Kishtwar, Nov 9: Chief Minister Mufti Mohammad Sayeed has said that 100 percent accessibility to primary education would be achieved in Jammu and Kashmir within next four years. He said the initiatives taken by his Government since it came to power in 2002 would produce revolutionary results.

Addressing the 99th annual function of Islamia Faridiya Educational and Research Institute here today, Mufti Sayeed said that the revival of education in the state was receiving focused attention with steps of far-reaching consequence being taken by the government. He said the seemingly minor initiative of introduction nursery classes in government schools would produce significant results and remove disparity between the children of haves and have-nots in so far as the education was concerned./ He said the decision to make English language as a compulsory subject from the first primary level would also have major impact.

Describing education as a tool to guide the society from darkness to light, the Chief Minister said during the last two years the sector has seen resurgence and the positive impact was already visible. He said parents who had withdrawn their children from government schools and admitted them to private schools were now bringing them back to government run educational institutions. He said the education sector apart from infrastructure, was the single most affected area during the long turmoil in Jammu and Kashmir. He said the revival of the sector was important for the overall development of the state. Accordingly, he said, the government embarked upon the policy of expansion coupled with consolidation of the education system.

The Chief Minister said that the coalition government in the state was responsive to the urges and aspirations of the people and continuously working to alleviate their problems. He said the situation in the state had improved a lot and focused action was now taken to curb militancy so that common people were not inconvenienced. He said with the improvement in the situation, the process of development in areas like Kishtwar and Baderwah would be accelerated. He said the coming years would witness the renaissance of Kishtwar that has a glorious past. The area, he said, would emerge as a developed part of the state.

Earlier, the Chief Minister inaugurated the 27-room girl’s hostel of the Islamia Faridiya Educational and Research Institute. The Institute established in 1905 as a primary school is today a +2 co-education school with a total strength of 1338 students.

He also visited the shrines of Hazrat Shah Muhammad Fareeduddin (RA) and Hazrat Shah Asraruddin (RA) where the annual Urs is being celebrated today. He gave on spot instructions for the development of the shrines, beautification of the area and approach roads.

The Chief Minister also had an aerial inspection of the under construction Baglihar power project and the Kishtwar-Dachhan road.

National Legal Services Awareness Week celebrated

UDHAMPUR, Nov 9: To celebrate National Legal Services Awareness Week, a function was organised in the District Court Premises, Udhampur which was presided over by the Chairman District Legal Services Authority and District and Sessions Judge B L Saraf.

Speaking on the occasion, Mr Saraf highlighted various aspects of legal aid scheme and apprised the people about the significance of legal aid programme. He impressed upon the people and the concerned agencies to give wide publicity to the scheme.

Chairman Tehsil Legal Services Committee Vinod Chatterjee Koul, CJM spoke about the concept of legal aid and its various aspects while Tehsildar Udhampur assured full cooperation in implementation of the scheme through revenue officials.

President Bar Association B B Sharma lauded the role of legal aid authorities and assured the cooperation of Bar members in implementation of the scheme. Mr K B Gupta, Senior Advocate of the Bar, while speaking on the occasion, urged the people to avail the benefits of the scheme.

A total of 45 cases were settled in the Lok Adalat. Oriental Insurance Company took part in the Lok Adalat and compensation to the tune of Rs 4,50,000 was awarded to the claimants in five MACT cases.

District and Sessions Judge B L Saraf, CJM Vinod Chaterjeet Koul and District Mobile Magistrate, Munsiff Judicial Magistrate Udhampur acted as conciliators.

Mr Abdul Nasir, Munsiff Udhampur also spoke on the occasion.

Two narcotic smugglers nabbed

JAMMU, Nov 9: The Jammu zonal unit of the Narcotic Control Bureau (NCB), MHA Jammu jointly with the Tiger Division Jammu Army has apprehended one person namely Munir Ahmed son of late Jallalludin of village Bonalla, tehsil Thathri, district Doda for possession of 850 grams of narcotic drug. The joint forces apprehended the accused at Rehari Chungi.

During interrogation, Munir disclosed that his accomplice namely Irshad, from whom he had purchased this Drug was present near the Bus Stand.

Acting on this, the NCB sleuths alongwith members of the Tiger Division Jammu Army rushed to the spot and nabbed Irashad, who is a resident of village Bamboo Chingas, tehsil Gandoh, district Doda, who admitted that he had sold this narcotic drug to Munir Ahmed.

The two accused have been arrested under section 8, 21, 22 and 29 of the NDPS Act 1985 and a case has been registered against both of them for possessing and involving themselves in the sale purchase and transportation of the narcotic drugs and psychotropic substances. Further investigations in the case are being conducted by the NCB. The accused has been produced before the Magistrate and have been remanded to judicial custody.

JAMMU, Nov 9: Accusing the Jammu police of mishandling much talked about former Miss Jammu porno CD case and disclosing the name of ‘victim’ girl to media, students of all degree colleges in Jammu city today boycotted their classes.

The agitating students also held protest demonstrations in their respective colleges and raised slogans against police and sought disclosing the identity of the politicians and influentials involved in the sex racket.

"The executive police is acting in a non-professional manner and playing with the career and honour of the girls, including former Miss Jammu Anara Gupta, by projecting victims as accused and disclosing their names to media before their statement in the court of law," alleged Varinder Singh Chib, president of All Colleges Co-ordination Committee-body of elected representatives of all five Government degree colleges in Jammu. He alongwith other office bearers of ACCC, was talking to mediapersons after getting classes in the city colleges boycotted as a mark of protest against ‘un-matured’ style of investigation by Jammu Police in Anara Gupta’s case.

Claiming that some college going girls have also been whisked away by the investigating agency in the case, ACCC president alleged that victims were being targeted while no action was being taken against the accused who were influential and rich. "Before any substantial investigation and statement of the arrested girl in the court of law, police is projecting her as real culprit but no action is being initiated against the persons who lured and exploited her," he said with anguish.

However, at the same time, the ACCC president made it clear that the college students were not against investigations into the case or arrest of girls allegedly linked to the racket. "Our only plea is that names of the arrested girls should be kept secret by the investigating agency and those who exploited them by showing big dreams, must be arrested and punished," he explained.

Varinder Singh Chib, who was accompanied by Anuj Palli, president of GGM Science College, Narinder Singh Manhas, president of Government SPMR College of Commerce, Sarika, president of GCW Parade and other office bearers of the ACCC, maintained that the entire student community was united on the question of honour of fair sex and any cheap attempt to defame the girls by police or media would be strongly opposed by students.

Central Bank earns net profit of 21.12 pc

JAMMU, Nov 9: The Central Bank of India has shown an impressive growth in profit during the first half of the current financial year.

The bank’s total business has touched Rs 83363 crore mark. Its operating profit has gone up by 13.29 per cent to reach Rs 856 crores. The net profit recorded a good growth to reach the level of Rs 331 crore from Rs 273 crores in the previous corresponding period- as increase by 21.12 per cent over the corresponding period last year.

The aggregate deposits at Rs 57063 crores has recorded a growth at 10.73 per cent, while total advances have gone up to the level of Rs 26,300 crore to achieve 15.27 per cent growth rate. The total investment of the Bank has gone up from Rs 29077 crores to Rs 31634 crores, a growth of 8.79 per cent over the previous first half year.

As per release, there is an impressive growth in priority sector credit particularly under agricultural sector and has recorded a growth of over 25 per cent.

The Capital Adequacy Ratio of the bank as on September 30, 2004 has improved to 13.2 per cent. The net NPAs of the bank have come down substantially to 4.41 per cent as against 6.72 per cent as of September 30, 2003. The return on assets is at 1.05 per cent.

The bank has drawn up technology upgradation plan which includes inter-alia core banking solutions with multiple delivery channels to cover 1000 branches in next two years. The bank is also planning to launch a network of 400 ATMs by the end of the year.

Dr Dalbir Singh, Chairman & Managing Director, while commenting on the performance of the bank, has expressed his satisfaction.

Two killed, 35 injured as bus turns turtle
near Sudhmahadev

UDHAMPUR, Nov 9: Two persons were killed and 35 others received injuries, eight of them critically, when a passenger bus skidded off the road and rolled down at Gouri Kund near Sudhmahadev under the jurisdiction of Chenani Police Station this afternoon.

Police spokesman said that the ill-fated vehicle bearing registration number JK02D-6917 was on its way from Dudu to Udhampur when it met with accident. The driver of the vehicle reportedly lost control over the speeding vehicle resulting into bus rolling down.

On the receipt of information, a police party led by DySP Headquarters Goverdhan Singh Jamwal and SHO Chenani Surinder Rao under the supervision of SSP Udhampur Vijay Singh Sambyal rushed to the spot and started rescue operation.

All the passengers of the ill-fated vehicle were brought out of the gorge and rushed to the Sub-District Hospital Chenani. Two of the passengers were declared brought dead by the doctors while eight of the critically injured persons were referred to Government

The deceased have been identified as Ashok Kumar, son of Mani Ram of Sarad and Mool Raj, son of Hari Ram of Chapra.

Ati Maha Vishnu Yagna enters 6th day

JAMMU, Nov 9: The number of devotees has been increasing with every passing day as the on-going Ati Maha Vishnu Yagna entered sixth day today. Some devotees from foreign countries also participated in the religious functions today.

Amidst chanting of hymns and Vedic Shlokas, Havan has been going in the Yagyashalla. Pandits from Baranas, Kashi and other parts of the country have been performing religious rituals while as thousands of devotees have been participating in the Havan and religious functions.

Irrespective of their caste, creed, colour and religion, devotees from all over Jammu region have been thronging the Tawi Island to participate in this religious function.

As the organisers have made lodging and boarding arrangements for the devotees, some people from far-flung areas are also participating in the Yagna.

On this other recitation of Hanuman Chalisa and Akhand Ramayan Path have been round the clock at Yagna site. Special teams from Banaras, Varindaban and Ayodhya have been performing Akhand Ramayan Path while as a team from Navdeep West Bengal has been performing round the clock Kirtan. Special attraction, this time, is also Raas Leela, being staged by a team from Varindaban.

Meanwhile another group of devotees from some foreign countries also joined this religious congregation. Some of them participated in the Parikarama of the Yagna. According to organisers of the Yagna, a special function will be organised on Wednesday to felicitate Mahant of Jammu. 500 Mahants and Purohits will be served langer and will be felicitated during the function.

As the strengthen of devotees has been increasing with every passing day, authorities have made elaborate arrangements for the Yagna. Large number of security personnels have been deployed in the Tawi Island for the security of the Yagyashalla while as special nakas have been laid on roads connecting venue of the Yagna. Authorities have also made arrangements for providing medical facilities to the devotees.

Sales Tax team seizes items worth Rs 1.83 lakh

JAMMU, Nov 9: In continuation with its drive against the tax evaders, the Vigilance and Inspection wing of the Sales Tax Department, Jammu, conducted surprise checking of vehicles at Jammu-Pathankot Highway today and seized items worth Rs 1,83,675 from tax evaders under different provisions of J&K GST Act.

According to a release, during the course of through checking of different vehicles, items like motors, crackers, sweets, mustard oil, marble, electronic/electric goods, readymade garments, spare parts, sports goods etc worth Rs 1,83,675 were seized and an amount of Rs 84,745 was realised as fine from the tax evaders for the offenses committed by them under different provisions of J&K GST Act 1962. The seized motors numbering eleven valuing Rs 45,000 were found hidden in the tool box of the truck bearing registration number PIA 9513.

It is worthwhile to mention here that a few days back, the same team of Sales Tax had seized 130 number of camers in the similar operation.

The team of Vigilance and Inspection Wing, was led by Bashir Ahmed Saraf, Dy Sales Tax Commissioner (Vigilance and Inspection), Jammu. The officers vehemently resented unprecedented deputations of Joint Secretaries who are below in rank and cadre. The Association viewed the scenario very seriously and observed that such initiative in the Board is manifestation of some vested persons who mislead the Education Department and who are bent upon to suppress the legitimate claims of the permanent officers of the Board.

The meet also appreciated the efforts of the Board authorities who have taken up the matter with the State Government and assured the Officers Association that no stone would be left unturned in the best interests of the Board officers.

The Permanent Officers Association resolved to withstand the assurance by the Board authorities and decided that the authorities be approached for taking necessary measures regarding withdrawal of deputation orders failing which the Association would launch a struggle.

JAMMU, Nov 9: Continuing its efforts to garner the support of Kashmiri Pandit diaspora living in different parts of the country and abroad for community cause, the Jammu and Kashmir Vichar Manch (JKVM) here, today held an interactive meeting with Makhan Lal Raina, general secretary Kashmiri Pandit Association (KPA) Lucknow.

The meeting besides discussing the ongoing problems being faced by the displaced people from the Valley languishing in camps at Jammu and other parts of the country also took the stock of the present political scenario in the State. The meeting was chaired by JKVM state chief Ashok Kangan. Addressing the meeting Mr Kangan said recently the Manch has held discussions with the presidents of Mumbai and Bangalore Samitis and besides identifying the various areas of cooperation with them, their cooperation in fighting the community cause jointly was also sought.

Manch national secretary H L Bhat, while criticising the State Government lambasted the recent census report on Pandits which he said was deliberately published to marginalise the community.

He also alleged that double yardsticks were being adopted in making the enumeration of the Kashmiri Pandits. He demanded that all the shrines and religious places of Pandits forcibly occupied by anti social elements Valley be restored immediately.

Mr Raina , while appreciating the concern shown by the Vichar Manch leadership assured them that KP Association Lucknow will not lag behind in taking the community cause forward in close coordination with its brethren at Jammu.

He assured the Manch leadership that the Lucknow Association will work shoulder to shoulder with the JKVM in mitigating sufferings of community.

CTA delegation meets Education Minister

JAMMU, Nov 9: A deputation of the All J&K College Teachers Association (CTA) met Education Minister Harsh Dev Singh under the presidentship of Dr Vijay Sharma to express their deep concern of college teaching fraternity about the delay in the placement of teachers in higher scale, due to them since long.

The members also requested the Minister for issuing necessary directions to the academic college Srinagar for framing a separate schedule in advance, for conducting orientation/refresher courses for the summer zone colleges during summer break.

The Minister gave patient hearing to the delegation and assured early redressal of the grievances.

Besides, the delegation also met Director Colleges, Higher Education, Dr N D Wani to enquire about the status of placement cases of college teachers pending since long.

Director Colleges made it known to the deputation that action has been taken in this regard and a list of placement cases has been sent to all the degree colleges vide order No.243-HE of 2004 dated 9-11-2004 for perusal by teachers to forward objections/corrections if any in this regard to Higher Education Department. Mr Wani assured the delegation that final orders will be issued without any further delay.

Nature in miniature awaits plant lovers

JAMMU, Nov 9: Imagine some one who, at the age of sixty, has to part with his dear ones aged between 23 to three years and some even very young. Especailly after nurturing them with tender care, safeguarding from not only the vagaries of nature but even slight fluctuations in temperature and being witness to their slow development and maturity, a decision to be away for good from beings which have become integral to one’s life, can certainly be heart rendering.

This is what precisely is the case with D.D. Singh who has to part with his priceless collection of Bonsai which he has grown in last 25 years with almost spiritual involvement.

Bonsai, is a compound word comprising of Bon- tray, and Sai-the plant, literally meaning plant in tray. This art of nature in miniature originally developed by Chinese was later adapted by Japanese who evolved it into an art form and Bonsai grown in families were bequeathed as inheritance to legal heirs.

Finding expression in drawing rooms business, corporate offices and other public places, Bonsai having moved from shores of Japan, today is a passionate hobby with many nature friendly individuals all- over world.

D.D. Singh, is one such nature lover in Jammu whose collection of more than 90 Bonsai is one of the best in northern India. He is basically a sportsman. Who after having worked in Sports Authority of India (SAI) as a hockey coach for 20 years, is presently holding the prestigious position of a selector of India Hockey Federation.

Talking about his passion for Bonsai, D.D. Singh said that ‘I was exposed to the wonderful world of plants due to my mother who always liked to have plants around her and maintained large number of potted plants in the house. But it was a lecture by Japanese experts on Bonsai which I happen to attend during my job at Nagpur, Maharashtra in 1974, that the I was drawn to the world of Bonsai. Since then growing Bonsai has become an integral part of day to day routine.

Informing about the intricacies of growing Bonsai, D.D. Singh said that plants with small leaves are an ideal choice. After planting the seed in the pot with shallow depth, the sapling’s tap root is cut and its thread roots are spread so as to ensure proper nutrition to the plant. The soil of the pot comprises of three layers. The lower most is of small brick pieces, then brick pieces and sandy soil and the top one of ordinary soil and manure.

"The American laws don’t allow the import of any kind of soil and I have to leave my children behind", laments D.D. Singh. JAMMU, Nov 9: A legal awareness camp was organised in the court complex at Bishnah today.

The camp was held under the chairmanship of Munsiff judge, Mrs Rajni Sharma in which Tehsildar Bishnah, Naib Tehsildar, Bishnah Bar president, Panchs and Sarpanchs of the area, prominent citizens, Bar members and several other participated. The speakers educated the people about legal rights of the people and conduct of Lok Adalats. They said the people should avail benefits to mitigate their sufferings.

Legal Services Day observed in Chenani

JAMMU, Nov 9: National Legal Services Day was observed in Chenani today with Munsiff Chenani Sunil Sangra, Chairman Tehsil Legal Aid Services presiding over the meeting attended among others by the Bar members, SHO Chenani, Sarpanches, Panches and litigants.

Later, a Lok Adalat was also organised in which 11 cases were decided. A fine of Rs 2500 was realised.
