Republic Day celebrated across Kashmir with enthusiasm Excelsior Correspondent SRINAGAR, Jan 26: Various functions including hoisting of tri-colour and march past were organised across Kashmir division on the occasion of Republic Day today. At Pulwama: The Minister for Revenue and Rehabilitation, Hakeem Mohammad Yasin unfurled the national flag and took the salute at the march past. The contingents of CRPF, District Police, Fire Services, Home Guards, NCC Cadet and school children participated in the march past. Addressing on the occasion appealed to those who have not yet joined the dialogue process with India to reconsider their decisions in the interest of people who have suffered a lot during the past years. This, he said, would help to make the successful Indo-Pak dialogue more purposeful. The Minister also provided cash relief to 16 persons under rehabilitation of militancy victims. The students of various schools also presented a colourful cultural programme. At Baramulla, the Minister for Rural Development Peerzada Mohammad Sayeed said that the concerted efforts of the coalition Government and the cooperation of the people has helped to remove the barriers of hatred between India and Pakistan, which would result in ushering into peaceful atmosphere in the sub-continent.The peace process has been welcomed in length and breadth of the State by every section of the society. The Minister was addressing at the Republic Day celebrations at Baramulla where thousands of people despite severe cold had come to witness the celebrations. The Minister unfurled the national flag and took salute at the march past of the contingents of JKP, JKAP, Home Guards, CRPF, Fire Services, Band contingents of Army and Police and the contingents of school children. The Minister asked the militants to shun violence and come across the table for talks in the larger interest of peace initiatives. He said that every one was fed up by the noise of the gun. The Minister sought cooperation of the people to root out corruption. On the occasion a variety programme was also present by the School children and artists of Information Department. At Budgam, the Minister for Forests and Environment, Ghulam Mohi-ud-Din Sofi unfurled the national flag and took salute at the march past. Contigents of police, Home Guard, Fire Services, CRPF, NCC and School children took part in the march past. Addressing the gathering the Minister said that the coalition Government is committed to bring peace with dignity in the State besides ensuring all round development of the State in the days to come. At Kupwara, the Minister for Agriculture and cooperatives, Mr. Abdul Aziz Zargar unfurled the national flag and took salute at the march past. Contingents of police, CRPF, NCC and school children took part in the march past. Speaking on the occasion, the Minister said that the prospects of peace in the region have brightened as distances between India and Pakistan are narrowing down. The Minister said that ways for resolving the complex Kashmir issue will get smoothened if all the parties involved in the dispute work for its resolution sincerely. The Minister reiterating that dialogue is the only way to solve the vexed Kashmir issue and appealed the gun totting youth to give up the gun and support the peace process initiated by the two countries. At Anantnag, the Minister for tourism, Housing and Urban Development, Ghulam Hassan Mir unfurled the national flag and took the salute at the march past.The Contingents of CRPF, Armed police, JKP, Auxiliary police, Fire Services and NCC cadets and students of various schools took part in the march past. Addressing the function the Minister said that the people of the State have re-posed their faith in democracy for which they have expressed their mandate for peace and development. Praising the recent developments of peace initiatives under taken by the Chief Minister Mufti Mohammad Sayeed under common minimum programme, Mr. Chewang said that support of Leh people would always be there saying that the recent talks of the Hurriyat with Centre were a welcome initiative. Mufti to pray for peace during Haj Excelsior Correspondent JAMMU, Jan 26: Chief Minister Mufti Mohammad Sayeed left for the union capital this evening for his onward journey to Saudi Arabia tomorrow morning as head of the Indian Haj delegation. Begum Mufti Sayeed is also accompanying him. Chairman Legislative Council Abdul Rashid Dar, Deputy Chief Minister Mangat Ram Sharma, Chief Secretary Dr. Sudhir S. Bloeria, Director General of Police Gopal Sharma, Principal Secretary to Chief Minister M. I. Khandey, Divisional Commissioner Jammu Lokesh Jha and other senior officers were present at the airport to give Mufti Sayeed a warm send off. While leaving for Haj, Mufti Sayeed said that he would pray for peace and prosperity of the State. |

The tourism week is celebrated every year. A large number of tourists thronged Patnitop and Kud to join the celebrations and enjoy the snowfall. Several cultural functions and quiz contests were organised by the department during the week, Director Tourism, Nirmal Sharma said. Motorcyclist falls to death from fly-over Excelsior Correspondent JAMMU, Jan 26: A motorcyclist fell to death from fly-over bridge near K C Crossing while as 12 persons were injured in separate road accidents. Police spokesman said that an unidentified motorcyclist was killed after his two-wheeler bearing registration number JK02L-7002 plunged from the fly-over bridge near K C Crossing under Bus Stand Police Station. The critically injured man was immediately rushed to Government Medical College Hospital where he succumbed to his injuries. The body has been lying in the mortuary of the hospital for identification. In another accident, six persons were injured in collision between a Maruti car bearing registration number JK02U-8725 and a truck near Bali Nullah in Udhampur district. All the six victims have been admitted in the hospital and their condition was stated to be critical when reports last came in. In yet another accident, six persons were injured when a mini-bus bearing registration number JK14-7730 skidded off the road and rolled down at Kulwanta under Ramnagar Police Station. All have been hospitalised. Meanwhile, an unidentified male body was recovered from Bari Brahamana area. From the condition of the body it seemed that the man died in road accident. |

Rajeshwar among Excelsior Correspondent JAMMU, Jan 26: Fifteen police officers of Jammu and Kashmir have been decorated with the Presidents Police Medal for gallantry services. They are in addition to 10 police officers decorated with the Presidents Police Medal for meritorious services. The awarded officers are SP Ramban Gareeb Dass and Saji Mohan, SP, presently posted in Sher-i-Kashmir Police Academy (SKPA), DySP Rajeshwar Singh, presently posted posted as Sub Divisional Police Officer (SDPO) East, DySP Manjit Singh, who has been awarded the medal posthumously. Mr Singh had sacrificed his life while fighting with the militants in an encounter in Poonch when he was posted as DySP headquarters there. Other awarded officers are DySPs Ashok Sharma, Amit Bhasin, Mohd Yusuf, Ajit Singh Salaria and Dalip Kumar, Inspector Bharat Bushan, Sub Inspector Prabhu Dayal, Selection Grade Constable (SGC) Manzoor Ahmed, Farooq Ahmed and Mohd Ahmed, both cops. |

Sinha at Raj Bhavan here this evening on the occasion of 55th Republic Day became memorable for the little ones who were treated as special guests of honour. While traditionally Chief Minister Mufti Mohammad Sayeed, Deputy Chief Minister Mangat Ram Sharma, ministers, legislators, Chief Secretary, Director General of Police, a galaxy of political leaders, senior civil, police, army and security forces officers and prominent citizens were there but the presence of over two dozen tiny tots made all the difference at the function. Breaking the Raj Bhavan tradition, the Governor today invited children and parade commanders of contingents who participated in Republic Day parade at M. A. Stadium earlier in the day. It was an occasion to remember for their life, they were quite elated to be the guest of the first citizen of the State. Their joy knew no bounds when the Governor and the Chief Minister showed special attention to the little guests of honour. Dressed in army uniform, two little kids Miss Purvi Akhoon of nursery and Master Himanshu Sarswat of class three of Sai Montessori Higher Secondary School, New Plot, Jammu were the star attraction at the function. They had received a thunderous applause when their contingent led by Miss Mehpara Safdar passed by the saluting dais at the jam-packed stadium for their spectacular performance and turn out. The Governor, Chief Minister and other dignitaries interacted with the little VIPs. Gen. Sinha as a good host saw to it that the kids are properly attended to, being his most important guests on the occasion. The gamblers arrested from Old Janipur have been identified as Ram Rattan, Balwinder Pal Singh, Suresh Kumar, Manohar Lal, Ram Krishan, Tarsem Lal, Rajiv Kumar and Rakesh Sharma. Rs 1520 were recovered from their possession. Four other gamblersRaman Gupta, Manish Gupta, Surinder Kumar and Ashok Kumarwere arrested from Janipur Housing Colony. From their possession, Rs 8600 were recovered. Raiding party was led by SHO Inspector Updesh Kumar and was supervised by SDPO Bakshi Nagar Tanveer Jeelani. |

Tributes paid to Information Department employees Excelsior Correspondent Jammu, Jan 26: While the State celebrated 55th Republic Day with zeal and enthusiasm, Information Department remembered their three colleagues who were killed in a blast at MA Stadium this day in 1995. After the conclusion of two and a half hour long programme, Deputy Chief Minister Mangat Ram Sharma, Chief Secretary Dr. Sudhir S. Bloeria, Director General of Police Gopal Sharma, Principal Secretary to Chief Minister and Information, M. I. Khandey, Director Information K. B. Jandial and Deputy Commissioner Jammu Dr. Pawan Kotwal visited the commentary box of the stadium where the department had organized a brief but solemn ceremony to pay homage to their departed colleagues- Anil Kumar Abrol, the then Field Publicity Officer, Jammu and Harbans Singh and Anchal Singh, Projector Operators. Sharma, Dr. Bloeria, Gopal Sharma, Mrs Vimla Sharma, Jandial, Dr. Kotwal, Joint Director Information, Jammu, Shyam Bijyal, other Government functionaries and members of Information Department offered floral tributes to their departed colleagues. On the occasion, the issue regarding establishment of a suitable memorial in memory of those killed on Republic Day at M.A. Stadium in 1995 was also discussed. The Director General of Police assured the Director Information that it would be considered and established in a befitting manner. fencing work along IB doubled From Gopal Sharma Pragwal IB, Jan 26: With the complete ceasefire agreement between the Indian and Pakistani forces, the fencing work along 190 km long international border in Jammu sector is moving ahead now with double efficiency. Inspector General Border Security Force, Jammu Frontier Dilip Trivedi while inspecting fencing work along border in Pragwal sub-sector of Akhnoor, told Excelsior that out of the total 190 kms IB to be fenced in Jammu sector, right from Paharpur (Punjab border) to Brahman Bela on eastern Bank of river Chenab in Akhnoor, about 114 kms border fencing has been completed so far. With the ceasefire, most of the work is now being conducted during day time and the progress of work is tremendous these days. Earlier, due to Pakistani firing most of the work was being carried on during night and it was very challenging task. Now there is no firing at all along IB in this sector and work is being carried uninterrupted and in peaceful manner because not even a single bullet has been fired after ceasefire agreement, he maintained. He disclosed that this 89.36 cr project was handed over to BSF on July 27, 2000. The project was actually got sanctioned in March 1995. The CPWD authorities initially did some work but abandoned later after continuous Pakistani firing. The Pak Rangers targeted the workers and CPWD officials withdrew themselves from the task. After the gap of five years, the Central Government decided to get this work executed through BSF Battalions and at present seven Battalions have been engaged in this work. As per estimates, Rs 46 cr are being spent on Barbed wire work, Rs 29 cr for flood lights and Rs 14.12 cr on equipment. It would come out to be around Rs 72. 80 cr. The BSF is hopeful of saving a good amount of Government money after completion of this project by March 2005. It is also hoped that task will be accomplished before scheduled time. Due to massive landmines in sensitive Pragwal area, the fencing work was delayed and now when de-mining process is going on, the fencing from Matkola to around 11 next posts up to Chenab bank will be executed, he said. Jammu Sector Commander of BSF, DIG P K Mishra disclosed that it was great risk before ceasefire to execute fencing work in GarkhalSiderwan area of Pragwal because Pak Rangers were continuously targetting the men and machinery. In July last, when bund work was executed, Pak posts at Pir Gharana and Bambi fired at least 3000 fires in a single day by using MMG, LMGs, UMG etc. Massive loss was caused to the machinery. But after protection bunds were raised by performing work during night with the use of bullet proof sheets, this challenge was countered. Strategical problem was being faced in this particular Chicken Neck area in executing fencing work. This area is considered as hyper-sensitive and due to heavy mining the work couuld not be performed here. During Operation Parakaram, the work was also affected as several troops were moved to various locations. But even then, the work is being carried on smoothly. So far six BSF personnel were killed and 32 injured while executing fencing work. In Garkhal village two civilians were also killed due to Pak firing. This belt is very closer to Jammu and Jammu-Akhnoor highway. Therefore, extra ordinary defence work is performed here. Responding to a question, the DIG said that there was no infiltration along IB as fencing has started giving good results. A few river areas like Tarnah, Basantar and Ujh and Tawi area left but strict vigil is being maintained at such left out patches. This is the stretch where fencing is done closer to IB (hardly 50 mts) from zeroline by erecting bunds. The gates are constructed at certain distance and the farmers will be allowed to work in their fields by opening gates and providing them passes by respective BSF posts. |

According to the press release by Amateur Theatre Group, the group has bagged seven awards for the drama Medea. The play based on the original 5th century B.C. Greek play by Euripides, portrays the vendetta of a women Medea who doesnt hesitate to kill her children to teach a lesson to husband for betraying his wife for another women. These include awards for best director to Bhupinder Singh, best actoress to Gurmeet Batra for her role as Medea, best make-up to Kamal Sharma, best costume design to Vijay Kumar. Employees associations celebrate Republic Day Excelsior Correspondent JAMMU, Jan 26: On the auspicious occasion of the Republic Day, various employees associations and unions organised functions to celebrate this occasion. Water Works (PHE) Employees Association Jammu celebrated Republic Day at PHE Pumping Station sub-division-I Company Bagh Jammu. I A Shahmiri, Chief Engineer PHE hoisted the national flag. Shiv Kumar Sharma, president of the Association also spoke on the occasion and congratulated the gathering on this auspicious day. He called upon the workers to work for the development of the country. Problems of the employees were also highlighted on this occasion. All J&K Housing Board Employees Association organised a function at the office of MD J&K Housing Board Gandhi Nagar. M D A K Pandita hoisted the national flag. President of the Association Mohammed Farooq and general secretary Suman Sharma also addressed the function. A function was held at District Jail Amphalla where Superintendent Jail, Mirza S A Beig hoisted the national flag. Various cultural items were also presented on the occasion. R-Day functions organised across Jammu division Excelsior Correspondent JAMMU, Jan 26: Republic Day functions were organised with great enthusiasm and fervour throughout Jammu division at various district headquarters and tehsil level. At Udhampur, the Minister for Social Welfare Mr. Mula Ram who is also the Chairman of District Development Board, Udhampur unfurled the National Flag and took salute at the march past presented by the contingents of JKP, Police Academy, NCC and school children of various schools at Boys Degree College premises. The Minister said that the day reminds us of the supreme sacrifices and contribution made towards nation building. He asked the youth to follow the foot steps of our great leaders. At Reasi, the main function was held at Sports Stadium where the National Flag was hoisted by the Minister of State for PHE, Irrigation and Flood Control, Jugal Kishore Sharma and took salute at the march past presented by 25 contingents drawn from IRP, JKP, NCC and children of various educational institutions. At Katra, the Additional Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board unfurled the tri-color and took salute at the march-past presented by 18 contingents drawn from JKP, NCC and students of various educational institutions. ENVIRONMENT FOCUS By Gopal Sharma The conservation of wetlands, freshwater environment and its wildlife is one of the most challenging task today before the society. Despite growing awareness of the value of wetlands and freshwater to our very survival, we continue to destroy, pollute and degrade this fragile and precious resource rapidly. The State of Jammu and Kashmir abounds a vast array of water bodies that occupy an area of about 216-218 sq km. Most of these are natural water bodies with shallow basin and are categorized under western Himalayan wetlands. Wetlands in this region have not been given the importance that they deserve as per ecological point of view. Today, we are trying to reverse the notion that wetlands are wastelands. They are being filled up with garbage, earth etc. to increase land area. A large number of ponds have gradually disappeared in Jammu and Kathua districts in this process in past 3-4 decades. The wetlands infact play a crucial role in the supply of fresh water, acting as giant sponges, absorbing and slowly releasing rainfall, purifying water and controlling floods. They improve water quality, nutrient, stablize local climatic conditions and temperature. They are useful in sewage, waste water treatment, ground water discharge, recharge, water storage, storm protection, shore-line stablization, maintenance of traditional subsistence activities including Livestock, hunting, fishing, farming etc. As per a survey report of WWF, freshwater plants and animals have declined by a staggering 50 per cent in past thirty years indicating havoc in a web of life that supports the worlds most basic resource. The countries in the world are needed to realise this fact and take immediate effective steps in safeguarding their wetlands and make water management a priority. An international NGO WWF which has adopted several wetlands world over including one in the Jammu and Kashmir has warned that unless more is done to protect wetlands, water shortage will become severe in at least 60 countries by the middle of the century. In addition, fewer wetlands to absorb sudden, large quantities of water will increase the likelihood of flood -related disasters as weather patterns change as a result of global warming. Though efforts to conserve wetlands have intensified in recent years, only 80 million hectares of the world total-less than 10 per cent , are protected under the Samsar Convention. A senior Forest official said that Keoladeo Ghana National Park in Bharatpur, supports over 300 species of resident and migratory birds, including the migratory Siberian cranes, which come all the way from Siberia to breed in Bharatpur. These wetlands provide breeding ground for rare species of migratory birds during a particular season and attract a large number of nature lovers. In Jammu and Kashmir several wetlands categorized as Valley lakes areWullar, Dal, Anchar, Manasbal, Malgam, Haigam; forest lakes like Nilnag in Pir Panjal range and Glacier or high altitude wetlands of Ladakh and Tibet plateau likeAlipather, Sheshnag, Pangong, Tso Kar, Tso Morari. The lakes occurring at low altitude (600m) in Jammu region in the lower Shivalik Himalayan ranges have been referred to as Shivalik lakes which are Mansar and Saruinsar. The Mansar and Saruinsar continued to be neglected and no serious conservation activity was carried on along these waterbodies. Their area has considerably shrinked and no agency has come forward to save these wetlands. The growth of weed and siltation in the lakes due to massive deforestation activity has further compounded the situation. Gharana waterbody situated on the Indo-Pak border in R S Pura and another at Sanasar are nearing to their pre-mature death. And if the Government and other agencies continued its attitude of neglect and ignorance, the remaining waterbodies, are likely to die the premature death. There is urgent need to conserve neglected wetland resources. Merely passing legislation and fencing off the wetlands was not enough. Integrated wetland management which can benefit both man and animal and at the same time maintain the ecological character of the ecosystem, offers the solution to the conservation of regions water-logged wealth. Under conservation measures for wetlands, protection and siltation control were the two important aspects.The wetlands of Kashmir like Hygam, Mirgund, Dal, Hokera, Shalbugh are shrinking rapidly as these water bodies are exposed to silt. The need is to create bunds around them so as to protect them from encroachers, prevent entering of silt and also help in its proper demarcation. 42 dog-bite cases reported in a single day Excelsior Correspondent JAMMU, Jan 26: A record number of dog-bite cases were reported in the Emergency Wing of the Government Medical College Hospital today with 42 such patients admitted to the hospital. Official sources told the EXCELSIOR that the dog-bite cases outnumbered the other cases in the Emergency Wing of the hospital today with after every 10 minutes dog-bite cases continuing to report to the doctors. "These patients include children, aged and young persons and they are from Janipur, New Plots, Domana and Pouni Chak areas. We have never received such a large number of patients of dog-bite", a doctor in the Emergency Wing of the hospital said and added that all possible steps are being initiated to treat such patients. When contacted Dr Jasbir Singh, Director Health Services said "it is alarming to have such a large number of dog-bite cases in the hospital. We have never received such a number of cases. We will discuss the matter with the Commissioner of Jammu Municipal Corporation tomorrow morning to ascertain as to what steps JMC has been taking to counter the menace of the dog-bite". |
