Consumer protection drive

Sir,

Recently Department Of Consumer Affairs, Food and Public Distribution, Govt. of India launched a scheme to protect the welfare of the consumers throughout the country. The launching pad for the scheme has been decided to be the most respective institutions i.e. Schools. In this scheme, a consumer club is to be opened in every school, which has at least 50 students as its members and one teacher as their guide. The coordinating agency shall monitor this consumer club at Tehsil level, which shall be a well-established Hr. Secondary School, N.G.O. or a professional body. One co-ordinating agency may have cluster of many consumer clubs. The basic function of this scheme is to educate the young one’s about the role of consumers and take their active support to awaken the people of their respective areas.

This scheme has financial support of Rs. 10000/- per annum per consumer club to the coordinating agency, 20 percent of which shall be retained by the agency itself. This support comes from the Consumer Welfare Fund.

The Consumer Welfare Fund was established under the Central Excise and Sales Act 1944(1 of 1954). The overall objectives of the fund are to provide the financial assistance; promote and protect the welfare of the consumers and strengthen the voluntary consumer movement in the country, especially in the rural areas.

The members of the consumer club are Non-formal Pro-active members who are guided according to the Consumer Protection Act 1986, which says (——to mobilize the youngsters by instilling in them the spirit of consumer protection right; to impart knowledge about the role of consumer’s etc—). All necessary material i.e. pamphlets, charts etc. shall be provided by the nodal agency.

After on year, best three clubs in each cluster, coordinated by one agency awarded cash prize of Rs. 3000/-, 2000/- and 1000/- respectively. Assessment for their selection shall be made on the basis of the report submitted by the agency and verified through random checks. Overall best consumer club, selected through the committee constituted by the Department of the Consumer’s Affairs shall be given cash prize of Rs. 5000/-. Prizes shall be given annually.

This scheme is good for the students especially the rural ones because the vendors mostly loot them. It will not only educate them but also infuse in them the qualities of a good leader. As the today’s present is next day’s future, so educated & awakened today helps in the formation of a healthy future.

Discrimination with Jammu

Sir,

Our State Government has been pursuing the healing touch policy and under this policy jobs are being distributed to the victims of terrorism on compassionate grounds. It is a good gesture of the State Govenment, headed by Mufti Sahib. But it seems that even in this noble cause, victims from Jammu region are being discriminated to a large extent.

Again a number of police battalions have been raised recently to control menace of terrorism but when one goes into the details of the recruitment, one finds that most of the youths given jobs in these battalions are from the Valley.

The recent list of admission to professional courses issued by the State Government indicates, the major share of such courses has been grabbed by the students from Kashmir province.

Employment for unemployeds

Sir,

The State Jammu and Kashmir is facing manifold problems. Though the flames of unfavourable circumstances have engulfed everyone, the unemployeds are the worst victims. The unemployment has perplexed them and shattered their hopes. They believed that Mufti’s regime would take sympathetic steps to avoid their embarrassment. But it seems that like past, it is also an era of shattered hopes and broken promises.

Anyhow, the hopes of unemployeds revived when the Prime Minister, during his visit to Kashmir announced a package for one Lakh job opportunities in the State. Will the promise be fulfilled, it is premature to say something with confidence?

However, come what may, the deprived unemployeds whose career has been at stake are not hopeful for justice. The slogan of merit which has proved so-called cause of their deprivation, is being heard once more.

Here a question arises, should the merit be ignored. No, never! But provided that merit alone or relaxation in age cannot provide justice now. Keeping in view the past injustice there are many other points which must be taken into consideration.

Those helpless candidates who had no access to past political leaders and bureaucrats, were deprived of their rights only in the name of merit which was a glaring injustice with them. The candidates who did their graduation or P.G. Six or seven years ago with first division, as per merit of that time they were absolutely rightful to get Government job.

But it is pity that ruthless and selfish politicians and bureaucrates marred the career of these helpless in order to employ their own kith and kins. Though the oppressed wailed on injustice, yet there was name to listen their wail.

Now when the present merit is comparatively higher than the past, six or seven years old graduate are compared with present merit, they can never be able to compete with it. The poor will be dropped even in short listing criteria. So, they are likely to be deprived of their rights once more. It is worthy of consideration that they are going to be overage. In such circumstance what will they do? Where will they go? Who will be their to listen their wall? If their problem is attended to at this time, it will add to their woes. So, it is dire need of the hour to give rights to those who have been deprived of their rights.

Drive against eve-teasers

Sir,

The drive launched by police against eve teasers is a welcome, but belated step. This step should have been taken much earlier. Due to slackness on the part of law enforcing agencies, this social evil has assumed alarming proportions. Eve teasers are ubiquitous at almost every place, like colleges, bus stands, in buses, street.

The drive launched would hopefully, help in checking this menace to some extent. Those found guilty should be punishes so that others may learn a lesson.

It is an admitted fact that no social changes take place unless mindset changes. Once you are mentally prepared not to do something, you will not do. Otherwise, however, one may be advised, admonished, he will do what he likes.

Though punishment acts as a detterance, it has to be carried out in a manner, so that it changes mental make up of the man.
