EJAC leaders arrested, released Excelsior Correspondent JAMMU, Nov 8: Government employees today staged massive demonstrations across the State to pressurise the State Government to concede their demands. In Jammu, the demonstrations were held at Indira Chowk and inside Civil Secretariat on the opening of the Civil Secretariat here while at Srinagar, a dharna was staged in front of the office of Divisional Commissioner there. A large number of employees gathered at Indira Chowk here in the morning and stated demonstration to press their demands. However,a large posse of police personnel deployed on the spot prevented the employees from staging demonstration by lifting all the leaders of Employees Joint Action Committee. They were taken to District Police Lines (DPL) Jammu and released in the evening. After their release, the employees took out a rally from Vikram Chowk, which after passing through different areas culminated near SMGS Hospital. Inside Civil Secretariat premises, the Non-Gazetted Employees Union staged demonstration and shouted slogans against the State Government as soon as Chief Minister Mufti Mohammad Sayeed entered the building. Later, the employees submitted a memorandum of their demands to the Chief Minister and urged him to provide immediate justice to the employees by conceding their demands. The employees warned to intensify the agitation if their demands were not conceded without at the earliest. Reports reaching from all the district headquarters of the State said that there was a great resentment among the rank and file of EJAC, who warned the Government to mend its attitude towards the employees failing which all the 4.5 lakh employees would launch mass agitation. The EJAC leaders appealed the employees and workers to participate in the two day state wide Kam Chore Hartal on November 24 and 25 in large number to convey to the Government that all the employees are united and would continue agitation till Government concedes their demands. The demands for which the employees have been fighting for, included merger of 50 percent DA in basic pay, release of five percent DA instalments, enhancement of retirement age from 58 to 60 years, revival of LTC and enhancement of wages of daily rated workers and uniformity among the wages of temporary workers. |
28 terrorists to surrender today Excelsior Correspondent JAMMU, Nov 8: In a biggest ever surrender by the terrorists, about 28 ultras of different outfits are going to lay down their arms before the senior Army and Police officers at Nagrota Corps tomorrow. According to the sources, about 28 terrorists, mostly from Lashker-e-Toiba, Hizbul Mujahideen and Harkut-ul-Mujahideen (HuM) would lay down their arms tomorrow at Nagrota Corps. These ultras were operating in Udhampur-Doda and Poonch-Rajouri range for the past six to seven years, the sources added. "Most of these terrorists are of the rank of Platoon, Divisional and District Commanders and their surrender would give a severe blow to the outfits they belong to. Moreover, this would weaken the outfits in the areas they were operating", the sources said and added that since the announcement of surrender policy by the Government, around 50 militants from Udhampur-Doda range have laid down their arms. Sources said that such a large number of militants agreed to lay down their arms after the security forces intensified cardon around them and virtually neutralised their activities in their respective areas. |

Police spokesman said that an Army jawan was killed in accidental firing from his own rifle on the Jammu-Srinagar National Highway at Nagrota. Bisappa Jith of 2nd Engineering Regiment was on guard duty at a check post on the highway when his Insaas rifle went off. A bullet from the rifle pierced through his head killing him on the spot. A case under Section 174 CrPC has been registered in this connection at Nagrota Police Station and further investigations were on. Similarly, a dead body of Amarjit Singh of 267 Engineering Regiment was recovered from Camp Narayan Rajouri by the Chingus Police. The proceedings under Section 174 CrPC have been initiated in this regard. Meanwhile, one scooterist Yougal Kishore Verma, son of Bansi Lal of Arya Samaj Gali was killed after his scooter was hit by a speeding truck bearing registration number JK02V-5855 near Birwan Bridge. Twelve persons were injured in road accidents at Nud Samba, Upper Gadigarh, Katra, Gangyal, Mehra Mandriya, Trikuta Nagar, Garkhal, Bari Brahmana, Katra and Chenani. All have been hospitalised and their condition was stated to be out of danger when reports last came in. They have been identified as Nirmala Rani, wife of Uttam Kumar of Ramnagar, Kalyan Singh of Morallian, Sagar Singh of Katra, Vijay Kumar of Gangyal, Gurdiyal Singh of Guru Sirgan, Barun Sehgal of Trikuta Nagar, Sanjokita Chib of Garkhal, Sonu of Mishriwala, Subash Chander of Bari Brahmana and Sagar Singh of Katra. Meanwhile, three personsRakesh Kumar of Samba, Surinder Kumar of Jatwal and Raju Singh of Raipur Satwari allegedly consumed poisonous substances at their respective residences. They were rushed to hospital when spotted unconscious by family members. Doctors immediately provided them stomach wash treatment followed by other medicare. Their condition was stated to be out of danger when reports last came in. It could not be ascertained as to whether they intentionally consumed poison or swallowed the same mistakenly. |
Protests on rape allegation rock Kashmir valley SRINAGAR, Nov 8: Twenty-five persons, including separatist leader Javed Ahmed Mir, were today detained as demonstrations rocked several parts of Kashmir valley, including Srinagar, against the alleged rape of a woman and her daughter by an Army officer in Kupwara on Saturday night. The protests were held in Maisuma, Abi Guzar and other localities in the vicinity of Lal Chowk, Kashmir University, Handwara and its adjoining villages in the frontier district of Kupwara, with the demonstrators pouring out into the streets violating prohibitory orders. The protests were organised by Kashmir Bar Association, Muslim League, Democratic Peoples Movement and Jammu and Kashmir Liberation Forum, the sources said. Eighteen persons including separatist leaders like Javed Ahmad Mir, Bashir and Rabi, Farooq Ahmad Tawheedi and Hakeem Abdul Rashid were taken into preventive custody and lodged at Kothibagh police station as they gathered at Maulana Azad Road and started marching towards the Sonawar office of United Nations Military Observers Group (UNMOG), the sources said. The sources said the detention was effected as the protestors had violated prohibitory orders. Chief Minister Mufti Mohammad Sayeeds statement during a press briefing with Union Home Minister Shivraj Patil yesterday that the medical examination had proved that the daughter was not raped was also condemned by firebrand Hurriyat leader Syed Ali Shah Geelani and JKLF chief Yasin Malik, who visited the purported victims. The sources said a demonstration was held in Kashmir University campus where the students boycotted classes and raised slogans against the Chief Minister accusing him of shielding the Army. Seven people were taken into preventive custody as massive demonstrations rocked Handwara township and adjoining villages in Kupwara district for the second successive day today with people observing a complete shutdown and angry mobs indulging in stone-pelting, the sources said. JKLF Chairman Mohammad Yaseen Malik, who visited the house of the victim at village Baderpayeen, also staged a dharna in Handwara town this afternoon. The State Government has already ordered a magisterial probe into the allegations of the rape of the mother-daughter duo. Hardline Hurriyat Conference Syed Ali Shah Geelani termed Sayeeds statements as "unfortunate and a matter of shame." Gilani appreciates Govt move to
probe Excelsior Correspondent SRINAGAR, Nov 8: Jammu and Kashmir Council for Human Rights (JKCHR) Secretary General, Syed Nazir Gilani, has appreciated Government move to probe into the alleged rape of mother-daughter duo in north Kashmir. However, Dr Gilani pointed out that the standard practice demanded an independent body should investigate such incidents. In a letter to the Chief Minister Mufti Mohammed Sayeed, Dr Gilani said that after the alleged rape incident at Sonbrah Mattan on November 3 another serious incident of rape of 29-year-old Aashia Begum and her 10-year-old Shabnum Rashid on November 6 at Bader Payeen in Handwara has been reported He has appreciated in the letter that Government has appointed Additional Deputy Commissioner Sharafat Ali Khan to investigate the matter and report within 10 days. "However, the standard practice is that such incidents are investigated by an independent body, which in case of Jammu and Kashmir appears to be the State Human Rights Commission or to ensure a duty to fairness the Government should have constituted an independent body of people of high integrity, necessary to conserve the trust of the people and able to understand the elements of the case," he said. Dr Gilani has observed that the Government has not only duty to investigate the elements of crime but it also has a corresponding duty to the victims of the rape as well. "This duty assumes a special dimension in the subsisting the religious, cultural, customary and political constraints of the civil society of Kashmir the rape has not only to be investigated but a full rehabilitation of the two victims and compensation to the victims has to be settled concurrently." |

BJP stages dharna against
discrimination Excelsior Correspondent JAMMU, Nov 8: To register their protest against what it called the discriminatory approach of the State Government with Jammu and Ladakh regions , the Bharatiya Janata Party (BJP) staged a dharna at Shalamar Chowk here on the first day of the opening of Civil Secretariat and other Government offices in Jammu today. The protesting BJP workers and leaders with placards in their hands were shouting slogans against the discriminatory policies of the coalition Government towards the two regions of the state. They were led by Party state chief Dr Nirmal Singh. Addressing the protesters Dr Singh said this dharna is against the discriminatory policies of the State Government and the regional imbalances between Jammu and Kashmir regions. Dr Singh, while making a strong dig at the State Government said its healing touch policy was a subversion of national sovereignty. He said this Government has lost the moral right to rule because of bad governance, anti-poor, anti women and anti farmer policies. The internally displaced Kashmiri Hindus, Sikhs and border migrants are facing many hardships in camps due to the State Governments apathy, he alleged. The BJP leader said the corruption, lawlessness and inefficiency has crossed all the limits and the coalition Government has brought the state to the brink of anarchy and chaos. He also lashed out at Congress and Panthers Party for backtracking from the promises it had made to the electorate of Jammu while seeking vote during the last Assembly elections. The promises of implementing Wazir and Delimitation Commission reports and inducting the Chief Minister from Jammu have not been fulfilled, he added. Addressing the protesters the BJP general secretary and national Executive Member Ashok Khajuria took the Government to task for its militancy friendly policies. He said the militancy has increased due to the wrong policies of State Government. It is due to such policies of the Government that the people of Jammu were facing the security related problems. He criticised the Chief Minister for welcoming the statement of Pakistan President Gen. Pervez Musharaf on Kashmir and urged the Centre to restrain him for making statements concerning the matters of national integrity. He wanted to know what happened the promises of the Congress, PDP and PP leaders that their Government will create employment avenues in the state. He said instead of solving the unemployment problem of the youth they have eradicated the unemployment of their MLAs. He also lambasted the UPA Government for the price rise saying the hike in petroleum, diesel and LPG has added to the woes of commonman. Addressing the demonstrators BJP MLA Jugal Kishore Sharma said the State Government was a failure on all fronts and it has not fulfilled its poll promises. He also took the Government to task for rising prices of essential commodities. BJP district chief, Kavinder Gupta while criticising the State Government alleged that it failed to honour the 97th amendment of the Constitution regarding the downsizing of the ministry. He said the jumbo Ministry is a burden on state exchequer. 52 percent tax hike on imports recorded at Lakhanpur Excelsior Correspondent JAMMU, Nov 8: Sales Tax department has recorded an increase of 52 % imports and over all increase of 214 % in revenue realisation at Lakhanpur Checkpost during October. Deputy Commissioner, Sales Tax Lakhanpur giving details said that revenue of Rs 5.40 cr was realised during the month as against Rs 1.72 cr realised during last October registering an increase of Rs 3.68 cr . The revenue realised during October 2004 included Rs 19.46 lakhs passenger tax, Rs 11.10 lakhs penalty, Rs 167.21 lakhs security, Rs 210.12 lakhs entry tax, Rs 1.06 lakhs and Rs 6.26 lakhs composite tax on raw skin and almonds respectively and Rs 124.35 lakhs advance tax. A significant achievement has been the 16 % decrease in penalty which indicates the efficacy of the control and check exercised by the check post. The imports during October 2004 have also recorded a growth of 52 % with imports worth Rs 729 cr as against imports of Rs 478.57 cr made last October registering an increase of Rs 215.63 cr ( 60 %) and Rs 35.05 cr in Jammu and Kashmir divisions respectively. Restrictions on sale, storage of crackers imposed Excelsior Correspondent JAMMU, Nov 8: The District Magistrate, Jammu, Hirdesh Kumar Singh has ordered that no fire works, crackers or explosive material shall be stored or sold in places other than those specified by Jammu Municipal Corporation for the areas within Jammu Municipal limits and by the respective Tehsildar for the areas outside Jammu Municipality in Jammu district. Stalls for sale of fireworks, crackers etc shall be put up by concerned dealer only at the places mentioned in their licence after getting clearance from the Deputy Director Fire Services, Police and Municipality, NAC and Revenue authorities. Electric fittings in the premises shall be of fixed type and not in the close vicinity of the stocks of the explosive. No loose electrical fitting shall be provided therein. No person under 18 years of age or who is in a State of intoxication or of unsound mind shall be employed on loading, unloading or transportation of sellers explosives be allowed to enter in licenced premises. No explosive, which are not authorized under rules or prohibited under Section 6 (A) of Act shall be possessed and/ or sold from the premises. The crackers and other explosive material shall contain a price tag which shall not be more than the price printed in each explosive. The price printed shall be deemed to include all local taxes even if the printed price specifically reads "local tax extra". |
MLA Bishnah seeks special package for border people Excelsior Correspondent JAMMU, Nov 8: Bishnah MLA Ashwani Sharma has sought a financial package for the border people who, he said, were worst affected of the militancy and border problems for last several years. In a statement issued here, Mr Sharma said Prime Minister Manmohan Singh, who is scheduled to visit Jammu and Kashmir in the middle of this month, should pay proper attention towards the demands of the border migrants. "The border migrants have suffered a lot at the hands of the State Government. They havent been provided relief for the land covered in the border fencing. Also, they havent been given any compensation for the land which they couldnt cultivate for the years together due to border firing earlier", Mr Sharma said. Merry days for Srinagar beauty parlours Excelsior correspondent SRINAGAR, Nov. 8: The arrival of Muslim festival, Eid, which falls on Monday has brought smile on the faces of beauty parlor owners in Srinagar as the parlors are witnessing a heavy rush of customers that range from fashion crazy women to college going students. Although majority of the parlors in Srinagar receive more then 40 anxious customers a day, the arrival of Eid has meant additional business as women keep thronging to these parlors asking for the latest hairstyles and facial massages. Even women with faces covered in veils, are also seen entering the saloons. " The Beauty clinics help us to bring forth our hidden beauty and this is very important in today's competitive world," says a student Shaista, who is one of the regular visitors to a beauty clinic at the busy Lal Chowk. " Some people consider our visit to a beauty clinic as immoral but I don't think it has any thing to do with morality because if men can enjoy to look smart and beautiful why can't women," she questions. Interestingly, the most preferred beauty treatment, which the women are asking for, is face-lifts of various kinds. These involve all sorts of new procedures ranging from bleaching, massaging, waxing and steaming. " Establishing a beauty Parlours was never a great idea. Even my parents did not allow it initially but I managed to establish my own parlor and thank God it has proved to be a big success," says Najma, a beauty parlor owner. "We used to witness rush of customers during the marriage season only but now the trend has changed completely and women have become so beauty conscious that they throng the parlours even during festivals," adds Najma. Asked as to why women are making a beeline for beauty parlours, Najma has a simple answer, "beauty parlors are offering services that are affordable to women hailing from the middle class also that is the reason they come here quite often". The rise in the number of customers has made the parlors to announce many packages for women where discounts have also been offered. " Right now we are offering various packages as the customers are willing to spent on the Eid festival," says Shahnaz, an attendant at one of the parlors at The Bund adjacent to lalchowk. Even as the parlors continue to reap better dividends on the eve of Eid many a customers have some grievances too with regard to the services that are being offered at these parlors. " One of the problems one has to face at these parlors is that the parlor owners do not bother to keep trained beauticians. Most of the attendants who are working at these parlors have learnt the trade at the parlors itself. This creates some scare among the customers," says Nuzhat Amin, a schoolteacher was accompanying her 15-year-old daughter to a parlor. " Here the parlor owners should adopt some professional approach," she adds. |
CAPD fails to check price hike Excelsior Correspondent JAMMU, Nov 8: Consumer Protection Organisation (CPO) has expressed serious concern over the failure of the department of Consumer Affairs and Public Distribution (CAPD) to keep a check on price hike of various items in the market. In a meeting of the executive committee of the organisation held here today under the chairmanship of D R Danish, members alleged that sudden increase in the price of sweets and other essential commodities has been observed in the market while the government machinery remained inactive. Despite the festival season, no check is being maintained on the price of items. A committee was formed in 2001 vide Govt order No. 73 -FS, for regulating prices of essential commodities and ensuring supplies and it was made mandatory to hold two meetings a month. It is unfortunate that meets are not being held even once a year whereas, the traders keep on increasing prices at their whims and fencies when desired. |
Hawala money being pumped into J&K: Report JAMMU, Nov 8: Even as fencing along the Line-of-Control has brought down infiltration from across the border, Hawala money continues to flow into Jammu and Kashmir in an effort to keep the pot of militancy boiling, according to an official report released by the Home Ministry here. "Rs 150 crore Hawala money continues reach militants in Jammu and Kashmir every year in order to keep the pot of militancy boiling there," the report said. With the installation of border-fencing, ground sensors and thermal imagers, security forces have to a large extent succeeded in foiling attempts of infiltration by Pakistan-trained terrorists, it said. "Although Pakistan has been speaking against terrorism, logistic infrastructure of training camps have not been dismantled there and new camps have been opened besides the old ones being revived," the report further said. There were reports of launching detachments, which were earlier closed, having been revived, it said adding as many as 47 terrorists training camps have been established in the Pakistan occupied Kashmir (PoK), 26 in Pakistan and 10 in the northern areas. There were reports of as many as 13,000 messages being passed on to terrorists every month through the 32 control stations clustered in six locations in PoK and one in Pakistan, it said. (PTI) |
