GCET in doldrums- dearth of necessary infrastructure, faculty in melancholy

Excelsior Correspondent

JAMMU, Oct 31: Even after 10 years since its inception, Government college of Engineering and Technology (GCET), Jammu, is still in doldrums, thanks to alleged casual attitude of the State Government towards the institute.

Dearth of infrastrucutre at the college can be gauged from the fact that the students have to visit private Engineering colleges in Jammu for conducting practicals as labs of the college are not updated. At the time of this hi-tech environment of the world, there is no networking and internet facility in the Government Engineering College.

The college faculty, which is considered back bone of any educational institution, is in melancholy due to absence of any rules for departmental promotions while no efforts have also been made to improve the quality and technical expertise of the teaching staff.

In absence of any rules for the departmental promotions, all the faculty members, be it teaching staff or supporting staff, who have have become eligible for promotions, are still working in the same capacity.

According to the college authorities, the case for departmental promotion benefit to GCET employees, has been sent to the State Government for its approval but no final decision has yet been taken in this regard. "The State Government is sleeping over the proposal and the prevalent scheme of things is playing down heavily on the moral and motivation of the employees who see nothing else but dead end to their career advancement," lamented a GCET Lecturer.

Further, among the present faculty, most of them are lecturers with simple Degree of Bachelors of Engineering in different branches. However, the college has least bothered to allow them to improve qualification through M Tech and Ph D programmes under AICTE guidelines which allow the most eligible candidate in each department of the college to go for higher studies.

This is the normal practice in all engineering colleges across the country but at GCET, AICTE guidelines are rarely followed with the result that the college faculty feels itself ignored in all spheres, sources said.

"The college can write a new chapter in its own history of just ten years by securing good placement for all the students if the faculty is equipped with the latest technical know-how which can come only through higher qualification," claimed a young GCET teacher.

Further, because of Article 370 in place, no one from outside the State with higher qualification can come and serve here in the college, sources informed.

These aspects also have great bearing on the morale and motivation level of the faculty as well as career and higher education prospects of the students passing out from the college every year.

Further, while the new GCET campus at Marjali has yet to get completed by JKPCC, the existing building of the college which was leased to start GCET, lacks even basic infrastructure for the students who are future Engineers.

Lack of infrastructure in the college can be gauged from the fact that Tata Consultancy Services had to take six students of GCET, after their selection for placement in the company, to RRL Jammu for their on-line test as no on-line facility was available in the college.

HC directive to regularize admission of 5th semester

Excelsior Correspondent

JAMMU, Oct 31: In a petition filed by the students of Mahant Bachittar Singh College Jammu, who are undergoing BE course and have not cleared 50 percent of the papers upto third Semester, Justice Permod Kohli has directed College Management, Jammu University and others to regularize the admission of the petitioners in the fifth semester.

It was directed that their result of fifth semester be declared alongwith other eligible candidates and they be permitted to continue their studies and to sit in sixth semester.

This order was passed in a writ petition filed by Tandeep Singh and others who were admitted to 5th semester in January 2004 after they appeared in first and second semester supplementary examination

and the petitioners have not cleared 50 percent of the papers upto third semester as per statue 12.1 and they were not entitled to such admission as per the authority of college and university. However, in terms of 12.2 statue where the result of any semester is not cleared, a candidate can be granted admission to next higher semester provisionally subject to passing of concerned semester examination or join classes to next higher semester within 10 days after declaration of result.

In the present case, the petitioners were admitted to fifth semester provisionally pending declaration of first and second semester (supplementary).

Justice Kohli in his order said that in view of the fact that while the petitioners were allowed provisionally to attend classes of fifth semester and during attendance of their lasses of fifth semester, they have acquired eligibility under statue 12.1, they should not be deprived of the right to appear in fifth semester and allowed to continue studies. The petition was accordingly allowed and respondents directed to regularize the admission of petitioners in fifth semester. Their result of fifth semester be delayed alongwith other eligible candidates and they be permitted to continue their studies and to sit in sixth semester classes, the court ordered.
