Baig reiterates commitment to provide
one job for each family

Excelsior Correspondent

ANANTNAG, Oct 14: Reiterating the Coalition Government’s commitment to provide Government job to atleast one member of each family, Minister for Finance and Planning, Muzaffar Hussain Baig today said the Government would ensure that, by the time it completes its term in office, not a single educated unemployed youth remains without a job in the State.

Addressing a public meeting after laying the foundation stone of 120 feet long bridge at Kadpora in Shangus constituency of district Anantnag, the Minister said," we would never backtrack on the promises made with the people in our Common Minimum Programme (CMP) and I assure you we are slowly but steadily heading towards fulfilling each and every commitment made with the people but give us the time to do so don’t be impatient." He, however, said the jobs would not be distributed on a platter among the kith and kin of the powerful lot, as was the practice in the past. "All the appointments would be made purely on merit without any favour to anybody," he asserted and observed with satisfaction the fact that there have been no complaints of any discrepancies in the appointments made during the tenure of the present Government.

Mr Baig said despite financial constraints, the Government has during its one year rule provided Government jobs to around 30,000 educated youth in addition to making around 3000 appointments under SRO-43. He said various avenues are being explored to absorb as many educated youth as possible in Government and non-Government sectors to cope up with the daunting problem of unemployment. "The Chief Minister is seriously pursuing the 1 lakh job package announced by the Prime Minister, Atal Bihari Vajpayee for Jammu and Kashmir and a lot of progress has already been made on this count," he said adding that fresh and lucrative openings are being offered to the educated unemployed youth to set up income generating units in various sectors to create job opportunities not only for themselves but for others as well.

Mr Baig said the pace of development has gained a new momentum and lot of projects and schemes have been taken up for execution across the State. He said a lot needs to be to done to extend basic amenities like roads, potable water, electricity, healthcare and quality education available to the people in the nook and corner of the State.

The present Government, Mr Baig said has waged a war against corruption and nepotism, a menace that was prevalent in the past regimes. He sought people’s cooperation in eradicating this menace from both the society and the Government.

On the political front, Mr Baig said the Government is committed to work for the restoration of peace and normalcy with honor and dignity. "The continued hostility between India and Pakistan because of Kashmir is eating into the vitals of their economy," he said adding that the Peoples Democratic Party stands for negotiated settlement of the Kashmir issue. "What have we achieved by resorting to blood-spilling for more than a decade except leaving behind thousands of orphans, widows and destitute parents and a traumatized young generation whose youth has been destroyed by the bullets and blood they see every day around them. "We have to put an end to this senseless blood-letting to safeguard the future of our young generations for which stability and peace are must," he asserted.

Mr Baig said there was no threat to the Coalition Government and it would complete its full term as it enjoys the trust and support of the people.

Responding to the demands made by the locals, Mr Baig announced Rs 10 lakh for Thallar Dam on which work would be started soon. He said Rs 60 crore are being spent on construction of a new district hospital in Anantnag. He also announced Rs 50,000 for the repairs of Iqra Public School. He said Rs 1.35 crore are being spent on the Kadpora bridge which would provide connectivity to around 40 villages in the area.

Despite the revenue records, the revenue officials issued "Fard" numbers in favour of the influential persons who are raising construction on the land which infact was reserved for grazing.

A writ petition has been filed by Mulkh Raj Sharma, Numberdar of village Manda, in the State High Courts for restraining the respondents from encroaching the land.

Smuggling of drugs, gold almost comes to halt in Samba sector
Sealing of border with Pak impossible: BSF

By Gopal Sharma

JAMMU, Oct 14: It is not difficult but impossible to completely seal the international border and prevent the intrusion of Pak trained militants along the international border in Jammu sector till the fencing work is completed.

Though for the last several years now, the smuggling of gold and narcotics has come to near halt in Samba sector yet the infiltration from some areas with the support of Pak Rangers and local guides was going on. It was not possible to completely seal the borders and in some areas the topography too, helps the intruders in their designs. But the BSF men were keeping a high alert to prevent incidents of intrusion in their respective areas.

Disclosing this to Excelsior, a senior BSF officer of Jammu sector said that strategy of long range and short range patrols has been reviewed and surprise naka points are identified. The naka points are made to change regularly along the infiltration routes. But the guides and the Pak Rangers always try to discover new routes for ensuring safe passage to the militants. The recent incidents of infiltration from Hiranagar and Kathua and the longest ever encounter at Ghati invited attention of many agencies and the security was reviewed immediately in the high level meet and another follow up meeting.

The officer, who preferred anonymity, responding to another question disclosed that at present there were no reports about smuggling of gold or narcotics from this area but Pak troops some times facilitate arms smugglers and Pak trained intruders to push in arms and explosives this side. They dig river beds, hide consignments into this side taking cover of darkness and bad weather and later, local guides or ultras after receiving inputs from across, try to dig out the consignment.

The intelligence inputs have also indicated that habitual smugglers from Amritsar, Ajnala and Gurdaspur belt of Punjab are not now operating through Samba and Kathua. Narcotic Control Bureau, Amritsar in Punjab has also definite information about it. Not even a single such consignment has been recovered in this sector in past two-three years now. The smugglers continue to shift their traditional routes and modus operandi. The high alert along border and massive activity of fencing also create hurdles in their cross- border activity .

The officer further said it was not possible to make human-chain all along the border and keep a jawan everywhere round the clock. Nodoubt, we have deployed sufficient number of security force personnel all along the border to check infiltration but taking advantage of topography (broken land), thick bushes, darkness and hostile weather, the intruders somehow manage sometimes to cross over to this side. Fencing is the best solution to check infiltration in this sector as it has reduced the intrusion in Punjab sector up to almost zero level now.

Replying to yet another question, he said some intelligence inputs have indicated the clandestine activities of habitual border crossers in Akhnoor sector but at the moment, the much needed concentration is being given on checking infiltration of armed militants and anti-insurgency operations by the force. A general alert has already been sounded all along the border and several additional nakka points have been established to keep a check on the activities of intruders. He, however, claimed that with the fencing of IB and Basantar river near Samba, the main infiltration routes in this particular area have been plugged. The Army and the Border police is also forming the second and third line of defence along the IB.

Varsity Notes
MA Urdu Professional Course shows way
to other Language Departments

By Nishikant Khajuria

Though underdeveloped itself, two year old Post-MA Urdu Professional Course in Jammu University may show the way to other Language Departments and encourage them for adopting similar professional courses instead of continuing with unproductive and stereotype ones for meeting the challenges of new age.

The unique course was introduced in JU in 2001 with the sole purpose to provide practical know-how and skilled knowledge to the students in computer applications, Urdu journalism, Urdu translation and creative writing in Urdu prose.

The course is now two years old and first batch of MA Urdu Professional is passing out this year with a ray of hope that they can also have an independent placement without falling back upon the Government.

The course has gained reputation in the country and according to Incharge MA Urdu Professional, Prof Zahur-ud-Din, regular requests are being received from various universities of the country and abroad seeking syllabus and study material for the course.

Sensing great importance of the course, Vice-Chancellor Prof Amitabh Mattoo constituted a five member committee seeking recommendations for its further development. The committee, headed by Dean Academic Affairs Prof O P Sharma and comprising Prof A N Sadhu, Prof N A Ganai, Prof Zahoor-ud-Din and Dr Shohab Inayat Malik, met twice and resolved some vital recommendations.

According to sources, the committee in its final meeting held yesterday, has resolved and recommended that the course be made autonomous, permanent faculty positions (one Professor and one Lecturer) be created, separate building should be constructed and adequate funds be released for running the course.

These recommendations are being sent to Vice-Chancellor Prof Amitabh Mattoo for his consideration and then approval for University Syndicate and the Council. Almost similar recommendations have already been sent to UGC for its approval.

Further, the adhoc board of studies constituted by Vice-Chancellor, comprising reputed experts from electronic and print media, is also exploring the possibilities of introducing some other additional professional courses.
