Jammu, Nov 11: Governor Lt. General (Retd) S. K. Sinha and Chief Minister Mufti Mohammad Sayeed have greeted the people on the auspicious occasion of Diwali, the festival of lights.

In a message, Gen. Sinha said the festival commemorates the celebration of truth over falsehood and reflects the composite ethos of India’s great civilization. He said that the feelings of warmth, love and joy which everyone feels while celebrating the festival adds to the spiritual aura of the occasion.

The Governor hoped that this joyous festival would be celebrated with usual gaiety and fervour but also with due care and restraint to ensure that others especially children are not hurt or injured and no inconvenience is caused to the general public.

The Governor said that Diwali is celebrated with a profusion of lights that light up our hearts, homes, and the atmosphere.

In his message, the Chief Minister said that on this auspicious occasion we should reaffirm our commitment to tolerance, compassion, harmony which are essential for promoting peace and prosperity. He said the best way to celebrate such festival is to share each other’s joy and strengthen the bonds of brotherhood and communal harmony.

Two plays staged on first day of Natrang Festival

JAMMU, Nov 11: Two plays: "Sunu Ek Kahani" and " Girgit" were staged at the inauguaral function of Natrang Theatre festival here today.

A detailed schedule for the next 10 days of the festival has been drawn up by the Natrang Theatre organisation.

The first play " Suno Ek Kahani" written and directed by Mr Balwant Thakur. It is story of a girls, Guddi, who represents a major section of lower middle class, forced into matrimony at a tender age. She knows the strain of early marriage as it had taken its toll in untimely death of her mother.

She wanted to be educated before taking up the responsibilities of a marriage. Her dreams are shattered as marraige is fixed. At the intervention of authorities the marriage is deffered for the appropriate time when she attains legal age of marriage.The story depicts the custom of childhood marriage, illiteracy and ignorance.

The actors who took part included: Suresh Kumar, Neeraj Kant, Anil Tikoo,Sanjeev Gupta,Pankaj Sharma, Sumeet Sharma, Sajra Qadir, Mohit Sharma, Pawan.

The second play Girgit also was staged. It is based on short story of Anton Chekhov and has been directed by Neeraj Kant. The story resolves round a police who changes colours like a chameleon. A dog bit pickpocket who approached the police for handsome amount from the owner of the dog.

When master of the dog is not traced, some one reports that local Minister may be involved in it. Police starts beating the complainant saying that Ministers’ dog cannot do anything wrong. Ultimately, the dog is thrashed and the search continues for the owner of the dog. is lodged with Police that a dog has bitten a pickpocket.

Notorious thief arrested by Pacca Danga police

JAMMU, Nov 11: Pacca Danga police today arrested a notorious motorbike lifter and recovered five stolen motor-cycles from his possession.

The arrested thief has been identified as Gopal Singh son of Milap Singh, a resident of Chatha Gujran in Gajansoo area.

Police said Gopal Singh was arrested by a Pacca Danga police station team led by SHO Inspector Arun Jamwal under the supervision of Sub Divisional Police Officer (SDPO) City Ashok Sharma from Tali Morh, New Plot where he was moving under the mysterious circumstances a couple of days back.

He was subjected to sustained interrogation during which he confessed that he had stolen nine motor cycles from different areas of the City. Five motor-cycles were recovered by the police on his disclosures while four others had already been recovered.

In addition to motorbikes, police also recovered from his possession the stolen one Color Television set, one VCD player, one invertor, two batteries and four stereos.

A case against the thief has been registered at Pacca Danga police station for further investigations. More recoveries are expected of him, police said.

Mufti expresses grief over Arafat’s demise

Srinagar, Nov 11: Chief Minister, Mufti Mohammad Sayeed has condoled the death of Palestinian leader, Yassar Arafat who passed away in Paris hospital today.

Paying rich tributes to Mr. Arafat, the Mufti, in a message, expressed profound shock over his death and described him as the symbol of Palestinian struggle for justice who spent his lifetime for the cause of his people. He said Abu Ammar, as the late leader was fondly called by his people, was a close friend of India who earned goodwill and affection of its people in a great measure.

The Chief Minister extended his sympathies to the people of Palestine and said Jammu and Kashmir as the rest of the country shares the grief and sorrow of Palestinians on the loss of their national hero. He prayed for the eternal peace to the departed soul.

People in the Valley stood in prayer for the whole night detaching themselves from all worldly pleasures and actions and sought blessing and peace from the Almighty.

Almost all the mosques whether big or small were filled in to capacity. The biggest congregation however, was held at the historical Jama Masjid Srinagar, where thousands participated in the nightlong prayers. A similar congregation was also held at the Asar-e-sharief Hazratbal where devotees spent the whole night praising and glorifying the Lord besides seeking His blessings.

" I prayed for the repentance of my sins and hope that God will answer my prayers," said 18-year old Tariq Ahmad, a devotee present during one of the congregations. " I also prayed for peace to return to the valley as we have seen enough of blood shed in the Valley," adds Tariq.

Seventy year old Abdul Fateh, a businessman of the downtown area of Srinagar, seconded Young Tariq’s views. " During the whole night only one thought came to my mind. I was praying for an end to the violence in the Valley because I was sure that God will listen to my call during this holy night."

This night’s excellence is great, as Muslims believe that it was during this night that the Holy Quraan was revealed to the Holy Prophet by God. Muslims vie in standing during this night and call out in sincere faith and hope that their call will be answered.

" People understand the real value of this night and come out in large numbers seeking Allah’s mercy and blessings," said the Imam (prayer leader) at the Hazrat Yaqoob shah’s Dargah at Sonwar. " This one night spent in prayer is worth spending one thousand months in prayer," said the Imam who too prayed for the peace in the Valley.

" As we have assembled here today let us pray that the peace is restored in the valley. Let peace flourish here and the peace efforts between India and Pakistan bear fruit," added the Imam as people who stood behind him prayed for the acceptance of his prayer.

Chanti Om Namay Bhagwatey Vasudabay, the large number of devotees have been doing Parikarams of the Yagyashalla for the last eight days. There was competition among devotees to do as much as Parikarams of the Yagyashalla.

Puran-ahuti of the Ati-Maha Vishno Yagna, which entered 8th day today, will be held on November 14, 2004. Prominent Sadhus and Saints from all over the country will participate in the Puran-ahuti.

Addressing the devotees, Balak Bal Yogeshwar appealed to the people to perform Parikarams of the Yagyashalla.

He said that main aim of organising this Yagna was restoring peace in the country in general and State in particular. He said that two phases of the Yagna have been already completed. First phase was held in last year at similar place while as second phase of the Yagna was held at holy town of Katra in the month of April. He said that with the completion of the Yagna peace will be restored in the peace. "In this Yagna chanting of religious hymns, recitation of Mantras during the Yagna would be to pay obeisance to God and to invoke His blessing aimed at universal peace with particular reference to Jammu and Kashmir", he said.

Meanwhile Bhajan-Kirtan has been going unabated near Yagyashalla. Activists of Hari Naam Sankritan Mandal, which came all the way Navdeep- West Bengal, have been doing Kirtan. Navdeep is birth place of Chatinya Mahaprabu who had spread message of the Bhakti of Lord Krishana.

JAMMU, Nov 11: Ruling out his meeting with Prime Minister Dr Manmohan Singh during is forthcoming visit in the State, president of Jammu and Kashmir Democratic Freedom Party (JKDFP), Shabir Ahmed Shah today asked the Centre to create conducive atmosphere before initiating dialogue process.

Addressing a press conference here, Shah strongly condemned Handwara incident and said that these type of heinous acts will deteriorate the situation in the State.

Coming down heavily on Chief Minister Mufti Mohammed Sayed for, what he alleged, speaking lie during press conference with Union Home Minister Shivraj Patil, Mr Shah dared Mufti Sayed to resign from the Chief Ministership if he wants to protect dignity and honour of the Kashmiri masses. "What is the fun of constituting a commission?. It is just an eye-wash to befool the masses. For the last two years, Mufti Sayed has created record of constituting commissions", he observed.

"I am surprised over the hallow claim of Mufti Government about the so-called normalcy in the State, whereas the ground reality is quite contrary to these claims. Unfortunately dozens of persons daily fall to bullets, thousands are languishing in jails and interrogation centres and the commoners are still being haunted by the spectra of brutality and atrocities. Security forces and law enforcing agencies with extra judicious powers have no realisation for the accountability", he said.

On the question of unity among different factions of Hurriyat Conference, Mr Shah asked separatist leaders to work together at this crucial juncture when some positive developments have taken place for solving this problems.

Shah said that as along as people of the State will not acknowledge the effects of Indo-Pak friendship and confidence building measures, the entire process of Indo-Pak relations will be put under question mark and without winning over the confidence of the people of the State, the measures will become irrelevant.

"It is my sincere desire and approach that Kashmiri leadership must adopt a united stand for the peaceful resolution of Kashmir issue so that this consensus is transferred into a vibrant public opinion", he said.

On the question of proposal given by the Pakistani President General Parveez Musharaf, he said "I believe that General Parvez Musharaf has boldly put forth his ideas and options for debate before the nation and entire world for the peaceful resolution of Kashmir conflict and now the Government of India should respond with its perception positively, so that leadership in Kashmir is encouraged to put forth its ideas and perceptions with respect to Kashmir dispute and ultimately this would facilitate the firm basis for trilateral negotiations and possible consensus", he said.

The Speaker was addressing a series of public meetings in various border villages of Khour Block which included Hamirpur, Sainth, Badwal, Gigerial, Pallanwala, Dhar, Khour, Plattan, Panjtoot and Chaprial today.

He informed the gatherings that the State Government has been making all out efforts to get a comprehensive relief package for the border migrants who have suffered a lot due to shelling from across the border. He said that the Government is fully aware of their burning problems and in this connection a number of meetings have been held recently with the Central Government. He hoped that some package would be announced by the Prime Minister during his forthcoming visit to the state, he added.

Speaking on the occasion, Sham Lal Sharma, MLA Akhnoor impressed upon the officers to redouble their efforts in mitigating the sufferings of the migrants.

APA, ABRS organising ‘Aman Mela’ in Lahore, Jallandhar

JAMMU, Nov 11: Association of People of Asia (APA) and Akhil Bharat Rachnatamak Samaj (ABRS), a federation of Gandhian institutions and social and peace activists is organising Aman Mela (peace fair) at Lahore in Pakistan and Jallandhar in India.

Thousands of peace activists under the leadership of the chairperson, APA and president ABRS, veteran Gandhian Nirmala Deshpandey are participating in this grand peace event on Nov 23-24 at Jallandhar and Nov 26-27 in Lahore.

Addressing a press conference here today, state president of ABRS, S P Verma disclosed that more than 25,000 grass root level workers from all over the country including Parliamentarians, legislators, teachers, youth, farmers, women, freedom fighters , engineers, doctors, trade union activists, political activists, poets, singers, HR activists industrialists, opinion makers, former soldiers, bureaucrats and others are participating in the peace event.

He further disclosed that about one thousand peace messengers will be visiting the neighbouring country- Pakistan for ‘Aman Mela’. It will be a humble venture to strengthen people to people contact between the two countries. From J&K, about 150 peace activists will be visiting Lahore while one thousand will be going to Jallandhar. Before leaving for Jallandhar and Lahore, the regional and district committees of ABRS will be organising peace rallies at their respective headquarters, Mr Verma maintained.

Wing Commander M M Joshi (Retd) disclosed that peace activists from Kargil, Ladakh and Kashmir will be reaching here on Nov 22 and a committee under the chairmanship of Mohd Iqbal Mir has been set up with three members from each region and one each from Kargil and Leh to finalise the names of those visiting Jallandhar and Lahore. Their Passport and Visa applications besides ten photographs are required before Monday alongwith requisite fees. He disclosed that culture programmes exhibiting local culture of the state will also be displayed on the soil of Lahore.

The people of India chapter of APA will present their view point before their counterparts in Pakistan for joint efforts to ensure peace in South Asian region besides normalcy and end to bloodshed in the Jammu and Kashmir. Father C M Khanna also spoke on the occasion.

Prof Gupta ridicules NC for raking up autonomy issue

JAMMU, Nov 11: Senior Bharatiya Janata Party (BJP) leader and former Union Minister, Prof. Chaman Lal Gupta has ridiculed the National Conference (NC) and its supporters for raking up the demand for greater autonomy and restoration of pre 1953 status to Jammu and Kashmir State.

In a statement issued here, today, he said the proposal in this regard has already been rejected by the Centre. Prof Gupta said the so called special status has already inflicted many wounds on the interests of the people and symbolised communal out look based on three nation theory.

Commenting on the recent statement of former Chief Minister and senior NC leader, Dr Farooq Abdullah for seeking political package during the ensuing visit of Prime Minister, Dr Manmohan Singh to the state, he said that any political package should be in the interests of the unity of the country and its people. Hence the anomalies between this state and rest of the country should be rectified and the decisions of the Parliament be made applicable.

He, while criticising the State Government blamed it for by passing the Parliament decisions. In this regard he said limiting the size of ministers as passed by the Parliament has not been implemented in the state on the plea of special status.

He said the Government should make it to understand that how was it in the benefit of the people to have the jamboo size Ministry especially when it faces the resource crunch even in paying the salaries to the employees.

Strongly advocating for political package, he said there is need to rectify the regional imbalances and ensure fair play to all the three regions of the state.

JAMMU, Nov 11: Government today ordered placements of three Incharge Executive Engineers (Mechanical) as Incharge Superintending Engineers and six Assistant Executive Engineers (Mechanical) as Incharge Executive Engineers.

The transfers and postings of five Incharge Superintending Engineers PHE Mechanical and 12 Incharge Executive Engineers have also been ordered by the Government keeping in view the placements of Incharge Superintending Engineers and Incharge Executive Engineers.

Incharge Executive Engineers (Mechanical)——V K Puri, Harbans Singh and Sadat Dastigeer have been posted as Incharge Superintending Engineers (Mechanical) in their own pay and grade pending clearance by the DPC/PSC.

Consequent upon these placements, transfers and posting of five Incharge Superintendents have been ordered by the Government. V K Puri has been posted as Incharge Superintendent Engineer, PHE (Mechanical) Urban vice B B Gupta, who has been transferred and posted as Incharge Superintending Engineer PHE (Mechanical) South relieving R K Rekhi of additional charge of the post.

Harbans Singh has been posted as Incharge Superintending Engineer (Mechanical) Irrigation & Flood Control Circle Jammu vice M L Gupta, who has been transferred and posted as Incharge Superintending Engineer Thein Dam project against the post vacated by B L Mattoo.

Sadat Dastigeer has been posted as Incharge Superintending Engineer, MID Circle Srinagar against the post vacated by M S Sethi.

These placements would be subject to the outcome of any writ petition on the subject pending in any court and in the event of any adverse judgement from the Court, this arrangement would be terminable.

Meanwhile Government has accorded sanction to the placement of six Assistant Executive Engineers (Mechanical) as Incharge Executive Engineers (Mechanical) in their own pay and pending clearance by the DPC/PSC. PATH appoints new convenor

JAMMU, Nov 11: In an extra-ordinary meeting of the founder members of PATH ( Preserve Art Treasurers and Heritage), the Jammu based NGO, was held here to take stock of the situation arising out of the appointment of Aparna Tandon, the present Convenor, as a Project Officer in ICCROM, Rome.

In the meeting it was unanimously decided to appoint Lalit Gupta, art historian as the interim Convenor, while Rajinder Tikku, well-known sculptor as the co-convenor.

It was also decided that Aparna Tandon will remain as the patron and represent PATH in various international agencies working for the preservation of heritage and facilitate collaborative projects with interested foreign institutions.

The founder members who attended the meeting included Aparna Tandon, P.B. Senegar, Lalit Gupta, Rajinder Tikku, V.K. Tandon, Shewta Walli,

Deepak Kumar, Manoj Chopra, Monika Misra, Shilpa Tandon, Sanjay Tikku, Mrs Veena Tandon, the institutional member and Mahesh Kaul, member. The founder members who could not attend the meeting but included Sati Sahni, Maj Gen (Retd) B.N. Dhar Prof Zahoor-ud-Din and Prof Sham Lal.

2nd Armoured Brigade celebrates centenary with fervour

JAMMU, Nov 11: Second (Independent) Armoured Brigade, also known as ‘Fleur-de-Lis Brigade’ celebrated its centenary with pomp and gaiety somewhere in the Northern Sector.

The celebrations were presided over by Army Chief Gen N C Vij in which large number of dignitaries, past and present, who were associated with the brigade graced the occasion. High point of celebration was a glittering mounted parade commanded by Brig AK Pathak, Commander 2 (Independent) Armoured Brigade. Gen Vij released a first day cover top commemorate the historic event.

The brigade was raised at Meerut in 1894 as Meerut Cavalry Brigade and has the distinction of being the oldest Armoured Brigade of the country as soon after its raising the Brigade was blooded in trying conditions of trench warfare in France during World War 1, during which period it was designated as the 7th Indian Cavalry Brigade and formed part of 2 Indian Cavalry Division.

The emblem of Fleur-de-Lis has long been associated with French Court of Arms. The Brigade adopted the formation sign when it was baptized by war in France during World War 1. The 1965 Indo-Pak war was an important milestone in the history of the brigade where it pulverized ther Patton Tanks of Pakistan in the battle of Khem Karan sector. The Brigade also spearheaded the offensive in Shakargarh sector during 1971 operations.

On April 1, 1993, the Fleur-de-Lis formation sign was revived with Brigade being re-designated as 2 Independent Armoured Brigade with its present operation role. The Brigade has since taken part in active counter insurgency operations under OP Rakshak in J&K. It was deployed for Operation Vijay and Operation Prakaram.

Satwari Garrison celebrates grand Diwali Mela

JAMMU, Nov 11: A grand Diwali Mela was organised by Tiger Division for Jawans, their families and separated families of officers, JCOs and Jawans who are away on duty in far flung areas guarding border in inaccessible areas in field.

In a glittering ceremony the Diwali mela was inaugurated by Mrs Rupa Sharma, president Tiger Division Army Wives Welfare Association with traditional fervour and gaiety by releasing colourful balloons, pigeons and bursting of crackers signifying the festive spirit of the festival of lights.

Festive mood of troops and their families was visible on large congregation of soldiers, their families and children, who enjoyed attractive games, joy rides on elephant, camels, horses, circular trains and giant wheels.

A variety of food stalls were put up wherein Indian, Chinese, fast food, chat, ice cream and many other cuisines were laid to please the appetite of large gathering. Attractive prizes were given on games and competitions and a raffle draw was also organized on the occasion. Speaking on the occasion the GOC Tiger Division wished every body a happy and joyous Diwali.

The Mela ended with an impressive fire works display adding further festive fervour to the occasion.

This decision was taken at a high level meeting held here last evening under the chairmanship of Deputy Chief Minister Mangat Ram Sharma.

PNB Family Club organises Parivar Milan

JAMMU, Nov 11: Punjab National Bank (PNB) Family Club organised Parivar Milan (Assembly of family members) at Rajinder Park today, in which the members and their families took active part.

Mr C R Khajuria, senior regional manager (J&K region) was special invitee on the occasion. Mr Ramesh Salhotra, club secretary, presented the account of the activities of the club and stressed the need for all out efforts to make the club a forum to bring cohesiveness among PNB staff and their families.

Speaking on the occasion Mr Khajuria lauded the role of the club in furthering the objectives of the Bank and congratulated all the members for the success of the club. He said such type of activities contribute in creating an atmosphere of brotherhood and cooperation amongst the staff members as well as a sense of belongingness amongst the humanity.

Mr Sanjay Sharma, president of the Club extended Diwali greetings to all the members and their families and gifts were distributed amongst them as a token of love and affection.

The members also welcomed Mr R L Dogra as a new member in the club.
