Meanwhile, State Tourism Minister Naresh Agarwal said though the protest by Muslim community was justifed the mode of expressing their anger was not right.

Agarwal said he would soon meet Muslim leaders in this regard.

Security arrangements around the Imambaras in the city has ben beefed up, Senior Superintendent of Police Kamal Saxena said.

"Police has been sensitised and directed to rush to deal with any eventuality in case tourists are stopped from entering these places," he said.

Oil terminal fire yet to be extinguished

KOLKATA, June 4: The massive fire at the Indian Oil Corporation’s oil terminal at Rajbandh in West Bengal’s Burdwan district was yet to be extinguished even after 18 hours of continuous fire-fighting by the army, airforce and fire brigade personnel, even as IOC ordered an inquiry into the incident.

"The fire is yet to be extinguished although its intensity has been reduced. Now our efforts are to prevent the bulging of the tank which caught fire. It will cause major problem if the tank exploded," an IOC Spokesman here told PTI.

There was no casualty, he said.

He said that DVC has released water in the nearby canal as the water in the underground tank in the terminal was exhausted. Plenty of water was required for the cooling of the affected tank.

The fire will continue unless the total product of about 1,000 kilo litres which still remained in the tank, was burnt out, he said adding that evacuation of oil from the tank was on.

Petrol worth about Rs 12 crore has already been destroyed, the Spokesman said.

Meanwhile, IOC has set up a five-member inquiry committee to probe the incident as well as to assess the total damange caused by the blaze.

The strong wind and its change of direction hampered the fire fighting operation. But the fire fighters including the army and air fore personnel who had been working throughout the night managed to control the blaze, the company Spokesman said.

"It is a major fire and it will take some more time to douse it completely," he said.

Asked whether the people living in the area around the terminal were evacuated, he said that they have been kept on alert.

Senior company officials including the GM (safety) K K Gupta were camping there supervising the entire operation, he said.

State Fire Brigade Minister Pratim Chatterjee had also visited the spot last night along with senior fire brigade officers.

Fire tenders from all nearby places and Calcutta were rushed to Rajbandh to control the blaze, fire brigade sources said. (PTI)

Haryana adopts strategy to increase power production

CHANDIGARH, June 4: The Haryana Government has adopted two-pronged strategy to increase power production not only to make the state self-sufficient but also to make it a surplus in power.

On one hand private investment for setting up ower projects based on non-conventional energy sources is being encouraged and on the other hand a massive programme of conserving energy in the Government buildings, commercial establishment and housing sector has been launched in the State, an official spokesman said here today.

He said the State Government would hold energy camps and energy fairs or talks to popularise the concept of energy conservation in the state.

He said that integrated rural energy programme was also being implemented vigorously in the state. Under this programme, various tupes of renewable energy and energy efficient systems like solar cookers, solar lanterns, pressure cookers, solar water heating systems were being promoted by giving financial incentives.

He said that proposals from private investors for setting up small hydro power projects on six sites on the canals of the state on build, own and operate basis had been invited.

The spokesman said that the State Government had also taken a number of steps to ensure effective implementation of the Energy Conservation Act, 2001 and had taken up a massive programme of conserving energy in the state.

He said that the department of non-conventional energy sources had been designated as the nodal department for coordinating, regulating and enforcing the various provisions of this act, he added.

He said that a high powered advisory committee had been constituted under the chairmanship of Chief Minister to draw the policy guidelines and review the progress of non-conventional energy sources and energy conservation measures taken up in the state adding that an energy conversation action plan had also been approved and a budget provision of Rs two lakh for the year 2004-05 has been made for this scheme. HC allows mother, brothers to see ailing Kanshi Ram

NEW DELHI, June 4: The Delhi High Court today allowed the 93-year-old mother and two brothers of BSP founder Kanshi Ram to see him during visiting hours at Batra hospital which was asked to file his entire treatment record, specifically mentioning the degree of toxin contents present in his blood.

The order came from Justice O P Dwivedi on a petition by Kanshi Ram’s mother Bishan Kaur and brothers Harbans Singh and Dalbara Singh who had sought free access to the ailing BSP leader alleging he was "being kept as a virtual prisoner" at Batra hospital for over eight months.

The court posted the matter to June 23 without passing any order on the petitioners’ plea to hand over the custody of the VIP patient to them and order an inquiry by an independent panel of doctors into his treatment by Batra hospital.

Petitioners’ counsel Vikas Sharma told reporters that the mother and brothers of the BSP founder would go to meet him in the evening as per the order of the court.

They alleged that during the last eight months they came to the capital 10 times but were not allowed free access to Kanshi Ram, whose brother-in-law was attending on him.

Seeking the court’s intervention in the matter, they expressed apprehension that "Kanshi Ram is being illegally detained and is not allowed to move and have treatment at a place of his own choice".

Appearing for the petitioners, senior counsel Chetan Sharma pointed out that Kanshi Ram was operated upon for heart ailment the day court issued notice to the hospital. "Hundred per cent blockage (in blood circulation to heart) does not occur when the court issues notice," he said.

On May 31, Kanshi Ram’s brothers had demanded a CBI probe into his "hospitalisation" alleging it was a conspiracy by party president Mayawati who feared that she would be removed from the post".

Kanshi Ram’s brothers had alleged that Mayawati feared that he would remove her for her "misdeeds" being probed by CBI even as the party termed it as baseless.

The brothers, who last met Kanshi Ram on April 24, had claimed that he was fully fit and not paralysed as being propagated in the media and that his hospitalisation was a conspiracy by Mayawati.

"He wanted to leave the hospital and accompany us to our village," they had told reporters in the premises of the Delhi High Court on May 31.

"When a prominent leader is hospitalised, the hospital concerned issues medical bulletins. "Why has Batra hospital not issued any medical bulletin in his case?" they had asked.

"Kanshi Ram was said to have suffered a brain stroke. How come they operate upon him for heart ailment and that too the day we approached the high court?" They had asked recalling that he underwent a bypass surgery abroad in 1997. (PTI)

Somnath first Communist leader to occupy the Speaker’s post

NEW DELHI, June 4: A forceful voice of the CPI (M), ten-time Parliamentarian Somnath Chatterjee has been rendered rather ‘speechless’ as he became the first Communist leader to occupy the coveted post of Speaker of the 14th Lok Sabha.

Known for his wit and sarcasm, Chatterjee enjoys a good rapport with leaders across the political spectrum — his unanimous election to the chair stands testimony to it.

Chatterjee’s election is a befitting tribute to the 75-year-old Marxist, who won a record tenth term to the Lok Sabha from Bolpur constituency in West Bengal.

Considered as "an aristocrat among the proletariats", Chatterrjee studied at Cambridge and became a barrister-at-law from middle temple in England.

If one goes by his family background, Chatterjee is an unlikely Marxist. His father, the late N C Chatterjee, once a Lok Sabha MP, had been the president of the Hindu Mahasabha.

In contrast, Somnath, a dyed-in-the-red Communist, joined the CPI(M) in 1968 and has been one of the party’s leading spokesmen ever since.

His wealthy family background has never diluted Chatterjee’s commitment to the left cause.

Chatterjee’s elevation to the top post in the Lok Sabha will be a loss for the Left front who looks up to the powerful orator to lead from the front in the House.

A recepient of the distinguished Parliamentarian award in 1996, Chatterjee has been actively associated with a number of Parliamentary committees as a member as well as Chairman.

The wealth of experience Chatterjee gained while serving in various committees of the House is expected to stand him in good stead during Lok Sabha debates over a variety of issues.

He has been Chairman, Committee on Privileges, Committee on Railways and Committee on Communications. He has also served in the Joint Select Committee on the sensitive Prasar Bharti Bill twice and the Lok Sabha bill once.

Chatterjee has worked in the Consultative Committees of both the Ministries of Finance and Home Affairs.

A lawyer of repute, Chatterjee, unlike his Marxist colleagues, was never a party activist. He was more into the legislative politics and has been CPI (M)’s most authoritative voice in Delhi.

This perhaps explains why Chatterjee, despite his vast experience was not included as a politburo member.

Most of his 10 cherished Lok Sabha victories have been with big margins. In 1998, he defeated Hari Chandra Gour of Trinamool Congress by a margin of 2.51 lakh votes. In 1999, he defeated Suniti Chattaraj, again of the Trinamool by 1.86 lakh votes.

Packing a punch, in the just concluded elections, he dramatically increased his victory margin knocking down Trinamool’s Nirmal Maji by 3.1 lakh votes.

Chatterjee had to face surprise defeat from Jadavpur constituency in the 1984 Lok Sabha polls at the hands of the Maverick Mamta Bannerjee.

Born on July 25, 1929, Chatterjee was brought up in a Hindu Mahasabha environment. His father N C Chatterjee was a Mahasabha MP since 1952 till his shock defeat in the 1962 polls.

The 1966 food movement launched in West Bengal brought the senior Chatterjee closer to the Leftists. This was the period when Somnath, as a lawyer, came in touch with senior CPI(M) leaders.

He joined the party in 1968 and has been an active member ever since.

Chatterjee is actively associated with various educational, cultural and professional institutions.

He has been member, Indian Law Institute, International Law Association and the governing body of Bengal Music College and Bolpur College.

Connected with a number of trade unions, he has been Chairman of West Bengal Industrial Development Corporation and visited many countries in search of possible investment in the state. (PTI)

Telugu film actor’s arrest imminent in shooting case

HYDERABAD, June 4: The arrest of Mr Nandamuri Balakrishna, famous Telugu film actor and son of former Andhra Pradesh Chief Minister N T Rama Rao, is imminent for allegedly firing at two film producers with a licensed pistol last night.

The jubilee hills police, who have registered an attempt to murder case, may arrest the actor soon after his discharge from the hospital. The actor was rushed to the hospital after he complained of chest pain.

The police, who searched Mr Balakrishna’s residence in Banjara hills, picked up a cook and a driver for interrogation. The police suspect that Mr Balakrishna had used his wife’s weapon as it was empty, while the actor’s pistol was loaded. They seized both the weapons.

Film producer Bellamkonda Suresh and his associate Satyanarayana Chowdhary were injured when the actor opened fire. Both of them were operated upon at a leading corporate hospital in the city and their condition continues to be critical. They have been put on ventilator support.

Meanwhile, police sources said in a true filmi style, attempts were made to destroy the evidence. They also noticed blood stains had been cleaned in the room in which the alleged shooting incident occurred. The cloth used to wipe the blood stains was recovered from the cellar of the house.

When contacted, Dr Hari Prasad, one of the doctors attending on the producers, said Mr Suresh’s left kidney was damaged in the attack and he was operated upon. Mr Chowdhury had suffered a heavy blood loss as his liver was affected. He was also operated upon. The next 48 hours were crucial, the doctor added.

In the Assembly, raising the shooting incident, Mr M A Gafoor (CPI-M) demanded the arrest of Mr Balakrishna and said that "influential people should not be allowed to take law into their own hands". (UNI)

Indigenously built Satpura launched

MUMBAI, June 4: ‘Satpura’, the indigenously-built stealth warship and the second of the P-17 frigate, was today launched at the Mazgaon docks.

Looking resplendent in her colourful buntings, the 143 metre long and 16.9 m wide ship, slipped into the warm waters of the Arabian sea amidst the strains of ‘Saare Jahan Se Acha....’ after Harveen Krishnaswamy, wife of Air Chief Marshal S Krishnaswamy, Chief of Air Staff, pressed the trigger.

Shivalik, the first ship of this class, was launched in April last year.

The Satpura, which was built two months ahead of its schedule and expected to be commissioned by September 2007, will be fitted with latest surface-to-surface vertical launched missiles, surface-to-air missiles and state of the art radar and communication equipment, according to Admiral Madhvendra Singh, Chief of the Naval Staff.

"They will be powered by gas turbines and diesel engines to move at the speed above 30 knots and will operate two large helicopters for surveillance and anti-submarine operations," he said adding that "though the P-17 ships were smaller in size than the Delhi class destroyers, they would have more deadly and potent weapons".

Describing the launching as an important milestone, Singh said, the ship, named after the Satpura ranges, was expected to guard Indian waters like the silent sentinels.

The estimated cost of the ship was Rs 1000 crore, Singh said adding building the ship indegenously had radically cut down expenditure and also generated a lot of employment and boosted small industries.

Describing the naval dockyard as the right arm of the navy, Singh applauded the work of the dockyard in delivering the warship ahead of schedule.

The keel of the third ship of the P-17 frigate would be laid next year, Singh added.

In his welcome address, rear Admiral R M Bhatia, Chairman and Managing Director Mazgaon Dock said Satpura had a displacement of 4900 tons. The ship will have third generation communication systems, digitized versatile control systems, incorporating ATM based integrated ship borne data network with fibre optic capable netowrk.

Bhatia said the P-17 frigates represent a major landmark in showcasing the indigenous warship design and manufacturing capability resulting from the cooperation between Mazgaon docks and the design organisation of the navy.

The docks is trying its best to enhance the production capacity by various methods like technology adoption, outsourcing, additional infrastructure, workers participation. The new facilities at the docks would help it to move awary from traditional techniques of ship building and graduate to modular construction technology on par with international standards for economic construction of ships. Unemployment situation may lead to social instability: Kalam

BURLA (Orissa), May 4: President A.P.J.Abdul Kalam today called for a multi-pronged strategy to address the serious unemployment situation in the country which, he warned, would lead to instability in the social structure.

"Our employment generation system is not in a position to absorb the graduates passing out from the universities leading to increase in educated unemployed, year after year," Kalam said while addressing the convocation of the Sambalpur University at its Jyoti Vihar campus here.

There had been substantial growth in the higher education system and the country was churning out over three million graduates every year and another seven million youth, educated up to the 10 or 10 plus two level, he said.

"This situation will lead to instability in the social structure", he said adding "we need education integrated with an entrepreneurial spirit."

A multi-pronged strategy was needed to make education more attractive and simultaneously create employment potential, the President said and posed "how do we do that?"

Chancellor M M Rajendran presided over the function which was addressed by Chief Minister Naveen Patnaik.

It is after a gap of 32 years that the President had addressed the convocation of this university, nestling on the foothills of a hill. Late President Zakir Hussain was the last President to have graced the convocation here.

The President said the educational system should firstly highlight the importance of entrepreneurship and prepare the students right from the school and college education to get oriented towards setting up of the enterprises which would provide them creativity, freedom and ability to generate wealth.

Apart from the entrepreneurship, the youth should have the spirit that "we can do it".

Secondly, the banking system should provide venture capital right from the village level to the prospective entrepreneurs for undertaking new enterprises.

Banks, he said, have to be pro-active to support the innovative products for enabling wealth generation by young entrepreneurs by setting aside the "conventional tangible asset syndrome".

This involved certain amount of calculated risks which could be eliminated by making an analysis of successful venture capital enterprises, he said.

Thirdly, Kalam said there was a need to identify marketable products and enhancement of purchasing power among the people.

This could come through the implementation of mega programmes such as ‘rural prosperity through connectivity (rupcon), interlinking of rivers, infrastructure missions, power missions and tourism, he said. (PTI)

SAD should keep itself away from SGPC poll: Umrao

JALANDHAR, June 4: Veteran Congress leader and former MP Umrao Singh today said that the Shiromani Akali Dal (SAD), which is a political party should keep itself away from the Shiromani Gurudwara Prabandhak Committee (SGPC) election, which was totally a religious affair.

Since SAD is a political outfit and not even a purely Sikhs’ party, because its Constitution allows it to enroll non-Sikh persons also its member, it has no right to interfere of participate in the election of Sikhs’ supreme religious body SGPC Umrao Singh told PTI.

Badal who was making hue and cry for the possibility of Congress party’s interference in the SGPC poll should look upon himself first as he had always used the religious committee to achieve his political goals, he said appealing Badal for keeping his words that no non-Sikh political party should interfere in the SGPC election.

To substantiate his claim that SAD was not a purely Sikhs’, Umrao Singh said that it had given ticket to Muslim candidate for Malerkotla Assembly segments, to Hindu candidate for Jalandhar Parliamentary seat and even Hindus and Muslims were the members of the party.

Continuing his attack on former Chief Minister Parkash Singh Badal, Singh alleged that Badal was controlling the helm of the affairs of SGPC for the last eight years and during this period nothing was done for the betterment of the religion and Sikhs’ shrines, which was the main task of the religious body.

Badal should come out with the list of achievements by the SGPC, which has an annual budget of more than Rs 200 crore, he demanded.

What is the status of Khalsa heritage project of Anandpur Sahib, which Badal had announced with much fanfare, Umrao Singh quipped revealed adding that although the lakhs of rupees were doled out by the previous Union Government, the project could not be completed so far. (PTI)
