Prime Minister, Mr. L.K.Advani for holding dialogue with Hurriyat and other sections is a historic opportunity to restore peace in State, Chief Minister, Mufti Mohammad Sayeed today urged all concerned parties and individuals to give positive response to this offer.

Addressing the Ist Annual Day of National Institute of Technology (NIT)in Hazratbal today, the Chief Minister said "Nobody should ignore the aspirations and yearning of people who want peace.All the parties must respect the desire of the people and take necessary steps to resolve the internal dimensions by holding meaningful dialogue with central Government ‘

The Chief Minister said his coalition Government has been working hard all through the year to give good governance to the people and address their problems including human rights violations. He said even the NDA Government and the country’s major opposition parties and also people of the country consider this Government serious one about governance and solving people’s problems. The centre has responded boldly to his request for appointing higher authority to talk to those who wanted direct dialogue with Prime Minister or Dy. Prime Minister.The offer of opening of Srinagar-Uri- Muzzafarabad road is yet another greatest confidence building measure which will provide chance to divided families to meet each other across boarder without difficulty.

Earlier, Dr. M.Y.Khan Director NIT presented a resume of activities and performance of the institute saying that from this year onwards NIT Srinagar has been listed as a centre for holding GATE for admission to postgraduate courses in various institutions of the country. He said 90 per cent Civil Engineering graduates of NIT got recently absorbed in Cocon Railway Project while as another five leading companies are shortly visiting the institute for recruitment of students. SRTC employees call off stir

JAMMU, Oct 23: J&K State Road Transport Corporation today submitted a charter of demands to Deputy Chief Minister Mangat Ram Sharma to address the demands of SRTC employees who were on fast till death from October 17, demanding release of salary for the past two months.

The Deputy Chief Minister while addressing the employees assured that one salary has already been released and disbursed and hopefully the other will also be disbursed before Diwali festival. Mr Sharma said he was one out of them and appreciating their demands assured to fulfill their other demands also shortly. The strike was called off after the Deputy Chief Minister Pt Mangat Ram Sharma offered juice to striking employees namely S Amrik Singh Sasan, Federation president, Pawan Kumar Sharma, president of Ministerial Wing, Paras Ram, president Drivers Union, Ashok Singh Jasrotia and Chunni Lal, vice presidents of the Federation.

BJP to launch series of agitational programmes

JAMMU, Oct 23: Bharatiya Janta Party (BJP) Jammu District Urban has decided to launch a series of agitational programmes to exert pressure on State Government against what it alleged its continuing discriminative policies with the region.

Disclosing this to mediapersons here today, the district Urban chief, of the Party, Kavinder Gupta made a scathing attack on coalition Government for ignoring the Jammu region.

He, while,lashing out at Congress and Panthers Party (PP) leadership alleged the duo have hijacked the BJP agenda during the elections by promising implementation of Wazir Commission report and installing of Chief Minister from Jammu region.

These claims proved totally an eye wash and Jammu continued to get a raw deal from this Government too. Out of 1,052 posts filled in Education Department and 48 law officers appointed recently not a single person from Jammu was considered, he added.

He said there are number of professional colleges in Jammu but they train the students of a particular section from Kashmir.

He said the terrorist activities have increased many fold after the coalition Government assumed power last year. He also strongly criticized the healing touch policy of the Mufti Mohammed Sayeed Government.

He alleged that the business community of Jammu is being harassed on the name of Sales Tax as their vehicles are detained at Lakhanpur while Kashmiris have been given a relaxation.

Mr Gupta also announced the body for Jammu urban which included Jaswant Gupta, Murari Lal Balgotra, Mohan Lal Sharma, Suresh Chander and Rakesh Bharati as vice presidents. Subash Jandial and Shiv Kumar Gupta were nominated as general secretaries.

Krishan Lal Gupta, Mohan Lal Raina, Pawan Pandho and Surinder Singh Chahal were appointed as secretaries. Gulshan Mahajan and Ashwani Sharma were nominated as treasurer and publicity secretary respectively.

NICE Paging employee booked

JAMMU, Oct 23: Police today registered a case against an employee of NICE Paging Company on a complaint given by the Company’s Incharge that the employee duped the Company by running a parallel account and depositing cheques collected from the customers for the organisation in it.

A case under Sections 408 and 420 was registered at Sarwal police post against NICE employee Rajesh Bali on a complaint lodged by Pintu Bhat, Company’s Incharge for Jammu unit. Police said a parallel account of the Company was being run by Bali at Central Co-operative Bank in Sarwal where he used to deposit some cheques, collected for the Company, and subsequently withdrew the amount.

Mufti greets people on the eve of Diwali

JAMMU, Oct 23: Chief Minister Mufti Mohammed Sayeed, who will be at Jammu on the day of Diwali, has greeted people of the State on the occasion of Diwali festival.

In his greeting message, Chief Minister said that the Diwali which is a festival of lights in celebrated with traditional gaiety from times immemorial. He hoped that the festival would be a harbinger of peace and prosperity in the State which has been passing through crucial times for some years now.

Praying for peace and tranquillity in the State, Mufti said time is not far when the clouds of terrorism would completely dissipate, giving way to the peaceful atmosphere of pre-1989 days.

Sharing his joy with the people on this festival and happy occasion, the Chief Minister said that the festival of Diwali marks triumph of virtue over vice and of light over dark. Let us celebrate this festival in true tradition of our composite culture, he added.

Meanwhile, Mufti Sayeed is arriving on October 25 to celebrate Diwali with the people of Jammu.

SHRC to be made more effective: Baig

Srinagar, Oct. 23: Minister for Law and Parliamentary Affairs, Muzaffar Hussain Baig today said that adequate infrastructure would be provided to the State Human Rights Commission (SHRC) to make it more vibrant and effective.

Interacting with the officers and officials of the SHRC during his visit to the Commission office today, the Minister said the Government would walk an extra-mile to strengthen this institution which has tremendous importance in the strife-torn State. He said any investment made in the SHRC would be an investment in humanity.

Expressing dismay over the pathetic working conditions in the Commission, the Minister said it would be provided with proper staff, effective communication tools and alert officers to improve its functioning. He also stressed the need for conferring the commission with the legal authority to improve the Human Rights scenario in the State.

Mr. Baig said work on new building of SHRC would be resumed soon and adequate funds would be provided for its speedy completion.

Speaking on the occasion, Chairman SHRC, Justice A.M.Mir said there are around 1200 cases of human rights violations pending disposal with the SHRC. He said 51 complaints were registered in 1997-98, 227 in 1998-99, 309 in 1999-2000, 497 in 2000-2001, 474 in 2001-2002 and 482 in 2002-2003. He said 1473 complaints have been disposed off by the commission so far.

Over two quintal sweets seized

JAMMU, Oct 23: Over two quintal sweets were seized by a team of Health Officer of Jammu Municipality from different sweet shops in the City today.

Sweets were seized during a special drive launched by Health Officer Dr Anwar Chowdhary to check sale of adulterated sweets by the shopkeepers.

Action under rules has been initiated against the shopkeepers.

Shopkeepers selling sweets were warned by the Health section to ensure sale of quality sweets during Diwali festival. Checking of sweet shops will continue for next two days. For the purpose, sector wise teams have been constituted by the Health Officer.

Teams have been directed to keep a strict vigil on the shopkeepers.

Official sources said some popular sweet shops were also raided by the team. Some of their sweets were found of inferior quality and were seized.

SRINAGAR, Oct 23: A meeting of Executive Council of Baba Ghulam Shah Badshah University (BGSBU) Rajouri was here today convened under the chairmanship of Chief Minister, Mufti Mohammad Sayeed to discuss various issues relating to starting of different courses in the University as also creating of basic infrastructural facilities.

The Finance Minister, Muzaffar Hussan Baig Vice-Chancellors of Kashmir and Jammu Universities, Prof. Jalees Ahmad Khan Tareen & Mr. Amitab Mattoo, Chief Executive Wakf Board, Nayeem Akhtar and Project Director, BJSBU, Masood Choudhary also participated in the meeting.

The Chief Minister was shown the layout of the proposed university and had in-depth discussion on varied aspects of the university including opening of various faculties. He stressed on university management to start technical courses in the initial stage with the available infrastructure at the earliest enabling the students to avail of the facilities. He also asked them to introduce courses in biotechnology, genetic engineering and computer technology for which they can utilize the services of Jammu University in the beginning.

In this connection the Chief Minister asked Vice-Chancellor, Jammu University to extend all possible assistance and cooperation by way of providing teaching staff and making available expertise to the proposed university. He asked the Vice-Chancellors of the two universities of Kashmir and Jammu to personally take stock after visiting the propose site for the university at Rajouri and suggest short and long term measures for starting of various facilities in the university besides creating requisite infrastructure so that it emerges as a full-fledged and par excellence centre of learning.

He also impressed upon the management to involve locals as well in this noble task who have voluntarily donated 4,000 kanals of land for the proposed university.

Centre bereft of clear Kashmir policy: KPs

JAMMU, Oct 23: Kashmiri Pandits (KPs) refrain today asked the Government to from sending feelers about the disunity among the community as they stand united on common agenda and were committed to the demand of Homeland.

This was stated by Omkar Nath Trisal while addressing a meeting of intellectuals and heads of various factions of community here at press Club this evening.

Mr Trisal said the community is ideologically one but Government was trying to create a wedge as it has no agenda for the displaced people.

Addressing the gathering Panun Kashmir, president, Dr Ajay Chrangoo while strongly advocating for the Homeland demand said the situation is day by day deteriorating in the Valley due to the wrong and faulty policies of the Government.

He said the Government of India has no clear cut stand on Kashmir. On the one side it says no dialogue with the secessionists and at the other it shows willingness for dialogue with Hurriyat. This has never been the stand of India during last 50 years.

He warned those community people who through paid advertisements were misleading their brethren that situation was conducive in the Valley.

Ramesh Kumar a social activist urged the community to chalk out a broad based programme for their onwards struggle. He termed the healing touch total gimmick saying that their is no employment agenda for the community.

He alleged that the State Government was exploiting plight of Pandits in other states to seek the concessions when actually they have sinister designs about community.

Prof G K Muju stressed on evolving of a common programme. He said no body among the community was opposed to return but the Government has no control over the situation in the Valley.

He strongly advocated for granting of minority status to the Pandits.

Dr K N Pandita demanded a probe into the mass exodus of the community and shifting of responsibility for the same.

Prof. M K Teng while lashing out at those who favour the return formula asked them to raise from the deep slumber as they have been the victims of the civilisational war going on in Kashmir.

This civilisational war is still continuing and if serious efforts were not made on the part of Indian Government the entire Sanskrit civilization is under threat.

Jagar Nath Sapru, president AIKPC who favoured a unity of purpose said a strong leadership is the need of the hour.

Chaman Lal Chrangoo who also stressed on unity of purpose asked the community not to fall in the gameplan of vested elements.

Bhushan Lal Bhat of Vichar Manch said the problem will not solve with mere return of 100 families. He asked the Government to look into the basic problems being faced by the community. While V K Kashkari said the community’s 14 year struggle can not be forgotten. Among other speakers include Rajni Bhat and Opinder Bhat.

Govt pledges promotion of ISM

JAMMU, Oct 23: The Minister for Health and Medical Education Lal Singh today said that Indian System of Medicines (ISM) will be given due importance in delivery of health services to the people in Jammu and Kashmir.

Speaking at Dhanwantri Jayanti function, organised by Ayurvedic Congress, held at Jammu Club, the Minister stated a conference of Hakims, Vaids and Amchi system professional will be held shortly in the state. He said the Government schemes have been drawn up of opening Unani and Ayurvedic system colleges at Srinagar and Jammu respectively for promotion of these systems.

The Minister called upon the practitioners of these system to do some introspection and follow in true spirit the teachings of Bhagwan Dhanwantri who founded this safe and sure system of treatment.

Mr Lal Singh said that a unit of Indian System of Medicines will be opened in the two Government Medical Colleges and also set up units at District and Sub-Division hospitals in the Jammu and Kashmir.

The president, Ayurvedic Congress, J&K branch, Dr H N Patwari, in his welcome address, highlighted the importance of Ayurvedic system of medicine which he said is" a complete medical science".

Vaid Rattan Chand Nagar, underlined the need for promotion of Ayurvedic system, in vogue since ancient times, and is effective and cheaper also.

Dr Shiv Dutt Sharma, a noted Ayurvedic system practitioner also spoke.

Two Ayurvedic doctors Sri Niwas Gupta and Anil Gupta were honoured by Ayurvedic Congress and given mementos by the Minister.

Earlier, the function started with lighting of traditional lamp and paying floral tributes to Bhagwan Dhanwantri.

Several functions were organised by various organisations at different place to place tributes to Bhagwan Dhanwantri, who gave Ayurvedic system of medical science.

At another function held at Government Ayurvedic College Hospital, Jammu, the Minister for Health and Medical Education Lal Singh stressed for revitalising and reorienting the ISM as a mission to serve the society.

He said we have got this system in our heritage and the Government is committed to improve the system and ensure its promotion.

Emphasising the importance of medicinal plants and herbs, Mr Singh said the State has rich potential for their plantation which could contribute significantly to our overall economy and promotion of ISM.

Dr Balwant Singh gave a resume of the achievements of Ayurvedic Hospital and pleaded for raising its beds and other infrastructural facilities.

Rich tributes were paid to Bhagwan Dhanwantri by Medical Officers’(ISM) Welfare Forum at a function held at Gangyal. Dr Govind Ram Gupta, president of the forum presided.

Coordination committee meeting of agriculture, allied sectors held

JAMMU, Oct 23: The 3rd Co-ordination Committee meeting of Agriculture and allied sectors of Jammu division was held here in the office complex of Sheep Husbandry Department today under the chairmanship of Director, Sheep Husbandry, Dr. M. A. Vakil.

The Director Agriculture, Jammu, Ms Vinod Bala, Director Animal Husbandry, Jammu, Dr. Ashutosh Dhar, Director Extension, SKUAST, Dr. Rangil Singh and Additional Director Sericulture, Jammu, Mr. Dhanbir Singh were also present at the meeting.

Speaking at the meeting, the Director Sheep Husbandry said that the main objective of holding such meetings is to approach a large number of farmers, sheep and goat breeder from a single platform and resolve on spot the problems ranging from production marketing to processing through mutual interaction and through discussions

The Director Agriculture while speaking on the occasion said that the process for issuance of Kissan Credit Cards has been accelerated. She also sought cooperation from various banks so that cards could be issued to the farmers. She said that process for the renewal of licenses for distribution of fertilizers has been started.

The Director Sericulture informed the meeting that a proposal for plantation of more mulberry trees to give boost to silk production in the division has already been sent to the concerned higher authorities for sanction.

Senior officers of Agriculture and allied sectors of the division gave their suggestions in providing more benefits to the farmers and sheep and goat breeders.

The meeting also discussed various issues which include arranging of awareness camps, issuance of Kissan Credit Cards, supply of quality fertilizers, supply of pesticides, providing of medicine for live-stock, plantation of mulberry trees and measures to promote poultry development through cooperatives.

NC reviews political situation

JAMMU, Oct 23: National Conference leaders including legislators, ex-MPs, District presidents and other prominent activists reviewed present political situation in the State.

The meeting was chaired by Provincial president of the Party, Mr Ajay Sadhotra ( MLA Marh). The meeting discussed the organisational matters and decided new strategy besides review of the prevailing political situation.

Addressing the meeting the provincial president said that National Conference has always fought for the cause of the people and asked the participants to identify themselves with the problems of the people. He pointed out that NC will soon come out on the roads to agitate the genuine problems of the people as this Government has totally failed on all fronts to solve the burning issues.

Mr Sadhotra alleged that coalition Government has neglected Jammu in tourism, developmental activities and employment. Tourism spots in Bani, Rajouri, Poonch, Udhampur, Jammu and Doda have totally been neglected. Only false promises are being made with the people. This Mufti led Government has no strong base and there is every likelihood of fall of this Government and the NC will discharge its constitutional duty in such situation.

He welcomed Central Government to appoint Dy Prime Minister Lal Krishan Advani for dialogue in the State. At the same time he said the Centre should come with clear agenda before initiating any dialogue. He said the people of the state have the bitter experience of such initiatives in the past. And if this time the talks are not meaningful and result oriented the confidence of the people of the state will be shattered.

Dogri Sangarsh Morcha vows to intensify stir

JAMMU, Oct 23: A special meeting of the Dogri Sangarsh Morcha was held with the representatives of political and social organisations to chalk out the programme for intensifying the on-going struggle for inclusion of Dogri in the 8th schedule of the Indian Constitution.

Serious concern was expressed in the meeting over the discriminatory attitude towards Dogri language by the successive Union Governments. Participants expressed surprise over ignoring Dogri language which is being spoken by over one crore people in State and adjoining areas of Himachal Pradesh, Punjab, Pakistan and PoK.

The participants resolved that discrimination with Dogri would not be tolerated anymore. It was resolved to intensify the struggle for Dogri’s inclusion in the eighth schedule. It was decided to organise a massive convention of thousands of people at Jammu in the last week of November in which agitational programme would be announced.

The meeting was presided over by Prof Nilamberdev Sharma (co-convenor) and its proceedings were conducted by Hari Chand Jalmeeria, general secretary. JAMMU, Oct 23: To assess the security situation and take stock of the problems being faced by the people of the far-flung areas, Union Minister of State for Defence, Prof Chaman Lal Gupta visited Mahore and had meeting with the officers of the forces and also with the representatives of different groups.

On the demand of the people, Prof Gupta promised early provision of an ambulance at Mahore from his MPLAD.

At the meeting people demanded for improving the condition of link roads and handing over the task of Reasi-Mahore road to GREF. They also demanded upgradation of the Doordarshan Kendra at Mahore.

People complained about the civil administration and pointed out that there was no police post in Gulabgarh area and hardly any staff of other department. They pointed out that in the absence of the police and the civil administration the poor people are finding themself in a lurch and at many places at the mercy of ultras.

It was also pointed out that there was no staff for operating the local telephone exchange and the exchange is run by some private persons.

Prof Gupta assured the people that he would take up their demands with the concerned authorities.

MetLife India poised for growth

He said the Metlife India is pursuing aggressive growth in the country. The company has a professional agency model focusing on high agent productivity and retention. The company believes that maintaining high quality intermediaries be it agents or corporate agents is a must to be able to add to customers and to build long term relationship.

He said the Metlife India is the Indian affiliate of the Metropolitan Life Insurance Company (Metlife), the number one life insurance in the US based on approximately US$2.4 trillion in life insurance in force as of December 31,2002.

The Metlife India was incorporated in April 2001 as a joint venture between Metlife International Holdings, including the Jammu and Kashmir Bank, M Pallonji and Co Private Limited and other private investors.

He said the Metlife,a subsidiary of Metlife is a leading provider of Insurance and other financial services to individual and institutional customers. The Metlife companies serve approximately 12 million individuals in the US and provide benefits to 37 million employees and family members through their plan sponsors.

Rehman terms India’s measures with Pak as political gimmicks

JAMMU, Oct 23: Sheikh Abdul Rehman, former MP has termed latest announcement of confidence building measures with Pakistan as a political gimmick and election jugglary on the part of BJP led NDA Government.

Though talks are always welcome to end impasse over Kashmir issue, it would have been more fruitful if a cease-fire could be agreed upon by both, the security forces and the militants, so that innocent people were not made fodder for guns, said Mr Rehman hoping that Pakistan reciprocated positively to make the atmosphere congenial in the interests of lasting peace in the sub-continent.

Mr Rehman, however, sought to remind that Government of India has not been consistent in its policies and decisions, citing examples. He said immediately after attack on Indian Parliament forces were deployed on border with an eye to eye situation, then recalling the same after 10 months and wasting hundreds of crores of rupees, initiating and revoking decisions over Hockey and Cricket matches between the two countries; announcement of extended hand of friendship by Prime Minister at Srinagar and then turning a U Turn at Panipat and Bhopal etc. He said all such steps speak volumes about the confusion in the Government corridors.

Mr Rehman said the need of the hour is that both countries should address to the domestic unemployment and poverty for the achievement of peace, progress and prosperity in the sub-continent.

Government for lowering cost of Sawalkote Hydel Project

Srinagar, Oct 23: Financial reappraisal of 600 MW Sawalkote Hydel Project was examined at a high level meeting chaired by Chief Minister, Mufti Mohammad Sayeed here this evening.

Deputy Chief Minister, Mangat Ram Sharma, Finance Minister, Muzaffar Hussain Baig, Power Minister Mohammad Sharief Niaz, Chief Secretary, Dr. S.S.Bloeria and Financial commissioner Finance, Mr. Mohammad Shafi Pandit also participated in the meeting.

The Norwegian Consortium gave a detailed presentation on various facets of the project. The project was earlier estimated to cost Rs. 7500 crore which during the reappraisal asked by the Chief Minister has been slashed down by Rs. 1900 crore. The project was slated to be completed in seven and a half years which has been reduced by one year.

After two hour discussion on various components, the Government asked the consortium to explore the possibilities of lowering the cost and execution project to facilitate taking up the project in the State sector. All steps would be taken for its financial closure before. 60 per cent of the total project cost would be export credit from Europe. The process of consultations would be broadened to make the project cheap, best and competitive. The Consortium representative had a detailed discussion with the State Government authorities about the execution of the project.

Those who also participated in the meeting included Principal Secretary Planning and Development, Vijay Bakaya, Principal Secretary, Power Development, Anil Goswami and Principal Secretary to Chief Minister, Mohammad Iqbal Khanday.

Muzaffrabad community lists demands

JAMMU, Oct 23: Muzaffrabad Displaced Community from PoK Chairman Joginder Singh Raina has taken exception to the Government of India for forgetting reign of terror let loose by tribals at the behest of Pakistan on October 22 over 56 years ago in a bid to change history and re-draw the boundaries of Jammu and Kashmir State, which was not even being mentioned anywhere by any one.

Mr Raina said it was time for the leadership of the country to show respect to the sense of history and recall the sacrifices of the people who were murdered, raped and looted on this day in 1947. The shackles of diplomacy and hands of fake friendship have to be broken to call spade a spade.

Mr Raina regretted that even royal family of Jammu and Kashmir too has forgotten the day and the miseries suffered by people of Muzaffarabad, now under control of Pakistan. He said Dr Karan Singh should have mentioned a word or two about the plight of the whole community that stands uprooted and looking for shelter and stability for the past 56 years.

The community while welcoming the initiative of starting bus service from Srinagar to Muzaffrabad, has called upon the union Government to assuage the sufferings of the displaced community at an earliest.

High Court staff expresses shock over explosion in court

JAMMU, Oct 23: J&K High Court Staff Welfare Association in its meeting under the chairmanship of S Joginder Singh, general secretary, have expressed shock over the explosion in the court of Additional District and Sessions Judge Kishtwar.

Association also expressed sympathies with the presiding officer and ministerial staff and prayed for their speedy recovery. Association also condoled the demise of police official and urged the Government that prosecuting agencies should be warned that whenever any explosive is brought before the court as evidence, it must be diffused properly so that such type of ugly incidents did not recur.

Medical employees call off strike

KATHUA, Oct 23: Negotiations between the striking Medical Department employees of Hiranagar and authorities were held today regarding assault on BMO Hiranagar.

The employees decided to called off the strike as Jagdish Raj Dogra, who has allegedly assaulted BMO has apologized in the presence of DDC Kathua, SSP Kathua, DHS Jammu and Dy CMO Kathua. Employees said that decision to call off strike was taken so that public should not suffer for want medical facilities.

Legal awareness camp at R S Pura

JAMMU, Oct 23: A legal awareness camp is being organised at Munsiff Court in R S Pura on Nov 10.

According to chairman tehsil Legal Service Committee, the camp is being organised to make people aware about the J&K State Level Service Authority Act 1997 which provides free legal aid to the needy and down trodden classes of the society and promote justice on the basis of equal opportunity.

Meanwhile, Lok Adalat is also being held on the same day. All the litigants whose cases are pending in the court of Munsiff R S Pura and also in the Court of Additional Munsiff R S Pura can be decided in the Lok Adalat and can be directed to approach the concerned presiding officers for fixation of their cases.

KU conducts seminar on Islam’s approaches and prospects
VC asks scholars to highlight tolerant face of religion

SRINAGAR, Oct 23: Vice Chancellor of the University of Kashmir, Prof Jalees Ahmed Khan Tareen has urged the Islamic scholars and teachers to highlight the tolerant face of the religion. He was speaking at the inauguration of a two-day seminar of "Islam—Approaches and Prospects" organised by the Department of Islamic Studies at Gandhi Bhawan, inside the University campus the other day.

The chief guest on the occasion was a renowned Islamic scholar Prof Sheikh Mohammad Iqbal and the guest of honour was Dr Basir Ahmad Khan, former HOD Islamic Studies Hamdard University New Delhi.

The vice Chancellor in his presidential remarks exhorted the scholars and teachers of Islamic studies to broaden their vision and present the real, moderate and tolerant perspective of Islam before the not-Muslim world which is "confused" due to the all invigorating invasion of media. Islam has been made the target of all attacks by the "biased west" and the scholars of Islam need to come forward to combat these challenges on academic and intellectual levels. He said that the issue of fundamentalism has been handled by the orientalists in the totally wrong sense while as "every Hindu who performs his religious duties is a fundamentalist and so is every duty-bound Muslim". "In this sense even I am a fundamentalist", he said.

However he cautioned that we must make a distinction between fundamentalism and fanaticism which is most despicable a thing and which has damaged the cause and peaceful image of Islam beyond proportions, he said. He advised the scholars and teachers of the Department of Islamic studies to make their department most "vibrant and dynamic and do not remain isolated from the world and mainstream trends which are shaping the new world" .The Vice Chancellor promised that the department will be provided with a suitable new building very soon.

Prof.Sheikh Mohammed Iqbal enumerated the glorious contributions of Islam to the development of world civilization, and science and said that the "westerners are the greatest beneficiaries of Islamic contribution from medicine to astronomy". The crusades and Orientalism are the two factors that have perpetuated the perennial hatred and animosity of the western world towards Islam and Muslims. He laid emphasis on the point that it is our intellectual renaissance that will make us to usher into a new phase of our glorious future and not the mediocrity, second rate polemics, and degraded emotionalism that marks our scholarship sometimes.

Dr. Basir Ahmad Khan in his keynote address highlighted the areas in which Islamic scholarship is required to make its mark. While enumerating the remarkable contributions of Muslims in all spheres of intellectual activities, the learned speaker said that Ijtihad needs to be made the subject of deliberation and research in our institutions and a comprehensive educational scheme devised by modern Islamic scholars and the Madrasah ulama needs to be brought to fore keeping in view the Muslims of sub continent especially.

He stressed the need to combat the malicious theories like clash of civilizations, which provides the west an ideological justification to attack Islam and Muslim countries. He impressed upon the Kashmiri educational authorities to introduce the discipline of Islamic studies at higher secondary school levels for the value education and understanding of True humanist values of Islam for which humanity is craving.

Prof SyedYunus Gilani introduced the subject and highlighted the achievements of the department. He asked the university authorities to install the already sanctioned Mushirul Haqq Chair in the department and demanded also that at least two new lecturer posts may be given to the department which has the highest score of NET qualified students in the University numbering 35. All of them are without job despite fulfilling the criterion laid down by the UGC due to unavailability of positions in the university, colleges and Higher secondary schools. He also requested to the authorities to provide one-time big library grant for procuring the required books to meet the syllabi and research needs of the department. The inaugural session concluded with the vote of thanks read by Dr Naseem Ahmad Shah, reader of the department. Dr. A.R.Bhat, senior lecturer of the department, conducted the programme.

In the afternoon session Prof Ghulam Rasool Malik, Kalimullah Khan, Dr Naseem Ahmad Shah and Jenab Ghulam Ali Gulzar presented their papers on various aspects of Quranic studies and orientalism etc. The papers were followed by a live discussion. Prof. Abdul Wahid, the senior most and learned professor of the university presided over this session .In his presidential remarks he impressed upon the teachers of the department to press for their genuine demands and present their case before the concerned in the most vigorous manner.

On 22nd Oct, in the first session Dr.Hamid Naseem Rafiabad, Dr.Muzzafar Nadvi, and Dr Rafique Ahmad presented several papers, on comparative religion, science and Islam and Quranic studies, which generated a very fruitful discussion in which students research scholars and the outside scholars participated enthusiastically. The session was chaired by the most renowned historian of Kashmir Prof. Mohammad Ishaq Khan, who in his presidential remarks highlighted the need for academic discussions and commented upon the papers in his erudite scholarly manner. The session was conducted by Mr.Sheikh Jamiel Ali a promising young scholar and teaching assistant of the Department.

In the post Lunch session, several research oriented papers were presented by Dr.G N Khaki, Dr.Maroof A Shah, Dr.Sanauallah Mir (Parwaz) A.M.U, Aligarh, Miss Syeda Afshana (AVRC, Kashmir University) and Dr.Hayat Aamir (A.M.U.Aligarh) on development of Quranic studies, approaches to Islamic studies, women’s position in Islamic societies world over and the methodological issues in Islamic studies. The session was presided over by Dr.Baseer Ahmad Khan and conducted by Dr.Manzoor Ahmad Bhat, lecturer of the department. The session was very fruitful from academic point of view as it generated heated debate on various issues touching upon Islam and Islamic studies in the context of modern world.

Professor Gilani ,in his particular style, summed up the proceedings of all the sessions in his concluding remarks and exhorted all the participants to remain in constant touch with the department and use their knowledge and expertise at their disposal for the service of Islam and humanity.

The seminar was concluded with the vote of thanks presented by Dr Hamid Naseem Rafiabadi, the seniormost Reader of the Department. He thanked the University authorities especially Prof Jalees Ahmad Khan Tareen, theVice Chancellor, for providing financial assistance and moral support for the conduct of the seminar and other such academic activities .He also thanked the respectable delegates who had come from Delhi, Aligarh and other far flung places of Kashmir to attend the seminar and for their academic contribution as well. He said that conduct of such seminars should become a routine and should generate questions that may provide an agenda for the onward progress of knowledge and advancement of the department in the unexplored realms of Scholarship.

Several resolutions were moved in the seminar, which were passed with the complete support of all the participants regarding introduction of Islamic studies at higher secondary and undergraduate levels as in absence of value education and moral sciences, the students are left ethically bankrupt. It was strongly felt that Introduction of Islamic studies at higher secondary, school and college level will go a long way to provide the much orchestrated value education as study of major world religions being an integral part of the syllabi of the discipline.

It will also help in maintaining the harmonious relations at the societal level among various denominational groups based on understanding and mutual respect

Spl squads for traffic management

SRINAGAR, Oct 23: To further streamline traffic management in Jammu and Kashmir, traffic police has decided to constitute special squads for checking overloading and overcharging of fare by transporters particularly mini buses and auto rickshaws, Inspector General of Police, Traffic, Ram Lubhaiya said today.

Special squads for checking overcharging and overloading by transporters will be constituted for the convenience of the commuters and a time schedule for the passanger services will also be ensured strictly, Lubhaiya told reporters here.

He said his department realised about Rs 1.50 crore as fine during past four months from traffic violators in Kashmir valley alone. Two lakh offences under various traffic violations have been registered upto September end, he added.

The IGP said although there has been sharp upswing in the number of vehicles from mere 1.61 lakh in 1993 to 3.98 lakh in 2003, no attention has been given to the proper road maintenence.

He said the relative disparity with regard to roads and number of vehicles was a matter of great concern for the planners whose responsibility was to move the state towards better road network.

Lubhaiya attributed increase in the traffic to rapid urbanization followed by high standard of living of a section of people.

The Traffic Police Chief said militancy in the State has compounded problems to his department in maintaining and managing the traffic.

Due to security scenario not only the free and safe flow of traffic was affected but the police were put into an embarrassing position while performing their duties that too without any arms on the roads, he said.

Replying to a question, he said parking lots as well as bus stands in Srinagar was on the priority agenda of the traffic department and the matter in this regard has been taken up with the Transport Commissioner. (PTI)

Governor convenes SKUAST Council meeting

Srinagar, Oct 23: The Governor, Lt. Gen (Retd) S.K. Sinha has called upon the Management of Agricultural Universities of the State to come up with practical agricultural policies and job oriented courses to cater the needs of the farmers and general public.

The Governor, who is also the Chancellor of Sheri-e-Kashmir University of Agriculture, Sciences and Technology, Kashmir (SKUAST) was addressing at University Council meeting here today.

The Governor, giving the reference of various seminar and conferences organized by the SKUAST-Kashmir expressed his satisfaction over the performance of the University Management said that Sher-e-Kashmir expressed his satisfaction over the performance of University management said that Sher-e-Kashmir University is heading other Universities in the field of development and research work.

The Governor said that our universities should launch practical demonstration programmes and research work in the field to popularize the new schemes and projects among the farmers. He said our Universities are required to provide quality education for better production and research facilities to the agriculture scientists research scholars and students for a rapid green revolution in the State.

While taking past in discussions the Agriculture minister, Abdul Aziz Zargar said that agriculture farming is the main occupation of the people in the State and majority of them is dependent on agriculture production. The Minister said our State has not natural resources and it is responsibility of our educational institutions to shone sufficient flexibility and adaptability to respond the needs of farmers. The Minister said that State Government is always ready to provide all type of necessary help to the University and management in its endeavours.

The Vice- Chancellor of the University, Anwar Alam while giving the resume of the achievements of the University raised academic related issues for the smooth functioning of the University and the Chancellor confirmed various official decisions taken by the University administration.

Besides, others Principal Secretary Agriculture, B.R.Kundal, Vice- Chancellor SKUAST-Jammu, Hashmatullah Khan, Divisional Commissioner, Kashmir, Khursheed Ahmad Ganai and Registrar SKUAST, Kashmir also attended the meeting.

Polytechnic students chain hunger strike enters 2nd day

JAMMU, Oct 23: Chain hunger strike by agitating Polytechnic students entered into second day today.

This morning, second batch of Polytechnic students, comprising Usha, Nadeem, Ranjeet Kour, Rahul, Javed Chowdhary, Mokshi and Saima Javed replaced the first batch and began their 24 hour fast.

The ongoing chain hunger strike and agitation are being launched by the Polytechnic students in protest against alleged irregularities in their examination results and in favour of their demands. They are demanding a thorough probe into the irregularities, punishment to the erring officials of J&K Technical Board, re-evaluation of their answer scripts, introduction of carry-on system, declaration of with-held results and separate Technical Board for Jammu Polytechnics.

Meanwhile, All Polytechnic Students Association, which is spearheading the ongoing agitation, has alleged that police was forcing students to call-off their stir. According to APSU spokesman, police also beat-up Parveen Singh, who is chairman of the Union and was observing fast yesterday.

The spokesman also announced that the Government decision of conceeding demand for re-evaluation was mere eye-wash and an attempt to shield erring officials of the Technical Board.
