NOTICE

Applications are invited from educated unemployed youth for setting up of Multiend Reeling units under Centrally sponsored schemes of Central Silk Board, Government of India to reach in this office by 25.1.2004. Under the scheme 4 units are proposed during the current year, two each in Kashmir and Jammu divisions. The salient features of the scheme are :-

1. Setting up of 6 basin, 10 basin and 20 basin multiend silk reeling units for production of quality silk yarn for powerloom sector.

2. Estimated multiend package cost for 6 basin, 10 basin and 20 basin unit is Rs 5.45 lacs, Rs 7.22 lacs and Rs 14.00 lacs respectively.

3. The funding pattern is as follows :

Central Subsidy 35% State Subsidy 15% Beneficiary contribution 50%

Note : For establishment of 20 basin multiend reeling machinery the central subsidy and beneficiary's contribution is in the ratio of 35% and 65% respectively while there is no state subsidy.

4. The entrepreneur may contact a nationalized bank and negotiate for loan facilities or arrange his contribution out of own resources.

5. The entrepreneur may place order for reeling machinery directly with the approved manufacturers by depositing their contribution of 50% of the unit cost.

6. After installation and commissioning of the unit central and state subsidy will be directly released either to the beneficiary or to the bank from where loan has been availed.

INCENTIVES AVAILABLE :

1. Cocoon Bank facility available to the extent of 70% of the raw material requirement for all functional reeling units.

2. Production incentive @ Rs 100/- per kg of silkyarn produced on multiend reeling machinery subject to a maximum of 1500 kgs per annum.

3. Interest subsidy on working capital payable by Central Silk Board, Govt of India.

TERMS AND CONDITIONS:

1. Applicants should be bonafide state subjects of J&K State.

2. Applications will be secutinized and verified by the Task Force Committee of the department prior to selection/recommendation to Central Silk Board.

3. The Department of Sericulture will issue NOC in favour of the selected applicants who in turn will register their units with the DIC's.

4. On selection the entrepreneur will deposit his 50% contribution within a period of 15 days.

5. The entrepreneur will be bound to utilize the machinery upto 80% of its capacity and in no case shall be less than 40%.

6. The entrepreneur will get silk yarn tested periodically from Silk Conditioning and Testing House.

7. No child labour will be employed in the unit.

III. The selection procedure

a) The last date for the receipt of applications as prescribed above shall be the cut-off date for determining the eligibility with the exception of the age limits which will be determined in terms of (b), the qualifications possessed and experience qualifications and experience acquired thereafter shall not be taken into account for any purpose.

b) The selection will be on the basis of the qualifications prescribed in Column No 6 of the ''Statement'' and an interview though, where any other qualification is considered by the Board to be beneficial and directly related to the performance of the job, weightage may be given therefore as per the norms prescribed by the Board. Possession of higher qualifications would by itself not confer any superior claim for short-listing/selection.

c) Where the number of candidates for the post is more than five times the number of vacancies, the Board will restrict the number of candidates for participating further in the process of selection to a number equal to Five times the number of vacancies on the basis of the marks obtained in the prescribed test/qualification and/or additional weightage for any higher or additional qualification where the Board has provided for any such weightage.

d) Ordinarily, the Board will issue call letters for interviews to the eligible candidates in addition to advertising through the Press and / or electronic media specifying the venue and date on which particular candidates will be interviewed. Hence, the candidates, in their own interest, are advised to keep in touch with the local newspapers, radio and TV announcements and the offices of the Board.

e) At the time of the interview, the candidates must produce the original documents, copies of which were attached with the Application Form, before the Selection Committee so that their eligibility for appearing for the interview can be verified. The candidates who fail to produce the relevant original documents at the time of interview will not be allowed to appear for the interview.

f) The Board will not entertain any claim for the non-receipt of call letter by a candidate for any reason whatsoever nor will it be responsible for such a non-receipt of the call-letter.

g) After holding of interviews, the Board will not entertain any enquiry in respect of any candidate's selection or otherwise till selections are finalised and the select lists are published in leading newspapers at Jammu/Srinagar.

h) A candidate found guilty of impersonation or submitting fabricated/tampered documents or making statements which are incorrect/false or suppressing material information may, in addition to rendering him/her liable for criminal prosecution, be debarred, permanently or for a specific period, from being considered for any or all recruitments made by this Board.

i) Canvassing/lobbying in any form will entail disqualification of the candidate concerned.

j) No TA/DA will be paid for appearing for the interview/test.

Applications on prescribed form are invited for admission to the M. Ed. Course through distance mode, session 2003-04 being offered by the Directorate of Distance Education. Submission of filled in application form without late fee is 20th January, 2004 and with late fee 25th February, 2004. Prospectus-cum-application form can be obtained from the Directorate of Distance Education on payment of Rs 100/- at the sale counter of DDE on each working day from 10.00 a.m. to 2.00 pm or by Crossed Demand Draft drawn in favour of the DIRECTOR, DIRECTORATE OF DISTANCE EDUCATION, UNIVERSITY OF JAMMU, payable at Jammu. If required by post, send the Crossed Demand Draft for the specified amount along with a self-addressed envelope of the size 18 cm x 24 cm bearing postage stamps of Rs 80/-. The minimum qualification for admission to the course is Bachelor's Degree in Education (B. Ed) of the University of Jammu or ay other recognised University.

Notes :

1. NCTE Act is not applicable to the State of Jammu and Kashmir. As such, M. Ed of the DDE is not covered by NCTE guidelines.
