NEW DELHI, Oct 6: In an oblique reference to Pakistan, Deputy Prime Minister L K Advani today called for international isolation of terrorists and a firm resolution about not giving them any support even if countries lacked the capacity to confront them. In his inaugural address at the 19th General Assembly of the Eastern Regional Organisation for Public Administration (EROPA) here, Mr Advani said the world must realise that terrorism is a threat which can confront any nation. One thing, he said, the world had learnt from the 9/11 incidents was that all countries should firmly resolve not to support terrorists in any way even if they do not have the capacity to fight them. "Let us all resolve that we will not give any kind of assistance to terrorists. We may or may not have the capacity to fight them. But this should be the resolve that under no circumstances should we support terrorists," he added. Recalling Prime Minister Atal Bihari Vajpayees "prophetic" address to the US Congress in 2000 in which he had said that distance did not provide immunity against terrorism, Mr Advani said terrorist attacks on the WTC a year later proved that distance did not provide any immunity to nations against terrorism. "Distance may have provided immunity to countries in the two world wars. But distance does not provide any such immunity to terrorist attacks. The Prime Ministers words proved prophetic," he added. He said Indias experiences on terrorism during the past two decades had been tragic as so many innocent men, women and children had become victims of terrorism. He exhorted the participants of the conference to discuss the issue and told them that they would be doing a great help to society. Expressing happiness over the changes taking place in India in various fields, particularly it, the Deputy Prime Minister said that previously, the focus in Indian politics would be on political ideology. But during the past few years it had shifted to good governance. "Change is the only thing that remains unchanged... Previously political debate would be the principal determinant of peoples choice of their Government and democracy. We have tried to see that the focus shifts from ideology to good governance. We have been making efforts and are succeeding...", he said. "You are administrators. You have little to do with ideology. You may subscribe to marx...But your focus is on how to improve administration. And that is what makes the difference," he told the participants. Mr Advani said the public administration faced major changes and challengesexpectation of good governance, technological changes, change in the area of liberalisation, globalisation and massive quest for knowledge. Elaborating, he said that with income and awareness levels increasing, the demand for better services had been growing. However, technology had provided an opportunity for fulfilling this desire. It could be leveraged for better governance and better satisfaction of peoples needs. E-governance is the need of the day and public administration must equip itself to use it as a tool to provide better services. In the area of liberalisation, the entry of private sector into the services, which were earlier Government preserve, had come to stay. The appropriate induction of the private sector in a competitive environment had led to considerable improvement in the quality of services. A public official and a private sector manager could not be thought of as being on opposite sides but should be viewed more as partners in the common task of nation building. "Liberalisation has swept most part of the world and has come to stay in India as well," he declared. Referring to globalisation, Mr Advani said nobody could isolate himself from developments around the world and therefore, national policies had to be intrinsically linked with various international events. There was also a need to be aware of what was happening in the world and unless this was done, preparedness for the future would be inadequate. Globalisation had brought with it considerable gains and opportunities for every country. It had also brought several challenges which the public administration of everry country must be equipped to face. This, he said, called for a very high degree of professionalism among publiuc administrators and an ability to compete in the global world. The first challenge, therefore, was to adequately equip public administration to look at opportunities and threats in a global context and not remain limited to national boundaries alone. This would call for a major change in mindsets that prevailed in the past. He said intensive efforts would be needed in human resource development and not only should public representatives and public officials be adequately equipped, but the entire education system must also get children to think globally and not only within the narrow confines of their own countries. It was only through such means that a globally thinking society could be built. Mr Advani said that change that was going on in the world, had to be managed by sound leadership, one that was willing to think differently and innovate. "Change needs champions who are not deterred by initial setbacks and are able to persist in their efforts with the conviction that they are going in the right direction. They must recognise that initial hurdles are an inherent part of any change management process and they should not give in the face of initial adversity," he added. (UNI) |
Polls in four states in Hindi belt on Dec 1 NEW DELHI, Oct 6: Assembly elections in five states will be held in two phases with Delhi, Rajasthan, Madhya Pradesh and Chhattisgarh scheduled to go to polls on December 1 and Mizoram on November 20. Announcing the poll schedule, Chief Election Commissioner J M Lyngdoh said counting of votes in Mizoram would be on December 2 and in the other states would be on December four. The model code of conduct would come into force with immediate effect, he said. Notifications for elections in the four states going to polls on December one will be issued on November seven. Last date for filing nominations is November 14 and scrutiny will take place the following day. Last date for withdrawal is November 17. In Mizoram, the notification would be issued on October 27, last date for making nominations is November three and scrutiny the next day. The last date for withdrawal of candidature is November six. The polling in all the five states would be through Electronic Voting Machines (EVMs). Lyngdoh said the staggered polling was in view of festival season and also the need for constitution of new assemblies before the expiry of the term of the house. Lyngdoh, who will be demitting office in February next year, said these elections would be interesting as for the first time proxy voting would be implemented for armed forces after the enactment of the legislation providing for it. This facility would be in addition to postal balloting, he said. The CEC said mandatory filing of affidavits by candidates disclosing their assets, liabilites, educational qualification and criminal records would be another salient feature this time. Instructions have been issued to returning officers to make available copies of the affidavits freely to other candidates, general public and the media on the very day the nomination is filed by the candidate for widest dissemination, he said. Buoyed by the success of conducting polls in Jammu and Kashmir and Gujarat by drawing personnel from outside, Lyngdoh said in Chhattisgarh, Madhya Pradesh and Rajastan 50 per cent of the presiding officers and 50 per cent of the polling officers in every district will be from outside the district. In Delhi the presiding officers would be Central Government officials. Asked about sensitive and hyper-sensitive constituencies, Lyngdoh said some areas like Bastar in Chhattisgarh were "very very sensitive". Likewise, Madhya Pradesh also has some left wing extremism-prone areas like Balaghat and Mandla, he said. For the first time, Chief Electoral Officers (CEOs) of the five states have held meetings in Gram Sabhas and Ward Sabhas in rural areas and in Resident Welfare Associations (RWAs) in urban areas for inclusion, deletion and correction in the electoral rolls. He said compulsory identification of voters would be made in the five states going to polls. In case a voter does not have a photo identity card, other documents can be used for identification. Along with these elections, the Commission has also decided to hold bye-elections to three Assembly seats in Bihar Sitamarhi, Fatwa (SC) and Barachatti (SC) and two Assembly seats in Uttar Pradesh Mahsi and Harora (SC) on November 20. 8 CRPF battalions ready to replace BSF in J&K NEW DELHI, Oct 6: Even as the Governments move to relieve BSF from counter-insurgency duties in Jammu and Kashmir remains uncertain, CRPF has specially trained eight of its battalions to meet such a requirement. CRPF, which would achieve the distinction of becoming the largest para-military force by 2005, has also initiated steps to create its own intelligence wing that would help boost its efficiency in dealing with the problems of terrorism and Naxalism. "We are ready and waiting for Government orders," the forces Director General S C Chaube told reporters here when asked about the delay in the planned move to replace BSF with CRPF as per recommendations of the Group of Ministers (GoM). The phased replacement was to begin this year but the Government has so far made no announcement as it is believed to be wary in the face of recent spurt in terrorist violence in the State. Eight battalions of CRPF were ready to move in as they have undergone special 45-day per-induction training imparted by the instructors of the Army and CRPF, Chaube said, adding as per the Government decision, eight battalions were to be inducted in the first phase. The CRPF chief said the force had felt the need to create its own intelligence wing to supplement its efficiency in terrorism and Naxalism affected areas as it was required for deployment at such locations on long-term basis. Insiders will topple Mufti Govt: Mehboob Beg Excelsior Special Correspondent SRINAGAR, Oct 6: Kashmir Province President of the National Conference (NC), Dr Mehboob Beg, today claimed that the coalition government of Mufti Mohammad Sayeed would soon be toppled by "insiders" and his party would just "play its role" from outside. He alleged that Government was going to conduct the Panchayat elections "in a hush-hush manner". While addressing a news conference at the NC headquarters here today, Dr Mehboob Beg claimed that his party was "sound and solid" and the same would not break under any mischief. He claimed that there was tremendous unrest and conflict among the different coalition partners who, according to him, would themselves bring down Mufti Sayeeds government. "Once it collapses, well just play our role as the largest political party of the state", he said. He, however, ruled out mid-term elections, saying that the same were "no viable suggestion". Dr Beg claimed that the "media hype" and the "mass euphoria" of Mufti Sayeeds government had died down in the last 11 months. He said that the coalition government had failed to provide employment to the Jammu & Kashmir youth, developmental activity had frozen completely and the distance had widened enormously between the common people and the government. Beg referred to Muftis refrain of opening Rawalpindi Road and holding dialogue with separatists and asked why there had been no progress in that direction. He said it was none other than Mufti who had ridiculed Sheikh Abdullahs suggestion of opening the Rawalpindi-Uri highway during the Plebiscite days of 1960s and 70s. Beg challenged the PDP chief Mehbooba Muftis public criticism of the huge increase in power tariff. "It is her Government which has ordered the hike in tariff. Whos she complaining against? They perhaps want to score a point over the coalition partner of Congress which has been holding the Power portfolio", he said. He also disputed Ms Muftis "dramatic uproar" against the alleged custodial killings and argued that since November last year (when her party assumed the power) the PDP chief had lost her locus standi on such matters. Beg held it "too strange" that the father was acting as the head of the Government and the daughter was operating as the leader of Opposition. "She has to set the things right, not to curse the arms of her own government", he added. The packages of employment and tourism, according to Beg, are all "bogus" and misleading. He described the coalition government as a monumental failure of governance and asked why the District Development Board meetings had not been held in the last one year. Beg pointed out that the Mufti government had failed to hold the routine autumn session of the state legislature. Muftis government, he said, had failed to appoint the Chairman for the Accountability Commission in the last 11 months, even as it trumpeted to launch a drive against corruption. He cautioned that the coalition governments failure was creating "a disastrous vacuum" as a section of the disappointed population was turning back to the secessionist camp. Beg dismissed it as the coalition governments "hypocritical dichotomy" that a Police officer was being suspended with the charges of his involvement in the Pathribal killing of five innocent civilians and the same officer was, on the other side, being recommended for the Presidents Gallantry Medal. Dr Beg said that the Mufti Government was planning to conduct the Panchayat elections in a hush-hush manner. He complained that the NC which had 28 MLAs in the Assembly had not been taken into confidence in connection with the proposed civic body elections. He said that he had come to know about the proposed notification through DC Anantnag the other day only by chance. Beg said that some PDP activists were currently looking for candidates in mosques of Anantnag district and the whole exercise was being conducted without any transparency. |

Excelsior Special Correspondent SRINAGAR, Oct 6: The Government has ordered that the moving offices shall close at Srinagar on October 24, 2003 afternoon and reopen at the winter capital of Jammu on November 3. However, one day special leave has been authorized for October 24 in favour of Jammu division based employees to enable them to celebrate Diwali festival falling on October 25. In all 33 departments would move in full and the remaining 34 in camps. All the moving departments have been asked to send their advance parties consisting of one gazetted and four or five non-gazetted employees on October 20 to receive the records at Jammu. It has also been ordered that the salary for the month of October 2003 in respect of employees working in the moving offices shall be drawn on October 22. SRTC has been asked to make available sufficient number of good conditioned buses for transportation of Jammu based employees on October 23 and 24 and Srinagar based employees on November 1 and 2. The booking of buses shall be for the destination of the employees and the tickets shall be issued in advance from October 12 both from Civil Secretariat as well as from main booking counters. It has also been ordered that health department would arrange medical aid facilities at Qazigund, Banihal, Ramban, Ramsoo, Patnitop, Kud, Udhampur and Jajjar Kotli on the days of travel from Srinagar to Jammu. No moving employee shall occupy any Government/EP/Municipal residential accommodation except under proper allotment order and those employees desirous to move without families may retain the Srinagar ration cards for the winter season. It has also been ordered that the employees can retain accommodation allotted to them at Srinagar for bonafide use of their families under intimation to the Estates Department on applicable terms and conditions. |

Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed made this demand during his meeting with Union Minister for Food, Consumer Affairs and Public Distribution, Sharad Yadav here this evening. J & K Minister for Public Distribution & Consumer Affairs Taj Mohi-ud-din was also present. Mufti Sayeed told the Union Minister that border population is living in difficult conditions and deserve concession that are available to BPL in respect of supply of food grains. On the request of the Chief Minister, Yadav agreed to enhance monthly quota of wheat from existing 5000 tonnes to 10,000 tonnes. He also agreed to consider supply of wheat for millers at previous rate of Rs. 7.35 per kg instead of the enhanced rate of Rs 7.85 per kg. The flour mill owners of Kashmir valley had met the Chief Minister and sought his intervention for supply of wheat on old rates. Mufti Sayeed also took up the matter of supply of coarse IR-8 variety of rice, mostly consumed by the people of the valley, as per requirement. The Minister assured that the speedy procurement of IR-8 would be made and sufficient quantity dispatched to the Valley to meet the requirement. IR-8 is grown in limited areas & effort would be made to rush the supplies for the people of Kashmir. The Resident Commissioner Suresh Kumar was also present. Earliar, the Union Home Secretary N Gopalaswamy also called on the Chief Minister and discussed with him execution of some border road projects in Rajouri & Doda districts. Mufti Sayeed asked the Home Ministry to speed up construction of approach roads for the upcoming Railway Stations in the state. FIR against Mayawati, 7 others in Taj case LUCKNOW, Oct 6: The CBI tonight lodged an FIR against former Uttar Pradesh Chief Minister Mayawati and seven others in the Taj heritage corridor case. The others named in the FIR are former State Environment Minister Nasimuddin Siddique and six senior IAS officers former Chief Secretary D S Bagga, former Principal Secretary to Mayawati P L Punia, former Principal Secretary Environment R K Sharma, former Environment Secretary V K Gupta, former Union Environment Secretary K C Mishra and NPCC Chairman S C Bali, CBI sources said. Among the bureaucrats Bagga, Punia, Sharma and Gupta were suspended in connection with the case. The FIR was lodged in a CBI court here. The Supreme Court had directed CBI to investigate the Taj corridor case and asked the State Government to take departmental action against the concerned bureaucrats. (PTI) |

The press note had quoted Minister for Irrigation Qazi Afzal as having agreed to "bringing surrendered militants into mainstream." Another official press note issued here today said the original press note should be read as "Qazi agrees bringing released militants into mainstream and on his persuasion worked for him on voluntary basis during last Assembly polls". |

killed in Valley Excelsior Special Correspondent SRINAGAR, Oct 6: In the midst of a series of neat and clean operations, troops of Rashtriya Rifles 9th Bn have killed a civilian and left two more wounded in a late night shootout in Kulgam area of south Kashmir. Meanwhile, security forces today claimed to have killed six militants in three separate gunbattles in Kashmir valley and a soldier got killed in an encounter between militants and troops at Sagam, Kokernag. Informed sources in south Kashmir told EXCELSIOR that last nights shootout in Guddar area of Kulgam was actually Armys indiscriminate firing on a group of civilians. Even as four of them managed to escape, one died on spot and two more sustained injuries. The individual who got killed in the shootout has been identified as Ghulam Mohi-ud-din Sheikh S/o Gulla Sheikh R/o Amnoo. Two brothers, namely Ghulam Nabi Sheikh and Abdus Salam Sheikh sons of Gulla Sheikh R/o Baan, Kulgam, were captured in injured condition and later rushed to Srinagar. Both have been admitted at Bone & Joint Hospital, Barzullah. According to independent sources, this group of civilians walked into an ambush of RR 9th Bn at Ariguthnoo. Troops had laid an ambush as they expected a militant groups movement towards Guddar village. This locality is in the foothills of Pirpanjal forest range, believed to be infested with militants of Lashkar-e-Toiba and Hizbul Mujahideen. Independent sources insisted that it was actually a group of civilians which was on way to a forest, most probably for lifting the cattle of Bakerwals. The possibility of their being wood-poachers or militant activists is being ruled out as neither any documents or weapons nor any felling or sawing articles were recovered from their possession. Unusaully there was no protest over the shootout as the slain individual died while possibly proceeding on an illegal act. Police sources refused to make comment but confirmed that a number of cattleheads had disappeared in mysterious circumstances from the Bakerwal herds in Kulgam area this year. Officials also confirmed that the slain individual was a "history sheeter" in police records. However, Army and Police labelled the slain individual as a militant of Jaish-e-Mohammad and claimed to have recovered one AK-56 rifle, three magazines, 45 rounds and two hand grenades from his possession. SP Kulgam, Hans Raj Parihar, referred to a purported intercept by Army according to which Sheikh was a militant. "The radio intercept, which is a conversation between Luqman and Umran, suggests that one militant had died and two more were missing", he told EXCELSIOR over telephone. He pointed out that there was no uproar against Sheikhs killing. "Normally, any civilian killing by troops evokes widespread protest in this locality", he said. Nobody responded to telephone calls at the office and residence of the Defence spokesman Lt Col Mukhtiar Singh at headquarters of 15 Corps. Incharge of the Public Relations at Victor Force, Maj Ashish Nangia, maintained that the slain individual was a militant and the same had a confirmation in the militants radio conversation intercepted by Army. Meanwhile, security forces have reportedly killed a group of four unidentified infiltrators in Nowshera Naar of Gurez valley in Baramulla district of north Kashmir. One AK-56 rifle and some ammunition, grenades and rifle grenades are claimed to have been recovered from the site of encounter. This shootout has come days after Army claimed to have wiped out a group of 19 infiltrating militants in Baruab area of Gurez-Tulel belt at the LoC. Sources said that militants in ambush attacked a vehicle of RR 36 Bn at Sagam in Kokernag area this evening. One soldier sustained critical injuries and later succumbed on way to hospital. Troops retaliated but all the militants managed to escape. Yet another gunbattle took place between troops of RR 28 Bn, RR 29 Bn and militants near Achhpora, Panzla, in Rafiabad belt of Baramulla district today. One militant was killed. He was identified as Abu Rehman, resident of Pakistan. Officials believe him to be a member of Lashkar-e-Toiba. Army has also killed a militant in an encounter at Sonapindi in Kalaroos area of Kupwara district. He has been identified as Mohammad Jamal-ud-din alias Qari Rizwan, resident of Pakistan. Officials claimed that he was a member of Jaish-e-Mohammad outfit. Unidentified gunmen, believed to be militants, appeared at a tea stall near Degree College of Pulwama and fired upon its owner, namely Bashir Ahmed Sofi S/o Ali Mohammad Sofi R/o Goripora, presently Dangarpora. He sustained critical injuries. Another civilian, Nisar Ahmed Bhat of Sirnoo, also got injured. Both were rushed to a hospital. In Kangan-Ganderbal area, militants have set on fire the houses of two Police personnel, namely Mohammad Shafi Parray of Wayil and Mohammad Yusuf Dar alias Jaleel of Nilnajran, during last night. Insects found in Cadbury chocolates, one of them live MUMBAI, Oct 6: Laboratory tests of Cadbury Chocolates have shown presence of insects and Maharashtra Government today said it will prosecute the Company. "The laboratory report is positive for the presence of two dead and one live insect", Maharashtra Food and Drugs Administration Commissioner Uttam Khobargade told reporters here. "We will prosecute the chocolate manufacturing company-the Cadbury India Ltd", he said. Khobargade met officials of the Company after getting the lab reports. On Friday, the FDA had seized Cadbury products from counters across the state following complaints of presence of live worms in the chocolate. Consumers from Suburban Andheri in North-West Mumbai and from Pune had complained about some samples of the confectionery being infested with worms. However, the Company has denied the charge and maintained that its chocolates were of good quality and free from infestation. In a statement Cadbury India Ltd today said it was not aware of which samples have been tested by FDA and had not received any official report so far. "We will not like to comment until we have a chance to see the formal report", it said. "We have checked the relevant factory control samples and have found them to be of good quality and free of any traces of infestations", it reiterated. A quality system procedure ensures checks on control samples of all batches, Cadbury said adding "no infestations have been found in any of the chocolate batches". (PTI) |
Two jawans among 7 killed in Jammu region Excelsior Special Correspondent JAMMU, Oct 6: Seven persons including two army jawans and three militants were killed while six army soldiers were injured, four of them seriously, in separate militancy related incidents across the region overnight. Two foreign mercenaries and an army jawan were killed and five other soldiers were injured in fierce gun-fighting at Naka Majari in Mendhar tehsil of Poonch district this evening. Army and Mendhar police were hunting two more militants, who escaped towards a forest area during three hour long gun-battle, official sources said. Of five injured jawans, condition of three was stated to be serious, they said, adding the injured jawans have been hospitalised. Two AK rifles and some ammunition were recovered from the slain militants, whose identity hasnt been established but they were believed to be the foreign mercenaries. They were affiliated with Jaish-e-Mohammed (JeM) outfit. More recoveries were expected to be made from the encounter site after the operation is completed. Meanwhile, troops of 17 Rashtriya Rifles launched a search operation at village Kurji, about 22 kms from Banihal in Ramban police district in early hours of this morning. Operation was based on an information developed by army about movement of a group of militants in the area, the sources said. As the army personnel were about to storm a hideout where the militants were staying for the night, they were fired upon from inside by three hiding militants. Troops retaliated. Sources said an exchange of firing between the two sides continued for about one hour in which JCO Dharam Singh and a militant were killed and an army jawan was injured. The injured jawan was airlifted to Military Hospital in Udhampur in serious condition. Identity of the slain militant hasnt been established. As the militants had sustained a volley of shots, his body was beyond recognition but an intercept suggested that he could be a foreign mercenary. Two other militants, however, slipped away from the encounter site and fled to a forest area. Both the militants managed to escape even after a day long search operation carried out for them by the army jawans. Recoveries made from the scene of encounter included one AK rifle, one magazines, three grenades, one radio set and four hand grenades. Meanwhile, two teen-aged boys were killed in an accidental explosion at Hill Tak in Darhal area of Rajouri district late last night. They have been identified as Aiyaz Ahmed, 14, son of Mohd Hussain and Mohd Riaz, 11, son of Nabab Din, both residents of Hill Tak. Sources said the boys spotted a grenade and mistaking it as a ball they started fiddling with it, leading to an explosion in which both of them were killed. Police shifted bodies of the boys to a local hospital where they were declared dead. Police was trying to ascertain the source of grenade. Militants also opened firing and fired a grenade aiming residence of former PCC (I) chief Chowdhary Mohd Aslam at Lassana in Surankote tehsil in Poonch district last mid-night. However, no casualties or damage was reported in the attack, which was repulsed by the guards deployed at Aslams residence. India-China to hold boundary talks this month: Sinha BALI, INDONESIA, Oct 6: India and China will hold talks on the vexed boundary dispute in the third week of this month in New Delhi, External Affairs Minister Yashwant Sinha said here today. "The talks between the two special representatives (National Security Adviser Brajesh Mishra and senior Chinese Vice Foreign Minister Dai Bingguo) will take place in the third week of this month," said Mr Sinha, who is here as part of Prime Minister Atal Bihari Vajpayees delegation for the second India-ASEAN summit. Mr Mishra and Mr Dai were appointed as special representatives to expedite a solution to the boundary dispute from a political perspective during Mr Vajpayees historic visit to China in June. Mr Sinha also described as "good" his recent meeting with his Chinese counterpart Li Zhouxing and Russian Foreign Igor Ivanov on the sidelines of the UN General Assembly session. His comments came two days before Mr Vajpayee is scheduled to meet his Chinese counterpart Wen Jiabao to discuss various bilateral issues as well as international developments, including the restructuring of the UN Security Concil and developments in Iraq. Mr Vajpayee has already stated that he would discuss the border issue as well as othe important subjects with the Chinese Premier, with whom he established a personal rapport during his China visit. "The process of dialogue with China has begun...Trade between India and China is also increasing satisfactorily," he said. The boundary talks were to begin shortly after Mr Vajpayees visit to Beijing. Chand Khan remanded to judicial custody AHMEDABAD, Oct 6: A special POTA court today further remanded Lashkar-e-Toiba militant Chand Khan to judicial custody, in connection with the Akshardham Temple attack case. Gunmen assassinate hardline Sunni politician in Islamabad ISLAMABAD, Oct 6: Gunmen assassinated a hardline Sunni Muslim politician and four other people as they drove in a sport utility vehicle in the Pakistani capital today, officials and the politicians personal secretary said. Maulana Azam Tariq, the head of the violent Sunni extremist group Sipah-e-Sahaba and a Member of Parliament, was among the dead, said Tariqs personal secretary, Maulana Rashid Farooqi. The attack occurred near a toll plaza on the southwestern outskirts of the city, police official mohammed idrees said. Officials had earlier said that Tariq wasnt in the car when it was attacked. But Farooqi said from Islamabads pims hospital, where the bodies were taken, that Tariq had been killed. Pakistans geo television showed gruesome images of the victims lying slumped in the car amid shattered glass. The dead all appeared to be men. Nobody immediately claimed responsibility for the attack, but Tariq had many enemies. He was jailed during a Government crackdown on Muslim extremist groups in late 2001, but won a seat in Parliament from behind bars in October 2002. Tariq was released shortly afterward when a court in the eastern city of lahore ruled the Government had not produced enough evidence to hold him. His pro-Taliban Sipah-e-Sahaba considered the most violent Sunni Muslim group has been blamed by police for more than 400 killings in sectarian violence in Pakistan in recent years. (AP) |
KCF (Zaffarwal) activists along with six robbers arrested SANGRUR, Oct 6: The police today claimed to have busted a gang of robbers and looters headed by Pargat Singh a former Khalisthan (Zaffarwal) militant activist currently serving prison sentence. District Police chief A S Rai said that he constituted a special team in view of the increasing bank robberies and looting incidents in the area under the supervision of Bhupinder Singh Sidhu, DSP Sangrur. He told reporters here that Pargat during his parole from Sangrur Jail and others used to mastermind the incidents. He said that Pargat was not on parole for six weeks from August 26 and charged him of committing robberies and lootings. The SSP did not ruled out the possibility of his links with isi of Pakistan. Rai disclosed that four motorcycles, one tractor, one jeep, three .30 bore mousers, one 315 bore pistol along with live cartridges and one 39 spring field rifle was recovered from the gang. The SSP said the investigations were underway while the accused have confessed the incidents of snatching vehicles under two police stations on pistol points. Rai said Pargat was undergoing sentence of ten years in a case of recovery of a AK-47 rifle, .30 and .32 bore pistols, a bomb, hand grenade and 10 kg smack recovered from him in 1995 by Amritsar Police. The Amritsar Police also recovered from him 59 pistols earlier, he said. Rai said that Pargat during hey days of militancy in Punjab remained underground to continue his militant activities. However, he surrendered before the police succumbing to Sangrur police pressure, but he did not desist from continuing his activities. The other gangsters include Randhir Singh, Balwinder Singh, Jagar Singh, Sahib Singh, Balwinder Singh and Najar Singh, he added. (PTI) |
