Woes of polytechnic students

The result declared by J&K Technical Board, recently, has sent a wave of shock among the students of Jammu region especially. The pass percentage was just 1.5 which is very surprising. The entire student community of Polytechnic colleges of Jammu region are crying over the unfair evaluation of their answer sheets. This has not happened only this year but for the last some years the same drama has been going on. Some teachers are there who are playing with the future of innocent students due to the reasons best known to them. Every year, after their results, students protest before the board, come on roads and even did self immolation to get the attention of the concerned authorities and Government to get something favourable to them. But negligence of Board, failure to Government to interfere and fake assurances bear the testimony to these things.

How do students suffer? What kind of mental agony they feel? Do the authorities know it. No, not at all, because every section of the concerned system blames each other for the negligence.

Students who pay examination fee, after result, pay re-evaluation fee once more for getting their answer sheets evaluated once again. Re-evaluation is the last ray of hope. Due to teachers' negligence many students are provided less marks and many questions are left unmarked. So why do students pay the re-evaluation fee once again if the fault lies on teachers side. Such fee should be deducted from the marking amount (Salary) paid to the teacher by the Board. Parents of many students can afford exam. fee but not re-evaluation fee which is really a great burden on students.

A system should be made like this so that there is fair evaluation of answer sheets. Students will neither protest on roads nor do self-immolation and have good faith both in teachers and technical Board.

Copying menace

Sir,

A huge amount is being spent by the Board authorities to conduct examination at secondary and Higher secondary levels. In order to curb the menace of copying, several officials are deputed for inspection at the examination centres. Though this has reduced copying to some extent, but not removed it completely. This is all due to irregularities of Board authorities. The Superintendents, at the various examination centres (especially in Private Students) are appointed from those officials who are demanded by these institution. There has been some lecturers, headmasters, masters etc. who haven't been assigned the Board examination duty even once during their whole service while there are some who themselves got appointed year after year and that too in the same or some other fixed centres. Further, the supervisory staff at the examination centre is selected by the Superintendents according to paper in a subject. That is, if there is a paper of chemistry, a teacher who teaches chemistry is appointed so that he may help copying. This practice needs to be checked. The bio-data of the supervisors regarding their qualification and subjects he/they teach should also be verified by the inspection teams. Teachers should also be verified by the inspection teams. Moreover, the police personnel who are appointed to check the outside interference are seen supplying copying material at some places.

To put an end to this evil practice, I would like to suggest the Minister of Education to issue orders to Board authorities to appoint staff at various examination centres from outside. Strict vigilance should be maintained and those found guilty should be severely punished. It would be better if CRPF is deployed outside the examination centres.

Complete work on pending projects

Sir,

Unlike Dal Lake Project on which hundreds of crores of rupees were spent for cleaning only, the Mall road of 3.55 Kms in estimated to cost only rupees 7.55 crores. This road is slated to be completes in one year's time as declared by the Chief Minister. Adding further that it shall be completed in phases thereby giving a clear indication that this shall be subject to the condition if not made casualty like other projects of Jammu Province i.e Sawalkote hydel project etc. The completion of Bhagiliar Project in Ramban (Jammu) is also delayed although this was to be commissioned in 2003 originally. A road in Karlah to link Kasar More Patnitop was taken up in hand about 20 years back but has never been completed due to the discriminatory attitude of Kashmiri rulers towards Jammu. On the other hand, the Minister for Finance and Planning announced that all major, minor works in Srinagar would be taken up without wasting of time. The Government should also take up roads linking sacred and historical places like Man-Talai and Sudh Mahadev with Patnitop and Kud to boost tourism in Jammu. Dhirendra Brahmchari too had framed a blue print of his project for linking Man-Talai with Chaneni motor shed, with a road wide enough to reach within 15 to 20 minutes. He had proposed to start a three star hotel and an hospital in the buildings already constructed at Man-Talai and had expressed his desire to provide employment to the local people. A pony track to upper regions of the famous hills of Shiv Garh was also in his plan to provide a Gulmarg type tracking spot. Though he is no more with us, however, if the powers are interested, they can take up the remaining work to boost tourism in Jammu.
