Leh to have satellite colony, mega sewerage plant: Mir Excelsior Correspondent SRINAGAR, Oct 2: Minister for Tourism Ghulam Hassan Mir today asserted that Ladakh would be promoted as a major tourist destination and infrastructure for the purpose would be expanded and upgraded. Mr. Mir said this during meeting with the Chief Executive Councilor, LAHDC, Thupstan Chhewang alongwith Executive Councilors, Rigzin Spaltsan, Ghulam Abass Abadi, Tsulteem Phongsong and Narboo Guyltson held here this morning to devise appropriate strategies for promoting tourism in Ladakh region. Minister for Science and Technology Nawang Rigzin and Deputy Commissioner Leh, Tashi Dorjey were also present in the meeting. Apprising Mr. Mir that during current season over 30,000 tourists visited Ladakh of which 16,500 were foreigners, the Councillors stressed for upgrading infrastructure facilities for making Ladakh an ideal tourist destination both for home and abroad. The Minister said the efforts are being made to harness the potential of Ladakh by upgrading existing infrastructure. He said that convention tourism would also be promoted in a big way at Leh for holding national and international conferences. He said that the beautiful Nobra valley has already been brought on tourist map while a similar scheme has been contemplating for Changthong and the matter is being taken up with the Central Government for the purpose. Mr Mir said that due to unique topography, Ladakh has a enormous potential for adventure tourism. He said that ice-hockey, skiing and other adventure sports will be promoted by involving travel trade and sports organizations in the effort. He said that a conference of travel trade would be organized at Leh shortly. Referring to the demand for more air flights for Leh especially during winter to cope the tourist influx, the Minister said that the Government is making earnest efforts for the purpose and the matter has been taken up with Saharara alliance airways. He said with private players in the air sector, Ladakh would become most sought after tourist resort in the world. Mr Mir said that media could play a vital role in promoting tourism and boosting economy of Jammu and Kashmir. He called for major publicity campaigns at national and international level so that foreign tourist could be apprised about the grandeur and scenic splendour of the region. He said proper publicity of Sindhu Darshan festival, Ladakh festival and other such events too can play a major role in attracting domestic and foreign tourists to Ladakh. He said such festivals must be organized in a big way by involving locals. The Minister also reviewed the civic amenities and housing problems in Leh town and stated that a satellite colony would be developed near Leh to provide sufficient housing facilities to the people. The Minister said that Asian Development Bank would be approached for funding of the mega sewerage disposal project planned for Leh and asked the authorities to formulate a comprehensive plan so that the funds could be arranged expeditiously. The Minister assured that Rs. 35 lakh would be provided for setting up a Park. |
DB upholds Single Judge order in compensation case Excelsior Correspondent JAMMU, Oct 2: Division Bench of the State High Court, comprising Acting Chief Justice VK Jhanji and Justice SK Gupta has upheld the judgement of the Single Judge passed on May 5, 2003, whereby the Court had awarded Rupees five lakh as compensation to the petitioners Nazir Ahmad and Rashida Begum, residents of Kishtwar on account of the custodial death of their young son Maroof Ahmad, who at the time of death was studying in 12th class in Government Higher Secondary School Kishtwar. In an appeal filed by the Union of India against the judgement of the Single Judge, the DB while upholding the judgement, said that the claimants cannot be denied compensation simply because there may be a dispute between Union of India and the State Government in regard to who is liable to pay compensation. On payment of amount to the claimants, Union of India is always at liberty to recover the same from the State Government, it was held. According to Advocate Yasser Ejaz Tak appearing for the petitioners, it was submitted that in the evening of February 10, 1995, Maroof Ahmad was dragged out of his home by Border Security Force (BSF) jawans and was taken to a security camp. He was allegedly tortured by one Sameer Mitra, Commandant 35 BN BSF and Ishmohan Singh, Deputy Commandant. The merciless beating and torture had led to the death of this young boy. The DB while dismissing the LPA filed by Union of India, observed that Court Martial proceedings were initiated against the members of BSF in whose custody Maroof had died. Some of the BSF officials were acquitted of charges of murder, but were held guilty for illegal confinement of Maroof. In his judgment, the Single Judge, Justice Muzaffar Jan had held that the cause of Maroofs death was not of sickness or natural, but his death took place in custody. Justice Jan had awarded a compensation of Rupees five lakh and held that Union of India will pay the same within a period of two months. Against this judgement, the UoI filed an LPA wherein it was stated that the services of BSF were hired by the State to maintain law and order and State should pay the compensation. |

emphasising aptitude for higher education on anvil: CM Excelsior Correspondent MANASBAL, Oct 2: Chief Minister Mufti Mohammad Sayeed today underlined the importance of job-oriented education with emphasis on aptitude of a student to determine the stream of higher education. He said his Government would soon evolve a policy where talent and propensity would play a major role in deciding about the course a student would ultimately pursue. "We are formulating a policy whereunder aptitude of a student would be a deciding factor for pursuing higher education", Mufti Sayeed said while addressing the Annual Day function of J&K Sainik School, Manasbal, held after a gap of 14 years in the picturesque setting at the foot of a mountain, 36 kms from summer capital Srinagar, this afternoon. Minister for Consumer Affairs and Public Distribution, Taj Mohiuddin, Director School Education, Kashmir, G A Peer, Deputy Commissioner, Srinagar, Asgar Samoon and a large number of prominent citizens and parents of the students of the school were present. Laying stress on quality of education, the Chief Minister said it should not be a casualty while ensuring universalization of education. He said the expansion programme in the education sector has to go hand in hand with pursuit of excellence. "Our effort is to improve the scenario of knowledge and learning in the state to enable our children compete globally", he said adding that he had invited private sector to invest in education in Jammu and Kashmir. He said some reputed public schools have expressed willingness to start their institutions here and referred to the opening of Delhi Public School branch and Kendriya Vidyalayas in Kashmir. Mufti Sayeed asked prestigious educational institutions including the Sainik School, to keep a certain portion of seats reserved for deprived section of children. He said intelligence and talent was not a hereditary factor and promising students who made their mark in different fields have come from poor parents as well. He made a mention of the competitive exams held in the state for professional courses and said many students who passed with flying colours were the children of ordinary families whose parents in many cases were illiterate. He said such students need encouragement. He said admission of 10 promising poor students had been made in DPS on Government expenses and asked the Principal, Sainik School to ensure admission in his school of a certain number of students drawn from orphanages in Srinagar. Referring to the Government run educational institutions, the Chief Minister said standard of education in these schools was his main concern and steps had been taken to improve it. He said English language had been introduced as a subject in primary classes in Government schools and pre-nursery classes added to these. About the Sainik School, the Chief Minister said while it had good infrastructure, good management was necessary. He said being the Chairman of its governing body, the institution would be under his direct supervision and he would ensure that it attained the heights that had been envisaged at the time of its opening. He asked the Principal to transform the school into a centre of excellence and admit only intelligent students through a valley wide competitive examination. He also asked for nutritious food to be provided to students to take care of their physical health. Earlier, Principal of the School, Mushtaq Ahmad, in his welcome address said the institution was celebrating its annual day after 14 years. He said Mufti Sayeed was taking special interest in the development of the school that was reflected by his visit here in July, first in a decade and a half by any Chief Minister. A colourful cultural programme was held on the occasion in which students of the school participated. The revolutionary song of Mehjoor, Walo ha bagwano nav baharuk shan paida kar, and a skit, Tota Maina¸ were the highlights of the programme. |

Adm to be more accountable: Qazi Excelsior Correspondent JAMMU, Oct 2: The Minister for PWD, Irrigation and Flood Control, Qazi Mohammad Afzal today conducted an extensive tour of border belt of Samba in Jammu district and took stock of the irrigation and flood control works in the area. The areas included Gangyal, Kanjwala, Mawa, Kalibarhi and Rehian situated just on the Indo-Pak borders. At Gangyal, the Minister inspected the site of one Barsati Nallah, which causes huge inundation during rains. The inhabitants complained that floodwater enters their houses creating lot of trouble. The Minister asked the concerned authorities to initiate immediate measures to mitigate the problem of inundation. During the inspection of various development works, the Minister found that most of the irrigation canals were either without water or were full of silt and wild growth for last many years. He expressed his concern over the plight of affairs and instructed the concerned engineers to do the needful without wasting any more time. Later, while addressing the officers and field staff of Irrigation, flood control and PHE departments, Qazi asked them to rise to the occasion and come to the expectations of the people. He said, a democratic Government is bound to provide the necessary amenities of life to its citizens. He said that the officers were firstly the citizens of the country and secondly "government officers". He asked them to keep a constant touch with the demands and aspirations of the people. He said, "you have to serve the people with honour and dignity". He also warned them against any type of corruption and malpractices. While interacting with a number of deputations and individuals, Minister said that coalition Government is fully determined to accelerate the pace of development in all the three regions of the state under Common Minimum Programme. PWD fortnight takes off Excelsior Correspondent SRINAGAR, Oct 2: Asserting that fiscal resources have to be utilised for higher output, Chief Minister Mufti Mohammad Sayeed today stressed the need for involving community at large for better upkeep of roads in Jammu and Kashmir. Inaugurating PWD Fortnight here this morning, first of its kind to create awareness about safe and easy communication, the Chief Minister said that while expanding road network to provide better connectivity in the state, the maintenance of roads should not lose sight of. In this connection, he said the concerned Superintending Engineers, Executive Engineers, Assistant Executive Engineers and other field functionaries should be made directly accountable for maintenance of roads. Saying that the coalition Government is making all out efforts for changing the situation in the state with the cooperation of the people, Mufti Sayeed emphasized that ultimately it is the administration at different levels that has to work hard and bring about the desired change in the situation in deference to the aspirations of the people. It is a multi-pronged strategy and every aspect of it has to be taken care by the coordinated efforts of one and all, he maintained. The Chief Minister called for evolving an effective mechanism for keeping roads clean and hygienic. In this endeavour, he said, the R&B Department must enlist the support and cooperation of people and local bodies like town area, notified area and panchayats. He said the department should make roads safe and beautiful with proper landscapping and beautification. He, in this behalf, referred to Dr. Ali Jan road in the summer capital and directed that this should be maintained as a supperhighway. Similarly, Indira Gandhi road should also be developed as per international specifications. All this can be achieved by the engineers with motivation, dedication and zeal right in the field and not by sitting in ivory towers. Describing good roads as a pre-requisite for speedy development, the Chief Minister said that dependable road communication helps in integration of far-flung and undeveloped areas with the new era of progress. He said people have lot of awareness about keeping roads free from encroachment but the PWD Fortnight could generate more awakening among the road users for keeping these tidy. He said no encroachment should be allowed on any road and construction activity along Srinagar-Jammu and other highways be permitted only after proper permission for planned constructions. The Chief Minister stated that he has taken up the matter with the centre for 4-laning of Srinagar-Sonamarg road. He said the work on north-south superhighway express corridor from Kashmir to Kanyakumari is progressing well on Jammu-Pathankot section while it would be started from Srinagar side soon. Earlier, the Chief Minister also inaugurated a photo exhibition put up by the department showcasing progress of various prestigious road, building and bridge projects being executed by it in Kashmir division. He also flagged off a students rally on the occasion. Minister for Consumer Affairs and Public Distribution Taj Mohi-ud-Din was also present. technology with Excelsior Correspondent SRINAGAR, Oct 2: Chief Minister Mufti Mohammad Sayeed today called upon industrialists for integrating high technology with traditional craftsmanship of Kashmir to manufacture products of international standard to compete well in the world market. Interacting with the representatives of Federation Chamber of Industries Kashmir here this morning, Mufti Sayeed emphasised for installing latest machinery and using new production techniques to produce quality products to make these market and price competitive. The Chief Minister said that thrust area for promotion of industry in the state particularly in Kashmir valley should be software, precision, wool, wood, agro, mineral and other locally available raw material based industry. He said wood based industry, if properly developed, could help in getting the state an advantageous position in producing quality and high fashion furniture even in international market. Besides generating economic activity, it would also create avenues of employment for local youth. He said mineral based industry too can flourish as Jammu and Kashmir is rich in mineral deposits to sustain the units on long term basis. The Chief Minister said that agro and newly emerging sector of medicinal and aromatic plants based units have an ample scope both for industrial activity and employment generation in the state. He said entrepreneurs should also go in for setting up mineral water units as it has ready market both within and outside the state. He also suggested for setting up matchbox manufacturing units in view of raw material being available within the valley. Reviewing status of industrial scenario in the Kashmir valley, the Chief Minister said that he would soon visit the industrial estates to take stock of requirements for upgradation of infrastructure there. President Federation Chamber of Industries Kashmir N. M. Bhat and other functionaries of the organization presented a charter of demands to the Chief Minister. They urged for his intervention so that local units are also involved in construction of steel fabricated bridges on Qazigund-Baramulla rail link project and special incentives for revival and promotion of industrial units in the valley. The Chief Minister assured them that he would take up the matter with the Railway Minister and other concerned authorities. He said, he would get their demands examined for appropriate follow up action. |
15 hurt as truck, mini-bus collide at Gandhi Nagar Excelsior Correspondent JAMMU, Oct 2: Fifteen persons were injured, four of them critically, in collision between a mini-bus bearing registration number JK02B-2871 and truck number JK02E-0295 at Green Belt Park crossing under the jurisdiction of Gandhi Nagar Police Station. Police spokesman said that the mini-bus was on its way towards Jammu City when it collided with a truck at the crossing. The truck driver immediately fled from the spot leaving behind all the passengers of the mini-bus and conductor of truck bleeding profusely. SHO Gandhi Nagar S S Sambyal, who was patrolling the area, immediately swung into action and started rescue operation. All the injured were rushed to Gandhi Nagar Hospital in police vehicles. Four of the critically injured passengers were, later, shifted to Government Medical College Hospital for specialised treatment. Their condition continued to be serious when reports last came in. A case has been registered and hunt was on to nab the absconding truck driver. Sena lambasts Govt for scarcity
of milk Excelsior Correspondent JAMMU, Oct 2: J&K Unit of Shiv Sena (Balasahib Thakeray) has lambasted the State Government for its failure in maintaining the prices of milk and its products in Jammu region during the festival season which resulted into the scarcity of these essential items in the market. Addressing a press conference here today, the Sena, state unit chief, Rajesh Gupta made a scathing attack on the Government and termed the scarcity of milk and its products a result of a hidden conspiracy to hurt the sentiments of Hindus during this festival season. Blaming the Government for this shortage he said when the goats and sheep are imported from other states during the festival of Eid to maintain the supply of mutton, why the Government was not making efforts to seek the supply of milk from other states to maintain its supply during the Navratra festival. He, while welcoming the statement of Chief Minister that the power supply will be maintained round the clock during the Islamic fasting month of Ramdhan, however ridiculed him for not making the efforts in maintaining the round the clock power supply during the Navratra festival also. |
KPs warn against floating return
module without Excelsior Correspondent JAMMU, Oct 2: Rejecting coalition Governments proposal for return to their native places, representatives of various organisations of the displaced Kashmiri Hindus today warned that no return module should be floated without broad-based dialogue with the accepted and general leadership of the exiled community. In a resolution passed in the meeting of intellectuals and social activists of the community, organised by the Jammu and Kashmir Vichar Manch, it was demanded that return has to be complete and total return of the community and not a stealthy, piecemeal undertaking. It was stated in the resolution that return is a rightpolitical, constitutional and social of the exiled Kashmiri Hindus under the Constitution of India and is neither a bargain for employment nor to be confused with general relief measures. "Return must not be confused with farcical distinctions of resident and migrant Pandits and it should not be confused with relief and demands of day to day sustenance", resolution stated, adding, "community youth be give fair share of employment in the normal and special package without linking the same to return". "Over the past year or so especially the last few months there has been heightened activities on part of the Government regarding, which they called, problem of migrants. In the very conception this sees the issue of the exodus and exile of a whole ethnic minority from their ancestral land as a problem of theirs not as a compound failure of the State and Central governments in protecting this minority in their homes", the resolution stated. Resolution further stated that attempts are being made to belittle their significance in the affairs and life of Valley and to obfuscate the reality of the exile, by calling the bare amenities the Government has been providing incentives for exile. It was further observed that there was a sinister design being foisted upon the exile community in the form of efforts for return by certain sponsored individuals and agencies as a bargain for employments etc. The meeting was organised in connection with the continued effort to evolve an acceptable thinking among Kashmiri Pandit organisations regarding the problems of displaced Kashmiri Hindus. To set up the agenda of the meeting the focus points were introduced by Dr R L Bhat (advisor Jammu Kashmir Vichar Manch) and H L Bhat, national general secretary. The meeting was presided over by Dr K N Pandita. Representatives of various Kashmiri Pandit organisations and different intellectuals and social activists participated in this interaction. Prominent among those who participated in the meeting were Dr Agnishekhar, Dr K L Choudhary, Prof B L Fotedar, Prof T N Shalla, Prof M L Koul, Kashmiri Lal Bhat, V K Kashkari, Mohan Lal Kamrade, Rajinder Raina, S N Tickoo and M K Santoshi. |

NC flays coalition Govt for anti-people policies Excelsior Correspondent JAMMU, Oct 2: Provincial president of National Conference Ajay Sadhotra has said that the anti-people policies and internal contradictions in the ruling coalition has brought the Government at a point of collapse. Mr Sadhotra was addressing a meeting of NC workers of Nagrota constituency held under the chairmanship of Ch Mohd Hussain. He added that Government was neglecting the Kandi belts of Jammu region and benefits of centrally sponsored schemes were not percolating to the scheduled tribes, SC and OBCs. He said Government was not taking effective steps to provide power, water and other developments, while schools were without teachers and hospitals not properly managed. The speakers demanded waiving off of agricultural loans, teachers for schools and an ambulance for PHC Dansal besides construction of roads and employment to educated unemployed youth. No dilution in PKM stand on Homeland issue: Chrangoo Excelsior Correspondent JAMMU, Oct 2: Strongly advocating for the Homeland demand for Kashmiri Pandits in the Valley in accordance with the Margdarshan resolution of 1991 , the Panun Kashmir Movement (PKM) today issued a stern warning against the community leadership for harming the Pandits cause. Addressing the 10th Biannual General Meeting of PKM here, today, its chief Ashwani Kumar Chrangoo, said the people sitting at Delhi who have not tasted the scars and pains of turmoil can not plead the cause of the hapless community which has been hounded out from the Valley by terrorists and their harbourers. He,while opposing the unity move said the PKM will stick to the Homeland demand at all costs and its cadre is ready for any sacrifice to achieve this goal instead of diluting the issue. "Carving out of separate Homeland within the Valley is the only solution to all the problems of the displaced people" he asserted. He also castigated the Apex Committee saying instead of solving the problems of the exiled community it has added to their woes through its decisions. Seeking the support of the people in the struggle, Mr Chrangoo said "we have to stead fast for the community cause before the Government., Instead of endorsing the Government actions we have to put forth our demands before it vigorously", he added. He also castigated the Government of India for harming the cause of the Pandits by supporting the Panun Kashmir demand during the initial period and later dragging the feet after the demand gained a momentum. Chrangoo said the Pandits being the nationalists by core have always pleaded the countrys cause in all the international foras. The meeting which was presided over by Mohini Raina also passed a resolution to this effect. Among others it was addressed by B L Koul, Prof H L Jalali, Prof M L Raina, Prof M L Bhat, R L Sharma, Sumit Hakoo, A K Machama, P K Bhan and Rattan Lal Pandits. Kichloo describes hike in power tariff as anti-people Excelsior Correspondent JAMMU, Oct 2: Mr Sajjad Ahmed Kichloo, MLA, has described present hike in electricity fair as totally anti-poor causing resentment among the general public. In a statement Mr Kichloo said on the one hand the Government is holding assurances to provide electricity to all the villages of the State while on the other various poor people were being compelled to get disconnected their power connections, as they are not in a position to pay such huge electric charges. He said a person who resides in a single rom and uses one bulb for night hours only is being made to pay Rs 390 irrespective to his income. He called upon the Government to review and call off the present hike in power tariff. |

inaugurated Excelsior Correspondent SRINAGAR, Oct 2: Urging the need for preservation and conservation of natural heritage of the state, Minister for Forests and Environment Mr. Ghulam Mohi-ud-Din Sofi, who was also chief guest today called upon all the school of thought, social organization, including religious persons to involve their influence to aware the people about the ecology and biodiversity of the state. The Minister was speaking at the inaugural function of Wildlife Week started today upto 8 October at Dachigam. He said, it is time to take a solemn pledge and not merely observe the wildlife week for fun fare and festivity. He further said that our wildlife fauna and flora have suffered tremendous damage because of interference and neglect, "Unless we seriously dedicate ourselves to the noble task of care, retrieval and protection, some of the rarest fauna and flora that have been part of our great heritage would be lost forever" and adding that of we would not stop it at the earliest, a future generation would never pardon us. Mr. Sofi stressed for educating the students about the conservation and said that without protecting our natural resources, we cannot protect and conserve our wildlife and wetlands. He said due to wrong policies of the previous governments and biotic interference into the habitat of world famous Hangul the number have been reduced upto 170-190 as per the latest census report March 2003 by the independent agencies. He said that government have made comprehensive plan to protect these wildlife animals, wetlands of the state. The Minister said that two Deer parks would be set up each at Phalgam and Gulmarg at an estimated cost of Rs. 88 lakh. These parks would be friendly in nature, he added. He said to conserve our world famous wetlands in the state, the department of Environment have identified that about 25,000 kanals of wetland area of Wular lake which have been encroached and we have ordered them to evict that area as the earliest. Excelsior Correspondent RAJOURI, Oct 2: A meeting of the Citizens Council was held here, today in the premises of Himalayan Education Mission today to discuss the problems being faced by the inhabitants of the area. The District Development Commissioner Rajouri, M K Dividi was the chief guest on the occasion while SSP Rajouri, Afaq-ul Mujtaba presided over the function. Excelsior Correspondent SRINAGAR, Oct 2: Chief Minister Mufti Mohammad Sayeed made a surprise inspection of Lal Chowk, Sheikh Bagh and Court Road areas here this evening to assess the possibilities of creating parking places in the heart of the city. Accompanied by Minister for Housing and Urban Development and Tourism Mr. Ghulam Hassan Mir, Minister of State for Works Sayeed Bashir Ahmad and senior officers, the Chief Minister ordered after inspecting sites that a parking lot for about 1000 cars be created at Sheikh Bagh. The Srinagar Development Authority will execute the work immediately and ease parking problem in Lal Chowk area of the city. The approach road to the proposed parking space would be widened. About 30 shops that would come in the way would be relocated in the premises. A modern commercial complex would be developed in which these dislocated shops would be located besides others. He ordered engagement of services of a reputed consultants to formulate a detailed project for the whole complex that should be designed in a way to match with the environs. Mufti Sayeed also inspected the work on 4-storeyed shopping complex at Court Road being constructed by the Srinagar Development Authority. The complex comprising 38 shops, office space and other modern facilities will cost Rs. 1.74 crore. It will be completed in about two months time. Mufti more pro-Kashmiri, dangerous than Farooq: NCP Excelsior Correspondent JAMMU, Oct 2: State general secretary of Nationalist Congress Party, Mr Hukam Chand has alleged that Mufti Mohd Sayeed is more pro-Kashmiri and dangerous for Jammu people as compared to former Chief Minister Dr Farooq Abdullah. Addressing a press conference here today, the NCP leader said that Mufti is emerging as more dangerous than the previous Chief Minister for the people of Jammu and the country as well. He is staunch pro-Kashmiri and his designs are dangerous for the people of this region. He only talks of tourism promotion in Valley and now managed funds worth crores for Kashmir while tourist resorts of Jammu again remained neglected. While funds worth more than 100 crores meant for Dal lake were swindled in the past, the Mufti Government has taken up the matter with Centre to get Rs 275 crores more sanctioned. No concern has been shown towards lakes of Jammu like Mansar and Saruinsar. The Mufti Government is least bothered about the development of Patnitop, Sanasar, Man Talai and Bani as tourist resorts. Most of the revenue is being generated from Jammu while Jammu traders and other consumers are being victimised and harassed. He pointed out that in Excise & Sales Tax department at Lakhanpur and Jammu most of the officers have been brought from Baramullah and Srinagar and recently posted by Baig. Jammu traders are being harassed. Some traders Associations had also raised this issue recently but Jammu Chamber and even local leaders in Government from Jammu continued to remain mum for their vested interests. It has been noticed that most of the Kashmir based students selected for professional colleges (MBBS/BDS/Engg/ BVSc) have been accommodated in J&K colleges while those from Jammu region have been sent outside the State. Some girls from Jammu were given admissions in Srinagar MBBS college but they were forced to leave and migrate outside due to ragging and harassment by local students. IDP alleges mal-functioning in PHE division Samba Excelsior Correspondent JAMMU, Oct 2: Internationalist Democratic Party (IDP) has expressed serious concern over large-scale malfunctioning and irregularities in Public Health Engineering Department with special reference to Samba division. State secretary of IDP Mr Hoshiar Singh Advocate while addressing a media conference here alleged that almost all the works in Samba division are being executed departmentally violating all codal formalities of getting the jobs done through calling tenders from contractors. The IDP leader alleged further that all the directions of the Estimates Committee of Jammu and Kashmir Assembly and the orders of the authorities prohibiting departmental execution of works had been sounding the deaf ears of the executive officers like crying in the wilderness. No instructions as such have been observed in executing works departmentally. He said, "in a system in which an employee himself acts as contractor, monitor and supervisor, encouragement to corruption is natural. Such a system is the biggest cause for insignificant improvement of water supplies in the PHE division Samba". Mr Singh said a couple of years ago Jammu and Kashmir Vigilance Department team had visited Samba PHE division to inquire about irregularities, but failed to book anybody. Talking to media persons, convenor of Sangh Krishan Lal Abrol said that due to this act the decades long work of Swarankars has come to a standstill and their agonies started increasing day-by-day. "The act is aimed at completely finishing the Swarankars as 90 percent readymade ornaments of gold are being imported in Jammu and Kashmir and by this Act Government has left almost all the Swarankars jobless", he further said and demanded industrial loans and other incentives so that Swarnkars could revive their activities and earn bread peacefully. He also urged the Central and State Governments to bring Swarankars under the purview of Backward Classes as the Swarankars of about 22 states of the country have been enjoying the benefits of this status. Bishnah police seizes 2 boxes of liquor Excelsior Correspondent JAMMU, Oct 2: The Bishnah Police has seized the two boxes of country made liquor meant for sale in Punjab in the town today. A police team led by incharge SHO (DySP) Manjeet Kour on a tiff off raided the area where the sale of liquor was made on the dry day today. The Police arrested one Gamu in this connection and seized the liquor from his possession. The police said the sale of liquor was made in the backyards of a wineshop belonging to an influential political leader of the area. |
