Lal Singh inaugurates health Mela From Gopal Sharma BASOHLI, Oct 16: Minister for Health and Medical Education, Mr Lal Singh inaugurated first ever three-day grand Health mela at the historic township of Basohli in district Kathua today. In this three day affair, the specialist doctors from Government Medical College Jammu, District hospital Kathua and Sub-District hospital Basohli are providing super-speciality treatment to the patients of this remote and far-flung area. Mobile operation theatre has also been set up to perform surgery on many patients identified by the doctors. Huge rush of patients for eye operations was observed at the camp. Commissioner/Secretary Health and Medical Education Dr Ved Gupta, Principal Medical College Jammu, Dr H L Goswami, Deputy Medical Superintendent of GMC, hospital, Dr Yash Paul Sharma besides CMO Kathua were also present on the occasion. Not only from J&K, but the people from adjoining Himachal and Punjab areas had also arrived to get free of cost treatment in this unique camp. The minister while speaking at the inaugural occasion said that he felt the need of organising such a health mela at Basohli to provide opportunity to the local poor and needy patients to get best treatment at their door-steps. He said most of them being economically poor and backward are unable to bear the expenses and travel to Jammu or even Kathua to get better treatment. Therefore, in order to provide an opportunity to the people of Basohli, Bani and adjoining Billawar constituencies, this camp was arranged. The teams of doctors are examining the patients, identifying those found suitable for operations while others are being given prescriptions. The arrangements have been made to provide free medicines to the poor and needy patients. The women of the area were also provided opportunity to get best treatment from the lady doctors and also a good number of them will be operated upon here. He also asked the doctors to provide best possible treatment to the people and serve them with dedication. He extended thanks to the people of his constituency for shovering love on him and said that only due to their efforts and support he was able to serve them by getting this portfolio. He said he also plans to organise another such grand health fair by inviting some more specialist doctors from outside the state. While referring to the scope of tourism potential in Basohli Thein Dam area, Mr Lal Singh said that he will take up the issue forcefully with State and Central Government. The beautiful Ranjit Sagar Dam can be converted into a best tourist resort of the state. Earlier, the minister inaugurated the new ultra sound unit and upgraded Lab in the Sub-District hospital. The blood collection Centre was also commissioned today. Dr Kumkum Sharma and Dr T R Raina from GMC Jammu were also present on the occasion. Excelsior Correspondent JAMMU, Oct 16: Eighteen Bangladeshis were apprehended by the Army from border areas of Jammu and Kathua districts. Defence sources said that a group of 10 Bangladeshis was nabbed from Phalay Mandal area while they were on their way to exfiltrate towards Pakistan. The group comprised of four males, three females and three children. All were handed over to police after interrogation by Army. Another group of eight Bangladeshis was nabbed from village Thakura, about four kilometres from International Border in Hiranagar sector by the troops. Some villagers spotted the movement of Bangladeshis and immediately passed on information to Army troops, who immediately swung into action and apprehended them before they could succeed in exfiltration. Sources said that hundreds of Bangladeshis have been arrested by the Army in the past two months and recently more than 100 Bangladesh nationals were arrested from Badyal Brahamana area of R S Pura sector. |
Employee of ACRs office assaulted Excelsior Correspondent JAMMU, Oct 16: An employee of the office of Assistant Commissioner Revenue was severely assaulted by a group of persons at Chatha Farm area under the jurisdiction of Satwari Police Station today. Police spokesman said that the victimRaj Kumar had gone to serve summons to one Surjeet Singh of Chatha Farm after ACRs office found three votes on Surjeet Singhs name in the electoral list for District Gurudwara Prabandhak Committee (DGPC) elections. As soon as the victim served summons to Surjeet Singh, the sympathisers of the later pounced on him and kept him in the illegal confinement for the whole day. During the course of confinement, Raj Kumar was severely assaulted by the accused. Later, in the evening they released the victim, who straightway reported the matter to ACR and lodged a complaint with the police. A case has been registered in this connection and further investigations were on. But none of the accused was arrested till late this evening. |
Drug-peddler held, intoxicants recovered Excelsior Correspondent JAMMU, Oct 16: Police today arrested a drug-peddler and recovered large number of intoxicant injections from his possession. Police spokesman said that a police team of Gandhi Nagar Police Station led by SHO S S Sambyal under the supervision of DySP J S Johar raided a house in Nanak Nagar area on the specific information and recovered 43 intoxicant injections from there. The drug-peddlerNaresh Kumar alias Sonu, son of Pritam Singh was immediately arrested and a case has been registered against him. The interrogation of the drug-peddler was going on. Police didnt rule out possible recovery of more intoxicant drugs on his disclosure. |
Two killed in accidents; labourer drowns in canal Excelsior Correspondent JAMMU, Oct 16: Two persons were killed and two others received injuries in separate road accidents while as a labourer was drowned in canal. This apart, a burn victim succumbed to injuries. Police spokesman said that one Aman, son of Sadiq was killed after he was hit by a speeding mini-bus bearing registration number JK14-8536 near Chopra Shop in Udhampur district. He was rushed to District Hospital in critical condition and later, he succumbed to his injuries. Police has registered a case of causing death due to rash and negligent driving against the erring mini-bus driver and arrested him. In another road accident, one Vinod Kumar, son of Omkar Nath Bhan of Talab Tillo was killed after he was hit by a speeding vehicle at Roop Nagar under the jurisdiction of Janipur Police Station. He was rushed to hospital where he succumbed to his injuries. A case has been registered in this connection and further investigations were on. In yet another accident, two personsTarsem, son of Jeet Ram and Ashwani Kumar, son of Madan Lal, both the residents of Pakhian under Kanachak Police Stationreceived injuries in road mishap at Baba-de-Talab. Both have been hospitalised and their condition was stated to be out of danger. Meanwhile, a labourerJoginder Kumar, son of Khem Raj of Chenani was drowned in canal at Trikuta Nagar. He had reportedly gone there to take bath after finishing his job at Railway Station. The body was, later, fished out by the police. A womanAmina Begum, wife of Ahsan Ali of Ustad Mohalla, who was admitted in Government Medical College Hospital on October 13 with critical burn injuries, today succumbed to her injuries. Another womanWazira Bi, who was injured in an assault case on October 14 and was undergoing treatment at GMC Jammu, succumbed to her injuries today. A youth Pawan Kumar, son of Ram Lal of Raipur allegedly consumed poisonous substance at his residence. He was rushed to hospital when spotted unconscious by family members. Doctors attending on him immediately provided him stomach wash treatment followed by other medicare. His condition was stated to be critical when reports last came in. |

little VIPs Excelsior Correspondent SRINAGAR, Oct 16: It was a different evening at the official residence of Chief Minister Mufti Mohammad Sayeed at Maulana Azad Road here. Usually much sought after venue of VIPs, Mufti Sayeed played host to 81 migrant Kashmiri Pandit children residing at Udhampur, Jammu and Delhi. They are currently on their first ever 4-day tour of Kashmir valley, a place they were told to be their motherland, not actually seen by them so far as most of them were born after migration of their parents in traumatized circumstances in 1990. This is yet another bold initiative taken by the coalition government to address the very sensitive and emotional issue of migrants who are yearning to return to their roots but could not muster enough courage to do so, obviously their perception is different. While the parents were dithering, their children made it. The motivators were no other than Jammu & Kashmir Police who took upon itself to bring these children to their roots. Present on the occasion were Minister of State Mr. Raman Mattoo, Director General of Police Mr. Gopal Sharma and Additional Director General of Police Dr. Ashok Bhan. Excited as they were to feel their roots and be the guest of chief executive of the state, children thronged Mufti Sayeed for autographs, may be one of their precious souvenirs to carry back home with lots of sweet memories of their motherland. Responding to their desire, the Chief Minister too did not disappoint any of them. They also had group photographs with him to as another memento from Kashmir. Properly tutored to sing Kashmir songs, may be their parents or teachers in their schools, the children sang these songs which talked about beauty and cuisine of Kashmir. Mufti Sayeed interacted with all of them one by one and enquired about their impressions about the beauty and situation in the valley and the places they visited. They are here for the last three days. They have already visited Pahalgam, Gulmarg, Khir Bhawani, Shankaracharya, Mattan and Hazratbal and were all praise for the scenic splendour of Kashmir. At some of these places they met their counter parts and played cricket with them. They said they were hearing a lot about Kashmir and Kashmiriyat from their parents and had a keen desire to visit the valley. The children had a nice time playing around in the lawns and enjoying the swing ride. Mufti Sayeed told them to bring their parents along for next visit in Kashmir during their school holidays. He told them that their parent have to come back to their homes and hearths and the people here too are keen to receive them. Later, talking to the media persons, the Chief Minister said that it was a small beginning and many more such visits, even of school and college students of the community, are being planned to the valley so that the youth could have a first hand feel of their roots for a new vision. He said after interacting with the children, he has found that they are very vibrant and keen to come back to Kashmir. He said around 500 children from various parts of the country had visited the valley this summer and interacted with the children here. He said such interactions help in better appreciation of the situation on ground and clearing many misconceptions. Surabhi Razdan, 8th class student, now putting up at Noida in Delhi, said that she was feeling on top of the world after visiting the land of her parents. She said their family prior to migration was putting up at Rainawari. Similar were the views of Akshay Fotedar, a 6th class student living in Delhi. All of them had a keen desire to visit their ancestral houses and localities in Kashmir and hoped that this would materialize soon when they come next time with their parents and friends. Akshay Koul, another student of a Delhi school, said that he has found Kashmir more beautiful than he had imagined and feels like to stay here. Sunil Koul, studying in BCA in GGM Science College, Jammu said that after visiting several tourist and heritage places in the valley his desire is to go to Verinag next time to see his village and meet people there. He said since he has no friends or acquaintances in the village but wants to meet youth of his age group there to develop contact with them. Vikram Hangloo, the student of BA Part-I at MAM College, Jammu said that he would bring his parents next summer and visit their Hangul Gund village in Anantnag district. Playing a good host, Mufti Sayeed as he is, he personally attended to each of his little guests and served them kabab, kanti, Kashmiri bakery and kahwa, all Kashmiri delicacies to the pleasant surprise of everyone. |
Rich tributes paid to student martyrs Excelsior Correspondent JAMMU, Oct 16: Different student and political organisations today paid rich tributes to student martyrs who laid down their lives during 1966 agitation while fighting for the cause of Jammu. Jammu Joint Students Federation, Akhil Bhartiya Vidyarthi Parishad, Jammu State Students Morcha and National Students Union of India were among those organisations which observed the martyrs day and paid tributes to student martyrs at their memorial in front of GGM Science College. Jammu Kashmir National Panthers Party was perhaps the only political party which too joined the students in remembering the student martyrs. To pay tributes to the martyrs, JKNPP organised a grand show near the memorial in which party supremo Prof Bhim Singh and their MLAs, participated. Paying tributes to student martyrs, Prof Bhim Singh recalled the 1966 agitation days when GGM Science College premises was virtually converted into Jalianwalla Bagh and three students got killed in police firing on October 16. He said that Jammu people will never forget the supreme sacrifice of the student martyrs who sacrificed their lives for the Jammu people. Other JKNPP leaders, including Minister of State for Animal Husbandry Yashpal Kundal, MLA Balwant Singh Mankotia, Sardar Mushtaq Khan, Rajinder Jamwal and Haridutt Shishu also addressed the gathering and paid tributes to student martyrs. On the occasion, JKNPP also honoured family members of martyr Gulshan Handa, Subash Chander, Brij Mohan and Gurcharan Singh. Earlier, JKNPP activists took out a motor cycle procession from Shahidi Chowk and reached the venue. Jammu Joint Students Federation (JJSF) activists remembered the student martyrs in their traditional style by beginning a three day long fast and Akhand Ramayan Path near the memorial. A number of JJSF activists assembled near the memorial and held a prayer meeting in remembrance of the martyrs. Teachers, staff members and Principal of GGM Science College also joined JJSF activists in paying tributes to the martyrs. Thereafter, three JJSF activists, namely Rohit Khajuria, Rohit Sharma and Kapil Gupta began three day long fast as mark of respect to student martyrs. JJSF president Pushvinder Singh and chairman Kuldeep Chib addressed the gathering and laid a stress to follow the path shown by martyrs. Akhil Bhartiya Vidyarthi Parishad paid tributes to the martyrs and remembered the students sacrifices. The ABVP activists, led by Jammu Mahanagar president Adarsh Kumar, assembled at the Shahidi Sthal and took a pledge to follow the path shown by the martyrs who laid down their lives for the cause of students and for the community as whole. National Students Union of India (NSUI) activists, led by Rajiv Saraf, too paid tributes to the student martyrs at Shahidi Sthal. After laying flowers on the memorial, the NSUI activists observed a two minute silence in memory of the martyrs. On the occasion, Rajiv Saraf appealed all organisations that martyrs day should not be politicised as it was for the cause of students. Jammu State Students Morcha activists, led by Vivek Sharma and GGM Science College president, were also among those who paid tributes to the student martyrs at Shahidi Sthal, today. |

prize of Rs 10000 Excelsior Correspondent SRINAGAR, Oct 16: A highly acclaimed Hindi play Ramlila by Rangyug Jammu was presented by the Jammu and Kashmir Academy of Art, Culture and Languages in collaboration with North Zone Cultural Centre, Patalia at the jam-packed auditorium of Tagore Hall here this evening. The play is based on the communal harmony and mutual brotherhood. Deputy Chief Minister Mangat Ram Sharma was the chief guest on the occasion. Speaking on the occasion, Mr. Sharma said that presenting such plays would go a long way in strengthening the bonds of secularism, communal harmony and mutual brotherhood and called upon the Academy to stage such type of plays at different parts in Jammu and Kashmir. He said such plays bring people closer to each other and help to know the rich cultural heritage of the state. Presenting such type of plays is of grade significance when the enemies of the people are hell bent to disturb the peaceful conditions and foment communal trouble. Complementing the newly appointed Secretary, the Deputy Chief Minister hoped that he would make every possible effort to rejuvenate the Cultural Academy and restore its pristine glory. He also had a word of appreciation for those who participated in the play. He gave a cash prize of Rs. 10000 to the artists who performed in the play. The one and a half hour long play was directed by Rakesh Singh, an alumnus of National School of Drama, who as a member of Rangyug Parivar has given his debut performance through this play. The Rangyug is imparting training to young individuals not only about acting or stage skills but also helps in developing their personalities. Earlier, the Secretary Cultural Academy, Romesh Mehta in his welcome address said that various steps have been taken to reactivate the Academy. He said a theatre festival is being organized in Jammu in March where different plays from Jammu and Kashmir would be staged. The plays would be based on the rich cultural heritage of the state. Pankaj Pradhan had presented the music for the play while the back stage team include Soham, Rishi, Ravinder, Sonia, Anu, Rohit, Pankaj, Prince Ranjan, Manas, Ankur, Arun, Sonu Nayyar. SKNMIT office bearer's bid to lift cash certificate Excelsior Correspondent SRINAGAR, Oct 16: One office bearer of Sher-I-Kashmir National Medical Institute Trust, Mohammed Yaseen Haqani tried to hide a cash certificate of Rs. 8.59 lakh while identifying files of the trust office in Kashmir Nursing Home. This was reported to the High Court today by the Deputy Registrar Judicial who was ordered by the High Court yesterday in the writ petition filed by SKNMIT to be present and supply photocopies of the documents supporting the submission made in the writ petition. The Deputy Registrar prayed that there is need for constant vigil during the process of searching of record in order to avoid tampering, misplacing and theft especially in view of this incident. The High Court had yesterday ordered Jammu and Kashmir Government to open the office of the Trust and allow entry of Deputy Registrar Judicial alongwith two office bearers of the Trust to identify the files in which documents are contained. The court also ordered the Deputy Registrar to make an inventory of documents and handover these to the office bearers of the Trust for building the arguments on their behalf in the court. The court today said that it would take a decision on the incident relating to pocketing of cash certificate by one of the office bearers at the time of hearing the main petition. |
Settlement of migrant relief cases ordered Excelsior Correspondent SRINAGAR, Oct 16: Jammu and Kashmir Core Group on Migrants today ordered early verification of gutted property in Kashmir valley to facilitate settling of relief cases by next month. The 8-member core group set up by the state Government took a comprehensive view of the problems of migrants with special reference to employment opportunities. The grievances of Kashmiri Pandits staying back in the valley were also considered alongwith confidence building measures required for the community. Principal Secretary, Planning Vijay Bakaya chaired the meeting. It was decided that the cases of payment of rent to migrants on account of use of their property by para-military forces would be resolved by next month. The group decided that inventory of the migrant property made earlier would also be updated through Divisional Commissioner, Kashmir by next month. Later, the inventory would be displayed for information of the migrants in the office of Relief Commissioner, Jammu and Kashmir, Resident Commissioner, New Delhi and any other office identified by Divisional Commissioner, Kashmir. The group also considered one time exception for inclusion of the new born babies in the migrant list who are time barred and decided that the apex level committee should take a sympathetic view of the matter. The group considered provision of employment to the migrants as well as those members of the family who stayed back in the valley in difficult conditions and decided that while, they need to be absorbed in Government as well as private sector, all the vacant posts in the relief organization would be advertised for appointment of migrant unemployed youth on contract basis. The group felt the need of maintaining the assets in migrant camps as otherwise these would collapse. The Relief Commissioner, Migrant was asked to attend to it and also send a proposal to Revenue Department. Among others Financial Commissioner, Revenue N. R. 88 cases settled in Lok Adalat held at Poonch Excelsior Correspondent POONCH, Oct 16: The Lok Adalat and Legal Awareness Camp was organised on October 15 and 16 at District Court Complex Poonch, which was presided over by Mr Shakti Gupta, chairman District Legal Services Authority (Principal District and Sessions Judge) Poonch and assisted by Mr S K Bhagat CJM, Poonch, Mr M A Khan, Munsiff of Poonch and Mr Surinder Singh, Mobile Magistrate (Traffic) Poonch. In the Lok Adalat held on October 15 and 16 due to mediation, negotiation and conciliation 88 cases were settled which included three civil cases, 14 criminal cases, 55 traffic challans, one matrimonial, 5 Robkars, two labour cases and 8 executions with regard to interim award and compensation were disposed off. Rs 4,02,750 were recovered in the execution which in turn were disbursed to the genuine claimants, Rs 10,000 as penalty in the Robkars and Rs 12,750 was realized as fine in traffic challans. General public was made aware about concept of Lok Adalat, which attended in large numbers despite the area having been badly infested with terrorists. Next Lok Adalat shall be held on November 9 and 10. |

students apprise Div Comm of Excelsior Correspondent JAMMU, Oct 16 : Reiterating their demands for introduction of carry-on system and thorough probe into alleged irregularities in their examination results, Polytechnic students again held a massive demonstration in front of J&K Technical Board office, here today. The protesting students also submitted a memorandum to Divisional Commissioner Jammu, at his office and apprised him of their grievances and demands. Shouting slogans against the Technical Board and in favour of their demands, students of different Polytechnics assembled near the Technical Board office at Bikram Chowk and held demonstration. After half an hour protest, the students, led by SSF president Rajinder Singh Jogi, marched towards PDP Headquarters in Gandhi Nagar and held a demonstration there also. They were demanding intervention of the Government into the matter and order a thorough probe into alleged irregularities in the examination results of Polytechnics. The protesting students also staged a dharna in front of PDP headquarters before marching towards Divisional Commissioners office where a memorandum was submitted to him. |
BJP asks Dogra Sadar Sabha not to raise parallel body Excelsior Correspondent JAMMU, Oct 16: BJP spokesman Prof Hari Om has expressed deep anguish over the attempt of the Congress dominated Dogra Sadar Sabha leaders to politicize and weaken the noble cause of Dogri by holding parallel meetings. Prof Hari Om said Dogra Sadar Sabha should not act as a parallel body to the non-political Dogri Sangarsh Morcha, which has been carrying on a relentless struggle since long to ensure inclusion of Dogri in the 8th Schedule of the Indian Constitution. He asserted that Morcha is fortunate to have among its members persons of repute and excellence, who are really committed to the cause of people of Jammu. The BJP spokesman has appealed to all the political, socio-cultural and religious organizations, literary groups and educational societies to extend their unflinching support to the Dogri Sangarsh Morcha. He said if Congress dominated Dogra Sadar Sabha sincerely wishes an honourable place for Dogri in the comity of languages as well as its inclusion in the 8th Schedule of the Constitution, it has no other option but to stop functioning as a parallel organization to the Dogri Sangarsh Morcha and join whole-heartedly the on-going movement under the guidance and inspiration of the dedicated Morcha leaders. He also reminded the Dogra Sadar Sabha leaders that people of Jammu have already suffered very heavy political, economic and socio-cultural losses owing to their failure to present a united face and stated that need of the hour is to rise above petty politics and fight unitedly not only for the cause of Dogri, but also for general political and economic rights of the people of Jammu region and its distinct identity. |
Veeri conducts surprise inspection of exam centre Excelsior Correspondent SRINAGAR, Oct 16: The Minister of State for Education, Abdul Rehman Veeri today made surprise inspection of the secondary school examination centre at Government Higher Secondary School Chrar-e-Sharief. The Minister checked the admit cards, answer sheets of the students in the presence of the invigilating staff at the Centre. MLC, Charar-e-Sharief, Ghulam Nabi Lone accompanied the Minister. A total of 38,000 students through 366 examination centres are appearing in the secondary school examination in Kashmir division, which has started from 9th of October. The Minister also went round the examination centre to check the presence of any disturbing element in or around the centre. He appealed to the students as well as the invigilators to maintain the sanctity of the examinations, which are basis of the accountable and effective education system of the state. The Minister later visited the Higher Secondary School Nagam and inaugurated the computer lab in the school. Mr Veeri said that the Government is making all out efforts to provide computer education in every higher secondary school of the state and ultimately to start computer classes for the students from 9th standards onwards in Government schools. |

"Instead of hankering after money, Engineers must shoulder the responsibility of improving road network of the State, which was in dilapidated condition when the coalition Government took over the reigns", he stressed while alleging that the previous regime always remained busy in the politics of favoritism and gave nod to only those projects which suited it. Jammu and Kashmir, he said, has over 5700 kilometers of road length which requires Rs 50 crore for its maintenance but Government could earmark only Rs 9 crore for the same and proper maintenance was possible only when Engineers shun lust for money and contribute properly in development process. "The maintenance of the roads is the job of every individual and they can be kept in good position only with the collective efforts of department and common masses", he said and asked the people to maintain hawks eyes on the contractors so that they could not compromise on quality materials. The Minister said that PWD Fortnight Celebrations-2003 was organised so that people, MLAs and Non-Governmental Organisations (NGOs) could highlight the short-comings of the Department and action could be taken accordingly. Addressing the gathering, Chief Engineer A S Wazir said that the fortnight was organised to bring an end to general lethargy among the officers of the Department. "The celebrations were also aimed at clearing the misconceptions among the people about the Department. Niaz urges people to use electricity judiciously Excelsior Correspondent Rajouri, Oct 16: Minister for Power, Mohammad Sharief Niaz has said that the State Government is contemplating to establish number of mini hydel projects to overcome the deficiency of power generation in the state. The Minister was addressing a public meeting at Rajouri, yesterday Minister of State for Forests and Fisheries, Thakur Puran Singh was also present on the occasion. Mr Niaz said that twelve mini hydel projects have already been cleared by the Government recently, which include one each to be constructed at Thanda Pani and Chingus in Rajouri district and at Mandi in district Poonch. He said that the state has a vast potential for such projects as the area has been blessed with numerous water resources. The Minister said that power generation has been accorded top priority as this would not only promote industries, which further will help in creating employment, but also raise the socio-economic standard of the people. The Minister appealed to the people to deposit their electricity bills honestly and sincerely as this revenue collection is ultimately utilized in further development of the state. He asked people to use power judiciously and reiterated the resolve of Government to provide round the clock un-interrupted power supply to the people, as apart of which nine hour power curtailment has already been reduced by 50 per cent, he said. The Minister asked the people to remain vigilant from the evil designs of the disruptive elements who are bent upon to destabilizing peace and secular fabric of the state. He sought peoples cooperation for successful execution of development, social welfare and employment generation programmes launched by the government. The Minister for Power, who is also the Chairman of the Rajouri district Development Board, referring to various demands projected by the people assured that these would be recommended to the government in the boards meeting. Thakur Puran Singh said that through implementation of Common Minimum Programme the State Government is committed to create as much job opportunities as possible for the unemployed. sanctions Excelsior Correspondent JAMMU, Oct 16: Continuing for the seventh consecutive year, the Harbans Bhalla Educational Trust this year sanctioned educational scholarships to 138 meritorious cum needy students who are studying in 34 rural and 7 urban schools of Jammu district. The total amount of scholarship which is payable to the students in three installments is Rs 20100. Out of total 138 students 113 female students and 25 males students and 77 students are such students who have been getting scholarship from the Trust for the past many years. Some students who have been getting scholarship from the Trust when they were in their upper primary classes are now studying in colleges and they continue to get scholarship from the Trust. Speaking on the occasion, Kunil Bhalla, Managing Trustee said that as a policy student once selected for the scholarship will continue to get financial support from the Trust as long as the student is studying provided his performance does not fall. Mr Bhalla further said that objective of the Trust is not merely a charity distribution of money but to help a budding student overcome financial constraints and fulfill his/her education pursuits and to become an earning member of her/his family. have launched malicious Excelsior Correspondent JAMMU, Oct 16: Taking strong exception of the news-item published in a local english daily, Edward Joy of Thyrocare Services today said that there was nexus between some doctors and agents, who have launched malicious campaign against their laboratory. Addressing a press conference, Mr Joy said that Thyrocare Services has been charging nominally from the patients as compared to some other laboratories in the city. "Due to our efficient service and nominal charges, we have been getting encouraging response in city but some doctors, who have been charging commission from other laboratories, were finding it difficult to digest our popularity", he said and alleged that these doctors and their agents have hatched a conspiracy to defame us as we flatly refused to give them commission. "We are the franchise of Thyrocare, collecting specimen from this part of the country and sending it to our laboratory at Mumbai. We have done in the past six years more than a lakh investigations and the quality, speed and cost we have maintained has won the majority of medical consultants as our well wishers", he said. "Thyrocare never encouraged those doctors who sent their patients to local laboratory which charge high amount from patients and give incentives to the referring doctors on monthly basis", he said, adding, "this amount to extra bonus to them and some doctors enjoy it". Mr Joy disclosed that during the last six years they have received many calls from some senior doctors from Government Medical College that they are ready to send their patients to Thyrocare if incentives will be given to them. "As we rejected their offers this created worry to some segment of the diagnostic labs and doctors and they have started calling us to close down our operations and have threatened us to leave", he said, adding, "recently a doctor of GMC has threatened us that he will make us to leave this place". Terming the report published in a local english daily as fabricated and false, Mr Joy clarified, "only to keep up his personal grudge against Thyrocare this doctor has given his statement that a TSH valued patient went to coma while operating. A local lab was given TSH values 5.75. TSH value upto 6.0 is normal. From this it is very clear that patients going to coma was due to some other reasons, not because of the normal TSH values". on NH Excelsior Correspondent Jammu, Oct 16: As part of its campaign to streamline the transport system and check the growing menace of over loading, over charging and ticket less traveling, the Motor Vehicle Department has launched a comprehensive drive throughout the Jammu region in a phased manners. In the first phase of the drive, a team of Inspectors of Motor Vehicle Department lead by RTO, Jammu, S. Gurdarshan Singh made surprise checking of buses, matadors and trucks etc on Jammu-Lakhanpur National Highway by holding nakas at Kunjwani, Baribrahamana, Samba, Deyala Check and Lakhanpur today. The checking team found that 58 vehicles plying on the National Highway were operating in contravention of provision of Motor Vehicle Act. Of these, 47 vehicles were compounded and a fine of Rs. 71, 600 was recovered on spot from them. The checking team also found that 11 vehicles including mostly matadors and buses were plying without obeying traffic rules and violating Motor Vehicle Act. Their documents were seized, cases registered and challans imposed for necessary action. While interacting with the motor operators and local transporters, the RTO asked them to adhere to the rules and regulations of the MVD and warned them not to indulge in the malpractices of operating the vehicles without proper permission from the concerned authority. He also warned them to desist from the prevailing practices of overloading and ex-orbitant charging. He asked the conductors to behave properly with the passengers especially, the senior citizens, physically handicapped, women passengers and government employees. He said that the operators violating the rules of MVA would be dealt with severely under rules. The vehicles not plying on their permitted routes would be punished by cancellation of their route permit on the spot. Mr. Singh appealed the commuters and passengers to lodge complaints regarding misbehavior of the conductors, over charging, over loading and not halting at proper stops, rash driving at the RTO office Jammu. Delivering the lecture, Dr Satya Dev Gupta, Head of the Department of Anaesthesia said that CPR is the most important technique which should be known to everyone because commonman may also at times encounter such emergency. "This procedure can save life of a dying person if CPR started immediately", he said and added that since the fire brigade personnel are usually the first responders to many emergencies they should be aware of this technique to save the lives of people. A team of Anaesthesia comprising of Dr Sameer, Dr Sudhakar Sharma, Dr Sheetal, Dr Juhi and Dr Tilak, all Post Graduates and Anaesthesia Technician Kulbhushan trained the fire service personnel on how to provide Cardiopulmonary Resuscitation. The Minister was speaking at the inaugural session of one-day seminar on "Rural Employment Generation Programme" organized by Khadi Village Industries Commission (KVIC) at Women Polytechnic, Bemina. No industry can flourish economically and commercially without proper knowledge of viable technologies, he added. Expressing concern over mounting urbanization among the ruralties, he said that it has badly affected the rural prosperity and is leading the villages to self-destruction. Consumer Column By Avtar Bhat Failure of Government and milk supply agencies to reach a consensus on the price of milk and its products has led to the scarcity of these essential items in the market for over a month now. Such an irresponsible attitude of both sides has led to the problems of the people especially in this festival season when the demand of both milk and its products is on increase in the market. The people however heaved a sigh of relief to some extent when on the intervention of some religious and social organizations the leading suppliers agreed to resume the supply in view of the festival season. These organizations otherwise had stopped the supply demanding the enhancement of rates of both milk and curd. But still the scarcity problem has not been fully solved and the people are facing the hardships. Many shopkeepers dealing in milk and cheese have closed down their shops in the city and suburbs due to shortage of supply. As the agencies responsible for regulating the prices of milk and its products were sleeping over the issue, there are allegations from various quarters that the artificial scarcity has been deliberately created under a hatched conspiracy to add to the woes of the masses during the festival season. Such an attitude of the Government which has totally failed to regulate the prices of the essential commodities like milk in the market has generated a lot of public anger. This resentment is genuine for all practical purposes as the people have been put to many hardships due to no availability of milk and cheese. Going through the rate lists of milk prescribed by the Government few years back the cow milk containing 3.5 percent fat and 8.5 SNF will cost Rs 8.5 per litre and the standard milk containing 4.5 percent fat and 8.5 percent SNF will cost Rs 9 a litre. The price of standard milk boiled with 4.5 per cent fat and 8.5 percent SNF has been fixed at Rs 10.per litre, while buffalo milk containing 5.5 percent fat and 9.5 percent SNF will cost Rs 11 per litre. The rate of buffalo milk boiled with 5.5 fat and 9.5 per cent SNF has been fixed Rs 12 per litre. The curd standard milk will cost Rs 13 per litre and the cheese without water conducts will cost Rs 60 per kg. A notification to this effect has been issued by the Director Consumer Affairs and Public Distribution Jammu on August 5 this year. Under this notification the shopkeepers have been asked to display the rates at their business premises in bold letters and failure to do so will render the defaulters liable to action under law, the notification reads. But plainly speaking except the prices of cheese and curd, this rate list was not respected by the shopkeepers any where in rural and urban areas in Jammu province. For the information of the Government agencies regulating the prices, the milk is nowhere sold at the rate of Rs 8.50 or Rs 9.0 a kg and no fat content is checked in it. No where in Jammu region the cow milk is available less than Rs 12 a kg while the buffalo milk is sold from Rs 13 to 14 a kg. After this notification was issued different milk supply agencies and local unions defied it and demanded that the prices of the milk and its products be revised which have been fixed over two years back. This resulted into a stalemate between the Government agencies and the suppliers as the both sticked to their respective stand. Seeing that Government was not ready to budge from its stand the local milk unions and non local milk agencies either stopped the supply or decreased it to a some extent which resulted into the scarcity of milk and its products in the market. This has led to many problems and trouble to the people. This has made evident that the main reason for the prevailing deadlock between the price regulating organizations and different supply agencies is over the prices of milk and cheese. The later has demanded that the milk and cheese prices be enhanced as the fodder and feed for the cattle has become much dearer over the years. While the leading milk suppliers including Surya has totally shown its reluctance to supply the cheese and milk at the rates prescribed by the Government, some local suppliers also supported them and demanded the enhancement of rate. The Government organizations on other side say that enhancement of prices at this stage will not be consumer friendly step and it would add to their problems and hardships. Moreover these Government organizations which have been empowered to take a decision regarding the revision of prices of milk and its products were of the opinion that it will not be opportune to enhance the rate at this period when milk is not available in abundance. So they have decided to hold another meeting to ascertain the views of all the organizations including the consumer bodies before taking the final decision. However, the Director Food and Supplies was optimistic that the decision regarding the revision will be announced after the Diwali as the shortage of milk would have ended by that period. But the Jammu Milk Supply Union is also strongly advocating for the enhancement of rate. President of the Union while arguing for the demand says the Government is supposed to enhance the rate of milk and its products after every three months but in J&K the rate has not been revised for last over three years despite the fact that the prices of fodder has touched heights over these years. So one fails to understand the logic behind the stand taken by the Government agencies. When they could not maintain and regulate the rates fixed by them over four years back how do they expect that they can maintain it in future. The rigidness of both sides is going to help nobody but to add to the problems and woes of the consumers. Moreover apart from their business interests the milk supply agencies should also maintain a consumer friendly attitude and take the problems suffered by the masses into account and ask for the price of milk which will not break the back of consumers and are also justifiable. One will realm not disagree with the Director Food Supplies that some suppliers have no logic in demanding the rate of milk for Rs 18 a kg and cheese at Rs 90. But this issue can be sorted out through a consensus. Veeri addresses seminar on AIDS Excelsior Correspondent SRINAGAR, Oct 16: The Minister of State for Education, Mr Abdul Rehman Veeri today said that education is a multidimensional sector whose objective cannot be limited to obtaining certificates and seeking employment alone rather it bears the responsibility of constructing a healthy, conscious and progressive society. Vulnerable diseases like HIV-AIDS that have taken the form of a curse come up as one of the biggest challenges could be checked only by making common masses aware for which every section of the intelligentsia will have to contribute. The Minister was speaking at a one-day seminar on AIDS awareness organized by Indira Gandhi National Open University at Amar Singh College here today. The delegates from all three regions of the state participated in the seminar. MLC, Ghulam Nabi Lone was also present on the occasion. Addressing the gathering, Mr Veeri said that the deadly disease is spreading fast and as per reports can lead to the death of more than 20,000 people in the state of J&K by the year 2010. Addressing one-day seminar on citizen empowerment and e-powerment organized by the Union Ministry of Information Technology and IT Department of State Government here this morning, the Chief Minister said that the enemies of peace would continue to make effort to create obstacles in restoration of normalcy but they would never succeed in their designs. These would be foiled with the cooperation of the people, he added. The Chief Minister said that the people of the state for the first time felt in the last assembly election that they are the masters who can elect or remove Governments and not the New Delhi. They genuinely felt that there should be no hegemony of any individual or party. He said the discernible improvement in the situation is because of the people and the coalition Government is facilitating it. It is endeavouring to be responsive to the genuine urges and aspirations of the people. Saying that the centre is very considerate in helping us in all spheres, the Chief Minister asserted that Jammu and Kashmir is part of democratic India and it has every right to seek fruits of development that had touched different parts of the country. He said if a good thing is done for the people of the state, they respond positively which helps in further relaxing the situation. The Chief Minister said that the state has suffered immensely due to militancy. Thousands of children rendered orphans, to whom we want to give a vision and bright future. He said many children born after 1989 could not see even schools and play fields. Saying that distance between Kashmir and Delhi is just of one hour but the mental distance is very long. He, however, expressed happiness that this mindset is now changing fast and the people across the country are realizing that the situation in Jammu and Kashmir has considerably improved. Emphasizing that every visit to Kashmir is a step towards peace, Mufti Sayeed appreciated the gesture of Amul Dairy to set up Rs. 10 crore plant here and the keen interest several investors from outside Jammu and Kashmir are taking for industrial development of the state. He said this besides creating employment opportunities, would also prove a big morale booster for the people of the state. |
