City witnesses impressive Nagar Kirtan procession

JAMMU, Jan 3: Religious fervour gripped the city as impressive Nagar Kirtan was organised in connection with the Prakash Utsav of Shri Guru Gobind Singhji. Braving chilly weather, thousands of people, including large number of school children, attended this impressive religious procession.

The Nagar Kirtan started from Gurdwara Chand Kour and passed through Vinayak Bazar, Dogra Chowk, Bikram Chowk, Asia Crossing, Green Belt and Gole Market before culminating at Gurdwara Nanak Nagar. The procession was led by Mahant Manjit Singh of Dera Nangali Sahib.

A vehicle was specially decorated with flowers in which Mahant Manjit Singh was sitting and reciting Gurbani. Parshad was also given to the Sangat from this vehicle.

Jo Boley So Nehal-Satshree Akal repeatedly rented in the air as over enthusiastic processionists clad in traditional dress were shouting slogans in praise of Shri Guru Gobind Singhji.

Besides large number of Sikh Sangat, students of different schools of the city and adjoining areas in their colourful dresses also participated in the procession with their colourful bands. Students with tunes of their bands were doing March-Past. Even some small children were seen reciting Gurbani and singing Shabad Kirtan.

Most attractive were small kids who were dressed as Panj Pyaras and were leading various groups.

Sikh preachers and Kirtan Jathas especially invited from within and outside the State. One of the preachers, who was sitting on well decorated vehicle, was throwing light on the life and teaching of Shri Guru Gobind Singhji.

Entire route from Gurdwara Chand Kour to Gurdwara Nanak Nagar was specially decorated. Various social, bussiness and religious organisations had erected welcome gates number of places. Route was highly decorated with banners and buntings on behalf of various organisations. Enroute stalls of fruit, Parshad and refreshments were voluntarily arranged by some organisations. People were seen lined up enroute the procession.

Chowks enroute the procession were specially decorated with banners and flags. Main Stop Gandhi Nagar, near Gurdwara Baba Fateh Singhji Gandhi Nagar, was highly decorated. Large number of Sikh Sangat had gathered at Gurdwara to receive the procession.

At Gurdwara Nanak Nagar, preachers threw light on the life and teachings of Shri Guru Gobind Singhji. They highlighted sacred principals of equality, justice, peace and honour to all man kind which were propagated by Guru Gobind Singhji.

Adequate security arrangements were made in connection with the Nagar Kirtan. Large number of security personnel were deployed in the entire route while senior police officers were seen accompanying the procession to monitor security arrangements.

Despite traffic restrictions were imposed in connection with the Gurpurab procession, traffic remained choked for hours together in some chowks. Worst affected were the Jewel Chowk, Dogra Chowk, Bikram Chowk etc.

The procession was organised by District Gurdwara Parbhandak Committee (DGPC) Jammu. Members of DGPC including president Jagjit Singh had accompanied the procession.

Consumer Forum asks LIC to pay Rs 1,00,000

JAMMU, Jan 3: Divisional Consumer Forum Jammu has ordered Life Insurance Corporation (LIC) of India U-I Jammu to pay Rupees one lakh for the harassment, mental agony and humiliation as also inconvenience suffered by the complainant and his family members besides the financial loss, within six weeks, as the Corporation was held guilty for gross deficiency in service towards the complainant.

The Forum also directed LIC to immediately revive the insurance policy of the insured son of the complainant after fulfillment of the procedural formalities and without receiving any past premium from him. In the alternative, the LIC shall return the entire amount received as premium from the complainant alongwith interest at the rate of nine percent per annum from the date of last premium paid, besides making payment of Rupees one lakh.

This people-friendly judgment was passed on a complaint filed by one Harvinder Pal Singh through Advocate KK Pangotra wherein it was submitted that Master Charandeep Singh (minor) was insured with LIC for a sum of Rupees 3,00,000 with yearly installment of premium of Rupees 26,170.

In the complaint, it was mentioned that a premium cheque was delivered at the Office of LIC and the complainant thereafter left for England in September 1998. The LIC had sent the cheque to a wrong bank for encashing, while’s complainant’s account was in Talab Tillo Branch. This was the basis of deficiency on part of LIC, who had also allowed to lapse the insurance policy by this mistake.

‘Kavita Utsav’ marks conclusion of Hindi Kavi Sammelan

JAMMU, Jan 3: A poetic symposia of Hindi poets marked the conclusion of three-day long ‘Kavita Utsav’ being held at the Seminar Hall, Cultural Academy Complex, here today.

The participating poets in today’s ‘Kavi Sammelan’ presented a picture in which one could happily discern three generation of poets reciting their poetry from one platform and showcasing the development of poetry writing in the state from 1940 onwards. With the result it was mosaic of poetic expressions. Ranging from early modern styles to the contemporary forms, it presented a variety in thought, content as well as form.

The poets who read their poems included well known names in contemporary Hindi poetry like Nirmal Vinod, Dr. Agni Shekhar, M. K. Santoshi, Kshma Koul, Jatinder Udhampuri along with veterans like Krishna Gupta, Raj Bhalla, Jyotishwar Pathak, Sharda Sahni and Shakunt Deepmala, Chand Deepika, Antar Nirav, Dr. Richa, Pawan Khajuria, Dr. Aruna Sharma, Shushma Saral, Nirmal Vikram, Sham Bihari and the youngest poet Anshul Aima.

The subject of the poets varied from critique of the socio-political system, to the bitter reality of forced migration of communities from their homeland, social evils, reaction to immediate happenings like bomb blasts etc.

Veteran Hindi poet of the state Rattan Lal Shant, who presided over poetic symposium, speaking in his address said that art and culture develops not due to fertile land but due to the fertile minds of people who appreciate and patronise it.

He specially felt encouraged by the presence of equal number of lady poets and said that ladies have played a pivotal role in the the continuation of the tradition of poetry in Hindi in the state. He said as long as senior poetess like Raj Bhalla and the youngest, Anshul Aima, are writing poetry, the future of Hindi poetry in the state is bright.

He also suggested to the young poets to distinguish between information and intuition and asked them to focus on the intuitive content rather than load their poems with long winding information.

The ‘Kavita Ustav’was organised by Cultural Academyas part of the regular programms to provide platform to local poets in different languages. It was also announced on the occasion by Dr. Om Goswami, Addl. Sec. that Academy proposes to hold shortly ‘mushairas’ of Urdu, Gojari and Pahari poets.

New ATM of UTI Bank opened at Ratnu Chak

BARAMULLA, Jan 3: Reiterating the Coalition Government’s resolve to provide corruption-free governance, Minister for Finance and Planning, Muzaffar Hussain Baig today said the Government has initiated the process of weeding out corrupt and inefficient elements from the administration.

Speaking at an officers meeting here this afternoon, the Minister said only the officers with known integrity and efficiency would be posted at sensitive and responsible positions so that they can deliver goods. He said after the premature retirement of the first batch of tainted officers, process is on to identify and throw out other such officers who have become a burden on the State exchequer.

He said the Government has sought cooperation of various agencies including police, CID, Crime Branch and Vigilance Organisation to identify such officers, who indulge in corrupt practices.

"We gave enough time to such officials to mend their ways, but now enough is enough and we can’t allow them to take us for a ride," he said and added that even after serving several warnings to corrupt officials there are complaints that some officials are still indulging in corrupt practices. "And although it is painful to take such severe action against them, but we can’t make the people to suffer on their hands," he said.

The Minister asked the district administration to formulate a time-bound mechanism for the disposal of public grievances, especially in the Government departments where there is scope for corruption through dilly dallying tactics. He said every such department should publish a time-bound check-list for every public task so that people know how much time it would take for the disposal of a particular case. He said this should be given wide publicity through media and a joint helpline should be created at the district headquarters so that if people feel any difficulty in any office they can immediately bring it into the notice of the Government.

Asking the officers not to entertain any political pressure while discharging their duties, Mr Baig said if a political activist ever pressurises any officer to seek any favour, the matter should be immediately brought into the notice of the concerned Ministers. However, at the same time, if there is a genuine complaint of negligence or corruption against any officer, he would not be spared, he warned.

Reviewing the progress of work on various developmental projects in the district, the Minister was informed that out of the plan outlay of Rs 76 crore for 2003-2004, an expenditure of 56 per cent has been made till December ending.

JAMMU, Jan 3: Asserting that terror strike at Jammu railway station last night and Rainawari incident on peace rally day are the handiwork of fringe elements, Chief Minister Mufti Mohammad Sayeed today said that enemies of peace would utterly fail to derail the peace movement that has gathered momentum in India and Pakistan.

Talking to media persons after inaugurating Jammu and Kashmir Police Public School complex at Miransahib, about 12 kms from here today, the Chief Minister said that such terror strikes on the eve of the significant SAARC summit are unfortunate but the elements behind these condemnable incidents would never succeed in their machinations because the peace process this time has taken off with unprecedented people’s yearning for it. He said there is a great pressure of people of both countries that is pushing the peace process ahead, adding that peace process is not a matter of choice of political leadership of both the countries but a necessary requirement.

Pointing out that SAARC countries are moving ahead closely towards reconciliation on many ticklish issues like SAFTA, Mufti Sayeed said that there appears to be a broad consensus on terrorism, which now haunts Pakistan as well. He said tomorrow’s SAARC summit would be a significant milestone on the road of peace and friendship among SAARC countries, especially between India and Pakistan, the seeds of which were sown on the soil of Kashmir in April last when Prime Minister Atal Bihari Vajpayee extended hand of friendship to Pakistan. ‘Since then both the countries have taken several confidence building measures that would have its own impact in the approach of both neighbours at SAARC meeting’.

Saying that though SAARC does not envisage discussion on bilateral issues, the Chief Minister hoped that ‘if leaders of both the countries happen to talk on bilateral issues, a good beginning can be expected on contentious issues’. While emphasizing the importance of SAARC meeting by all counts, he, however, sounded a word of caution against attaching high expectations from it for resolution of major issues. ‘One must understand that vexed and ticklish issues can not be resolved in one meeting’, he added.

On the question of practicability of opening Srinagar-Muzaffarabad road, the Chief Minister said that it is very much in the interest of the state and the country to establish these contacts. Not only Muzaffarabad road even Suchetgarh-Sialkote road should be opened in due course of time. He said these roads would go a long way in promoting tourism and economy of our state. In the lighter vein, he said some people (militants) are still entering our state but we don’t want this flow, indicating that they are unwelcome guests. ‘Let them come through normal channel on valid documents and they would be welcome’, he said after all Jammu and Kashmir is a world tourist destination.

Earlier, inaugurating the new school complex, the Chief Minister paid glowing tributes to the police and security forces personnel who laid down their lives last night at Jammu railway station to prevent civilian casualties. By their sacrifice and gallant action, they have made us proud, he said.

The Chief Minister made a special mention of intelligence inputs and the gallant action of Lt. Triveni Singh as also of two police constables and said that our police and security forces are playing an important role in bringing turn around in the situation. He exuded confidence that situation in the state would improve further with the joint efforts of the Government and the people.

Director General of Police Gopal Sharma, who is also the patron of the Police Public Schools, in his welcome address dwelt on the development profile of the institution.

Mr. Avinash Singh, head boy of the school, presented vote of thanks.

Earlier, a 2-minute silence was observed to pay homage to the police and security force personnel who made supreme sacrifice at railway station here last evening.

Corruption charges framed against Branch Manager

JAMMU, Jan 3: Special Judge Anti-Corruption Jammu, Mr MK Hanjura today framed corruption charges against Kehar Singh, the then Branch Manager National Insurance Company, Bari-Brahamana Branch, besides a surveyor.

Kehar Singh had demanded a sum of Rupees 40,000 from one Janak Raj Sharma, proprietor JR Electronics whose fire accident claim was pending for the payment to the tune of Rupees 2,93,000 and had directed Sharma to hand over the money to a surveyor before November 18 to settle his claim.

The complainant had approached Central Bureau of Investigation and a case was registered and a trap laid.

The CBI later presented a challan in the court of Special Judge Anti-Corruption Jammu.

Sales Tax post Lakhanpur realises record revenue

JAMMU, Jan 3: An amount of Rs 3.75 crore has been realized at the Sales Tax Check post Lakhanpur during the month of December 2003, registering an increase of Rs 2.72 crore and a percentage increase of 262 as against revenue of Rs 1.03 crore realised during the corresponding month last year.

This was revealed by Ajaz A Kakroo, Deputy Commissioner, Sales Tax Check Post Lakhanpur, while reviewing the functioning of the Check Post today.

It was informed that increase includes Rs 1.85 lakh in Passenger Tax (18 percent), Rs 3.05 lakh (28 percent) in Penalty, Rs 21.04 lakh (215 percent) in security, Rs 219.96 lakh (416 percent) in Entry tax, Rs 0.65 lakh (39 percent) and Rs 0.73 lakh (18 percent) in Composite Tax on Raw Skin and Almonds respectively and Rs 24.24 lakh (169 percent) in Advance tax.

The imports have recorded a growth of Rs 68.58 Crore (19 percent) in the State with Jammu division showing a growth of Rs 56.30 crore (20 percent) and Rs 12.28 crore (14 percent) in Kashmir division.

The imports in Jammu and Kashmir divisions have been of the order of Rs 433.24 crore and Rs 99.01 crore respectively during December , 2003 against Rs 364.66 crore and Rs 86.72 crore in the two divisions respectively during the corresponding period year last.

The Deputy Commissioner Sales Tax, Lakhanpur impressed upon the staff to to continue working with integrity and a "client friendly" environment.

Dispelling the doubts expressed by certain vested interests about the functioning of the Check Post, the deputy Commissioner clarified that all out efforts will be made by the Check Post staff to assist the genuine dealers in pursuit of their trade and industry and prevent tax evasion by unscrupulous elements.

SRINAGAR, Jan 3: While asserting that India was still "stubborn and unrealistic" in its approach vis-à-vis the Kashmir issue, senior separatist leader and chairman of a faction of All Parties Hurriyat Conference (APHC), Syed Ali Shah Geelani, today viewed that it was impractical to expect that the Kashmir tangle would be resolved at a summit like SAARC. However, he expressed his hope that the SAARC conference would end with an optimistic note of brotherhood and expanded cooperation between the member countries.

Addressing a news conference here this morning, Geelani said that Prime Minister Atal Bihari Vajpayee’s Islamabad visit was a "pleasant change". "It’s a pleasant change that Mr Vajpayee is travelling to Islamabad to attend the SAARC summit. We expect, Pakistan on its part, would grandly welcome him. We hope, and rightly so, the visit would bridge gaps and reduce acrimony between the two countries," he said. However, in the same breath Geelani pointed out that the Kashmir issue could not be solved at summits like SAARC.

"Kashmir can’t be resolved at the SAARC level summit. It is an international issue having the reference as United Nation’s resolutions and thus needs to be addressed at international level. I reiterate that Kashmir’s solution lies in the UN resolutions or through trilateral parleys," he asserted.

The firebrand separatist leader, however, said that as India and Pakistan were parties to the Kashmir issue and both the countries’ leadership was going to meet, it was "ethical and moral responsibility" on their part to discuss the Kashmir issue. "But, let me clarify that it (SAARC summit) should not be given too much of hype. Leadership has a responsibility to educate people (in this direction) and we should keep in mind, as past experiences have taught us, that high hope might end up in despair," he remarked while giving example of the Agra summit.

Geelani said that India was still "stubborn, illogical and tyrannical" in its approach in regard to the Kashmir problem. "Only this morning, Mr Vajpayee in reference to Gen Musharraf’s offer, was quoted in a news bulletin as saying that Kashmir is not a disputed territory. In this background, I ask, how can one be optimistic of a thaw over the Kashmir dispute," he elaborated. Added he: "Without any hesitation, I must say that India’s role is not positive at all. Though, we wholeheartedly pray for a forward movement (in the relationship between two countries and over the Kashmir issue), we, nevertheless, have not pinned much of hope (in SAARC summit)."

He lamented that India was even interfering in religious matters in Kashmir and said that sixty people were disallowed to perform Haj. "Sixty people including my wife and myself, were not allowed to perform Haj. This is interference in religious affairs. Infact I have been stopped for the third time now," he said.

Geelani pointed out that no roadmap was to be drafted for resolving the Kashmir issue. "Hurriyat’s constitution is the roadmap to solve the Kashmir issue." He said Prime Minster Vajpayee says Kashmir would be resolved according to the Shimla agreement and asserted: "With all respect to Mr Vajpayee, may we ask: Shimla agreement was held in 1972. What has been progress so far (vis-à-vis Kashmir)? These kind of statements are made to camouflage realities and are nothing but deception." He said that they wanted to see India a free and prosperous country like others but remarked that it had always shown "unrealistic, imperialistic and authoritarian" approach since 1947.

He reiterated that there was no division in Hurriyat Conference and sought to clarify that it was just a "purification move" as the conglomerate leadership had displayed "ineffective and non-serious approach towards the freedom struggle". He emphasised that majority of the people of Kashmir were "pro-movement". "Only couple of days back a Mujahid was martyred in Beerwah area and atleast 25 thousand people participated in his Nimaz-e-Jinazeh. Also, one woman in the same area, Mughli, whose two sons have been martyred, consoled and encouraged me while remarking that she would have sacrificed more sons had God given to her. Faith of Kashmiris in the ongoing freedom struggle is indisputable and epitome of our strength," he told reporters.

The senior separatist leader also gave reference of the January 1 peace rally of coalition Government and said that people chanted pro-Azadi slogans there. "It was the intention of the persons who shouted Hum kya chahta to hear Amun (peace) from public but people answered with Azadi. This reflects peoples’ yearning for freedom."

While criticising Chief Minister Mufti Mohammad Sayeed, he said that the assertions regarding healing touch and release of detainees was nothing but "hollow sloganeering". He alleged that time had proved it atrocities were committed in same fashion and manner as earlier. Commenting on the earthquake in Bam city of Iran, Geelani expressed sympathies with the Government of Iran and its public. He appealed to the world community especially Muslim countries to come forward and provide helping hand to affected people.

Former CM hails Vajpayee, Musharraf peace initiative

JAMMU, Jan 3: On the eve of SAARC Summit in Islamabad, the Jammu and Kashmir Awami National Conference and the suffering people of the Jammu and Kashmir have prayed for the permanent peace in the region.

In a statement issued here today, G M Shah former Chief Minister of the state has congratulated both Mr A V Vajpayee and Gen Prevez Musharraf of Pakistan for their bold initiative and hoped that a new window of opportunity will be opened for redeeming the people of the Jammu and Kashmir from death and destruction. It is highly gratifying that winds of change are sweeping the sub-continent. The flurry of peace proposals and the bold initiatives for people to people contact have replaced the hardened political rhetoric made acrimonious by gun -culture.

The readiness to open Srinagar-Muzaffarabad road has touched emotional cards with the people of the state who are looking forward to cross the out of bound frontiers on either side. The people are hopeful that this will lead to opening of more routes like Jammu-Sialkot route.

Mr Shah hoped that acceptance of people to people contact in international relations will also enable us to hold the much postponed Intra-Kashmir conference in Srinagar and later in Muzaffarabad.

JMM apprehensive about Jammu’s ignorance in
emerging negotiations on Kashmir

JAMMU, Jan 3: Jammu Mukti Morcha (JMM) today expressed apprehension that in the emerging political scenario on account of proposed negotiations with the Hurriyat Conference and Pakistan, the aspirations and interests of Jammu region may once again be ignored.

Talking to media-persons, president of JMM, Prof Virender Gupta said that in the emerging political scenario everyone is being consulted by the Central Government on Kashmir issue but nobody even utter single word about Jammu region and involve its leadership in the talks which clearly indicated that Jammu region’s interests would once again be ignored.

"Hurriyat Conference, Mufti Mohammad Sayeed and Dr Farooq Abdullah represent only Kashmir valley. They neither represent the aspirations of the people of Jammu and Ladakh regions nor the people of the areas presently under the control of Pakistan. Thus any solution being proposed by them can only be considered for Kashmir valley and majority community", Prof Gupta said.

He disclosed: "We have submitted a memorandum to the Prime Minister Atal Bihari Vajpayee requesting him not to consider Kashmir as whole Jammu and Kashmir State. We have also requested them not to take people of Jammu region for granted any more and take any decision which does not take into account Jammu people’s interests".

He further said that Kashmir is the internal problem of India, and Pakistan must be told in clear terms that it has no locus standi on Kashmir because whole of Jammu and Kashmir became an integral part of India when Maharaja Hari Singh signed the Instrument of Accession with India and was duly endorsed by people of Kashmir.

"For the resolution of this internal issue, the Central Government can grant autonomy to the Valley but at the same time Jammu region should also be granted the status of separate State to permanently solve the issue of Kashmir and discrimination with other two regions", Prof Gupta said.

He disclosed that to evolve a broad consensus and to safeguard the interests of Jammu people, Jammu Mukti Morcha is organising a conference of prominent citizens, political and social organisations on January 11.

Bar Associations demand distt status for Reasi

KATRA, Jan 3: The members of Bar Associations of Katra, Reasi and Mahore as also members of respective Bars held a meeting here yesterday demanding implementation of Wazir Commission Report at an earliest by the State Government as over 45 years old demand for district status to Reasi has not been fulfilled so far.

It was stated in the meeting that it was unfortunate that earlier Governments did not honour the demand and wishes of the people of the area and always took the demand lightly. The meeting pointed out that creation of district for Reasi was in the agenda earlier Governments also and it is very much present in the agenda of common minimum programme of the present coalition Government also.

The speakers said it was very unfortunate that no sincere efforts are being made by the present coalition Government for implementation of Wazir Commission Report.

For considering the issue of creation of Reasi district immediately, it was also decided in the meeting that a delegation of 50 people shall meet the Chief Minister Mufti Mohd Sayeed and his Government to fulfil the long pending demand of Reasi district.

Katra Bar Association president K K Dubey, Reasi Bar Association president V K Sharma and Mahore Bar president M S Mir as also senior Bar members of the three Bars namely R K Sharma, M M Sharma, Y P Koushal, Ajay Nanda, Devinder Kapoor, Sheikh Altaf Hussain and other prominent personalities of Sub-Division Reasi, Katra, Mahore, Pouni, Bamhag and Thakrakote participated in the meeting.

Rather’s concern over neglect of Chrar-e-Sharief

SRINAGAR, Jan 3: The land erosion problem in Chrar-e-Sharief town has attained serious dimensions and a number of houses are likely to collapse, with Talab Kalan area particularly in the grip of erosion.

This was stated by former Finance Minister Abdul Rahim Rather and sitting MLA of the area while addressing a public meeting in the town yesterday.

Mr Rather said that the developmental project at an estimated cost of Rupees 25 crore was sanctioned by the previous Government to develop the area as a model town in view of its historical and religious importance and the implementation thereof was also started with full speed and vigour. The former Minister expressed surprise that the work on this project has come to the stand still for unknown reasons.

He said that due to criminal negligence of the Government, the inhabitants of the town are confronted with numerous problems. The internal roads are in a dilapidated condition as a result of which the locals as also pilgrims visiting the shrine every day in hundreds are faced with lit of inconvenience.

Mr Rather said that the reconstruction work of Khanqah, which was gutted in the devastating fire in 1995, has also been stopped for reasons best known to the Government.

Mr Rather pleaded with the Government that it should without any loss of time depute a high level team of officers to Char-e-Sharief to see the things for itself and suggest immediate corrective measures so that the grievances of the people are redressed forthwith.

The former Finance Minister also visited other villages of the area including Sogam, Zoohama, Karlawari and Badipora and interacted with the people regarding their problems.

BJP to intensify agitation against power tariff hike

JAMMU, Jan 3: Bharatiya Janata Party (BJP), Jammu district, Urban warned to ghearo the ministers in Civil Secretariat and court arrest in the next phase of agitation in case the Government does not revoke its decision on hike in power tariff.

The BJP district Jammu Urban Chief, Kavinder Gupta and his general secretary, Subash Jandial, while talking to reporters here, today, alleged that Government was adopting the discriminative approach in realising the power tariff in different localities. The Party will continue agitation till the State Government does not revoke its decision, they added.

There is no uniform rate in this regard and no entry of enhanced power tariff is made in official ledgers by the Power Development Department (PDD), alleged Mr Gupta. The policy of the State Government is so discriminative that the officers putting up in Government accommodations are not asked to seek the NOCs from the PDD, he added.

He alleged that the employees especially from Valley are charged Rs 450 as fee per annum while the people living in slums here are charged Rs 100 per month. This speaks volumes about the discriminative policy of this Government to which Congress and Panthers Party(PP) are the partners, he added.

No action has been taken against those departments who owe huge arrears to PDD as power tariff, alleged Mr Jandial.

Mr Jandial also demanded that Government should issue a white paper on year wise revenue consumption and fee collected in Kashmir as well as Jammu.

Mr Gupta urged the Government to stop the night curtailments immediately in view of the terrorists strikes in the City. He also strongly condemned the yesterday’s attack at Railway Station by terrorists.

He alleged that ministers and bureaucrats are mostly involved in misusing the electricity and not the common man. It is they who need to be educated on the proper use of electricity, he added.

LPEF hails release of 4 percent DA

JAMMU, Jan 3: Abdul Majid Khan, president All J&K Low Paid Employees Federation has hailed release of 4 percent DA instalment from July 2003 and termed it as yet another achievement of LPEF’s long drawn struggle as, he said, impounding a part of its arrears, in case of employees, into G P Fund was not justifiable at all by any standard or criteria as due to heavy spurt in prices of essential commodities, State employees and pensioners are facing several financial hardships.

The Federation chief has simultaneously demanded revision of minimum daily wage to Rs 100, adequate revision of remunerations, honorarium and wages of Village Guards, Numberdars and Part Time Workers etc as they being meagerly paid are facing yet more serious miseries and hardships. Mr Khan has also demanded that monthly Medical Allowance of State Employees and Pensioners be also enhanced from Rs 100 to Rs 300 in view of unprecedented hike in medical costs, Clinical and other test charges and the consultation fee etcetera.

Prasanna enthralls with virtuoso performance

JAMMU, Jan 3: Exhibiting proficiency in Flute as well as Shehnai, Rajinder Prasanna enthralled the audience with recital of classical music at the Abhinav Theatre, here today.

Today’s music programme titled ‘Bansuri ki Taan’, began with Prasanna presenting a ‘bada khayal’ in Raag Puriya Kalyan on flute with ‘vilambat’ ‘in ek taal’. Ably supported by his son Rajesh Prasanna, he was accompanied on tabla by Kubair Nath Mishra and Shahzad Khan on Sur Mandal. Known for the predominance of ‘gayaki ang ‘ in his individual style matched by the blowing technique, Prasanna showed total control in renditions of the raaga. The next item of the programme was a ‘dhun’ in Raag Pahari which came alive with the use of small flute and recreated the magic of the raaga which is the basic musical mode in Dogra folk music.

Prasanna who has an equal proficiency in Shehnai played it today as a befitting gesture to herald the new year. He presented a composition in Raag Maru Bihag. It was followed by a ‘thumri ‘ in Raag Bhairavi’.

Rajinder Prasanna has been trained under the tutelage of his grandfather Pt. Gauri Shanker and father Raghunath Prasanna. He has won many prestigious awards like Sangeet Pujari and Surmani and participated in ‘Bansuri Festival’ organised by Sangeet Natak Akademy and ‘Rag Rang’, in which top artistes of the country participated. He was also one of the special invitees at the 9th Asian Music Festival at Hong Kong and the Bulgarian Festival. He has also given performance in Pakistan.

Introducing the tabla accompanist Kubair Nath Mishra, Prasanna said that the young maestro was grand son of Mahadev Prasad Mishra and Shanta Prasad ji was his maternal grandfather. Organised by Cultural Academy, today’s recital conducted by Sham Lal Raina, was part of the efforts to give an impetus to revival of classical music in the State.
