DARJEELING, Oct 20: Presence of mind helped save the day for those trapped mid-air in yesterday’s cable car disaster here.

"I kept my nerve steady and called the control office to switch off the roller machine after three cabins slipped of the conveyor wheel atop a post and came crashing down 100 metres below," said Tinusubba of the West Bengal Forest Development Corporation.

At least four people, including two women and a child, were killed and eleven injured, six of them critically, when two cabins of a ropeway fell 100 metres down in Darjeeling’s Singmari area yesterday.

"There was a tremendous jerk before the accident occurred," said Aftab and Nasrima, who came from Guwahati here for their honeymoon.

Somen dey, Kharagpur Municipality Ward Commissioner and CPI leader, did not believe she could survive the fall of 100 mt with her minor daughter.

"My daughter was sitting on my lap and when I regained consciousness, I found I was resting against a tea bush," she said.

Her husband and son were injured but her friend Brotati Mondol and husband Biswajit Mondol, who were in the other car died.

The ropeway, a joint venture of the West Bengal Forest Development Corporation and the conveyor and Ropeway Services Pvt Ltd, was revamped in 1996 and operates between north point (Singamari) about four Km from the Darjeeling town to the Downhill Vah Thakur.

The accident occurred when the car was approaching tower number four on way to north point in Darjeeling from Takvar Valley, said Darjeeling Superintendent of Police Sanjay Chandra.

The trauma of the passengers in thirteen cars continued for about two-and-half hours after the accident occurred as the officials took some time to begin rescue work.

The district administration initially called for the air force and the army from the nearby Hasimara airbase but decided against it after the local firemen, ropeway officials and the police joined in the operation.

This was the third major ropeway disaster in the country since 1992. Seven people were killed and 20 injured in Pavagadh in Panchmahal district of Gujarat last year and two people were killed in Timber trail in Arunachal Pradesh in 1992.

Site Manager S Chowdhary and three maintenance staff were arrested after the incident, police said.

The 2.5 Mm long rope way service has been suspended for some time.(UNI)

Case registered after woman complains of child swapping

HYDERABAD, Oct 20: In yet another alleged incident of baby swapping here, the city police have registered a case against a Government Maternity Hospital and ordered DNA test after a woman complained that its staff had changed her baby boy for a girl.

Padma, a native of Narayanpuram village in Nalgonda district, lodged a complaint with the police claiming that she had delivered a baby boy at Koti Government Maternity Hospital here yesterday but was handed over a girl by the hospital authorities.

Based on the complaint, the Sultan Bazar Police registered a case under sections 417 and 420 of IPC, seized the case sheet of Padma and ordered DNA test to ascertain identity of the baby’s biological parents even as hospital authorities refuted the swapping charge.

This was the second instance of baby swapping charge involving a Government Maternity Hospital in the city after in may last, a baby boy was taken away from the hospital bed and replaced by a girl at a maternity hospital in Nayapul area, in what had turned out to be a case of swapping with the involvement of lower-rung hospital staff.

The boy was finally restored to his mother after conducting DNA test.

Meanwhile, the police recorded the statements of the Koti Government Hospital Superintendent Swarajya Lakshmi, Duty Medical Officer Sandhya Rani and a doctor who attended on Padma.

The baby girl has since been shifted to Niloufer Children’s Hospital, police added. (PTI)

Congess MLA detained for questioning by police

HISAR, Oct 20: Haryana Congress MLA Jai Prakash was today picked up by the district police from his residence in Jind town for allegedly threatening and assaulting an Indian National Lok Dal leader at Barwala in this district last night.

Confirming this to UNI, Superintendent of Police (SP) Atar Singh Ahlawat of the Criminal Investigation Agency (CIA) staff said the MLA has been detained for the investigation into the case of assault and giving threats which had been registered against the MLA in Barwala Police Station in the district last night.

The case was registered against the MLA under sections 148, 149, 427, 448, 395, 397 and 506 of the IPC on the complaint of the INLD leader, Surinder Singh Lamba, of Daulatpur village.

Besides the Congress MLA his gunman and ten other supporters have also been named in the FIR.

Confirming to UNI about his detention on phone from Jind, MLA Jai Prakash said the CIA staff picked him up from his residence early this morning.

He said the villagers of Barwala knew that he was not guilty and the FIR registered against him was false. This has been done as part of the State Government’s political vindictiveness against him, he added.

The complainant runs a shop and has an office in Barwala.

According to the FIR, the complainant was sitting in his office when the MLA, along with his gunman and 8-10 supporters, attacked him and ransacked his office.

The complainant was threatened that he would be killed if he did not vacate the office, according to the FIR.

Senior Congress leader Shamsher Singh Surjewala has condemned the detention of the MLA and stated that the State Government has so far lodged about 50 false cases against the political rivals of the ruling INLD in the state. (UNI)

Maya moves HC, seeks stay on her possible arrest

LUCKNOW, Oct 20: Former Uttar Pradesh Chief Minister Mayawati today moved the Allahabad High Court seeking stay on her possible arrest in a disproportionate assets case.

The petition seeking stay on Mayawati’s possible arrest and quashing of the FIR registered against her by the CBI charging her with amassing wealth disproportionate to her known sources of income was filed in the Lucknow bench of the High Court, the former CM’s lawyer Arun Kumar Sinha said.

The petition was likely to come up for hearing tomorrow.

The CBI had registered the case early this month after conducting a series of raids at the BSP leader’s residences in Delhi, Meerut and Lucknow.

Mayawati also filed another petition seeking stay on her arrest and quashing of the FIR against her in the Taj heritage corridor case.

The CBI had registered the FIR against Mayawati and ten others, including her then Principal Secretary P L Punia, on October 5.

The Lucknow bench of the High Court today posted for hearing tomorrow the writ petitions filed by Punia and V K Gupta, former Environment Secretary, seeking stay on their arrest and quashing of the FIR against them in the Taj case.

Mayawati’s petition in this regard is also likely to be heard tomorrow. (PTI)

India open to second round of talks with Pak on air links

NEW DELHI, Oct 20: India is willing to have a second round of discussions with Pakistan for restoring civil aviation links provided it came with an "open mind" and look at "other steps" later, Foreign Secretary Kanwal Sibal has said.

"We were ready to have civil aviation links but Pakistan put a spoke. We are willing to have the second round provided they come with an open mind," he said in Karan Thapar’s ‘Court martial’ programme on Sab TV to be telecast tomorrow.

The first round of talks on this score failed to make any headway after Pakistan sought guarantees from India on the issue of overflight facilities, a demand rejected by India.

"We can later look at other steps," he said, adding a lot has happened at people-to-people level contacts and on the trade front with exchanges of business delegations.

Government has cleared a proposal by the Confederation of Indian Industries (CII) to have a ‘Made in Pakistan’ exhibition here, he said.

Asked if Pakistan does not stop cross-border terrorism, would India’s hand of friendship remain suspended in the air, he said "our hand of friendship has been extended. It is for Pakistan to grasp it."

He made it clear that unless Pakistan put an end to cross-border terrorism "we cannot have a sustained dialogue. We cannot really have any enduring relationship".

Asked whether India was imposing conditions for attending the SAARC summit in Pakistan in January, Sibal pointed out that this was a multilateral forum.

"When we go—in Islamabad or wherever SAARC summit is going to be held— the Heads of Government and Heads of State should have a substantive agenda before it. And this can only be economic. At least they should be able to endorse the framework agreement for South Asia Free Trade arrangement," he stressed.

He dismissed a suggestion that Washington was playing a critical role in holding peace between India and Pakistan by playing a facilitator.

"What is holding peace is our sense of responsibility and restraint. America has nothing to do with it. America is a global power. It has interests everywhere including in south Asia," he said.

On whether international community should put more pressure on Pakistan for ending cross-border terrorism since President Pervez Musharraf’s assurances to it on this score have failed to materialise, he said "international terrorism is a global phenomenon and it is the common concern of the international community.

"If the US tells Pakistan to stop terrorism, they are not doing a favour to us. It is an integral part of this international combat against global terrorism". (PTI)

More public servants likely to come under SIT scanner

MUMBAI, Oct 20: More public servants are likely to come under the scanner of the Special Investigation Team (SIT) which is probing the multi-crore fake stamp paper scam.

"We are probing the case in detail and some more public servants are likely to be apprehended in connection with the case," top sit sources told UNI here and added that the investigations have been taken seriously because of its ramifications.

The mastermind of the racket Abdul Karim Telgi has been in jail custody in Karnataka for the past over a year.

Three police officers were arrested by the Pune-based sit on Saturday. They included Assistant Commissioner of Police, Gokul Patil of the State Intelligence Department, Thane unit, Sr Inspector Vashist Aandhale of Sahar Airport Crime Branch-CID and Prabhakar Kakade of Nalasopara Police Station.

A total of five police officers have been arrested in connection in the case, the two other officers being Inspector Dattatrea Dhal and Assistant Inspector Dilip Kamath.

All of them were arrested under the Maharashtra Control for Organised Crime Act (MCOCA) and they have been accused of allegedly helping the members of the Telgi syndicate. Over fifty persons including five police officers and two MLAs have been arrested in connection with the scam.

The investigations is being overseen by former Director General of Anti-Corruption Bureau (ACB) S S Puri, who has been appointed by the Bombay High Court as a Special Director General to conduct investigations and submit a report to the Court by November 12.

Police officials pointed out that since Mr Puri’s appointment, the investigations in the case have speeded up and they feel that few more skeletons may come out of the cupboard.

They also said that it was Mr Puri who had unearthed the sensational recruitment scam in the Maharashtra Public Service Commission (MPSC). Twenty five of those arrested have so far not secured bail.

The Bombay High Court last week had directed Mr Puri to probe culpability, if any, of Mumbai Police Commissioner Ranjeet Singh Sharma, in the case. Mr Sharma was the Pune Police Chief, when the scam came to light last year.

The fake stamp paper racket is spread across several states and the BJP has been demanding a CBI probe into the incident, but its leaders allege that Maharashtra and Karnataka, which are ruled by Congress had rejected it, while Gujarat and Andhra Pradesh Governments consented to a probe by the central agency.

Abdul Karim Telgi, the kingpin of the racket, has several properties across the country and his men conduct the entire racket which runs into hundreds of crores of rupees.

Two MLA’s Anil Gote (Maharashtra) and Krishna Yadav (Andhra Pradesh) have been arrested in the recent past and are lodged in sit lock up in Pune.

The scam has exposed chinks in the Nashik-based India Security Press, the only establishment of the Government to print currency notes and stamps. (UNI)

Dispute is with dot not basic operators, say cellular players

NEW DELHI, Oct 20: Arch rival and traditional foe of basic operators, the cellular mobile industry has made it clear that its dispute is with the government and not with the Fixed Service Providers (FSPs).

With the much-awaited Telecom Regulatory Authority of India (TRAI) recommendations that could restrict WLL-M services provided by basic operators on the cards, an apparently upbeat cellular industry said, "the dispute is between cellular industry and the licensor (DoT) and not between fixed operators and cellular industry as is being made out."

In a letter to Finance Minister Jaswant Singh, Cellular Operators Association of India (COAI) chief T V Ramachandran pointed out that the dispute is about the rights of the cellular industry arising out of their cellular licenses, being violated by the licenses issued by the dot to fixed operators and lack of enforcement of those licenses.

Mr Ramachandran said there are clear and unequivocal legal findnigs by the TDSAT, the tribunal for telecom disputes, that do not permit fsps to deliver full cellular mobility under the present policy, license and statute. "Therefore, there is only one aggrieved party to this dispute which is the cellular industry."

The COAI chief also pointed out to the Finance Minister that both TRAI and DoT are the key respondents in the telecom dispute and since TDSAT has passed adverse comments on some aspects of their role in the matter "therefore, they (TRAI and DoT) do not necessarily represent neutral views on the subject." he said the cellular industry must be given opportunities to respond to the presentations made by the TRAI chairman and DoT.

On the Group of Ministers on Telecom which is also slated to give its final view on October 30 mainly on restricting WLL-M within their Short Distance Charging Area (SDCA), Mr Ramachandran added that the GoM must engage and consult other experts of "high integrity, before any decision".

Meanwhile, sources in DoT said they are giving final touches to recommendations to restrict WLL-M services which would be given to the GoM on telecom. Dot is mulling on several points which include ending multiple registrations, stopping over-the-air authentication, activation of handsets (by dialling #444) outside subscribers’ registered area and restrict the use and functioning of handsets outside the areas they are registered in.

DoT officials have also said, on the other hand, that the whole issue is mired in legal and technical maze and there are strong arguments for and against every point.

Reliance Infocomm, the largest provider of WLL-M service and a having a subscriber base of more than four million, has not been given any show cause notice for its services.

GSM companies had paid huge license fees in the nineties to provide unlimited mobility, which was subsequently covered up as the customer base spread and with changes in governing regimes, like calling party pays. CDMA technology had stagnated in the mid-nineties when GSM became the dominant mode worldwide, but subsequently made rapid progress. The GSM lobby led by COAI allege that after extracting huge license fees from GSM operators, the Government smuggled in CDMA with MTNL’s Garuda service.

Cellullar operators have said CDMA or WLL became a tool to squeeze GSM operators for funds and GSM companies fought all the way upto TDSAT but could not stop Garuda. Wll was made an add-on to fixed-line telephony and Reliance became the biggest Indian investor, without paying the huge license fees, the cellular operators contend. (UNI)

MLA gives explanation regarding criticism

SIVAGANGA, Oct 20: Thiruvadanai MLA K R Ramaswamy today appeared before the District and Sessions Judge here and gave his explanation regarding the reported criticism of certain observations made by Justic M Karpagavinayagam by the MLA himself and Panchayat presidents of Kannangudi and Iravucheri Periyakaruppan (Sivaganga dist) (he is president of both Kannangudi and Iravucheri) and Tamizhan of Dharmarajapuram (Theni dist).

In an interview to a Tamil weekly magazine the MLA and the two Panchayat presidents criticised the functioning of Justice Karpagavinayagam and observations he had made while hearing a case of harassment of a woman telecom officer by Panchayatdars of Valayapatti in Tiruchi district.

Suganthi,a mother of two children,was allegedly made to prostrate repeatedly before Panchayatdars who had imposed a fine of Rs 19,000 for her alleged refusal to live with her husband. After a case was registered the seven Panchaydars moved the court for anticipatory bail.

While hearing the plea Justice Karpagavinayagam took exception to the Panchayat practice and made them apologise to her and return the fine amount. He severely criticised the Panchayatdars for their ‘arbitrary way of functioning’.

In his present order (relating to the MLA) the Judge said the MLA’s reported remarks meant criticising the functioning of a Judge. Referring to the issues to be decided by this Court would amount to interference in administration of Justice, he said.

Justice Karpagavinayagam said the MLA’s remarks were liable to be punished under Contempt of Court Act. However, before taking further action against the MLA and two others, it would be appropriate to get the real contents of their statements, he said.

Principal District Judges of Theni and Sivaganga would summon the three and obtain their clarifications. The report should reach before October 27, he said.(PTI)

Flames of Erwadi provide a beacon for the mentally challenged

RAMANATHAPURAM (TN), Oct 20: The flames of Erwadi, which claimed 28 innocent lives in August 2001, exposed the pathetic condition of the mentally challenged and forced the district administration to come up with a sustainable action plan to bring them to the mainstream.

The plan envisaged wholesome rehabilitation through a single-window support service, the first of its kind in the country. Under it, eight centres were set up in the district in Ramanathapuram, Mudukulathur, Thiruvadanai, Paramakkudi, Erwadi, Abiramam, Rameswaram and Sayakudi.

The centres not only offers treatment but also vocational training for the mentally challenged.

The case of 16-year-old mentally challenged S Karthik, son of a poor agricultural labourer from Peruvayal village, who underwent treatment at one of the centres here is a success story. Not only has he gained his speech back, he has also left the doctors and his family astounded by the pace of his recovery.

Engaging in work, besides being an economic activity, has therapeutic value since it prevents diversion of attention, according to G Subramaniam, District Rehabilitation Officer.

The patients at these centres are turned into entrepreneurs and produce phenyl, incense sticks, plastic flower garlands, telephone mats and even palm leaf cups. They are assisted by the staff, who help them with the raw materials.

In a visit to the Ramanathapuram centre, one can see Gopal and Thirumurugan together produce 20 bottles of phenyl, each priced at Rs 15, while Rayappa, Sethupathy and Venkataraman - all in their teens - make incense sticks. Raja Rajeswari, Saravanapal and Azhagiya Nathan can be seen spinning telephone mats.

Market support for these products is provided by the District Administration.

Behind the screen, the entrepreneurs turn into patients and are provided necessary treatment. These centres are equipped with necessary equipments like ultra-violet lamp, electric traction, CP chair, walker, static cycle, ladder, wax bath tub and electric stimulator.

According to Mr Subramanian, cerebral palsy is the most common ailment among the patients here.

The Centres are also frequented by physiotherapy students who provide free treatment to the patients to gain experience, he added.

Before establishing the centres, a door-to-door survey was conducted by the administration in the aftermath of the Erwadi tragedy to identify the people with disabilities and a database was created. Then 79 special medical centres were set up for them at convenient locations. In all, 1,245 people have attended the camps. Around 277 of them, who recovered to a certain extent, were provided opportunities to become ‘self-employed’ at the centres as part of the continuing therapy.

This was made possible by converging the services of various Government departments, including revenue, health and education. Besides, the NGOs provided psychiatric and rehabilitation assistance.

It was ensured that each needy individual is provided at least one assistance from any of the Government Welfare Schemes, District Collector’s Vijayakumar said.

Initially, resources were mobilised internally through convergence alone, Mr Vijayakumar added.

Following the efforts of the administration, the State Government sanctioned the community-based rehabilitation programme for Ramanathapuram. Under this, a total of 360 workers, including 175 physically challenged, were recruited. Persons to run the eight centres were also selected from among them. And the mentally challenged were provided various benefits under 23 heads, including loans from nationalised banks.

The Ramanathapuram centre, which was provided a seed money of Rs 10,000, has now earned nearly Rs 40,000 through the sale of the products manufactured at the centre, Mr Vijayakumar proudly pointed out.

The Centre has now sanctioned Rs 2.10 crore for the integrated rehabilitation project under the SGSY programme. The first instalment of the amount has also been released.

In continuation of the rehabilitation programme, a school was also set up at coastal Thondi for the mentally challenged.

To provide direction to the rehabilitation work, a trust has also been formed with the District Collector as chairman and members from the medical fraternity, as consultants.

Considering the importance of creating awareness about mental illness and the superstitions attached to it, the District Administration has launched a novel campaign where a folk dance troupe would perform at various places in the district. Members of a voluntary organisation, engaged in rehabilitation of the mentally challenged, were involved in this ‘Koothu’ (an ancient Tamil folk dance) campaign, inaugurated on last saturday by Mr Vijayakumar at nearby Peravur.

The Ramanathapuram model, a pathbreaking initiative implemented with the intention of their integrated rehabilitation, has also earned the appreciation of President A P J Abdul Kalam, who hails from this coastal district. (UNI)

We will welcome Indian troops : Iraq

NEW DELHI, Oct 20: Iraq today said it would welcome any decision by India to send its troops to Iraq to help stabilise the situation in the war-ravaged country.

"If India takes any decision in favour of sending its troops to Iraq, it will certainly be in the interest of the Iraqi people," Mr Adday-O-Al-Saqab, Chief of the Iraqi Embassy, told reporters here.

Noting that India had welcomed the adoption of a new resolution by the United Nations Security Council on Iraq’s future, he said "Indian troops have a long history of serving as part of UN peace keeping missions."

Mr Al-Saqab said it was entirely India’s prerogative to decide if it was in a position to send its personnel to the embattled nation. India has already stated that any future decision on the question of sending troops to Iraq would depend upon the situation on the ground, its international responsibilities, domestic needs and security concerns. "We can’t force them (India) to send their troops...It depends upon their own internal situation," he added.

The head of the Iraqi mission said India had, however, decided to soon start operating a 300-bed military hospital at Najaf, an important province in his country, with the coordination of jordanian authorities. "I recently spoke to External Affairs Ministry officials ...They told me that they have already started despatching staff for the hospital."

Mr Al-Saqab said the Indian officials also denied reports that India was considering reducing its mission strength in Baghdad in view of the security situation in Iraq.

Welcoming India’s decision to participate in the Madrid donor conference on Iraq on October 23-24, he said his country needed the assistance of the world community in its rehabilitation and reconstruction programme.

India, Mr Al-Saqab, noted had already stated that it was ready to help Iraq in a big way in its reconstruction. Dr Iyad Allawi, president of the Iraqi Governing Council, and Mr Kamil Al-Gailani, Finance Minister, would represent Iraq at the donor conference, he said.

"Funding for reconstruction (of Iraq) is critical to improving the security situation. The security situation is already showing signs of improvement. Funding means new jobs for the Iraqis, who are out of work and progress in the critical infrastructure, which will give the people hope and a stake in the future," he said. (UNI)

Riot victims praise police

AHMEDABAD, Oct 20: The role of Gujarat Police in post-Godhra communal riots last year was appreciated today when several victims and witnesses told the two-man inquiry commission that police in their area had effectively controlled the rampaging mobs and saved their lives.

Deposing before Justice (retd) G T Nanavati and Justice (retd) K G Shah, Mumtaz Pathan a riot victim from Behrampura said her house was reduced to cinders by rioters but police helped them save their lives.

"Had it not been the cooperation of policmen we would have been killed", she said and alleged that people of majority community still harass her when she visits her house to check repairing work.

However, she said that additional police arrangements will help the Muslims in her area live without fear.

Another riot witnesses Prakash Vasani told the panel that police had helped them when his shop was torched in the Kagdapith area on May 10 last year.

Vasani, during cross-examination, however said he had not come to praise the police but only complain that he had not recieved any compensation dispite suffering losses to the tune Rs 12-13 lakh.

Advocate S G Qureshi objected to the recording of Vasani’s statement by the Commission saying the panel was only support to record depositions of incidents that occurred between February 27 to April 30.

Qureshi submitted that earlier also depositions of victims who wanted to speak about incidents that occurred after April 30 were not recorded by the panel.

Justice Nanavati said the panel has recorded the statements of some of the witnesses who also described the incidents after April 30.

Minority community victim Haji Musabhai Patel told the Commission that the police had immediately driven away several non-Muslims who had barged into Ibrahim Saiyed Dargah in the Majurgam area and attempted to occuppy it forcibly. (PTI)
