Legal system needs improvement: DGP Excelsior Correspondent JAMMU, Nov 29: Disobedience of laws by the civil society and tedious legal procedure are resulting to cracking up of our judicious system which needs to be strengthened by collective efforts. This was opined by Director General of Police, Gopal Sharma, while delivering an extension lecture to the students of Law School in Jammu University, here today. Topic of the lecture was Legal Professional Challenges and Possibilities. "Mere enactment of a law does not mean its implementation as the enforcement agency may have some other priorities and civil society unconcerned about it," he said while listing some general laws of pedestrian and driving which are generally ignored by commoners. Stressing that the society has greater role in the quality of any system, the DGP said that laws are codified customs and unless and untill these are obeyed by the society with a sense of responsibility, they remain on the constitution pages only. Holding the tedious legal system responsible for delay in justice and sometimes acquittal of criminals, he gave the example of Rajiv Gandhi assassination case in which the sentence has not yet been executed till date despite the fact that seventy member special investigating team of CBI officers took eight years to prove charges against the accused. "It becomes more difficult when we take the general criminal cases where only 6000 to 7000 investigating officials are available to handle around 20,000 cases annually," he explained and added that this was the reason which forced the law enforcing agencies to resort to shortcuts. "The problem is that our legal system is not keeping pace with change and technology," he said and stressed on computerisation of records and automated statements. Expressing his views over ethics in legal profession, Mr Gopal Sharma stressed that the aim should be to bring out truth. "Look into your heart and see what is right and wrong," he preached the would be lawyers. Replying to some queries of the students during interactive session, Mr Gopal Sharma maintained that democracy was best form of system though there may be some difference between kinds of democracies. The DGP announced to donate ten computers to the Law School by the State Police and also promised to construct a lecture hall for the school. Earlier, Director of the Law School Prof K L Bhatia welcomed Mr Gopal Sharma and highlighted the importance of extension lectures. He stressed that the subjects being taught in the syllabi of Law School were in the perspective of law and legal profession. Mr V K Kapoor, Academic Co-ordinator of the Law School presented vote of thanks while Mrs Sapna K Sangra compered the proceedings. |

orders enquiry Excelsior Correspondent JAMMU, Nov 29: A psychiatric patient died allegedly due to the negligence of the doctors at Psychiatric Hospital here last evening. The aftermath of the death was the Principal of Government Medical College Dr H L Goswami ordering an enquiry into the incident on the directions of Health and Medical Education Minister Ch Lal Singh. Sources told EXCELSIOR that one Dharamveer Kohli was admitted in the Psychiatric Hospital, Ambphalla about three days back and last evening his condition became critical, forcing the doctors to refer him to Government Medical College Hospital. But the patient was declared brought dead. The angry attendants of the patients preferred to approach Health Minister instead of holding demonstration in the hospital premises against the negligence death, the sources said and added that today they approached the minister, who directed Principal Dr Goswami to look into the matter. The Principal immediately visited the Psychiatric Hospital and ordered an enquiry to be conducted by three members teamDr Rattan KudyarProfessor, Department of Medicine, Dr Subash Gupta, Associate Professor Medicine and Dr Jagdish Thappa, Assistant Professor, Psychiatric Hospital. According to attendants of the patient, the basic diagnose of the patient was not conducted by the unit of Head of Department Dr Chander Mohan before administering some injections to him and added that even the Blood Pressure of the patient was not conducted which was evident from the fact that the case file of the patient was totally blank. When contacted Dr Goswami confirmed that enquiry has been ordered into the death of a psychiatric patient. "I have given a weeks time to submit the detailed report to unravel the truth about the death", he said and added that if anybody found guilty, appropriate action would be taken under law. Meanwhile, Government today ordered atachment of Head of Department of Preventive and Social Medicine (PSM) of Government Medical College Hospital Jammmu. Sources said that the order of attachment of HOD Dr Bhupinder Singh to the office of Principal GMC was issued by the Secretary Health and Medical Education Department for some unknown reasons. For the smooth functioning of the department, the Principal Dr H L Goswami has appointed Dr Vijay Mengi as acting HoD of the department. |
HC summons record of MLCs election Excelsior Correspondent JAMMU, Nov 29: In a much publicized case challenging the election of six National Conference MLCs in 1999, Justice SK Gupta of the State High Court has directed production of entire election record in the court. Justice Gupta allowed the prayer of the petitioner Ravinder Kumar and directed the Returning Officer of Election J&K Legislative Assembly to produce the relevant records and hand it over to the Registrar Judicial of the High Court Jammu wing. The entire record of election of MLCs was already sealed in terms of the court order dated June 1, 1999. Petitioner Ravinder Kumar, who was sponsored by journalists as a consensus candidate of opposition parties had filed the election petition in May 1999 challenging the election of all six candidates of the ruling national Conference. In the petition it has been alleged that the original notification of election was changed at the eleventh hour by a subsequent notification at the behest of then ruling party, as a result four candidates were declared elected unopposed and only two seats were left for the election. He has prayed for setting aside the election of MLCs. Advocates DK Khajuria and VR Wazir appealed for the petitioner whiles Advocate CM Koul appeared for non-applicants/respondents in this election petition. |
Husband, 2 others held for burning housewife Excelsior Correspondent KATHUA, Nov 29: Hiranagar police arrested one Dharam Pal and his parents for burning young housewifeSatya to death today. All the three accused were taken into custody by police and sent to lock-up after a case was registered against them under section 306 RPC by Hiranagar police. All the three are identified as Dharam Pal-husband, victims mother-in-law Satya Devi and father-in-law Khushi Ram of village Bhaiyya. The sources said that last evening, Satya Devi sustained serious burn injuries at her residence under mysterious circumstances. The neighbours heard her screams and rushed inside the house. They found Satya burning and crying for help. The residents tried to rescue her. The family members were also found trying to douse the flames when others rushed in. The victim with over 90 % burn injuries was shifted to Hiranagar hospital where doctors provided preliminary treatment and referred her to GMC hospital Jammu in view of her critical condition. Allegedly victimised by the inlaws family, the woman succumbed to her injuries on the way. The parents and other relatives of the woman when came to know about the incident rushed to Bhaiyya village. The police had already taken the body into custody for legal action. The parents lodged an FIR with the Hiranagar police that their girlSatya was married to Dharam Pal in 1997 and she was being continuously harassed by inlaws for dowry. Several times they responded to their demands with the hope that their attitude would change. But for the last several months, she was being victimised again. They said though couple has two children but the lust for dowry and money demands went on increasing. It was alleged that girl was burnt to death and now inlaws family was projecting it as case of suicide. The police arrested all the three accused and started investigation. The parents took the body of the victim after postmortem to their village- Chak Ram Singh in Hiranagar tehsil and cremated it there in the afternoon. Strong resentment is prevailing among the people of the area who demanded stern action against the accused. |
Bail application of man for killing wife rejected Excelsior Correspondent JAMMU, Nov 29: Third Additional Sessions Judge Jammu, PN Razdan has rejected the bail application of the accused Sukhdev Raj of RS Pura, who alongwith other accused is facing trial in a murder case of his wife Jyoti Devi, who was allegedly killed on January 10, 2002. While rejecting the bail application , Mr Razdan said that no special circumstances have been shown by the counsel for the accused for treating the case of the petitioners as exceptional for the grant of the bail. According to the prosecution case, Jyoti Devi was legally wedded to Sukhdev Raj. It was alleged that accused hatched a conspiracy with his friend Joginder to eliminate Jyoti Devi who was a Government employee and working in Anganwari Centre near Udhampur. The accused on that fateful day took his wife on a motorcycle to the place of her posting and advised other accused to come to the place which was already settled. After attending the office, Jyoti was carried back by her husband and Joginder Pal (other accused) on the motorcycle. When they reached Kala Kuppar Nagrota, the accused stabbed her with sharp edged weapon and thereafter took the body of the Jyoti and threw it deep into the nallah. During investigation, it was found that the accused had committed the murder of Jyoti Devi by hatching a conspiracy and were arrested. A challan was produced in the court of law. |

J&K BOSE as best board of country: Harsh Excelsior Correspondent JAMMU, Nov 29: Minister for Education Harsh Dev Singh today said that Government would shortly introduce one more subject in the Higher Secondary levels to strengthen the foundation of the students. Addressing the officers and officials of the J&K Board of School Education after inaugurating office complex this afternoon, the Minister said that though an order in this regard was issued in the recent past yet the same could not be implemented due to the shortage of the staff. "But the fifth subject would be introduced very shortly as we want the base of the students should be firm upto such an extent that they can easily compete in the present competitive era", the Minister said and added that it was in its endeavour to reach out to every school going children that Government has lowered the age for getting admission in the Government schools and introduced KG Classes in all the Government schools. He also said that teaching of English has been introduced in all the Government schools from Class I and added that all this is being done to ensure quality education to the students. Mr Singh also complimented the Board for making available books to more than a million of school going children. Expressing satisfaction over the functioning of the BOSE, the Minister said that he wanted to see J&K BOSE as the best Board of School Education of the country and asked the Board authorities to strive hard to achieve the goal. He assured all possible help to the BOSE in realization of the objective. Speaking on the occasion, Chairman of the State Board of School Education (BOSE) Prof J P Singh gave detailed account of the activities undertaken by the Board and the tasks that lie ahead. He also touched upon the achievements made by the Board in the standardization of the education and reforms in the examination by introducing various techniques of evaluation and introducing new innovations based upon the experiences gained over the years. He said that Board has been striving hard to provide quality education to the students and assured that BOSE would continue to pay full attention towards the promotion of the education. "The way we have been bringing radical changes in the various aspects of education it seems that the day is not far off when the BOSE of this State would be among the best School Education Boards of the world", he said and added that evaluation and grading systems are being innovated by the Board. |
Woman burnt to death by her husband for want of money Excelsior Correspondent JAMMU, Nov 29: A house-wife was burnt to death by her husband at Sanjay Nagar under the jurisdiction of Gandhi Nagar Police Station. The accused, who had given a shape of suicide to the murder, has also been arrested. Police spokesman said that the accusedMohinder Pal- was running a tyre repair shop while the victimKamlesh Kumari was running an auction group to properly feed the family. On November 27 the brother of the deceased gave Rs 20,000 to Kamlesh Kumari as an instalment of the auction. When the brother of the deceased left the house of Mohinder Pal, the latter started demanding money from the Kamlesh Kumari which was refused by her. On this, both entered into verbal dual followed by heated exchanges. After war of words, Mohinder Pal gave a severe thrashing to Kamlesh Kumari and in the melee the forehead of the woman got hit with a Liquified Petroleum Gas (LPG) cyclinder leaving her unconscious. But despite all this the accuseds anger continued to rise and he doused Kamlesh with kerosene oil and set her ablaze. In a bid to give it an angle of suicide, the accused himself locked in one of the rooms and came out only when the neighbours raised alarm after noticing smoke coming out of the house. The accused, in his initial statement to police, said that Kamlesh Kumari had committed suicide over some unknown issue. But he could not dodge police and came under suspicion. During sustained interrogation he confessed to have killed his wife. |

The Minister was addressing a function organized to bid farewell to the superannuating Director ISM Dr. R.N. Khajuria and Medical Officer ISM Dr. Chandrakanta here today. Both the doctors are retiring from service on superannuation tomorrow. Dr. Khajuria has served for 35 years while Dr. Chandrakanta for 33 years meritoriously. Ch. Lal Singh said that Dr. Khajuria and Dr. Chandrakanta have put in their best to serve the ailing humanity with best of their abilities and the young medicos should learn from their vast experience, dedication and commitment to the profession, which endeared them to one and all. The Health Minister said that Dr. Mohan Singh Sethi would takeover as new Director ISM from Dr. Khajuria. Dr. Sethi has served in various capacities with distinction including Registrar ISM, Deputy Director ISM and Controller of Stores. A Post-Graduate in Hospital Administration and Management, Dr. Sethi has a long experience of 32 years in the department. Meanwhile Indegenious Medicines Organisations has hail the appointment of Dr Sethi. They pledged to carry on sustained struggle and not refrain from any sacrifice to attain the objective of providing justice to mother-tongues of the people in this part of the country. In the dharna, organised under the banner of Dogri Sangarsh Morcha which is spearheading the movement for giving a due status in the Constitution, recognition of Dogri as a language, people from all walks of life including eminent writers, academicians, scholars, leaders from various political parties, social, cultural, trade and commerce organisations, prominent citizens. voiced strong protest over injustice met out to Dogri, the language of one crore people. The protesters were demanding immediate presentation of official bill in the ensuing session of the Parliament for inclusion of Dogri in the Constitution. Civil Defence organizes medical camp Excelsior Correspondent JAMMU, Nov 29: A free medical camp was organized by Civil Defence, Jammu in collaboration with Health Department at Qasim Nagar here today. The camp was inaugurated by Mrs.Vimla Sharma wife of DGP, Gopal Sharma. The objective of organizing the camp was to create awareness among people about the performance of the Civil Defence. During the camp large number of children hailing from the slum areas of Rajeev Nagar and Qasim Nagar were examined by a team of doctors of Health Department and Police Hospital, Jammu. Free medicines were provided to slum children after proper check up. The ADGP, CD J&K, SSP, Dy. Controller CD, Jammu, Civil Defence Wardens and prominent citizens were also present. The people residing in the slum areas appreciated the steps taken by the Civil Defence and Health Department for organizing free medical camp for their children. |

The Defence sources said that jawan Mohd Salim, deployed in forward area of Kot Punnu in Kathua sustained bullet injury on his chest during accident fire. The jawans were busy in cleaning their weapons when the incident occurred. The injured jawan was shifted to nearby Military hospital, Samba where he succumbed to his injuries. Addressing a function in connection with release of Ranvireshwar and Vijeshwar Panchangs (Almanac) publications of Vijeshwar Panchangs Karyalaya Jammu, he said Pakistan was hell bent on creating communal tension in this border state and the migration of Kashmiri Pandits was the cause of same gameplan. The function was organized by Pir Panchal an NGO and it was presided over by Prof. Amitabh Mattoo, Vice Chancellor, Jammu University. Mr Sharma said safe and honourable return of migrants to their homes and hearths in Kashmir is a big challenge before the coalition Government and now a hope has emerged that peace will return to the trouble -torn Valley and the displaced people will return with honour and dignity. He said the Janthri (almanac) is a part of J&K tradition as Hindus, Muslims and Sikhs use it. Mr Sharma said the astrology has attained much significance in modern times as people hardly trusted it earlier. He said the political life is uncertain so politicians give more significance to astrologists who mostly give us strength though making perturbed at occasions. Vice Chancellor, Jammu University, Prof Amitabh Mattoo, said Panchang is the identity of KPs wherever they are. Even some Kashmiri Muslims also use it for its calculations, he added. He said the Panchang has reinforced the cultural traditions. He praised the Jyotshi for keeping this tradition alive. He also expressed his happiness over the publication of Ranvireshwar Panchang saying this will help in building the ties between the people. Prof. Mattoo was felicitated with Abhinav Gupt Award on the occasion for his excellence in academic field. Earlier speaking, Jyotshi Omkar Nath Shastri foregrounded the link between the Vedas and astrology. He said though Vedas are the source of Indian culture the Astrology is also one of its wings. Speaking on the occasion, Pawan Shastri highlighted the importance of Panchang. He said the Panchang is framed after the minute study of stars and calculations. In his address Pir Panchal chief Ramesh Kashmiri said his organization has been striving hard to save the ancient Indian culture. New
housing colony at Rathian Excelsior Correspondent Jammu, Nov. 29: An area of 3089 kanals has been acquired for raising housing colony at Rathian in Udhampur district which will cost Rs.55.06 crore. The project envisages 50 per cent of land for developing residential plots and the remaining for creating other facilities. This was disclosed at a high level meeting of the Housing Board held here today with Minister for Housing and Urban Development, Ghulam Hassan Mir in the chair. It was revealed that out of the total cost of the project, Rs.54.06 crore would be utilized on payment for 3089 kanals of land, Rs.75 lakh as compensation for houses and Rs.25 lakh as payment for fruit trees to owners. The Minister disclosed that 2700 plots of different sizes would be carved out to accommodate various income groups. This include 800 plots for high income group, 700 for middle income group, 900 plots for lower income group and 300 plots for economically weaker sections. The purposed cost of the plots of 50x 100 would be Rs.8.25 lakh for high income group, Rs. 5 lakh for the plots of the size of 40x 80 for middle income group, Rs.3 lakh for the plot of 30 x 60 for low income group and Rs.1.10 lakh for the plot of 25 x 40 for economically weaker sections. The HUDCO will provide loan assistance of 85 percent of the total cost and the remaining amount will be provided by the State Government as seed capital for land acquisition. A similar colony has also been purposed to be developed at Tangmarg in Baramulla district of Kashmir division. About 185 kanals land has been identified for raising 355 plots. Techno-feasibility has been worked out and scheme is found to be viable. The demand notice for allotment of plots shall be issued on approval of the scheme by the Board of Directors. The allotment would be made as per standing procedure of the J&K Housing Board. The tentative cost of the project would be Rs.10.69 crore. The meeting was informed that development of colonies at Ompura, Bagh-e-Mehtab, Bemina and Bharthna in Srinagar, Canali Bagh, Kanth Bagh in Baramulla, Channi Himmat and Patoli in Jammu and Housing Colony in Udhampur have already been completed and handed over to the concerned agencies. Later, the Minister on behalf of the Board of Directors bid farewell to the Managing Director, Housing Board, Deepak Dhar on his superannuation. The Minister appreciated commendable services rendered by Mr Dhar in various capacities especially in the Housing Board. He asked the members to utilize his experience as and when required after his retirement. He wished him a happy and prospers life. The meeting was attended among others by the Minister of State for Housing and Urban Development, Abdul Majid Wani, Principal Secretary Planning and Development, Vijay Bakaya, Commissioner/Secretary Housing, P.G.Dhar Chakraborty, MD J&K Housing Board, Deepak Dhar and Chief Town Planners. |
Valley children call on Lt Gen Hari Prashad Excelsior Correspondent JAMMU, Nov 29: Twenty five children from all part of the Valley who have been sponsored by the Army for an education tour to Mumbai, Agra and Delhi under it development activity project Op-Sangam met the Army Commander Northern Command, Lt Gen. Hari Prashad, AVSM, VSM and president of AWWA Northern Command, Lakshmi Hari Prasad, in a reception organised in their honour today. 25 Children including four girls of the age group of 15-18 years from all corners of the Valley including remote areas like Kupwara, Baramulla and Anantnag are proceeding on a education tour under aegis of the Army. The tour has started from Uri and will include a visit to Mumbai where the children will be guests of Western Naval Command. They will experience a day on the sea and a trip to Essel World apart from attending the Navy Day celebrations. The next stop of the tour will be Agri Fort and other itinerary includes a visit to the Taj Mahal, Fatehpur Sikri, Agra Fort and other places of historical importance. The stop at Delhi will see the children interacting with the President Dr APJ Abdul Kalam, the chief of Army Staff, General N C Vij and president AWWA Rita Vij. The places of interest that the children will be visiting in Delhi include Red Fort, Raj Ghat and Qutab Minar among others. The on-going militancy in J&K has had a very severe negative effect on the children growing in their vitiated environment. Their formative years under the shadow of gun with very less exposure to the outside world has caused them to lag behind their contemporaries in the country who are enjoying the fruits of the burgeoning information culture. During his interaction with the children the Army Commander observed enthusiasm in the children. The highlights of the exhibition were colourful flower arrangements, laying of floral dinner/lunch tables, puppet shows, mathematical puzzles, social studies projects on different aspects of human civilization and charts made on grammatical rules and structures as well as biographies of poets and writers prepared in Hindi, Urdu and English Language Department. Along with it exquisite crafts painstakingly prepared by the students were also major centre of attraction. 'Ceasefire decision bound to benefit India': JuM SRINAGAR, Nov 29: Pakistan-based militant outfit Jamiat-ul-Mujahideen today attacked Pakistani Prime Minister Zaffarullah Khan Jamali for annoucing ceasefire along the borders with India in Jammu and Kashmir, saying "the decision is bound to benefit New Delhi." Jamali announced the ceasefire without giving a proper thought and his decision was bound to benefit New Delhi and help it in completing fencing along the borders, constructing metalled roads and carrying heavy weaponary to the forward posts along the LoC, JuM deputy commander in chief Tahir Nawaz said in a faxed statement here. "The ceasefire was announced on the directives of the United States in an attempt to put the Kashmir issue on the back burner," Nawaz alleged and threatened that the JuM would intensify "Jehadi activities" across the State. Muftis stand' Excelsior Correspondent R S PURA, Nov 29: Mounting a scathing attack on National Conference for, what he called, creating confusion in the society, Rajya Sabha member and prominent farmer leader Trilok Singh Bajwa today ridiculed claim of former Chief Minister Dr Farooq Abdullah to dislodge coalition Government headed by Mufti Mohammed Sayeed. Addressing a well attended public meeting at Baspur village of this tehsil, Mr Bajwa said that National Conference finding was it difficult to sit in opposition despite being the fact that people of this State have thrown out this outfit in dustbin for its misdeeds. "Instead of playing the role of opposition National Conference has been spreading rumours to create confusion in the society", he alleged and cautioned the people against evil designs of NC, which according to Bajwa, was responsible for all mis-deeds in the State. Ridiculing claim of former Chief Minister Dr Farooq Abdullah that his party (NC) can dislodge Mufti Government at any time, Mr Bajwa said that NC leaders were living in fools paradise. "What to say of dis-lodging Mufti Government, NC leaders were finding it difficult even to face the masses as scams and scandals, one after another, of their regime have been exposing them after formation of coalition Government", he said. PDP lone Rajya Sabha was of the view that NC has lost its credibility. He challenged the NC leaders to prove their popularity in the Lok Sabha elections. Highlighting one year achievements of coalition Government headed by Mufti Mohammed Sayeed, Mr Bajwa said that in a span of just one year this dispensation has taken many radical steps to mitigate woes of the masses. "In one year this regime has not only mitigated woes of people but also won confidence of the masses", he said. Pointing towards steps taken by the Chief Minister to solve long pending problems of the farmers, Mr Bajwa reminded the people that in the first Cabinet meeting State Government headed by Mufti Mohammed Sayeed had lifted ban on selling Basmati outside the State. It was long pending demand of the farming class of this region. "It is first time in the history that farmers have been getting adequate water for irrigation", he said and gave all credit to Mufti led Government for taking radical steps for the upliftment of farmers. He further informed the people that Mufti Government has taken many steps to mitigate woes of border inhabitants. Reiterating PDPs commitment to provide justice to every region and sub-region of the State, Mr Bajwa said that it was PDP which nominated one Rajya Sabha member, one MLA and one MLC from Jammu region despite being the fact that party has got all the 16 seats from Kashmir region. Calling upon people to strengthen PDP in Jammu region, Mr Bajwa said that with the hardwork and dedication of Mufti Mohammed Sayeed and Mehbooba Mufti, PDP has emerged a force in the State. He asked the people to join PDP as this party was committed to provide justice to every sections of the society. Addressing the function, vice-president and founder member of the party, Master Tassadiq Hussain said that decision of India and Pakistan to observe cease-fire on border was vindication of stand taken by Mufti Mohammed Sayeed. "Since formation of PDP Mufti Mohammed Sayeed has been advocating that dialogue is the solution of all problems", he reminded and expressed satisfaction that not only India and Pakistan but entire world has vindicated Muftis stand. He assured the people that PDP led Government will solve their problems. Clay modelling contest held under Display Your Talent Excelsior Correspondent JAMMU, Nov 29: On sixth day of the ongoing Display Your Talent contest by the Department of Students Welfare in Jammu University, Clay modeling contest was organised today. Kuldeep Singh of Department of Law stood first in the contest while second and third place were bagged by Mussarat Jahan Nehru of PG Department of English and Sinenay Kumari of GCW Gandhi Nagar, respectively. Certificate of Merit were announced to Atul Sharma of Government Medical College, Jammu, Yukinder Kour of Sher-e-Kashmir College and Sonia Sharma of GCW Gandhi Nagar. Topics of the contest were Religious place with worshipper, Dance Festival and Labourer. Eminent sculptor Ravinder Jamwal and Kamal Sharma were judges of the contest. Border fencing accelerated after Indo-Pak truce SAMBA, Nov 29: With the border remaining calm in the wake of the Indo-Pak ceasefire, security forces have intensified border fencing work along the Line of Control and International Border in Jammu and Kashmir. "We have doubled our efforts since the ceasefire in order to finish border fencing and floodlighting of zeroline with Pakistan," a senior security official monitoring the border fencing work along IB told PTI at Chinaz border Hamlet on the zeroline here today. Working without any fear of Pakistani firing for the first time since the start of fencing two years ago, the jawans engaged in the fencing say that there output has increased three to four times now. "We are very happy due to the ceasefire. But even during daily Pakistani firing, we continued fencing," sepoy Narian Singh said. Braving Pakistani shelling and firing, 245 Kms of LoC and IB have been fenced till date. The work has claimed the lives of 29 jawans and injured 47 of them, the official said. However, the official said that ceasefire or no ceasefire the work will go on till the entire 976 Kms of LoC and IB is fenced. Of 245 Kms fenced border, 152 Kms have been fenced on LoC and 93 Kms fenced along IB in Jammu and Kashmir, he said adding 63 Kms of IB have been floodlighted by the BSF troops. Border fencing has so far been completed in Mendhar, Noushera, Samba and R S Pura areas of Jammu and Kashmir, the official added. (PTI) Development of Mubarak
Mandi complex Excelsior Correspondent Jammu, Nov 29: Deputy Chief Minister Mangat Ram Sharma today stressed the need for preservation of rich cultural heritage to enable the younger generation to know about the ancient history Jammu. Speaking at a function after inaugurating the 2-day exhibition on Jammu darshan glimpses-2003 organised by Delhi Public School here today, the Deputy Chief Minister said the region has a glorious past and is famous for its ancient and historical monuments like Amar Mahal, Mubarak Mandi Complex, Samadhi of Queen of Raja Suchet Singh, Siva temple at Billawar, Ramnagar and Reasi forts .He said the need was to preserve these being the major tourist attractions. Mr. Sharma lauded the efforts of the school and the children for collecting the rare and ancient pictures and putting up models of monuments in the exhibition. He underlined the need for bringing the children of other schools to witness the exhibition, as it would give them an insight of ancient Jammu. Education Minister Harshdev Singh in his address gave a detailed account of the measures taken by the Government for preservation of Jammus rich cultural heritage. He said the Government has formulated an ambitious plan for preservation of Mubarik Mandi complex, the essence of Jammu. According to the plan, he said, the complex would be connected with ancient Bahu fort temple with cable car. He said that he had a meeting with Union Minister for Tourism and Culture Jagmohan in this regard who has assured full support to the State Government for the purpose. He said once the cable car is operational, it would give boost to tourism in Jammu. He said the century old GGM Science College in Jammu and S. P. College in Srinagar have been declared as heritage colleges in the State. Mr. Singh said that Patnitop is being further developed to attract more and more tourists to this picturesque spot. He said the State Government is planning to organise a mega event at Patnitop next year in which students of several universities of the country would take part. He emphasized the need for preservation of ancient temples, monuments and forts which have a history behind these. Earlier, Deputy Chief Minister and Education Minister after inaugurating the exhibition went round various stalls and evinced keen interest in the exhibits put up for display. The students of the school have put up various models depicting the rich socio-economic and cultural heritage of Jammu. The areas covered included history of Jammu and its adjoining areas, the layout of Jammu city, land reforms, agriculture and geographical aspects. For the benefit of younger generation and to enable them to catch up with the ever-changing world of education, various models depicting the avenues and options available to them have also been displayed at the exhibition. The other areas covered and exhibited included transport, air and rail traffic, model of railway station, airport, bus stand and latest techniques of agriculture, soil conservation, irrigation, science and technology. Models of monuments, forts, pictures, ancient coins and other documents including handmade Naqsha-i-Mumalak, Amarmahal, Mubarik Mandi complex, evolution of man, making of tool techniques, samadhi of Queen of Raja Suchet Singh, Siva temple in Billawar, Ramnagar fort , photographs of war scenes from Ramayana, Vaishnu and Lakshmi seated on Sheshnag, coins of 2nd century BC of Yaudhhoyan tribe, 1914 George V one rupee silver coins, fossils obtained from rocks of various ages are the main attractions at the exhibition. stand Excelsior Correspondent JAMMU, Nov 29: Opposing the proposed Centre and Hurriyat Conference talks, the Vishwa Hindu Parishad (VHP) today urged the Union Government to make the stand of the conglomerate known to the people regarding its links with Pakistan and so called freedom struggle of Kashmir. Addressing a press conference, the VHP state chief, Dr Rama Kant Dubey said the people of the country want to know what is agenda of Hurriyat and other Pak minded organizations. He said the Hurriyat should make it clear whether it is the representatives of people of J&K or Kashmir and whether it has any political agenda or it is only a religious body. He said the Hurriyat leaders have raked up the Kashmir issue in all the international foras including UNO. He also wanted to know why Centre was giving such importance to conglomerate which talks of secessionism. Challenging the Hurriyat leadership he said what right they have of deciding the fate of Kashmir which is an integral part of Indian culture for centuries together. Dr Dubey maintained that Kashmir is incomplete without Pandits and the restoration of Kashmiriyat will prove hollow till over three lakh displaced people are not resettled in Kashmir. The conglomerate should make its stand also known on Jammu as they have always maintained silence towards the region which has faced discrimination over the years through Kashmiri rulers ,he added. He said the Hurriyat does not represent more than 34 to 35 percent people in the state and after seeking all facilities from Centre they dance at the tune of foreign powers. He urged Centre to make known what were the Partha Sarthy-Beg, Indira - Sheikh and Rajiv-Farooq accords and despite the 1947 accord and subsequent agreements what negotiations regarding Kashmir are still to be held with Hurriyat. Expressing apprehensions on the cease-fire declared by Pakistan he said, it is a gimmick and will not be continued beyond the Prime Ministers visit to SAARC summit by that country. He asked the Union Government to be vigilant and not trust Pakistan as the neighbor has hoodwinked us at many occasions in past also. Dr Dubey said the terrorism be eliminated from Kashmir completely and the Army given a free hand in flushing out the militants. VHP Jammu city chief Santosh Nath Sharma and office secretary Sukh Ram were also present. The accountability amongst the medical professionals has never been denied. Each and every doctor is a human-being and is liable to make mistakes. The medical negligence is always a deficiency either of omission or of the commission of something which an average medical professional would not have done under ordinary circumstances. The best way to avoid any medical negligence is to take precautions, have a better interaction with the patient or his/her relatives, maintain confidentiality and have informed consent, wherever required. In conflict, the legal aspects should prevail over ethical aspects. Q. Should doctor give consultations on e-mail or telephone? A: If one gives consultations on e-mail or telephone, one can be liable, if there is a negligence. One should try avoiding giving such consultations, unless you are following the patient and are aware of all aspects of the case. For new cases, one should not give the prescription without seeing the patient physically. Q. Can a doctor issue a medical certificate without seeing the patient? A: Do not issue a certificate unless you have seen a patient. Physical presence of a person is important. There may be circumstances that the family might be asking for a certificate for the purpose of avoiding a court date. Q: Can a doctor give a prescription without seeing the patient? A: That should never be done. Dont ever repeat a prescription, at all unless you have seen a patient physically. The patient may not be in the city on that day. Q. In case of a suspected suicide where the relatives dont want to have a Medico Legal Case (MLC) filed, what should the doctor do? A: Police has to be informed as the doctors will have no defence if the person dies later. Q. If a doctor in emergency room encounters a poisoning case, what should be his first responsibility save the patient or complete medico legal case formalities? A: Priority should be given to save the life. Medico legal case formalities can be done later. There are clear-cut Supreme Court guidelines for the same. Q: If a chemist ends up giving a wrong drug on a doctors prescription due to illegible handwriting, who is responsible for the mistake? A: It is the chemist and not the doctor. It is the duty of the chemist to call the doctor and clarify if he has any doubt on the prescribed drug. Q. Can an Ayurvedic Doctor prescribe an allopathic medicine? A: A doctor should not prescribe drugs from those branches of medicines which he has not studied. This holds good for every type of doctor. Q. Should a patient be told about his condition/illness even if it is a very serious one? A: The doctors must give sufficient disclosures of the condition of the patient either to the patient or to the relations. The outcome of the surgery or a test must be explained to a person. Q. Can a doctor refuse to attend to a patient who is under his charge? A. No, especially if there is an emergency. However, if the doctor is himself ill, he should ideally arrange for a replacement to manage his patients. Q. Most surgeries carry the risk of failure and then in that case, can a patient hold a doctor liable for an unsuccessful surgery? A: In any surgery, there are chances of failure. The patient should be explained abut the procedure completely all possible complications should be explained before hand and a written consent should be taken. A doctor cannot be held liable for any complications as long as the doctor has committed a gross negligence. Reasonable care and skill should be maintained at all the times. Q. In case an error has been committed by a doctor, should he/she tell it to his patient considering that there is a risk of patient filing a case against the doctor? A: Doctor is not supposed to hide anything from the patient. Any mistake on part of the doctor has to be told to the patient by the doctor himself. Q. If a patient with a minor injury comes to a medical establishment. Does it come under Medico-Legal Case (MLC) or not? A: It is not important that the injury is minor or major rather the manner in which the injury was inflicted decides whether it should come under Medico-Legal Case or not. Q. If no bed is available in the hospital and the patient is serious, what are the responsibilities of the Emergency Room doctor. A: No emergency patient can be refused admission due to the lack of beds. It is the duty of emergency room doctor to stabilize the patient first, before thinking about transferring the patient to another centre. Q. If a patient is alone and no consent is available for doing a life-saving procedure, what procedure should be adopted? A: The doctor should proceed with such a procedure. Although taking consent is very important, in a case where it is not obtainable and time becomes the factor, the doctor should get down to saving the life of a patient. Apart from this, if a doctor is not registered under Indian Medical Council (IMA) Act, he/she cannot write a prescription. Further, if a doctor issues a medical certificate, he is supposed to keep a copy of the medical certificate. Every doctor is also supposed to display the registration number accorded to him by the State Medical Council/Medical Council of India in his clinic and on all prescriptions. There are various reasons and ways where legally doctor can safeguard his interests while treating the patients, but ethically the doctor is supposed to be ever-ready to respond to the calls of the sick and the injured and should be mindful of the high character of the mission and the responsibility he discharges in the course of his professional duties. In his treatment, he should never forget that the health and the lives of those entrusted to his care depends on his skills and attention. |
