Party ideologue not happy with performance
Apte teaches lesson to BJP leaders

Excelsior Correspondent

JAMMU, Dec 14: Taking serious note of party’s eroding base in Jammu region and dilution of ideology by the senior leaders, highcommand of the Bharatiya Janta Party (BJP) deputed senior ideologue of the Sangh Parivar and vice-president of the party Bal Apte to give some lessons to the local leaders.

Mr Apte, in his day long stay in the Winter Capital, took ‘class’ of the senior leaders of the party and advised them to work unitedly to face the challenges. Senior leaders of party, sources said, were taken to task by the senior party leader in the ‘Chintan Baithak’.

Although the party leadership kept Bal Apte’s day long visit secret, his meeting with office bearers of the party as well as other representatives of various organisations of Sangh Parivar has been considered a very significant due to his stature in the party as well as in the Parivar.

Sources said that senior ideologue of the Sangh Parivar was not happy with the performance of party in the Assembly as well as Lok Sabha elections. He was reportedly not convinced with the excuses given by the party leaders for the worst ever debacle of the party in the recently held elections in the State. He sought reasons from the representatives of all organisations for eroding mass base of the party in Jammu which was once considered as its stronghold.

Mr Apte, sources said, advised the leaders to mend their ways to revitalize the party and to face the challenges which have been confronting the organisation. The meeting convened by Mr Apte was attended all organisations of the Parivar in which representatives of all wings of Sangh Parivar were present. He also advised all organisations of the Parivar to iron out their differences to face the challenges.

Pertinent to mention here that during the last Assembly elections, BJP and Jammu State Morcha had fought against each other on many seats resulted into worst of ever debacle of the party.

Representatives of other organisations also putforth their view points and some of them expressed their reservation over style of the functioning of some senior leaders of the party who have been ignoring grass root level workers. In presence of Bal Apte, some leaders said that party has been losing ground due to behaviour of some senior leaders. A senior leader also took other leaders to task for ignoring aspirations and wishes of grass root level workers.

During the ‘Chintan Baithak’ majority of the leaders were of the view that party should give stress on those issues which were directly related with the day today life of the masses.

It is worthwhile to mention here that Bal Apte- one of the members of the Think Tank of BJP, is incharge of the training camps, which usually organise to train workers and newly elected representative. Former national president of the Akhil Bharatiya Vidharthi Parishad (ABVP), Mr Apte has been deputed in the BJP by the Sangh Parivar to infuse fresh blood in the party cadre as well as leaders.

HC upholds JAKFED Dy GM’s compulsory retirement

Excelsior Correspondent

JAMMU, Dec 14: Justice VK Jhanji of the State High Court, while deciding two writ petitions and connected CMPs filed by Ashok Kumar Jain, Deputy General Manager, JAKFED, has upheld his compulsory retirement ordered by Chairman JAKFED on December 12 last year.

In his 39 page order, Justice Jhanji in major portion of the judgment referred to the findings of KB Pillai Commission probing embezzlement in the JAKFED and involvement of the officers including AK Jain.

The Justice observed that it is now a well settled that ‘ public interest’ is guiding factor in considering whether the power of pre-mature retirement should be exercised or not. " It follows that formation of the opinion to prematurely retire an employee must be based on material which has reasonable nexus with ‘public interest’ as understood in the context of the rule relating to premature retirement", it was observed.

The Court further said that if on the basis of the material or service record, the authority concerned forms an opinion that an employee has ceased to be useful and shall be retired prematurely, then it cannot be contended that requisite opinion would not interfere with the exercise of power if the opinion had been made bonafide and on the basis of material on the record and Pillai Commission has also indicted Jain as he was one of the Officers responsible for the misappropriation/embezzlement.

With these observations, Justice Jhanji dismissed the petitions filed by AK Jain and upheld his compulsory retirement.

Fear psychosis continues to grip IRCON officers
20 Kms of railway track in Kashmir valley to be ready by July 2005

By Mohinder Verma

JAMMU, Dec 14: Amidst fear psychosis and security related problems, IRCON—contractor of Northern Railways in Kashmir valley is all set to complete work on first 20 kilometres of strategically important railway track by July 2005.

Authoritative sources told the EXCELSIOR that in the first phase of 120 kilometres long Qazigund to Baramulla broad guage railway line project, IRCON has taken up the work on 55 kilometres of track from Qazigund to Kakapura and out of this, 20 kilometre stretch upto village Vanpoh would be completely ready by July 2005.

"About 50 to 60 percent work on whole of this 55 kilometre stretch has already been completed by the IRCON. There are no tunnels but this stretch has about 40 bridges and longest of them is of half a kilometre", the sources disclosed and said that the highest bridge on this stretch would be at the height of 40 metres.

Admitting that the progress of the work got affected due to the halt of the work after the killing of IRCON Engineer, the sources said that even the deployment of six companies of Central Reserve Police Force (CRPF) on the 55 kilometre of track taken up by the IRCON, has failed to wipe out the fear from the minds of IRCON officials, who regretted that at some places the deployment was not sufficient and had even taken up the matter with the Director General of State Police and officers of other security-related agencies.

A mine explosion in recent past on the stretch between Batpore to Gulzarpur, from where the IRCON Engineer Sudhir Kumar Pundeer, his brother and two others were kidnapped by the militants in broad-day light, has further raised the level of fear among the company officials, who want stepped up security in vulnerable areas.

Keeping in mind the law and order problem prevailing in the area which falls in Anantnag and Bugdam districts, and some vulnerable areas in other districts the security for the IRCON officials and Railways property should be stepped up, a senior officer of IRCON said, on the condition of anonymity.

About the land acquisition, he said that the land acquisition has not been completed in many areas by the State Government so far and the process of handing over land to Railways was merely on papers.

"Out of total 120 kilometre track in Kashmir valley, impediments on 20 kilometres are yet to be removed by the State Government", he said and stressed that the early settlement of land acquisition problems would pave the way for timely completition of project in the Kashmir valley.

It is pertinent to mention here that actual work began in 2000 and most of the land acquisition process got completed in the beginning of 2003, when the ground work begun. But the work came to a grinding halt after kidnapping and subsequent killing of IRCON Engineer.
