Review surrender policy

The much publicized surrender policy pursued by Indian army in Jammu and Kashmir wherein a militant involved in antinational activities surrenders before security forces along with weapon is given cash incentive as well as Govt. Job as part of rehabilitation and healing touch policy.

The recent surrender of 47 terrorists before army at Nagrota & the reports that 27 among them were not militants at all but were unemployed youths lured by unscrupulous element to grab cash & other incentives puts a question mark on the surrender policy.

The opponents of surrender policy have been crying hard about its possible misuse and would prove counter productive as it will attract youths of J&K to join militant cadres later will surrender to get jobs as well as money.

Unemployment is one of the main reasons for youth of J&K to get frustration & fall in trap of ISI to taste and adopt gun culture. What the policy maker should think is to provide honourable employment to atleast one individual in a family? On the contrary for last 57 years the subsequent Govts in J&K promoted favoritism, nepotism & corrupt practices in matter of employment with the result that poor & deserving youths were denied any meaningful employment. The politicians of J&K have always gone to New Delhi with a begging bowl and never tried to create sustainable jobs here. The state of J&K is having rich natural resources in the shape of plenty of fresh water in rivers and streams, minerals, forests and diverse agro climatic conditions with fertile soil. With all these natural gifts the state can generate plenty of employment in hydro generation, tourism & agriculture.

Govt should review the surrender policy as it is open to misuse. We should try to support our youth in such a way that they live an honourable life and not get attracted to nefarious design of enemy. The first immediate thing which can be done is to give unemployment allowance.

Paying power tariff

Sir,

The statement made by the Minister for Finance and Planning Muzaffar Hussain Baig that people pay cable, mobile bills, not power tariff is true, but there is nothing in it to wonder about.

There are certain reason which Mr Minister has overlooked.

First of all I would like to make it clear that people are eveready to pay any sort of bill, taxes towards Government, provided there is proper arrangement to do so. It may be mentioned here that people pay cable or telephone bills on time because the Telecom department has streamlined its systems. The people receive bills after a fixed period of time, these bills reflect clearly the amount to be paid, late fees to charged. There is no sort of bargaining. Same is the case with cable bills. Regarding Electricity bills, the less said, the better it would be. The power Department is perhaps the most mismanaged departments of the Jammu and Kashmir Government. The department is most corrupt and most callous. First of all, a customer does not receive the bill every month. The customer has to pay three to four visits to PDD office, where he has to face the callous and apathetic attitude of the staff. Then begins the drama of haggling. After getting himself freed from the clutches, he then has to go to the concerned bank to deposit the fees. The cumbersome process leaves a person exhausted mentally and physically. In this condition, the subscriber hesitates to pay the bill.

If the Government is really interested in realizing the fees from people, it will have to streamline the process of fees charging. Like telephone bills, the customer should receive power bills within time. The bill should reflect the power consumed by the subscriber and rate per unit of electricity consumed. Only then, I think there the Government would be in a position to receive a continuous of income.
