Anantnag, Oct 26: Describing the sense of security generated among the people as the main achievement of his one year old coalition Government, Chief Minister Mufti Mohammad Sayeed today said that the situation in Jammu and Kashmir has taken a turnabout in the past 12 months with people feeling more secure than before.

‘Awam main ehsas-e-tahafuz paida hona meri hakumat ki sab se badi kamyabi hai" , Mufti Sayeed said while addressing a largely attended public meeting here this afternoon at which he also handed down appointment orders and relief money to several people.

The Chief Minister acknowledged people’s support to his Government without which, he said, it could not have moved an inch ahead. He said during the short period of one year since his Government took office, situation has improved to the extent that people now venture out till late in the evening. He said not long before markets would be deserted even at 6 PM and people would lock their doors and stay indoor to avoid inconvenience and harassment. He said his Government has made it clear in unequivocal terms to the security forces to ensure innocent people were not put to any hardship while fighting against militancy. He said human rights violations have drastically come down and wherever any such incident took place the guilty were punished. He said this had instilled sense of security and confidence among the people that the Government considered as its biggest achievement. He said this sense of security brings people out on streets to protest against any excess that might take place here and there. The Government, he said, recognizes the right of the people to agitate against inconvenience.

Stressing that the people of Jammu and Kashmir wanted return of peace with dignity, Mufti Sayeed said his Government’s efforts were directed towards achieving this goal. He said an atmosphere had been created in the entire country where political parties and the people alike feel that violence should end and peace and development given a chance in the state. He said the coalition Government has succeeded in winning the confidence of the people of the country due to which the Centre has also become alive to its requirements in serving the people better.

Asking Pakistan to respect the wishes of its own people about a lasting friendship with India, the Chief Minister urged its leadership to respond positively to the offer of friendship made by India. He said not only in Jammu and Kashmir but also in the entire country and Pakistan people intensely want friendship and amity between the two neighbouring countries. He said now was the historic and golden opportunity for the two countries to leave behind the era of mistrust and write a new history of peace, friendship and amity. "Such opportunity will perhaps never again knock at our doors", he said and advised against missing on it. He said initiation of a dialogue was essential for building an atmosphere of trust and confidence between India and Pakistan.

Mufti Sayeed also called upon the Hurriyat Conference not to let the offer of talks made by the Centre to the conglomerate be a victim of trivialities. He said a positive response to the offer could make a good beginning that might herald an end to the sufferings of the people. He said the state had witnessed lot of violence and bloodshed that should be kept in mind before taking a rigid posture. He said the road to dialogue could have many ups and downs but there was no alternative to it.

About the proposal of opening of the Srinagar-Muzaffarabad Road, the Chief Minister described it as the result of his Government’s persistent efforts and said this would help the divided families on the either side to unite. He said the opening of the road in itself was not a solution to the Kashmir imbroglio but it would definitely help towards creation of mutual trust that is of ultimate importance to settle bilateral issues. He said there was no ready-made solution to the Kashmir problem and had there been one perhaps Jawahar Lal Nehru or Mrs. Indira Gandhi would have found it.

Asking the gun wielding youth to respect the people’s yearning for peace, Mufti Sayeed reminded them that even the right cause is defeated by the use of violence. He said the entire global community had risen against this and dubbed the trigger-happy people as terrorists. He said the state needed peace and development in whose way violence was the main hurdle. He said big business houses of the country want to set up their units here but incidents of violence were holding them back. He said the Government had resolved to get the people of the state out of the morass and restore peace with honour instead of the silence of graveyard.

Paying tributes to the people of Kashmir for their political wisdom, the Chief Minister said they were not ungrateful but had been victims of contradictions in word and deed of the politicians. He said the politicians never stuck to one stand and changed it as often as they liked.

The meeting was also addressed by the Minister for Agriculture, Abdul Aziz Zargar, Minister for Rural Development, Peerzada Mohammad Sayeed, Minister of State for Education, Abdur Rehman Veeri, Minister of State for Tourism, G. A. Mir, Minister of State for Health, Abdul Gaffar Sofi and Members of Legislative Assembly, Ms Mehbooba Mufti, Sartaj Madni and peer Mohammad Hussain.

JAMMU, Oct 26: Shaheed Subash Memorial Committee organized a function at village Baja Chak in which S Tarlok Singh Bajwa MP was the chief guest and a large number of people including from adjoining areas participated.

Students of Modern Public School Seer Balah (R S Pura) presented cultural programme which included patriotic songs and a drama. Martyrs Bhagat Singh, Rajguru and Sukhdev were also remembered on the occasion.

Tarlok Singh Bajwa distributed prizes amongst children of Modern Public School Seer Balah. Mr Bajwa also announced construction of link road from village Baja Chak to Cremation Ground and named the same as Shaheed Subash Chander Road.

Function is celebrated every year in the memory of Subash Chander who laid down his life on October 26, 2000 at Budhal (Rajouri) while fighting with terrorists. Others who spoke on the occasion included Messrs Rashpal Choudhary, Ashok Choudhary, Chuni Lal, Capt Jagan Nath and Numberdar Gurdeep Singh.

Moonshiner held, liquor, lahan seized in raids

JAMMU, Oct 26: A lady moonshiner was held alongwith illicit liquor in excise raids conducted at villages Kotli Charkan and Dablehar areas of R S Pura tehsil.

During the raids two barrels and three containers of 20 litre each were recovered alongwith two working stills from the Government land which were destroyed on the spot. The woman moonshiner has been identified as Jeeto Devi of Dablehar from whose possession a container carrying 3 litre illicit liquor was recovered.

The raids conducted under the directions of Deputy Excise Commissioner Mubarak Singh were held under the supervision of ETOs Eradication Wing, City South Range, Mr Gurmukh Singh, M L Sharma and M N Malik. The teams were headed by Inspectors Eradication wing R S Pura Range Ranbir Singh, Gurmohan Singh and others.

Mufti joins Diwali festival

Jammu, Oct 26: Chief Minister, Mufti Mohammad Sayeed specially flew into the winter capital to participate Diwali festival here last evening.

Hundreds of prominent citizens, political leaders and party workers visited his residence. They exchanged greetings on the occasion of Diwali.

Deputy Chief Minister, Pandit Mangat Ram Sharma and President, Chamber of Commerce, Mr Ram Sahai were those among present on the occasion.

The Chief Minister’s residence was tastefully illuminated to mark the occasion.

Talking to people, he hoped that the festival of lights would continue to enlighten everyone and bringing prosperity to the state. He expressed confidence that all festivals would be celebrated with traditional fervor and amity that demonstrate our rich cultural heritage.

Transport Commissioner issues guidelines to RTO

Jammu, Oct 26: The Transport Commissioner, A.C. Chautrvedi has asked the Regional Transport Officer, Jammu to follow the guidelines issued to Motor Vehicles Department for time to time.

The instructions issued which included to grant concession in fare to the senior citizens, handicapped persons and students while traveling in buses and matadors.

The Transport Commissioner has also asked to general public to lodge complaint to the Regional Transport office, Jammu against those transporters whose vehicles are not in good condition.

The RTO has asked matador operators to ply their vehicles on the prescribed route and the violators of the routes shall have to face cancellation of their route permit.

CM distributes 300 appointment orders, Rs 4 crore relief

Anantnag, Oct 26: Chief Minister, Mufti Mohammad Sayeed today distributed appointment letters among 300 educated youth at a function held here today. These include 150 as 3rd teacher to primary schools, 63 Rehbar-e-Taleem teachers, 58 Education Guarantee Scheme Centre Guides, 12 contractual basis doctors and 24 contractual engineers.

The Chief Minister also distributed financial assistance to the tune of Rs. 4 crore among beneficiaries identified by rural development department and social welfare department under various welfare schemes aimed at providing financial succour to needy families.

Ministers, Peerzada Mohammad Sayeed, Abdul Aziz Zargar, Abdul Rehman Veeri, G. A. Mir & Abdul Gaffar Sofi besides Legislators Ms. Mehbooba Mufti, Sartaj Medni, Peer Muhammad Hussain and senior civil and police officers were present on the occasion.

Ati Maha Vishnu Yagna begins amidst recitation of Mantras

JAMMU, Oct 26: Amidst recitation of Mantras, chanting of Vedic Shalokas and hymns, Ati Maha Vishnu Yagna began this morning in the middle of river Tawi beds. Thousands of devotees were present when prominent Pandits from Jammu and other parts of country formally started the Yagna by recitation Mantras.

On the first day of Yagna Praschit Sanan, Praschit Hom, Dash Mahadan, Papghat Dhan, Piter Sharadh, Punayabachak, Brahmana Baaran and other religious functions were performed with chanting of Vedic Shalokas and Mantras.

Talking to reporters after beginning of the Ati Maha Vishnu Yagna, Balak Balyogeshwar Maharaj of Badri Nath at whose behest the Yagna is being organised, said that main aim of this Yagna was to restore peace in the universe.

When asked why he has chosen Jammu for holding this Yagna despite being the fact this region is gripped with militancy, Swami Balak Yogeshwar said that Jammu and Kashmir is the crown of India and every positive work must be started from this region. "As we have mission to restore peace in the universe in general and India in particular, we have decided to start our work from Jammu and Kashmir", he said.

Swami informed that about 500 scholars from Mathura, Kashi and other religious places will perform Pooja during the Yagna while more than 20,000 Sadhus from all over the country are expected to participate in this eleven days long religious function.

Sadhus will start arriving Jammu on October 28 and elaborate arrangements have been made for their boarding and lodging in different parts of the city.

Swami Balak Yogeshwar further informed that special prayers and meetings will be held during the Yagna for the peace and brotherhood in the universe.

On the second day of the Yagna, a Kalash Yatra will be organised. This Yatra will start from Indira Chowk and pass through different bazaars and localities before reaching at Tawi river.

More than Rs 41,000 recovered 25 gamblers arrested from Talab Tillo, Bishnah areas

JAMMU, Oct 26: Police last night arrested 25 gamblers from Talab Tillo and Bishnah areas and recovered Rs 41,000 from their possession.

Police spokesman said that on a specific information, Talab Tillo Police led by Incharge Police Post SI Rajinder Sharma raided two different localities and arrested 12 gamblers.

From the group of five gamblers arrested from Kabir Nagar area, an amount to the tune of Rs 19370 was recovered while from the group arrested from Jawahar Nagar police recovered Rs 7190.

The gamblers have been identified as Madan Lal, Rattan Lal, Pawan Kumar, Raj Kumar, Rajinder Kumar, Ved Raj, Jameet Raj, Raj Kumar and Vikram Jeet, all the residents of Kabir Colony, Ashok Kumar of Jawahar Nagar, Ram Paul of Dogra Mohalla and Vinod Kumar of B C Road.

All have been booked under gambling act.

Meanwhile, Bishnah Police arrested about 13 gamblers on the night of Deepawali and recovered thousands of Rupees from their possession. This apart, Police also foiled several attempts of gambling in the town and its suburbs.

Police spokesman said that SHO Bishnah (DySP Probationer) Manjeet Kour constituted different teams to prevent gambling in the town especially during Deepawali. The team raided several places and arrested 13 gamblers from the hide-outs. Amount to the tune of Rs 15,000 was recovered from their possession.

At village Deoli, Police teams under the supervision of DySP Sardar Khan arrested four persons—Gopal Dass, Shamsher Singh, Sarwan Kumar and Babu Ram while from village Kotli Mian Fateh Police arrested five gamblers Janak Raj, Pappu, Sat Paul, Yash Pal and Janak Raj. At village Chowali—three gamblers—Baldev Kumar, Prem Kumar and Sham Lal were arrested.

Not only this, the police teams of Bishnah Police Station foiled the attempts of gambling at several places.

JSM celebrates day of J&K’s accession with India

JAMMU, Oct 26: Jammu State Morcha (JSM) today celebrated accession day—the day when Maharaja Hari Singh acceeded the State to the then dominion of India 56 years ago.

The speakers remembered the patriotic role of Maharaja Hari Singh, who inspite of all odd circumstances including the personal grouse of Pt Jawahar Lal Nehru and conspiracies by Lord Mountbatan, managed to make this state as an integral part of the country.

Mr Tilak Raj Sharma, co-chairman of Morcha, said that crucial period held by Pt Jawahar Lal Nehru and Sheikh Mohd Abdullah was squarely responsible for the situation in which country stands trapped today even after sacrificing hundreds of human lives and spending billion and billion of nation’s hard earned money.

Speaking on the occasion, Mr Ramesh Sabharwal, vice-chairman introduced a resolution which was unanimously passed by the participants. The resolution demanded abrogation of Article 370 of the Indian Constitution, liberation of PoK and re-organisation of the State thereby making Jammu region a separate State.

The chairman of the Morcha Shri Kumar observed that in the present day context the only solution lies in separating Jammu region in the form of a State at par with the states of rest of the country. Mr Kumar gave a call to the nationalist forces of Jammu to join the on-going movement so that the goal of separate State is achieved and aspirations of the people are fulfilled.

Others who spoke on the occasion included Messrs Amarnath Gupta, Dr Gyan Chand, Onkar Seth, Rajiv Charak, Ramesh Gupta and Jagmohan Khanna.

ST Vigilance Wing conducts raids on tax evaders

JAMMU, Oct 26: The Vigilance Wing of Sales Tax Department has realised Rs 2.06 lakh as penalty from the tax evaders during the current week.

A team of the Organization conducted the raid on the premises of M/s Ravi General Stores, Bisnah on October 18 and seized the unaccounted crackers to the tune of Rs 4,05,390. It imposed a penalty of Rs 1,02,159 on the business man under the section 15 (5) of J&K GST Act, 1962.

On October 22 the team on routine checking detained a vehicle bearing number PB07-C 9576 carrying a consignment of fire works which were imported by M/s Nikka Mal Karam Chand, Kathua. On the physical verification of the vehicle, the material underinvicing to the tune of Rs 3,51,915 was found. A penalty of Rs 88,683 was realised on spot.

A penalty of Rs 16,078 was also realised by the organization during the week from the passenger vehicles who were carrying goods without proper documents.

The team was led by Deputy Commissioner Sales Tax (Vigilance and Inspections), Jammu B A Saraf. He was accompanied by Excise and Taxation Officers P K Bhat, Dr Manmohan Singh, Rakesh Magotra, inspectors Kewal Krishan, Pritam Lal and B S Chib.

‘Dogri theatre movement gaining momentum’

Ved Mahajan, MLC and senior PDP leader, while delivering presidential speech, said that the Dogri theatre can compare very well with any other such artistic work across the country. There is a heritage of the theatre in our State, he said adding that new presentations are adding new dimensions as well.

Mr Mahajan put forth a suggestion that a Dogri folk theatre festival should be organised and assured of all possible assistance in this regard.

M K Raina "Ratnakar", Director, Doordarshan Kendra, Jammu, who was chief guest at the seminar, stated that there was vast potential of talent and traditions of Dogri theatre movement. There is also good public response to theatre performance.

Mr Raina, who was himself associated with the theatre movement, stressed that theatre should continue as a first love with all those once get connected with it.

He said that high grade Dogri theatre productions will certainly be given chance in the electronic medium as well, he assured.

Dr Sudhir Mahajan, Director, Samooh Theatre, in his welcome address, gave overview of the Dogri theatre movement over the years and also spoke about its future prospects.

Mohan Singh, Sahitya Akademi Awardee and closely associated with Dogri theatre, surveyed the Dogri theatre movement and its future.

N D Jamwal, a noted artist, read out a paper on "Dogri Theatre in the context of Indian theatre movement" and pinpointed the emergence of Dogri theatre at the national level.

In his presentation during the seminar, Dr Sudhir Mahajan, spoke about the salient features of Dogri theatre and its new trends. In the recent years, new experiments are being conducted with innovations for improvements in theatre work, he added.

Rajinder Narang, in a paper presented on the occasion, spoke about the Dogri theatre presentations and public response.

The seminar was attended by leading Dogri playwright, directors, actors and prominent citizens.

JAMMU, Oct 26: A Hawan was solemnized on the auspicious occasion of Deepawali festival yesterday at Martand Tirath Mattan, in connection with re-opening of Shri Ram Temple after a gap of 18 months.

The newly constructed Shri Ram temple was inaugurated by Pt Mangat Ram Sharma, Deputy Chief Minister, J&K State in the presence of M K Yogi, president, M K Bhan, general secretary and all working body members and advisory board of the Purohit Sabha.

All the communities without the considerations of class and creed participated in the ‘Puran-Ahuti" of the Hawan.

On this historical occasion Mr Yogi and Mr Bhan said that the main aim behind performing of this Hawan was to pray for normalcy and prevalence of peace and harmony in Jammu and Kashmir State.

A vote of thanks was presented to district and local administration for meeting out all requirements for smooth functioning of Hawan in a peaceful way.

JAMMU, Oct 26: All J&K Plus 2 Lecturers’ Forum has decided to intensify its struggle for implementation of Anomalies Committee recommendations on the opening of secretariat in the winter capital here. Forum which met under the presidentship of Mr H D Qureshi expressed concern over deliberate delay in the issuance of financial concurrence by the Finance Ministry despite knowing the facts that the anomalies existing in the structure of Plus 2 can be removed without any major financial implications.

Forum also criticized the alleged mal-functioning and mis-management in the Board of School Education and the participants in the meeting urged the Government to remove all college teachers from the management of BOSE to save prestigious academic institutions from their further deterioration. The House opined that all newly upgraded higher secondary schools should be equipped with provisions of Principals and subject experts, besides promotion of lecturers to the senior scales, confirmation of incharge officers etc.

Others who spoke included Nirmal Choudhary, Didar Singh, Yash Paul Sharma, S Gurcharan Singh, Roshan Lal, Bansi Lal Sharma, Dev Anand, N P Singh as also Ms Devinder Kour, who has been assigned the responsibilities of provincial secretary of the organization.

Mir reiterates Govt’s resolve to provide economic, social justice to people

Tangmarg, Oct 26: Reiterating, the Government’s resolve to provide speedy social and economic justice to all sections of the people, Tourism, Housing & Urban Development Minister, Mr. Ghulam Hassan Mir said, that massive mandate given by the people in last Assembly election would be utilized for integrated and balanced development of all three regions of the Jammu and Kashmir State.

Addressing series of public meetings during his extensive tour of remote areas in Tangmarg tehsil today, the Minister said that the coalition Government will not only provide clean, responsive and transparent administration, but would also ensure that objective of welfare State is achieved in the State. He said that social and economic justice could be achieved by providing good governance at all level of administration.

The Minister said that the people have reposed their confidence in the present Government for a positive change, this opportunity he added should be fully exploited for the benefit of State by restoring peace with dignity and strengthening sculair fabric in the State. He said people have pined high hoped with the coalition Government, saying that it in the endeavor of the Government to provide basic amenities to the people. He said that the provision of drinking water, power supply, road connectivity, medical facilities is top priority of the Government.

Listing the achievements of the present Government during past one year of power, the Minister said that revised power curtailment schedule, delivering pension at the door steps of aged and infirm, removing encroachments from public places, revival of tourism, hosting mega national conventions, sport events and providing good governance is some of humble steps to ensure social and economic justice to the people of the State.

Referring to the developmental activities in Tangmarg Assembly Segment, the Minister said that a comprehensive road construction and up-gradation, programme is being executed under BADP and NABARD schemes. He said that Rs. 2.12 crores are being spent on the improvement and construction of Wagoora- Krihama, Dobiwan, Hanjibal and Mangtoora roads during the current financial year. This he said would up-grade the road communication facilities in the area.

Earlier, the Minister visited Ogmona- Dardpora road constructed at a cost of Rs. 2.95 lakhs under BADP scheme. He also visited Wagmona, Davipora, Kunzer, Mulgam and other remote areas of the constituency and inspected various developmental schemes in progress there. He also interacted with the people and took stock of the problems confronting people there. He instructed the officers to immediately take steps for redressal of their grievances.

Agriculture promotion measures to achieve fiscal autonomy: Zargar

Jammu, Oct 26: In a major shift from the traditional policy planning, the coalition Government has accorded top priority to boost fruits export to fructify its cherished agenda of ‘fiscal autonomy’ as horticulture and agriculture sector, having potential of being a sound resource base for the hilly State.

The Agriculture Minister, Abdul Aziz Zargar said that the Government has taken revolutionary measures to promote fruit industry in conformity to the requirements of WTO regime. There the innovative market intervention scheme (MIS), first of its kind in the State has been launched to provide support price to the fruit growers on C-grade fruit to promote the concept of standard grading and packaging. A sum of Rs. 9 crore has been earmarked to purchase about 30000 MTs of C-grade fruit from the growers during the current year.

By yet another landmark measure, aimed the coalition Government exempted toll tax on export of fruits from the State to provide relief to the fruit growers. The fruit growers and dealer can save Rs 75 crore annually by this decision. Not only this, implementation of Rs. 83.35 crore agri-expo zone for apple and Rs.36.93 crore agri-expo zone for walnuts will give fillip to fruit export. Strenuous efforts were made to get Rs. 100 crore technology mission for development of horticulture approved from the centre.

The work has been expedited on the construction of 17 satellite fruit markets at a cost of Rs.44.25 crore. Seven such fruit mandis have been setup during one year of the present Government. The measures taken by the Government’s have yielded good results, raising annual fruit production to 12 lakh MTs against 9.30 MTs in previous year with the turn over touching all time high of Rs. 1800 crore.

Vehemently pursuing its policy to embark on the international market, about 27 world-class varieties of Apple, Cherry, Plum, Apricot, etc were imported from a nursery in USA for introduction in Kashmir.

Eying to exploit the foreign exchange potential of olive oil, the coalition Government established six hi-tech greenhouses to produce olive plants in abundance for distribution among farmers. A major breakthrough have been achieved in olive cultivation has been achieved breaking the monopoly of meditarian region (Spain, Greece and Italy). About 60,000 olive plants would be provided to the farmers at highly subsidized price during the coming plantation season. Three olive oil extraction mills have been set up at Ramban, Doda and Uri, each costing Rs. 12.60 lakh.

Hybrid mango, bearing fruit within 2 years, were also successfully introduced in Jammu region and cultivating New Zealand’s famous fruit Kiwi has been cultivated in a big way in different parts of the State.

In view of tremendous potential of floriculture, mushrooms, aromatic and medicinal plants, the coalition Government decided to involve cooperative and private sector for arranging their export in organized manner to enable farmers better remuneration.

On the sidelines of various agriculture and horticulture promotion measures, focused attention is being given to check the sale and stocks of spurious fungicides, seeds and fertilizers. Powers to enforce quality standard of these inputs were delegated to district and sub-divisional level. The paddy, blast that has been controlled during the year.

The Government introduced the noval concept of joint plans at the district level, for integrated development of agriculture and allied sectors.

The main emphasis of the Government is to expand the horizon of research in agriculture and allied sectors. The SKUAST, Kashmir has established a new faculty of fisheries, research sub-station on kala zeera at Gurez and expanded faculty of veterinary sciences.

On developing human resource, in take capacity for B.V.Sc, B.Sc Agriculture and B.Sc Forestry has been doubled to create additional technical manpower in these fields.

As a step towards white revolution and revive cooperative movement, Gujarat Cooperative Milk Federation makers of famous Amul productions has been motivated by the Chief Minister to setup Amul unit in Srinagar. It has agreed to invest Rs. 10 crore milk processing plant with 50,000 litres processing capacity. The milk production in the State reaches to about 669 thousand MTs annually.

Cooperative poultry farming concept introduced with a target to set up 10 cooperative poultry units each in Ladakh, Kashmir and Jammu regions with the objective of generating local production of 20 lakh birds, providing employment to 4000 people in next three years. The poultry population reaches to 64.41 lakh with egg production to 599.4 million and poultry meat production at 172.50 lakh kgs.

Well aware of the importance of Animal and Sheep Husbandry in the process of socio-economic development, the Government launched Rs. 37 crore project for cattle and buffalo breed improvement, strengthening of poultry farms and animal health care. The live stock population increased to 95.91 lakh with 31.34 lakh cross breed cattle (45.91%). Of this, 8.10 lakh constitute Buffalo population.

The 13 crore-technology mission for development of sheep and wool launched in the State with main focus on genetic improvement of sheep and provision of modern sheep rearing facilities under one roof. About 40 multipurpose sheep extension centres each costing Rs. 5 lakh being set up in remote and inaccessible areas for the purpose. Scheme willer 6 lakh sheep in remote areas. Remarkable increase in crossbred sheep population registered in the year with mutton production touching 259 lakh kgs from 247 lakh kgs in previous year. The wool production increased to 60 lakh kgs from 53 lakh kgs previous year.

Sheep-pox vaccine manufactured first time at departmental laboratory which has proved most effective.

To revive the cooperative launched with the support of National Cooperative Development Corporation (NCDC). Four districts including Anantnag, Baramulla, Udhampur and Kathua identified in the first phase with cumulative investment of Rs. 26.50 crore for the purpose. The projects are likely to create employment opportunities for 4000 in these districts. One time settlement scheme (OTS) also launched to settle loan out standings of farmers.

JAMMU, Oct 26: Property worth lakhs of rupees was gutted in 18 fire incidents reported from various parts of Jammu province on the night of Deepawali.

However, this Deepawali witnessed sharp decline in fire incidents as compared to last year when 51 fire incidents came to light on the night of Deepawali.

It was only due to the Fire Services Department’s efforts both in terms of preparations and educating people before the festival by different means that such a sharp decline was noticed in the fire incidents this year.

Official sources said that though at some places fire could have broken due to electric short-circuit, yet most of the incidents took place due to bursting of crackers.

In Jammu district, fire broke out in Janata Floor Mill, Gangyal, Army Quarters at Satwari, Malhotra Traders at Nanak Nagar, residence of Kalsi Gun Factory’s owner at Gadi Garh and poultry farms at several areas.

At Gadigarh, the fire broke in the place where geezers were kept by the owner of the Kulsi Gun Factory and according to owner about 25 geezers worth lakhs of rupees were damaged in the fire.

At Nanak Nagar, Malhotra Trading Distributors suffered extensive damage and property worth lakhs of rupees gutted. At other places, the intensity of the fire was less as compared to these two places. The damage at Janata Floor Mill also went into lakhs of rupees.

But the further damage at these places was prevented due to the swiftness on the part of Fire Services Department under the supervision of Joint Director R S Sodhi and Deputy Director R T Dubey. The fire fighting squad headed by these officers remained busy throughout last night to tackle the fire incidents.

25 injured in mishaps

JAMMU, Oct 26: Twenty five persons were injured in separate road accidents while as a woman succumbed to burn injuries.

Police spokesman said that 19 persons were injured when a mini-bus bearing registration number JK11-2017 skidded off the road and rolled down at Saranoo under the jurisdiction of Rajouri Police Station.

All were rushed to hospital and condition of four of them was stated to be critical when reports last came in.

Meanwhile, six persons were injured in road accidents at Vijaypur, K C Crossing, Muthi, Udhampur, Tikri and Satwari. All have been hospitalised and their condition was stated to be critical when reports last came in.

All have been identified as Parveen Kumar, son of Tara Chand of Vijaypur, Shankuntla Devi, wife of Shotu Ram of Talab Tillo, Surinder Singh of Gangyal, Rita, wife of Akshay Kumar of Udhampur, Talish Gupta, daughter of Sanjay Gupta of Udhampur and Harbans, wife of Sant Ram of R S Pura.

A woman—Rena Devi, wife of Uttam Kumar of STC Udhampur died due to severe burn injuries. She had received severe injuries in accidental fire at her residence on October 18 and succumbed to injuries today at Government Medical College Hospital.

Two persons—Surinder Sharma, son of Badri Nath of Majua and Ranjeet Singh, son of Dewan Singh of Kathua allegedly consumed poisonous substance at their residence.

Both were rushed to hospital when spotted unconscious by family members. Doctors attending on them immediately provided them stomach wash treatment followed by other medicare.

Their condition was stated to be critical when reports last came in.

It could not be ascertained as to what prompted them to take such extreme steps.

Self-help groups of 950 jobless engineers raised for Govt work

Jammu, Oct 26: Endeavoring hard to create employment opportunities for jobless youth, Jammu and Kashmir Government have raised 120 Self-Help Groups (SHG) involving 950 unemployment engineers in the districts of the State.

This innovative scheme has been launched to make a dent in the serious problem of unemployment of engineers. Chief Minister, Mufti Mohammad Sayeed, has ordered that jobless engineers be involved in Government construction work. The departments of Road & Buildings, Public Health Engineering, Irrigation and Flood Control, Rural Development, Srinagar/Jammu Development Authority, Local Bodies, Education, Power Development Corporation and J&K Project Development Corporation have been asked to allot construction work to such SHG so that they could be engaged in productive manner. Since these groups have been formed at district level, these works would allotted to engineers locally. Departments of Command Area Development, UEED, Rural Sanitation Garden and Parks, Tourism, Police Housing Corporation, Lakes and Waterways Development Authority, JKDC, SKIMS have also been asked to allot work to SHGs.

The Chief Minister had constituted a Core Group headed by Chief Secretary Dr. S. S. Bloeria to sort out various issues in the scheme to facilitate allotment of works to jobless engineers in districts. The Group decided to grant rate preference on schedule rates for departmental works. Similarly, for non-Government works, rate preference would be given over the lowest tender rates offered. Finance department has been asked to issue necessary orders.

Necessary relaxation would be made to facilitate their registration with PWD as ‘B’ & ‘C’ class contractors. The upper limit for class ‘B’ and ‘C’ contractors would be raised in respect of the SHG. Other incentives for SHGs include 50% concession in the prescribed registration fee, 25% in the prescribed renewal fee along with relaxation in work experience, possession of machinery etc.

A committee of Chief Engineers has been constituted with Director Employment as convener to examine the existing schedule of rates and other aspects connected with allotment of works like fixation of rates invitation competitive tenders, financial and legal aspects to accommodate jobless engineers. The Government would also examine similar scheme in vogue in Punjab.

The Chief Minister has appointed his Principal Secretary as the monitoring authority for implementation of this scheme.

Maximum number of 24 SHGs has been formed in Anantnag district followed by 21 each in Jammu and Srinagar districts, 16 in Kathua and 14 in Baramulla, 7 in Badgam, 5 in Kupwara, 3 each in Rajouri and Poonch, 2 each in Udhampur and Doda.

He appealed the separatist leaders particularly extremists to come forward for negotiation and permanent solution of the problem, so that the bloodshed in the State could be controlled.

Oath-taking ceremony of Ravi Dass Sabha members performed

The ceremony was performed after the conclusion of routine monthly Satsang, while’s religious sermons were delivered by Swami Gurdeep Gir Ji Maharaj.

Mr Vijay Kumar and Mr Sham Lal Basson, who were recently elected as president and general secretary respectively, received the blessings from Guru Ji. It was for the first time that none of the Baradari members opposed the selection of president and general secretary.

Mr Kesar Singh, convenor of the Guru Ravi Dass Satsang Society administrated the oath to both the members. Mr Yash Pal Kundal, Minister was also present on the occasion.

The newly elected president and general secretary later assured the Sangat and baradari members that they will fight for the cause of the community. They also appealed to the Sangat to donate liberally for the construction of Gurudwara Shri Guru Ravi Dass Maharaj.

Kashmiris hoping to meet relatives across LoC

JAMMU, Oct 26: The proposed bus service from Srinagar to Muzaffarabad in Pak occupied Kashmir has rekindled hope among Kashmiris of meeting their relatives across the Line of Control after a long wait.

"Our wish to meet our relatives in Muzaffarabad has received a fresh lease of life with the Government’s proposal," 75-year-old Kishori Lal Sehgal, who fled Muzaffarabad after the tribal invasion from Pakistan in 1947, said.

Lal’s family wants to visit his native place of Hatli Dopatta hamlet overlooking Muzaffarabad valley to meet his wife Bijee’s brothers, Kashi Nath and Mohan Lal Vij, whom they have not seen for last 13 years.

"Kashi and Mohan, then 10 years and 4 years old, (have converted) are now Gulam Rasool Shah and Farooq Ahmed. They were in constant touch with us sharing moments of grief and joy till 1990," Lal, who lost several family members in the 1947 conflict, said showing letters and photographs of his relatives.

"They had visited us in 1988 and we took both brothers along with other family members to Hazratbal, where they offered prayers," Lal’s son Vijay Sehgal said.

"We have not been able to communicate with each other for last 13 years due to militancy," he said.

"Opening of road link and bus service between two parts of J-K and interaction between people will help create an atmosphere of brotherhood and love," he said.

"Centre should promote greater interaction between Kashmiris on the two sides so that those people (living in PoK) can realise for themselves who is better off," Ram Lal Verma,87, said.

Verma, who ran a tailoring institute at Muzaffarabad, wants to meet the family members of Master Abdul Aziz, a Muslim Conference leader, "who had saved hundreds of Hindus and Sikhs during 1947 conflict".

"I want to thank his children," Verma said, recounting that Aziz was shot dead by the tribal raiders at main chowk at Muzaffarabad for protecting Hindus and Sikhs.

"God willing, I will go in the first bus to see my daughter," said Noor Jehan, who has not met her daughter Zohra Iqbal, for last 14 years now.

Ninety seven-year old Feroz Din, a resident of Ganda village near LoC, wants to meet his two friends Labbha Shah and Suddan Gujjar, now living in Mirpur area of PoK.

Like Feroz, Israr wants to visit his brother, who lives at Kotli main Fetah across LoC.

Over one lakh Hindus and Sikhs fled from PoK to Jammu and on the Indian areas and the same number of Muslims from Jammu to PoK during 1947 conflict. (PTI)

PHE workers celebrate Vishwakarma Day

JAMMU, Oct 26: In connection with the Vishwakarma Day celebrations, PHE Ground Water Drilling Workshop employees Kunjwani organised a function here today.

Minister for Road and Buildings (PWD), Madan Lal Sharma was the chief guest on the occasion. This function was organised by Water Works (PHE) Employees Association Jammu Province under the supervision of its president —Shiv Kumar Sharma who is also State president of INTUC.

While speaking on the occasion, the Minister congratulated the workshop employees and members of the PHE Employees Association on this day. He said the technical people have vital role to play in running the PHE, PDD and the Public Works department. He asked the workers to give better to the society by properly utilising their skills for its welfare. The service of the Society can only be done through honest hardwork, he maintained.

MLA Gandhinagar, Mr Raman Bhalla who was guest of honour on the occasion congratulated the workers class and asked them to work with zeal. He also advised the PHE employees and INTUC workers in general to work with dedication and remain vigilant from the designs of the anti-social elements.

Mr Shiv Kumar Sharma while speaking on the occasion, assured the Minister that the workers will render full support and serve the society with full devotion and zeal. He also urged upon the minister to use his influence for the welfare of the poor workers who are fighting for regularisation since long. He pointed out that a large number of drilling workers have no future and have no job security. They are not getting salary regularly. Even on the eve of Diwali and Ramzan, all the divisions provided four months wages but those working under PHE Division of Executive Engineer—V K Abrol got only two months wages. He urged on the minister to intervene to use his good offices in mitigating the burning problems of the workers class.

The Minister also addressed a gathering in yet another function organised at Gangyal in connection with the Vishwakarma Day and extended his greetings to them.

BJP ridicules assertion of Hurriyat spokesman

JAMMU, Oct 26: BJP spokesman Prof Hari Om has stated that party will under no circumstances endorse the formulations suggested by Abbas Ansari led Hurriyat Conference Prof Abdul Gani Bhat regarding New Delhi’s dialogue offer.

He said BJP has termed as laughable and ridiculous Prof Bhat’s views that his outfit and similar other separatist organizations are the only factors in the political situation of the State and that there is but one way in which the so-called Kashmir issue could be clinched to the satisfaction of all. Prof Hari Om said the BJP has also rejected the Prof Bhat’s assertions that Kashmiri separatists are "chief determinants" and that they are masters of the destiny of the people of the State.

BJP spokesman said Kashmiri separatists who are fighting among themselves and consistently let down each other, have no right, whatsoever, to speak on behalf of people of multi-ethnic, multi-religious and multi-lingual Jammu and Kashmir. He said they should not take the endorsement of their sectarian and rabidly communal views by a handful of those Kashmiris, who still believe in the concept of two-nation or three nation theory, to mean that all the followers of Islam are with them.

Prof Hari Om asked Hurriyat leaders not to forget that their area of influence is limited only to a few pockets in Srinagar and that they have no whatever among the people of Jammu and Ladakh regions, internally displaced Kashmiri Hindus, Sikhs and Shias, Gujjar, Bakerwal, Dard and Balti Muslims, who constitute more than 78 percent of the State’s population and inhabit over 90 percent of State’s land area.

BJP spokesman urged the Kashmiri separatists to look all the facts in the face and behave accordingly. Instead of seeking to achieve what is unachievable, they should stop blood-feuds among them, put their own house in order and join country’s main stream, secular, liberal and pluralistic politics. This is the only option available to them, asserted Prof Hari Om.

Rich tributes paid to Capt Gandharb Singh

JAMMU, Oct 26: Rich tributes were paid to Shaheed Capt Gandharb Singh Manhas who had attained martyrdom in 1947 while fighting Pakistani raiders by people of Pargwal at an impressive function on Saturday.

All the speakers recalled his services to the nation and said the Late Capt. was a great freedom fighter, soldier cum politician. They said the Capt. saved the lives of thousands of refugees who had taken shelter in the Bhimber Fort and were encircled by Pakistani raiders. This brave soldier exhibiting courage broke the cordon and took all the refuges to safety. But on the return he was encircled by enemy and killed.

Commanding Officer 12 JAK LI was the chief guest. He reminded the people that the volunteer force consisting of ex-servicemen and youth raised by Capt. Gandharb Singh Manhas in 1947 was absorbed in the Jammu and Kashmir Militia which has been now named as JAKLI.

A glittering cultural programme was performed by the students of Shaheed Capt. Gandharb Singh Manhas School. The CO presented the prizes and distributed the sweets among the children.

Those who attended the function include Lt. Col. Bava Ram Sharma, Lt. Col K S Manhas, Maj B L Dogra and Rachpal Singh Manhas.

It was decided that the October 29 will be observed as Martyrs’ Day as on this day in 1947, Capt. Gandharb Singh Manhas attained the martyrdom.

MLA Bishnah inaugurates Diwali Mela by NIIT

Govt committed to safe return of migrants Mangat inaugurates Vitasta Health Care Centre

Inaugurating the Vitasta Health Care Centre, (VHCC), near Migrant Camp Muthi this morning, he said the work on the construction of clusters in the security zones of Kherbhavani and Mattan have already been taken up in hand in this regard.

He expressed the hope that the Vitasta Health Care Centre besides the common people will also prove beneficial for the displaced people living in the near by camps.

The Deputy Chief Minister asked the youth to rededicate themselves for the nation building and expressed the hope that the people associated with this Centre will lay an example for others to follow.

He said the State Government is fully ceased with the problems of the displaced people from the Valley who have to suffer a lot due to the turmoil.

While promising Government support to the Centre, he expressed the hope that it will provide health care facility to the best satisfaction of needy people.

He also urged the doctors and paramedical staff of the Centre to be more people friendly and sincere in their services to the mankind.

The Deputy CM while announcing an amount of Rs 25,000 as donation for the Health Care Centre, declared that the Government will provide land to it also.

The chairman of the Centre R K Bhat while throwing light on the aims and objectives of the VHCC said it has been established to render medical facilities to the needy people.

He said the Centre is equipped with OPD facilities and it has a special team of doctors for examination of patients. Besides the Centre is equipped with Laboratory, XRay and ECG facilities.

Mr Bhat said the ultimate concept of the Centre is to convert it into a Medical College.

The founder promoters of VHCC, P N Sadhu and former DG ITBP, Gautam Koul were the chief guests on the occasion. Additional DG Armed Police, Kuldeep Khuda and Justice (retd) B L Bhat were also present on the occasion.

Sikh Nationalist Front not to boycott elections

JAMMU, Oct 26: Jammu and Kashmir National Sikh Front has decided not to boycott the forthcoming elections of the Gurudwara Prabhandak Committee.

This was announced by Varinderjeet Singh while addressing a press conference here today. He said that Front has succeeded in bringing into the notice of the Sikh Sangat that Jammu and Kashmir Gurudwara Act 1973 is having many errors and it is an Act framed in hurry.

"Both the main groups contesting the elections of the Gurudwara Prabhandak Committee, others who are contesting the elections, every Sikh organisation and intellectuals area also now of the view that this Act is having not one but many errors.

Mr Singh said that Shiromani Akali Dal (Badal) and many other Sikh organisations have appealed to the Front to re-think on its decision of boycotting the elections."Keeping in view appeals of various organisations a meeting of the working committee of Front was held at Digiana in which it was unanimously resolved not to boycott the elections", he said.

"One more reason for which we decided not to boycott the elections was the pressure from Sikh organisations and intellectuals as they were of the view that as a result of our boycott the management will go into the hands of some people having vested interests", he said and appealed to the Sikh Sangat to rise above self interests, listen the voice of souls and vote in favour of such candidates who can work for the upliftment and betterment of the Sikh Sangat. "Do not prefer a person in particular above Sikh Sangat as no one is above the Sangat in Sikh community", he said.

He hoped that after the completion of elections, the Government will fulfill its commitment of making amendment in the Act of 1973 and also all the winning candidates will mount pressure on the Government in this regard.

The increasing level air pollution, infact, has become a major threat to the existence of human life on the earth. This pollution could be due to natural process like volcanic eruption, forest fires, organic or inorganic matter decay or due to human in activities in mainly over-populated cities and towns and industrial sectors. However, vehicles and industries are the major sources of this type of air pollution.

It is generally observed that many pollutants do not rise above 600 metres and further cause hindrance in mixing and dilution by natural factors and artificial barriers often results in high concentration of harmful air pollutants in certain locations. It is said that air pollutants, in access of their prescribed limits of standards cause harmful affects to all living organisms including human beings and deterioration of materials.

According to scientists the polluted air in the human beings can cause respiratory disorders such as chronic bronchitis, allergic asthama, nose and eye irritation, emphysema and lungs cancer, especially among children. The lung diseases are more common in urban settlements than in rural areas. One could have a more vivid picture of the health problems caused by air pollution in human beings. Sulphur Dioxide, Carbon Dioxide, Carbon Monoxide, Hydrocarbons, Nitrogen Oxides, Lead etc. are the agents/ pollutants which are most harmful for the human life. They are also harmful for the crops and other agriculture/ horticulture produce.

Another scientist in the State Pollution Control Board, Mr Y P Sharma pointed out that Delhi’s National Medical library has enlisted the various respiratory problems related to pollution like wheezing, decreased ability of lungs to perform normally, chronic bronchitis, persistent coughing and worsening of asthama. Fine suspended particles absorb different kinds of oxides of Sulphur and Nitrogen and carry them directly into the lungs causing serious respiratory diseases like asthama and allergies. As per a study of Central Road Research Institute those exposed to high air pollution suffer not only from respiratory disorders but also from eyes, throat and skin problems. It warns that vehicular emissions and the high Lead and Sulphur levels in fumes can lead to behavioural changes, brain dysfunction, high blood pressure, kidney failure and also affects the liver, reproductive system, heart, blood formation and activate the thyroid gland.

A study by the World Health Organisation warns that daily exposure to a noise level of 75 db can cause health problems like lack of concentration, loss of sleep, headache, irritation, hypertension, fatigue and several other pathological reactions in the body.In order to overcome the growing trouble it is essential to use efficient pollution control devices/ equipments such as cyclone, filter bags, fibre glass bag house, electrostatic precipitators for SPM and absorption towers for gaseous pollutants. Height of the stack should be as per the prescribed standard of the State Pollution Control Board. Development of green belt of adequate width, preferable plants resistant to air pollutants should be grown in urban/ industrial areas. Unleaded petrol should be used as its emission is most harmful for human beings. Use of catalytic convertor in vehicles be encouraged besides adoption of clean technology. Apart from these measures, regular monitoring both at emission sources and at ambient level is a must to ensure that measures adopted for control of air pollutants are working efficiently or not.

The winter capital city of state is poised for a massive boom in vehicles on the roads and their exhausts is proving a major health hazard. Industrial waste and emission of different gasses, noise and smoke in the air is causing serious damage to its natural environment. The situation has worsened to the extent that it has now become necessary that emission of the smoke, vapour and other substances coming out of the vehicles of different types is restricted to the standards of emission norms prescribed under rule 115 of the Central Motor Vehicles Act. The concerning agencies operating in the state must awake to ensure that the vehicles operating on the roads comply with these norms on periodical checks by such testing agencies which possess the sophisticated equipment of international standard or that approved by the National Environmental Engineering Research Institute, Nagpur. It should be made mandatory that any person who drives a vehicle, which further violates the prescribed emission norms to control environmental pollution has to be dealt under Section 190 of the Central Vehicles Act of 1988.

It is essential that boards of inspections of the Motor Vehicles Department while inspecting the vehicles for issuance of certificate of fitness, should also verify the emission level of pollutants through an agency having sophisticated and advanced techniques. Unfortunately, this system is not being evolved properly in the Jammu Regional office even today.

As per a survey conducted recently, the city has a very high number of vehicles in terms of per capita use of vehicles. The registration of vehicles at present exceeds two lakhs with the Regional Transport office, Jammu. The figures compiled from the office of RTO Jammu revealed that about 14,000 to 16,000 vehicles are being added every year and the number is considerably increasing, posing major threat to the life of the city dwellers.
