inaugurated Excelsior Correspondent JAMMU, June 19: Even as Deputy Chief Minister Mangat Ram Sharma assured to seriously consider the demand being raised by some religious, social and bussiness organisations to extend period of Shri Amar Nath Yatra from a month to two months, Chief Minister Mufti Mohammed Sayed today made it clear that there was no scope to accept this demand. Addressing a function at Bari Brahmana in connection with the inauguration of 18 newly established industries setup, the Chief Minister said that due to security reasons it was not possible to extend period of the Yatra. "Authorities have to provide fool proof security to the Yatris from Pathankote to Pahalgam", he said, adding, "it is impossible to extend period of the annual Yatra". "We will provide all types of the facilities to the Yatris during the Yatra", he assured. The Chief Minister, while expressing satisfaction over setting up of 18 newly established industries setup at Bari Brahmana with an investment of Rs 4776 lakh, hoped that it will provide employment to the local youth. "I have made it clear to Deputy Chief Minister and concerned Minister to ensure maximum employment to local youth in these industries", he said, adding that 80 to 90 percent of employment will be provided to the local youth in these new industrial set-ups. The Mufti expressed satisfaction regarding the on-going process of industrialisation in the State. "More works needs to be done in this field to harness big industries houses", he said and stressed the need of employing more locals in the upcoming units. "Our State has been facing the problem of unemployment. So special attention should be given to provide jobs to locals in these units", he said and apart from encouraging big industrial houses to invest in the State sick industrial units will be revived. Pointing towards problems being faced by the industrialists, the Chief Minister said that the State Government was aware of their problems. He assured that his Government will take serious steps to solve these problems. Speaking on the occasion, Deputy Chief Minister Mangat Ram Sharma assured the industrialist of all possible assistance by the State Government. He stated that all the problems highlighted by the Federation of Industries will be properly addressed. He observed that the Government will encourage industry in the State. Reiterating State Governments commitment to establish industry in the State, Mr Sharma said that Rs 1200 crore proposal for strengthening industry in the State was still in pipe-line. In his welcome address, Lokesh Malhotra, president of the Bari Brahmana Industrial Association (BBIA) thanked Chief Minister and Deputy Chief Minister for coming out with a progressive and investor friendly new industrial policy. He said that new industrial policy will usher in industrial revolution in the State. He, however, at the same time highlighted some of the issues confronting the industry for immediate redressal by the State Government. Kuldeep Dogra, chairman of the Federation of Industries appreciated the sincere efforts put in by the Principal Secretary Industries and Commerce in formulating and successfully implementing the new industrial policy. The joint inauguration ceremony was hosted by Bari-Brahmana Industries Association at Inland Container Depot. The Chief Minister and Deputy Chief Minister were accompanied by Minister of State for Industries Raman Mattoo, Minister of State for Law and Labour, Manjit Singh, Ashwani Kumar, MLA Bishnah along with A Sahsranaman, Principal Secretary Industries and Commerce. Rattan Dogra, Co-chairman Federation of Industries, Ajay Gupta, Sanjay Mehra and Varinder Jain were among those who attended the function. Earlier both Chief Minister and Deputy Chief Minister paid a visit to a number of industrial units at Samba and then Bari Brahmana and got first hand report of the progress of these units. |

Excelsior Correspondent SRINAGAR, June 19: Mahant Deependra GiriMahant Chhari-Mubarak Swami Amarnath, who has been carrying on the traditional Hole Mace to Holy Cave Shrine of Baba Amarnath for the last 12 years, today expressed his concern and displeasure over the manner in which the pilgrimage is being handled by the State Government this year. Urging the Government to allow two months Amarnath yatra, Mahant Deependra Giri argued that this will enable pilgrims to have solace and blessings of Lord Shiva on two "Shravan-Purnimas" on July 31 and August 30. Mahant Giri, who has been associated with the Yatra for more than two decades, appealed the Chief Minister Mufti Mohammad Sayeed to reconsider the Governments decision of allowing only one month of pilgrimage. He said since times immemorial, Charri-Mubarak is taken to Pahalgam and rituals like "Bhoomi Poojan and Dhawjarohan" are performed there on Vyas Purnima which falls on July 2, marking the opening of annual pilgrimage religiously and traditionally. "An exceptional astronomical position has emerged this year which provides two auspicious "Shravan-Purnimas" falling on July 31 and August 30 and Holy Darshan of Shivlingam on these dates provide the rare occasion for the devotees to receive the blessings of Lord Shiva at Holy Shrine", he said and demanded that Yatra should be extended to two months this year. Mahant Deependra Giri, who is also one of the members of Shri Amarnath Ji Shrine Board (SAJSB) said that the Board has concrete plans to facilitate the pilgrimage in the years to come as there will be greater influx of pilgrims. It is worthwhile to mention here that the Government, has decided to allow only 3500 pilgrims per day to proceed towards the holy cave mainly due reasons pertaining to security. The registration of pilgrims has already started through branches of Jammu and Kashmir bank all over the country. |

A large number of distinguished guests including Chief General Manager, other executives and officers of the Bank were present at the inaugural function. In his welcome address, N D Samnani, Deputy General Manager (T) Kashmir highlighted the overall performance made by the Bank during the last few years. Speaking on the occasion, Mr Khan said that the Bank continues adoption of technology in its operations in tune with the changing banking scenario enabling the Bank to offer a range of few products and services and give the customers option of choosing from a number of alternate delivery channels. Mehbooba for urgent steps to tackle economic problems of J&K Excelsior Correspondent New Delhi June 19: Member Parliament and President, Peoples Democratic Party (PDP), Mehbooba Mufti has called for urgent and out of the way measures to tackle the problems of Jammu and Kashmir and laid emphasis on creation of employment avenues for the youth of the State. Ms. Mufti was speaking in a pre-budget meeting of the alliance partners of the United Progressive Alliance Government at the Centre here yesterday. She said that J&K had suffered a monumental losses as a result of heavy damage to its infrastructure and had lagged behind the rest of the country for reasons not of its own making. She said this qualifies it for out of the way support. She further said that the packages announced so far by the Centre for the State had not created enough impact and did not address the basic social and economic problems being faced by the State. While progress at political front could not be ignored, she said massive efforts were needed to enable the Jammu and Kashmir catch up with rest of the country. Ms. Mehbooba said a special view has to be taken about Jammu and Kashmir to eradicate the unemployment problem, which is the biggest challenge being faced by the State at present. She said that J&K could not be placed at par with other states in the matter of ban on Government employment. She urged the alliance partners to grant special exemption to the State so that vacancies in the Government departments were filled. This, she said, was necessary in view of large number of educated unemployed in the State and lack of industrial and business sectors in the State. |

Excelsior Correspondent DODA, June 19: Police today worked out a case of kidnapping of a young girl by four persons including two cops and recovered the girl from Ganderbal in Kashmir. One of the accusedconstable in IRP 6th Battalion has also been arrested while hunt was on to nab absconding accused including one more cop and a clerk in Baglihar Project. DIG Udhampur-Doda range Satvir Gupta said that the girl, who belongs to Palmar area in Kishtwar tehsil was kidnapped on May 27 from the area but the parents of the girl got an FIR of missing lodged only on June 6, 2004 as they were busy in tracing out the girl on their own level. Since the delay in recovering the girl could have resulted into communal tension, the DIG immediately constituted a special team comprising of SP Doda Sunil Kumar and SHO Kishtwar Jagdev Singh under the direct supervision of Additional SP Pankaj Magoo with the directions to recover the girl within shortest possible time. The team conducted raids at several places in Kishtwar and Doda yet the girl could not be traced. But after hectic investigation police came to know that girl was kept in Ganderbal. On this, DIG Satvir Gupta talked to SSP Shoukat Watali and asked him to help the Doda Police in recovering the kidnapped girl. The Doda Police team on reaching Kashmir first arrested constable of IRP 6th Battalion Irshad Ahmed, son of Mohd Subhan of Palmar and during sustained interrogation he disclosed the place in Ganderbal where the girl was kept. The girl was subsequently recovered and she disclosed the names of three brothers of Irshad, who were instrumental in her kidnapping. The other three accused have been identified as Farooq Ahmeddriver in Security Wing of J&K Police, Imtiyaz Ahmed and Javid Iqbala clerk in the Baglihar Project. A hunt was on to nab all the absconding accused at the earliest. During investigation, police also came to know that Farooq Ahmed had helped Irshad Ahmed a lot in kidnapping the girl and providing accommodation in Ganderbal to keep the girl there. Police, later, restored the girl to her family after getting her medically examined. It was due to the swiftness of the police in recovering the girl that communal tension was prevented in the Doda district. |

HC quashes SRO 364 restricting doctors from seeking admission in other PG courses Excelsior Correspondent JAMMU, June 19: The State High Court has quashed SRO 364, whereunder a restriction was put on such doctors who had completed post graduation in a particular subject and wanted to seek admission in other subject. While disposing of two writ petitions by a common judgment, Justice Permod Kohli directed the State Government to make appropriate law and provide quota or percentage in the post-graduation courses Diploma/Degree for those who have completed the Post Graduation in one speciality and want to seek admission in another stream. " The State may, however, impose a condition of payment of extra fee for such candidates. The necessary provision be created within a period of three months", the court held. In an approved for reporting judgment, Justice Kohli after hearing DK Khajuria for Dr Ashwani Sharma, DS Chouhan for Dr Surinder Sharma, Dr Deepika Raina, Dr Abdul Hakim, Dr Jyoti Koul and Dr Meenakshi Nehru and AH Qazi for the State, referred to various judgments of the Supreme Court. The Justice observed that the restrictions contained in SRO 364 debarring a candidate, who has already completed any course of study in one discipline, from seeking admission in other speciality, cannot be justified and is not sustainable both on the touch stone of law and probity. " Such a provision is totally irrational, illogical and outcome of the arbitrary and colourable exercise of power, is also violative of Article 14 of the Constitution. This restriction contained in the SRO is, therefore, not sustainable in law and liable to be removed", the Court held. Excelsior Correspondent JAMMU, June 19: A youth was brutally stabbed by another youth at Narwal Pain under the jurisdiction of Satwari Police Station. Police spokesman said that the accusedRaju, son of Satpal of Narwal Pian stopped Mohd Maqbool, son of Kashmira Mohd of the same locality and after heated exchanges brought out sharp-edged weapon. After inflicting severe injuries on Maqbool the accused fled from the spot. The critically injured Maqbool was immediately rushed to Government Medical College Hospital and his condition was stated to be critical when reports last came in. On the receipt of information about the incident, a police party under the supervision of DySP South Shiv Kumar Chouhan conducted a raid and arrested the accused. The preliminary investigation revealed that some days back Mohd Maqbool assaulted Raju and todays attack was in revenge of that. |
BJP activists protest against erratic power supply, water scarcity Excelsior Correspondent JAMMU, June 19: To register its protest against the erratic power supply, irregular water supply, hike in petroleum products and cooking gas and induction of tainted minister in Union cabinet the BJP District Jammu Urban organised a protest march here, this morning. The procession started from the BJP State Headquarters and after passing via Kachhi Chawni, Rani Park, Raj Tilak Road and Purani Mandi it culminated at City Chowk. Scores of Party activists with placards and banners in their hands were shouting slogans demanding better power and water supply. "Bijli pani jo dey na sakkay woh sarkar nikami hain" ( the Government which can not provide the water and electricity to the people is weak). They also demanded immediate shunting out of the tainted ministers in Union Cabinet. The procession was led by BJP district chief Kavinder Gupta and among others who participated in it include Subash Jandiyal, district general secretary, Sat Paul Grover, senior leader, Kuldeep Mangotra, Baldev Singh and Rajesh Gupta all mandal president, Shiv Kumar Gupta, Dr Mohan Lal, Krishan Lal Gupta, Jaswant Gupta, Asif Ali and Ashwani Sharma. Addressing the protesters, Kavinder Gupta and BJP MLA Jugal Kishore took the State and Central Governments to task for their failure in solving the problems of the people. They said people are facing lot of inconvenience due to erratic power supply and irregular water supply in this scorching heat. They alleged that the Government which is duty bound to redress the grievances of the people is paying no attention towards the same. Mr Gupta, while blaming the UPA for backtracking from its promises said in the recently held Parliamentary elections the Congress and its allies sought the vote to regulate the prices of essential commodities including cooking gas and petrol but what happened to that promise , he asked? Multi-lingual story reading session held Writers stand up, put life in stories By Lalit Gupta JAMMU, June 19: A short story writer drawing references from immediate surroundings, happenings, believes, practices, and myriad facets which constitute the business of life, weaves a story that not only highlights the uniqueness of his chosen subject but also has a revealatory quality, thus enlarging human vision and understanding. The multi-lingual literary meet organised by Writers Forum, here today, in which four short story writers of Punjabi, Hindi, Dogri and Urdu, read their short stories, was successful as the stories read on the occasion were impressive for focus on contemporary issues, thoughts and craft. The meet started with Baljit Singh Raina reading his short story in Punjabi titled Ajeeb Adami. An already established name in Punjabi literature, Rainas story was based on human relationships in the light of urban middle class mind set and was a critique on the values which define so-called business of intellectual pursuits. Dr Agnishekhar, eminent writer, poet and cultural activist, read his short story in Hindi titled Gramdevta. Highlighting how migration is not only loss of physical and social environment but also resulted into dismembering of ones spirit. The story is about the village god who has been left behind by migrant Kashmiir Pundits, feels abandoned and enters into the body of a young Muslim girl. When her father having come to know that she is under the spell of a Hindu spirit, arrives at Jammu to have it exercised by a Hindu Peer. He contacts his Hindu neighbour, who is now living in a camp. When both meet at the designated place of Hindu Peer, the events which follow, reveal that "Bhairav ", the village god is missing his devotees. When urged to leave the body of girl, the village god goes out only to return back immediately as the environs are alien to him and asks to be taken back to the village in Kashmir. The Dogri short story by well known writer Chhatar Pal titled Bau ji Main Hazar Aan, was an impressive satire on the vanishing breed of honest men in the society. Narrated through a pair of Tota Maina, the story could very well be one of the best stories written in Dogri in recent times. The use of idiomatic language, references to contemporary practices and events that symbolise the degradation of once cherished values are the highlight of the story which presents a vivid picture of the society we live in. Sham Sundar Lehar, in his Urdu story focused on the artificiality of borders that have for political reasons divided the sub-continent in to two countries after Partition. Todays meet was attended by poets, writers, and literateurs of different languages, while the members of the presidium included Prof Devinder Singh, Nirmal Vinod and Prithpal Singh Betab. |
Teaching activities in SKUAST-J suspended for 10 days Excelsior Correspondent JAMMU, June 19: The teaching activities in Sher-e-Kashmir University of Agricultural Sciences and Technology, R S Pura have been suspended and hostel got vacated for 10 days to defuse the situation arisen out of group clash between students yesterday. Vice-Chancellor of the University Prof H U Khan has also constituted a high-level disciplinary committee to conduct the detailed enquiry for the award of appropriate punishment to culprits. All other administrative, research and extension activities of SKUAST-J would continue as per their scheduled program. When contacted Prof Khan said that there was no other alternative to defuse the situation and to conduct detailed enquiry into the yesterdays incident as both the groups of the students were adamant on initiating action against each other on the spot and added that strict action like expulsion from the University would be taken against the students trying to vitiate the atmosphere in the campus. "Though we have our own security personnel yet I will talk to senior police officers to deploy some cops in the University campus to maintain order", the Vice-Chancellor said, adding "within 10 days the committee would submit its report to me and then process of initiating action against the involved students would begun". Throwing light on yesterdays incident, he said that it was senior versus junior students and not communal one and added that some outsiders are hell bent to create tension in the University campus. "Even the scuffle between two groups of students during the India-Pakistan cricket match took place due to outsiders, who managed to enter the campus", he said. |
NHPC registers 22 per cent increase in net profit Excelsior Correspondent JAMMU, June 19: National Hydroelectric Power Corporation Ltd (NHPCL) has registered a net profit of Rs 621.38 crores as against Rs 510.50 crores during the previous year thereby registering an increase of 22 per cent. This is the highest profit earned by the Corporation since its inception. The sales turnover of the Corporation has also risen to Rs 1414.43 crores as compared to Rs 1324.86 crores during the previous financial year registering an increase of seven per cent. The authorised share capital of the Corporation has been increased to Rs 15,000 crores. The paid-up capital of the Corporation as on March 31, 2004 is Rs 7775.63 crores. The Government has sanctioned Rs 2104 crore budgetary support to the Corporation for the year 2004-05. Planning Commission has also approved a total outlay of Rs 32,226 crores for NHPC during the 10th five year planthe highest ever allocation to NHPC for five year plan. The allocation of Rs 12,226 crores included an equity component of Rs 14,200 crores. NHPC has also been assigned the highest rating "AAA" by the Fitch Ratings for domestic borrowing and sovereign rating for external borrowings from Fitch Ratings and S&P. As far as power generation is concerned, NHPC during the period under review the eight operating power stations generated 11045.52 million units of energy against the MoU target of 9400 million units which is 11.9 percent more than the generation of 9862.71 million units achieved during 2002-03. All the power stations of the NHPC exceeded the generation target except Baira Siul Project where target could not be achieved due to less inflow. 540 MW Chemera Stage-I Power Station in Himachal Pradesh, 690 MW Salal Power Station in J&K, 120 MW Tanakpur Power Station in Uttaranchal and 480 MW Uri Power Station in J&K achieved highest generation since their commissioning. The major projects under construction in J&K are Dul Hasti Project and Sewa-II Project. |

Mr Forrah, while making a dig at Muslim Auqaf Trust and Custodian Department Jammu for unnecessarily harassing the shopkeepers who occupy the shops of the Trust on rent, has sought the intervention of Minister incharge MAT in the matter. He also urged the Chief Minister, Mufti Mohammed Sayeed to solve the long pending demands of the Pakistani refugees and regularize the rights to the tenants of the evacuees property. Mr Forrah later announced nomination of Sanjay Jain as state vice president of the Party, Dharam Paul as its general secretary and Sanjay Kashyap as Jammu City chief. He announced that soon after the Budget Session of Parliament, Railway Minister and RJD supremo Laloo Prasad Yadav will visit J&K. |

Excelsior Correspondent JAMMU, June 19: While as Loan Committee of the Jammu Central Co-operative Bank today cleared loan proposals worth Rs 72.26 lacs for various sectors, management of the bank has warned its District Managers to face administrative action if they fail to achieve the recovery targets as projected in annual budget of the bank. The warning was issued by the Board of Directors of the JCC Bank during a meeting of the District Managers. Managing Director of the bank P C Dansalia, also attended the meeting wherein the Board took a futuristic view of the Banks financial health. In the meeting, P C Dansalia, Managing Director JCCB, presented an overall picture of the bank under various parameters. He informed the participants that Minister for Agriculture and Co-operative, J&K, has expressed serious concern over the increasing Non-Performing Assets and poor response received to One Time Settlement scheme. While drawing attention of District Managers towards the impact of these Non-Performing Assets over the financial health of the bank, the Managing Director stated that the Minister has desired that all eligible borrowers under OTS scheme be persuade for settlement of default so as to further reduce the banks NPAs. Dr G N Qasba, Registrar Co-operative Societies, J&K, who was also present in the said meeting, also impressed upon the bank to file arbitration cases in respect of all those borrowers who were eligible for OTS scheme but do not opt for it. |

Excelsior Correspondent New Delhi June 19: Security of political workers may be beefed up and border migrants living in migrant camps may be rehabilitated. The demands were put forth by a delegation of J&K State under the leadership of J&K Legislative Assembly Speaker, Tara Chand during their meeting with Union Home Minister, Shivraj Patil here yesterday. The delegation comprising formal speaker, Ch Mohd Aslam, Ex-MP Dharam Paul Sharma, Sr. Vice President PCC Abdul Gani Vakil, former Minister R.S.Chib, Sr.leader Th. Balwan Singh and youth leader Amrinder Singh demanded revival of Rs.78 crores project (Central Assistance programme), earlier rejected, meant for rehabilitation of border migrants at safer places and also construction of basic infrastructure like roads, schools, hospitals and for extending safe drinking water and irrigation facilities to the migrants. Tara Chand pleaded for providing a piece of 5 marlas land to the border migrants at safer places for construction of their houses. The delegation also demanded special package of employment for un-employed youths especially for those belonging to remote and border areas. They also advocated for extention of Amarnath yatra period for allowing more devotees to visit the shrine for darshan. Union Home Minister Patil gave patient hearing to the demands of the delegation and assured that the Union Government would given priority to fulfillment of demands of border migrants for generation of income and also setting up of income generating units for un-employed youths. |
Training programme of Durga Vahini concludes Excelsior Correspondent JAMMU, June 19: A week long training programme of Durga Vahini, a constituent of Vishav Hindu Parishad was going on since June 12 at SNS Vidya Mandir (DBN), Talab Tillo in which items like physical display, self defence and Hindu ways of life were taught to young girls by well versed constructors, some of whom from outside the State. Concluding session was held yesterday, which started at 5 pm with a replay of all week long taught items which came to an end at 7 pm before a gathering of over 1000 people. Stage programmes were got conducted by Mrs Geeta Bharti, State Co-Convenor of Durga Vahini while main speakers were Mrs Malti Sharma, Raj Dulari and Dr Jagpuran Dass. Every speaker stressed the need for rising to the occasion and follow the Hindu ethos and for spreading these messages to the farthest corners of the country so that a warning goes down to the anti-forces who are hell bent to destroy the nation. Dr Jagpuran Dass made a specific mention of Women Disqualification Bill under the process of adoption in the State Assembly, which was totally anti-Hindus, infusing a sense of self respect, hidden dangers of castism which tantamount to weaken the very fabric of Hindu community and the vulgarity being beamed in electronic media. In the end Mrs Jain, who presided over, asked the trainees and other to become brave enough to face the coming dangers and warned against the atrocities being meted out to weaker sections of the society. She said increasing incidence of rapes, especially against minors is the biggest shame for the nation and must be curbed at all costs. |
