A scheme to address vulnerability of women in difficult circumstances, popularily known as SWADHAR, has been launched by Government of India, Ministry of Human Resource Development, Department of Women & Child Development. The Scheme envisages establishment of Centres which shall provide home-based care through holistic and integrated approach.

The beneficiaries shall be widows, women ex-prisoners, victims of crime, sexual abuse and natural calamities, mentally challenged women and women with HIV/AIDS deserted by their families, etc.

The Scheme is being implemented through Voluntary Organisations, Local Bodies etc. The components of the Scheme comprise of Assistance for construction of building of the Centre for such women, Rent for shelter, assistance for management and Administration of Centre, provision for food, shelter and clothing for women and their children below 18 years, counselling clinical/legal support to the needy and training for economic Rehabilitation. The implementing agency can avail assistance for all or some of the components provided it is equipped for providing holistic care.

The Voluntary Organisations/NGOs, Local Bodies etc. interested in implementing the Scheme in the State can approach J&K Women's Development Corporation, Jammu/Srinagar of State Social Welfare Board, Jammu/Srinagar which are designated as channelising Agencies and shall provide information regarding details of scheme, eligibility, pattern of assistance, method of submitting a project proposal, application forms/documents required with proposal etc. The addresses of channelising Agencies are as under:-
