Zawoora (Shopian), June 4: Chief Minister Mufti Mohammad Sayeed today said that India and Pakistan having decided to carry forward the process of peace and normalization and the Centre engaged in dialogue with Kashmiri groups, the gun wielding youth had no reason to continue with violent activities in Jammu and Kashmir.

Addressing a public meeting here after the inauguration of a bailey bridge, jointly constructed by the State public works department and the army over the Reimbara stream, the Chief Minister said the atmosphere of reconciliation in the sub-continent would be further strengthened as both India and Pakistan have shown keen interest in taking the process forward. He said the Congress-led United Progressive Alliance (UPA) Government at the Centre has expressed its commitment to the peace process initiated by the previous Government.

Minister of State for Social Welfare, Ghulam Hassan Khan, Minister of State for Works, Syed Bashir Ahmad, MLA, Mohammad Khalil Bandh, Chief Secretary, Dr. S. S. Bleoria, GoC-in-Chief, Northern Command, Lt. Gen. Hari Prasad, Director General of Police, Gopal Sharma, Divisional Commissioner, Kashmir, Khurshid Ahmad Ganai and senior civil and military officers were present.

Recalling his recent visit to New Delhi where he met with Prime Minister, Dr. Manmohan Singh, Home Minister, Shivraj Patil and the Chairperson, UPA, Mrs. Sonia Gandhi, the Chief Minister said that he found the union Government very positive about normalization process with Pakistan and taking forward the dialogue process in Jammu and Kashmir. He said the Government had retained Mr. N. N. Vohra as the interlocutor on Kashmir to provide continuity to talks with Hurriyat Conference. He described the stand of the new Central Government as encouraging and hoped that other groups would also join in.

Holding that democracy was the battle of ideas, the Chief Minister said that he believed in freedom of expression and did not put restrictions even on those who were asking people to boycott elections. He said he set free separatist leaders like Syed Ali Shah Geelani, Mohammad Yasin Malik and Sheikh Abdul Aziz who campaigned against elections. Despite this, he said, people came out in large numbers and exercised their franchise. He said the atmosphere of peace created within Jammu and Kashmir had to be strengthened and asked the gun-wielding youth to ponder over the pain and agony of common people who fall victims to bombs and bullets.

He asked how long had this unfortunate situation to continue and stressed the need of message of peace reaching to every corner. He said ending sufferings of people was a noble cause and God had also commanded people to strengthen such efforts.

The Chief Minister said that he had urged the centre to create greater avenues of employment for the youth of Jammu and Kashmir as there was no job providing private sector in the State and Government had too limited vacancies to absorb the army of educated unemployed youth.

Describing the army as the friend of people, the Chief Minister hailed its efforts to provide relief to them by way of constructing bridges and schools. He said under the Sadhbavna programme the army’s reconstruction activities had created a lot of goodwill among people. He said 100 poor and orphan students of Jammu and Kashmir had been admitted to army school and after completing their studies the army would also provide jobs to them. He said by constructing bridges the army had connected people and shortened distances.

It may be recalled that during one of his previous visits to Shopian, the Chief Minister had personally felt the need for construction of a bridge at Zawoora and ordered that the vital link be constructed here. The bridge was completed in 107 days and with an expenditure of Rs. 248 lakhs.

Earlier in his speech, Lt. Gen Hari Prasad said that the army had already constructed two bridges over the Lidder River at Yannar and Sakhras. He said the Zawoora Bridge would benefit a population of 20,000.

Gen. Prasad said the army wanted to see Jammu and Kashmir a peaceful and developed State and was actively contributing towards this end. He said this year the focus of the army’s Sadhbavan would be on education of poor children and development of women. He asked the youth of the State who had taken up guns to return to the national mainstream and involve themselves in the nation building.

People block road at New Plots against erratic power
supply, water scarcity

JAMMU, June 4: The movement of vehicular traffic was disturbed at busy Ambphalla, Janipur road this morning after the irate people blocked the road at New Plots in protest against the erratic power supply and water scarcity in Jammu West Assembly segment. The protesters with placards in their hands shouted slogans against the Government, the authorities of PDD and PHE Departments. They warned to intensify the agitation in case the Government fails to regulate the water and power supply.

The call for today’s demonstration was jointly given by National Peace Front (NPF), Desh Bhagat Morcha (DBM) and Beopar Mandal, New Plots. The protesters, while criticising the Government alleged that they have totally ignored the people and no attention was paid to redress their basic problems.

This Government is more concerned to opening of Muzaffarabad road instead of providing drinking water and electricity to people, said Sunil Dimple, president NPF.

He alleged that since the onset of Summer the people of Jammu have been facing many hardships due to erratic power supply and water scarcity.

He demanded bifurcation of Jammu West Assembly segment into two parts keeping in view its area and population.

Making a dig at the Government Mr Kapil Dev Sharma, president (DBM) wanted to know about the fate of much talked about water supply scheme of River Chinab that was framed over 10 years back.

Meanwhile, the people from the villages of Gurah Keran, Anuradha Puram, Darmal and Sharda Colony also staged a demonstration in protest against erratic power supply and water scarcity in these localities.

The people also expressed grave concern over the dilapidated condition of Barnai , Bantalab road and demanded its immediate renovation. They blamed the authorities for deliberately ignoring this important road which has become a death trap.

The people warned agitation in case immediate steps were not taken by the authorities in mitigating their problems. Later a delegation led by Sarpanch Barnai Ravi Khajuria called on officers of the concerned departments and apprised them of their problems.

JAMMU, June 4: Finally the third and the last accused in the theft of question papers of different subjects of the BSc Part-III from Government Gandhi Memorial Science College has also fallen in the dragnet of Bakshi Nagar Police.

Police spokesman said that the accused Sohan Dass alias Sonu, son of Thakur Dass of Pouni Chak was on his way to Pouni Chak yesterday when he was arrested by alert police team headed by DySP Bakshi Nagar Tanveer Jeelani, who had laid a trap to arrest the accused after coming to know that he had returned from Himachal Pradesh about four days back.

"Soon after returning from Himachal Pradesh the accused tried desperately to manage the bail but failed. In the meantime, police from reliable sources came to know about his activities and laid a trap to arrest him", the sources said, adding that last evening the accused fell in the dragnet of Police.

During interrogation, Sohan Dass revealed that when his two co-accused— Rohit Sharma, son of Bua Ditta Sharma of Pouni Chak and Vishal Singh, son of R S Manhas of Patoli were arrested, he fled from the State for Himachal Pradesh and decided to stay there till the things calm down. Four days back, he returned from Himachal Pradesh and started managing bail and even contacted some advocates in this regard.

But all his efforts failed in yielding any result and finally he was arrested by the police. About the question papers, which were in his possession as per the statements of two already arrested accused, he said that all the question papers were burnt by him before fleeing to Himachal Pradesh.

It may be recalled that after the theft of question papers DIG Jammu-Kathua Range Farooq Ahmed had deputed DySP Bakshi Nagar Tanveer Jeelani to investigate and work out the case and it was due to the efforts of the DySP that the case was completely solved within shortest possible time.

JKB is live on RTGS

JAMMU, June 4: Today the Jammu and Kashmir Bank Limited has gone in live with the Real Time Gross Settlement (RTGS) system put in place by the Reserve Bank of India. The transaction of around 150 crores were successfully put through from its payment system gateway located at Mumbai.

The RTGS system offers facility to transfer money just in time and the settlement is done in real time for booth high value and retail payment.

RTGS is a settlement process, which minimise the settlement risks by settling individual payments in real time on grass basis transaction by transaction. Under RTGS, practically, instant settlement ensures fast, secure, final and irrevocable settlement of transactions.

Though RTGS is preferred mode of settlement of large value payments, the facility will be extended to retail customers across the country in future.

The Bank is planning to offer this service from more than 80 branches initially which will be extended to other branches based on bussiness needs.

Since the security features of the entire payment cycle are enhanced to the level of international standards through the implementation of the public key infrastructure and use of digital certificates, the customers will stand to benefit in terms of speed and convenience of payment on account of secured electronic system of funds transfer introduced through RTGS.

BOSE seeks extension in last date for submission
of Combined entrance form

JAMMU, June 4: J&K Board of School Education is approaching the State Competent Authority for Combined Entrance Test to extend the last date for submission of the entrance forms as the examination result of class 12th (Private) is yet to be declared by the BOSE.

While as only 5 days are left in the last date for submission of forms for the combined entrance test, the State Board has not yet declared annual examination result of the students of class 12th, who have appeared in annual examinations as private candidates. Last date for submission of the entrance form is June 9.

According to Joint Secretary (Evaluation) of the Board, Mrs Aasha Sharma, it would likely to take about a week’s time to declare the result i.e. after the last date for submission of the entrance forms. "Even as the evaluation of answer sheets has been completed, compilation of the final result will take a time of atleast a week," she said. However, by that time, hundreds of the students who have appeared as private candidate in class 12th examinations, in Medical and Non-Medical streams, would have been deprived from the opportunity to appear in the prestigious Combined Medical/Engineering Entrance test for this year. "Hence, keeping in view the situation, we have decided to approach the Competent Authority and request them to extend the last date for submission of entrance forms," informed Mrs Asha Sharma. However, she could not comment on the response of Competent Authority as the matter is being taken up by the Board Chairman who could not be contacted for his statement.

SRINAGAR, June 4: Governor, Lt. Gen. (Retd) S K Sinha today asked medicos especially surgeons to keep themselves abreast with latest research in medical science for the benefit of ailing people.

‘Knowledge explosion is so fast that one has to keep onself updated on day to day basis to meet new challenges’, the Governor said while inaugurating the 24th annual conference of association of surgeons here this morning.

The 3-day conference has been organised by the Northern Chapter of Association of Surgeons in collaboration of Government Medical College, Srinagar.

The Governor said that surgery has advanced significantly in the past century and the medical fraternity had to keep pace with changing dimensions of progress and technology that have taken place. Such conferences, he said enable exchange of knowledge and experience and hoped the participating delegates would benefit from variant experience of each other.

Lt. Gen. Sinha expressed happiness over holding the conference in Srinagar and said that notwithstanding isolated incidents of violence, the situation is fast returning to normal. He gave the rich profile of Srinagar to the participating delegates from other parts of the country and said that the great city founded by Ashoka two millenium ago is a paradise in real sense of term.

The Governor felt that holding of such conferences also leads to national integration as these promote sense of unity and feeling of commonness among the participants. He hoped the delegates would return as the ambassadors of national integration.

Lt. Gen. Sinha unveiled the curtain to formally open the conference.

Minister of State for Health, Sofi Abdul Gaffar described the hosting of conferences in Kashmir as beginning of a new era in the valley that has suffered immensely.

The Minister described surgeons and members of medical fraternity as torchbearers of secularism and human values as they treat ailing people without the consideration of caste, creed or colour.

About the surgeons’ conference, he said surgery has revolutionized over the years and endoscopy, leproscopy etc have brought much relief to patients suffering from various diseases. He asked the surgeons to update their knowledge and skills constantly.

Commissioner/Secretary Health, Lokesh Jha said such conferences play a big role in human resource development and help in exchange of ideas.

The President, Association of Surgeons, India Dr R Jyoti Ramalingam spelled out the objectives of the conference and said 300 delegates from all over the country would be participating in different sessions in the coming days.

Dr Satish Jain, President, North Zone chapter of the Association, Dr Kuldip Singh, its Honorary Secretary, Dr Munir Khan, Organizing Secretary, Prof. Ghulam Jeelani and Principal Government Medical College Srinagar were among those who spoke on the occasion.

The main highlights of the conference would be holding of seminars, symposia and group discussions.

Later, the Governor and the Minister went round the exhibition displaying machinery and equipment related to medical science.

SRINAGAR, June 4: The unique confluence of two ancient civilizations of world would be seen in an Indo-Egyptian Mega Musical event to be held on the banks of world famous Dal Lake, in the lap of Zaberwan hills on June 8.

Two internationally acclaimed music maestros, Pandit Shiv Kumar Sharma and Georges Kazazian would perform at Chashma Shahi, five kilometers from here, in first ever Indo-Egyptian grand cultural function organised by J&K Academy of Art, Culture and Languages. The function is being held in collaboration with the Indian Council for Cultural Relations, Ministry of External Affairs, Government of India.

Keeping in view the importance of the occasion, the regional channel of Doordarshan will also live telecast the performance.

India’s top most Santoor Maestro, Pandit Shiv Kumar Sharma, who has won accolades around the world and has been honoured the ‘Padama Vibhushan’ one of the highest civilian awards given by the Government of India ,will be representing India. He will be accompanied by Pandit Bhawani Shankar on Pakhawaj and Ustad Shafaat Ahmed Khan on Tabla. Both these artists have won international acclaim for their contribution to what is now known as ‘World Music’. Also joining them will be Rahaul Sharma, a young and upcoming Santoor artiste and Ms Manorama on Tanpoura.

Trade Unions for implementation of CA&PD’s decision

JAMMU, June 4: United Forum of Trade Unions (UFTU) has appreciated the steps taken by the Consumer Affairs and Public Distribution department by enforcing the Guest Control order.

The Unions expressed its resentment over the Cabinet decision by keeping the order in abeyance. It said that order was widely welcomed by the poor and middle class people only the rich and upper class people which are hardly 10-15 per cent were opposing it. The poor people would definitely get relief with the implementation of this order.

Reducing the limit of the guests and keeping the menu limited the Government had provided a major relief to the people. They stressed the need to implement the same in the larger interest of the general masses.

The meeting also seriously viewed the deteriorating power supply in Jammu region which is playing havoc with the old age people and infants when the temperature is rising high everyday. The UFTU called upon the RDD employees to stand by the people in performing their duties to escape the responsibilities unscheduled cuts to befriend the common consumer.

The meet also showed its concern over the use of pressure horn by heavy vehicle on the busy roads in and around Jammu which the concern authorities to ban the pressure horns but it is unfortunate that no action taken so far.

Others who participated in the meeting included Nirdosh Uppal, Paras Ram Poonchi, Romesh Chand, O P Sanyal, Yashpal Singh and H D Bhowmik.

Distribution of LPG gas cylinders being streamlined

UDHAMPUR, June 4: To streamline the distribution of LPG cooking cylinders by the Gas Agencies in Udhampur town and also to ensure that domestic gas cylinders are not used by the commercial establishments such as by Tea stall owners, Dhaba Walas, Restaurants etc., a meeting was convened and attended by representatives of Indian Oil Company, Udhampur Gas service, Shubam Gas Agency, Jai Mata Gas services and organising secretary of welfare association Udhampur yesterday.

It was apprised in the meeting that Consumer Affairs Department in Udhampur has imposed fine of Rs. 50,229 in the year 2003-04 for violation of different Act under Essential Commodities including that for using domestic cylinders instead of commercial cylinders by Halwais, Dhabawala, Tea stall owners.

The Gas agency owners were asked to restrict supply of domestic cylinders only to genuine cardholders and to ensure that sub-let depots in Udhampur town be stopped immediately and no bulk supply of cylinders be made to any one. The agency holders assured for implementation of this within one month. The warning was issued that in case of non-compliance recommendation for cancellation of Gas agency will be made to the concerned company through Deputy Commissioner, Udhampur.

All the owners of commercial establishments, Restaurants, Dhabas, Tea stall etc. are warned to stop using domestic gas cylinders and get the commercial gas cylinders from the gas agencies located in Udhampur which are available with them in sufficient quantity.

Indane camp held at Sudhmahadev

JAMMU, June 4: Indane Area Office of Indian Oil Corporation Limited, Jammu organised Indane Camp at Sudhmahadev during three- day fair going on at Lord Shiva temple of Sudhmahadev.

This camp was aimed to educate their valued customers for safe use of LPG and promoting the idea of cooking gas an alternative fuel for the villagers of this remotest part of Udhampur district. Popularizing of LPG and Indane brand shall definitely help in saving the green forests of the area. A beautiful Indane stall was set up in the fair along other stalls put up by various departments of J&K Government.

Villagers of the area and other pilgrims particularly women folk visited the stall with keen interest and enquired about the use of LPG. While visiting the Indane stall ladies shown a deep interest with regard to the cost and refilling of 5 kg cylinder introduced by Indane. Five Kg cylinder is specially designed for use in the remote and hilly areas where carrying of 14.2 kgs of cylinder is difficult. Moreover, the security amount and refill cost suit the pockets of weaker section of the society.

Bharat Bhushan, Assistant Manager, Indian Oil Corporation intimated that similar types of camps and safety seminars shall be organisedin other parts of the district to educate customers about use of LPG. Udhampur Gas Service Indane Distributor of the area assured that customers shall be given special rebate on purchase of new LPG connections from their agency.

Mufti attends funeral of Amar Nath Bhagat

JAMMU, June 4: The mortal remains of Amar Nath Bhagat, father of Social Welfare Minister Mula Ram were consigned to flames in his native village Ghoumanhasan, here this evening.

Chief Minister Mufti Mohammad Sayeed, Minister for Consumer Affairs and Public Distribution Mr. Taj Mohi-ud-Din, Minister for Rural Development Peerzada Mohammad Sayeed, Minister of State for Finance Babu Singh, Minister of State for Rural Development Ch. Gharu Ram, Minister of State for Animal and Sheep Husbandry Yash Paul Kundal, legislators Ajay Sadhotra, Girdhari Lal and G.M. Saroori accompanied the funeral procession for final rites at the cremation ground.

Chief Secretary Dr. Sudhir S. Bloeria, Director General of Police Gopal Sharma, Divisional Commissioner Jammu Mr. B. R. Sharma, Deputy Commissioner Jammu Dr. Pawan Kotwal, senior Congress leaders and prominent citizens also attended the funeral.

Mufti Sayeed along with his cabinet colleagues expressed his personal condolences to Mr Mula Ram on the demise of his father.

The Chief Minister said that Mr. Amar Nath was a great social worker and a philanthropist. He said that throughout his life Mr. Amar Nath followed the principle of simple living and high moral values. He also prayed for eternal peace to the departed soul.

Mr. Amar Nath, 90, breadth his last at Srinagar this morning at about 5 A.M. after a brief illness. He is survived by his wife, four sons, two daughters and grand children.

Meanwhile, the management and staff of SC/ST/BCs Development Corporation also held a meeting in the office under the chairmanship of J L Bhagat, Managing Director and observed two minutes silence in the memory of departed soul. They extended heartfelt condolences to the bereaved family.

DC convenes Single Window Clearance Committee meet

JAMMU, June 4: Deputy Commissioner, Jammu, Dr. Pawan Kotwal convened a meeting of Single Window Clearance Committee at his office chamber today.

General Manager, District Industries Centre, Jammu and senior officers of PDD, Pollution Control Board and the staff members of DIC also attended the meeting.

Out of the 32 cases of industrial units placed before the committee, 20 cases were cleared on spot which include M/S Himalaya Mirerals, IGC Samba, M/S Shivalik Cattle Fed, ICG Samba, M/S M.G. Marble ICG Samba, M/S Kashmir Wire Products IGC Samba, M/S Crop Chemical, IGC Samba, M/S Shougufa Ice Cream and Ice Candy Bari Brahmana, M/S Thrill Beverages, IGC Samba, M/S Gul Gul Enterprises, IGC Samba, M/S Hindustan Pulberising Mill Unit-II, IGC Samba, M/S J.B. Analyzing the project reports and other details of various proposed industrial projects, Mr. Kotwal advised all the members of different departments to cooperate with the new investors in the district and ensure that there is no violation of any norms such as pollution, environmental and power in order to have balanced check on overall industrial development. He stressed the need that SIDCO must specify different zones for different industries and the same should be communicated to the Pollution Control Board alongwith the supply zone maps. He asked the Board to issue clearance for various new industrial units immediately after proper verification.

The Deputy Commissioner stressed that new investors should be encouraged to invest in those area where power is sufficient. The General Manager, DIC asked for clearance of the units as per the time limits prescribed by the Government in order to encourage the investors from outside the state to boost industrial activities and generation of employment.

Meeting also discussed other relevant facilities like kitchen and bathrooms for day to day functions of residents of Mohalla Mast Garh. Large number of residents participated in the meeting.

Body for the Mohalla was constituted in the meeting. Madan Lal Sharma was elected as president, Hans Raj Bhatia as vice-president, D N Sharma as secretary, Bansi Lal Manchanda and Davinder Gupta.

It was felt that the present Satsangh hall build in the premises of the Laxmi Narayan temple by the Mohalla is prove quite insufficient to meet the requirements of people of Mohalla Mast Garh. More over the present Satsang Hall seems quite out-modelled and condition of the structure of the existing hall, has deteriorated considerably.

It was decided in the meeting to ask the outgoing cashier to hand over all charges/papers, what so ever with him regard to booking of Satsangh hall of the temple to the newly elected cashier in the presence of respective elected members of the committee.

Meeting was agreed that the newly elected members will approach and request the Dharmarth Trust to cooperate in every sphere in this huge development programme of construction, expansion and renovation as all this will definitely add to charm and popularity of the temple.

Nanak Nagar Action Committee office bearers elected

JAMMU, June 4: Nanak Nagar Action Committee (Development Charges), has elected its new office bearers and Mr Hira Singh has been elected as the president.

N D Sharma and Jaswant Singh Shan were elected as senior vice-presidents while Pritam Singh, Hoshiar Singh Bali and Mela Ram Chowdhary have been declared elected for the posts of vice-president.

Govind Ram Sharma and Gurcharan are the general secretary and secretary, respectively while G S Tandon and Iqbal Singh have been given the responsibility of organisers.

Amrik Singh and Hans Raj have been elected as joint secretary and publicity secretary while for the post of cashier, Chander Mohan Sharma was declared elected. Balraj Sharma and Avtar Singh are the co-ordinators.

It may be mentioned here that the Action Committee is a body of the residents of sector number 6 to 10 in Nanak Nagar and it was formed to struggle against the excessive Development charges fixed by the Government.

Geology students stage dharna in JU to
highlight their demand

JAMMU, June 4: Demanding introduction of Geology subject at Higher Secondary level in the State, Geology students in Jammu University today staged a dharna in front of the PG Department of Geology in JU.

The demonstration -cum-dharna was organised under the banner of All Geology Students Association.

The students raised slogans in favour of their demand and threatened to launch an agitation if the Government does not conceed their demand.

While addressing the dharna, Sunil Singh, chairman of the Geology Students Association, highlighted the economic importance of the subject and also the problems being faced by the unemployed students of Geology.

He informed that the Geology subject, which is considered mother of all sciences, has been introduced in only ten out of 200 higher secondaries in the State. If the Government introduces Geology subject in all higher secondaries, employment to all PG students of the subject can be provided, he said.

President of the Association Mr Deepak Gupta, also addressed the dharna and threatened that the students would be forced to adopt agitational path if their most genuine demands is not conceeded by the State Government.

The dharna comprised of Yudhvir Singh, Rajesh Sharma, Bharat Bushan, Vinay Sharma, Simmi Sharma, Samita Koul, Rajinder Singh, Supreme Singh Jamwal, Amit Sher Puri, Kuldeep Singh Thakur and others.

Electric heaters seized in surprise raids

JAMMU, June 4: In a surprise raid, inspection team of Electric M&RE, Div IIIrd, Jammu seized a number of electric heaters from Bakshi Nagar, Medical College and Rehari area.

AC domestic and commercial connections were also dis-connected by the inspection team, headed by Manmohan Singh, Incharge Revenue Centre, Rehari.

No untoward incident was reported during the raids and at several place, people even cooperated with the inspection team, said a handout.

Surprise raids by the inspection team, were a part of the Department’s effort to normalize the low voltage level.
