Diplomacy: Indo-Pak heat

Sir,

The extension of 12 point formula by Govt. of India to Pakistan for confidence building measures has once again initiated the diplomatic brinkmanship between two south Asian arch rivals. The Indians wanted to kill two birds with one stone, by gaining sympathy of international community as well as reaching Kabul easily over the air space of Pakistan.

Moreover the forthcoming elections in four States and failure of Mufti Govt. under coalition burden was one of the reason for this cheap political gimmick to divert the attention of public.

The icy response of Govt. of Pakistan with conditionalities and a proposal of UN monitoring of Srinagar-Muzaffarbad bus service, extending offer of free admission in professional colleges in Pakistan for 100 Kashmiri Muslim students, rehabilitation of Kashmir women widowed during security forces operation and rape victims has surprised and humiliated New Delhi. The Indian Foreign Minister and Home Minister were quick to announce that the POK is integral part of India, Pakistan should handover 20 most wanted terrorists and stop cross border terrorism for any meaningful dialogue between two nations.

Instead passing the buck to Pakistan the Indian Govt. should work towards a sincere and realistic approach for redressal of grievances of people of Jammu and Kashmir. Over 10 lakh POK refugees of 1947 are languishing at Jammu and other parts of India, 3.5 lakh Kashmiri Pandits are living under sub human conditions in camps at Jammu and another 2 Lakh border migrants cannot go to their homes due to constant border shelling by Pakistan. There are periodic report of human right violations.

The minority Govt. of Mufti Mohd. Sayeed has failed to solve the unemployment problem, terrorist violence, widespread corruption in Govt. departments, regional discrimination etc. There is no transparency in Govt. functioning. The youth of J&K is desperate and coalition partners are fighting to get their pound of flesh amidst uncertain political future.

Languages in an art

Sir,

Language has a very important social purpose, becuase it is mainly used for communication. Communication is quite possible without the use of language. For example, a dog barks and informs its master of the approach of a stranger. A child cries and informs its mother that it is hungary, thirsty are uncomfortable. In both the examples, we have noticed that communication takes place, but no language is used.

A language can be used in two ways for the purposes of communication. It can be spoken or written. In other words, we can communicate, using the same language by using the spoken or the written medium.

The medium of speech is more important than the medium or writing. This is because speech comes first in the history of any language community. We started speaking long before we started writing. We commonly know it that speech as a medium of communication is used much more than the medium of writing. In every language, a letter of the alphabet represents a particular sound. Modern technology has contributed tremendously to the importance of speech. In past, communication with the others, who used to be far away, there was only way of writing. But now we have radio, telephones, internet etc. through which we communicate with others by the way of speech. It is just like that the other person is sitting in front of us.

Secrecy in R S polls

Sir,

Conspiracy and not consensus of big leaders of all political parties to do away with secrecy in Rajya Sabha polls, will make role of money power in R S polls even more alarming because party-bosses will be able to 'sell' party tickets with ensured commitment by treating elected MPs and MLAs as bonded persons. In secret voting, purchasers of votes were always at risk of being betrayed. Rather need of the time was to eliminate party-bossism by having secret voting in elections of Prime Minister and Chief Ministers with restricted powers to have maximum ten-percent ministers out of total strength of the electing House.

Such a system coupled with tightening of provisions for confidence motion can check evils like frequent fall of Governments and early dissolution of elected bodies. No-confidence motions may be accepted for secret voting on written demand of at least one-third members with compulsion to name alternate leader in the same motion. But since such purity will adversely affect big leaders of all parties, deciding leaders may never opt for a change for improvement! Deciding leaders of all political parties have also avoided enacting provision that no sitting MP or MLA may be able to file nomination for the other seat before he/she resigns for his/her earlier seat. A person must not be allowed to contest for both Lok Sabha and Vidhan Sabha simultaneously.

We are victims of an obsolete democracy which is of the leaders, by the leaders and for the leaders!
