incidence of Diabetes the world over and what is more important is that about 80 per cent of the entire worlds diabetic population will belong to developing countries including India. He appreciated the role of the NGOs like Diabetes Care Foundation headed by Ashok Chutervedi and Pir Panchal headed by Ramesh Hangloo in involving particularly the women and the literate class in the fight against the diabetes which is foundational issue affecting not only the physical health but also the cultural health of the Indian society. He said Diabetes is too serious a problem to be left to Diabetologist alone. Regarding the observance of November 14 as the World Diabetes Day, Dr Jitendra Singh said the initiative in this regard was jointly taken by World Health Organisation (WHO) and International Diabetes Federation (IDF). Quoting from his fourth All India best selling book "Diabetes Made Easy" he said "one diabetes victim understands the problem of other victim better". He emphasised the important role of Diabetes Education saying " a Diabetic who knows the most lives the longest". In his address Dr Kohli said the day is observed in memory of Dr Benting who had invented Insulin as his birthday falls on November 14. He said the symptoms of diabetic is that his wounds do not heel and his nerves do not feel. In her welcome address the Prof. Rita Jitender a renowned educationist threw light on the importance of the day. She also threw light on various preventive measures to keep this health disorder at bay. The vote of thanks was proposed by Mrs Aparna Kuthial while the programme was compered by Mrs Gunjan Kohli president of the AASRA. Speaking on the occasion Ashok Chaturvedi, president Diabetes Care Federation threw light on the activities of his Organisation. DGP inspects newly established JIC at Miran Sahib Excelsior Correspondent JAMMU, Nov 13: Director General Police, Gopal Sharma soon after the opening of move offices at Jammu inspected the newly established Joint Interrogation Centre (JIC) at Miran Sahib near here. This Interrogation Centre is a major improvement by way of structural designs and technical capabilities in tune with the requirements of the time as compared to the Interrogation Centre at Canal road. The DG also visited the CID Headquarters at Canal Road and took stock of the improvements brought about in the general ambience and the offices. Mr Sharma was accompanied by Dr Ashok Bhan, ADGP CID, K Rajindra, IGP Police Hqrs, S S Bijral IGP, CID. The DG also addressed the officers and policemen and exhorted them to work with dedication and commitment. IGP Headquarters took note of the material requirements of the new establishment . BJP asks Centre to drop idea of talking to Hurriyat Excelsior Correspondent JAMMU, Nov 14: Welcoming National Security Advisor J N Dixits criticism of Hurriyat Conferences insistence on talking to Pakistan High Commission before resuming stalled talks with the Centre, the Jammu and Kashmir unit BJP today suggested that the Centre drop the idea of engaging separatists in the dialogue process. "The Union Government should drop the idea of talking to Hurriyat at all," Hari Om said adding "Dixit has taken a right stand at a right time". He expressed hope that the trouble-shooters in the South and North blocks would stop pinning faith on Hurriyat which represents only a "microscopic minority guided by religious fanatism and out-dated concept of exclusiveness". Hari Om said change in the attitude of the policy planners in New Delhi is the need of the time. Emphasising on broadening the dialogue process, he said "involvement of Jammu and Ladakh in the process is the national requirement and claimed that to ignore them would be only to strengthen the cause of the so-called mainstream PDP and National Conference, whose religio-political philosophy is no different from that of the ideology of Pakistan and Hurriyat Conference". |

EJAC intensifies campaign for strike on Nov 24, 25 Excelsior Correspondent JAMMU, Nov 14: Employees Joint Action Committee (EJAC) has intensified its campaign for complete strike by the Government employees in the state on Nov 24 and 25. In response to the state wide two day strike call, members of Joint Action Committee including Ram Kumar, Subhash Chander, Satish Sharma, Darshan Magotra, Farooq Ahmed, Kulbhushan Singh Chowhan, Balwan Singh and others visited various Government departments in Udhampur and other towns during last week and organised meetings. The motive was to mobilise the employees and seek their massive participation in the state wide agitation on the proposed days. The employees leaders alleged that anti-employees policies of Mufti Government has forced them to starvation. They said that employees are demanding release of 5 % DA installments, merger of 50 % DA into basic pay, revival of LTC, enhancement of retirement age, enhancement of daily rate and scrapping of memorandum of understanding for job freezing. The leaders also said that state Government which has been demonstrating its rigidity and sectarian approach, has compelled the employees to adopt agitational path. Similar meetings were also organised by JAC in Kathua and other major towns of the district to mobilise the employees. |

SOS Childrens Village celebrated Childrens Day in the village campus. The function started with the lighting of traditional lamp which was followed by Saraswati Vandhana. Speakers paid rich tributes to Chacha Nehru and threw light on the great leaders love and affection for children . SSP Traffic, S D S Jamwal was chief guest on the occasion. He was accompanied by Anil Mangotra, SPO Traffic Jammu. President of the Childrens Club , Master Shama gave a brief account of activities of the Club. On the Day, a gala function was organised at Lower High School Kala in Nowshera sector as a part of Operation Sadbhavana under the aegis of Dah Artillery Brigade. Officiating Commander, Dah, was chief guest in the function which was attended by a host of military and civil dignitaries of the region. The highlights of the event included, a cultural programme, group song by NCC contingent and prize distribution by the chief guest. Natrang stages Hawalat, Girgit at Theatre Festival Excelsior Correspondent JAMMU, Nov 14: On the third day of ongoing Natrang Theatre Festival-2004, Natrang staged two plays at its studio here today. The first play, Hawalat is written by Sarweshawar Dayal Sexena and directed by Neeraj Kant. The play revolves around the story of three youth who have no place to live in. It was the coldest night of winter and they were without food and shelter. Since nobody was ready to offer them food and shelter they thought it proper to have the same in the lock up. For this they approached a police cop as criminals by demonstrating their skills and past expertise and past achievements. To avoid them, the cops agrees to take them to the lock -up after trying their eyes. Instead of taking them to police station, the cop keep them moving at one cross road and finally leaves at a place from where they had started. The play is a big staire on the exploitation of youth by the present system. The politicians of the country are befooling the youth. The second play - Girgit is based on Anton Chekhovs short story and was also directed by Neeraj Kant. The story of the play revolves around a police officer who changes colours like a chameleon. The action starts when a dog bites a pick-pocket who approaches the police officer to get him the handsome claim from the owner of the dog. The cops begin to search the owner but in vain. A passers-by hints that the dog may belong to local Minister as he saw a similar dog at his place. The officer claims that dog of Minister can not bite unless prompted to do so and moreover local Minister can not keep such a dog. Here the dog is thrashed and the search for owner continues. Beating of dog continues by cops till a servant of Minister appears in the scene, who in the first instance refuses to recognise but later identifies as the guest of Minister. Dimple Sharma is character of police officer, Deepak Veerdhi as pick-pocket, Rahul Chadha as cop performed in the excellent way. |
BJP criticises Natwar Singhs statement Excelsior Correspondent JAMMU, Nov 14: Criticising the Foreign Minister Natwar Singh for his statement that the Union Government will consider the highly divisive proposal of Gen Musharraf on J&K, State president of BJP Dr Nirmal Singh said Natwar Singhs statement indicates that UPA Government has decided to weaken the Indian Sovereignty over Jammu and Kashmir. He said Union Government should have rejected this suggestion of Musharraf outrightly as the same seeks to divide the State into seven regions on the basis of ethnicity and geography. He added that India is a pluralistic nation and it simply cannot afford to accepts being suggested by Gen Musharraf and Hurriyat Conference, PDP and NC. Dr Nirmal Singh declared that BJP will not allow the Congress led Government at the Centre to compromise the Indian position in Jammu and Kashmir and said it would mobilize public opinion about the grave evils which would have fall out on the implementation of the policies of the UPA Government. He demanded implementation of the 1994 Parliamentary unanimous resolution and merger of the so-called Azad Kashmir as also Gilgit and Baltistan regions with the Indian union. He further stated that BJP would not accept solution like Andora, Trieste, Aaland Islands, South Tyrol and Ireland. Meanwhile Dr Nirmal Singh has demanded a comprehensive political and economic package for the people of Jammu and Ladakh. He asserted that people both these regions have been consistently suffering enormous losses at the hands of the Valley rulers and their henchmen in Jammu and Ladakh. He said such package has become a dire necessity so as to enable Jammu and Ladakh to not only protect their distinct identity but also to manage their own political and economic affairs themselves. |
Action Please! The residents of Nanak Nagar are facing lot of problems on account of parking of trucks, noise and air pollution and bad conditions of roads. It has now become a routine with truck owners and drivers, to park their vehicles in their residential area. Thereby leaving little space for other people to walk freely in the area. Since the main roads remain occupied by these trucks, one witnesses frequent traffic jams. As a result, there is lot of confusion on the roads. There is also the alarming rise in pollution level. The conditions of roads is also bad. The roads are riddled with pot holes. During rainy days, they cause more discomfort to the people. We hope that the concerned authorities would look into the matter by taking effective steps in this regard. Satwant Singh Primary school for Phalpora It is quite strange that even in the age of information and technology, there is no primary school in the village. There are atleast 200 school going children in the village who have to travel 6 kms to and fro to reach the nearest school for seeking education. These toddlers face tough times during inclement weather. It may be mentioned here that a number of deputation met the DC Doda in this regard. He in turn had assured the villagers that a school would be set up in the village. But quite unfortunately, no such thing has come into existence till now. The apathetic attitude has disappointed the villagers. Moreover, if authorities could open two schools in each of the villages of Fagow and Tantrojpora, then why could not they open even a single school in the area. We request the Chief Minister of the State and other concerned authorities to look into the matter. Gohar Rashid Wani Preference to Forestry graduates I would like to draw the kind attention of the Chairman, Service Selection Board in particular and all concerned authorities in general that preference needs to be given to candidates who have graduated in the forestry discipline for the posts of forester advertised in the notice No. 03 of 2004 dated 14.09.2004. It is pertinent to mention here that admission to BSc forestry (4 year programme) is granted through selection by All India Entrance Examination conducted by Indian Council of Agriculture Research or State Competent Authority Entrance Examination. It is requested that first preference and priority is to be given to the candidates who are graduate in the forestry discipline only from the University recognised by ICAR. Besides, Forestry graduate have no other option other than Forest Department. So, you are selecting the candidate from non forestry stream, this will be injustice with the forestry graduates. Raj Kumar Upgrade Primary School Joura-Kalan We the public of the village Joura Kalan (Thathri) of Doda request the State Government for the upgradation of 54 years old primary school in this village. We have approached the State Government from time to time in this regard, but it has given nothing to us except assurances. It is also pertinent to mention here, that the school children belonging to different schools are also reading here. The day-to-day strength of this school is increasing. Keeping these facts in view, it is requested to the Government to consider our case on priority basis. Public of Joura Kalan A Health Centre for Durga Nagar The whole of Durga Nagar comprising sectors 1, 2, 3, Roopnagar Enclave etc is lacking in medical facilities as no Ayurvedic, or allopathic centre exists there. The population of the area is more than 15000 souls, and most of them are belong to low income groups. As they can not afford costly medicines, they face great difficulties. Moreover, the old face great hardships while travelling to city or any other please to seek medical relief. Therefore setting up of a dispensury whether Allopathic or Ayurvedic has become quiet essential. HC quashes dismissal order of BSF personal Excelsior Correspondent JAMMU, Nov 14: Justice S K Gupta of Jammu and Kashmir High Court has quashed the dismissal of D N Mishra, who was dismissed from BSF service by the order of commandant of 19th Bn on the charges of absent from duty. In the 14-page approved for reporting judgment Justice Gupta after hearing the advocate Surinder Kour appearing for the petitioner submitted that the procedure provided under section 20-21 of the BSF Act 1968 and rule 177 of the BSF Rules 1969 was not followed and as such impugned dismissal is bad in law. On the other hand, Addl CGSC Ravinder Gupta appearing for the Union of India and BSF submitted that the petitioner was informed by several notices and reminders about his absence with leave and asked him to resume duty. The petitioner, however, did not respond to the reminders including the warning letters and ultimately the court of inquiry was ordered. On the completion of thirty days absence a show cause notice for the purposed termination was of his service, based on the opinion of the court of inquiry and remarks of the Commandant was issued to the petitioner on December 10, 1992 but there was no response to the show cause notice. Thereafter, the impugned order of the dismissal of petitioner was passed and the period of overstayal was regularised as "Dies-non". Ms Kour however, submitted that no show cause notice was ever issued to petitioner before the impugned order of dismissal from service and placed on record an apex court order. Justice Gupta while quashing the dismissal order observed that petitioner was a constable , so under section 11(2) of the Act R/W Rule 177 of the Rules , he could be removed from service by the Commandant only after the procedure under rules 20 & 21 have been followed. Since the procedure is not followed, the impugned order can not be sustained. With these observations, Justice Gupta quashed the order. |
