JAMMU, Oct 8: Traffic Police Jammu during the month of September 2003, has challaned an all time record number of 18368 vehicles for violation of various provisions of Motor Vehicles Act 1988. However, to streamline vehicular movement in Jammu city, Traffic Police has formulated a comprehensive plan for the city.

This was disclosed by Superintendent of Police (SP) Traffic , S D Singh Jamwal while addressing a press conference.

"Compound money to the tune of Rs 15,70,350 was realised onspot from the erring drivers/owners. Besides an amount of Rs 6,25,340 was also realised, as Court fine by the Mobile Courts making total amount of Rs 21,95,690 as revenue. This reflects an increase of 48 percent in challans and 44 percent in compound money realisation over the previous months", Mr Jamwal said.

SP Traffic further said that during the month, special emphasis was laid on visible offences of MV Act, having direct bearing on general public. "Out of the total challans, 5260 persons were challaned for driving two wheelers without wearing crash helmet, 3079 for wrong parking, 1027 vehicles for overloading, 441 vehicles for emitting excessive smoke, 267 for blowing pressure intersections etc", he disclosed.

"This drive is being intensified in the coming days", he asserted and sought cooperation of the people and asked them to observe traffic rules. He asked the people not to allow their underage children to drive light motor vehicles and two wheelers.

Reiterating his commitment to remove congestion from the city, he said that a number of matadors of different routes have been made to ply through Circular Road with the efforts of the Traffic Police Jammu thereby easing pressure on busy/overcrowded streets of Jammu city. He further said that one way traffic system has been introduced between Parade and Library Chowk to reduce congestion. "This will also prevent the menace of eve teasing which the girls students face on the streets infornt of the College", he hoped.

Disclosing future plan of the Traffic Police, Mr Jamwal said that modern techniques will be introduced wherein specially made slips will be pasted on vehicles violating various provisions of MV Act and the vehicles owners will be called in Traffic Police Office for proper briefing and action as per law will be taken there. "Close circuit cameras will be installed at main rotaries. This will not only enable Traffic Police to keep track of traffic violations sitting inside the Control Room by watching the monitors but will also enable traffic staff to take primitive steps to divert the traffic flow in case of vehicles pressure in built on one or more of the roads", he disclosed.

New Delhi,Oct 8: Union Minister for Roads and Highways Maj. Gen. (retd) B.C.Khanduri has agreed to take up two more major road projects in Jammu and Kashmir under Central Road Fund.

This was decided during a meeting of Jammu and Kashmir Chief Minister Mufti Mohd Sayeed with the Union Minister here.

The new projects to be taken up are four laning of 7.5 Km. north south corridor in Srinagar city and 19 km. Tharthri-Ghordi road in Doda. Srinagar city’s north south corridor project envisages widening of main arterial road in the downtown connecting to Hazratbal Shrine. Since these roads involved huge investment and are over and above the state’s allotted allocation under CRF, only half stretches of these roads would be taken up by the ministry involving about Rs. 9 crore this year as Ist phase.

The Union Minister agreed to the Chief Ministers request in order to promote connectivity besides giving boost to economic benefit in the state. In all, 31 road projects stand sanctioned under CRF in the state, four of these were sanctioned this year as a special dispensation for the state. These are hundred percent centrally sponsored projects.

The Chief Minister also impressed upon the Union Minister to take up the work of widening of Srinagar Qazigund stretch of National Highway under Super Highway Project in addition to by- pass stretch already taken up at the cost of Rs.168 crore. He explained that this stretch can be completed expeditiously as it does not involve major land acquisition besides being the plain area.

Mufti Sayeed also sought the Minister’s intervention in taking up Inter State Badarwah- Chamba Road to open up Doda district for economic development besides connecting interiors of two states.

The Union Minister assured to consider Chief Minister’s proposal subject to availability of funds.

NEW DELHI, Oct 8: The Minister for Power, Mohammad Sharief Niaz, today called on Congress President, Mrs. Sonia Gandhi and discussed matters relating to Jammu and Kashmir.

During the meeting, the Minister apprised the Congress President about the political and law and order situation in the state. He sought the advice of Mrs. Sonia Gandhi on various issues including economic development of the state.

Mr. Niaz said that unemployment is the crucial problem confronting Jammu and Kashmir and requested her to persuade the Central Government to provide an employment package for the state to overcome this problem. He also urged for maximum absorption of educated unemployed youth of Jammu and Kashmir in central departments.

The Minister invited Congress President to visit district Doda. Mrs. Sonia Gandhi promised that she would see if she can visit Doda district after the completion of assembly elections being held in different states of the country.

One killed, 6 injured in road accidents

JAMMU, Oct 6: One person was killed and six others received severe injuries in separate road accidents while as a woman committed suicide by consuming poisonous substance.

Police spokesman said that one person was killed and another received severe injuries in collision between truck bearing registration number JK02T-4087 and Tata Sumo number JK03-3491 at Jalabi Morh.

The deceased has been identified as Dr Gohar Masood while injured is Mohd Sahfi.

In another road accident, two persons—Ravinder Kumar, son of Thoru Kumar of village Chowala in R S Pura tehsil and his wife Beena Kumari received injuries after their motorcycle was hit by a bus number JK02M-3487 at Tikri.

Both have been hospitalised and their condition was stated to be critical when reports last came in.

In yet another accident, three persons received injuries at separate road accidents at Seri Nowshera, Satwari and Bakshi Nagar.

All the injured—Nikhil Kapur, son of Sham Lal of Kangol, Kali Dass, son of Babu Ram of Khandwal and Shubam Dhar, son of M N Dhar of Tallab Tillo have been hospitalised.

Meanwhile, a woman—Jagbir Kour, wife of Nirmal Jeet Singh of Nadriwal in Akhnoor tehsil committed suicide by consuming some poisonous substance at her residence.

She was rushed to hospital when spotted unconscious by family members and doctors attending on her immediately provided her stomac wash treatment followed by other medicare.

But she could not fight for her life and died.

JAMMU, Oct 8: After the controversy over the constructions of urinals and toilets exactly adjacent to Hanuman Temple at Purani Mandi, a letter written by Mahant Shri Hanuman Temple has been treated as Civil Miscellaneous Petition (CMP) and listed alongwith Public Interest Litigation (PIL) which has been filed by the residents of the area.

The Division Bench comprising Justice RC Gandhi and Justice YP Nargotra after hearing Advocate RS Thakur appearing in th PIL, Advocate SS Nanda for Municipal Corporation and Advocate Adarsh Sharma, appearing for Jammu Development Authority, issued directions to the Registry to provide a copy of this application (CMP) to respondents and observed that Advocate Nanda will explore the possibility of shifting of toilets towards northern corner of the Park and the Advocate for the petitioner shall also suggest the place where toilets can be shifted in Purani Mandi Park.

In the letter it has been prayed that the Municipal authorities may be directed to give a fresh thought to this aspect of the matter to see to it that the urinals and toilets are constructed at a place away from the Temple and nor quite adjacent to the temple so that the sanctity is maintained and the place of worship is kept away from pollution of foul smell.

Udhampur annual plan approved

Jammu, Oct 8: The annual plan of Udhampur district has been envisaged to the order of Rs. 61.47 crore for the current financial year, with revenue component of Rs.38.26 crore and capital component of Rs.23.21 crore. Out of the capital component, Rs. 12.37 crore will be of state share and the loan component is Rs. 10.84 crore. The plan for Rural Development schemes has also been prepared in consultation with MLAs.

The plan was formally discussed here today at a meeting of District Development Board which was chaired by the Minister for Social welfare, Mula Ram, who is also the chairman of the District Development Board Udhampur.

Among others the meeting was attended by the Minister for Education, Harsh Dev Sing, Minister of State for Public Health Engineering, Irrigation and Flood Control, Jugal Kishore Sharma, Minister of State for Agriculture Production, Aijaz Ahmed, MLA, Udhampur, Balwant Singh, MLAs, Mahore and Chenani besides Vice-chairman Gujjar and Bakarwal State Advisory Board, Haji Buland Khan, various head of the departments and district officers.

Out of the total allocation of current financial year, Rs.8.92 crore have been kept for roads and bridges sector with a target for construction of 196.60 km road by way of black topping, shingling and fair weather road. The meeting was informed that still 289 villages are un connected with the link roads. Similarly the PHE sector has been allocated Rs. 2.13 crore for completion of schemes under pilot Project already under taken. Four schemes are being upgraded including 23 uncovered hamlets with a population of over 6400 souls. Rs. 2.30 crore kept apart for irrigation and flood control sector to create 198 hectares irrigation potential in the district.Rs.75 lakh have been allocated under education sector followed by Rs.16.10 lakh in Health, Rs. 26.53 lakh under social welfare and Rs. 28.68 lakh for scholarship to the students of Gujjar and Bakarwal community.

District Development Commissioner, Udhampur, Atal Dulloo while giving a resume of last year’s achievements disclosed that against the last year’s allocation of Rs.59.67 crore, the district has claimed an expenditure of Rs. 59.50 crore had been expedited there by constituting an expenditure of 99.7 percent. Against the loan outlay of Rs.12.99 crore, Rs.11.35 crore were raised as loan.

Speaking on the occasion, Mula Ram stressed the need of accountability and transparency in executing of development works and called upon the officers to mention time period for completion of a particular scheme.

The Minister for Education said that 300 new education guarantee scheme and 125 primary schools are being opened in the district for promotion of education sector. He said that during next six month 2000 teachers under Rehbar-e-Taleem would be appointed with an additional teacher to all mobile schools in the district.

Mr Jugal Kishore Sharma said that for augmentation of drinking water supply in Katra town additional 6 lac gallons of water per day is required to meet the basic needs of the town. He suggested for the inclusion of Shrine Board, Katra and representatives from NABARD in the board meeting.

Mr. Aijaz Ahmed Khan asked for road connectivity in Gool -Arnas constituency for boosting the economic activity in the hilly areas.

Kathua MLA proposes new model
for resolution of JK problem

KATHUA, Oct 8: MLA Kathua constituency Babu Singh has while discussing the prevailing situation in Jammu and Kashmir, has proposed a new model solution of JK problem.

While addressing a meeting of intellectuals and prominent citizens of Kathua here, Mr Babu Singh, who is founder of Democratic Movement and also vice chairman of People’s Democratic Front, suggested that entire J&K State including Pakistan occupied area should be unified and made fully autonomous and both India and Pakistan jointly manage the defence and foreign affairs.

He suggested further that ethno-regional aspirations should be fulfilled by according the status of Regional Councils to every ethno region He said like Ladakh Affairs Department and Ladakh Affairs Ministry, there should be Jammu Affairs Department and Jammu Affairs Ministry.

He also urged the State Government to immediately implement the recommendations of Wazir Commission and constitute Delimitation Commission.

Earlier while speaking on the issue Babu Singh said JK Problem is the outcome of 1947’s communal partition, Pakistan sponsored tribal invasion of J&K State (Due to which State was divided between India and Pakistan), communal national outlook (Both Islamic and Hindu outlook), Post 1947 Indo-Pak enemity and confrontation and mis-handling of J&K crisis, which have reached a serious state of affairs.

PDP ridicules contradictory statements of NC leaders

JAMMU, Oct 8: Peoples Democratic Party has ridiculed the contradictory statements of the National Conference leaders on the functioning and future of coalition Government.

In a joint press statement, issued by senior PDP leaders in reaction to former Minister Abdul Rahim Rather and NC provincial president Dr Mehboob Beig, the party said that on the one hand Dr Beig is saying that the coalition Government would be brought down by insiders while on the other hand Omar Abdullah is alleging that PDP was luring NC MLAs to engineer a defection.

The NC leaders are not sure about themselves and they don’t enjoy the confidence of their own workers, the PDP statement said adding that it was NC which has been making attempts to destablise the Government.

However, the statement further said, the coalition Government led by Chief Minister Mufti Mohd Sayeed was working on the trust and confidence of the people and not on the number game. No one has the guts and courage to bring down the Government which can fall only in case the faith and trust of the people is lost, they challenged.

Signatories to the PDP statement included, Rangil Singh, Rafiq Khan, Baldev Slathia, Daman Bhasin, Zulfiqar Ali, M S Tariq, Nassar Ahmad Khan, Qadir Wani, Ashok Sharma, Zaffar Khan, Sukhvinder Singh and R K Chadda.

JAMMU, Oct 8: Drawing the attention of the people towards preservation of wildlife and helping in maintaining ecological equilibrium, the Deputy Chief Minister, Mangat Ram Sharma today said that it is the duty of entire society to maintain the environment through their individual and community efforts.

Speaking at the valedictory function of Wildlife Preservation Week at Manda sanctuary today, Mr. Sharma said that rapid industrialization and urbanization are too major factors responsible for destabilization of the ecological equilibrium, which is an international problem. Referring to large-scale deforestation and denudation which the Shivalik range of Himalayan peninsula suffered during last 30 years, Mr. Sharma reminded that the districts of Jammu and Kathua once used to have a large chunk of land under orchard of mangoes, famous for their sweet juice and fragrance throughout the world. Where are these orchards now, he questioned.

Castigating those responsible for ruthless cutting of trees for their commercial purposes, Mr. Sharma said that this is the biggest sin, which one can commit in his life. He said that our rich cultural heritage teaches us to worship trees and animals which are most important factors of natural fauna and flora.

Mr. Sharma said that India is the 6th richest among the 12- mega biodiversity countries of the world. Conservation of biodiversity is directly linked with conservation of ecosystems and thus with water and food security. These together constitute a major plunk of our economy, he added.

The function among others was also attended by environmentalists, former Chief Conservator Forests, Mr. Kangoo, employees of the Forest department, students and teachers of various schools.

Youth murdered by cousin at Gharota

JAMMU, Oct 8: A youth was murdered by his cousin at village Dharamkhoo under the jurisdiction of Gharota Police Station last evening.

The deceased has been identified as Narayan Singh, son of Kabla Singh while accused is Karan Singh, son of Krishan Singh. The accused has not arrested till late this evening.

Police spokesman said that Narayan Singh was on his way to purchase something when he was intercepted by Karan Singh alongwith his companians. Both had entered into verbal dual over some issue following by heated exchanges.

In the melee, Karan Singh brought out sharp-edged weapon and inflicted severe injuries on his cousin before fleeing from the spot. The victim remained in the pool of blood for quite sometime before he was noticed by some villagers, who rushed him to hospital. But by that time the victim had succumbed to his injuries.

On the receipt of information, a police party from Gharota Police Station led by SHO Mohan Singh Chib swung into action and reached the spot to take the cognizance of the incident.

He, later, came to know about the accused and raided his residence but the accused had managed to flee from his house. Hunt was on to nab the accused but arrest was not made till late this evening.

Police has registered a case in this connection and started investigations to ascertain the issue which led to the murder of Narayan Singh.

Police is also looking for the companions of accused as they helped Karan Singh in killing Narayan Singh.

Meanwhile, body of an old man identified as Sanna Bahadur Thappa was found under mysterious circumstances at Ramnagar. The body was, later, shifted to hospital for post-mortem.

Police has registered a case under Section 174 RPC.

Meanwhile, a girl—Ashu, daughter of Krishan Lal of R S Pura allegedly consumed poisonous substance at her residence. She was rushed to Sub-District Hospital R S Pura when spotted unconscious by family members.

Doctors attending on her immediately provided her stomach wash treatment followed by other medicare. Her condition was stated to be out of danger when reports last came in.

Two persons—Tajinder Singh, son of Harbhajan Singh of Trikuta Nagar and Bimla Devi, wife of Paramjeet Singh of Paloura received severe burn injuries in separate incidents.

Both have been hospitalised and their condition was stated to be out of danger. It could not be ascertained under what circumstances they had sustained the injuries.

Enggs ask J&K Govt to take control of power
projects to become self dependent

JAMMU, Oct 8: State Government should desist from policy of giving power projects to central agencies and immediately take all power generating stations and transmission lines of all levels direct under its control to become self-dependent in the power sector.

This by stated by Rajinder Kohli, general secretary J&K Electrical Engineering Graduates’ Association while addressing a media-conference here today. "It is ironical that a state whose hydel potential is of 23000 MWs, which has already been explored, is reeling under heavy financial debt in terms of import bill of power", he said.

"The need of the hour is to have self generation of power by way of taking control of all the power generating projects from central agencies like NHPC and Power Grid which act more as a contractual agencies than being executional one", Mr Kohli said and added that for the import of power State has to eke out roughly Rs 1800 crore thus eating the major chunk of State budget every year.

According to Mr Kohli, self generation of power could be achieved by floating tax-free power bonds of Rs 4000 crore with more interest rate than what the scheduled banks offer and these bonds could be duly guaranteed by Government as is being done by Governments of Tamil Nadu, Karnataka and Maharashtra.

"A monthly power cess of Rs 20 per consumer can easily generate more than Rs 50 crore every year which will be sufficient to start two mini-hydel power projects every year in State sector", he suggested, adding that the security deposit of consumers could also be utilized towards the start of power projects. Moreover, the central financial institutions could be approached to finance some part of a project with State Government guranttee.

Mr Kohli said that the decision of Government to hand over Chutuk project to NHPC despite being aware of the fact that State power and civil engineers have already executed several such project will impose more financial burden on State exchequer.

"Since 1981 gigantic pressure has been imposed on PDD but no step initiated for the expansion of Department. We have already submitted a proposal to PDD in this regard", Mr Kohli said and demanded filling up of vacant posts, bringing Power Engineer at par with doctors with regard to initial salary.

Messrs Umesh Sharma, Janak Raj Sharma, P D Singh, Rajesh Gupta and Sanjeev Mohan Dutta also spoke in the conference.

Dogri: Justice delayed, inordinately

Dogri, mother-tongue of the Dogras, has been knocking for justice at the doors of the State and Central Governments for past over half a century for its inclusion in the Eighth Schedule of the Indian Constitution. The Dogri’s case has been hanging in the balance and no justice dispensed so far. Both the Governments have their share of blame. Now a deep sense of discontent is brewing among the Dogri-speaking population.

Incensed by the inordinate delay in categorical declaration by the Centre conceding the most genuine and popular demand for giving its due status to this language, some of social and literary organisations are up on the path of struggle.

The Dogri Sangarsh Morcha led by Sahitya Akademi awardee Mohan Singh has announced a decision to launch agitation. So has the Amar Rajput Sabha made known its plan for struggle.

Victim of Politics

At the time of Constitution making, the Sheikh Abdullah Government pleaded cause of Kashmiri only and it got it recognised as one of 17 Indian languages. Dogri a victim of political and regional considerations, was left high and dry!

Later, successive State Governments have neglected the cause of Dogri. The Centre too followed delaying tactics adding to resentment among the Dogri speaking people .

Developed Language

The Dogri has developed its language and literature and it qualifies well for the constitutional status. The Sahitya Akademi has already accorded recognition to Dogri and awards given annually to writers.

Dogri’s case was caught in the see-saw puzzle between the Centre and the State Governments. The patriotic people held back path of agitation in 1990. Promises were aplenty. But the Sindhi, Manipuri, Konkani and Nepali were included in the Eighth Schedule of the Constitution. This added insult to the injury.

It may be recalled that the Prime Minister had categorically assured the Dogri Sangarsh Morcha delegation in New Delhi on September 29, 2001 that the matter will be taken up in the Union Cabinet and it will find its place in the Constitution. There was sense of relief and appreciation among Dogri speaking people. There was dead silence for three years.

But an announcement was made for Dodo language only some time back, it sent shock waves among protagonists of Dogri who felt being neglected, once again.

The Prime Minister Atal Bihari Vajpayee, when reminded by the audience during his speech at Abhinav Theatre, Jammu on August 30, 2003 stated that the Dogri certainly will get its due shortly. Yet another promise perhaps!

Popular Demand

The dreams of Dogri-speaking people were shattered so far.

This item of due status Dogri is very much in Common Minimum Pragramme of the present coalition State Government but there is not full force to move forward on this score.

The Chief Minister Mufti Mohammad Sayeed has to take up personally this matter with the Prime Minister Atal Bihari Vajpayee to dispense speedy justice to Dogri language.

Dogri’s Due

The cause of Dogri has not been projected forcefully. There is urgent need for analysing the factors responsible for denial of recognition and its due status. And evolving a suitable strategy to get justice. The people must make it a rallying point, unitedly stand up and stoutly fight for honour and dignity of their mother-tongue.

To get Dogri its due high status, first agenda is that the people assert to adopt this sweet language in their life. While the writers and poets have to produce its enlightened literature, every citizen of this part of the country have to encourage cause of Dogri. It is will the people which ultimately will decide the fate of this language. So, awake, arise and not rest till you secure the goal of Dogri’s full growth and justice for its dignity and development.

It is still widely believed that though justice has been unduly delayed—but it has not been denied. There is a feeling that the Central and State Governments would sense the strong public sentiments and take appropriate steps for giving Dogri its due place of pride and opportunities for growth.

Panthers to fight in all 5 states, all seats in Delhi

NEW DELHI, Oct 8 : For the first time since its foray into mainstream politics, the National Panthers Party has decided to contest the Assembly elections in all the five states and field candidates in all the 70 legislative constituencies in Delhi for the December 1 poll.

Beating Parliament to it, it has also decided to reserve 33 per cent of the Party election tickets for women and 15 per cent to journalists.

Releasing its 13-page manifesto, Party chairman Bhim Singh told a news conference here this evening that "national security" would be the main poll plank and urged the people to consider the "fresh and progressive alternative" in light of the failures of successive Congress and Bharatiya Janata Party Governments.

A three-member Committee had been constituted by the Party to decide on its poll strategy and number of candidates to field in Madhya Pradesh, Chhattisgarh, Rajasthan and Mizoram, he said

As for Delhi, the final list of the Party was expected by October 20 and they were going to the hustings "collectively" with the Bharatiya Kisan Union (Ambivata) on the Panthers Party symbol. (UNI)

3 professional thieves arrested
Plans to conduct series of thefts in Udhampur, Katra foiled

UDHAMPUR, Oct 8: Police today foiled the plans of series of thefts in the holy town of Katra and Udhampur district by arresting three professional thieves as soon as they landed here.

Giving details, SSP Udhampur Vijay Singh Sambyal said that during stepped up patrolling, a police team led by SHO Udhampur Police Station M L Thakur found three persons moving under mysterious circumstances in the town and apprehended them immediately.

"The thieves had just reached the town and were looking for rented accommodation to operate from there", the SSP said and added that thieves have been identified as Mohd Akhtar, son of Mohd Younis, Deepak, son of Ishwar Lal, both residents of Raheen Kharka in Bihar and Bablu Kumar, son of Som Raj of Khaintgali, Udhampur.

Soon after entering the town, the professional thieves had a break-fast in a hotel in heart of the town and started roaming under mysterious circumstances. All of a sudden, local thief Bablu dodged his companions and tried to flee from the area.

Mohd Akhtar and Deepak Kumar started chasing him and during fleeing in the main Bazar encountered with the police patrol party led by SHO M L Thakur. When the Police questioned Mohd Akhtar and Deepak Kumar as to why they were chasing Bablu, the former said that Bablu had stolen their camera which created suspicion.

Trio were taken into custody and put to sustained questioning. During interrogation, police came to know that all the three were professional thieves and looking for a rented accommodation to operate in the holy town of Katra and Udhampur district from there.

"Their search for rented accommodation was going on for the past over three months but they failed in their attempts", SSP said and added that the camera which was in the possession of Bablu was stolen by them in Katra.

Police also came to know that they were involved in series of thefts in Amritsar and Deepak Kumar and Bablu Kumar remained in Gurdaspur jail for a period of six months for conducting series of thefts.

The interrogation of the professional thieves was going on and the possibility of arrested thieves’ more companion having entered the town cannot be ruled out.

Speaker inaugurates GHS Narayana

Jammu, Oct 8: Speaker, J&K Legislative Assembly, Tara Chand inaugurated the Government High School, Narayana in Khour block of Akhnoor tehsil yesterday. The Minister for Roads and Buildings, Madan Lal Sharma was also present on the occasion.

Speaking on the occasion, the Speaker said that the Government is committed to provide education facilities to the people living in border, hilly and far-flung areas of the state. He said that with the upgradation of this school, a long pending demand of the people of the area has been fulfilled. He said that in Khour block, the total number of high schools have risen to seven.

Lauding the role of teachers, he said that the teachers are the builders of nation, adding it is the duty of teachers to inculcate the spirit of patriotism, discipline and nationalism among the students. He appealed them to impart quality education to the students. He said that the parents have also to shoulder the responsibilities in developing and building the character and future of their wards.

Later, the Speaker and Minister also addressed public meeting and took stock of drinking water supply, power, installation of transformers, construction of road links, upgradation of schools and construction of culverts in the block.

The Minister for R&B in his address said that eight new roads under Border Area Development Programme in Khour block will be constructed by the Block Development Agency at an estimated cost of Rs. 10 lakh. He said that under Indira Awas Yojana, 52 houses will be constructed at an estimated cost of Rs. 10.40 lakh and 26 houses will be upgraded at a cost of Rs. 2.60 lakh during the current financial year. He said that under 11th Finance Commission, the construction work on 10 Panchayat Ghars has been taken up at an estimated cost of Rs. 35 lakh during the current financial year.

HC directs Govt to provide medical facilities
to ex-Governor of Assam

JAMMU, Oct 8: Justice Permod Kohli of the State High Court has directed Jammu and Kashmir Government to make arrangements for the visit of doctors with expertise in the filed of cardiology, nephrology and endo-chronology from Government Medical College Jammu so that the team of doctors may visit the residence of the petitioner, Mr DD Thakur, former Governor of Assam for his examination atleast once a week and also as and when required.

The respondents shall also make arrangements for cyloler machine to be provide to the petitioner at his residence to enable him to undergo dialysis.

These court directions were passed in a petition filed by Mr DD Thakur, who is presently under constant treatment of the doctors. It was submitted in the petition that the petitioner has served as Governor of Assam and then Arunachal Pradesh and on account of his status, the former Governor is entitled to medical facilities for his own self and family members after he demits the office.

The petitioner, it was submitted, is suffering from renal failure and other allied complications. he has already received treatment at All India Institute of medical Sciences, new Delhi. Since the petitioner has a permanent abode at Jammu, he needs all necessary treatment here, it was submitted.

Regarding other relief, the Court held that that the same will be considered after the objections are filed by the respondents and directed that the same be filed within two weeks time.

Police-public meeting held at Bakshi Nagar Police Station

JAMMU, Oct 8: A police-public meeting was organised at Bakshi Nagar Police Station today.

In the meeting, a large number of inhabitants of Bakshi Nagar, Shakti Nagar, Top Sherkhania, Sarwal and Rehari participated in the meeting and apprised the police officers about their problems with regard to security.

SSP Jammu Dr Kamal Saini, SP traffic S D Singh and SHO Bakshi Nagar Surinder Kumar gave patient hearing to the problems of the people and suggestions projected by them. The people mostly complaint of traffic chaos in the interior roads of their localities and said that it was only due to traffic chaos and rash driving by the vehiclists that every day accidents have been taking place.

They also complained of eve-teasing outside some educational institutions and urged the police officers to depute cops in plain clothes to check this menace.

The people further said that most of the thefts have been taking place in absence of the street lights in the area and requested the police officers to take up this matter with the concerned departments.

Addressing the meeting, Dr Saini and S D Singh said that all possible steps would be initiated to solve the problems of the people pertaining to police Department. Dr Saini immediately ordered intensification of night patrolling in some areas and asked the people to cooperate with the police by way of sharing information about the anti-national and anti-social elements in their respective areas.

SHO attached, cop suspended, 3 SPOs terminated

UDHAMPUR, Oct 8: Police authorities today attached SHO Latti, suspended a police constable and terminated three SPOs in connection with alleged custodial death of a civilian Omkar Nath in Latti police station yesterday.

Terminated SPOs are Pritam Kumar, Naresh Singh and Romesh Chander while the suspended police constable is Manohar Lal. The SHO has been attached to District Police Lines (DPL) Udhampur.

Meanwhile, body of Omkar Nath was brought to the district headquarters here where a board of doctors would conduct post-mortem tomorrow morning after which the body would be handed over to the family for cremation.

Additional SP Udhampur Abdul Qayoom was camping at the spot pacifying the agitated people, who had yesterday blocked road and staged dharna against the custodial killing.

INTUC constitutes body

JAMMU, Oct 8: State branch of Indian National Trade Union Congress was constituted by its president Shiv Kumar Sharma by issuing first list of office bearers with Messrs R S Reen, Shyam Parshad and Surinder Kumar as vice presidents.

Other office bearers included Raghubir Singh Chib as general secretary, Subash Chander as office secretary, UttamChand, Joginder Paul, Ashok Manhas and Faiz Akbar Chowhan as secretaries, Raman Kumar, Parma Nand, Ganesh Dutt, Vijay Kumar Sharma, Om Parkash and Ranjit Singh as organising secretaries and Gopal Krishan, Madan Lal and Mohinder Paul as joint secretaries.

Shiv Kumar Sharma said the second list of office bearers shall be issued shortly and till such time all the district INTUC units including INTUC Seva Dal, Youth INTUC, Young Workers Council, INTUC Women workers committee and labour cell will remain dissolved at all levels in the State.

DC Jammu convenes meeting of Lead Bank officers

JAMMU, Oct 8: A standing committee meeting of Banks and Government Departments for the month of August was held in DC Office under the chairmanship of Dr Pawan Kotwal, District Development Commissioner to review the progress made in implementation of self-employment generating schemes of Government in Jammu district.

The chairman Dr Kotwal expressed his satisfaction over the pace having picked up but requested the Banks not to become complacent in the matter of sanctioning of the cases. On a point raised by Dr Bali of PNB, the chairman stressed that efforts should be for equitable distribution/ representation of each area for covering the employment generation schemes to maintain geographical distribution of benefits as well as to enable every bank to participate in the schemes as banks have service area approach for financing.

Dr Pawan Kotwal exhorted the participants to further increase the pace of sponsoring and sanctioning of cases as goal should be to meet the target in time.

At the outset Mr V K Gupta, Chief Manager Lead Bank Office, Jammu welcomed the chairman and other participants and informed the House about various activities being undertaken by the Banks.

Bijral inaugurates police, community induction week

Over a dozen recruits participated in the debate. They gave their suggestions how to enrich the moral values in the society and maintain good public, police relations.

Indian Air Force celebrates 71st anniversary

JAMMU, Oct 8: Air Force Station, Jammu celebrated the 71st Anniversary of the IAF, today.

In a strikingly impressive assemble of officers and men, Group Captain S K Bhattacharya, Station Commander, administered pledge to all personnel of the station exhorting them to re-dedicate themselves towards maintaining unity and integrity of the country.

He also pinned up the commendation batches to officers and airmen who were commended for the extra-ordinary contribution towards duty.

On the occasion, foundation stone laying ceremony for single SNCOs accommodation at AF station, Jammu, was also carried out by the Station Commander.

Meanwhile, 71st anniversary celebrations of Indian Air Force at Air force Station, Udhampur, concluded today.

The celebrations included several traditional functions involving the rank and file of the services. The festivities also included sports for children, a painting competition for different age groups and a Hindi writing competition.

Indian Air Force Pilots, Army Commanders and Air Force Sky divers executed hazardous slithering and winching operations. Various cultural as well as formal functions were held in Airmen Mess, SNCO’s Mess and Officers’ Mess also.

The celebrations commenced on September 29 with a grand air show by helicopters fighter aircrafts and a spectacular display of sky diving by the renowned Akashganga team with the colourful parachutes.

Air Force Wives Welfare Association organised a winter festival on Gandhi Jayanti. This was inaugurated by Ms Kiran Gupta .

The celebrations came to a ceremonial conclusion with the traditional oath taking ceremony by all the personnel at Air Force Station.

J&K Youth Congress leaders calls on Sonia Gandhi

SRINAGAR, Oct 8: A delegation of J&K Pradesh Youth Congress led by its working president Mohammad Amin Dada called on the AICC president Sonia Gandhi at New Delhi, according to press release issued here today.

The Pradesh Youth Congress members who were in the delegation included: Abdul Hamid Bhat, Farooq Ahmad, vice presidents; Shiraz Ahmad, general secretary, Abid and Farooq Ahmad, general secretary, Farooq Ahmad Zora, secretary and seven district presidents of Kashmir valley.

The Youth leaders also met Ambika Soni, general secretary, AICC and Nikul Vasnik, general secretary incharge frontal organisation and submitted memorandum to the senior Congress office-bearers in New Delhi.

The youth Congress leaders also had meeting with Randhir Singh Suranjwala, president, All India Youth Congress and general secretary, AYICC incharge J&K and also Ghulam Nabi Azad, president J&K PCC and discussed party affairs with them also.

Many problems arising within the Congress fold in the state especially in the Kashmir valley were discussed, the release says.

The unemployment among the educated youth was brought to the notice of the central leadership by the state Congress youth leaders. Stress was laid on accelerating the pace of development activities as also promotion of tourism in Jammu and Kashmir state was also discussed.
