JAMMU, Oct 9: Three day national seminar on ‘Geohazards in North-West Himalaya’ began at Jammu University, here today.

In his inaugural address, Prof B R Arora, Director Wadia Institute of Himalayan Geology, Dehradun, who was chief guest on the occasion, highlighted the importance of studies of Geohazards.

Seeking a national policy on geohazards, Prof Arora said that since Jammu and Kashmir falls under seismic zone, preventive measures should be taken to meet with man made as well as natural calamities. "Since predictions can not be made on earthquakes, we should make efforts to minimise disaster because of the calamity," he said.

JU Vice-Chancellor Prof Amitabh Mattoo imphasised for preventive measures to counter dangers of geohazards, particularly with respect to North-West Himalaya which included Jammu and Kashmir. He impressed upon the Geoscientists to help prepare hazard zonation maps for use of the society.

Prof C S Sudan, Head of PG Department of Geology, presented the welcome address and listed achievements of the Geology Department in Jammu University which in collaboration with Indian Geologist Association, Chandigarh, has organised the seminar.

He disclosed that the PG Department of Geology has got grants of over Rs 1 crore from various resources for further research on Geology researches.

Prof B L Dhar presented vote of thanks. Earlier, the three-day seminar was formally inaugurated by Prof Arora and Prof Mattoo by lighting traditional lamp.

The inaugural session was followed by deliberation session in which different delegates presented their papers. About two dozen scholar delegates from different parts of the country are attending the seminar. These delegates will take part in deliberations of the seminar and present their papers.

On the occasion, Prof G V R Prasad of Jammu University, the recipient of this year’s Shanti Sarup Bhatnagar award in Earth and Atmospheric Science was given a standing felicitation.

Attempt to evade ST foiled, Rs 1.13 lakh recovered

LAKHANPUR, Oct 9: Sales Tax check-post Lakhanpur, recovered a fine to the tune of Rs 1.13 lakh from two vehicles for attempting to import taxable goods into the State clandestinely.

This included Rs78,648 recovered from owner of a video coach bearing No. HP01 1674 plying from Chandigarh to Jammu and Rs 34,080 recovered from the owner of a Mahindra Jeep bearing No. JK08 9356.

The video coach sped away at 2 am in the dead of night when the Sales Tax staff led by Mr G M Dar, Excise and Taxation Officer, was conducting the routine check of the vehicles. Getting suspicious, check post staff chased the vehicle and intercepted it at Bikram Chowk Jammu. The vehicle was carrying stationery worth Rs 87,200 clandestinely without any authorization and evading Sales Tax. The staff brought the vehicle to the check post and thereafter security and penalty of Rs 78,648 was levied and recovered from the defaulters.

In another case, on a tip off that a Mahindra Jeep was importing edible oil into the State clandestinely at 9 am via river Ravi, the vigilant Sales Tax staff led by ETO G M Dar again swung into action and intercepted the vehicle. Subsequently it was revealed that 100 plus tins of edible oil costing Rs 60,000 were being imported unauthorisedly and a security and penalty of Rs 34,080 was levied and recovered from the offender.

While hailing the increased vigil and check exhibited by the staff at the check post, the Deputy Commissioner Sales Tax, Ajaz A Kakroo appealed to the transporters, bus operators and traders to refrain from attempting to import goods into the State by evading Sales Tax. The staff at the check post was impressed upon to continue to be vigilant so as to foil the attempts of tax evaders to hoodwink the authorities.

SRINAGAR, Oct 9: Former Member of Parliament (MP), Abdul Rashid Kabuli today stated that last Assembly elections were not free and fair at all. He also castigated Mufti Mohammed Sayeed led coalition Government saying it had "failed to deliver and work according to its manifesto".

While addressing a news conference on the sidelines of launching a new political organisation "Jammu and Kashmir National Democratic Front (JKNDF)", Mr Kabuli said that even Prime Minister Atal Bihari Vajpayee had many a time acknowledged non-existence of democracy in the State.

"I’m not committing any crime when I say democracy has been never in the State. Infact Atal Ji also said so a many times. Last (Assembly) elections were also rigged as usual," Mr Kabuli remarked. Added he: "People in the Srinagar city boycotted last Assembly elections. The boycott was not because of militant threat but people themselves choose not to participate. And also I reject last elections were free and fair."

Mr Kabuli, who was the former vice president of the state unit of Bhartiya Janta Party (BJP), was critical of Mufti led coalition Government. "On personal front, I have high regards for Mufti sahib. But fact is that the PDP led Government has failed to deliver vis-à-vis its pre-poll promises. Custodial deaths are on and Mr Mufti’s slogans are proving just a hoax," he elaborated.

He said that India and Pakistan could only resolve the Kashmir issue. "It’s a plain talk that only India and Pakistan can resolve the burning issue of Kashmir," he asserted and observed that if militancy and counter-militancy continues for more than five or 10 years, Kashmiris would vanish.

Mr Kabuli advocated release of hundreds of detenues arrested on flimsy grounds, removal of draconian laws from statute book, and end to custodial killings. He also said that security forces be sent back to the barracks to help ease the situation for peaceful political activities.

JAMMU, Oct 9: A day after lodging a First Information Report (FIR) against prominent National Conference leader and former Housing and Urban Development Minister, Ghulam Mohi-ud-Din Shah and three Government officers, the Vigilance Organisation today searched the office of Jammu Development Authority (JDA) and seized records relating to the land scandal.

A team of Vigilance Organisation sleuths raided Vikas Bhawan housing JDA office and seized records, including three files, important documents and official letters of former Minister sent to the JDA, official sources said.

The Vigilance team, which was led by SSP Vigilance Alok Puri, who was yesterday named Investigating Officer in Roop Nagar strip allotment scandal, stayed in JDA office for about one hour. The team, however, didn’t subject any officer or official to questioning but only sought the relevant records pertaining to the allotments.

"Only three files and some letters were seized during the raid", the sources said and denied a report circulated by a news agency that 72 files were seized during the raid.

Seized record will be examined by the Vigilance sleuths during the investigations. Sources, however, didn’t rule out the possibility of another round of raid in JDA’s office to seize more records, if required.

In the first action against a Minister of erstwhile NC Government headed by Farooq Abdullah, the Vigilance Organisation had yesterday registered cases against Shah, who is currently NC Legislative Party (NCLP) chief and three top officials including former Commissioner Secretary Housing Ghulam Nabi Ahanger, Vice-Chairman JDA Aslam Qurashi and Secretary Tushar Sharma, for allegedly abusing their official position and causing loss to the state exchequer.

JAMMU, Oct 9: The labourers arrested while escaping with large number of ancient coins have been remanded to police custody for seven days by the court of law.

This apart, the Archaeology experts have opined that the recovered coins have antiquarian value and are of a period between 1843 and 1934.

The court has remanded all the four labourers—Santosh Kumar, son of Gopi Ram of Chhattisgarh, Santosh Kumar, son of Gampat Lal of Bilaspur, MP, Sohan Lal, son of Manga Ram of Jai Jai Pur, Chhattisgarh and Sanjay Kumar, son of Darso Ram of Tusar, Chhattisgarh—to police custody for one week for their further interrogation as possibility labourers having more information and knowledge about the ancient coins cannot be ruled out.

Meanwhile, the coins have been inspected by Mr S K A Qadiri, Director Archaeology, Archives and Museums and his team of experts—Peerzada M Ashraf, Assistant Director and Roshan Lal Safaya—Surveyor.

After thoroughly inspecting the coins, the Archaeology experts opined that the recovered coins need to be preserved in the Dogra Art Museum, Jammu as they are of a period dating back 1843 to 1934.

The experts also visited the spot at village Jung Barri in Domana area alongwith the team of Crime and Railways, Jammu headed by SSP H L Fotedar to survey the land where these coins were unearthed by the accused during digging. The Crime and Railways Police have also taken the samples of the earthern pot which contained these ancient coins from the spot alongwith samples of clay to be further examined by the Archaeology experts.

Director Archaeology has lauded Crime and Railways Police for stopping the smuggling of these coins outside the State and hoped that the Crime and Railway Police will extend the same cooperation in curbing the pilferage of antiquarian wealth of the State. He also requested for handing over of the coins to his department.

SRINAGAR, Oct 9: Chief Minister Mufti Mohammad Sayeed today called for creating a distinctive trade mark for promoting in a big way the export of horticulture and agriculture produce in the global market.

Addressing the first general body meeting of Kashmir Poultry Cooperative Society here this afternoon, the Chief Minister said that such a trade mark with strict quality control parameters will help in establishing the credibility of the state’s produce to compete successfully in the WTO regime dominated world market. He said market intervention scheme has been introduced in the state with a view to ensure quality grading of fruit for fetching better returns and at the same time the government would buy the inferior quality of fruit from the farmers for manufacturing juice concentrate. He said defence and railway authorities have assured market support for processed juice for use in their establishments.

Agriculture Minister Abdul Aziz Zargar and Principal Secretary Agriculture Production, B. R. Kundal also spoke on the occasion.

Saying that agriculture is not merely a department but a movement involving varied activities like floriculture, poultry, dairy, horticulture, sericulture, vegetable cultivation which have tremendous potential for generating employment and activating state’s economy, he said agriculture and allied departments have to play a pioneering role in motivating the farmers for diversification of agriculture. He said the agriculture students should go to the field and explain to the farmers about the latest farming practices to achieve higher productivity.

Mufti Sayeed stressed the need for revival of cooperative movement in Jammu and Kashmir by involving panchayats and people at large. He said the cooperative movement was vibrant in the state in the initial stages but lost its luster due to human greed.

The Chief Minister urged for institutionalizing the poultry cooperative societies, adding that the sector has a vast scope but people’s mindset to hanker after subsidies only has to be changed for making the scheme a sustainable movement. He said if the scheme is properly implemented, it could tackle unemployment problem largely and stressed that women should be encouraged to set up their poultry units.

Speaking on the occasion, the Minister for Agriculture, Abdul Aziz Zargar. He said Chief Minister Mufti Mohammad Sayeed in a bid to give a new direction to the state’s economy gave focussed attention towards promotion of poultry and dairy in a big way. He said state imports poultry birds worth about Rs. 300 crore annually and introduction of poultry cooperatives is a step towards exploiting market potential of this sector locally. Likewise sheep breeding is being developed on modern lines to meet the mutton requirements which is estimated to be of the order of Rs. 350 crore annually.

The general body meeting passed various resolutions and fixed a target to produce 50 lakh poultry birds locally by the end of the current year. It was also resolved by the poultry breeders to produce 75 per cent of the total poultry consumed locally within a five year corporate plan.

4-day workshop on ‘Total Quality Management’ concludes

JAMMU, Oct 9: A four day workshop in on ‘Total Quality Management’ concluded here today.

Minister for Education Harshdev Singh chaired the valedictory function of the workshop for DIET Principals today. The programme has been commissioned by the Ministry of Human Resources Development and implemented by National Institute of Educational Planning and Administration New Delhi through State Institute of Education, Jammu.

Mr Singh while speaking on the occasion appreciated the efforts of the Director School Education Jammu and Principal State Institute of of Education Jammu for organising such courses successfully. He also appreciated the efforts made by Dr Renu Nanda, Co-ordinator of the Programme to run the courses smoothly along with resource persons Dr Ashok Aima and Dr Mukhopadya.

This workshop had been inaugurated by the Director School Education Jammu H K Singh on October 6. On the concluding day, Lalit Gupta, Jt Director Trainings who is also Principal SIE, in his welcome address gave brief account of the programme and its main objective.

The Director, Hirdesh Kumar Singh appreciated the efforts of the organisers of the workshop and stressed the need for quality education and management in the institutions. He assured to render every possible support in this regard.

From there, the religious procession will proceed towards Tawishi ( Panjtirthi) at the Yagna site for ‘Dwaja Rohan’ and kind Nirman programme. Special Bhoomi Pooja will be performed in presence of several learned Pandits and elderly citizens of the Jammu city.

Sant Yogeshwar Dass ji, who hails from Jammu selected this holy city and the place at the Tawi river bank for performing this grand-Ati Maha Vishnu Yagna, which will be perhaps first of its kind in the region.

During interrogation, the accused told police that the victim Narayan Singh, son of Kabla Singh was always abusing him and on the evening of October 7, the victim again insulted him infront of Karan’s friends which forced him to inflict stab wounds on Narayan Singh.

But, the police investigation revealed that they had old rivalry over a piece of land which led to murder of Narayan Singh. A hunt was on to nab the companions of the accused but no arrest was made till late this evening.

SFC generates record revenue of Rs 32 cr in six months

SRINAGAR, Oct 9: The Government has decided to shift Pathankote Timber Sales Depot to Lakhanpur for three months on experimental basis to generate income through sales tax on timber sale.

This was stated by the Minister for Forests and Environment Mr. Ghulam Mohi-ud-Din Sofi while chairing the 55th Board of Directors meeting of State Forest Corporation (SFC) held here yesterday.

Minister of State for Forests Thakur Puran Singh, Principal Secretary Forests, Ajit Kumar, Principal Chief Conservator of Forests, P. Patnaik, Managing Director SFC, Dr. C. M. Seth, Chief Conservator of Forests, Srinagar Moulvi Shafat Ahmad and Ex-Principal Chief Conservator of Forests, A.R. Wani were also present in the meeting.

While reviewing the performance of the Corporation, the Minister said that prime lands of the corporation would be utilized for resource mobilization to make the Corporation profitable. The meeting decided that the sale of timber would be conducted by the sales management group and auction committee constituted by the government. The meeting decided to ensure transparency and smooth working of the sales system by fixing reserve rates finalized by the pricing committee of SFC. It was decided that classification and sorting of log timber would be made at the transit depots before it is dispatched to the sales depots for sale.

The Corporation has generated revenue of Rs. 31.83 crore during the first six months of the current financial year and earmarked Rs. 18.79 crore for regeneration and development of forests.

The meeting approved the construction of Corporation building at Rajbagh at an estimated cost of Rs 1.30 crore. In addition, construction of office-cum-residential building at Gladni, Jammu would be taken up at an estimated cost of Rs 20 lakh. Besides construction of building at Doda and Sopore for housing Corporation offices were also approved.

HC orders husband to pay maintenance of
Rs 500 per month to divorcee wife

JAMMU, Oct 9: Acting Chief Justice VK Jhanji of the State High Court, in a significant judgment, has observed that in view of the clear and settled position of law on the subject (divorce), the court is of the view that under Muslim Law, even a divorce motivated by an attempt to run away from the liability to maintain his wife, would not constitute a ground for bringing to an end a sacred tie like marriage.

In an approved for reporting judgment, Justice Jhanji observed that the court is of the view that Judicial Magistrate First Class Magam, Kashmir committed an illegality in holding that wife of the petitioner stood divorced. Equally, the Sessions Judge Badgam committed an illegality in not only upholding that but even recommending that a divorcee is not entitled to claim maintenance under Section 488 Cr PC during the period of Iddat.

The High Court while upholding the orders of the Magistrate and Sessions Judge in so far they relate to children of the petitioner husband and respondent wife, said that neither marriage between the parties stands dissolved nor does the liability of the petitioner to pay maintenance to the respondent (wife) comes to an end. The petitioner shall continue to remain liable to pay the maintenance of rupees 500 per month to his wife from June 9, 2001 until the obligation comes to an end in accordance with law.

The order was passed in a Criminal Reference initiated by Ms Saja and three others (children) against Manzoor Ahmad Khan, husband of Saja for maintenance.

In the court on August 13, 2001, the husband in the objections had made a prayer for direction to Saja to resume conjugal relations with the petitioner (husband). In the objections, the wife had stated that since the petitioner had contracted a second marriage, it was not possible for her to return to the society of the petitioner.

On February 13, 2002, the husband stated before the court that he had divorced his wife Saja. Upon this, Magistrate had directed the petitioner to pay maintenance of rupees 500 to her from the date of application till the end of period of Iddat.

Aggrieved by the order, the petitioner filed a revision petition before Sessions Court and against the order of the Sessions Court, the petitioner Manzoor Ahmad Khan filed a Criminal reference in the High Court.

Postal Deptt recruitment drive to overcome
manpower shortage

SRINAGAR, Oct 9: The Department of Posts today said it has suggested a special recruitment dispensation for Jammu and Kashmir to overcome the manpower shortage which is affecting the normal functioning of several post offices in the state.

Chief Postmaster General of J&K and Punjab Circles L K Puri told reporters it has reopened 36 of the 42 post offices that were closed in 1990 in the wake of eruption of militancy in Kashmir valley besides modernising and computerisation of several post offices in the state.

Puri said the remaining six remain un-operational on account of shortage of manpower and the department has suggested the need for special dispensation for recruitment in Jammu and Kashmir to overcome this situation.

He said Chief Minister Mufti Mohammad Sayeed had taken up the issue of recruitment with the centre at the highest level. All post offices in Srinagar and its outskirts have been authorized to book speed post articles, he added.

Modernization of post offices in the state has been taken up and six head post offices including Jammu Tawi, Gandhi Nagar, Srinagar, Udhampur, Kathua and Anantnag have already been fully computerised, Puri said adding Leh, Baramulla and Rajouri are to become fully computerised by March 31 next year.

Fifteen more computerized customer care centers are being set-up during this year in addition to the existing four such centers in the circle for handling of public complaints, he said.

He said that the Postal Department had collected Rs 744 crores from the small savings in the state in 2002-03 and the whole of this amount goes to the State Government.

NC legislators condemn Vigilance case against Shah

JAMMU, Oct 9: A meeting of all Legislators of National Conference of Jammu province was held at Party headquarters here under the chairmanship of Ajay Sadhotra, provincial president, which condemned the Vigilance case against senior party leader Gh Mohi-ud-Din Shah.

The NC MLAs termed the case as politically motivated and also a clear case of vindictiveness by the ruling coalition Government to put pressure on NC leaders. They said "ours is a major political party inside and outside the Legislature.

The NC leaders said the people want to know the much hyped Transparency Act to which NC gave full support and why this case is not being dealt by that act. They held that coalition Government is using Vigilance Organization to curb the voice of the of the opposition. These false and fabricated cases against NC leaders shall not damage the image of NC as works done by NC Government despite so many hurdles are matchless.

SRINAGAR, Oct 9: A 2-member German Parliamentarian delegation led by Mr. Johannes Andreas Pflung currently on visit to Jammu and Kashmir called on the Minister of State for Tourism Ghulam Ahmed Mir here last evening. The delegation was accompanied by a Delhi based social figure Mr. Rajeshwar Dayal.

Raman Bhalla and Ali Mohammad Sofi, legislators, Rafiq Sadiq, Sampat Prakash, Advocate, Manzoor Ahmad Ganai and President District Pradesh Congress, Baramulla, G. N. Monga were among others present on the occasion.

The delegation is here to assess the prevailing situation in the Kashmir.

The Minister apprised the delegation about the measures taken by the coalition government for restoration of peace and normalcy across the state. He said the situation is gradually improving and the positive results are discernible on the ground and the valley this year witnessed a heavy rush of over 1.50 lakh foreign as well as domestic tourists. He said the successful conduct of Amarnath Yatra has also sent positive signals across the country about the encouraging results of the measures taken in restoring normalcy in the state.

Mr. Mir maintained that all the credit goes to the general masses who have yearning for peace and have responded well to the policies of the government and played a vital role in normalizing the situation.

Shiv Shakti Kala Kendra presents awards

JAMMU, Oct 9: Shiv Shakti Kala Kendra, Bakshi Nagar Jammu, organised a grand show of Ram Leela yesterday which was attended by Pandit Mangat Ram Sharma, Deputy Chief Minister Jammu and Kashmir as the chief guest.

The artists who performed various roles in the Ram Leela including Sanjeev Chadha as Ram, Amit Verma as Laxman, Sonu Talwar as Sita, Rakesh Vohra as Hanuman, Raman Verma as Ravan, Ajay Chopra as Kumbhkaran, Rakesh Bhasin as Meghnath, Naresh Kumar as Dashrath, Sunny Sharma as Surgreev, Ajay Bhagat as Bali, Rajnish Bhasin as Parshuram, Rinku Sabharwal as Vishwamittar, Gourav Chopra as Tadka. The make up was conducted by Vishal. The roles played by artists were highly appreciated.

Prominent among those present on the occasion were Messrs Atam Dev Singh, Senior MVD Inspector, Surinder Kumar, Yog Raj, Kundan Lal Gupta, Sudhir Pradhan, Mrs Kanti Devi and others.

Kendra chairman Anil Chopra stated that the club has been performing Ram Leela for the past 16 years despite all odds. He said the aim of the club is to imbibe the religious traditions of Indian culture and Hindu Dharma amongst the younger generations.

Mr Chopra also announced 6 Karam Veer awards, for the persons who contributed and played major role to bring the social and religious activities in the society. The award winners included Bumesh Sharma, Chief Inspector MVD, S. Salesman acquitted after 17 years

JAMMU, Oct 9: Special Judge Anti-Corruption Jammu, Mr MK Hanjura today acquitted Ashok Kumar, the then Salesman of Cooperative Society Sunderbani from the charges of embezzlement of rupees 27,914 during 1986.

In his 12 page judgment, Mr Hanjura observed that the prosecution examines 20 witnesses out of 27 witnesses submitted in this behalf and the audit report alone cannot be taken into consideration for recording a verdict of holding the accused guilty of misappropriation without there being other evidence to state that physical verification of the society was conducted.

The Judge said that there were huge contradictions and inconsistencies in the prosecution case, which cut it at its very root.

Doda migrants seek NHRC intervention
against discrimination

JAMMU, Oct 9: Zila Doda Migrant Welfare Committee has criticised Relief Commissioner (Migrants), Jammu, for categorising migrants between Kashmiri migrants and Doda migrants.

A meeting of the Doda migrants was held, here today to discuss the issue and condemn the statement of Relief Commissioner according to which he refused to release amount for installation of water point at Panchayat Bhawan near Rail Head Complex as the funds were only for Kashmiri migrants

Observing that the irrelevant uttrances have created a gulf between the Kashmiri migrants and Doda migrants living near Rail Head complex

Sarai, the meet reminded the Relief Commissioner that a migrant is only a migrant, whether he belongs to Kashmir or Doda.

The meet made an appeal to the Central as well as State Government to look into the matter and ask the concerned authorities to desist from unconstitutional attempts.

The meet also made an appeal to the National Human Rights Commission to take cognizance of such occurrences against the Doda migrants living in Jammu or elsewhere.

Mr Dalip Sharma, who chaired the meeting, appealed NHRC to intervene and ask the Government not to discriminate with Doda migrants in respect of providing them essential relief.

Czech Professor delivers lectures in JU

JAMMU, Oct 9: Prof Peter Uchytil from Institute of Chemical Process Fundamentals, Pargue, Czech Republic, who is on a visit to India on Indo-Czech Academic Exchange Programme, visited PG Department of Chemistry in Jammu University and delivered lecturers on various aspects of phenomenon of membrane.

He explained about ‘Transport Phenomenon in Porous Ceramic Membrane and Membranes Characterisation by Permeation studies. He also spoke about the phenomenon and application of polymeric, ceramic and vycor glass membranes.

Prof Uchytil gave an account of latest developments in the theoretical aspects and applications of these membranes. He also spoke about the future prospects of this field, which has immense potential in industry, medical science, space application, defence and biological fields.

The lecturers were attended by academic staff, research scholars and students of the Chemistry Department.

Employees strike call uncalled for: Div Com

SRINAGAR, Oct 9: The Divisional Commissioner, Kashmir, Khursheed Ahmad Ganai has called upon the employees to ensure punctuality in the offices so that public grievances are well attended and their problems resolved.

Addressing a meeting of divisional level officers here this afternoon, he asked the controlling officers to exercise proper vigil over the attendance of the employees of their offices and other subordinate units with an objective of surmounting day to day problems of the people as also to bring efficiency in their functioning.

Referring to the strike call given by employees union. Divisional commissioner termed it as unjustified and irrational saying that instead of minimizing the problems confronting people, such calls would multiply the hardships of the public, besides causing great inconvenience to the student community who currently are taking examination in the valley.

Regarding revision of power tariff agreements, the Divisional Commissioner said that following the directions of chief Minister, the issue is being considered with a view to provide relief especially to the consumers living below poverty line. He said, the State government was paying power bill of Rs. 1600 crore annually against which just Rs. 323 crore were being realized from the consumers as tariff.

As regard release of DA installment to the employees, Mr. Ganai said that the demand is being projected by him to the government for consideration.

Meanwhile, the Divisional Commissioner appealed to the employees not to pay any heed to such calls, which are totally irrelevant and illogical. He reiterated that such of the employees resorting to illegal methods of abstaining from duties would attract action by way of invoking of provision of "No work No pay" by the administration, although the government has always been sympathetic towards redress of genuine problems of employees. The Divisional Commissioner directed all the officers to submit attendance report of the employees to him by 11.30 a.m on October 11, 2003.

Among others the meeting was attended by Deputy Commissioner, Srinagar and all the Divisional Heads.

Meanwhile, a deputation of State Employees Union headed by Nissar Ali who called on divisional commissioner this evening has assured that the employees would not participate in the proposed strike call. They assured the divisional Commissioner that full attendance of the employees would be ensured in the government offices. The deputation included Mr. Sampat Prakash and Mr. Ghulam Nabi Dar.

Uniform fare system to check malpractice: Taj

SRINAGAR, Oct 9: To enforce fare system for the convenience of commuters, the Department of Consumer Affairs and Public Distribution has made it obligatory upon autorickshaw drivers to install new modeled electronic metres in their vehicles.

The decision to this effect was taken in a meeting of the department here today with Minister for Consumer Affairs and Public Distribution Taj Mohi-ud-Din in the chair.

The meeting was also attended by Commissioner Secretary Consumer Affairs and Public Distribution and Transport Commissioner.

Addressing the meeting, the Minister said that as no proper fare system was regulated in the state earlier, such a decision has been taken to streamline auto fares throughout the state. The autorickshaw drivers in the past use to charge fares at their own will and there was nobody to check this monopolistic attitude, he added.

The electronic metres to be used will be fully computerized and depots for sales and service for such metres would be installed specific places in the state shortly.

Police officers meet people in Janipura PS

JAMMU, Oct 9: A police-public meeting was today held at Janipura police station. SSP Jammu Dr Kamal Saini, SSP Traffic S D Singh and senior officers of Jammu Municipality addressed the meeting.

Over 200 people attended the meeting which was held inside the police station. People highlighted their problems pertaining to different civil departments. The officers assured the people that they would take up their problems with the concerned authorities and ensure that they are solved.

Speakers appreciated the working of Janipura SHO Sub Inspector Bishnesh Kumar saying he has maintained law and order in the area and checked all kind of illegal activities. The police officers appealed to the people to keep a vigil on activities of the anti-national elements. They assured the people that they would also consider their demand for increase in the ‘nafri’ of police station.

SKIMS super-facility cardiac unit to be functional
in 3 months: Sofi

SRINAGAR, Oct 9: The super speciality SKIMS, Soura will have a complete cardiac unit established in next three months.

Minister of State for Health and Medical Education Abdul Gaffar Sofi while reviving the progress of the work on the unit at SKIMS here this morning said that Rs. 4 crore would be spent on this facility.

With the establishment of a complete cardiac unit, he said the interventional, radiology, tumours and by-pass heart surgeries would be performed in the institute for which the patients from the state had earlier to go elsewhere.

The Rs. 3 crore Cath-Lab facility, third best in the country that has already been installed in the cardiac unit is an improvised version over the prevalent technology in this field having additional accoutrements of its being compatible, portable and empirically perfect. Such facility is only available at AIIMS and Vellore Hospital, Mr. Sofi said.

Earlier, the Minister inspected the super speciality units especially the departments of immunology, radiotherapy, nuclear medicine and pathology and invited suggestions from the faculty for further improvements. He also viewed demonstration of electron microscope and tele-medicine.

At the tele-medicine centre, the Minister had a tele-conference with senior doctors at Leh, Jammu and Kathua hospitals and enquired about the welfare of the patients being treated there.

Mr. Sofi also went around various wards, enquired from the patients and their attendants about the medicare facilities being provided to them.

The Minister said that already a governing body has been constituted to bring in transparency and accountability in working of the prestigious institution. He said earnest endeavours are being made to make this institute as one of the best in respect of patient care super speciality. "Our resolve is to transform SKIMS from super speciality institution to a medical city’ said Mr. Sofi.

PWD holds function in connection with
awareness fortnight

JAMMU, Oct 9: Minister of PWD (R&B) Madan Lal Sharma participated in the deliberations of the PWD Awareness Fortnight programmes at Institute of Engineers today. General public, students, legislators and experts attended the deliberations.

While addressing the function, he stressed upon the need to organise such programmes involving general public, legislators, expert engineers, students of technical institutions such as engineer colleges and polytechnics.

This way, he said, the engineer department will encouraged and deliver goods quality as well as quantity wise.

During the deliberations, technical papers were presented by students of Government College of Engineering and Technology and Government Polytechnic Jammu. Girdhar Gopal Gaurav presented papers on ‘Building Material’, Deepak Kumar Dingra presented paper on ‘Pradhan Mantri Gram Sadak Yojna, Pooja Wazir on ‘Kantha Bridge’, Vikas Sharma on ‘Sundial-An innovative approach to technology, Anamika Badana on ‘Rain Water Harvesting’, Jyoti Kochhar on ‘When Water Shakes’ and Sonika Sharma on ‘Vastu Shastra’.

A K Sharma, lecturer (Civil) of Government Polytechnic Jammu presented paper on ‘Spun-Concrete-the material of the millennium’.

The Minister distributed prizes to the students who presented technical papers and appreciated the endeavour of the PWD in organising the Awareness Fortnight and stressed the need for organising such programmes on regular and annual basis.

NC will dismantle amusement park: Beg

SRINAGAR, Oct 9: Kashmir unit of National Conference has said that amusement park created by Mufti Govt at naturally beautiful resort of Pahalgam has no meaning and NC would dismantle it when comes to power.

In a joint press statement issued here today Dr Mehboob Beg Provincial president of National Conference for Kashmir and secretary Rafi have condemned the alleged vandalism of the Mufti Government for playing against nature in Pahalgam. They described it as ecological disaster. of the highest magnitude. Steel girders, plastic poles, flashing lights and loud music have no place in the serene soft beauty of Lidder valley. They said the National Conference pledges to dismantle the amusement park at Pahalgam when it comes to power and also to hold an inquiry and punish those responsible. They wanted the forest Minister to explain why the objections of the environmental protection agencies were ignored. An extra-ordinary general meeting of the shareholders should be called to determine why shareholders earnings are being spent in projects not sanctioned by shareholders.
