State police should be essential
component Excelsior Correspondent Udhampur, Nov 30: To strengthen confidence among people, Chief Minister Mufti Mohammad Sayeed today issued clear instructions that state police should be an essential component of security forces operations saying this is also necessary as the Jammu and Kashmir police has to ultimately shoulder the overall responsibility of security in the state. Addressing the attestation and passing out parade of prosecuting officers at Sher-i-Kashmir Police Academy here this morning, Mufti Sayeed said the state police knows the situation well and has been doing a good job all these years. He said the people of the state want peace and normal life and to sustain the changing scenario the J&K Police has to play a vital role. He said the state police is competent enough to shoulder this responsibility. The Chief Minister said the security forces have been told in categorical terms to uphold the human rights and avoid collateral damage during anti-insurgency operations. He said the positive change in the situation has restored the confidence of the people. Asserting that the forces of peace would gain further strengthen in Jammu and Kashmir, the Chief Minister said that the peoples yearning for peace is overwhelming and cross the boundaries between India and Pakistan. He said the people of both countries share the aspiration of people of Jammu and Kashmir for an end to violence and promotion of amity and brotherhood in the region and recent reciprocal visits of people from both sides have amply demonstrated this urge. Log aman chahtey hain aur aman ki taqatain aagey badaingi (People want peace and the forces of peace would move ahead), he said. Mufti Sayeed said some vested interests want to prolong uncertainty and shut their eyes on the positive change that has taken place in the state during the past two years. He said security situation both in rural and urban areas has improved considerably. Easing of tension across the state is evident, he said and regretted that these developments are not adequately reflected. On the contrary, he said, an aberration or isolated incident finds place in screaming headlines. He asked all sections of the society to play their role in strengthening the process of normalization in Jammu and Kashmir. The Chief Minister said during the past 15 years when the police was busy fighting militancy alongside the security forces, fight against normal crimes and economic offences was relegated to the backseat. He said when the attention of police was focussed on normalization of situation these offences registered alarming increase. He stressed on paying due attention to check these offences that adversely affect the society and called upon the state police to gear itself up for the job. He said the Government would recruit more youth in the state police who could serve the cause of peace in any part of the country. He complimented the state police for its efficiency, good work and dedication towards society and hoped the passed out prosecuting officers would prove their mettle while discharging their duty. He asked for posting of sufficient number of lady police officials at Srinagar, Jammu and Leh airports for frisking of women passengers. Earlier in his address the Director General of Police Gopal Sharma detailed the challenging role played by the state police during the past 15 years turmoil adding the efforts of the state police were paramount in the return of peace to the state. Complimenting the passed out prosecuting officers on assuming their duties, he hoped they would infuse fresh blood to the force and work for the service of the society and people of the state. He assured that the officers and jawans of the state police were ready to sacrifice even their life for the betterment and welfare of the people of the state. He said arrangements for several training courses for the police personnel have been made and the force would be modernised and better professionalized. He thanked the Chief Minister for his personal attention to the development of the state police. In his welcome address Director SK Police Academy Mr. Ram Lubhaya, gave a resume of the activities being undertaken at the Academy. He said every year about three thousand officers and jawans are imparted training at the Academy in 43 three different courses. He said today 65 young officers including six females passed out from the Academy. The officers had joined the Academy for training in January this year. He said a number of schemes have been approved for infrastructure development including construction of auditorium, forensic science block and residential accommodation for faculty and trainees. He said 637 kanals of land would be added to the existing Academy campus. On this occasion the Chief Minister awarded the outstanding passed out Mr. Sohaib Ashraf Allaqaband Law Ministers Cup and memento for Indoor Best and DGPs Trophy and memento for all round best performance. Mr. Rakesh Singh Sambayal got the outdoor best and parade trophies. Present on the occasion were MLA Balwant Singh Mankotia, senior police and civil officers and prominent citizens. |

She asked for declaring centre Doda district as drought prone where food for work should be started on war footing. Addressing a series of public meetings in remotest areas of Marmat, Goha and Humbal, on the second leg of her three days extensive tour of the Doda district this morning, Ms. Mehbooba pleaded for providing jobs to the local youth in ongoing hydel power projects including Dul-Hasti, Baglihar, Bursar and Sawla Kote. Ms. Mehabooba also called for strengthening mass contact to get feed back about peoples problems adding that all Ministers of the coalition government have been directed to reach out to people at grass root level especially in remote areas. Addressing the public meeting, the Agriculture Minister announced to bring about 30 hectors of land under area expansion under Technology Mission in Marmat zone for integrated development of horticulture and farmers would be provided with assistances/incentive of Rs. 13,000/- per hectares for developing orchards under the scheme. In addition, one storage tank for providing Irritation facility to the people of the area would be set up at a cost of Rs. one lakh twenty foot spray pumps and twenty green houses would also be provided to the orchardists, Mr. Zargar added. Qazi Mohammad Afzal on this occasion announced special schemes for augmenting drinking water facilities as the area is badly confronting water scarcity. Minister announces a grant of Rs. 6 lakh for repairs of Ranika, Boddi and Muthi water supply schemes. He said water supply schemes at humbal has been provided at a cost of Rs. 30 lakh to provide assured drinking water to the people. The leaders were given a rousing reception on the occasion. |

Out of total number of these cases, five M.A.C.T cases of Oriental Insurance Company and two case of New India Assurance Company were settled by mediation and conciliation before the Lok Adalat. An amount of Rs 7.14 lakh was granted as compensation to the claimants. The Lok Adalat was presided by S L Pandita, Pr. District and Session Judge, Kathua, chairman District Legal Services Authority, Kathua and Mehmood Choudhary, District Mobile Magistrate and Manoj Parihar, Munisff Kathua as its members. The Oriental Insurance Company was represented by Varinder Kumar, Divisional Manager, Tara Chand Bhagat, AAO and Balvinder Singh, Manager, B O Kathua while as New India Assurance Company was represented by Suman Gupta, Divisional Manager, Manoj Wali, senior assistant and Sanjeev Sharma, Development Officer. Arrangements for Sheikhs birth anniversary finalised Excelsior Correspondent JAMMU, Nov 30: National Conference (NC) in a meeting of the district and block presidents and secretaries held at Party headquarters here today finalised the arrangements for the celebration of 99th birth anniversary of former Chief Minister, Late Sheikh Mohammed Abdullah on Dec 5. Provincial president of the Party for Jammu, Ajay Sadhotra chaired the meeting while several prominent party leaders and legislators were also present. Mr Sadhotra said that NC will celebrate the day as usual in Jammu and the main function will be held at Sher-e-Kashmir Bhawan. The workers of Jammu Rural A & B and Jammu Urban will participate in large number in the function. Rich tributes will be paid to the departed leader and founder of National Conference. The other districts will celebrate the occasion (Dec 5) at their respective district headquarters. Mr Sadhotra said that farmers in Jammu province are suffering as the Government has not provided them quality seed and fertilizers in time. The fertilizers in some areas distributed was found to be sub-standard and there is every apprehension of failure of crops. "Political Economy of J&K" concludes Excelsior Correspondent JAMMU, Nov 30: Minister for Finance and Planning, Muzaffar Hussain Baig today suggested greater economic cooperation between India and Pakistan in the larger context of South Asian Association for Regional Cooperation (SAARC) for amicable resolution of all the contentious political issues and turning around economic fortunes of the region. Speaking at the valedictory session of the two-day seminar on "Political Economy of Jammu and Kashmir" at Jammu University this morning, Mr Baig said without giving up their formal positions on various bilateral issues, both Islamabad and New Delhi can play a pivotal role in the process of regional economic integration. The biggest challenge for India and Pakistan, he said is to do away with the legacy of mistrust between the two people and move ahead on a reconciliatory path. He said the movement for regional cooperation would gain momentum only when both the neighboring countries start opening new chapters in economic cooperation in the larger context of SAARC. He said such initiatives would not only remove the misconceptions from the minds of the people on both sides but would also help build an overwhelming public opinion in favour of peace with people on both sides developing vested interest in each others safety through greater participation in trade and other economic activities. Mr Baig said in the new world order economic boundaries have started replacing the political boundaries giving birth to new politico-economic entities with wider cooperation in various spheres. On a similar pattern, he suggested sub-regional cooperation between India, China, Nepal, Pakistan and Afghanistan with thrust on joint development of tourism and oil and natural gas pipelines running from the Caspian Sea through China, Central Asia to J&K and on to the Sub-Continent. As a right step in this direction, the Finance Minister vehemently supported the idea of opening road and rail communication links between the two countries especially through Jammu and Kashmir to actively involve the people of the State in the new economic activity set to take place in the region. "Why only Srinagar-Muzaffarabad, Suchetgarh-Sialkote and Kargil-Skardu roads, we should work towards revival of historical silk routes between Kashmir, Tibet and Xinjiang to help generate new prosperity and anchor a final solution of Jammu and Kashmir in a stable economic framework of regional cooperation," he said and added that in the near term, developing all weather-transport links between India, Pakistan and China through J&K, connecting the divided parts of J&K and initiating sub-regional integration could contribute significantly to the States economic fortunes. Mr Baig said a reconciliatory process between India and Pakistan would help both the countries to work out an amicable resolution of all the contentious political issues including Jammu and Kashmir as the public opinion would force them to do that. Welcoming the recent statement of Pakistan President Gen Parvez Musharraf regarding exploring other options to resolve the issue of Jammu and Kashmir, he said such a statement is at least a welcome departure from the oft-repeated Pakistan stand of plebiscite in Jammu and Kashmir. He said Gen Musharrafs statement reflects the flexibility of stances the leadership of the two countries are ready to adopt to make movement forward on the issue. On the internal front, Mr Baig said an honest and transparent political will is needed to deal with the internal dimensions of the Kashmir issue. He said this could be achieved only through strengthening of the genuine democratic institutions within the State and not giving in to the dubious tactics of the political blackmailers. He said instead of ruling through and grooming the political opportunists, who are readily available in the State, New Delhi must trust the common Kashmiris and their real representatives. He said the menace of political corruption encouraged by various regimes in New Delhi over the years, has only led to the weakening of the constitutional and democratic institutions in the State leading to political unrest. Mr Beig suggested a wide-ranging discourse on issues confronting the State involving people from all the regions and representing various thoughts to work-out long-term solution to its political and economic problems. GOC inaugurates Dilkush Institute at Nagrota Excelsior Correspondent JAMMU, Nov 30: General Officer Commanding (GOC) 16 Corps, Lt Gen Ashok Kapur inaugurated Dilkush Institute for recreation of Junior Commissioned Officers and other ranks at Nagrota garrison today. Dedicating this institute to the Army personnel, the GOC asked them to make full use of this recreation centre. He said in order to boost the morale of the soldiers and ensure welfare of their families, the provision of proper amenities is essential. The GOC pointed out that with the army deployed in counter insurgency role, where troops are continuously under stress while on duty to safeguard the integrity of the nation, the need for them to unwind is of paramount importance. He commended the role of Signal Regiment of the Corps and 62 Engineers Regiment for the hard work put in to realise the vision of this institute. The newly constructed institute is providing a wide plethora of recreational amenities under one roof for multifaceted development of JCO and other ranks and their families. These include a gymnasium, a well stocked library, an attractive and alluring toys kemp, facilities for indoor games like table tennis, carom , chess etc. and outdoor games like volleyball and basketball. highest ever coal, gypsum production Excelsior Correspondent JAMMU, Nov 30: Jammu and Kashmir Cements Limited is installing an additional third kiln of 600 TDP at Khrew in Srinagar at an estimated cost of over Rs 64 crore and a grinding units of 300 tonnes capacity at Samba in Jammu at an estimated cost of Rs. 9 crore. Approval for the installations of these two units was granted the 85th board meeting of Jammu and Kashmir Cements Limited here this evening with Deputy Chief Minister Mangat Ram Sharma in the chair. Minister of State for Industries and Commerce Raman Mattoo and Principal Secretary Industries and Commerce A. Sahasranaman were also present. The new units at Khrew and Samba would be constructed on modern lines with installation of latest implants and gadgetry including installation of electro stating precipitators, gas conditioning towers on the kilns ands reverse pulse jet system of anti-pollution devices that would not only bolster the production and quality of the cement but also make them eco-friendly. The construction of the Samba grinding unit and 600 TDP Khrew plant would commence soon, said the Deputy Chief Minister. Deliberating on the physical and financial achievements of the Jammu and Kashmir Cements Limited, the meeting was apprised that the company registered a record increase in its turnover during the past seven months of the current fiscal with a sales turnover of Rs. 36.12 crore. The progression increase in sales comes out to 38.55 percent as against Rs. 26.07 crore during the corresponding period of previous year while on the production front the company registered an increase of 30 percent. Contributing its share in the socio-economic development of the state, the company provided cement worth Rs. 15 crore on credit to various Government and semi-government departments during the current financial year. This is being done to ensure that development works do not suffer for want of funds. The company also paid Rs. 8.04 crore to its migrant employees from its own resources till September this year. Managing Director JKCL Mian Mushtaq Ahmed informed the meeting that the company has also made a significant contribution of Rs. 6.38 crore in first six months of the current fiscal to central and state exchequers in shape of taxes. He further stated that during this year the company is also expecting to surpass its highest ever profit of Rs. 2.43 crore earned earlier. Earlier, the Deputy Chief Minister also reviewed the achievements of Jammu and Kashmir Minerals Limited while chairing its 157th board of directors meeting The Deputy Chief Minister directed that gypsum mining at Parlanka be taken up on war-footing and also impressed upon the management to make all activities of the corporation viable. Managing Director of JKML A.K. Khullar, who presented the detailed resume of the corporation informed that the company has registered an all time high increase of 30.30 percent in coal production, 47.75 percent in gypsum thereby generating a sales turnover of Rs. 4.13 crore and Rs. 1.61 crore respectively during the current eight months of the current fiscal. He expressed hope that the company would be able to achieve the ambitious sale target of Rs. 14 crore during the current financial year thereby surpassing the highest ever turnover of Rs. 11.33 crore registered during last fiscal. |
JKNFA to promote friendship between Nagaland, J&K Excelsior Correspondent JAMMU, Nov 30: To encourage interactions between residents of Jammu and Kashmir and Nagaland, a new Non-Government Organisation (NGO) namely Jammu and Kashmir-Nagaland Friendship Association (JKNFA) was formed by some social workers of the State and Nagaland. Addressing a press conference, T Chuba Jamir, chairman of the Nagaland unit, said that aim of this organisation was to create awareness on socio-economic and ecological and environment problems both of Nagaland and J&K. "It will help in creating a sense of understanding and harmony and to exchange culture, custom and food habits of the two states", he said. "Both the states are sentinels of this great country of unity in diversity. J&K is on the extreme north bounded by Tibet, China, Afghanistan and Pakistan and Nagaland, on the otherhand, is on the extreme east bounded by Myanmar, China and Bangladesh", he said, adding, "both the states have mountainous terrains with hills and Valleys having scenic beauty and marvelous sight to behold, blessed with the best natural resources of mineral, forest, natural water resources flora and fauna, rich and good agricultural land suitable for various crops, fruits, vegetables, herbals medicine also the world famous saffron of J&K". Mr Tamir said that there was a common platform for the development of industries such as horticulture, sericulture, agro based industries-bamboo and cane craft, willow works, wood crafts, handlooms and handicraft etc. He said that aims of the Association was to promote the friendship between the two states, to promote a wider market for J&K and Nagaland in handloom and handicraft, to promote tourism industry, to inter exchange the technological expertise on agro based industries, horticulture, sericulture and world famous saffron cultivation and food industry. |
Youth wing of LBA organises
training Excelsior Correspondent LEH, Nov 30: Youth wing of Ladakh Buddhist Association organised an eight day training-cum-workshop to impart traditional music, song and other cultural activities to the interested young men and women of Leh district, which concluded here today. The Executive Councillor, Arts and Culture Mr Skarma was the chief guest while Deputy Commissioner Leh Satish Nehru the guest of honour on the occasion. Dr C P Dorje, president youth wing of LBA while welcoming the distinguished guests stated that LBA has for the first time organised such workshop in the district to preserve and promote cultural distinct of Ladakh which has now become imperative as the young generation is taking much interest in western and Indian music. He also sought moral and financial support from Hill Development Council to continue such workshops in future also. The Executive Councillor Art and Culture Mr Skarma said that the Hill Development Council would extend all its support for conducting such training programme which would certainly help the young generation in preserving and promoting the age old Ladakhi traditional cultural heritage. The Deputy Commissioner Leh Mr Nehru while appreciating the performances of the organization said that one should preserve and promote the distinct cultural heritage in such a way that it would help them effectively to meet present and future challenges of development and progress without compromising with universal human values and principles enshrined in the Indian constitution. Mr Skarma and Mr Nehru distributed certificates among the trainees and offered Khataks to the instructors and experts in Ladakhi cultural activities. The trainees and the artists also presented cultural songs and dances on the occasion and received appreciation from the audience. |
IMFA organises music programme, art exhibition Excelsior Correspondent JAMMU, Nov 30: Institute of Music and Fine Arts, (IMFA) organised an art exhibition, music programme and seminar at Poonch House, here today. The event which was held as part of month-end activity has emerged as a platform for the young professionals to exhibit their talent and state of professional training in different branches of fine arts and classical music. The topics on which IMFA students read papers included Art in Every Day Life, Jain Miniatures, Sangeet Mein Gharana Parampara. The music programme held on the occasion included recital of Raga Bhopali by students of Violin. It was followed by tabla recital by a student of tabla department who played teen tal which comprised of palte, Kayeda, paran, tukde. The last item of the music programme was recital of Raag Bilaskhani Todi by Shri Suraj Singh. He was accompanied on tabla by Sh Purshottam and on harmonium by Raj Kumar. Art art exhibition of the works by students of fine arts was also organised. In her address to the students, the Principal, Mrs. Savita Bakshi, urged the students to work with dedication and commitment so as to make their mark on the national as well as international scene. |
Awareness camp for workers organised Excelsior Correspondent JAMMU, Nov 30: A two-day awareness camp for workers was organised by Central Board for Workers Education Regional Directorate at Nagri Parole in district Kathua. State president of the NCP, Th Randhir Singh who is also the ex-chairman of the Central Board for Workers Education, was the chief guest. The camp concluded last evening at border town of Nagri. A large number of workers from adjoining areas and also belonging to SC, ST and OBC categories also participated in the camp. A good number of women workers also attended the camp. All the workers during the camp were educated about various laws , pertaining to their rights and welfare. They were also given the concept of rural leadership and adopt measures for watching their interests. Regional Director of the Education, Gulzar Ahmed was also present and he introduced the guests to the campers. The chief guest in his address said such interactions should be organised more often so that Gandhijis objective of creating best possible leadership in the rural areas is achieved and workers were made aware about their rights. Expressing concern over bungling in identification of beneficiaries and issuance of ration cards to BPL families, Mr Singh stressed for the conduct of afresh survey in this regard. Mr Gulzar gave detailed account of the working of this organisation in the region. |

Sonus art show opened at Triveni Kala Sangam Excelsior Correspondent JAMMU, Nov 30: Sonu Agarwals ten-day exhibition of sculptures and painting which opened at the Triveni Kala Sangam Art Gallery, at New Delhi, today, is a major statement of young sculptors works. For Sonu Agarwal, one of the few female sculptors of the state, the current year has been quite eventful. During the year 2004, she not only participated in a group show in Prakrit Art Gallery, Chennai, but also held a show in Cape Town, South Africa where she spent more than six months under a Commonwealth Arts and Crafts Award at Johanesburg. Representing the new generation of contemporary artists of Jammu, who has already made mark at national and international scene, Sonu Agarwal, had done B.F.A in Sculpture from Jammu University and M.F. A. in Sculpture from Vishva Bharti University, Shantinekatan. Following her conscious decision to be creative artist along with her artist husband Chander Prakash, who is also a sculptor, Sonu Agarwal, in last few years, has participated in many camps and symposia, held shows at different places and won many awards. She is involved with creative sculpture as creation of impactful visual form notwithstanding the material, manner and contextual background. Her work is marked by the unique of relationship of varied objects that though seemingly unrelated they acquire acquire in her compositions a kind of totality, that in the words of the artist, "functions as an evocative symbol. Though it does not picturise the generative impulse, yet reminds of it strongly". |
Green environment must for teaching process: Harsh Excelsior Correspondent Jammu, Nov 30 : Minister for Education Harsh Dev Singh has said clean and green environment is imperative for the teaching and learning process. He was speaking while launching the Operation Green Cover inside the premises of Government Girls Middle School, Krishna Nagar here today. Municipal Commissioner, Jammu, B. D. Sharma, Director School Education, Jammu, M. K. Dwivedi, Chief Education Officer, Jammu and Member of the Social Welfare Committee, Krishna Nagar were also present on the occasion. Mr. Singh said the Government has introduced many steps in the prevailing education system by taking new initiative and reforms by changing the syllabus, reducing the admission age and making the school environments more learning friendly. As such the schools should give better results in developing the all round personality of the students, he added. However, Minister exuded confidence that the teachers are performing well to the best of their capacities and capabilities, as the results of some school are overwhelming. Referring to the incentive given to the teachers he said a record number of teaching community was given the promotion benefits in a very short period of two years of the coalition Government. He said soon the problem of pay anomalies of the teachers would be solved. Government is contemplating to give more and more incentives to the teachers as the teacher is the builder of the nation, he added. Minister also announced Rs. one lakh for the repair of the school and said the name of the schools would soon be changed from Government Girls Middle School Krishna Nagar to Government Girls Middle School, Raishmghar Colony as per request of the Social Welfare Committee Raishmghar Colony. Gharu Ram for opening of Suchetgarh Road Excelsior Correspondent JAMMU, Nov 30: Asserting for opening of Suchetgarh road connecting Sialkot Pakistan, Minister of State for Rural Development, Gharu Ram has lauded the efforts of both India and Pakistan for initiating steps for opening of Srinagar - Muzaffarabad road to ensure peace and tranquility on both sides of border. The Minister was addressing some media persons at zero line Suchetgarh after laying foundation stone for construction of Entry Gate at International Border Suchetgarh under Border Area Development Programme. Mr. Gharu Ram also laid foundation of construction/ upgradation of Suchetgarh road leading to Pakistan. The Minister hoped that similar steps are underway on the other side of the border also for facilitating opening of Suchetgarh roads in order to fulfill the aspirations of the people of the state. Dr Udhampuri attains superannuation Excelsior Correspondent JAMMU, Nov 30: Station Director Radio Kashmir Jammu, Dr Jatindra Udhampuri today attained superannuation after rendering over 27 years of meritorious service to the field of broadcasting. Dr Udhampuri joined All India Radio (AIR) as Producer in March 1977 and with the dint of his hardwork and talent, became the Director and headed various Stations of AIR including Dharmshalla and Kathua. He was posted as Director Radio Kashmir Jammu on November 28, 2001. Dr Udhampuri, a prolific writer, poet, scholar and broadcaster, has a distinction of producing over 200 features on various subjects. During his tenure as Director RKJ, the Station introduced many new programmes an was bestowed with third prize award for excellent coverage of J&K Legislature Assembly during 2002-2003. Apart from looking after RKJ, Dr Udhampuri was also given an extra-responsibility of managing the affairs of AIR stations of Bhaderwah, Nowshehra and Rajouri. A Sahitya Akademi Award winner, Dr Udhampuri has authored over 22 books in Hindi and Dogri languages. The services of Dr Udhampuri for the cause of Dogri and Hindi literature have been recognized by conferring numerous awards on him. In 1991, he was given a national award in Hindi literature by Ministry of Human Resources development, New Delhi. He was also awarded thrice by J&K Academy of Art, Culture and languages for his outstanding literary contributions. Dr Udhampuri was also awarded gold medal and a certificate of merit by J&K Government and Robe of Honour by Governor of Jammu and Kashmir for his exemplary contribution in the field of Dogri and Hindi literature. |
