JAMMU, Nov 6: In a much publicized litigation of larger public interest against the pasting of obscene posters at public places in the City of Temples within Jammu Municipal limits, Justice Permod Kohli yesterday asked Senior Advocate DC Raina to assist the court in this case. The Court also directed SSP Jammu to file affidavit and disclose the names of the violators

Meanwhile, Mr Raina, who was present in the court, accepted the request.

When the matter came up before the Judge yesterday, Additional Advocate General Anil Sethi placed on record copies of certain FIRs registered against different persons for violation of the provisions of J&K Prevention of Defacement of Property Act and for pasting obscene posters. The High Court directed SSP Jammu to file affidavit, disclosing the names of the persons who are accused and against whom action have been initiated, as also the progress of the cases registered by police at different police stations. The Court said that the affidavit be filed within two weeks.

In the meanwhile, the Court also asked petitioners to implead District Magistrate Licensing Authority under Cinematographic Act, as party respondent in this petition.

During the course of arguments, Advocate SS Ahmad appearing for the petitioners submitted that despite the submission of the report of Commission, JMC is not taking steps to remove the obscene posters pasted by various Cinema Houses and other advertisers.

Advocate SS Nanda appearing for JMC submitted that posters and banners removing squad has been formed under the supervision of Chief Khilafwarzi Officer who is monitoring day to day progress for removing the posters and banners within the limits of JMC. Mr Nanda further informed the Court that FIRs have been registered against Royal Park Appu Ghar Bahu Fort Jammu, Early Times Newspaper and Srishti College of Excellence and others. Upon this, the Court directed SSP Jammu to file his affidavit disclosing the names of violators.

Cable operator surrenders before IGP

JAMMU, Nov 6: In a new twist to the much-hyped sex-racket involving former Miss Jammu, the cable operator and the alleged main accused in the making of pornographic CDs of Anara Gupta, today surrendered before police and denied role in shooting of XXX-rated movies.

Police sources told the EXCELSIOR that the cable operator Narinder Kohli surrendered before Inspector General of Police (IGP) Jammu Dr S P Vaid at his office at around 1 PM and denied any role in the shooting of pornographic CDs of former Miss Jammu. He, however, admitted that he had relations with Anara Gupta and knew her and her family very well.

He told the IGP that he was ready to face any action if it was proved that pornographic CDs of Anara Gupta were shot by him. "The cable operator has named two persons—one who has moved to Mumbai to try his luck in film industry and another who is associated with fashion shows", the police sources said.

Later, the cable operator was handed over to investigating officers for his sustained questioning. The surrender of cable operator would help the police a lot in unraveling the truth behind the episode.

Meanwhile, police has intensified efforts to trace out the girls, who had gone underground after Anara Gupta named them for performing in other pornographic CDs. All the porno CDs which are in the possession of police are of minor girls and efforts were being made to identify the girls and the ‘heros’ in the CDs.

Vigilance awareness week organised by NRTS-II

JAMMU, Nov 6: Northern Region Transmission System-II of Power Grid Corporation of India Ltd comprising states of J&K, HP, Punjab, Haryana and UT Chandigarh organised a Vigilance Awareness Week in all its sub-stations and site offices from November 1 to 6.

During the week messages of President, Vice President, Prime Minister, CVC and VC etc were read. Apart from this, Essay competition, debate/lecture competition were organised amongst the employees and their children. A Web based complaint handling system was inaugurated by R P Singh, CMD, Power Grid at Corporate Centre, Gurgaon in which NRTS-II participated through Video-conferencing.

The week was also organised at RHQ Jammu and on the concluding day of awareness week a seminar was organised on the topic "Prevention of Corruption and its ill effects in the society". Dr N S Saxena, Executive director NRTS-II, Mr A C Sarkar, GM, faculty members namely Yogesh Gupta, SP CBI, Jammu, M K Raina Ratnakar, Director Doordarshan Jammu, Prof Shashi Kant, Dean, Department of Life Sciences, University of Jammu, Sudhir Dhar, Vigilance Officer and large number of senior officers and officials were present on the occasion.

Mahant Manjit Singh lays foundation stone of Rocha Singh College

JAMMU, Nov 6: Mahant Manjit Singh of Shiromani Dera Nangali Sahib Poonch laid the foundation stone of Sant Rocha Singh Degree College at Babliana. Sant Rocha Singh was the third Sant who was deputed by 10th Guru Gobind Singh Ji and sent him to preach Sikhism in J&K State.

The function was attended by a large number of people and management committee members of all the institutions run under Sant Manjit Singh Trust, besides Principals and prominent citizens and leaders of various Sikh organizations.

While addressing Mahant Manjit Singh said that Degree College shall provide a quality education to the students of the State like MBS Engineering College and other schools and colleges run by the trust under his name. JAMMU, Nov 6: Education Minister Harshdev Singh has ordered release of pending salary of 9,000 teachers, recruited under Rehbar-e-Taleem (ReT) before Diwali festival.

Official sources said Mr Singh has directed Directors School Education of Jammu and Kashmir divisions to release salary of about 9,000 teachers, who were recruited as third teacher in Government primary schools.

"Pending salary of four to six months of the teachers will be released before Diwali festival", the sources said, adding Mr Singh took this decision soon after some teachers brought to his notice that they hadn’t been paid their salary for the last four to six months.

It may be recalled that about 28,000 teachers have been appointed under the ReT scheme. Of them, 19,000 were getting their salaries.

The IGP was addressing a gathering at Phalian Mandal on the occasion of inauguration of a newly constructed border Police Post. He said that it was encouraging step that the common masses have been appreciating the role of the police and coming forward to provide active and constructive support to the police in their respective areas for elimination of social evils and other crimes.

Complimenting the constructional agency (PCD Jammu) of Police Posts being raised in the State in a phased manner, the IGP lauded the role of the agency for speedy construction of police posts in far flung areas under modernisation plan. He further said that the design and provision of the necessary modern facilites like toilet, bathroom and lawn is highly appreciable.

The Phalian Mandal Police Post constructed on two kanals of land at a cost of Rs 12 lakh comprises of one office room, reporting room, lock-up room, barrack, Malkhana, toilet, bathroom and a lawn facility.

The IGP instructed the SHO concerned for plantation of certain saplings in the compound. DIG Jammu Farooq Ahmad, SSP Jammu Dr Kamal Saini and SP South Bhupinder Singh were also present on the occasion.

Lok Adalat held at Batote

BATOTE, Nov 6: In connection with commemoration of Legal Awareness Week a Lok Adalat was inaugurated here, today by Mr Justice Y P Nargotra.

The Lok Adalat was organised by District Legal Services Authority, Bhadarwah. An amount of Rs 1.25 crore was awarded as a compensation in 98 cases of claim petitions pending disposal in the courts of Principal District Judge, Bhadarwah and Additional District Judges Ramban, Doda and Kishtwar.

During the Lok Adalat four benches were constituted to decide the cases. Principal District Judge, Bhadarwah N D Wani, Additional District Judge ,Ramban, Hari Om Singh, Additional District Judge Kishtwar, M S Khan, Additional District Judge Doda, Sanjay Gupta, Chief Judicial Magistrate, Doda Jaffar Hussain Beg, Sub Judge Batote, Mohammed Akram Choudhary and Mobile Magistrate Doda, Arun Kotwal participated.

Justice Nargotra lauded the spirit and purpose of alternative redressal system and impressed upon the people present to encourage the litigants to sort out their rights avoiding procedural delay.

The play was a critique of the changing socio-cultural scenario where the novo-rich in a bid to be labeled as modern and advanced are blindly aping western values. The plot revolves around the characters of one family, where the father, originally from rural and poor background, after having moved to the city has become a leading industrialist and is always busy in his business affairs. His wife, happy to be part of circle of social elite, is more concerned with kitty parties and showing off her expensive jewelry to her friends, has no time for the children.

The grown up son, Bharat, and daughter, Bharti, who left free to do the things in their own way fall into bad ways. The son takes to drugs and lands in prison after the teacher whom he had beaten up dies due to injuries and the daughter for whom freedom means late night parties and string of boy friends ultimately looses her modesty and becomes pregnant. Thus the misplaced sense of freedom shatters a household who otherwise would have been a happy and contented family.

Sudhir Mahajan’s maiden venture as a play wright came under healthy criticism which followed the reading of the play.

The views of well-known writers and poets like Mohan Singh, Baljit Raina, Khalid Hussain and Pritpal Singh Betab Hussain, bordered on two extremes. While some praised the literary efforts of Sudhir Mahajan for the bringing to fore the changing social values under the influence of the West, some writers were of the opinion that instead of focusing on generalised issue, the play wright should have taken up an aspect which was locally relevant.

None the less the literary gathering praised the efforts of Sudhir Mahajan and hoped that he apart from his regular activity of staging dramas also continues to write more plays

Toll Post Lakhanpur achieves another milestone

JAMMU, Nov 6: Toll revenue collection of more than half a crore rupees has been achieved during the month of October at Toll Post Lakhanpur.

A net revenue of Rs 15.83 crore was deposited in Government treasury during the month of October alone. This has happened for the first time in the history of Toll Post.

Amount to the tune of Rs 95.80 crore was realised by the post from April to October 2004 against the collection of Rs 76.54 crore in the corresponding period of last year this registering an increase of Rs 18.50 crore.

This information was given to the Minister of State for Finance Babu Singh on his visit to the Toll Post. The Minister appreciated the efforts being put in by the Excise Staff posted at the Toll Post and directed Dr Rajiv Kumar, the Deputy Excise Commissioner to ensure achievement of still higher milestones.

The Minister also appreciated the revenue generation at minor Toll Posts situated around Kathua. There was revenue collection of Rs 50.33 lakh at Mandi Mandikan as against Rs 1.15 lakh in the corresponding period last year. Similarly, Rs 16 lakhs were collected at Nagri Toll Post.

The overall performance was reviewed by the Minister during his visit. He said that steps would be initiated for establishment of the Plaza which will eliminate the waiting time for clearance of toll barrier.

CB produces challan in medical aid withdrawal

JAMMU, Nov 6: Crime Branch, Jammu today produced challan against five persons including three doctors in withdrawal of Rs 1.83 lakh medical aid from Medical Aid Committee of the Chief Minister’s Secretariat.

Challan was presented in the court of Sub Judge Jammu.

According to Crime Branch sources, a patient Savitri Devi wife of Gobind Singh, a resident of Kalakote was suffering from cancer and was admitted in the Medical College, Jammu. One of the accused Darshan Lal Motton R/o Salaid, RS Pura approached the patient in doctor’s dress in March 1998 on the pretext that he will arrange medical aid for him.

He got documents of the patient, which were authenticated by the Ward doctor. Using fake name of a woman Toshi Devi, the accused persons including the then Principal, the then Superintendent, the then Medicines Department Ward doctor (Associate Professor) and the then Medical College cashier succeeded in getting medical assistance from the Medical Aid Committee worth Rs 1.83 lakh.

The cheque was encashed by the then Principal GMC Jammu through his cashier instead of issuing the account payees cheque. No vouchers with regard to the treatment of fake lady (Toshi Devi) were sent to the Civil Secretariat.

At the time of production of challan, three accused including the then Medicines Department Associate Professor, cashier and Motton were present in the court of law while the then Principal and the then Medical Superintendent didn’t attend the court after getting noted the docket. Legal proceedings have been initiated against other accused for their absence at the time of challan.

During the course of investigations, the Crime Branch conducted search of the room of Darshan Lal Motton and seized fake/fraud identity card of a doctor issued to him by the then Medical Superintendent. The agency also seized case summary and discharge record of GMC Jammu of the patient Toshi Devi and recorded statements of the witnesses.

Sources said Motton sometimes posed himself as doctor and sometimes as an Advocate to cheat the people.

Preserving tradition of Kani shawls

SRINAGAR, Nov 6: Lost in his own small world Mohammed Ashraf Kanhami wastes no time in criss-crossing the small wooden shuttles over his screeching loom-where he is busy designing the world famous Kani shawl that has for centuries fascinated the craft lovers world over.

Ashraf is not the only one engaged in this painstaking creation but there are numerous others like him who are braving all odds and are helping preserve a centuries old tradition of preparing hand made Kani shawls that have earned quite a name for the Kashmir valley.

Kani shawls are artistic master pieces-which usually carry a very high price tag. The art of Kani shawl making had during the last two decades become almost extinct but now efforts by the artisans and the government as well are once again making this art form regain its past glory. These shawls are of rare beauty, are loom-designed and brocaded. While the base of the Kani shawl is most often wool based-a little cotton, silk or pashmina too has been tried to make a Kani shawl. Most of the designs are floral, with the kairy or paisley as the predominant motif.

The art of weaving a Kani shawl is very painstaking. Several kanis or small wooden shuttles of different colors are used for a single weft line of the fabric. Up to 50 colors could be worked into one shawl-the most popular colors being yellow white black, turquoise, green, purple, crimson and scarlet.

"We have to put in our best to make a kani shawl. The process to prepare a Kani shawl is very complex and it needs lot of patience," says Mohammed Ashraf. " Such is the complexity involved that most of the artisans had stopped making these shawls," he adds.

Kani shawl is extremely time consuming, two weavers could take 18 months to produce an average shawl and three years are needed to produce a top-quality one.

"Kani shawl making was encouraged by the Great mughal ruler Akbar who encouraged the weavers to try new motifs, and also started the fashion of the twin shawl, where two identical shawls were sewn back to back, hiding the rough edges of tapestry weave, and giving the impression of a single, reversible shawl," Says Fayaz Ahmad Nika, a researcher who has worked on the Kani shawl.

"The royal shawls were richly embellished with precious metals and stones. Incredibly soft, and painstakingly crafted, few samples of these shawls have survive to date and are treated as priceless heirlooms," adds Mr. Fayaz.

Akbar's successors too patronized the shawl industry in the valley, but the Afghan rule that followed the Mughal rule almost wiped out this industry of intricate craftsmanship. The Afghan governor Haji Dad Khan (1776-83) imposed such heavy taxes on the shawl industry that the artisans were forced to quit their professions.

However, in the middle of the nineteenth century shawl making once again started to flourish as it suited the climatic requirements of the Valley. But this time round the shawl making was restricted to certain locations only. Kani shawl making was chosen as a means of livelihood by the artisans in a small village on the Srinagar-Baramulla highway, known as Kanihama. It is here that the precious kani shawl got its name. Presently the craft is practiced by nearly 4500 men and women artisans and it has become the main source of livelihood for them.

Says, Mohammed Amin another artisan," Kani shawls are providing livelihood to the majority of the inhabitants of the Kanihama Village and our village has earned quite a distinction for it".

" Now most of the women folk in the village has learned the craft and we are trying our best to pass on this craft to our children so that the craft survives for generations to come," adds Mohammed Amin.

The Kani shawl has attracted such wide spread attention that the government too has decided to preserve this traditional art. The department of handicrafts has set up many training centers at Kanihama the birth place of the kani shawl.

"We are encouraging women artisans to come forward and learn this craft as the reward of this craft are quite encouraging. We have started courses of three years duration so that those who wish to learn the craft master it to perfection. We are even providing stipend to the trainees so that the interest of the trainees continues to hold," says an instructor at one such training center.

While enumerating the performance of PDP- led coalition Government during last two years, . Mir said that though remarkable achievement has been registered in reviving Education, Tourism and Health sector besides giving new dimension to agriculture, horticulture, forest and other sectors, yet effective steps need to be taken to improve power and industrial sectors. He said Government is according top priority for power generation by way of harnessing the available Hydel potential in the State.

Minister of State for Education, Dr. Gh. Nabi Lone in his address asked people to actively participate in the development process which he said would ensure judicious use of funds besides quality work at ground level.

Exhibition-cum-sale of craft items, home products at JU

JAMMU, Nov 6: An exhibition cum sale of craft items and home products by the candidates of Madanjeet Singh Scholarship Scheme, was organised at Jammu University, here today.

In the exhibition, craft items and home products, including toys, ornaments, etc, prepared by the MJSS candidates, were displayed, marketed and sold. The exhibition was arranged by the Centre for Adult, Continuing Education and Extension.

JU Vice-Chancellor Prof Amitabh Mattoo inaugurated the exhibition and complimented the candidates for the skills learnt in the area of textile, printing and dying, art and craft and agro based skills.

The exhibition was visited by the faculty members, students, University employees and general public.

The scheme, sponsored by Ambassador Madanjeet Singh for rural women of Jammu, was run as a residential scholarship programme. Under the scheme thirty girls in the age group of 20-25 years were selected from district Kathua and Samba tehsil and imparted training for one year.

The phase-I was completed as KCS College and phase-II at Jammu University. Objective of the project was to promote rural entrepreneurship among the rural women, said Dr Poonam Dhawan, Director of the Centre for Adult, Continuing Education and Extension.

Chaman asks Govt for total review of Kashmir policy

JAMMU, Nov 6: Former Union Minister and a senior leader of BJP Prof Chaman Lal Gupta has emphasized the need for total review of the Kashmir policy and held that Centre must not ignore Jammu and Ladakh while addressing to the problems of Kashmir.

Referring to the visit of Home Minister Shiv Raj Patil and the proposed visit of Prime Minister Dr Manmohan Singh, Prof Gupta said it is welcome step to care of situation in Valley and added that one thing be kept in mind that valley of Kashmir is only one-tenth of the State, which otherwise has created a myth that valley forms the whole State.

He said Jammu region is having more voting strength as compared to Kashmir region and almost double the geographical area than of Kashmir, but it was strange that Jammu has been given only two Parliamentary seats as compared to three to Kashmir valley, which in itself speaks volumes about discrimination with Jammu region.

He said same was the case with Assembly seats wherein Jammu province has been provided with 37 Assembly seats as compared to 46 of Kashmir valley. In other spheres of life, Jammu and Ladakh regions have been treated shabbily resulting into regional tension, said Prof Gupta.

Prof Gupta referred to the upgradation of Government Medical College Hospital to the level of All India Institute of Medical Sciences, New Delhi and construction of bridges at Basohli and Akhnoor as also at other places.

SRINAGAR, Nov 6: Sales Tax Department Kashmir division has realised revenue of about Rs 9500 lacs up to the end of September this year which is about Rs 3000 lacs more as compared to the corresponding period of last year. The Department has planned a massive drive against Passenger Tax defaulters, as officials of the Department say, most of the transporters are defaulters.

In a review meeting of Sales Tax Department Kashmir division, Deputy Sales Tax Commissioner, Kashmir Kifayat Hussain Rizvi, revealed that the half-yearly position of the revenue generated through sales tax indicated an increase in the revenue realisation. He said that up to the end of September this year, the division had realised revenue of Rs 9405 lacs, which was Rs 2905 lacs more than the previous year.

In the meeting, the revenue realisation on account of Passenger Tax was also reviewed and it was felt that the transporters were not cooperating with the Department. Rizvi told the officials that as the Passenger Tax due to transporters was not being deposited it had become necessary for the Department to launch a drive against the tax defaulters. He directed the Assessing Authorities to contact all tax defaulters and persuade them to deposit the tax before they were harshly dealt with under the provisions of law.

Rizvi informed that record number of 3147 cases had been disposed off under self-assessment scheme, a scheme launched by the Department to facilitate the dealers. He impressed upon the officers to make every effort to augment the State revenue. He also directed the officials to come heavily on those who were habitual of withholding the public money. "Those habitual of withholding the public money need to be forced to cough up the people’s money but at the same time the dealers who uphold the trust and deposit the money in treasury should get appreciation from the functionaries of the Department," he said.

The DC Sales Tax pointed out that law should be exercised with all politeness. "While implementing the law, every official should be firm. But firmness has to be exhibited with extreme politeness," he added.

He impressed upon the Assessing Authorities to clear the backlog of assessment keeping in view the introduction of VAT and were told to encourage the dealers to avail the facility provided under self-assessment.

Harshdev stresses for job oriented education

JAMMU, Nov 6: The Jammu and Kashmir state would come up as a hub of educational activities in the country and the students have to imbibe the qualities of self-confidence and pick up innovative techniques in learning to confront the competitive world courageously, stated the Minister for Education, Harshdev Singh at the inaugural function organised by the SPMR College of Commerce on the introduction of Postgraduate classes here today.

Addressing at the function, Minister elucidated meticulously his personal experiences at the Harvard University, where he recently had visited for participating in the deliberations on International humanitarian laws. He apprised the international community that, over the years, the educational activities in the state had received a dent, which could never be mended. Proxy war, infiltration and militancy had engulfed the resources of the state and all the infrastructure devastated, rendering the state helpless in imparting education to the students.

Coalition government is committed and determined to raise the standard of education in the state and in this direction numerous steps have been taken to give quality education to the students, he added. He said that during turmoil period, schools in the remote areas had been remained defunct but now the system has been evolved to made these schools functional and the education system was boosted by introducing English language from the Ist class and the admission age of the students has been lowered. He said that in the wake of changing of time and transition to globalization, standard of education is required to be made innovative to meet the market.

Mr. Harshdev said that stress is being laid on the vocational courses like MBA, MCA, BBA and BCA so that the in process of globalization, more placements could be made in the multi-national companies.

During the interaction session, Minister replied the questions posed by the students, he said that the state has been adjudged best in the implementation of Sarv Shiksha Abhyan and the students have to inculcate innovative skills and spirit for an exposure to the world of knowledge.

Earlier, the Minister inaugurated the Computer Lab, Counseling-cum- Placement Cell and Postgraduate classes in Commerce in the college.

Vigilance Awareness Week celebrated by AS Damana

JAMMU, Nov 6: Army School Damana celebrated Vigilance Awareness Week with great enthusiasm during which period a number of activities were organised by the staff and students of the institution.

Prominent activities included Slogan Writing competition, pasting of posters, banners and distribution of awareness pamphlets to the people for making them aware and prepare them to eradicate evils of corruption and unethical practices by remaining vigilant.

The school also conducted a morning assembly in which various students and staff members spoke about importance of being vigilant and took a pledge to discharge their duties as true Indians and responsible citizens to uphold the integrity, safety, security and prosperity of the nation.

The school also held a march of NCC cadets carrying banners to ther adjoining areas for awareness of the common people.

On the concluding day of Awareness Week chairman of the school Brig P P Toor in his address advised the students to imbibe good virtues so as to grow into responsible citizens of tomorrow.

School Principal Dr Renu Gupta stressed on the students for observing such weeks with great motivation and involvement of students and the staff. She advised the students to develop habit of constructive and positive thinking attitude right from this stage because this is the only the aspect of life which could eradicate the menace of corruption in real sense.

Lt K K Dogra (ANO) also made a brief but impressive speech in which he highlighted the need for the sustained effort for eradicating the social evils.

Delhi Public School observes Vigilance Awareness Week

JAMMU, Nov 6: In connection with observance of Vigilance Awareness Week a programme was organised by Delhi Public School, Jammu today.

Director School Education, Manoj Kumar Dwivedi delivered the keynote address in the programme the theme of which was "Education of customer/ clients and users of services".

A cross section of society comprising of parents, teachers, students and the school management actively participated in the interaction.

The focus of discussion was primarily on the facilities provided to public schools in general and DPS in particular. In the interesting discussion every one expressed his views openly. Students asked for higher advanced equipments in laboratory , requirement of counselors, auditorium, and more medical facilities.

The parents asked for more sport activities and suggested that School be provided with expert coaches. Parents also expressed satisfaction about the school staff and the education provided by the Institution.

The queries of the parents and the students were answered by the Principal Gurmeet S Arora, H O D , Physical Education, Accounts Manger and by a panel of teachers.
