India, Pak observe ceasefire from midnight

NEW DELHI/ISLAMABAD, Nov 25: In a significant decision carrying forward the peace process, India and Pakistan today agreed on an Eid ceasefire along the Line of Control, International Border and Siachen Glacier, the first formal truce between the two armies since the outbreak of militancy in Jammu and Kashmir.

A day after India said it would respond "positively" to Pakistan’s unilateral ceasefire offer along the LoC, the truce decision was wrapped up by the Director-General of Military Operations of India Lt. Gen. B S Takhar and his Pakistani counterpart Maj. Gen. Mohd. Yousuf on hotline today.

The announcement about the ceasefire was made simultaneously in New Delhi and Islamabad.

"Directors-General of Military Operations of India and Pakistan, in the course of their weekly conversation today, agreed to observe a ceasefire with effect from midnight tonight along the International Border, LoC and Actual Ground Position Line (Siachen) in Jammu and Kashmir."

The ceasefire covers the 778-km long LoC, 150-km long Actual Ground Position Line (AGPL) in Siachen, the world’s highest battlefield and the 198 km International Border. Defence Ministry sources in New Delhi said there would be no let up in anti-militancy operations within Jammu and Kashmir.

Pakistan foreign office spokesman Masood Khan said in Islamabad that the ceasefire would cover length and breadth of the borders, including LoC, ‘working’ boundary and Siachen.

He said Pakistan’s intention was to continue the ceasefire for an indefinite period. Pakistani defence spokesman Maj Gen Shukat Sultan said that his country’s armed forces on the India-Pak borders have been given instruction to observe ceasefire from midnight.

He said communication link would be used by both sides in case of breach of the ceasefire.

Prime Minister Atal Behari Vajpayee had in November 2000 announced a Ramazan cesefire in Jammu and Kashmir aimed at bringing the militant groups for talks with the Centre’s interlocutors. However, this was rejected by Pakistan-based Hizbul chief Syed Salahuddin. Under the unilateral ceasefire ordered by the Indian Government, the Army implemented non-initiation of combat operations between November 28, 2000 and May 23, 2001. This truce extended upto the International Border.

Foreign Secretary Kanwal Sibal said India was looking for a dialogue with Pakistan but made it clear that Islamabad has to "perform" on keeping its promise to end cross-border terrorism. He described Pakistan’s ceasefire decision as "encouraging". (PTI)

5 ultras, 2 jawans killed
*Two Jaish militants arrested

JAMMU, Nov 25: Five militants and two army jawans were killed in two separate operations in Mahore and Budhal today while security forces arrested two activists of Jaish-e-Mohammed (JeM) outfit in Kishtwar.

An encounter took place between a group of five to six Lashkar militants, mostly the foreign mercenaries, and troops of 3 Kumaon at village Ghai near Chasana, about 25 kms from Mahore after a long range army patrol party was ambushed this afternoon, SSP Reasi Jagdish Lal Sharma said.

He added that exchange of firing between the two sides was going on till late this evening. Reports received so far said that two top LeT militants, both believed to be foreign mercenaries, and two army jawans were killed in the operation.

Three to four militants were still involved in exchange of firing with the security personnel. Identity of the slain militants hasn’t been established so far. Two AK rifles and some ammunition have been recovered from the scene of encounter so far while more recoveries were expected after the encounter is over.

Identity of the killed jawans hasn’t been disclosed by the Defence authorities so far. Their bodies have been shifted to an army camp for shifting them to their houses.

According to sources, of three to four militants trapped in the gun-battle, one was said to be a top commander of the outfit. An intercept revealed that the militants were desperate to ensure his escape from the encounter.

Another encounter took place between army and the militants in Budhal area in Rajouri district this evening. Three militants were killed in the operation.

They have been identified as MD Imtiaz Ahmed son of Ghulam Abbas Baig R/o Gool, Abu Summana son of Abdul Rahman and Abu Aluda, an ‘area commander’ of LeT. Summana and Aluda were Pakistanis. Recoveries made from the scene of encounter included three AK rifles, three magazines, 12 Ak rounds, one radio set, five hand grenades, two rechargeable batteries and one matrix sheet.

Operation was in progress till the reports last were received.

Meanwhile, troops of 11 Rashtriya Rifles and police today arrested two activists of Jaish-e-Mohammed from village Warwan in Kishtwar tehsil in Doda district. They have been identified as Bashir Ahmed alias Chotu son of Ghulam Rasool Lone R/o Mulan and Bashir Ahmed son of Ghulam Mohd R/o Rani, Marwah, Kishtwar.

Three wireless sets were recovered from them, SP Kishtwar Pankaj Magoo said.

He said the militants are being subjected to sustained questioning to ascertain their links with other ultras. Raids at two places were also carried out this evening to effect recoveries of arms on the disclosures of arrested militants. However, no recoveries could be made immediately.

Army today arrested 124 Bangladeshi nationals 34 from Top border outpost on International Border in Chicken Neck sector and 90 in Pansas post in Samba sector when they were trying to exfiltrate to Pakistan.

a blue eyed boy

SRINAGAR, Nov 25: Believe it or not: A class 4th employee, who used to run the Directorate of Horticulture in Jammu & Kashmir in the National Conference government, is now running the Ministry of Agriculture and Horticulture in the PDP-led coalition regime. His merits and qualifications: Brief tryst with militancy before surrender and backdoor entry in Government service; unlimited capability to gain access to high corridors of power with extortion money and flesh trafficking; and, more significantly, skills to deflate Thana Police, CID, State Vigilance Organisation (SVO) and the born toothless State Human Rights Commission (SHRC).

Mufti Mohammad Sayeed’s masters of "good governance, accountability and transparency" must feel ashamed at the "success story" of Abdul Majeed Dar of Gangabug, Batmaloo, who was a do-nothing surrendered militant until recently. In 1998, he managed his adjustment as a daily wager in the state Horticulture Department through backdoor though such engagements stood banned since 1994. Within weeks, he managed to incorporate his name among the casual labourers supposed to be regularised after seven years of continuous engagement. Director Horticulture, Kukoo Wazir, regularised him as "Helper" in the pay scale of 2550-3200 vide Order No: 252/E of 1998 dated 4-8-1998.

While hundreds of daily wagers and casual labourers kept running from pillar post to seek their regularisation in Government service after having worked for several years, Dar gained unlimited proximity to Director of Horticulture. Now a class 4th employee, Dar managed adjustment and appointment of over 25 incumbents whose orders were clandestinely issued by then Director. They included nine of this blue-eyed boy’s relatives—two brothers (Bilal Ahmed Dar, Bashir Ahmed Dar), brother-in-law (Abdur Rasheed), three cousins (Mohammad Shaban, Abdul Majeed Kachroo, Mohammad Yaseen) etcetera.

In violation of all prescribed rules and norms and in brazen misuse of official position, Kukoo Wazir appointed 121 Class 4th employees and regularised 14 daily wagers through backdoor in 1998. Dar played key role in the whole operation. SVO took cognizance of serious allegations of corruption and registered case FIR No. 13 and 14 under section 5(2) Prevention of Corruption Act against Kukoo Wazir and others. While the SVO investigators had little time to gather material evidence and prosecute senior officials like Heads of Departments (HODs), Wazir, like all VIPS of the tainted lot, reached his superannuation horourably last month.

SVO sources revealed to EXCELSIOR that the Investigating Officer failed to assert in the matter in the wake of "tremendous pressure" from then Chief Secretary I S Malhi, who, as Financial Commissioner Agriculture Production, had brazenly sidelined then incharge Minister, Chowdhary Mohammad Ramzan, in appointing Wazir as Director of Horticulture.

Still VOK wrote a number of letters vide Nos 2188/PA-VOK dated 11-5-2002, 4003-4/SSP/VOK dated 22-6-2003, 4574-79/SKL dated 28-7-2003 to Director Horticulture and repeatedly asked for certain official record. Lastly, SSP Vigilance issued notice to Wazir under section 94 Cr PC vide No: 5371-SSP-SLK on 5-9-2003. Wazir treated all these requisitions with contempt and refused to provide any of the documents until his retirement last month. The FIRs are gathering dust on the cupboards of Vigilance Organisation Kashmir (VOK) in Srinagar.

On the other hand, Wazir added more zeal and zest to his patronage of the blue-eyed boy during the last one year of the "good governance Government". With ‘capable’ men like Majeed Dar behind him, it took him little time to gain access to the new Ministry of Agriculture and Horticulture. To begin with, he enjoyed the go-ahead of the Minister’s son and aide, Manzoor Ahmed Zargar, for whom men like Majeed Dar were more relevant than his 80-year-old father.

The class 4th employee became so powerful and unaccountable that he occupied the Director’s chair in his absence and issued any kind of orders to the hapless employees of the department. Anybody, who resisted or raised voice against this goonda raj faced reprisals—suspension, transfer, harassment. Dar’s attempts of molestation of female employees, well inside the Director’s office chambers, as also his attempts of sending women to his mentors went unnoticed in all institutions. Just once, he was shifted to a north Kashmir posting but got back to the Directorate within a week’s time.

That the employees of the Department have completely lost faith in the system has compelling reasons. In the year 2001, Majeed Dar pounced upon two female officials of his Department and also passed obscene remarks on some of them near his office and Raj Bagh Police Station. When the victims approached Police, Dar was picked up, detained and released shortly. Case FIR No: 97/2001 under section 294 RPC was registered against Dar. The case was established "prima facie" but only to be brushed under the carpet.

Disappointed with Police handling in the matter, female employees of the Department approached SHRC. Then Chairman of the SHRC, Justice rtd A Q Parray, sought a report about the facts of the petition separately from IGP Kashmir Zone and Additional DG CID.

In his reply, IGP Kashmir confirmed that the criminal case against Majeed Dar had been established. "He was arrested in the case and investigation closed as Challan against the said accused. The case is pending production before Court of Law", IGP Kashmir wrote to the Secretary SHRC on 28-7-2001. Read the report of Additional DG CID dated 10-8-2001 addressed to Secretary SHRC: "Enquiries have corroborated the allegations against Abdul Majeed Dar and Meraj-ud-din S/o Syed Mohammad Yaseen R/o Daharmuna, Soibug, Budgam. The two are known to harass female employees, besides indulging in eve-teasing".

Chairman of the SHRC desired "departmental action" against the duo and an information to the Commission "as and when the Court case is decided". "The grievances, which were projected by the female employees in particular and by the Horticulture Department in general, seem to have been heard and properly dealt with", Kuchhai observed in his judgement, to the ultimate disappointment of the petitioners.

"With the change of regime, we were hopeful that the cult of administrative vandalism in our Department will go for ever. It was simply reinforced", lamented a gazetted officer of the Department. He revealed how miraculously Majeed Dar became a member of the Minister incharge Abdul Aziz Zargar’s home and office.

The "departmental action" desired by the SHRC followed with an irony. On instance of the Minister’s son and PRO, Director Horticulture promoted "Helper" Majeed Dar as "Cleaner" in the pay scale of 2610-3540 vide Order No: Adm/NG/3649-50 dated 30-6-2003. Again, the out-of-turn promotion was granted to Dar with sheer contempt to the Department’s seniority list and norms. It remains to be known what Majeed Dar had done as "Helper" for his high-profile promoters and what he was going to "clean" for them.

Directorate and the Ministry of Horticulture seemed to be pretty satisfied with Majeed Dar’s "excellent performance" as "Helper" and "Cleaner". He was directly inducted into the Minister’s staff and given the honour of driving his official car, which, otherwise was the responsibility of the State Motor Garages and Security Wing of J&K Police. He is now literally calling the shots in the Ministry at Jammu.

Directorate of Horticulture, Kukoo Wazir, and the Minister’s Personal Section mooted a proposal of yet another out-of-turn promotion in favour of this blue-eyed boy. Days before his retirement, Wazir initiated the process with his letter No: PS/81 dated 17-10-2003 under the subject: "Approval for grant of out of turn promotion to Sh Abdul Majeed Dar as Driver in the pay scale of 4000-6000. According to informed sources, this out-of-turn, backdoor promotion has also been granted but the Order has been withheld in the wake of Wazir’s retirement and appointment of a new Director.

While as nobody responded to phone calls at the Minister’s residence and office, new Director of Horticulture, A K Saini, confirmed to EXCELSIOR that two out-of-turn promotions have since been granted to Majeed Dar. He said that Special Secretary, Agriculture Production, Mr G R Gani, has already taken cognizance of grievances and complaints against the illegal process and, after an inquiry, he has recommended Dar’s demotion as "Helper". He asserted that he would be having no hesitation in restoring actual status to the official.

Inquiry ordered into custodial killing

SRINAGAR, Nov 25: The State Government today ordered an inquiry into the alleged custodial death of a youth in Anantnag district which triggered a massive protest leading to Army firing in which three civilians were injured, official sources said.

Police also registered an FIR against the troops of seven Rashtriya Rifles in connection with the alleged custodial death of 28-year-old Mohammad Yaqoob Khan and injuries to three persons in a subsequent firing on a procession at Chatergul village of Achabal, about 70 Kms from here, the sources said.

The villagers of Chatergul and adjoining villages took to streets this morning after the police handed over the body of Khan to his kin last night, the sources said.

Khan was allegedly arrested by the Army from his house last night but was killed when he, according to local Army officers, reportedly tried to snatch a weapon from a jawan during questioning, forcing another jawan to open fire, the sources said.

As the march wound its way to Anantnag district headquarters of the Deputy Commissioner to seek a probe into the incident, they were stopped by Rashtriya Rifles soldiers who opened fire when the crowd did not heed their demand to disperse.

As three persons were injured in the firing, the Deputy Commissioner Asgar Hussain Samoon and senior police officers rushed to the scene and assured the villagers that a probe would be ordered, the sources said.

Samoon subsequently ordered a probe into the alleged death with the Additional Deputy Commissioner Mohammad Ramzan Thokar as the Inquiry Officer.

Thokar has been asked to submit the report into the incident with in a fortnight, the spokesman told

He said an FIR has also been lodged against the troops of seven Rashtriya Rifles in the Achhabal Police Station.

The Deputy Commissioner, who visited Chakalipora Achhabal today alongwith SSP, Anantnag asked the Army officers to a take local police and senior citizens of the areas with them while on a search operation.

Mr Samoon also distributed Rs two thousand as relief to each of the three injured in the firing incident and Rs 10,000 as interim relief to the next of the kin of the deceased. (AGENCIES)

Counterfeit ops have links with terror groups: CBI

NEW DELHI, Nov 25: Voicing concern over counterfeit operations having direct links with terrorist groups and drug mafias, CBI Director P C Sharma today said a common platform was needed to tackle the problem which is affecting the country’s economy and threatening its unity and integrity.

"The increased circulation of fake Indian currency notes and its ever increasing sophistication has been identified by the national security council as one of the major threats to the economy of the nation and thus the unity and integrity of our motherland," Sharma said while inaugurating the first ever conference on fake stamps and stamp papers organised by the Reserve Bank of India with CBI.

"The counterfeiting operations are getting direction and boost from criminals based overseas who have direct links with terrorist groups and drug traffickers with inter-state and international ramifications," he said.

He said that during the past couple of years, the country has also witnessed large-scale circulation of fake and counterfeit Government stamps and stamp papers worth crores of rupees through an organised maze of operatives having tentacles in several states.

"Modern technologies, mode of communications and transportation make it possible for criminals indulging in such crimes to operate from anywhere in the world," the CBI Director said.

"Under these circumstances, it has become necessary to have a common platform to discuss the ways and means to tackle these crimes," Sharma said and warned that any delay on our part in reversing this rising trend of serious menace "will loosen the threads of our national economy."

Referring to the recent stamp scam, Sharma said the CBI had appointed nodal officers in various states, to co-ordinate information, resources and efforts pertaining to fake Government stamps related crimes.

He said counterfeiting affected the very root of a nation’s economy and its international standing. "Our task cannot be limited to law enforcement point of view. We have a larger role to play as the nation is on a march ahead on its agenda of reforms and economic progress can be seriously threatened by the wider effect of these crimes."

Advocating a partnership between various agencies and police forces, Sharma said that "this partnership has to cross national borders as the criminals are receiving support from outside."

"In this context, the role of Interpol assumes importance as it can provide us with the maximum help in collecting information from other countries for scuttling the international operations of the counterfeiters," the CBI Director added. (PTI)

Powell rings up Sinha

NEW DELHI, Nov. 25 : U S Secretary of State Collin Powell tonight telephoned External Affairs Minister Yashwant Sinha and had a discussion in the context of the "positive" developments including Eid ceasefire taking place between India and Pakistan.

Sinha told Powell that India was "happy" to respond to Pakistan Prime Minister Zafarullah Khan Jamali’s offer for ceasefire taking effect tonight along the International Border, the Line of Control (LoC) and the Siachen Glacier in Jammu and Kashmir, official sources said.

Sinha noted that in addition to the ceasefire, Pakistan had responded more favourably to improving communication links between the two countries.

The Minister expressed the hope that infiltration across the border would stop and if there was violation of the LoC by infiltrators, then India would have to deal with it, the sources said. (PTI)

Gupta gets charge of Economic Affairs

NEW DELHI, Nov 25: In a reshuffle of Economic portfolios, Finance Secretary D C Gupta has been given the key portfolio of Economic Affairs in the Ministry which deals with the policy issues including that of the Union budget.

Gupta, an IAS officer of 1967 batch, was presently looking after the portfolio of expenditure besides being Finance Secretary.

D Swarup, who was till now Additional Secretary in the Expenditure Department besides being in-charge of the budget division, will now be Officer-on-Special Duty in charge of Department of Expenditure in the rank and pay of Secretary in place of Gupta.

The rules have been relaxed for this purpose due to the special circumstances as the budget preparation has already started on October 29. Swarup is an IAS officer of 1968 batch.

The senior-level appointments follows approval by the Appointment Committee of the Cabinet.

Vijay Bhushan, an Indian Postal Service officer of the 1967 batch, will be the new Secretary in the Department of Posts.

Bhushan, whose appointment was approved by the Appointments Committee of the Cabinet, will replace P Balasubramanian, who superannuates on November 30.

An IAS officer of 1971 batch, Sudhir Mankad, now Additional Secretary and Financial Advisor in the Agriculture Ministry, has been shifted to the Department of Economic Affairs in the same rank.

Prem Prakash Mathur of 1972 IAS will replace Mankad in the Department of Agriculture and Cooperation.

Meanwhile, Mr S D Sharma, an IAS officer of the 1972 batch, has been appointed the Advisor, Inter-State Council Secretariat in the Home Ministry in the rank of Additional Secretary in place of Mr Kamal Taori, an official spokesman said today.

Also, Mr Arvind K Singh has been appointed Additional Secretary, Department of Agriculture and Cooperation, replacing Mr B S Minhas.

Ms Veena Choudhary, presently Chief Vigilance Officer, Airports Authority of India, will be the new Additinal Secretary in the Environment and Forest Ministry against a post vacated by Mr Navin Chawla.

Mr Naresh Dayal, has been appointed Additional Secretary in the Environment and Forest Ministry in place of Ms Sushma Choudhary. (UNI)

Hurriyat welcomes ceasefire

SRINAGAR, Nov 25: The Hurriyat Conference chairman Moulvi Mohammad Abbass Ansari today hailed the announcement of ceasefire along the borders in Jammu and Kashmir and expressed the hope that it is not restricted to the borders and a conducive atmosphere is created for a dialogue on Kashmir.

"It is a welcome development. This will put an end to the sufferings of Kashmiris living on either side of LoC," he said hoping that the ceasefire would be extended to every nook and corner of the Valley so that a conducive atmosphere is build for dialogue process.

"Only dialogue can resolve the Kashmir issue," he said but demanded involvement of Kashmiris as a third party in talks between India and Pakistan in the settlement of the long-pending dispute.

Former MP and chairman of National Democratic Front, Abdul Rashid Kabuli termed the ceasefire along the LoC as an Eid gift to the people.

Ansari claimed that the idea of ending hostilities before talks had been suggested by him earlier.

"I had mooted this idea immediately after becoming the chairman of the separatist conglomarate and today it (the idea of ceasefire along the LoC prior to the settlement of the Kashmir issue) has taken a shape," Ansari told PTI here.

"I hope this positive gesture will prove a milestone in the relations between India and Pakistan and help in creation of an atmosphere which will lead to the resolution of all pending issues between the two countries, especially Jammu and Kashmir, Kabuli said. (PTI)

CBI: paper was leaked from press

NEW DELHI, Nov 25: CBI today gave a clean chit to the faculty members of the Indian Institutes of Management on the issue of recent leakage of CAT question paper but claimed it had some evidence hinting that the leak could have been from the press which printed it.

"Something wrong must have happened in the printing press which we are scrutinising," CBI Director P C Sharma told reporters on the sidelines of a conference on fake currency notes and fake Government stamps here.

He said the CBI had some proof indicating that the question paper was leaked from the printing press.

He, however, ruled out the possibility of faculty members of the IIM being involved in the leakage, which led to the cancellation of the examination on Sunday last.

The CBI Director again made it clear that the agency would be probing into the entire ramifications of the scam which he claimed was going on for last four to five years.

"Our initial estimates put the figure at Rs 100 crore involved in this scam. Let us see," Sharma said.

Meanwhile, CBI sources said that the role of four people including Ranjit Singh alias "Ranjit Don" was being probed into at least two other All India Level Examination including CBSE pre-medical and bank Probationary Officers.

The CBI Director had earlier indicated that the probe has to go backwards. (PTI)

China satisfied with positive momentum in ties with India

BEIJING, Nov 25: China today said it was "satisfied with the good momentum" in bilateral relations with India and expressed keenness to forge a long-term constructive partnership with New Delhi on the basis of `panchsheel’.

"China is satisfied with the good momentum of the development in China-India relations and stands ready to expand its cooperative relations with India in various fields," the Chinese Foreign Ministry spokesman Liu Jianchao said here at a ministry briefing.

While positively evaluating the major policy speech of External Affairs Minister Yashwant Sinha on November 21, Liu said Beijing attached importance to the "positive" speech made by the Indian leader.

"China attaches importance to the positive speech by the Foreign Minister of India on its China policy. We express our welcome and appreciation to this", Liu said.

Describing India as a "very important neighbour" of China, he said the development of friendly relations with New Delhi is an important component of China’s diplomacy with its neighbours.

"China stands ready to further develop a long-term, constructive relationship and partnership with India on the basis of the five principles of peaceful co-existence," he said, adding this serves the interests of both countries, peoples and also benefits peace and stability in the region.

Liu also pointed out that the "successful" visit by Prime Minister Atal Bihari Vajpayee to China in June this year "signalled a new stage in bilateral ties."

The spokesman hoped that the ongoing visit to India by chairman of the Chinese Peoples Political Consultative Congress (CPPCC) Jia Qinglin will further enhance mutual understanding and friendship between the two countries. (PTI)

12 sentenced to life in Ghodasar massacre

AHMEDABAD, Nov 25: The Nadiad Sessions Court today sentenced 12 people to life imprisonment and three to two years’ rigorous imprisonment for massacre of 14 Muslims of Ghodasar area in the rural part of the district during post-Godhra communal riots on March 3 last year.

Sessions Court Judge C K Rane had yesterday announced the conviction of 15 and acquittal of 48 in the case and had reserved the sentencing for today.

Rane did not make any major observation regarding the case and just pronounced the sentences in a packed court.

Simultaneously, the court also granted bail to the three persons who have been convicted for two years rigorous imprisonment as they have been awarded for less than three years as per Section 389 of CrPC.

The convicts were sentenced under various sections of the IPC.

Earlier in the day, the judge heard both the defence counsel and the prosecution on the judgement.

Defence counsel T R Vajpayee told PTI that he had contended that "it was not a rarest of rare case and the convicted persons should not be awarded capital punishment."

The prosecution argued that it was a "rarest of rare case and the convicts should not be spared and should be hung till their death." (PTI)

Grenade triggers alarm in high security area

NEW DELHI, Nov 25: Detection of a grenade on the busy and high-security Tilak Marg housing some embassies and residences of diplomats here triggered an alarm today.

High drama was witnessed for over two hours before the grenade was found to be in a defused state brought by a retired Army officer in connection with a court case against him.

The grenade was found in a suitcase kept by the roadside near an apartment building, opposite the office of Tilak Marg Assistant Commissioner of Police and close to India Gate in the heart of the capital, police sources told PTI.

The "explosive" was detected by a traffic policeman at around 12.45 pm, they said, adding the area was immediately cordoned off and bomb detection and disposal squad was rushed to the site.

The suitcase also contained papers of a court case in which retired Lt Col S K Chowdhary is accused of killing a man by sending him a parcel bomb in 1983, they said.

The grenade was apparently being carried by Chowdhary to Patiala house courts, also situated on Tilak Marg, in connection with the case, the sources said.

The area is close to the residence of Pakistan High Commissioner Aziz Ahmed Khan, the premises of Supreme Court and venue of the ongoing international trade fair.

Chowdhary was later tracked down and quizzed by police about the source of the grenade and how it reached the place where it was found, police sources said.

He reportedly told police that he had taken it from the army in connection with his case, they said, adding he was asked to present documentary proof to substantiate the claim.
