India not a soft state but hot pursuit not feasible: Patil NEW DELHI, Dec 22: Home Minister Shivraj Patil today rejected the notion of India being a soft state or a weak state when it came to handling terrorism, but ruled out hot pursuit to destroy terrorist-training camps in other countries, including Bangladesh. The Home Minister also rejected suggestions that India did not have a policy to tackle terrorism and said the Governments endeavour was to identify and remove the causes that gave rise to the menace. Everything, including making provisions for removing poverty and unemployment, was being done to remove the root causes. Replying to questions from a distinguished audience of retired and serving top officials of various police, para-military and intelligence organisations at the 17th IB centenary endowment lecture here, the Home Minister cautioned against the emerging threat of nuclear and biological terrorism if modern technologies fall into the hands of terrorists. He called for cooperation among nations, states within the country and the people in fighting the growing threat which, he said, could escalate to outer space and oceans. "India is neither a soft state nor weak state. We are correct. We would like to be correct. We will not like to go to extremes,.. We will try to convince them, the theory of hot pursuit is not allowed. Then you should be prepared to face the consequences also. We have fought many wars with Pakistan. We have adopted the ways of a civilised world. Specially with Bangladesh, we are trying to create a situation where we can tell them that providing safe sanctuary to terrorists is not dangerous for us alone, it is dangerous for you too. I hope they will understand that," he told a questioner. He said all the international bodies including the UN, the European Commission and the SAARC should try to ensure that nations do not provide sanctuary and money to terrorists and also see to it that small weapons are not sold to NGOs. The Home Minister, while outlining the policy of the UPA Government for tackling terrorism, also rejected the assertions that the law to tackle the menace was weak or Central funds were used, particularly in the northeast, to sustain terrorism. "Without a policy, how can we fight terrorism. Even the previous Government had a policy. We have studied that and adopted some of their points. Also, the Governments endeavour is to identify and remove the root causes including under-development and unemployment," he said. Mr Patil said it was wrong to say that Central money was being used for terrorism in the northeast and pointed out that there were many channels, including drug money and foreign funds, which were being utilised for sustaining terrorism. He said the law was not weak and it depended upon how effectively various provisions of the law were used to tackle the scourge. Expressing confidence that terrorism, in the end, would die, the Home Minister said 80 per cent people in the country wanted peace and it is that section of the population which sustained the Governments hopes of victory over the scourge. "It is that population which are our strength. Moreover, our security forces are fully capable to meet such challenges...Terrorism does not live for ever. It is not a permanent feature. We have the vision, strength and confidence," the Home Minister said. Asked whether the country was prepared to face any emergencies like taking of mass hostages of mass killings like the ones in Russia and 9/11 incidents, the Home Minister was a bit on the defensive saying "it depended upon the circumstances prevailing at the time of the incident. "Terrorism is something which has to be faced through coordinated efforts of various nations, particularly in the field of intelligence and information sharing. We have adopted a stance in which we will receive and give information, specially in the areas of intelligence gathering," the Home Minister added. (UNI) |
Natwar rules out third party presence in Indo-Pak talks NEW DELHI, Dec 22: Ruling out any third party presence in the Indo-Pak talks, External Affairs Minister K Natwar Singh today said the Foreign Secretary-level talks in Islamabad next week will discuss peace and security as well as Jammu and Kashmir in a "substantive manner". Outlining Governments position with regard to Hurriyat, he said it was prepared to talk to "those unelected individuals or groups" who shun violence and who are ready to contribute to the restoration of peace in the State. Singh, utilising the occasion of a reply to the debate on foreign policy in the Rajya Sabha, made a detailed exposition of the UPA Governments policy and came down heavily on the NDA on a number of issues, dubbing its Pakistan policy as a "series of flip flops with no clear strategy and direction". He also sought to clear the confusion over his reported remarks on the nuclear issue in Seoul saying it was not true that he had questioned the wisdom of India crossing the nuclear threshold in 1998. Singhs speech also covered India conveying its concerns to US over reports of supply of sophisticated armaments to Pakistan. "We have communicated to the US that such a decision could impact adversely on the ongoing dialogue between India and Pakistan". Rejecting opposition charge of drift in Indias Pakistan policy, Mr Singh said the dialogue process was "on track" and making "progress". Foreign Secretary Shyam Saran and his Pakistani counterpart Riaz Khokhar are slated to meet in Islamabad on December 27 and 28 where they will review progress in the composite dialogue and discuss issues related to peace and security as well as J and K, he said. Singh said he planned to visit Pakistan in February. India, Singh said, has conveyed its "deep concern" over the reported supply of sophisticated armaments to Pakistan by the US. "We have communicated to the US that such a decision could impact adversely on the ongoing dialogue process between India and Pakistan, which the US itself has supported," he said. "It may also erode the goodwill and friendly feeling that exist for the US in India, both as a sister democracy as well as a strategic partner". Singh said the Indian position was spelt out at the highest levels of the US administration by Defence Minister Pranab Mukherjee and by him to US Defence Secretary Donald Rumsfeld during his recent visit here. Emphasising that there have been "no contrary signals" emanating from the UPA Government on US supply of weapons to Pakistan as charged by former Foreign Minister Yashwant Sinha, he sought to counter it questioning the record of the NDA Government. He referred to US promise of three billion dollar package to Pakistan President Pervez Musharraf which included 1.5 million dollar worth armaments in June, 2003. Singh said Sinhas subsequent meetings with his US counterpart in January this year did not reveal his taking up this issue at all. Describing Prime Minister Manmohan Singhs meeting with Musharraf in September in New York as a "landmark" one, he said two important messages were conveyed. One was the importance of implementing the assurance contained in the January 6, 2004 joint statement that no territory under the control of Pakistan would be used for cross-border terrorism against India, Singh said. The second one was that no solution to the Jammu and Kashmir issue could involve re-drawing of boundaries or another partition of India on the basis of religion. This was affirmed to Pakistan Prime Minister Shaukat Aziz when he visited Delhi in late November this year, he said. Clarifying Governments position on Hurriyat, he said the people of J and K are represented by the Government which has been duly elected by them through free and fair elections. "The restoration of peace in the state is something that we are in constant communication with the elected Government. However, we are also prepared to talk to those unelected individuals or groups, who shun violence and who are ready to contribute to the restoration of peace in the state," he stressed. On permitting Hurriyat leaders to meet Pakistani officials, he said "I do not think that we have inaugurated a new policy in this regard," while noting that Musharraf met Hurriyat leaders during his visit for the Agra summit in July, 2001. "Our view is that the Government of India represents the wishes and aspirations of the people of India which includes the people of J and K. I hope this will set at rest any uncertainty or doubts in this regard," Singh said while rejecting third party mediation. Singh said the Prime Minister would soon be leading a delegation to Dhaka for the 13th SAARC summit which would also provide an occasion to have contacts at the highest level with leaders of SAARC countries, including Bangladesh.(PTI) |
Best Bakery case
proceedings rocked by NEW DELHI, Dec 22: News portal tehelka.Com today showed video footage of Gujarat BJP MLA Madhu Srivastavas "admission" about buying out for "Rs 18 lakh" Best Bakery case star witness Zaheera Sheikh. Mr Shrivastava said the claim made by Tehelka portal was "bogus". Speaking to news channels which managed to reach him in Vadodara district this evening, the BJP legislator from Vaghodia rubbished the Tehelka claim. Zaheera, deposing in a special court in Mumbai, gave testimony that she had not taken any money. She said, "Maine Koyi Paisa Nahi Liya Hai. Koi Kisi Ko Paisa Nahi Deta Hai. Maine Allah Ke Naam Par Kasam Khai Hai, Main Jhoot Nahi Bolungi Kyunki Mujhe Allah Ko Mooh Dikhana Hai (I have not taken any money. No one gives money to any one. I have taken oath in the name of Allah to speak the truth, as I have to show my face to allah)." During her cross-examination in the ongoing re-trial, special public prosecutor Manjula Rao asked Zaheera if Mr Shrivastava had promised her Rs 35 lakh to give false evidence, and whether she had already collected Rs 18 lakh. The 10-minute video footage screened at a news conference here showed Mr Srivastava telling Vadodara Corporator Nisar Bapu that the amount paid to Ms Sheikh was Rs 18 lakh. Talking to reporters after the days proceedings, Zaheera again denied the allegations that she received money to give false evidence. "It is a conspiracy by Battu (Madhu Shrivastavas cousin Chandrakant) and Teesta Setalvad to malign my image," she alleged. Zaheera reiterated that her earlier complaint against Mr Shrivastava was made at the behest of human rights activist Teesta Setalvad. The prime witness, who turned hostile yesterday during her deposition, said she did not know Madhu Shrivastava. Zaheeras cross examination in the special court of Additional Sessions Judge Abhay Thipsay, who is presiding over the retrial into the Best Bakery case, will continue tomorrow. At least now Zaheera Sheikh must be made by some authority to give the clear picture in the Best Bakery carnage, said Tehelka Editor-in-Chief Tarun Tejpal at the press conference in New Delhi. Human rights activist Teesta Setalvad, who had been recently accused by Ms Sheikh of threatening her to give wrong testimony, called the footage a very interesting development. Let the Supreme Court decide about it, she told reporters. In the footage, Mr Srivastava is shown as telling the corporator of Vadodara, where the Best Bakery killings took place during the Gujarat riots, that Ms Sheikh came to my house and cried. There is also the talk of getting involved in the issue unnecessarily and getting defamed for no fault of ours, for helping a Muslim girl. According to Mr Tejpal, a tehelka reporter, who went to Gujarat to investigate the Zaheera Sheikh story, established several contacts and infiltrated into the network. A Tehelka newspaper cover story also carries an interview with Ms Sheikhs grandmother Zareena Shahu, who recounts the horrors of March 1, 2002, the day of the Best Bakery massacre. We went to Doomariah in Uttar Pradesh to talk to Zaheeras grandmother who ratified everything that happened on that day. She should be summoned as a key witness, said Mr Tejpal. Ms Setalvad, who declined to comment on the merits of the new video footage, said she was interested in a full-scale and legitimate inquiry into how Ms Sheikh turned hostile in the trial of the case, which was ordered to be held outside Gujarat by the Supreme Court. We need the truth and we need justice, said Mr Tejpal. This footage shows what happens when money and threats come into high profile cases. The Tehelka chief said he hoped that now the true testimony of Ms Sheikh could be obtained. I have a lot of faith in the functioning of our institutions, he said referring to the judiciary. Fourteen people had been burnt alive in the Best Bakery carnage during the Gujarat riots that followed the Godhra train massacre in February 2002. Recently, Ms Sheikh had blamed Ms Setalvad, who played a key role in the events leading up to the Supreme Court order of retrial of the case in Mumbai, for intimidating her into giving testimony against innocent people. The BJP smelt a rat in the alleged bribery expose. Party spokesman V K Malhotra alleged mala fide in the motive. The Congress said the Gujarat Governor and the Supreme Court should take action on the latest Tehelka expose. It was for Governor Nawal Kishore Sharma to send his report to the Home Ministry and the apex court to order an inquiry into the expose involving payment of a bribe of Rs 18 lakh, party spokesman Anand Sharma told reporters. The left said it took strong exception to the Bharatiya Janata Partys "nefarious attempts to tamper with justice" and demanded a CBI inquiry under the supervision of the Supreme Court in the Tehelka expose. CPI(M) politburo member M K Pandhe and CPI national secretary Shamim Faizi told UNI that such an inquiry at the behest of the apex court would help in bringing out the "whole truth." In Patna, RJD chief and Rail Minister Lalu Prasad demanded the resignation of senior BJP leaders Atal Bihari Vajpayee and L K Advani from Parliament and Gujarat Chief Minister Narendra Modi. Former Defence Minister George Fernandes said the Tehelka sting operation was sponsored by Congress president Sonia Gandhi. "I do not know the exact source of money for the Tehelka operation, but it was executed from 10, Janpath," said Mr Fernandes. He said the "so-called expose of corruption in defence deals" and other incidents of maligning the Indian leaders were part of a conspiracy by foreign forces to shatter the belief of the people in their system. Speaking earlier at the seminar here, Ms Jaya Jaitley, who along with Mr Fernandes had figured in the Tehelka video expose of alleged murky defence deals, also described the Tehelka episode as a meticulously planned attempt to tarnish the image of the country by targetting honest leaders. Reliable sources, however, told the Excelsior that the militants were trained in fidayeen attack in Surankote hills by JKFF commander Abdul Lateef, who had separated from the HUJI outfit recently. After training, they were sent to a hideout at Ari in Mandi where they were putting up for last two days. The fidayeens had been directed by the militants to carry out recee of Poonch police station and the DPL before carrying out a strike on the eve of new year. They were yet to carry out a recee of two vital police installations before they were captured by the police on an input. A major catastrophe has been averted with timely arrest of two fidayeens, the sources said, adding recovery of two police uniforms along with AKs and grenades was an indication that the militants were planning a fidayeen attack. Sources said the militants have also made some important disclosures during their preliminary questioning. They have disclosed that about 30 to 35 militants of Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) cadre have shifted from Rajouri and Poonch district to the Kashmir valley using Pir Panjal range. The LeT and JeM militants were directed to move out from Pir Panjal range in Rajouri and Poonch districts and reach Shopian for further "assignments". The militants came to know about this information from their boss Abdul Lateef. They said it was due to migration of Pakistan cadre of LeT and JeM that they were pressurised by Lateef to act as fidayeens. It may be recalled that earlier also a series of fidayeen attacks had taken place in Poonch town including Poonch police station in which about a dozen police personnel were killed. DySP Poonch Manjeet Singh had also lost his life in one of the fidayeen attack. Sources said the militants are being sent to the Joint Interrogation Centre (JIC) for sustained interrogation. Regarding disclosures made by the militants that the Lashkar and Jaish cadre have moved out from Pir Panjal range to the Kashmir valley, the sources said: "there appeared to be some weightage in the disclosures". "Inputs by the Intelligence agencies have also revealed that the militants did move out of Pir Panjal range to the Valley but reasons behind the "migration" have not been ascertained", they added. |

The hydel power units in the state are generating below capacity due to inadequate rainfall. The state authorities have also been advised to operate the Pampore Diesel Generation Plant (175 mw) at Srinagar, closed due to high operation cost, to meet the emergency power situation. Rs 46 lakh worth fake currency seized NEW DELHI, Dec 22: In an indication that Bangladesh has emerged as a route for smuggling from Pakistan, Directorate of Revenue Intelligence (DRI) has seized fake currency with the face value of Rs 46 lakh and arrested four persons, including two Bangladeshi conduits, here. The consignment, in the denomination of Rs 500, was sent from Pakistan for circulation in the country and was seized at a hotel in Paharganj area of Central Delhi last evening, a DRI official said. Acting on a specific information, DRI sleuths made the seizure and the arrests when the Bangladeshi nationals, including a woman, were handing over the consignment to their two Indian contacts, he said. The notes were hidden in the false bottom cavities of two big suitcases brought by the Bangladeshi nationals, Mohammad Rashid and Nurun Nahar Lovely, the official said. Abad Ali and Imam Raza, who had come to take the consignment, were also arrested, he said. All the four were booked under provisions of Customs Act. Preliminary investigations revealed that the two suitcases were given to Nurun by a resident of Shahjahanpur in Dhaka for delivery in Delhi for monetary considerations, the official said. One of the arrested Indians allegedly told his DRI interrogators that the currency was sent from Pakistan and was ferried to Bangladesh for routing it here through Nurun and Rashid, he said. Nurun and Rashid allegedly came by road via Kolkata and reached Delhi on December 19, the official said, adding since then they were waiting for the Indian contacts to turn up. Further investigations are being conducted to establish the identity of the Pakistani who sent the consignment. However, recovery of the consignment has created an alarm as quality of the notes is said to be "near perfect". "Had it been circulated, it would have been near impossible to detected these as fake," the official said, adding that it indicates the use of highly sophisticated equipment which are "not easily accessible to even organised syndicates". DRI is trying to ascertain whether any more of such consignments have been brought into India or whether there were any plans to do so. (PTI) |
NDA steps
up Sankaracharya campaign; NEW DELHI, Dec 22: Stepping up its campaign on the Sankaracharya issue, an NDA delegation led by former Prime Minister Atal Bihari Vajpayee today met Prime Minister Manmohan Singh, accused the Tamil Nadu Government of declaring an "all out war" against the Kanchi Mutt and urged him to take up the matter with Chief Minister Jayalalithaa. The delegation, which also included leader of opposition L K Advani and BJP Deputy leader in Rajya Sabha Sushma Swaraj, submitted a memorandum to Singh demanding among other things that the seer be shifted from vellore jail and "interned in some guest house" as he is "an accused and not a criminal". During the 20-minute meeting, the Prime Minister, who was accompanied by Defence Minister Pranab Mukherjee and Home Minister Shivraj Patil and senior officials, shared his concern and quoted from his earlier letter to the Tamil Nadu Chief Minister, BJP Rajya Sabha member Balbir Punj, who was part of the delegation and who led an nda study team to Kanchi and Vellore, told reporters here. When Singh read out excerpts from Jayalalithaas reply to him stating that "proper facilities, treatments and courtesies" were being extended to the seer, Vajpayee pointed out that there were "lot of differences" between the assurances given in the letter and the reality, Punj said. "The Prime Minister assured us that he shared his concern and he will do whatsoever is allowed and permitted within the constitution and parametres of law," he said. The NDA delegation also included six members of the study team. (AGENCIES) |
