JAMMU, Nov 20: Six battalions of Central Reserve Police Force (CRPF) have replaced Border Security Force (BSF) in Srinagar for Counter-Insurgency operations till now and by March 2004 eight more battalions will take over the complete internal security.

This was disclosed by Additional Director General of CRPF Kamaljeet Singh while addressing the jawans during presentation of Director General’s Commendation Discs. "We are replacing BSF in a phased manner because of security reasons but by March 2004 BSF will be completed replaced in Srinagar", he said.

Saying that CRPF has distinction of effectively fighting and reducing insurgency in Punjab and West Bengal, the Additional DG said that it was because of this fact that Government has taken a decision to handover the internal security of whole country to CRPF by March 2005 and for that CRPF has also decided to raise its battalions.

"At present we have 152 battalions but by March 2005—deadline for complete take-over of internal security by CRPF—the total battalions of force would be 200", the ADG disclosed and said that the day is not far off when CRPF would be one of the best para-military force of the world.

Saying that fight against terrorism needs collective efforts of all the security forces and it is not confined to one force only, Mr Singh hoped that CRPF with the active support of Jammu and Kashmir Police would completely bring an end to insurgency in this State on the pattern of Punjab. "Fighting insurgency is not new for us and this would be proved by CRPF personnel in shortest possible time", he further said and asked CRPF jawans to come upto the expectations of the people at all costs.

Earlier, the Additional Director General of CRPF presented Director General’s Commendation Disc and letter to a number of CRPF jawan, who performed their respective duties effectively.

Widows of two Jammu and Kashmir Police personnel—Krishan Lal Khajuria and Mohan Singh, who laid down their lives while fighting insurgency, were also provided cash assistance of Rs three lakh each by the Additional DG CRPF.

However, the promotees will hold the status in their own pay and grade pending clearance by Departmental Promotion Committee and Public Service Commission and these promotions would be without prejudice to the sonority of others.

Dr. Nissar Hussain Kar, Dr Abdul Rashid Mattoo, Dr. Khalida Mir and Dr Nisar Ahmad Mir have been promoted as Deputy Directors or equivalent cadre, while Dr Muzaffar Ahmad Bihaqi, Dr Joginder Singh, Dr Ghulam Jeelani Kababi, Dr Zahoor Ahmad Khan, Dr Nazir Ahmad Wazir, Dr Sher Mohammad Mandoo, Dr Masood Alamgir and Dr A.K. High Court Bar Asso holds session for female lawyers

JAMMU, Nov 20: The J&K High Court Bar Association conducted its first ever exclusive lady lawyers interactive session in the Bar Room of the High Court. The session commenced with the welcome lecture by R Mehta, Secretary, J&K High Court Bar Association. The object of the session was to identify day to day problems faced by the lawyers in the profession, suggesting various remedial measures and also for making the functioning of the Bar more vibrant and effective.

Number of lady lawyers participated in the discussion and expressed their views on various aspects. Surinder Kour and Seema Shekhar constituted the presidium while Deepika Mahajan conducted the proceedings of the session. Prominent amongst those who participated and spoke on the occasion included Neeru Goswami, Aruna Thakur, Amita Wadhwa, Anita Tikoo, Mandeep Kour Reen, Padma Jha Lal, Anshujha Sharma, Ruchi Bukhari, Shivani Singh, Shalni Sharma, Chakshu, Veenu Gupta and Vijay Angral.

Proceedings were supervised by Ashok Parihar, senior vice-president and D S Chouhan, vice-president, R Mehta and Deepika Mahajan.

Seema Shekhar and Surinder Kour also shared their long experience in the profession with the participants with a note of advise. S S Lehar, senior advocate was the chief guest, who enlightened the participants with past glory of legal system and emphasised the need of maintain the same and requested all the participants to work with more zeal for making their career as a success.

The session concluded with a detailed reply by D C Raina, senior advocate, president of the Bar Association on various issues highlighted during the discussion.

ST team imposes heavy penalty on defaulters

JAMMU, Nov 20: Vigilance and Inspection wing of Sales Tax authorities in two separate operations intercepted vehicles carrying goods and imposed heavy penalty on the defaulters.

According to Dy Sales Tax Commissioner, Jammu during course of enroute checking the ST team a vehicle No. JK02G/ 5679 carrying trade goods today. The documents were verified and some of the documents were found fake and false. The vehicle attached to M/S Chinar Roadlines Jammu was subject to Physical check and goods to the tune of Rs 1,82,888 was detected being transported. This differential value was more than 100 % of the disclosed invoice value.

Accordingly a penalty of Rs 34013 was imposed against which Rs 31212 was realised on spot and the goods worth Rs 21,600 were detained for want of realisation of penalty.

Another vehicle ( load carrier) bearing No. JK02E / 3218 was intercepted near Bus stand Jammu. Ready-made goods valuing over Rs 40000 were found to be transported without valid documents.

A penalty of Rs 17,000 was imposed and recovered from the defaulter. The team was led by ETOs P K Bhat , Rakesh Magotra, Dr Manmohan Singh, inspectors—Vir Singh, K K Sharma and Pritam Lal.

HC rejects Panthers Party’s plea for
exclusive symbol in Delhi

NEW DELHI, Nov 20: The Delhi High Court today rejected the Jammu and Kashmir National Panthers Party’s petition seeking direction to the Election Commission (EC) to allot an exclusive symbol to all its candidates for Delhi assembly polls.

Justice B D Ahmed dismissed the party’s plea saying once the electoral process was set in motion, no Court could interfere in the matter till declaration of results.

Even otherwise, the Election Commission has not faulted or acted unreasonably, the Court said.

"Courts are to facilitate the electoral process and not to impede the same," Justice Ahmed, who had yesterday asked the EC to consider if it was possible to allot an exclusive symbol to all the candidates of Panthers Party here, observed after hearing submissions of EC counsel Pankaj Rai Chopra and Panthers Party president Prof Bhim Singh.

The party’s Delhi unit chief Sanjoy Sachdev had sought quashing of the EC’s November 17 order allotting ‘Bicycle’ symbol to the candidates of Panthers Party and Samajwadi Party in 6 and 28 constiuencies respectively.

Prof Bhim Singh had urged the Court to ask the EC to issue an exclusive symbol other than ‘Bicycle’ to both Panthers Party and Samajwadi Party so as to avoid confusion among voters.

Prof Singh told PTI that he would challenge the High Court’s order in the Supreme Court.

Both Panthers Party and Samajwadi Party are recognised by the EC as state parties in Jammu and Kashmir and Uttar Pradesh and Uttaranchal respectively with ‘Bicycle’ as their symbol.

As per EC’s election symbol order a state party has exclusive right to use its allotted symbol in that particular state but outside that state the said party would only get preference in allotment of the same and not an exclusive right to use it.

Where two state parties having common symbol put up their candidates in a constituency in a third state, none of them would get the said symbol, instead they would be allotted different symbols.

The Court observed that the EC’s order was in consonance with the election symbol order and it did not call for inteference by the Court. (PTI)

JAMMU, Nov 20: State Government will soon issue a circular to all the Government departments directing their staff to properly listen to the grievences of the people particularly ex-servicemen and behave in a decent way.

This was stated by Deputy Chief Minister Mangat Ram Sharma after he came under severe criticism from the leaders of ex-servicemen league, who while addressing the ex-servicemen rally here today, said that even the recommendations of the Dy CM are not being entertained by the officers in Government departments.

"The circular would also be strictly enforced to provide justice to the people. I will soon arrange a meeting of Director Sainik Welare Department, J&K and leaders of ex-servicemen league with Chief Secretary to discuss all the demands of the ex-servicemen community", Mr Sharma assured and said that he will discuss the issue of six percent reservation to ex-servicemen in the Government jobs in the Cabinet meeting at the earliest.

The Deputy Chief Minister further assured that 50 percent concession to war widows in transport fare would be strictly enforced at the earliest. Though Deputy Chief Minister expressed his helpless in conceding more demands of the ex-servicemen without consulting the Cabinet colleagues yet he on-spot sanctioned Rs 2 lakh for the maintenance of boys and girls hostels as also the Sainik Sarai.

Speaking on the occasion, Director Sainik Welfare Department J&K Brig (retd) K S Kotwal highlighted various problems and demands of the ex-servicemen. He said that though six percent reservation was sanctioned in the favour of ex-servicemen in the Government jobs yet the records reveal that for the last six years none of the ex-servicemen was appointed.

"In other states like Punjab, Himachal and Haryana Sainik Welfare Department is member of the recruitment board but in this state no step has been initiated in this regard", he said and added that no body was ready to watch the interests of the ex-servicemen in this State.

The other demands of ex-servicemen which were highlighted by the Director Sainik Welfare Department J&K included relaxation in duty on CSD items, enhancement of salary of ex-servicemen working alongwith State Police, increase in scholarship for the wards of ex-servicemen and construction of Sainik Sarai in Billawar and other places.

Vice-president of J&K Ex-Servicemen League said that the height of indifferent attitude of the State Government towards ex-servicemen can be guaged from the fact that Central Government has sanctioned petrol pumps and LPG outlets in the favour of Kargil martyrs families yet the State Government has not provided land to them so far and continued to linger on their cases.

Former Minister R S Chib, Major General R S Jamwal and Director Doordarshan M K Raina Ratnakar also spoke on the occasion.

Renowned Endoscopic Surgeon Dr Rakesh Sinha, MD from Mumbai will be operating on patients requiring removal of uterus (for ailments like fibroid, adenomyosis, endometriosis, chronic cervicitis) or removal of ovarian cysts and endometrioma besides making an assertive diagnosis of any disease in the pelvis (diagnostic laparoscopy) through the laparoscope.

Laparoscopic Surgery or keyhole surgery in nonprofessional terms is gaining in popularity over traditional surgery, since there is no deep cut or incision given to the patient. The laparoscope, fitted with a miscroscope, is inserted through small holes into the patients and the surgeon performs operative manoeuvres looking through the miscroscope, using delicate instruments.

This is next generation surgery and is a highly specialised technique. The patient can go home within 2 days and a return to normal within a week, a boon for those who shiver at the thought of hospitals.

Dr Rakesh Sinha got specific training with a diploma in gynaecological endoscopic surgery at the Christian Albrechts University of Kiel, Germany in 1991 with advanced training at the Royal Free Hospital, London where he was awarded the postdoctoral clinical fellowship in endoscopy (1993) in recognition of his keen skills in endoscopy. This was followed by a speciality endoscopy course in University Clermont Ferrand, France, an advanced individual tutorial course in laser and gynaecological endoscopic surgery at Pennsylvania, Nashville and Chattanooga, USA, he underwent a comprehensive coloscopy course at Atlanta, USA and the masters’ training course for advanced Pelvic Floor Reconstruction Surgery at Tennessee, USA in 1999.

Dr B S Pathania, who has been performing laparoscopic surgery since 1994, for gall bladder, appendix, hernia and various other ailments is already providing his specialised skills at Madaan Hospital. He also conducted laparoscopic training sessions in collaboration with Sir Ganga Ram Hospital, New Delhi.

JAMMU, Nov 20: The State High Court in a contempt petition filed by widow of an employee of State Road Transport Corporation, has directed AS Sidhu, Commissioner-cum-Secretary Transport Department to appear in person in the court.

After hearing BS Slathia, Additional Advocate General appearing for the respondents, Justice Permod Kohli of the State High Court observed that last opportunity was allowed to report compliance of the court order dated February 22, 2002. In the statement of facts filed on behalf of Sidhu on September 3, 2003, it was admitted that the name of the petitioner’s husband figures at serial number 17 of the list of the persons who are entitled to pensionary benefits, but despite number of opportunities and admission on behalf of the respondents acknowledging the claim of the petitioner, nothing was done.

The court further observed that this leaves the court with no option but to direct personal appearance of Sidhu and accordingly directed him to appear in the court on December 1, 2003. The court, however, directed that if the judgment is complied within that time by releasing all benefits to the petitioner, the respondent need not to appear on the date fixed by the court.

Mrs Kamlawati, widow of Arjan Nath, who was an employee of SRTC was denied pensionary benefits. She had filed a petition and the same was decided on February 22, 2002.

However, despite the decision in her favour, the respondents didn’t comply with the court order, forcing the petitioner to file a contempt petition.

Lal Singh sanctions termination of 14 more doctors

JAMMU Nov 20: Continuing with Government’s determination to enforce accountability and discipline in the health services, the Health and Medical Education Minister, Ch. Lal Singh, today sanctioned termination of 14 medicos who are on unauthorized leave ranging from 2 to 10 years.

In his drive to bring in efficiency and ensuring punctuality, 201 doctors have already been terminated who had either proceeded abroad for greener pastures, abandoning the health institutions in the state or remained absent unauthorisedly for long.

Ch. Lal Singh is personally monitoring the functioning of hospitals and health centres all over the state and has made it known that those found guilty of dereliction of duties would face disciplinary action including exit from the service.

These terminations have been ordered after giving them due notice required under law and enquiring each and every case of unauthorized absence.

JAMMU, Nov 20: Chief Minister Mufti Mohammad Sayeed today flew to Srinagar and visited Laripora in Pahalgam to express sympathies with the bereaved family of Mr. Mohammad Ismail Khanday, a PDP leader, who was killed by militants on November 17. A large number of people, who assembled there, condemned the brutal killing.

Mufti Sayeed shared the grief of the bereaved family and said that such type of brutal acts of militants are highly condemnable, adding that these would not take them anywhere.

The Chief Minister ordered immediate job to one of the dependents of the deceased besides ex-gratia relief. He assured the family of all possible support and prayed for peace to the departed soul.

The Chief Minister also visited the residence of Syed Nizam-ud-Din, former MP at Sanatnagar and condoled the demise of his son Dr. Zuber, who had died in a road accident recently. He was accompanied by Social Welfare Minister Mula Ram and Rural Development Minister Peerzada Mohammad Sayeed.

JAMMU, Nov 20: Charging National Conference with launching malicious campaign against coalition Government, Jammu and Kashmir People’s Democratic Party (PDP) vice-president Rangil Singh today regretted that instead of supporting revolutionary steps of this regime National Conference leaders have been unnecessarily creating confusion among masses.

He, however, asserted that despite vicious campaign launched by some vested interests coalition Government headed by Mufti Mohammed Sayeed has earned credibility of the masses.

Addressing a press conference along with new office bearers of the party, Mr Singh said that coalition Government has been working towards equitable development of all the three regions of the State. "Residents of all the three regions are by and large satisfied by the policies and programmes being propagated by the coalition", he said and lavished all praises on Chief Minister Mufti Mohammed Sayeed for functioning as per the aspirations of the people.

"Now when the PDP led coalition Government has started performing as per the aspirations of people, those not in favour of peace and tranquillity are trying to raise the issues of regional basis", he regretted, adding, "those talking of discrimination with Jammu are ignorant of the fact that it was because of the sincerest efforts of the party leadership that special attention was being paid towards balanced socio-economic developments of Jammu, Kashmir and Ladakh".

Highlighting achievements of the coalition Government headed by Mufti Mohammed Sayeed, Mr Singh said, "zero deficit budget and steep rise in the revenue collection speaks of Government’s performance during past one year. Unlike NC, PDP has geared up entire administrative machinery to speed up developmental activities".

On the employment front, Mr Singh said, no hidden appointments have been made and instead the Chief Minister has been distributing the jobs to the needy and affected persons right in front of huge gatherings. "The way jobs being distributed, speaks of the transparent policy of the coalition regime", he said.

PDP’s policies towards restoration of peace through healing touch also stand endorsed by the central leadership. "Better cooperation from the Centre has also made PDP led coalition Government to perform with more confidence under which it plans to fulfill all the vacant posts by proper means", he said.

Launching a scathing attack on some forces for raking up the issue of discrimination, PDP vice-president said that those crying for the discrimination must not forget the steps like release of Rs 30 crore for Jammu University and separate funds for the over all development of Jammu region.

Ridiculing National Conference’s claim of dislodging coalition Government, Mr Singh said that one can neither form nor dislodge any Government by organising rallies. "Just a year back, people of this State had thrown out you (NC leaders) from power", he reminded the NC leaders and advised them to work for the development of the State instead of dreaming to dislodge the coalition regime. He alleged that one of the senior NC leader who had unsuccessfully contested last Assembly was involved in a car lifters gang.

66 women provided financial succour of Rs 22 lakh

Srinagar, Nov 20: The Minister for Social Welfare, Mula Ram and Minister for Rural Development, Peerzada Mohammad Sayeed who arrived here today, distributed Rs. 22 lakh in the shape of cheques among 66 women trained in various crafts, at a function organized jointly by Jammu and Kashmir State Women’s Development corporation (JKWDC) and Social Welfare department.

Another Rs 11 lakh was given to the Principals of various Degree Colleges for disbursement as past- matric scholarships among deserving students.

Present among others were MLC Sofi Ghulam Mohammad, Director Social Welfare, G.N. Bodha and Managing Director JK WDC, Prof. Masooda Yaseen.

Speaking on the occasion, Mr. Mula Ram said that the Government was proposing to set up Boarding schools at all the district headquarters of the State, where militancy hit children would be imparted free education besides boarding and lodging. He said the Government would provide adequate financial assistance to the women entrepreneurs who show keenness in establishing their own generating units enabling them to become economically self-relient. He said Government is contemplating to set up 7500 Anganwadi Centres in the state and in the first instance the Centre has in principle given its nod for setting up 1500 such centres. As many as 3 lakh children were covered under nutrition and health care programme in the state, he added.

He said the coalition Government is committed to its resolve for restoration peace and tranquility in the state, which is pre- requisite for ushering the state in an era of development and prosperity.

Earlier, the Minister for Rural Development, Peerzada Mohammad Sayed in his address said that the centre has allocated Rs. 108 crore to the state under various rural development programmes, so as to steer the rural people particularly those living below poverty line towards socio-economic emancipation. He said the economic development of a nation was dependant upon the economic development of its women. He appealed women folk to come forward and avail of the benefits under various schemes initiated by the Government for their economic upliftment.

Peerzada Sayeed reiterated coalition Government’s resolve to provide corruption free administration and ensure accountability and transparency in every sphere. He said the people of the state has endured a lot of trails and tribulations during the past 12 years and witnessed bloodshed, it was golden opportunity for Pakistan to positively respond to the peace proposal initiated by India, he added. He appealed to respect sentiments and aspirations of the people yearning for durable peace.

11 PDD employees suspended
Niaz urges people to save power

JAMMU Nov, 20: Minister for Power Mohammad Sharief Niaz today ordered suspension of 11 power development employees including one junior engineer for remaining absent from their duty.

The Minister conducted surprise inspection of the office of the Executive Engineer Gandhinagar, Sub-Divisions, Trikuta Nagar, Green Belt, Channi Himmat and Bari-Brahamana. On his inspection, he found various employees absent from the duty and ordered the Executive Engineer to place all of them under suspension and seek their explanation.

During his visit to these areas, Minister interacted with the people and urged them to use power judiciously. Taking strong notice of the lights being left lit in the localities in house-holds and business establishments even during day time, the Minister called the attention of the people of the area and said that such misuse of power leads to low voltage and forces the department to resort to unscheduled curtailment. He asked the people to understand the importance of power saving and asserted that such a habit should be developed because this will benefit the society at large.

The Minister asked the engineers to make accurate load assessment of the house-holds and other establishments and avoid excessive charges. He also directed them to expedite the process of regularization of illegal connections and submit fortnightly report in his office. He also directed Chief Engineers of M&RE and System Operations of both Kashmir and Jammu to conduct visits to check misuse of power during day time both in private and Government establishments at least 10 times a month. Similarly, Superintendent Engineers and Executive Engineers were asked to conduct similar visits 15 and 20 times a month respectively. He directed the PDD authorities to snap connections of those who would not refrain from such a practice.

Management Deptt organises lecture on
‘Relevance of Co-operative’

JAMMU, Nov 20: In connection with the Co-operative Week celebration, Department of Management Studies in Jammu University, organised a lecture on ‘Social Economic Relevance of Co-operative’, on the campus, here today.

Dr D N Qasba, Registrar of J&K Co-operative Department, delivered the lecture while officers of the Co-operative Department, students and faculty members of the Management Department, attended the programme.

In his lecture, Dr Qasba highlighted the principles and relevance of co-operative movement and listed the new sectors that can be explored through co-operative.

He claimed that social and economic scenario of the country can be changed through co-operative movement and there are examples where it has been done.

Prof Ashok Aima, while speaking on the occasion, said that the University has the role as think tank for proper orientation, policy making and functioning of the co-operative.

Earlier, Prof J R Dhotra, Head of the Management Department, welcomed the guests and highlighted importance of topic of the lecture. He also threw light on co-operative movement in the country.

The lecture was followed by an interaction between the students, teachers and Co-operative officers.

Hi-tech drug testing lab being established
Genetic, birth defects clinic for Jammu approved

JAMMU, Nov 20: Jammu and Kashmir Government today approved setting up of a Genetic and Birth Defects Clinic in the state.

The facility, first of its kind in the state and planned on the pattern of one at AIIMS, will start functioning in Gandhi Nagar area of the Jammu city. It will cater to the medicare requirements of the disadvantageous segment of the society who were otherwise required to visit places outside the state thus incurring heavy expenses.

The Minister for Health and Medical Education Ch. Lal Singh said clinic would go a long way in providing much needed counseling and propagating curative aspects of the disease.

Meanwhile, spelling the importance of setting up of genetic clinic, a spokesman of the health department said genetic abnormalities are a common cause of disease, handicap and death among infants and children. The genetics and birth defects clinic would deal with all the genetic (hereditary) diseases and various birth defects.

The spokesman referred to some of the genetic diseases which include mental retardation e.g. down syndrome, turner syndrome, klinefeller syndrome, fragile-X-syndrome. Thalassemia.

Meanwhile, Mr Lal Singh at a function said that the establishment of a hi-tech drug testing laboratory in Jammu and Kashmir would help in arresting the menace of spurious and counterfeit drugs. He emphasized that this is strictly in line with the recommendations made by Mashelkar Committee in its interim report.

The Minister was chairing a meeting of senior functionaries of health department here today.

Mr. Singh said that it is noticeable that 11 states in the country do not have laboratories for testing drugs. Of the remaining 15 states that have functional laboratories, only 7 are adequately equipped and staffed. The Jammu and Kashmir Drug Testing Lab, he said, being set up on the pattern of one in Chennai would be best conforming to international standards for perfect empirical diagnosis. He said this would also help in strengthening the infrastructure to tackle menace of spurious and counterfeit drugs.

Emphasizing that consumers have a crucial role to play in containing the proliferation of spurious drugs, Ch. Lal Singh advised that they should buy drugs only from reputed and registered chemists.

Asserting that the country needs an autonomous national drug authority which is either quasi-Government or autonomous and has power to gather intelligence, conduct raids and coordinate between police, legal agencies, State Governments and the industry, the Minister said that Jammu and Kashmir has already taken the lead by setting up a self-financing and autonomous Medical Supplies Corporation.

The Minister said that establishment of the corporation with centralized drug administration including licensing for ensuring a better central coordination and monitoring not only of licensing but also for manufacture and distribution.

Suggesting that pharmaceutical industry should work closely with the Government and also have surveillance mechanism to eradicate this evil, Mr. Singh said that the manufacturers too should put in place an effective system for handling public complaints and encourage information on spurious drugs from public.

The Health Minister said that spurious drugs do not only endanger life, they leave patients seriously ill and those with inadequate potency do bigger harm to the society in general. Often drug resistance develops when patients consume drugs with inadequate potency forcing them to look for costlier new generation drugs. These patients could put the entire society at risk by spreading drug resistance.

Conference of Telecom Enggs, Sanchar

A number of delegates from Udhampur and Doda district participated in the conference wherein colourful programme was held. The conference was addressed by R L Koul, Circle president SNEA(I), S K Mahaldar, Circle secretary and P K Bali, district secretary (Jammu), Opender Raina and T B Gadoo.

In the conference, elections for the district body were also held in which Com S K Koul was elected as president. P K Sharma and Opender Raina were elected as vice president and district secretary, respectively while Sameer Raina and Mahinder Singh have been elected as assistant district secretaries. Naresh Bharti and Sanjeev Chopra are the organising secretary and district cashier, respectively while Rakesh Khajuria, R L Pandit, Kaka Ji Bhat and Amit Gupta are the executive body members.

Poonch development works reviewed

JAMMU, Nov 20: To review the progress of decisions taken in District Development Board meeting of Poonch held recently, a meeting was held here today with the Minister for Consumer Affairs and Public Distribution, Taj Mohi-ud-Din in chair.

During the deliberations it was revealed that out of total outlay of over Rs.37 crore, Rs.13.13 crore have been spent upto ending October 2003 on various sectors in the district. Of this over Rs. 2.05 crore were spent on agriculture and allied sectors, Rs. 86.57 lakhs on rural development, Rs.54.90 lakhs on industries, Rs.128.13 lakhs on communications, Rs.8.33 crore on social service and general services. Besides Rs.6.20 lakhs were incurred on planning and mechanical sector.

The District Development Commissioner, Poonch, Azaj Iqbal appraised that issue regarding declaring Pahari Speaking people of the district as ST and proposal regarding special assistance on the pattern of BADP block to Surankote constituency, is under the active consideration of the union Government.

Regarding the constructions of Harni-Manjri road, the District Development Commissioner said that work on this project is in progress and will be completed this year. Under augmentation programme, 84 transforms have been established besides six new sub stations created in the district during the period. He further said that out of six defunct PHE schemes, two schemes in Surankote and four in Mendhar blocks have been made functional.

Speaking on the occasion, MP, Mr. Talab Hussain said that keeping in view the topography and economic status of the masses, Government should pay special consideration for the development of the district and ameliorate the lot of the various sections of the society.

The legislators of the district raised many demands and also suggested measures for properly funding the developmental schemes so that benefits of the schemes percolates at the grass root level.

Addressing the meeting, the Minister stressed for early completion of the on going works by maintaining accountability and transparency. He asked the Chief Engineers of various departments to submit lists of vacant posts of Junior Engineers for being filled up on contractual basis after competing the proper selection process to streamline the functioning of different departments. He said any lapse in the execution of developmental schemes would be dealt severely.

The meeting was attended by M.P, Mr. Talab Hussain, legislators Mr. M.A. Bukhari, Mr. G.M. Kingpin arrested, hunt on to nab others
Gang selling Punjab Excise liquor in Jammu busted

UDHAMPUR, Nov 20: Police today busted a gang involved in smuggling of Punjab Excise liquor and selling the same in Jammu region. The kingpin of the gang has been arrested.

Police spokesman said that on a specific information a police party led by SHO Udhampur Police Station M L Thakur and PASI Parvez Sajjad under the supervision of SSP Udhampur Vijay Singh Sambyal and Additional SP Abdul Qayoom Dar conducted raids at different places in village Kaldi.

While the raids were being conducted the police team came into contact with Rattan Singh, son of Jameet Singh, who was running a general store and tea stall in the village. On seeing the police personnel, the shopkeeper became confused which created suspicion in the minds of the police personnel.

During sustained questioning on the spot, the shop-keeper broke out and gave the keys of adjoining shop to the police personnel. On opening the shop, police found large quantity of Punjab Excise liquor valuing thousands of rupees.

In total, police recovered 284 bottles of different sizes from the shop of the Rattan Singh. During further interrogation at Police Station, the kingpin of the gang disclosed that he was selling the Punjab Excise liquor by conceling the bottles in the cover of Dewan Modern Breveries Ltd so that he could easily dodge the police.

The interrogation of kingpin was going on to ascertain as to how the gang was managing to smuggle the Punjab Excise into the State. "It is not an easy task to first smuggling Punjab Excise and then bringing the same in the same by doing the authorities at Lakhanpur", a police spokesman said.

NC condemns coalition Govt for its failures

JAMMU, Nov 20: National Conference has strongly condemned the coalition Government for its failure on all fronts.

They said that Government by making hollow slogans was befooling the common masses and despite completing one year in office the Government cannot claim to have fulfilled any of its promises made to the public.

Reacting to PCC chief Azad’s statement the NC leaders said that if the only achievement of the coalition Government is the co-ordination committee’s recommendations, then only God knows what shall be the fate and future of common people under coalition Government.

They said the historic mass rally of NC speaks itself the level of anger among the common masses against the Government and their urge to change. They expressed confidence that the days of the anti-people Government are numbered and that it was going to fall under its own weight and National Conference under the presidentship of Omar Abdullah and patronage of Dr Farooq Abdullah shall discharge its constitutional duty for betterment of poor masses of the State.

Besides Rangil Singh, other signatories to the said statement included Messrs Mushtaq Ahmed Bukhari, G M Jan, Abdul Gani Malik, Sajjad Ahmed Kitchloo, Dr Chaman Lal, Mohd Aslam Khan, Javed Ahmed Rana, Rachhpal Singh (all MLAs), Brij Mohan Sharma and Bashir Ahmed Naz, both MLCs.

2 bodies recovered; 11 injured in accidents

JAMMU, Nov 20: Two bodies were recovered from different areas while as 11 persons were injured in separate road accidents.

Police spokesman said that Domana Police shifted any unidentified body to Government Medical College Hospital with several injuries marks. The victim reportedly died in a road accident near Pawan Ice Cream Shop at Bakshi Nagar.

Another body was recovered from Jatani Nullah near Chinta in Bhaderwah. The body was noticed by some villagers, who informed the police. Identity of the body was, later, established as Hoshiar Chand, son of Bodh Rah Sharma of Champora.

Meanwhile, seven persons were injured when a mini-bus skidded off the road and rolled down near Chichi Mata under the jurisdiction of Samba Police Station.

On the receipt of information, a police party from Samba Police Station rushed to the spot and started rescue operation. All the injured were shifted to Government Medical College Hospital and their condition was stated to be out of danger when reports last came in.

They have been identified as Sushil, son of Joginder Raj, Vijay Kumar, son of Chaman Lal, Satish Kumar, son of Sarwan Dass, Shamsher, son of Mulkh Raj, Krishan Lal, son of Bua Ditta, Ram Ditta, son of Sansar Chand, Ajay Kumar, son of Chaman Lal, all the residents of Krishna Nagar Miran Sahib, Preeto, wife of Naganmal, Kala Ram, son of Kapoor Chand, both the residents of Gharana and Rano, wife of Kartar Chand of Pathankote.

In another road accident, three persons were injured when a Gypsy bearing registration number JK02D-7972 skidded off the road and rolled down near Khaneter Nullah in Poonch. All the three injured have been hospitalised.

They have been identified as Hamid Manhas, son of Mohd Ashraf of Surankote, Nasrat Jan, wife of Imtiyaz Ahmed of Bella and Mohd Saleem, driver of the gypsy.

In yet another accident, one Soom Nath, son of Isher Chand of Kali Bari received severe injuries in collision between a truck and Maurti car. He has been hospitalised.

Yet another bid to smuggle gold, silver ornaments
worth Rs 2.66 lakh foiled

KATHUA, Nov 20: Continuing with the increased vigil and check, the alert sleuths of Sales Tax Department at Lakhanpur Check Post today again seized gold and silver ornaments worth Rs 2.66 lakh and readymade garments worth Rs 28,000.

The seizure was made from two video coach buses during routine checking of the passenger vehicles, Deputy Commissioner Sales Tax Ajaz A Kakroo said while giving details. "During routine checking of video coach bearing registration number HP01-1581 on way from Amritsar to Jammu, ST sleuths became suspicious about a small consignment of about half kilograms being carried by one Sandeep of Amritsar", he said.

On seeing the ST sleuths moving towards his seat, Sandeep became confused and even failed to give proper reply to any of the querries of the ST personnel. During his frisking and checking of the bag in his possession, ST team recovered gold ornaments worth Rs 2.50 lakh being smuggled into the State without any valid documents.

From the another passenger of the same bus—Sanjeev, silver ornaments weighing two kilograms were also seized. The penalty and security under various provisions of the GST Act, 1962 was accordingly levied.

In another incident, readymade garments worth Rs 28,000 which were being smuggled into the State in a hidden portion of the luggage compartment of a video coach bus bearing registration number DL1P-7402 plying from Ludhiana to Jammu were seized and penalty and security recovered from the offender on the spot.

Meanwhile, on a tip off from a reliable sources that a canter sans registration by Motor Vehicle Department was importing taxable goods into the State clandestinely via Ravi River—a team of ST officials led by ETO G M Dar swung into action and intercepted the vehicle containing packing material worth Rs 40,000.

However, the driver of the canter managed to flee from the spot. The vehicle alongwith the goods was immediately seized.

The vigilant staff of ST also seized 61 bottles of contraband drug contained in an unclaimed parcel in a vehicle number HR62-0330. The bottles were, later, handed over to police for appropriate disposal under law.

It may be recalled that two days back ST slueths seized gold ornaments worth Rs 20 lakh which were being smuggled into the State.

HC quashes FIR in love-marriage case

JAMMU, Nov 20: Justice YP Nargotra of the State High Court in a petition filed by one Vikas Khajuria and other against the FIR 166/2003 dated August 15, 2003 registered with Police Station Raj Bagh Kathua under Section 366 RPC (Kidnaping), has allowed the petition and quashed the FIR lodged against the petitioner.

Justice Nargotra after hearing Advocate Jagmohan Gupta appearing for the petitioners observed that this joint petition has been filed seeking quashment of FIR lodged by the father of the girl who conducted the marriage with the petitioner Vikas Khajuria. In the petition, the petitioner’s counsel pointed that both the petitioners have conducted the marriage with their free will but to the disliking of the father of the girl, being not in favour of the love marriage, the FIR has been lodged. It was contented that in view of the marriage, the FIR even if culminates into filing of the charge sheet, cannot result into conviction of Vikas Khajuria.

The court after hearing the view point of the petitioner’s counsel, said that the girl who is admittedly major, has stated that she has willingly and with her free will married Vikas Khajuria. In view of the stand taken, the plea to quash the FIR was allowed.

It may be mentioned here that the petitioners conducted inter-caste marriage, thereby inviting the wrath of the girl’s father who lodged a kidnaping case against Vikas. The plea for the quashment of FIR was filed, which was allowed and FIR quashed.

BJP chief undertakes tour of border areas in Samba

JAMMU, Nov 20: BJP state president Dr Nirmal Singh undertook two day tour of border areas including Raipur, Bainglad, Pangdoor, Rakh Kangwala and Sudoh areas of Samba tehsil to meet the people and assess their problems personally.

He was surprised to see that border area people were leading a miserable life and that there existed nothing on the ground which could cater to their basic needs like education, healthcare, safe drinking water and power supply.

Dr Singh said that the school and hospital buildings as also roads were in extremely bad shape and the schools and hospitals were without teachers and doctors respectively. He said most of the school and hospital buildings having shown completed in papers were still incomplete. He added that in Middle School there are only three teachers one of whom is a regular one and others are from Rehbar—e-Taleem scheme.

Dr Singh demanded property rights for the allottees of 1961 as were given in the case of 1971 allottees. Besides he demanded that relief in form of ration be distributed every month instead of once in every six months as was the practice prevailing today. He demanded that all the area along Rakh Kangwala be cleared of mines so as to make the lane cultivable and pleaded that land owners be given due compensation.

He said no less than 27 persons in the areas between Sudoh and Bainglad have either been killed or rendered incapacitated due to firing from across the border but none of them have been given any consideration in the light of SRO 43.

Dr Nirmal Singh assured the people that BJP would take all the cases with concerned authorities so that their grievances were redressed. Kashyap Jagriti Sangh elects body for Samba

JAMMU, Nov 20: A meeting of J&K Kashyap Jagriti Manch, Jammu was held at Samba under the chairmanship of Mr Amar Chand Dogra, in which Mr Behari Lal Sagoch was the chief guest and Ashok Dogra, president, the guest of honour.

The meeting was organised to awaken the Backward Classes with regard to their rights under the Constitution of India.

During the meeting Kashyap Jagriti Manch elected office bearers for Samba unit with Mr Amir Chand Dogra as chairman. Other office bearers included Sohan Lal as president, Thoru Ram as senior vice president, Vijay Kumar Khanmotra as vice president, Rajinder Prasad as general secretary, Avinash Chander Bamotra as secretary and Des Raj Pathiala as cashier.

The advisors elected included Devi Ditta, Mohan Lal, Romesh Chander, Sunil Kumar, Jagdish Raj, Vijay Kumar and Kewal Krishan.

Their demands pertained to 27 percent reservation, simplification of procedure for issuance and renewal of BC certificates, creation of backward Classes Advisory Board with due representation to Jheewar community and reconstitution of J&K Commission for Backward Classes with representation to Kashyap Rajputs.

Dogra College organises lecture on Uniform Civil Code

JAMMU, Nov 20: Dogra Law College Bari Brahmana Jammu organised two -day extension lecture on ‘Uniform Civil Code: problem and prospect’ which concluded here today.

Prof N A Ganai, Head of Department Law from Jammu University delivered the lecture. Prof T N Shalla, Director Dogra College in his welcome address explained the need and significance of the topic. He said that two days lecture was in the sequence in series of extension lectures arranged as a part of teaching method to achieve academic excellence. He said the lecture is of a special importance to the budding lawyers as it will give them insight into the burning problem facing the Modern Indian society.

Prof Ganai in his lecture stated Art 44 of Constitution of India which states that 11 The State shall endeavor to secure for citizens a Uniform Civil Code throughout the territory of India. ‘’ But it appears the will of the successive political parties in power is totally lacking to enact Uniform Civil Code as mandated in Article 44. They preferred not to intervene with personal laws of various religions because of their own vested interests.

The lecture concluded with the assertion of that the Uniform Civil code contemplated under the Article 44 of the constitution of India will neither be Hindu law nor a Muslim Law, nor a Christen Law and nor a Parsi Law. But it would be entirely Indian Law in which the best principles an existing amongst the existing personal laws of all communities would be picked up and assimilated.

PDF leader demands release of detenues

JAMMU, Nov 20: Minister for Revenue, Relief and Rehabilitation and senior PDF leader, Hakim Mohd Yasin has called for immediate release of all those detenues against whom there are no substantial charges.

In a press statement issued here today, the PDF leader said that reunion of such people with their families of the eve of Eid is a noble service for which the present Government has a commitment with the people. He asked the Home department to expedite the screening process of the cases of all those people who have either been acquitted or have no substantial charges against them but are still languishing in jails. Any delay in this process amounts to denial of justice, he maintained.

The Minister pointed out that Kashmir valley is incomplete with the exodus of Kashmiri Pandits While calling upon the members of Kashmiri Pandit community to make their mind for repatriation for restoration of the concept of Kashmiriyat , he said that coalition Government is committed to provide them a secure and dignified atmosphere at their native places.

In a message to the Kashmiri Pandits, the PDF leader said that this state has been through terrible times. What however, is unexpressed is the general yearning to forget and forge ahead on the path to rediscover ourselves. Kashmir is the home to one of the most gifted people whether they live here or are temporarily away. No one deny it its rightful place. No attempt can disfigure its personality that has historically been a towering influence in South Asia. It has rich culture behind.
