Excelsior Special Correspondent SRINAGAR, Nov 17: Having withdrawn their support of silence to the ruling alliance, militants have shot dead yet another functionary of Ms Mehbooba Muftis Peoples Democratic Party (PDP) in her own Assembly constituency of Pahalgam, in south Kashmir. Meanwhile, militants have left a soldier of the paramilitary ITBP dead and three civilians injured in a grenade attack in Anantnag while as a village headmans son has been killed in another grenade blast in Ganderbal area. Apparently not satisfied with the PDP chief Ms Mehbooba Muftis Rawalpindi Road rhetoric, militants have gunned down yet another of her party activist in Anantnag. Informed sources told EXCELSIOR that the local PDP leader, Mohammad Ismail Khanday S/o Mohammad Ramzan Khanday of Laripora, Pahalgam, had left for Akoora area to establish contact with a "commander" of Hizbul Mujahideen. Militants captured him and shot him dead at a deserted spot between Akoora and Nanil in Mattan area during last night. His bullet-riddled body with five gunshot wounds on his abdomen was recovered today. Khandays threat perception had reportedly increased after the assassination of three PDP activists in south Kashmir during last fortnight. According to informed sources, he had been trying to seek contact with a militant commander to desperately buy his life. Before joining the PDP, he had retired as an employee of the State Tourism Department. SSP Anantnag, A Q Manhas, confirmed that Khandays threat perception had increased recently. He said that Police explained it to the PDP worker and offered him protection as many as three times in the last few days. However, the PDP activist insisted that there was no threat to his life. The other day only, he had submitted in written to the SSP that he would not require or accept any Police protection. Like majority of the Mufti followers, Khanday seemed to have nourished the wishful thinking that militant had been placed in good humour by their party leadership. Khanday, who was Ms Muftis important worker in her constituency of Pahalgam, has been killed days after militants assassinated three prominent leaders of the ruling party at Pampore, Anantnag and Awantipore. Hizbul Mujahideens "district commander" for Pulwama had publicly claimed responsibility for killing the PDPs zonal president in Pampore. Notwithstanding the Chief Minister Mufti Mohammad Sayeeds claim of disbanding the Special Operations Group (SOG) and Ms Muftis uproar over the human rights abuse by security forces, militants have struck on the PDP activists three times in the last one year. On December 10, 2002, militants gunned down PDPs Pampore MLA, Abdul Aziz Mir, when he was returning to his Konibal residence on foot after performing prayers at the local mosque. Days after Jammu & Kashmir Police killed Hizbul Mujahideens "chief commander of operations", Ghulam Hassan Khan alias Saiful Islam, in close vicinity of the Chief Ministers Nowgam residence on April 2, 2003, militants struck in a big way on the ruling party in Muftis hometown of Bijbehara. They gunned down three PDP activists in one single night as if to convey the harshest of their displeasure to the Muftis. However, the militants relented after A K Suri was removed as Director General of Police. The current spree of killings against the PDP began last fortnight when militants shot dead the PDP zonal president and Mufti Sayeeds long time political associate at Pampore. It was followed by the assassination of retired Deputy Director of Prosecution, Advocate Zulfikar Ahmed Jan, who had joined the PDP earlier this year. Jan was ambushed by militants when he was returning to his home after performing the late-evening special Ramzan prayers at the local mosque in Lazbal locality of Anantnag town. For years, militants had spared the Mufti supporters and restricted their offensive to Dr Farooq Abdullahs National Conference. Meanwhile, militants today lobbed a hand grenade on a vehicle of ITBP 10th Bn at SRTC bus-yard in Mehendi Kadal locality of Anantnag town. It hit the targeted vehicle and exploded while killing a Constable, namely Papu Prasad. Three pedestrians, including a woman, sustained injuries. One of them, Bashir Ahmed Bhat of Srundu, Kulgam, was admitted at a hospital. Sources said that dead body of a 28-year-old Muslim male was recovered from the Jhelum at Patlibagh, Pampore, today. It had neither any torture marks nor any gunshot wounds. The deceased seemed to be a mentally deranged person, Police sources said. Reports from Ganderbal said that at 2230 hours last night, an unidentified person lobbed a hand grenade on the house of the village headman, Abdur Rasheed Khan, at Anderwan in Manigam area. It exploded, killing the Numberdars son, Imtiyaz Khan, on spot. Another son, Altaf Khan, sustained critical injuries. He was rushed to SKIMS, Soura, for medical treatment. SP Ganderbal, Syed Afad Mujtaba, insisted that it was not necessarily a militancy-related incident. He said that Police was working on some clues and the assailant would be tracked down soon. |
Judeo resigns, PM orders CBI probe NEW DELHI, Nov 17: Caught in a political storm over video tapes purportedly showing him receiving bribes, Union Minister of State for Environment Dilip Singh Judeo resigned today with Prime Minister Atal Behari Vajpayee ordering a CBI probe into the matter. Acting swiftly within hours of his return to India from a foreign tour last night, Vajpayee consulted his senior colleagues about the damaging scandal involving BJPs potential Chief Ministerial candidate for Chhattisgarh which goes to polls in a fortnight. Judeo persisted with his protestations of innocence and claimed to have resigned on moral grounds. As television channels continued to air embarassing footage purporting to show Judeo in a hotel room allegedly accepting money for fixing a mining lease in Orissa, Vajpayee moved fast to limit the damage to the party and announced a probe by CBI which said it was taking immediate follow up steps. Asked whether he had seen the controversial footage, the Prime Minister replied, "Saaf Nahi Hai (it is not clear)". He chose not to hazard a guess about the likely impact of the episode on BJPs prospects in the upcoming assembly elections, saying that it would be known only after the votes are counted. "Judeo has sent his resignation to the Prime Minister," BJP president M Venkaiah Naidu told reporters, a day after the party spokesman and some other leaders described the Video tape purportedly showing Judeo receiving money as "fake" and part of a Congress conspiracy to malign the party ahead of the Assembly elections. The meeting at Vajpayees residence was attended among others by Deputy Prime Minister L K Advani, Finance Minister Jaswant Singh and general secretary Pramod Mahajan. Naidu said leaders requested Vajpayee to order an inquiry by CBI or by an "appropriate" agency "so that truth comes out". On his return from a six-day foreign tour, Vajpayee told reporters last night that an enquiry into the allegation against Judeo was on by Naidu and "he has to go if found guilty". Judeo told reporters in Raipur that he had resigned on "moral grounds" and Union Agriculture Minister Rajnath Singh said it has been accepted. Singh said Judeo, in fact, wanted to resign yesterday but was asked to hold on till the Prime Ministers return from abroad. Meanwhile, CBI tonight set in motion the process of probe into the bribery charge against former Union Minister of State for Environment and Forest Dilip Singh Judeo following a decision by Prime Minister Atal Behari to conduct a thorough investigation into the matter. CBI received a notice from the Cabinet Secretariat this evening after which it swung into action and started collecting the necessary details. The Cabinet Secretariat note asked the CBI to probe into the all aspects of the "allegations". CBI Director P C Sharma told PTI that "we are taking steps to initiate an inquiry into the matter." He, however, declined to elaborate about the possible plan of action with regard to the probe into the case. Meanwhile, CBI sources said the case was also being examined by legal experts before the agency decided whether to register a Regular Case (RC) or Preliminary Enquiry (PE) into the matter. The sources said the tapes or the video compact disc purportedly showing Judeo allegedly accepting bribe would have to be scientifically examined by the CFSL to ascertain whether they were doctored or not besides authenticating the voice of those shown in the video clippings. The CBI probe is also likely to include as to whether any conspiracy was hatched to trap Judeo, the sources said and added that co-operation would be sought from Indian Express newspaper which ran the story on Sunday alongwith some video clippings. Police raids KI offices ISLAMABAD, Nov 17: As police launched a manhunt for leader of the banned militant outfit Khudamul-e-Islam, Maulana Masood Azhar after the Pakistani Government banned his outfit alongwith two others, authorities have sealed off 60 offices and seminaries of the three groups and directed banks to seal their accounts. Pakistans Interior Minister Faisal Saleh Hayat told local TV networks that Azhar, who formed KI after last years ban on his outfit, Jaish-e-Muhammad, is yet to be traced. Though Pakistan police have sealed over 60 offices of the KI, Islami Tehrik Pakistan (ITP) and Millatt-e-Islamiya of Pakistan (MIP), they have not arrested the cadre of the groups in all the four provinces. District Police Officer of Baha-walpur, the home town of Azhar, Sikandar Hayat said that police raids on his house have proved fruitless. "He does not seem to be at his native town," he said adding that nine offices and seminaries of the three groups have so far been closed in his division, local daily Dawn reported. Meanwhile, Azhars family has accused the police of ill-treating the inmates of his house during the raids. Azhars brother Mufti Abdur Raof alleged that the police violated law and exceeded all limits during the raids. "They (the police) violated the sanctity of our homes and mistreated our family members." Feigning ignorance about Azhars wherabouts, Raof said "he is travelling somewhere either in Punjab or Sindh. I dont know exactly." Criticising the Governments decision to ban the organisation, he said the council of the banned group would meet soon to decide its future strategy. However, Hayat denied Raufs allegations saying "this is absolutely wrong. We used women police in all the raids and never entered anywhere forcibly". Interior Minister Hayat claimed that police have sealed off most of the offices of the three units all over Pakistan. In view of the ban on the groups, he said their bank accounts would also be frozen and the process of sealing their offices would be completed within the next 72 hours. He said the Government had instructed the State Bank to freeze bank accounts of the leaders of these banned groups. "The SBP and other agencies have been assigned the task to trace them within 72 hours." "We would not only seal main offices of these groups but their covert establishments and sites would also be sealed," he said adding banned groups would not be allowed to reorganise under any new name. Snowfall in J&Ks upper reaches Excelsior Special Correspondent SRINAGAR/JAMMU, Nov 17: The entire Kashmir valley is under the grip of a severe coldwave following fresh snowfall on the upper reaches while the plains were lashed by rains since last evening resulting in considerable drop in the temperature both in Kashmir and Jammu divisions. Meanwhile, traffic to border town of Gurez was disrupted following about six inches of snowfall and it was still snowing when the reports last came in. A report from Baramulla said that all the slopes at world famous ski resort of Gulmarg were covered with snow following six inches of fresh snowfall since last evening. Reports of snowfall were also received from border areas of Karnah, Keran and Teetwal. The Kandi Baramulla area also experienced this seasons first snowfall last evening disrupting normal life. The tourist spots of Yusmarg, Sonmarg, Khilanmarg, Deksum and Ahrabal also experienced fresh snowfall while it was heavily snowing at holy Amarnath Cave, Sheshnag, Panjtherni, Mahaguns and Pisso Top for the past 24 hours. Reports of heavy snowfall were also received from Zojila, the highest pass on the 434-km-long Srinagar-Leh National Highway, which had been closed for vehicular traffic for six winter months last week. Tourist resort of Patnitop in Jammu also received 6 inches snowfall. Meanwhile, Srinagar, Jammu and their adjoining areas were lashed by rains resulting in considerable drop in the temperature. Reports said that the Bhawan of Mata Vaishno Devi Shrine also witnessed seasons first snow fall. Despite that the pilgrimage traffic to the holy cave continued uninterrupted. A weather office spokesman said that the maximum temperature was recorded at 13 degree celsius at Srinagar, three degree below normal resulting in considerable coldwave forcing people to remain indoor. The early snowfall was caused due to western disturbances which sweep the northern belt, he said. |

grenades were defused By Dinesh Manhotra JAMMU, Nov 17: Police today said they were investigating the circumstances leading to a grenade explosion inside the court of Additional Sessions Judge, Kishtwar on October 22 in view of strong documentary evidence that all four grenades, produced in the court as an evidence against two arrested militants of Hizbul Mujahideen outfit, had been defused at the time of recoveries. "Either the grenade, which went off in the court premises, in what is said to be the first case of its kind, had been replaced or it was a case of negligence on the part of those who had declared the explosive device as defused", reliable sources said. A head constable Brij Lal was killed and Additional Sessions Judge Ghulam Nabi Sheikh, a public prosecutor and an arrested militant besides some other persons were injured. "What has deepened the mystery is the fact that same consignment including the grenades recovered from two Hizbul Mujahideen militants had already been produced in the same Court twice", the sources said, adding "had it been a case of negligence the grenade could have gone off during two previous hearings in the court". Not ruling out the possibility that a defused grenade might have been replaced with a live grenade, the sources, however, hastened to add that "this could be a very difficult task as the consignment was lying in courts malkhanna (godown)". Records of both army and police as well as witnesses of five security personnel including an Army Major have revealed that the hand grenade, which went off in the Court premises had been defused on spot alongwith the other part of explosives consignment when it was recovered from the possession of two militants at village Tai Nar in Chatroo area of Kishtwar on September 30, 2002. A copy of seizure memo presented in the court of Additional Sessions Judge Kishtwar alongwith challan against two militants on February 3, 2003 has mentioned the recovery of four hand grenades (from the militants), all of which were destroyed in situation (on spot). According to sources, four grenades, one pistol, one Kenwood radio set, three AK magazines, 90 rounds and 20 electronic detonators were among the recoveries made by the army from two militants identified as Mohd Abbas Lone alias Shaheen son of Ghulam Mohd Lone R/o Lomipura Dudpeth, Kishtwar and Bashir Ahmed Gujjar son of Kasim Gujjar R/o Kundwar Muttar, Kishtwar. Both belonged to Hizbul Mujahideen outfit. Statement of five security personnel including Major S M Sharma of 11 Rashtriya Rifles, Dev Raj, SPO, Des Raj, cop, Ramesh Kumar, head constable and Sepoy S K Choudhary of 11 RR, attached with the challan also stood witness to recoveries made from the militants confirmed that all four grenades were defused on spot. Similarly, a report given by army to concerned police station while handing over the arrested militants and recoveries made from them had also stated that the grenades had been defused. It may be recalled that Chief Justice of J&K High Court had ordered a judicial inquiry in the blast. Police also continued its investigations in the case. |

Excelsior Special Correspondent JAMMU, Nov 17: A young girl was brutally tortured by the militants in her house and later killed at village Tatagaon under the jurisdiction of Gandoh police station in Doda district last night. She has been identified as Akhtar Bano, 18, daughter of Nazir Ahmed Magrey. Police said two unidentified militants, carrying weapons with them, entered into the house of Nazir Ahmed Magrey late last night and took his daughter Akhtar Bano to another room where she was dubbed as an informer of security forces and tortured. As the militants left, the people found girls body lying in the room tied with a rope. A police party visited the spot today for investigations. In another incident, the militants attacked police posts at Shajru, Ind and Bhim Mandir in Gool area last night. Firing was replied by the police personnel forcing the militants to flee. |
EC seeks Cgarh Governors intervention NEW DELHI, Nov 17: In an extraordinary step, the Election Commissioner today sought the intervention of Chhattisgarh Governor in the transfer of District Collectors of Bastar and Jashpur in order to ensure free and fair elections in the two districts. "In disregard of the orders of the Commission and the orders of the High Court, Chhattisgarh, the incumbent Collectors continue to be in position thereby seriously hampering the conduct of free and fair elections in these two districts for which the constitutional responsibility vests with the Election Commission", EC said in a letter to the State Governor. Under the circumstances, the Commission requested the Governor under Article 324(6) of the Constitution to ensure the implementation of the orders of the State Government of October 29 transferring B S Ananth, Collector, Jashpur and L N Suryavanshi, Collector, Bastar to the State Secretariat at Chhattisgarh at Raipur immediately and provide a panel of names of IAS officers for posting as Collectors in the two districts. "Article 324(6) of the Constitution which says - the President or the Governor of a State, shall, when so requested by the Election Commission, make available to the Election Commission or to a Regional Commissioner such staff as may be necessary for the discharge of the functions conferred on the Election Commission by Clause (1)", the letter said. The letter said that despite the Commission asking the Chief Secretary to implement the transfer orders forthwith, the Commission has not received the compliance report from the State Government so far and "it is understood that the transfer orders have not yet been given effect to". It pointed out that the High Court had earlier set aside the stay granted by the Central Administrative Tribunal, thus reviving the position that the two Collectors be transferred with immediate effect to the State Secretariat at Raipur. "In view of the fact that the elections are already underway, the Commission would urge upon his excellency, the Governor of Chhattisgarh kindly to ensure compliance by the State Government at the earliest", the letter said. SC defers hearing in Salman case NEW DELHI, Nov 17: The Supreme Court today deferred till December 2 hearing on a petition filed by Maharashtra Government challenging a Mumbai High Court order quashing the charge of culpable homicide not amounting to murder framed against actor Salman Khan for killing one person and injuring four in a hit-and-run drunken driving case. A bench comprising Justice Santosh Hegde and Justice B P Singh, after briefly hearing counsel for the State, senior advocate Ashwini Kumar and Mukesh Giri, deferred hearing till December 2. Counsel Ashwini Kumar contended that the actor was in a drunken state and had taken to the wheels despite his security guards warning him not to drive at the dead of the night in such a condition. On October 6, a Mumbai Court had framed ten charges against Khan, a year after he allegedly killed one person and injured four by ramming his vehicle into a Bakery after losing control over the overspeeding Land Cruiser. The actor pleaded not guilty to all the charges framed against him under provisions of IPC, Motor Vehicles Act and Bombay Prohibition Act and said he was ready to face trial. The petition said Salman should be booked for culpable homicide not amounting to murder as he had knowledge that his act of rash and negligent driving might result in death of persons. (PTI) |
Israeli cameras help check infiltration JERUSALEM, Nov 17: The new thermal imaging cameras received from Israel have proved successful in preventing infiltration into Kashmir, Arutz Seva reported. "The Israeli hand-held Thermal imagers have proven effective in tracking down groups infiltrators on the Line of Control (LoC) in Poonch and Rajouri districts of Jammu and Kashmir," a senior army officer is reported to have said. Army officials have reportedly said that the imagers, with a range of up to two and a half miles, have helped in stopping infiltrators on the LoC in the Poonch and Rajouri districts, west of Kashmirs winter capital Jammu, during the past six months. "Patrol parties of the security forces have eliminated groups of infiltrators after watching their movement on the thermal imagers," an officer is quoted to have said. A police officer has said that the imagers had also resulted in the killing of 15 militants trying to cross into India from Mendhar area, of the State, 225 kilometres west of Jammu. Ties between Israel and India have been steadily increasing ever since relations between the two countries were established 12 years ago, with Prime Minister Ariel Sharon paying an official visit to India in September. Trade between Israel and India reached a level of 1.25 billion dollars last year, after a modest beginning in 1991 with only 200 million dollars. Israel and India have signed the largest military tender in the history of Israels defence industries. The deal, worth 1.2 billion dollars, will see Israel Aircraft Industries (IAI) provide three spy-and-early-warning Phalcon jets to India. (UNI) |
Pak ready for talks under Shimla, Lahore accords ISLAMABAD, Nov 17: Pakistan today said it was ready to talk to India to resolve Kashmir and other outstanding issues under the Shimla agreement and Lahore declaration. Referring to Prime Minister Atal Bihari Vajpayees remarks in interviews to Syrian newspapers that Kashmir issue should be solved bilaterally through the Shimla accord, Pakistan Foreign Office Spokesman Masood Khan said his country had "no problem with it either." "Vajpayee said Shimla agreement is valid. We would like to say that we are ready to talk to India under the Shimla agreement. India is using the dilatory tactics to deny that there is a dispute. "It can be Shimla agreement, bilateral negotiations, Pakistan is ready to talk to India. We do not have any problems there (with UN resolutions or Shimla agreement). The problem is that India is not ready for talks with Pakistan," Khan said. When reminded that Shimla accord and Lahore declaration prompted the two countries to settle contentious issues through bilateral talks and not through mediation, Khan claimed UN resolutions provided a solution to the Kashmir dispute, while Shimla and Lahore documents did not do so. But at the same time talks could be started on the agreed composite formula, he said. "We do have an agreed list of items, we can start negotiations without being theological about where we have to start. At this point is not necessary to pre-judge, how we shall negotiate and the basis of negotiations would be. Right now we must start negotiations. Pakistan is ready for talks and India is not," Khan said. Khan said the SAARC summit in Islamabad scheduled in January would not take place if Vajpayee decided not attend it, because the SAARC charter specified that all the heads of Governments of the members states should attend the meet.
