Excelsior Correspondent Jammu, Dec 31: Exhorting upon the IAS probationers to gird up their lions for serving the teaming millions with a spirit of devotion, dedication and honesty; the Governor, Gen S. K. Sinha advised them to give a clean, effective and efficient administration without having any political affiliation in their minds. Interacting with the IAS probationers on tour of the J&K state at Rajbhavan here today, Gen Sinha apprised them about the serious challenges before the administration keeping in view the socio-political conditions of the states in which they have to serve. He cautioned them to be vigilant about the corrupt practices which can infiltrate the administrative system at any time in certain circumstances. Giving a detailed historic background of the civil services during British Empire in the country, the Governor recalled that the imperialist powers had vested interests, but at present we have to work with an aim of truly serving our own people. In this regard, he mentioned the role of then Governor Generals like Lord Carniwalis, Lord Clive, Lord Dalhousic and Lord Curzon. Relating the aftermath of Anglo-Sikh wars in pre-Independence era, Gen Sinha said that, the Britishers could later win the sympathies of the people by giving them an efficient and clean administration. He said that in those days, the administrators were drawn from the universities of oxford and Cambridge with multifaceted personal qualities like hunting, fishing, riding etc. Gen Sinha underlined an imperative need of inculcating the qualities to give independent views and microscopically analyzing the problems of the people. In this regard he mentioned the style of giving administration from "saddle of the horse". The Governor said that todays administrators have to work under a democratic system in which every effort has to be made for the betterment of a common citizen. He advised the probationers to maintain total neutrality while performing their duties. The Divisional Commissioner, Jammu, Lokesh Jha who was also present acquainted the young probationers about the development scenario of the region. He said that the law and order conditions have considerably improved and the development process is going apace in all the spheres. The District Development Commissioner, Dr. Pawan Kotwal also interacted with the young administrators and shared his experiences with them. |

holds protest dharna in support of West Excelsior Correspondent JAMMU, Dec 31: In support of the demand of granting citizenship rights to the 1947 refugees of West Pakistan, Bharatiya Janta Party (BJP) today staged a dharna in front of the Raj Bhawan. A deputation of the West Pakistani refugees led by BJP general secretary Bali Bhagat served a memorandum to the Governor Lt. Gen (Retd) S K Sinha in support of the demand of these displaced people. Addressing the dharna, state president of BJP, Dr Nirmal Singh informed the refugees about efforts being initiated by the party to restore citizenship rights to these displaced people. He informed the refugees that party has already taken by this matter with the Union Government and party will rigorously pursue the same. He, however, said that it was all depend on State Government for granting citizenship rights to these displaced people. Coming down heavily on coalition partners for maintaining criminal silence over denying fundamental rights to these displaced people, Dr Singh assured that BJP will leave no stone unturned for restoring citizenship rights to this displaced people. Speaking on the occasion, general secretary of the party, Bali Bhagat regretted that for the last 55 years displaced people of West Pakistan have been denied even basic rights. "The extent of their miserable plight can be determined from the fact that they do not have any right whatsoever to of their own immovable property anywhere in the State or acquire service under the State Government", he said, adding, "their miseries can be gauged from the fact that they dont have any right to take part in the political and democratic process of the State and return to the State legislature and local self governing institutions representatives". President of the West Pakistani Refugees Action Committee, Des Raj Khamgotra, while addressing the gathering, regretted that despite direction of the Supreme Court, State Government has not taken any action and adopted a policy which was inhuman by any standard. Giving a strict warning to the State Government for, what he called, adopting in different attitude towards woes of West Pakistani Refugees, Mr Khamgotra warned to launch an agitation. "The State has tested our tolerance but not it has become unbearable for us to suffer any more, as our coming generation are deprived of their fundamental rights", he said, adding, " we are Hindus, migrated from Pakistan to India as we love Mother India. If the State Government thinks that we are not entitled to get rights in this State we should be shifted immediately to other state of the country where we can enjoy citizenship rights". State vice-president of BJP, Prof Hari Om, Jaggu Ram, Bachan Lal, Sudesh Kumar, Joginder, Jugal Kishore and others addressed the dharna. Welfare Officer fraudulently appoints Excelsior Correspondent JAMMU, Dec 31: On the basis of a report indicating that Mohammad Yosuf Bhat, the then District Officer Social Welfare Department, in collaboration with Mohammad Iqbal, the then Deputy Director Social Welfare Department, has managed to appointment of his two brothers in the Social Welfare Department in violation of recruitment rules/procedure, a preliminary enquiry was taken up. During the course of enquiry it was revealed that Gulzar Ahmad Bhat and Nazir Ahmed Bhat, sons of Ghulam Nabi Bhat, resident of Pulwama have been got appointed in the Social Welfare Department by their brother Mohammed Yosuf Bhat by misusing the official position and in furtherance of a criminal conspiracy with Dy. Director Mohammad Iqbal. During the enquiry it also came to the light that Mohammad Iqbal has issued promotion orders in respect of Nazir Ahmed Bhat conferring undue pecuniary benefit in violation of service rules on him and corresponding loss to the state excheqer. Case FIR No 41/2003 P/S VOK U/S 51 (D), R/W P.C Act 2006-120 B RPC has been registered for regular investigation in this behalf. |
JAMMU, Dec 31:A number of deputations and individuals met Chief Minister Mufti Mohammad Sayeed here this morning and apprised him of their problems and development needs. A deputation from Samba met the Chief Minister and urged him for opening of SDM office and setting up of degree college and accidental hospital there. They also pleaded for providing employment opportunities to the locals at Samba industrial estate and improvement of link roads in the area. Mufti Sayeed assured them that instructions would be issued to the concerned authorities for adjustment of locals wherever employment opportunities are available in the industrial estate. He said that he would visit the area soon and take stock of their demands on-the-spot. Another deputation of Kashmir chamber of hot mix plant owners Srinagar requested the Chief Minister for release of their payments. He assured them that the demand would be addressed at the earliest. |

Jammu, Dec 31: Saying that the era of rhetoric and hard postures was over, Chief Minister Mufti Mohammad Sayeed has called for consolidating gains of peace initiative set in motion by India and Pakistan. Wishing the people of Jammu and Kashmir a very happy and prosperous new year, Mufti Sayeed in a message here today hoped that the initiative would bloom into a full-fledged movement in 2004. Already we have traversed a considerable distance on the path of peace and time has come now to consolidate the gains of the initiative set in motion by the Indo-Pak leadership, the Chief Minister said. The Chief Minister said the era of rhetoric and hard postures was over giving way to dialogue and discussion to settle disputes. He said it was heartening to note that the Pak leadership had realised the importance of friendship and engaged itself with India in a purposeful dialogue at different levels. Recent people to people contact has created a euphoria which in itself is demonstrative of the longing for peace on either side, he maintained, observing that a bright sun of reconciliation and amity is rising on the horizons of the region. Mufti Sayeed said the people of India and Pakistan share the similarity of culture, language and way of life and it was ironic that despite so close bonds people of the two countries felt too far away from each other. This gap has to be bridged if we have to progress and keep pace with the fast developing world, he said adding, Generations have suffered in pursuit of illusions and now it is incumbent on us to shape the future of our youth entering into a new world with more confidence, he said. If we fail, we would be held guilty in the court of history, he added. Referring to the ensuing SAARC meeting in Islamabad, the Chief Minister said 2004 was making an encouraging start with Prime Minister Atal Bihari Vajpayee visiting Pakistan. He said if the year was unfolding itself with such a promising note one could expect it to be a bagful of positive developments taking the dialogue process to its logical end. On the domestic front, he said, the New Year shines with many promises. The opening of Srinagar-Muzaffarabad road is becoming a reality. It will not only join the divided families but also the hearts of the people on either side. "The thus-far distant dream of people traveling between the two cities is no more a wishful thinking, he said and exuded confidence that it would happen sooner than later. As the country is poised for a composite dialogue with Pakistan to address bilateral issues including Kashmir, the internal dimensions have not lost our attention, Mufti Sayeed said, elaborating that the dialogue process between various groups and parties with the Deputy Prime Minister is on the anvil. The peoples alienation, he said, was being removed by taking immediate cognizance of their problems. Every effort was being made to give fillip to economic activity and revive tourism. Side by side, the Government was firm in its commitment to provide a responsive, clean and honest administration. The difference, he said, was already visible. Mufti Sayeed appealed the opposition parties in the state to cooperate with the Government in minimizing the problems of the people instead of policiticizing every issue and highlighting non-issues. "Let our new year resolution be that all of us will work together for the welfare of the people of Jammu and Kashmir irrespective of party affiliations", the Chief Minister said. |

All have been hospitalised and their condition was stated to be out of danger when reports last came in. Two personsKarnail Singh, son of Jagdish Parkash and Arjun, son of Chain Saini of Surankote were injured in collision between an army vehicle and a civilian truck at Canal Road. Both have been hospitalised and their condition was stated to be critical when reports last came in. Meanwhile, body of one Gouri Lal, son of Sain Dass of Diggi was recovered from roadside at village Merodi in Bhaderwah under mysterious circumstances. Excelsior Correspondent JAMMU, Dec 31: Police today seized 23 bovine animals and arrested three persons. Two trucks which were being used for smuggling bovine animals also seized. Police spokesman said that a police team of Nagrota Police Station led by SHO Zakir Shaheen Mirza under the supervision of DySP Headquarters Mehmood Ahmed subjected two trucks bearing registration numbersJK02M-7819 and JK02D-7275 to checking and seized 23 bovine animals. Though three persons were immediately arrested yet another managed to escape from the spot. The arrested persons have been identified as Farooq Ahmed, son of Rehmatullah of Nagrota, Shoukat Ali, son of Rashid Haji of Mansar and Ghulam Rasool, son of Mohd Latif. The absconder has been identified as Farooq Ahmed, son of Abdul Rashid of Khanpur. |
ASKPC to join hands with PK on Homeland Excelsior Correspondent JAMMU, Dec 31: Peeved over State Governments move on phased return of displaced people to Valley, the All State Kashmiri Pandit Conference, (ASKPC) today hardened its stand saying it will launch a joint movement with Panun Kashmir (PK) for carving out a separate Homeland in the Valley. Making the organisations view point clear at a seminar organised by Kashyap Putars, the students wing of ASKPC, its general secretary Hira Lal Chatta said, KPs will not budge an inch from their earlier stand. The Separate State or Homeland is the only viable solution to our problems , he added. Ruling out any ideological difference with Panun Kashmir on the issue, Chatta said for his organisation Homeland and Kashyap State is one and the same thing and we have no differences with each other on this issue. He said the need of the hour is that KP leadership should keep the larger interests of community and the nation in mind and launch a joint struggle for the goal. Contesting the Governments claim on providing jobs to KP migrants in Valley and posting them in security zones, he alleged the migrant employees who were recently posted in Kashmir on promotion basis were forced to join in remote and far flung areas. He also alleged that so far the Governments attitude towards this community has been totally discriminative. Blaming the Government for ignoring the community, the Women Wing chief, Mrs Dura Dhar alleged that migrants were deprived of the benefits under SRO 43. She accused the Government for ignoring the community leadership on this important issue and demanded first the confidence building measures be adopted. P N Bhat another community leader said the Government over the years has failed to solve the problems of the displaced people. The migrant Anganwari workers have till date been deprived of the salaries. He warned that ASKPC will launch agitation in case the employees were forced to return to Valley and demanded that the Government should first provide the employment to those KP youths whose families did not migrate. Warning the vested elements in the community, Vincy Pandita, president Kashyap Putars said those hobnobbing with Government should desist from such tactics. Among others those who spoke in the seminar include Triloki Nath, Lalita Tickoo, Prithvi Nath Ganjoo and Pran Nath Koul. A resolution was also passed in the seminar by voice vote which reiterated its stand on creation of separate state and demanded development councils for migrants. On the occasion the Women Wing of the ASKPC was also announced which will be headed by Dura Dhar as its president. Sunita Koul was nominated its general secretary, Lalita Tickoo as vice president and Sushma Mala as publicity secretary. Prairna Koul will be the chief coordinator between Student and Women Wing. |

GPGTF warns agitation in case demands not settled Excelsior Correspondent RAJOURI, Dec 31: A meeting of the All J&K Graduate and Post Graduate Teachers Forum (GPGTF) was held under the chairmanship of district president Vinod Sharma which criticised the coalition Government for its delaying tactics with regard to solution to already conceded demands of teaching community. Speakers warned the authorities to complete the data regarding pay anomalies by January 10, 2004 as already assured by Education Minister to the Education Department, otherwise teachers would be compelled to come on the roads to express anguish and resentment over the present Government. District president Vinod Sharma stated that every programme announced by the Central body will be implemented in letter and spirit. He asked the teachers to remain united under the banner of the GPGTF and be ready for any sacrifice for the cause of the community. CAPD Deptt criticises Billawar police claim Excelsior Correspondent JAMMU, Dec 31: Reacting sharply to a news item appearing in press under the caption "BPL ration scam busted in Kathua", the Directorate of Consumer Affairs and Public Distribution Jammu has strongly contested the claim of Police Station Billawar, stating that neither any Government salesman or Store-keeper was involved nor any official was absconding or Government exchequer has been put to loss. Deputy Director of the Department in an official hand out has elaborated that one private ration dealer namely Satish Kumar of Sale Centre, Village Seri Mooni, about 24 km from Billawar was caught by police at 10.30 pm as is evident from copy of FIR No 150/2003 under section 3/7 Essential Commodities Act. He further said that no Government cash has been duped because the private dealer has already remitted an amount of Rs 13,271 vide Treasury Receipt No: 65/4408 and 71/4408 dated 26-12-2003 into Government Treasury before lifting the ration. Hand-out clarified that said private ration dealer Satish Kumar has been placed under suspension and departmental inquiry ordered to find out the factual position. The police claim in un-earthing a ration scam, as alleged, is exaggerated and unfounded, added the official communique. |
Madr-e-Meharban Institute rebuts news report Excelsior Correspondent JAMMU, Dec 31: Madr-e-Meharban Institute of Health Sciences has rebutted the news item appearing in certain sections of media on December 30, wherein motivated and misleading allegations were allegedly levelled against the institution. (The story was published on the basis of FIR lodged by Vigilance Organisation.) Director of the Institute Dr R K Raina, on behalf of president of the Managing Committee Dr Mustafa Kamaal, has stated that of the two allegations, one relates to leasing out of the Pragati Bhawan to the Institute as a subsidized rent of Rs 1.25 lakh per month in contrast to Rs 2.5 lakh per month fixed for entire building in case of the earlier occupant. The other charge pertains to illegal occupation of two floors by the Institute since it has been alleged that only two and a half floors of the five floor building was allotted to the Institute. If the latter is taken on its face value; viz two and a half floors were leased out at Rs 1.25 lakh per month, then the so called allegations of use of undue official favour for reduction of rental value to 50 percent stands in contradiction to the first and exposes the motive behind the exercise. Dr Raina stated that entire Pragati Bhawan was leased out to the Institute vide JDA allotment No: JDA/EStt/41-43 dated 29-6-2002 and all the five floors including the canteen block was handed over to the Institute on December 1, 2002 by the Estates Department of JDA. The said handing over of possession has been duly and properly authenticated. The issue of allowing subsidized rent to the Institute has been blown out of proportion since similar concessions are routinely permitted to social services sector by the Central and State Governments. Dr Raina added that innumerable instances exist where State Government has extended concessions to social sector organisations and industry entrepreneurs which included transfer of several kanal of prime State land at Re 1 per kanal in favour of an educational institution. He said selective targetting the president of the society for a conscious JDA decision taken after due deliberations does not measure to minimal ethical standards. ABVP activists stage dharna in front of Div Com office Excelsior Correspondent JAMMU, Dec 31: Demanding restoration of school land, Akhil Bhartiya Vidyarthi Parishad activists from Akhnoor, staged a dharna in front of Divisional Commissioners office, here today. Shouting slogans against the Government and administration, they were demanding immediate cancellation of the allotment of school land to a private party. Some of the ABVP activists, led by Suresh Magotra, also met the Divisional Commissioner and apprised him of their demand. The Divisional Commissioner assured that he would look into the matter. Earlier, a number of ABVP activists from Akhnoor, assembled at Mubarak Mandi complex and held a demonstration in front of Divisional Commissioners office. The dharna was also addressed by Mr Suresh Magotra who threatened that if the controversial allotment of the land is not cancelled within two day, the ongoing agitation will be intensified at the State level. He alleged that the Education Department was maintaining a mysterious and criminal silence over the allotment of school land to a private party. |
Shakti Dal labour wing merge with PDP Excelsior Correspondent JAMMU, Dec 31: Coalition Government headed by Mufti Mohammad Sayeed is committed to mitigate miseries of the masses. This was stated by general secretary of the Jammu and Kashmir Peoples Democratic Party (PDP) Mohammad Sharief Tariq while addressing a meeting organised to welcome leaders of the Shakti Dal, who joined the party under the leadership of Sanjay Bali. About 100 workers of the labour wing of Shakti Dal joined PDP through secretary of the party Ashok Sharma. Highlighting one year achievements of the coalition Government headed by PDP, Mr Tariq said that during the last one year ruling dispensation has taken many radical steps for solving woes of the masses. He said that it was all due to efforts of the coalition Government that ground situation has been changed. Speaking on the occasion, Ashok Sharma, secretary of the party, called upon the workers to strengthen PDP for restoring peace in the State. "Coalition Government headed by Mufti Mohammad Sayeed has been working overtime to restore peace and tranquillity in the region", he said and gave all credit to the Chief Minister Mufti Mohammad Sayeed for positive developments in the sub-continent. Pointing towards peace process initiated by India and Pakistan, Mr Sharma said that it was result of the efforts of Mufti Mohammad Sayeed said that situation has been changed. PDP secretary said that during the last one year coalition regime has taken many pro-people steps. Mr Sharma further said that coalition Government headed by PDP was committed for the equitable development of all the three regions of the State. He said that it was first time in the history of Jammu and Kashmir that equal treatment have been given to all the regions and sub-regions of the State. He further pointed towards funds allotted to different regions and said that allotment of equal funds to all regions was a clear indication that coalition Government was committed to do justice with neglected areas of State. General secretary of PDP, Dhaman Bhasin, MLA Shanti Devi, district president Baldev Slathia, labour wing president, Sukhvinder Singh and other leaders addressed the gathering. in development Excelsior Correspondent JAMMU, Dec 31: Minister for Roads and Buildings Madan Lal Sharma has emphasized the need for close coordination between public and administration for the implementation of the various State and centrally sponsored schemes for over al development of all the three regions of the State. The Minister was addressing public meetings at village Jad Bhagtian and Barda Kalan in Akhnoor tehsil of Jammu district. Mr. Sharma said that various road network projects especially in hilly and remote areas of the State are under active consideration of the coalition Government and assured to fulfill the aspirations of the people by providing them basic amenities of life. He sought the active participation of common masses for effective implementation of several developmental schemes aimed at raising their socio-economic status. The Minister announced black topping of first kilometer and shingling metaling of remaining two kilometers of Jad Bhagtian road before the close of current financial year. He also issued directions for construction of additional one room in the local school. He also announced Rs. 20 lakhs for construction of Barda Kalan road besides filling and leveling of land for developing playground at Barda Kalan. Responding to the demand of the rural youth of the area for the construction of stadium at Barda Kalan, Mr. Sharma assured that the matter would be taken up with the department of Youth Services and Sports. He said that Girls Primary School at Barda has already been upgraded to Middle standard and assured opening of school under Education Guarantee Scheme (EGS) at the Harijan Basti soon. Mr. Sharma also visited eye camp jointly organized by the Health Department and Langar Birdari at Kaleeth in Khour block of Akhnoor tehsil. The one-week eye camp started from December 28, 2003 to January 5, 2004. About 750 patients registered in the OPD and 100 operations conducted in first two days. Free boarding, lodging, medicines have been arranged by the organizers. He interacted with the patients and enquired about the facilities being provided in the camp. Earlier, Mr. Sharma laid foundation stone of a tube well at Bazigar Basti at Akhnoor. The tube well involving and expenditure of Rs. 20 lakh would be completed in two phases. On completion, it will augment water supply to the Akhnoor town and its adjoining areas. |
Youth NC hopes for
positive developments Excelsior Correspondent SRINAGAR, Dec 31: Hailing thaw in relations between India and Pakistan, Jammu and Kashmir Youth National Conference today expressed confidence that more positive developments would take place during the SAARC summit in Islamabad. "YNC hopes that more positive developments would take place during SAARC summit," YNC president and MLA Qaisar Jamshed Lone told PTI here today. He said the ongoing peace process between the two countries had brought a ray of hope to the people of entire sub-continent and it should be pursued more vigorously. He urged the Centre to permit a delegation of legislators from the state to visit Pakistan to meet their counterparts. "Such steps would become a bridge between the two nations and encourage other social and political leaders to find a way out of this impasse," Lone said. He also favoured exchange of students between India and Pakistan. "Youth being the major targets of violence should be made to visit each others countries to have first hand experience," Lone added. He said the Centre should not show reservations in holding talks with people of Jammu and Kashmir for finding an amicable solution to Kashmir tangle. "The Government should be prepared to talk to any individual or organisation which aims at restoring peace in the state and find a viable solution to the issue to end violence once for all," he said. Criticising the PDP-led coalition Government for its alleged failure to solve unemployment problem in the state, Lone said it lacked a concrete employment policy resulting in increasing number of jobless youth. |
75 cases settled in Poonch Lok Adalat Excelsior Correspondent POONCH, Dec 31: In two-day Lok Adalat held at District headquarters, seventy-five cases were settled by the bench. The Lok Adalat was held under the chairmanship of Shakti Gupta Chairman district Legal Service Authority Poonch and he was assisted by CJM Poonch, Sham Lal Lalhal, Munsiff PoonchM A Khan and Surinder Singh District Mobile Magistrate (T), Poonch. The president, Bar Association Poonch the senior members of the Bar Association as well as others, the litigant public and respectable citizens of the area as well as representatives of some Banks participated in a large number. During the Adalat 75 cases have been settled which include 4 civil, 17 criminal, 38 traffic related and accidental claim cases. Compensation to the tune of Rs 12,90,000 has been awarded in accidental cases settled on the spot. On this occasion, chairman District Legal Service Authority Poonch, president Bar Association Poonch and other members of the Bar made the general public of the concept of the Lok Adalat. The refreshment was also provided to the gathering on the occasion. Despite the fact that Poonch town is badly infested with militancy and there is an unprecedented spurt in the militancy related activities, a large number of public and litigant public in particular attended the Lok Adalat. Abhinaya Kala Manch stages play Fandi Excelsior Correspondent REASI, Dec 31: Abhinaya Kala Manch staged a Hindi play Fandi at community hall Jyotipuram on the eve of new year. The play was directed by Shadab Khan and written by Dr Shanker Shesh. S K Aggarwal General Manager was the chief guest. The main artists participating in the play includedNaresh, Muneesh Sharma, Ms Guddi, Shadab Khan, Sudhir Sharma, Rajesh Ajnabi, Ashfaq Malik, S Dubey and Munna. The play is based on a character namely Fandi who is being tried for causing death of his father. He loves his father extremely, who suffers from incurable disease of cancer. Fandi did every thing possible for him to prevent his loving father from the jaws of death all in vain. Seeing his father dying before him every now and then, the boy done his father to death to get rid of pitiable life. The boy is later tried in the court of law and judge is unable to decide after knowing about the circumstances whether boy is to be punished or released as innocent. The play is all about the fatal disease of cancer and role of court. |
