Review 8th class examination pattern

Middle Standard Examination (8th class) terminal 2nd is being conducted by respective Chief Education Officers in their districts. Prior to it the same examination was conducted and supervised by SIEs and DIETs in the state. The pivotal role of SIEs is to provide academic support and feedback to field functionaries specially for class 9th to 12th. Similarly DIETs are playing pace setting role in the districts. They are the models for other educational institutions in terms of meticulous, efficient and effective planning and execution of functions, harmonious and creative organizational climate, maintenance of clean and attractive campus etc. upto elementary education. Further out of seven academic branches of DIET, the role of Curriculum, Material Development and Evaluation (CMDE) Branch is the conduct supervise tests, prepare question and term wise syllabus, preparation of rating scales, guidelines for diagnostic tests/remedial programmes etc. But it is most unfortunate that the authorities at the helm of affairs in the Education Deptt. has set aside the vital role of SIEs & DIETs and administration officers in the districts have been overloaded with this crucial task of conducting T2 8th class examination in the District. CEOs in the districts hardly have any time to pay any serious thought for improving evaluation system in their districts. Frequent changes in the syllabi & test books specially in 8th class have created great chaos and confusion amongst students community regarding division of syllabus for T1 & T2 tests. Parents of the students too are much worried. In this age of competition such things should have been decided before the start of academic session so that teachers, students and parents are able to discharge their respective roles and responsibilities in most efficient and effective manner. A galaxy of academicians in very senior scales have been posted in SIEs & DIETs. Their services can better be utilized in strengthening academic and evaluation standard in the district. It would be in fitness of the things that conduct of T2 annual exam 8th class be assigned to SIEs & DIETs as was done earlier so as to bring qualitative improvement in the academic standard and also to relieve of the CEOs from such surplus and unwanted burden. Or a special cell be constituted at district level for conducting evaluation and monitoring of 8th class annual examination under the overall supervision of CEO's/Principal DIET's in the district.

Musharraf's formula

Sir,

Musharraf's formula over the contentious issue has triggered anguish, controversy and unpleasantness in most sections to political parties inside his home and outside his boundary. Apparently, there appears no morbid material in the formula that should create hurdles in the peaceful process. Both India and Pakistan has set out on a plan to seek and search for a viable formula that could solve the imbroglio. Disputable items can be put on the anvil for discussion and then why to cackle before any result. Instead of studying the pros and cons of the formula we have started to display clenched fists. Formula spelt by Musharraf is a suggestion, an idea and not a final agreement.

Similarly centre is supposed to disclose a peace formula, evolving consensus leaving no room for bitterness. Between the two evils, we have to choose the lesser evil. So let us try it on. Musharraf has been very plain to annul the slogan of plebiscite, and advocating for demilitarisation. This is an imperial idea.

If we again repeat, cock and bull story, we are losing faith in hope, spirit and moral values.

Again, if India considers Kashmir to be an integral part of it, then what is the vital part of the contention which merits debate. Why and what for discussions, dialogue in a fluttering manner.

It is to reiterate here that without involving relevant parties of the State all discussions, dialogues will pale into insignificance. We have the disease, we need right treatment. Kashmiris having witnessed these pleasantries for the past over fifty years, for heaven's sake end it now without twisting it any more.

After filtering all the arguments, I appeal to both the nuclear powers, India and Pakistan, to renounce egoistic culture and unite together like brothers without giving any chance for the America to set up their base in Kashmir. This is the truth behind the scene.

It is not enough to talk about peace. We should believe in it and must work at it honestly and sincerely.

Sir,

In order to resolve the Kashmir problem Mr. Musharraf proposed to India on 25-10-2004 to consider the option to jointly identify seven divisions of the entire state of J&K and grant them the status of Independence or joint control or under U N mandate. This proposal is like partition of India on communal lines. It destroys the sovereignty of India on the J&K state as per our parliamentary enactment in this behalf. Pakistan's primary obsession is 'Kashmir'- its grabbing or Independence! The so called Pak 'flexibility" is of dangerous conotations. It is a sly manouvre of statesmanship to win international "opinion" and to convince the world that India is hegemonic in 'Kashmir'. The real position is otherwise.
