Airports privatisation move not to sell off assets: Ministry NEW DELHI, June 5: In the midst of Left parties raising questions over moves to privatise Delhi and Mumbai airports, the Civil Aviation Ministry today said the move was meant to enhance public-private partnership in modernising the airports and not to "sell off" the assets. However, the decision to put a 49 per cent FDI cap on modernisation and restructuring of Delhi and Mumbai airports, which was pruned from 74 per cent, was not likely to be changed, highly-placed ministry sources said. Asked about the urgency of Civil Aviation Minister Praful Patels announcement regarding the FDI cap, the sources explained that it was prompted by the fact that the last date for submission of Expression of Interest (EoI) on June 2 had approached and the process of receiving EoIs would have been invalidated had the announcement not been made. The date has now been extended to July 20. The Left parties have been opposing the sale of assets like land and infrastructure in the two airports, which generate a major chunk of revenue for the Airports Authority of India (AAI). The AAI has been generating profits on a regular basis and had recorded Rs 505 crore gross and a net profit of Rs 288 crore last fiscal. The sources said the privatisation move did not amount to sale of assets of the airport as these would be given on lease to the new management of the proposed joint ventures to be set up later for the two airports. They made it clear that the proposed joint venture company would lease assets from the AAI, which would be a source of income for the PSU. About half of the revenues come from Air Traffic Control, which would remain under Government control, as also the security Paraphernalia. Keeping in mind the Common Minimum Programme (CMP) and the demand raised by the Left parties, the sources said the ministry would definitely address the problems of workers and take a decision only after consultations with them and the management. Announcing the slashing of FDI-private sector cap from 74 to 49 per cent, Patel had said a special purpose vehicle would be set up as proposed in the past with 26 per cent equity by AAI. Government has decided that minimum 51 per cent of equity should remain in Indian hands. On September 11 last year, the NDA Government had approved a proposal under which private investment, including FDI, could go up to 74 per cent in a joint venture for airport modernisation in Mumbai and Delhi. The sources said the latest move was in line with the CMP which talked about bringing in greater public-private partnership, which would be further enhanced. Meanwhile, Patel is continuing discussions with Left party leaders on the matter, including CPI general secretary A B Bardhan and CPI(M) leader Sitaram Yechury. Asked whether the union cabinet would have to clear the proposals announced by the minister, the sources said there was a feeling that the cabinet would have to vet the proposal. However, a section of officials in the ministry said this was not required as it involved "procedural" issues which were left to the ministry for a decision. This section, the sources said, felt that in any case, the key ministries, including Finance and Commerce as well as the Prime Ministers office, were being kept abreast of the developments. (PTI) |
TUs pitch for 12% EPF, PPF, GPF rates, cut in fuel prices NEW DELHI, June 5: In an era of falling interest rates, major trade unions today pitched for restoring 12 per cent return on small savings schemes, including EPF, PPF and GPF, as a social security to salaried class and demanded cut in LPG, kerosene, diesel and petrol prices to check inflation. During a three-hour pre-budget meeting with Finance Minister P Chidambaram, Left trade unions, particularly CITU and AITUC, demanded that the Income Tax limit be raised to Rs one lakh and stringent action taken to recover outstanding dues of over Rs 87,000 crore. Besides asking the Government to increase taxes on companies, they said the Centre should subsidise the increased 12 per cent interest on small savings schemes by considering the cost incurred towards this as "expenditure on social security." Congress-affiliated INTUC was silent on any particular returns on the EPF but wanted a relook at investment patterns of EPFO to take care of the impact of inflation since, at present, PF money is invested in low-yielding Government papers and bonds. They also demanded reversal of NDA Governments decision to replace the benefit scheme by defined contribution for new entrants in Government service. With a view to ensuring higher industrial growth, INTUC said the budget should give a positive direction to attract huge FDI as in China to create employment opportunities. It said FDI in China was responsible for 25 per cent of the new jobs, while in India the new employment was virtually stagnant. CITU demanded raising Income Tax exemption and extension of benefits of standard deduction to pensioners, who mainly depend on pension or interest income on savings. The left unions also demanded steps to unearth tax dues and arrears and curb defaults, apart from recovering huge bad assets (or NPAs) in the banking sector. It called for stopping of disinvesment of profit-making PSUs and a comprehensive legislation for the agricultural labourers and enactment of national employment guarantee act as promised in the Common Minimum Programme. Pointing out that the previous Government had brought out a scheme for unorganised sector without legislative backing, CITU said there should be speedy enactment of unorganised sector workers bill, while aituc asked for budgetary support to the tune of 3.0 per cent of GDP for the puprose. Elaborating on the revival of sick units, INTUC asked the Finance Minister that workers should be given first option for takeover of these industries and Government should waive the accrued liabilities and provide reasonsable working capital for turning such industries to profit making institutions. While INTUC voiced for workers participation in management through necessary legislative changes, both CITU and AITUC were silent on the issue. Moreover, INTUC also demanded setting up of workers capital trust, which could even invest in equity markets, for providing pension to Government employees. Pilot project to control cancer to be launched in HP SHIMLA, June 5: The Indian Council of Medical Research in Association with the State Health Department would be launching a pilot project to control cancer in Himachal Pradesh as the incidence of this disease is on the higher side as compared to certain parts of the country. Informing this to UNI here today, Dr Rajeev Kumar Seam said in the initial stages this project would be launched in the districts of Mandi, Bilaspur and Hamirpur the lower districts of the state. The project would involve early detection and management of cancer. Initially, baseline surveys would be undertaken and training would be imparted to the para-medical staff and other medical professionals in the control of this disease. Mrs Veena Devi, a resident of Nadaun in Hamirpur district in Himachal Pradesh, admitted to the Indira Gandhi Medical College and Hospital (IGMC) and cancer hospital here, can aspire to lead a healthy life after her treatment for another six weeks, thanks to early detection of her cancer-cervix. Other women afflicted with the disease in the rural and far-flung areas of the state may not be that fortunate for reasons ranging from lack of awareness to age-old vulnerability to the hurdles in early detection of disease. The incidence of cancer-cervix is the highest in Himachal Pradesh as compared to other states. Seventy to eighty per cent of uro-qunital cases of cancer are those of cancer cervix. Dr Seam, Professor and Head of the Department of Radiotherapy and Oncology, (IGMC) here, revealed that incidence of uro-genital cases of cancer is 59.2 per cent in Himachal Pradesh as against 27 per cent in Mumbai, 36.8 in Delhi, 34.7 per cent in Chennai, 55.86 per cent in Barshi (Maharashtra) and 30.5 per cent in Bangalore. Dr Seam attributed the delay in early detection of disease to lack of awareness among women. Though the diagnosis of the disease was simple, age-old inhibitions like discussing their problems with male members of the family added to delaying the diagnosis of the disease, he said. He regretted that patients approached for medical help in advanced stage whereas survival rate was fairly high in early stages of disease. Abnormal bleeding after sexual intercourse, chronic watery or foul discharge resistant to most treatments for the usual vaginal infections, inter menstrual bleeding are the warning signals of the disease, he said. It is the age group between 35 to 45 years which is usually affected by the disease in the state, he added. The most effective way, according to Dr Seam, to tackle the disease is screening by way of pap Smear test through which cases at the pre-malignant stage could also be detected. It was due to persistent social awareness campaigns in UK. That the incidence of the disease which had been more or less equal as at present in India, was considerably brought town, he said. He cited the causes of the disease as early marriage, higher number of pregnancies, poor hygiene, lack of medical facilities in far-flung areas of the state and poor economic background. He pleaded for one time special grant to the IGMC cancer hospital, the premier medical institutions for the treatment of cancer in northern India, to meet the requirements of purchasing simulator and linear accelerator. Meanwhile the patients visiting the hospital are unable to avail the facility of free travel announced by the Government of Himachal Pradesh for want of proper guidelines to the hospital authorities in this regard. Girlfriend explores concept of Lesbianism CHANDIGARH, June 5: Experimenting with offbeat and bold themes is a new-age Bollywood mantra and film-makers these days hardly think twice before stepping into forbidden territories. And Hindi film director Karan Razdan is no exception as he also jumps on the Bandwagon with his forthcoming offbeat film Girlfriend which deals with a subject as bold as Lesbianism. Talking to reporters here last evening, Karan Razdan, who was in the city for the promotion of his upcoming film Girlfriend with films heroines Amrita Arora and Isha Koppikar in Tow, said," I dont know why such a big fuss is being created about Lesbianism. I dont know what is the big deal about it. During my theatre days we used to discuss it. We all know it does exist and with my film Girlfriend it is just that I have brought it out of the closet and on to the big screen." "And let me also tell you that the film is not all about Lesbianism alone, but about a character and why she is the way she is. I was quite bored of the run-of-the-mill stories so I thought of churning out something new. If you keep on churning out the same old stories, they will not bring in desired results and will be highly unsatisfactory," added the director, whose last film Hawas starring Shahwar Ali and Meghna Naidu came unstuck at the cash counters. He said, my film has a message, though it may not have moral teachings to give. The storyline of my film deals with sexual preferences and tendencies, which in our society are discussed only in hushed tones and behind closed doors. It is high time they be deliberated upon in the open. "All the scenes in the films have been shot very aesthetically and let me assure you I will not give you any crude scenes in my film," declared the director, whose upcoming films include eight and Sarah The movie will hit the theatres all over the country on June 11. Meanwhile, Dilli Ki Sardi girl Amrita Arora, who plays love-interest of the hero and the heroine of the film, said," no director ever touched upon this bold issue before, so when Karan narrated the script and my role in the film, I knew I was going to do it. I am being pursued by the hero and the other heroine in the film and it feels nice to be pursued by two people." Asked whether there were any awkward moments while filming steamy scenes for the film, Amrita said, Yeah, initially there were some embarrassing moments but we soon overcame them and shot for the film. Amrita said, with changing times, the audience is also becoming bolder and open-minded and I strongly think that our film will find acceptance and go down well with the audience. Amrita, who has done films like Awara Pagal Diwana and Ek Aur Ek Gyarah, has some big banner films lined up for release which include Rakht, Kudrat, Team, Deha and Mukesh Bhatts untitled film. She said, we may not accept openly, but it remains a fact that Lesbianism does exist in our society. Though it may be an offbeat subject for most of the people in society, we cannot close our eyes to this reality which is staring us in the face. It is being believed that the film has been inspired by Richard Geres film unfaithful. Amrita further added, especially after my item-number `Dilli Ki Sardi, I am making a conscious effort of doing better and stronger roles. Though I dont know of any real life incident like the one in this film, I can very well relate to the characters. Produced by Harry Baweja, the film also star Ashish Chowdhry, who was last seen in formers film Qayamat. The story explores the concept of Lesbianism. Amrita and Isha are childhood friends in the film. Ishas character(Tanya) by nature is obsessive. Having had a traumatic childhood, she is possessive of Sapna (the character portrayed by Amrita Arora). The story portrays the shades of friendship, love and womanhood. Amrita Arora as Isha Koppikars childhood friend in the film, is caught between her friend and her boyfriend, played by Ashish Chowdhry. She loves both of them. Talking about her role in the film, Isha Koppikar, who plays the main protagonist in the film, said, " I play a character who did not have a normal childhood. I am very possessive about my friend Amrita. When Ashish enters her life, my possessiveness turns into obsession." "I personally dont know any Lesbian in my real life, so for portraying the role of one I simply lived the directors vision. My character has a traumatic past and she grows up to be a man-hater and seeks fulfilment in my childhood friend," she informed. "I think even the audience has become sick and tired of watching same stories again and again and with Girlfriend we have brought Lesbianism out of the closet," she said in a matter-of-fact tone. Jaya urges PM to convene CRA meeting CHENNAI, June 5: Tamil Nadu Chief Minister J Jayalalithaa has urged Prime Minister Manmohan Singh to convene the Cauvery River Authority (CRA) meeting forthwith and ask the Karnataka Government to release water to the state as per the interim award of the Cauvery water disputes tribunal. In her yesterdays two-page letter to Dr Singh, a copy of which was released to the press here today, she said the meeting was also necessary to finalise the distress sharing formula, which would enable Tamil Nadu to get at least the benefit of release of water if a distress situation arose during the current irrigation year. "I look forward to your immediate positive response in this matter," she said. Referring to the interim award, which directed Karnataka to release 205 tmc ft of water to Tamil Nadu in an irrigation year (June to May), Ms Jayalalithaa said it was a well-known fact that ever since the tribunal gave its order in 1991, Karnataka "had not been forthcoming" to implement the award. Noting that the scheduled date for opening of the Mettur reservoir for Kuruvai (first crop) cultivation in Tamil Nadu was June 12, she lamented that this year too, the Government would not be in a position to throw open the Mettur dam on the scheduled date as the present utilisable storage in the dam was only 4.5 tmc ft of water. Jayalalithaa, in her letter, said it was a well-known fact that ever since the tribunal gave its interim order, directing release of 205 tmc ft of water to Tamil Nadu every year, Karnataka "had not been forthcoming" to implement it. She said water could not be released from Mettur reservoir for the short term Kuruvai crop cultivation on the scheduled date of June 12 in the past two consecutive years. "During the last two irrigation years, we were not even able to supply adequate quantity of water for the long term samba crop, because of the Karnataka Government not releasing water in terms of interim orders of the tribunal," she said. This year also, Tamil Nadu would not be in a position to throw open the dam on the scheduled date as the available utilisable storage as on June 4 was only about 4.5 tmc ft, Jayalalithaa said. The distress sharing formula for adoption in sub-normal years, mooted as early as in October 2001, in the third meeting of the Cauvery river authority, was yet to be finalised and approved, she said. A formula, which was evolved by the Central Water Commission, had been discussed by the Cauvery monitoring committee. After detailed discussion in its 20th meeting held on Jan 19, 2004, the committee had decided to place the formula before the CRA for a final decision, Jayalalitha said. (PTI) Lt Governor designate for more powers to Delhi Govt NEW DELHI, June 5: Preparing to take over as Delhi Lt Governor, B L Joshi today favoured grant of more powers to the Delhi Government and expected cooperation from it to help solve problems of the capital. "I am not aware of the quantity of powers enjoyed by the Delhi Government. But as is the norm in democracy, an elected Government should have all powers," the retired IPS officer of Rajasthan cadre told mediapersons. He describes his appointment in Delhi as "moving from one home to another". Joshi, who succeeds Vijai Kapoor, said those concerned should look into the issue as well as the matter relating to "multiplicity of authority". He is likely to assume office on June 9. The Lt Governor designate refused to be dragged into the issue of "differences" his predecessor had with the Dikshit Government, saying he was not aware of the kind of relations between the two but said he expected cooperation from the Delhi Government in solving the problems of the capital. "I foresee a relationship with Delhi Government in which two persons get down to solve problems," Joshi said, noting that "all metros and cities have typical problems like those created by immigration of village population." "One has to be practical in addressing these problems considering the aspects like emotions, resources and the law attached to these," the new Lt Governor said and added that he would do his utmost within the legal parameters to end difficulties. Refusing to give his view on "performance" of Kapoor, he, however, described him as "a good person and a friend." On the perception that his appointment had been possible because of his proximity to the Gandhi family, Joshi said he had worked with Indira Gandhi for many years and respected her like any other national leader. "But the appointment is made by the President and not others," he said. (PTI) HP budget should focus on pace of economic growth: PHDCCI SHIMLA, June 5: PHD Chamber of Commerce and Industry(PHDCCI) has said the focus of the Himachal Pradesh budget for 2004-05 should be to accelerate the pace of economic growth in tune with the tenth plan target of eight per cent growth. Bold decisions are imperative for achieving this because the growth rate experienced by the state in the post economic reforms period was merely 5.9 per cent per annum. In the pre budget memorandum submitted to the State Government here today, PHDCCI has said while the decision for a medium term fiscal adjustment programme was commendable, the emphasis has to be on appropriate management of state finances. The state faces scarcity of funds for development because of extremely high non-plan expenditure. The year 2003-04 was estimated to end with a cumulative deficit of Rs 1320.69 crore. Himachal Pradesh need to urgently prioritise its non-plan expenditure keeping in mind that maintenance of infrastructure should be continued priority for funding. To this end, a gradual increase in plan expenditure to a level of 50 per cent of the total government expenditure should be targeted in next 3-4 years. To begin with, in the next fiscal year an additional allocation of ten per cent in the state development plan be considered, PHDCCI has said. Restructuring various departments of the Government and employing tool of e-governance to enhance efficiency and productivity is desirable. The opportunity provided by the package of Union Government incentives into has opened renewed opportunity for attracting new investment into the state. The dynamic global and domestic environment requires re-orientation of the states industrial development vision. In this context, the state should focus on providing access to world class infrastructure and make provision of funds in state budget for development of industrial infrastructure. In 2003-04, the State Government public debt is estimated at Rs 2376.33 crors as against Rs 2146.31 in the year 2002-03. In this connection, the state budget focus should be on reducing the level of debt, reducing interest outgo. It is desirable for the State Government to swap high cost public debt with funds available at a lower rate of interest in the market. The proportion of interest outgo to revenue receipts should be about 18 per cent. The memorandum said it was important to raise tax revenue but this should be attempted by expanding the base and not through increase in the rate because high rates lead to low compliance. In this context VAT must be implemented in the state at the earliest to improve the collections. Primary focus should be to design a simple tax structure with low rates and a broad base. There is need to unify all taxes levied by the state on goods under VAT. Ideally, with the introduction of VAT, the various state taxes and other local levies such as surcharge, luxury tax, entry tax, and any other tax on sale/movement of goods should be abolished. This is necessary to simplify the tax structure and avoid cascading effect of the various types of taxes. The classification of products under each category should be uniform. PHDCCI said that tax on properties could emerge as an important sources to generate municipal funds for funding civic services and upgrading their quality. In this connection, the unit area method as adopted in Patna and Hydrabad and implemented in Delhi should be considered. Subsidy on economic and social services be removed over a period of next three years. User charges should be imposed for electricity, water, civic services etc. So that funds are generated for upgrading and modernising the services. Management contracts could be offered for efficient operation and maintenance of urban services as it has been experienced that efficiency of services improves and the cost reduces through private participation. PHDCCI emphasised that hotels of HPSTDC may be given on lease to private sector which shall give revenues to the State Government and at the same time also reduce the need for state funding of PSUs. Other state public sector undertakings which can be turned around should be given an opportunity. Until recently considered as one of the best in the country, Himachal Pradesh has slipped to the eighth position in the performance rating of power sector carried out by the union ministry of power. The state budget should also focus on creating self-employment opportunities in the services sector, infrastructure of power and roads apart from Government sponsored employment schemes. In this connection, tourism related infrastructure should be created, encourage and loans provided through commercial banks, state financial corporation for self-employment. For rural development and poverty eradication, self-employment as well as wage employment should be encouraged through the funds available under centrally sponsored scheme. In this context, cooperative marketing of agriculture produce should be facilitated and at the same time professional marketing organizations be approached of new ones created for assisting the farmers, PHDCCI has said. (UNI) TN delegation to meet PM on Cauvery water CHENNAI, June 5: A meeting of the DMK-led Democratic Progressive Alliance (DPA) in Tamil Nadu today resolved to send a delegation of MPs to meet Prime Minister Manmohan Singh and urge him to prevail upon Karnataka to release Cauvery water to the state. The meeting, attended by leaders of the seven-party DPA here, adopted a resolution, urging Dr Singh to take up with Karnataka the question of immediate release of water to enable the delta region ryots in Tamil Nadu take up their Kuruvai cultivation this month. All the recently elected 39 Lok Sabha members and Rajya Sabha members, including those belonging to the ruling AIADMK, would meet Dr Singh either on June 7 or 8, the resolution said. The meeting, convened and chaired by DMK president M Karunanidhi, also resolved to form a seven-member committee headed by former Tamil Nadu Public Works Minister Durai Murugan and send the same to meet Karnataka Chief Minister N Dharam Singh on June 10 and urge him to release water. Pointing out there were starvation deaths in the delta region in the past due to crop failure for three successive years, the resolution underlined the need to take precautionary measures to avert any such catastrophic development during this year. It further said the seven-member delegation would comprise TNCC president G K Vasan, PMK president G K Mani, MDMK presidium chairman L Ganesan, CPI(M) central committee member T K Rangarajan, CPI state secretary R Nallakannu and IUML state president Khader Mohideen. Briefing newspersons on the deliberations of the meeting, Mr Karunanidhi said discussions were held in detail about the final award to be given by the Cauvery water disputes tribunal and Karnatakas refusal to implement the interim award of the tribunal. On whether the MPs delegation would include AIADMK Rajya Sabha members, Mr Karunanidhi said since all the MPs were in Delhi, there was a scope for it. "Our MPs will invite them to join the delegation," he said. (UNI) AEC chief visits uranium site on Kalams instruction SHILLONG, June 5 : The Atomic Energy Commission chairman, Anil Kakodkar, today said that he visited Meghalayas uranium site on the instruction of President APJ Abdul Kalam to dispel fear about radiation and health hazards. Kakodkar told a press conference here that he had received instruction from the President to interact with people and allay their apprehension after Kalam had on May 11 assured 15 MLAs of Meghalaya to send a team of experts to the state to have a close look at the uranium site. Kakodkar, who visited domiasiat uranium deposit site in West Khasi hills district yesterday, however, said that the purpose of his visit was also to attend a national symposium on environment which began today and monitoring the (Domiasiat) project. "It was nice for me to get a lot of positive responses (from local people)... And will carry out the project in a democratic manner," he said. Besides Kakodkar, the team comprised the Chairman and Managing Director of Uranium Corporation of India Ltd, R Gupta, and Director of Atomic Mineral Directorate of Exploration and Research, Ahmedabad, R M Sinha. The state government, which has been facing opposition from social bodies to any move to mining uranium from Domiasiat citing health hazards to local people and influx of outsiders, repeatedly said that it was yet to take a decision to allow the UCIL to extract the radioactive mineral. Giving details of his Domiasiat visit, Kakodkar said that he and his team had looked at the safety concern and observed that the site seems to be a good place to make a viable project. " We have the experience to implement the project and see no difficulties to do it in an environmentally benign manner," he said. Asked to spell out the status of the project, Kakodkar, also the secretary of the department of Atomic Energy, said that they were going through different stages of approval -right from local to state and central level. "Only after the approval process is complete, we can initiate the project." Refusing to admit roadblocks by certain social groups against Uranium mining, the DAE secretary said that while there was no question of doing anything against the wishes of the people, we must view this in totality and criticised the anti-mining lobby, saying championing the cause of stagnation would not help.
