Applications are invited from educated unemployed youth for setting up of Multiend Reeling units under Centrally sponsored schemes of Central Silk Board, Government of India to reach in this office by 25.1.2004. Under the scheme 4 units are proposed during the current year, two each in Kashmir and Jammu divisions. The salient features of the scheme are :- 1. Setting up of 6 basin, 10 basin and 20 basin multiend silk reeling units for production of quality silk yarn for powerloom sector. 2. Estimated multiend package cost for 6 basin, 10 basin and 20 basin unit is Rs 5.45 lacs, Rs 7.22 lacs and Rs 14.00 lacs respectively. 3. The funding pattern is as follows : Central Subsidy 35% State Subsidy 15% Beneficiary contribution 50% Note : For establishment of 20 basin multiend reeling machinery the central subsidy and beneficiary's contribution is in the ratio of 35% and 65% respectively while there is no state subsidy. 4. The entrepreneur may contact a nationalized bank and negotiate for loan facilities or arrange his contribution out of own resources. 5. The entrepreneur may place order for reeling machinery directly with the approved manufacturers by depositing their contribution of 50% of the unit cost. 6. After installation and commissioning of the unit central and state subsidy will be directly released either to the beneficiary or to the bank from where loan has been availed. INCENTIVES AVAILABLE : 1. Cocoon Bank facility available to the extent of 70% of the raw material requirement for all functional reeling units. 2. Production incentive @ Rs 100/- per kg of silkyarn produced on multiend reeling machinery subject to a maximum of 1500 kgs per annum. 3. Interest subsidy on working capital payable by Central Silk Board, Govt of India. TERMS AND CONDITIONS: 1. Applicants should be bonafide state subjects of J&K State. 2. Applications will be secutinized and verified by the Task Force Committee of the department prior to selection/recommendation to Central Silk Board. 3. The Department of Sericulture will issue NOC in favour of the selected applicants who in turn will register their units with the DIC's. 4. On selection the entrepreneur will deposit his 50% contribution within a period of 15 days. 5. The entrepreneur will be bound to utilize the machinery upto 80% of its capacity and in no case shall be less than 40%. 6. The entrepreneur will get silk yarn tested periodically from Silk Conditioning and Testing House. 7. No child labour will be employed in the unit.
