PM's prerogative

Sir,

The Prime Minister is the peodes of the majority political party or coalition of political parties in the legislature. In a parliamentary democracy as ours he has "the pre-rogative" to appoint other ministers in his Government. The Govt works as a team on "Collective responsibility basis. A vote of ''no confidence'' against a minister involves resignation of the Ministry under the principle of ''collective responsibility" This principle is observed in its breach by our Govts. Had this principle been implemented there would have been less corruption in social life. Politics as we are aware governs our lives in diverse ways. Our ethical conduct is also influenced by our country's politics. Our innate qualities and virtues are not isolated from social and political ethos-environs! They make us ideal or degrade us low to opportunistic level of "Ayaa-Rams and Gaya Rams! There are restraints and constraints to good ethics (conduct) and bad ethics (Misconduct). Only great souls observe morals: They are not power hungry. Power treads their path such as in the case of Gandhi Ji! Small men are just like drift wood. They don't make distinctions as to what will be the impact on the social ethos as a consequence of their wrong choices. Use of "pre-rogative" must be judicious and public culture-oriented. Inducting the criminals and or the corrupt in the Government is bound to pollute social life and ethos of the nation affecting country's development and security. All the Govts being vested with powers and authority are duty bound to purify, develop and en-rich public life with their own sublime example. There is no unethical "Compulsion'' in Democracy. Real democracy exchews un-fair play and promotes flowering and nurturing of human character, honest work culture, ensuring public welfare and economic and security prominence. This postulates that violence, corruption and lawlessness are punished and eradicated to prevent the menace from spreading and contaminating entire social and political fabric of the nation beyond repair. Fundamentally democracy debars bad characters from contesting national elections and holding any public office. The oath of office solemnly taken by the public office holders vindicates performance of honest, dutiful, efficient service with good conduct by the office bearers. The canons of financial propriety further find the public servants (including ministers) to spend public money wisely, economically and according to the norms of regularity for the public good as a responsible house holder would spend his money judiciously. In this context the pre-rogative of the Prime Minister/Chief Minister is conscientiously restricted to selecting sublime and capable ministers rather than unlawful and corrupt. As the ministers, so the people!

Defence preparedness

Sir,

By successfully testing the supersonic missile 'Bramhos' India has shown its capability to manufacture missiles. At the same time, India has shown that it will not compromise on security of the country.

Defence preparedness has now become more essential in view of USA supplying sophisticated weapons to Pakistan which include F-16 fighters, anti-tank missiles and surveillance systems.

India is at present surrounded by some hostile neighbours who do not want to see her becoming powerful. If India is pursuing peace at the present, it does not mean that we ignore defence preparedness.

Whether peace or war, India should keep on modernising it army, Navy and Airforce. Efforts should also be made to indeginise defence production, and avoid dependence on other countries for equipment and their spare parts. The Government should try to involve private corporations in this endeavour also. By doing so, we can even sell equipment to other countries. Only a strong defence can ensure our sovereignty.

Power scenario in J&K

Sir,

This has reference to the news item "Centre ready to lend more power to J&K" published in the Daily Excelsior.

The efforts made by the Power Minister Mohammad Sharief Niaz to augment electricity in the State are laudable. At present the state is facing acute electricity shortage. Though the rising population in the state is one of its causes, its misuse by the people is cause to worry about. The Government departments are also responsible for its misuse. They have been using electricity recklessly without paying any penny in return.

The people too are responsible for creating this situation. They keep on lighting more than necessary bulbs, heaters, TVs and other gadgets are kept on for most of time, if they are not used at that time. As a result, we often see power break downs and low voltage.

This has hampered that business and other commercial activities in the State. Moreover, it is also affecting the studies of students who are preparing for examinations. Moreover, people are becoming more and more dependent on internet for correspondence and communication. If power remain off for 10 hrs daily, one can very well imagine the situation.

Therefore the Government should seek public support in improving power situation in the area.
