Mufti launches Kashmirs first mega Excelsior Correspondent SRINAGAR, Oct 3: Chief Minister Mufti Mohammad Sayeed launched Rs 100 crore multi-purpose shopping arcade and haat bazar here on the occasion of Gandhi Jayanti yesterday. It will be completed in 5 years. Minister for Housing and Urban Development and Tourism Ghulam Hussan Mir and Minister of State for R&B Sayeed Bashir Ahmad were also present. The first phase of the project coming up over 50 kanals of land, will have a two-storeyed haat and craft bazar with basement. Each floor will have 28 shops. Five blocks of three-storeyed each will form part of the project, which apart from 132 shops, shall include restaurants, snack bars and kiosks besides space for show rooms and commercial offices. Ample parking place to house 450 vehicles has also been mooted in the design. This phase will be completed at a cost of Rs 75 crore. In the Rs 25 crore second phase, 24 kanals of land will be utilized to construct amusement park, multiplex and amusement centre with coffee shops, bowling alleys, video game parlours, auditorium, art gallery, banquet hall and cyber cafe. A service block will be constructed under the phase that also envisages parking space at semi-basement and ground level for more than 100 vehicles. Describing it the coming landmark of summer capital, the Chief Minister said that Srinagar is the heart of the state and it must be made beautiful with modern market facility for the locals as well as the tourists. He said SDA has to play a pioneering role in development and expansion of the summer capital. Stressing for early completion of the shopping mall, the Chief Minister asked the concerned authorities to explore possibility of seeking institutional finance from organizations like HUDCO, LIC, NABARD etc. He said the project on completion is expected to become a revenue-yielding asset and as such its early completion will be a good beginning. Minister for Housing and Urban Development Ghulam Hussan Mir asserted that the prestigious complex would come up within a fixed time frame without time and cost over runs. He said the projects in the past regimes generally ended up with the foundation laying ceremonies alone but certainly this cannot be the case with the present dispensation that believes in action on the ground. Mr Mir directed that the quality of work should be ensured. He said several parking lots have been planned for Srinagar city to rid it from traffic congestion. He said the work on fly-over is also going on speedily to complete it as per schedule. Commissioner/Secretary, Housing and Urban Development, Mr. P. G. Dhar Chakraborti giving project profile said that the prestigious and most modern complex would be a self-reliant venture with zero investment from the government. He said it would generate an annual rental income of Rs 2 crore. He said Srinagar is among the oldest living cities of the world with 2500 years history is being properly developed by creating latest civic amenities. He said several systematic changes have been incorporated in the master plan for ensuring its development in a better way. Vice Chairman Srinagar Development Authority also spoke on the occasion. |

take part in last rites Excelsior Correspondent JAMMU, Oct 3: The mortal remains of Jammu University student Pankaj Mohan Bhatia, who got drowned at Baba Pairh Devta yesterday, and whose body was later retrieved by Army, was consigned to flames on the banks of river Tawi today. Large number of people, including Jammu University Vice Chancellor Prof Amitabh Mattoo, students and faculty members of the Department of Management Studies, of which the deceased was a student, attended the funeral. Earlier, the body of Pankaj was fished out by the divers of Army after hectic efforts and handed over to the family members of the deceased after legal formalities. Giving details, the spokesman of Army said that soon after the tragedy, JU Vice Chancellor, Prof Amitabh Mattoo approached Maj Gen Mandhata Singh, Officiating GOC Nagrota Corps for the help from Army to retrieve the body. An Engineer Regiment was entrusted with the task of locating and retrieving the body of the deceased student, the spokesman said. He said that initial recce of the area was carried out early this morning and a team of two officers, three JCOs and 27 other ranks of the Engineer Regiment alongwith one JCO and two divers of PARA carried out the operation to recover the body. The Commanding Officer of Engineering Regiment himself lead the operation. The spokesman said that since the area is rough and approximate three kilometers from the road head, it was a tough going. Carrying bauts was another difficulty in the shallow water and at places baut was carried on shoulders by the men due to very less water. The spokesman said that after the recce, the operation began at 9 am today and the whole area was combed by the divers at deep ends and physically by the troops at shallow ends. The operation continued for about four hours and finally the troops could spot the body of Pankaj. One civilian, Chanchal also helped the operation, the spokesman said, adding that it was ultimately the divers who took out the body and later handed over to relatives in presence of the Police. As reported earlier, Pankaj was washed away in the water fall yesterday when a group of 70 students of Jammu University went for the picnic. The current of the water was high at that junction and five students had tried to cross the stream by making a human chain. They couldnt appreciate the flow of water and three of them were drifted with water. Two could, however, escape, while Pankaj was not so lucky. Meanwhile, JU spokesman, Dr Pritam Singh has clarified that HoD and Dean of the Management Studies had not slipped away from the spot after the tragic incident, but had rushed to Police Post Nagrota to inform about the mishap. Since the mishap had occurred at an isolated place, it was necessary to contact the professionals in dealing with the situation, the JU spokesman clarified. |

Sinha, has called upon the agricultural scientists and the management of the agricultural universities of the state to pursue a persistent research policy to ensure high quality agricultural production and productivity in the State. The Governor who is also the Chancellor of the Agriculture University Jammu was speaking in the University Council meeting held at Raj Bhawan here today. The Chief Minister Mufti Mohammad Sayeed, Agriculture Minister A. A. Zargar also attended the meeting. The Governor expressing satisfaction over the performance of Agriculture University Jammu said that university has made tremendous strides in shaping its developmental as well as the academic excellence. However, much more is required to be achieved in respect of the establishment of the full-fledged campus of the university with necessary infrastructure, latest know-how and sophisticated technology in the agriculture sciences. The Chancellor said that we need a change in our approach keeping in view the changing scenario in the agriculture field to ensure overall growth and development of our economy. Chief Minister Mufti Mohammad Sayeed, who is also Pro-Chancellor of the University speaking at the meeting said that agriculture sector of the state requires sustainable reorientation in planning, improvement in the high yielding varieties of seeds and a better management. He stressed upon the university faculty and management to give focussed attention towards floriculture sector of the state. The Chief Minister also urged the student community for realistic and practical involvement in the agriculture cultivation and other activities apart from concentrating on the theoretical aspects. Mufti Sayeed expressed the hope that the scientific community of our universities will take up the challenges and develop efficient human resources that can withstand national and international competitions and pressures. Agriculture Minister A.A. Zargar stressing on the role of agriculture sector in shaping the economy of the Jammu and Kashmir said that the coalition Government is giving more and more attention towards framing an effective and practical policy for the State. Earlier, the Vice Chancellor of University, Mr. Hashmat-Ullah-Khan, while giving the resume of the achievements of the SKAUST Jammu said that various steps have been initiated to reorganize and re-model the existing units of the university to cater to the needs of a separate university for Jammu region. He said steps have been taken for land accusation, development of master plan for the layout. He said that the university is ensuring access to the research findings and solutions on the problems posed by the farmers and field functionaries of the development departments. on history of Duggar organised Excelsior Correspondent JAMMU, Oct 3: Dogri Sanstha organised a function to release four books published by it and lecture on " History of Duggar in Dogri" by Mr D C Prashant, former MP (RS) and an eminent scholar, here this evening. The Minister for Education Harsh Dev Singh was the chief guest at the function. Mr D C Prashant made presentation on the history of Duggar from the ancient times upto year of accession of the J&K State with the Indian Union. It is for the first time that the detailed historical paper was in Dogri language. The scholar threw light on various aspects of life of the people in this part of the country. The books " Pooni Pooni Kati Raat", a collection of gazals, " Zhull Bara Dya Patra" giving depiction of life and traditions of Dogras, both by late Ashwani Magotra and published by Dogri Sanstha were released. A Dogri learner book published by Dogri Sanstha in collaboration with Research Centre, Mysore which will of immense help for learning Dogri by those whose mother-tongue is not Dogri. Nami Chetnas issues were also released at the function. Prof Lalit Magotra, president, Dogri Sanstha spoke about the role of this organisation in promotion of Dogri language as also art and culture of this part of the country. The Education Minister assured that no efforts will be spared to preserve and promote further the literary and cultural heritage. He said that endeavours will be made for development of Dogri and securing its due status. Prof Veena Gupta read a paper and Dr Sashi Pathania conducted the proceedings. The function was attended by a large number of academicians, writers and prominent citizens. |
Court awards life term, fine to three in murder case Excelsior Correspondent JAMMU, Oct 3: Additional Sessions Judge Jammu, Mr SS Sarangal has awarded life imprisonment and a fine of rupees 20,000 to three accused Ravi Chand Kapai, Vishal Malhotra and Mantu Sotra for killing one Pawan Kumar and seriously injuring Ved Pal. The court ordered that if the fine is deposited by the accused persons, the same shall be paid to heirs of the deceased. In default of payment, the accused will have to further undergo imprisonment. About another accused Shashi Pal and Yash Pal against whom the proceedings were taken up under Section 512 CrPC, it was ordered that their trial shall be taken up after their arrest. According to the prosecution case, on November 23, 1997 one Ved Pal son of Ram Krishan resident of Rajpura Magotrian, Jammu made a statement before police in Government Medical College Hospital Jammu that his brother Pawan Kumar Mangotra had constructed a room on his land situated at Talab Tillo and used to sell the plots. Regarding the sale of one plot, he was talking to one Ravi Chand Kapai. On November 23, 1997 at 9 am Ravi Chand alongwith two to three persons came to the residence of his brother and threatened to kill him, if he will not sell plot to them. While Ved Pal and his deceased brother was sitting at Talab Tillo in a residential house at about 1.45 pm Ravi Chand Kapai, Shashi Pal, Pappa alongwith some persons with common criminal intention to kill them on the basis of old enimity armed with sharp edged weapons entered the room and attacked on his brother Pawan Kumar. With the result Pawan Kumar was injured seriously and fell down. Accused Shashi Pal attacked on Ved Pal with Toka and inflicted injuries. On the hue and cry, some persons came on the spot and accused persons fled away from the scene. The Police had later registered case under various sections. |

contest Excelsior Correspondent JAMMU, Oct 3: Govt Girls High School, Udhampur bagged thefirst position in the senior category of Patriotic Group Song competition organised by the Bharat Vikas Parishad (BVP), here this evening. Tavasi Public School, Trikuta Nagar, Jammu and Dewan Badri Nath school, Talab Tillo secured the second and third prize respectively. In the junior students category, Dewan Badri Nath School, Mandi Mubarak, Jammu were declared first while Jagriti Niketan School, Kachi Chowni got second prize and Happy Model school, Udhampur were adjudged third. The Patriotic Group Song competition organised by the Bharat Vikas Parishad was held at Abhinav Theatre and six senior students team and five junior categery team participated in the contest. First of both the team will participate in national level contests at Varanasi and Ahmedabad. The Minister of State for Defence, Prof Chaman Lal, who was the chief guest, underscored the need for inculcating sense of patriotism and also promoting moral and spiritual values. Our country, he said is now well set toward attaining high stature in the community of nations because of its high spiritual values and as a emerging power. The Pokhran experiment was a turning point in it. He said the country has made significant progress in every field and Indian doctors, IT experts and others are making a mark across the globe, he added. The Union Minister of State apreciated the presentation of the programme. National secretary, BVP, R P Gupta outlined the activities and achievements of this organisation. He said the objective is to promote nationalism particularly among the youth by organising various activities. He stated over ten thousands students took part in the group song contest at Indore sometimes and secured place in the Limca Record Book. Nearly three lakh students participate in the patriot group songs competition every year, he added. President, Bharat Vikas Parishad, Satya Narayan Sharma welcomed the guests and the participants as also threw light on aims and activities of this non-Government organisation set up in 1963. BVP has been established in an objective are inculcating sense of patriotism and instill moral as well as spiritual values among the people particularly the youth. The presentation by the teams was so impressive that the audience repeatedly applauded the programme. Dr Santosh Gupta, state general secretary, spoke about the significance of the programmes undertaken by the Bharat Vikas Parishad. Prof SC Anand gave details of organisational set-up of Bharat Vikas Parishad and its programmes. Mr Ved Parkash Balotra, state convenor, NGSC, also spoke and explained ground rules of the competition. Ved Goswami, chief patron of BVP, was present at the function. Prizes were distributed by the chief guest among those adjudged best in the competition and mementos were presented to the participating teams. Qazi Afzal reviews PHE activities in Jammu Excelsior Correspondent JAMMU, Oct 3: Minister for PHE, Irrigation and Flood Control Qazi Mohd Afzal reviewed the activities of PHE in Jammu region and also discussed annual plan allocations for the year of 2003-2004. In the meeting held here today, the Minister was informed by the Chief Engineer concerned that out of the capital component an amount of Rs 1571.64 lakhs were spent on the State sector schemes and Rs 1730.17 lakhs on the district sector schemes. An amount of Rs 2578.70 lakhs was spent on the Centrally sponsored schemes. In the rural areas the department completed 52 schemes covering 118 habitations. In Greater Jammu five tube wells were commissioned adding 2.4 MGD of potable water, benefiting a population of 60,000 souls. The Chief Engineer conveyed his concern to the Minister regarding shortage of operational staff in the department, the cut in the budgetary allocation for Jammu city and dire necessity for enhancement in allocations for hand pumps and tanker service. While expressing satisfaction over the work, the Minister assured to take up the matter of additional allocation with the concerned authorities for speedy redressal. All SEs and Executive Engineers of the department attended the meeting. |
Three of a family stabbed by neighbours in Ramban Excelsior Correspondent DODA, Oct 3: Three of a family were brutally stabbed by their neighbour at village Maligaam under the jurisdiction of Ramsoo Police Station in Ramban area. Police spokesman said that the accused had attacked Thakur Dass, son of Mahar Singh and his family to eliminate the family before snatching their piece of land in the village. Police said that the entire family of Nazir Ahmed, son of Sultan Din entered the field of Thakur Dass and started cutting maize crop of the victim. The victim, on the receipt of information, immediately rushed towards the fields and tried to stop Nazir Ahmed and his family. Later, the wife and son of Thakur Dass too reached the fields to prevent forcible cutting of their maize crop by Nazir Ahmed. Later, both the parties entered into war of words followed by Nazir Ahmed bringing out sharp-edged weapons and inflicting grieveous injuries on the entire family of Thakur Dass. Nazir Ahmed and his family fled from the spot leaving behind the victims bleeding profusely. Some villagers came to know about the clash and immediately shifted the critically injured persons to hospital. On the receipt of information, a police party from Ramsoo Police Station rushed to the spot to take the cognizance of the incident. Police also raided the house of Nazir Ahmed but the entire family had fled from the village before the arrival of the police. A case has been registered against Nazir Ahmed and his family and hunt was on to nab them. But no arrest was made till late this evening. |

The SIE has done a comprehensive study of the Govt, private , rural and urban schools and compared their results with CBSE affiliated schools. Amaresh elevated as Executive Director of NABARD Excelsior Correspondent JAMMU, Oct 3: Mr Amaresh Kumar, Secretary and Chief General Manager has been elevated as the Executive Director Of National Bank for Agriculture and Rural Development (NABARD). Mr Kumar is post-graduate in science and holds Masters degree in Development Management from Asian Institute of Management, Philippines and is a certified associate of Indian Institute of Bankers. He started his career with the Reserve Bank of India and subsequently joined Agriculture Refinance and Development Corporation in 1982. He worked in various capacities and handled different assignments. |

Excelsior Correspondent SRINAGAR, Oct 3: The annual plan of district Leh for the year 2003-2004 has been fixed at Rs 57 crore registering an increase of eight per cent over the last years plan of Rs 43 crore. This was stated at a meeting of the office bearers of Leh Autonomous Hill Development Council (LAHDC) held here today under the Chairmanship of Minister for Finance, Planning and Ladakh Affairs, Muzaffar Hussain Baig. The meeting was informed that the unique feature of the current years plan for the hilly district is the quantum jump in the capital component. Against a capital component of Rs 28 crore for the year 2002-2003, the current years capital component has been fixed at Rs 37 crore. Besides, Rs 5 crore have been earmarked as the loan component including Rs 2 crore each from NABARD and AIBP and Rs 1 crore under Desert Development Programme. Speaking at the meeting, the Minister called for formulating a comprehensive perspective plan for the development of the hilly region, which he said would be submitted to the Government of India for funding. Mr Baig said he alongwith the Principle Secretary Planning would shortly visit the Ladakh region to assess developmental needs of the area and accordingly formulate a perspective plan for the holistic development of the region. Speaking at the meeting Principle Secretary Planning, Mr Vijay Bakaya said a loan of Rs 35 crore has been sanctioned by NABARD for district Leh to be released during the next five years. This would be in addition to the Rs 9 crore loan earmarked for the year 2002-2003, which could not be lifted in time. Earlier, in his welcome remarks, the Chief Executive Councilor, LAHDC, Thupstan Chewang while highlighting the problems of the district, appreciated the measures taken by the Coalition Government to fulfill the developmental needs of Leh on priority. Minister for Science and Technology, Nawang Rigzin, Executive Councilors of LAHDC, district officers of Leh, officers of the Planning and Ladakh Affairs Departments attended the meeting. |

committed to mitigate sufferings of people: Tara Chand Excelsior Correspondent JAMMU, Oct 3: Speaker, J&K Legislative Assembly, Mr Tara Chand said that coalition Government will make all out efforts at all levels to mitigate the sufferings of the people. The speaker was addressing a gathering at village Barui in tehsil Akhnoor today. He said that the present Government has launched several welfare schemes and accorded priority for the development of rural and border areas. He said various road project have been taken in hand to provide road connectivity to the people of the area. Mr Tara Chand said that people have voted for a positive change and now it is the responsibility of the elected Government to come up to the expectations of people. Listing the achievements of the present Government in short span of about one-year, Mr Tara Chand said that tremendous progress has been recorded. He, however asserted that still more needs to be done. He appealed the people to rise above from party affiliation and cooperate with the Government for the development of their respective areas. Referring to the demands of the people, speaker said that the Government is putting all out efforts to mitigate the suffering of the people but he said that the problems which have accumulated over the years could not be solved in a one go. While speaking at the gathering, the Minister for Roads and Buildings, Madan Lal Sharma reiterated the determination of the Government to solve the peoples problems within minimum possible time and to take the state to new heights of progress and development. He said that people have pinned high hopes with the present Government and it is the endeavour of the coalition Government to provided basic civic amenities to the people adding that provision of drinking water, power supply, road communication and health medical facility is the top priority of the Government. For providing regular supply of drinking water, the minister said that 16 tube wells and 4 dug wells would be installed in Akhnoor. He also asked the engineers to conduct the survey in the area with a view to find out alternative sources of drinking water. Referring to demand for uninterrupted power, minister asked the people to regularize power connections and pay electric tariff in time as the Government is spending huge amount for its purchase. Mr Sharma said that the Government has decided to vest powers to Panchayat members soon. As the result of it, a new era of development in rural area would start. Referring to the participation of women in development process, Mr Sharma said that Government has decided to give 33 per cent reservation to the women so that they could also take part in the development activities in rural areas. He also announced Rs. one lakh from his constituency fund for the development of the area. Later, the minister also laid a foundation stone of link road from Main Jourian road to Rama Colony. The road will be constructed at cost of Rs.43 lakh under border area development programme. After the completion of it, about 1500 population will be benefited. |

CM Excelsior Correspondent SRINAGAR, Oct 3: Chief Minister Mufti Mohammad Sayeed today said that picturesque and lush green bewitching meadow of Toshamaidan area in Kashmir valley would be developed as a tourist resort and adequate infrastructure facilities created for the purpose in a phased manner. The Chief Minister was talking to a deputation from Khag, Budgam led by PDP General Secretary Bilal Lodhi that met him here this morning. He said that Tangmarg-Khag road via Gugaldara would be constructed at the earliest to link these areas for faster socio-economic transformation. He assured that an ambulance for Khag hospital would be provided immediately and a lady doctor posted in the institution soon. He said that their other demands pertaining to opening of a dispensary at Drang would be taken up at the district development board meeting. Talking to a deputation of Kashmir Traders Federation, Mufti Sayeed said that a project has been formulated for preservation of historic Jama Masjid in Srinagar as a heritage place and the area around it would be fully developed and beautified. He said some of the structures and shops would be relocated at a suitable site. He said that Eidgah would also be developed and beautified and a scheme for the purpose is being formulated. A deputation from Kishtwar led by Mr. G. M. Saroori, MLA Inderwal met the Chief Minister and urged him for bringing Auqaf Islamia Kishtwar under the ambit of the newly constituted Specified Wakaf and Specified Wakaf Properties Board for better management of its property. They also brought to his notice several demands of the area. Another deputation of floor mill owners from Srinagar met the Chief Minister and requested him for his intervention to get released adequate quota of wheat from Food Corporation of India for grinding by the local mills. Interacting with another deputation from Soibugh, Budgam, Mufti Sayeed assured that Parimpora- Soibugh road would be widened and upgraded and SRTC bus plied from Batamaloo to Wadwan via Soibugh. He said water supply scheme would also be augmented while their other demands like opening of a fire station and upgrading health centre at Soibugh would be considered during his ensuing visit to the area shortly. Responding to the demands of a deputation from Dardpora, Kupwara, the Chief Minister assured that techno-feasibility study would be conducted for construction of irrigation kuhl and a project formulated. Dogra Sadar Sabha taking out protest march on Oct 18 Excelsior Correspondent JAMMU, Oct 3: Dogra Sadar Sabha is taking out a protest march in Jammu city on October 18 as a first step in pursuit of most pertinent demand of inclusion of Dogri in the 8th Schedule of the Constitution. This was disclosed by president of the Sabha Thakur Gulchain Singh Charak while taking to media persons here today. "The decision to take out protest march in Jammu was taken in the general council meeting of the Sabha", he said and appealed all the political, social, cultural and Non-Governmental Organisations (NGOs) to extend their cooperation in making the protest march a success to be followed vigorously to its final goal. Even Rajya Sabha member Dr Karan Singh and Saifuddin Soz, he said, have agreed to introduce private members bills in the forthcoming Parliament session to seek due status to the Dogri, adding that the way Dogra Sadar Sabha has been receiving response it seemed that Central Government will face mass movement in this regard. To a question, he said "the delay in inclusion of Dogri in 8th Schedule of Constitution points towards casual approach of Central Government towards this demand", adding "now people will make Centre to realise that it could not delay due importance to Dogri anymore". "From my point of view this is dire need of reforms in the reservation policy to provide benefits to the deserving people", he said while replying to a question regarding demand of 27 percent reservation by upper castes. He further said that there were some lacuna in the policy due to which the poor and deserving people have not been getting any help and added that reservation should be on the basis of economic condition of the people not on caste basis. The need of the hour is to hold discussion on the issue to bring some suitable reforms in the policy, which has been still giving benefits to those whose financial condition improved a lot, he said. |

At the time of its opening it had only 738 share holders with a total share of Rs 1.96 lacs including Government share of Rs 1.00 lakh. All arrangements finalized for celebration of Dussehra Excelsior Correspondent JAMMU, Oct 3: All arrangements have been finalised for the celebration of Dussehra Festival falling on October 4 by Sanatan Dharam Sabha Jammu. Disclosing this to newsmen here, today , the Sabha chief, Dharni Dharan Sharma said that a Jhanki will be taken out in a traditional way from Devan Mandir and the chariot of Bhagwan Ram will join it from the Historical Raghunath Temple. The Jhanki after passing through various Bazars of Jammu city will culminate at Parade Ground where, the effigies of demon King Rawan, Kumbkaran and Meghnath will be burnt. Giving more information, he said T R Gupta president of Akhil Bharatiya Shiromani, Mahajan Sabha will be the chief guest on the occasion. Former president of Sanatan Dharam Sabha, Sham Lal Chudamani will preside over the function, he added. He said the Dussehra marking the victory of good over evil was celebrated as official function till 1947 in J&K, by the then Government but after independence the responsibility shifted to Sanatan Dharam Sabha and it is carrying on the tradition till date. He however, hailed the cooperation of various departments and organizations in making this function a success. He while seeking the full support and cooperation of the people and other NGOs involved in organizing the Dussehra function assured to carry forward this tradition with out any hitch or hindrance in future too. |
More educational institutions celebrate Gandhi Jayanti Excelsior Correspondent JAMMU, Oct 3: More reports of Gandhi Jayanti celebrations by different education institutions and organisations have poured in, here today. Government Girls High School, Kachi Chawni, Jammu, celebrated Gandhi Jayanti by organising a colourful cultural programme in the school premises. The school children presented various cultural items on the occasion. Sweets were also distributed among the children. ZEO Jammu was the chief guest on the occasion while Headmaster Jasbir Kour presided over the function. Speaking on the occasion, ZEO highlighted the sacrifices made by Mahatma Gandhi for his countrymen and asked students to follow the teaching of Father of Nation. CPI(M) alleges discrimination by coalition Govt SRINAGAR, Oct 3: Accusing discrimination in Jammu and Kashmir Governments "healing touch" policy, CPI (M), which supports the coalition Government from outside, today said a large number of families in Pulwama and Anantnag districts have been waiting endlessly for Government support. A large number of people in South Kashmir, whose bread-winners were snatched away by the continuing bloodshed in the state, have been waiting endlessly for support and succour, CPI (M) state secretary and MLA M Y Tarigami said. Petitions from hundreds of wards in these districts for compassionate appointments linger on indefinitely, he said. In many cases even mandatory exgratia payment has not been made so far, Tarigami said in a statement here. He said the task of rehabilitation of the victims of violence have fallen prey to the "discriminatory treatment". It has resulted in denying equal opportunities to vast number of youth in getting employment and education, despite the fact that the coalition Government was committed to remove discrimination under its Common Minimum Programme. Tarigami demanded immediate measures for disposing off all the petitions for compassionate appointments, payment of ex-gratia and rehabilitation. Meanwhile, the National Conference criticised the "healing touch policy" of the ruling coalition accusing it of following anti-people policies. The "anti-people and wrong policies" of the Government like demolition drive, increase in power tariff and price hike of essential commodities have added to the miseries of the people who are already affected by economic under-development, a party statement said here today. It said the law and order situation in the state was worsening with each passing day and it looks as the situation was going back to early 90s when militancy erupted in the state. "People are facing tremendous hardships in every nook and corner of the state and innocents are being killed," the statement said and termed the claims of the Government about normalcy returning to the valley as an "eye-wash." (PTI) One killed, 20 injured in road accidents Excelsior Correspondent JAMMU, Oct 3: One person was killed and 20 others received severe injuries in separate road accidents while as a girl committed suicide. Police spokesman said that a driverMohd Sharief, son of Satar Mohd of Mughal Maidan was killed after his mini-bus skidded off the road and rolled down in Doda district. The ill-fated vehicle was on its way from Sarthal to Kishtwar. In another road accident, 18 persons were injured when a mini-bus bearing registration number JK02Q-0194 skidded off the road and rolled down at Maira Mandlik under the jurisdiction of Domana Police Station. All the injured have been hospitalised and their condition was stated to be out of danger when reports last came in. But she could not fight for her life and died. It could not be ascertained as to what prompted her to take this extreme step. These views were expressed by the Partymen in a one day meeting of the district presidents, members of State Legislature and Parliament which was chaired by the NC provincial chief, Ajay Sadhotra to discuss and chalk out the Partys strategy for the ensuing elections of local bodies and left out Panchayats. The Party leaders Harbans Singh, Ch. Talib Hussian,(MP) Mushtaq Ahmed Bukhari, Javed Ahmed Rana, Rachpal Singh and Dr Chaman Lal MLAs, Ghulam Ahmed Jan and Jagjivan Lal said that the National Conference was emerging stronger and stronger day by day as the coalition Government has failed to deliver the goods. They held the Government responsible for its anti people policies and neglect of Jammu. "The youth are a frustrated lot as no avenues for their employment have been created", they added. The NC leaders said that not to speak of the rural areas even the people in cities and towns have been put to hardships and problems by launching the demolition drive. "Many people have been rendered jobless due to this demolition and so-called beautification drive", they added. Healthful By Mohinder Verma Since every individual right from childhood to old age is suffering from stress and strain during these days due to multiple factors, depression will be the second major disease after heart-problems by 2020. The number of people suffering from depression have registered a sharp increase during the last one decade and presently every third person is confronting with stress and strain, which is not being taken as a disease yet now by most of the sufferers despite the fact that one falls in depression mostly because of stress and strain. Moreover, depression is the reason behind 80 percent of suicides and in male out of three depressed person one becomes alcholic while in females the depression gives birth to so many other diseases and even makes them mentally-disturbed. "Though there are multiple factors contributing to the depression, yet the main reasons coming to fore are stiff competition at all levels, high expectations of parents from their children irrespective of their Intelligence Quotient (IQ), denial of unemployment, break-down in joint family system and above all lack of emotional support", said a renowned psychiatrist Dr Jagdish Thappa while talking to EXCELSIOR. It has been widely seen that people suffer from lack of sleep, lack of interest in work, lack of appetite, constipation, sadness, forgetfulness, weeping spells and outbursts of anger. For these symptoms, they usually consult physicians because they are not aware of the fact that these are the symptoms of depression and need the help of psychiatrists as well as clinical psychologists. "The random survey of Out-Patient Departments (OPDs) of Physicians has revealed that 40 percent of people are suffering from depression and due to ignorance about the disease seeking the help of physicians", Dr Thappa said and added that anxiety patients always have apprehension of impending danger which is called cardiac-neurothesis and needs the help of psychiatric. Similarly, worrying type of personalitiesthose who become worried over small and even ignorable thingstoo requires help of psychiatric. But unfortunately, due to social stigma, even the educated class of the society, instead of going in for consultation of any psychiatric, prefers to either go in for self-medication or approach physician. "About 60 to 70 people are reporting to OPD of psychiatric hospital every day which is a clear indication that depression is fast leaving behind the other diseases and would become major cause of concern in the coming years", Dr Thappa said. The major factor is lack of emotional support because of the fact that now-a-days parents usually compensate emotional love with money, put children to schools at the age of two and then start comparing them with other ones, force them to opt for profession of their desire. But they are unaware of the fact that these conditions give birth to depression among the children at the very tender age which further increases with the advancement in age. "It is due to lack of emotional support that children of present era dont have any regards for emotions and respect for elders", Dr Thappa said and added that denial of love forces child to start looking for a pair in the form of friends. Failure in any examination of life, failure to fulfill the expectations of parents, society and even failure in love, in which one usually falls due to emotional bindings in the family, create depression upto such an extent that one even starts thinking of committing suicide. It is also due to depression that the youngsters of present era are frustrated and have very less level of tolerance. "Most of children and youngsters, between the age group of 12 to 25 are addicted either of drugs or alchol only because of these failures", Dr Thappa said and added that while some go for addiction to feel `relaxation, others either commit suicide or fall into severe psychiatric problems. About the precautionary measures, Dr Thappa said parents should spare time to interact with their children, allow the child to opt for profession he or she wants. The personality of child should be assessed both by parents and teachers. This is also a myth that depression can only be reduced by way of medication as psychiatric usually prescribe other methods like daily exercise, weekly holiday, more interaction within the family and above all yoga. Besides, the psychiatrics are of the opinion that worship for half an hour a day is most helpful in reducing the stress level. Dr Thappa said that those who normally fall in severe depression, need counseling as well as medication, but unfortunately, it has been seen that in most of the cases in this region , instead of consulting the doctors, the people prefer going to quacks. Some hold the belief that some socalled evil spirit has entered the person, but actually, it is a psychiatric problem and needs to be addressed at the psychiatric level. Excelsior Correspondent JAMMU, Oct 3: A prominent doctor of his times, Dr Parkash Goel died today at his residence. He was 90. Besides other family members, Parkash Goels son Dr R K Goel, retired Director Health Services and a noted pediatrician, were at his bed side when he breathed his last in the afternoon. Dr Parkash Goel had started practicing in 1931 after obtaining a degree of Medicines in 1930 and had helped 1947 refugees a lot. he was also linked with several social organisations. He had established a Trust at Haridwar. His cremation will take place at 11 AM at Jogi Gate cremation ground on Saturday. |
