SRINAGR, June 12: Chief Minister Mufti Mohammad Sayeed has highlighted the need for upgrading communication facilities to ensure greater connectivity between people.

Interacting with a team of international cell phone service, Airtel, here this morning, Mufti Sayeed said that mobile phones have become a significant part of our life and the facility was a boon in emergency situations.

The Airtel team was headed by RVS Bhullar, Head, Operations, J&K who briefed Chief Minister about the progress made by the company to launch its service in the state.

The Chief Minister said that besides keeping people in close contact, it helps in rescue operations. He cited the instance of a fidayeen attack on a shopping complex near his residence some time back, and said that several students of the computer institute in the building were trapped there. The only link between the trapped people and the outside world was a cell phone with the owner of the institute. He said the communication link helped the security force to rescue all the trapped students.

The Chief Minister said that even though the mobile phone service came to Jammu and Kashmir much later than other states of the country, the facility had come to stay with more and more people wanting to have it. He hoped that with Airtel entering the scene in the state, the competitiveness would be to the benefit of the subscribers. He asked the Airtel team to ensure quality service to subscribers and extend the service to Kupwara district also.

The Chief Minister was informed that the service would be launched in August this year for which infrastructure was being set up. The application forms for cell connection would be issued a fortnight before the actual launch of the service.

Mr. Bhullar said that the Airtel had set up separate exchanges for Jammu and Srinagar so that subscribers in one area were not dependent on link at the other. He said 100 towers would be set up from Lakhanpur to Baramulla. The company was installing its own transformers to regulate power supply, he said adding 75 to 80 per cent recruitment would be from local people.

Mr. Bhullar assured the Chief Minister that Airtel would provide quality service on competitive prices.

HC stays termination order of 91 sweepers

Excelsior Correspondent

SRINAGAR, June 12: The High Court has stayed order pertaining to termination of services of 91 persons working as safaiwallas (sweepers) with the army since September 2001.

Justice Nissar Ahmad Kakru of the High Court stayed the termination order yesterday after hearing the petitioners and the Union of India.

The safaiwallas were appointed on September 13 and 19, 2001 by General Officer Commanding Northern Command in Khooan Army Station Pulwama and were put on probation for two years.

The safaiwallas, who had completed their probation in September 2003, were served termination notice on May 26,2004.

Pleading the case of petitioners, advocate Zafer Shah argued that after completing two years of probation the petitioners could not be terminated.

However, advocate Anil Bhan representing the Union of India said the employees were terminated after a report of Court of Inquiry.

Shah said that the inquiry report was one-sided and the employees were terminated without any reason.

Talking to token leaders won’t help: Hurriyat (G)

Excelsior Correspondent

SRINAGAR, June 12: Senior separatist leader Syed Ali Shah Geealni-led Hurriyat Conference has questioned the "method and structure" of the offer of dialogue to the secessionist camp by the United Progressive Alliance (UPA) Government in absence of "pillars of genuine political leadership".

In a statement issued here this evening, a spokesman of the Hurriyat faction said that arrest of General Mohammed Musa, the chairman of Tehreek-e-Kashmir, on June 7 and his shifting to the Kotbalwal today had given rise to many questions. "New Indian dispensation gave impression of talking to all separatist leadership for resolving the Kashmir issue. Who will participate in these talks and who won’t, only time will decide it. Had New Delhi’s policy makers an iota of sincerity and seriousness in their plans, imprisoned political leadership should have been first released," the spokesman said.

"However, the arrest of Musa has deflated the balloon of New Delhi’s new tactics. Hurriyat likes to ask that what will be the method and structure of these talks in absence of the pillars of genuine political leadership," the spokesman pointed out.

He said that it would be "brazen mistake" on part of the Indian leadership to interpret that entire Kashmiri leadership was sell-out and would relish delicacies across the negotiating table with India. "Hurriyat understands that in case Indian security forces continue unleashing atrocities New Delhi might have to settle for their blue eyed people (for negotiations), who are now only being considered as token leaders and all and sundry in Kashmir just hate their wayward behaviour," he said.

While calling the arrest of Musa as unwarranted and undemocratic, the Hurriyat spokesman appealed to the human rights groups and ICRC to intervene and seek his release.
