ABVP State conference begins Excelsior Correspondent JAMMU, Nov 15: Reflecting the mood of RSS over Central Governments peace initiatives with neigh-bouring Pakistan, Mr Murlidhar Rao, convenor of Swadeshi Jagran Manch - an important constituent of Sangh Parivar, today clearly rejected the idea of give and take over Kashmir. "One sided initiatives and give and take policy can not ensure peace in the region and the same is possible only when Pakistan acknowledges that Jammu and Kashmir is an integral part of India," he stressed while addressing in the inaugural session of Akhil Bhartiya Vidyarthi Parishads three day State Conference, here today. He predicted that all initiatives of India to restore peace with neighbouring country are likely to prove futile till similar efforts are made by Pakistan which has signalled no positive response as far. Mr Rao also criticised New Delhi for making appeals to United States seeking super powers influence to get Pakistan snubbed and reminded that no country would come to help India. "We firmly believe that neither US nor any other world power would come forward for unity and integrity of India and responsibility for the same has to be shouldered by Indians only," he explained and exhorted youth to join hands in fight against anti-national forces. The SJM chief, who is known for his staunch opposition to liberalisation and open market, criticised the World Trade Organisation for not including service sector in its agenda. "Let the developed nations open service sector for India and other developing countries, we will not oppose open market," he said. In his key note address, ABVP national general secretary Ramesh Pappa expressed deep concern over commercialisation of education in the country and demanded a review of the entire education policy. "A review of the existing education policy is needed in view of the increasing rate of unemployment among educated youth," he said and added that ABVP would continue to raise problems relating to education and students. Referring to alleged discriminations with Jammu by the successive State Governments, Mr Pappa opined that a Praja Parishad like agitation was needed to end the discrimination. Prof I B Sharma, Dean Faculty of Science in Jammu University, who presided over the function, urged Prime Minister Atal Bihari Vajpayee to sanction an IIT for Jammu and stressed on value based education. He lamented that despite being educated, majority of people are unconscious about their moral duties. ABVP State president Mr Dev Raj Thakur threw light on working of the organisation in J&K and highlighted the achievements. He stressed that ABVP would leave no stone unturned to raise the issues of students in particular and whole society in general. ABVP State secretary Pawan Sharma and Advocate Narinder Kotwal also addressed the session. Neeraj Puri presented vote of thanks while ABVP president for Jammu Mahanagar Adarsh Kumar anchored the proceedings. Basohli to have modern hospital soon: Lal Singh Excelsior Correspondent BASOHLI, Nov 15 : Work on the construction of Rs 10 crore state-of-the-art sub-district hospital at Basohli is going on speedily and Rs 80 lakh out of Rs one crore earmarked for the current year have been spent on it so far. This was stated by Minister for Health and Medical Education Ch. Lal Singh while addressing a function organized in connection with Childrens Day at Government High School, Sabar near here today. He said the newly coming up hospital at Basohli would have latest diagnostic facilities for better patient care so that the people of the area do not have to go either to Jammu or outside the state for availing of such facilities. Mr. Singh said that Rs 75 lakh have also been spent on renovation of the existing complex and construction of additional block besides raising other infrastructure at District Hospital, Kathua. He said that several schemes have been taken in hand for providing best possible diagnostic and treatment facilities to the people in all the health institutions across the state. He said that medicines worth Rs 6000 are being provided to each health sub-centre instead of Rs 2500 per month earlier by rationalizing and streamlining the system through internal arrangement. Mr. Singh said that the doctors participating in various national and international seminars, conferences and other interactions would deliver lecturers to the medical students and other medicos so that they too could benefit from latest advances being made in disease management. |
Court passes strictures against IO Excelsior Correspondent JAMMU, Nov 15: Special Municipal Magistrate, Jammu Vinod Chatterji Koul in a judgement passed strictures against investigating officer, who investigated accident case which took place on May 17, 2001 in which police constable Vijay Kumar, who was on duty was hit by a motorcycle which was driven rashly negligently. The Court acquitted the accused Rajinder Singh son of Darshan Singh of Vikram Chowk, Jammu who was facing trial under Section 279/337 RPC and 3/181 M V Act and said that the witnesses has denied the prosecution story and showed that the investigating officer has falsely implicated the accused and has recorded the statements on his own without knowing fact of the case. The Court questioned, had investigation been properly conducted then he would not have attributed such statement regarding the suffering of the injuries by the persons who was not hit by the motorcycle ? The Court further observed that from the evidence on the record and the investigating report, it reveals that the accused has been falsely implicated, for the reasons known to the investigating officer. The manner in which investigation was conducted in this case created doubt that the police authority and investigating officer, as appears, for the reason best known to him, has falsely implicated the accused. The Court held that such officers should be kept away from conducting the investigation. The investigation officer when examined in the court, said that name of the accused was not known but the FIR was lodged and the report which has been attached with the file gives the name of accused. The Court further observed that the prosecution has failed to prove the allegations against the accused as such, the challan is dismissed and accused is acquitted of the charges. |

of historic artefacts from Nov 17 Excelsior Correspondent JAMMU, Nov 15: Jammu University has offered to take up the responsibility for preservation of historic Mubarak Mandi complex and a formal request in this connection is being made to the Government very soon. This was disclosed by Prof Zahur-ud-Din, convenor of newly launched JU Heritage Cell, to mediapersons, here today. "If the request is considered, the University will raise resources for the purpose through fund raising and take help of Archaeology Survey of India (ASI)," he explained and added that idea for the same has been mooted by Vice-Chancellor Prof Amitabh Mattoo. He also informed that the University Heritage Cell was also willing to offer its services for preservation of some other historic monuments in Jammu region. Listing activities of the Heritage Cell, Prof Zahur-ud-Din also disclosed that in connection with the World Heritage Week, Jammu University is going to organise an exhibition on the campus from November 17 to November 26. In the exhibition, historic ornaments, dresses, armoury, coins and rare manuscripts will be displayed for general public, he informed and added that national awards, like Victoria Cross are being brought here from Jabalpur museum especially for the exhibition. Some Dogri films depicting composite culture of Jammu, will also be screened in the exhibition while in the valedictory function on November 26, some typical Dogra folk items, including Kud dance, will be presented. Prof Zahur said that main purpose of the Heritage Cell is to set up a museum in the University where rare artefacts of historic importance would be put on display. Seeking co-operation of civil society, he appealed people having possession of rare artefacts to either donate or sell it to the University Heritage Cell. Members of the Heritage Cell, Dr Shohab Inayat Malik, Dr Anita Singh, Dr Jasvir Singh and Director External Relations Dr Pritam Singh were also present in the press conference. |
Dogra College organises extension lecture Excelsior Correspondent JAMMU, Nov 15: Dogra Law College Bari Brahmana organised an extensive lecture on execution of decrees and orders here today. Principal Secretary to Chief Justice of J&K High Court, Kaneez Fatima delivered the lecture. Prof T N Shalla, Director of the College while welcoming the speaker explained the innovative steps being taken in the college to achieve academic excellence. It is in pursuance of this policy that series of Extension lectures are being arranged as a part of teaching method. He said todays lecture was in the same sequence and of special importance to the future advocates as it will give them exposure to the real problems likely to be faced once they joined the profession. The civil matters a successful culmination is the execution of the decree or an order. Ms Fatima stressed the importance of procedural laws in the adjudication process. A successful civil suit leads to the passing of decree or an order by a competent court. What the decree holder gets is a decree sheet in his or her favour. The decree sheet contains the crux of the judgement and the relief prayed by the successful plaintiff. A valid decree sheet must bear the signature of the judge , complete details of the suit property. The lecture concluded with vote of thanks from Mr Gulchain Singh Charak, chairman of the college. |
Childrens rare paintings on display at exhibition Excelsior Correspondent JAMMU, Nov 15: An exhibition of paintings by children was inaugurated by Abdul Majeed Wani, Minister of State for Housing and Urban Development, at Abhinav Art Gallery, here today. The exhibition has been organised by the Academy of Art, Culture and Languages. The school children from various educational institutions participated in the on-spot painting competition held on Children Day. Nearly 1500 children in different age-groups took part in the contest. The Minister of State for Housing and Urban Development, in his address, lauded the role of the Academy for the promotion of art, culture and languages of Jammu and Kashmir. He announced certain incentives for the budding artists in the State. The Secretary, Academy of Art, Culture and Languages, Ramesh Mehta said that the idea behind organising the contest was to involve children in interaction and exposure to creative arts. Prizes were distributed among the students whose painting entries for 2002-2003 were adjudged best. A total of 35 students were given prizes by the Minister of State for Housing and Urban Development. In the infancy category, Arunav of DBN Vidya Mandir and Vaishali Magotra of Shangrilla Public school and Malvika Sharma of Oriental school were awarded the Equal Prizes while five other infants Kritika Gupta, Renu, Payal Surekha, Preeti Sangotra and Anju were given certificate of merit. In junior group, KM Swati of KV No 2 secured first position, Damini Wali, student of Shangrilla Public School got second slot. Consolation prizes were given to Neetu Thakur and Rohan Neet Raina while certificates of merit awarded to Shushank Raina, Tajally Sheheryar, Sayed Nadeen Ahmed, Mehak Sharma and Rachita Khajuria. In the senior group Bhanu Priya of MIER was adjudged first and Pallavi Gupta student of DBN Amar Villa was declared second. New power schedule soon Excelsior Correspondent Srinagar, Nov 15: Government has decided to import 120 MW power from Rajasthan Atomic Power Plant while from Power Trading Corporation, 200 MW during off peak time and 100 MW during peak hours would be purchased to meet the power requirements of the valley which will enable and provide more power to the people during winter season. This was disclosed by the Minister for Power, Mohammad Sharief Niaz while chairing a high level meeting of Power Development Department convened to review the power supply position in the valley at SKICC today. Urging upon the people to cooperate with the PDD in collection of power tariff, Mr. Niaz said that no one is above law and any sort of disparity or discrimination will not be allowed and every consumer is legally as well as morally bound to pay the tariff. He said a comprehensive awareness campaign would be launched for ensuring judicious use of power in the State. The Minister instructed the concerned officers to repair damaged transformers within a week and ensure clearance of back log before Eid so that people would not face difficulties on account of delay in repairing these transformers. The Minister said that 50 transformers of different capacity in Centre Store have been kept stand by to meet the emergencies. The Minister said that out of 10,000 transformers installed in the valley only one per cent transformers are damaged presently which is very less as compared to other States. Mr. Niaz said that the financial powers of Chief Engineers and Executive Engineers will be enhanced so that necessary purchasing to repair damaged transformers are made possible. Urging upon the officers to meet the revenue target of Rs. 370 crore, Mr. Niaz sought people;s cooperation in revising of agreements and regularization of illegal connections. He said that Voluntary Regularization scheme launched by PDD would be extended upto ending November. Mr. Sharief that consumers should realize the fact that only 228 MW are legally agreed whileas the consumption reaches upto 800 MW during peak hours resulting overload on receiving stations and grid stations. He said people have started using heavy electric gadgets in view of severe cold resulting in more consumption of electricity in some areas during peak hours. In this connection, he said a new schedule of power curtailment t is being formulated and will be published soon. The Minister was told that out of 128 receiving stations some are critically loaded or overloaded. Among others, Development Commissioner Power, Chief Engineer, Maintenance and Rural Electrification (M&RE), Chief Engineers of System and Operation, Generation and Civil Investigation wing also attended the meeting. |
Kundal inaugurates seven days
bee keeping Excelsior Correspondent JAMMU, Nov 15: A seven days bee keeping training programme on Farmers Field School pattern started today at village Maira in tehsil Akhnoor in which more than 100 farmers from Akhnoor sub-division participated. This programme will be concluded on November 21, 2003. The programme was inaugurated by B R Kundal, Principal Secretary, Agriculture Production Department. Speaking on the occasion, Mr Kundal disclosed that Jammu district has been able to produce a record production of 11.99 kilogram per Bee colony valuing more than 30 lakhs. Mr Kundal said that like poultry, mushroom cultivation and silk warm rearing, bee keeping is one of the most employment generating scheme. He also interacted with the farmers regarding availability of varietal seeds, fertilizer and agriculture implements. He appreciated the development made by the Department in the apiculture field. Vinod Bala Sharma, Director Agriculture Jammu while welcoming the chief guest and other participants said that honey bees pollinate agriculture/horticulture crops and increase the production upto 10-15 percent. She said that the attraction of the scheme lies in the point that a farmer who maintain 100 colonies earns Rs 1.00 lakh approximately per annum under optimum weather conditions. So, she advised the farmers and unemployed youth to come forward and adopt bee keeping as whole time and part time profession. Joint Director Agriculture said that bee keeping not only enhance the crops production and maintain ecological balance but also improved nutritational standard like consumption of honey. |
121 self-help groups of
unemployed Excelsior Correspondent JAMMU, Nov 15: The Government has so far constituted 121 self-help groups of unemployed engineers in the State who would be provided contracts for executing projects in various development departments. Minister for Labour and Employment Mr Nawang Rigzin said this at a high level meeting held to review the process of forming of self-help groups of unemployed engineers here yesterday. Chief Secretary Dr. Sudhir S. Bloeria also participated in the deliberations. Mr Rigzin stressed that the technocrats and other educated unemployed youth of the State should avail benefit of self-employment schemes instead of depending solely on Government jobs, which have already reached the saturation stage. The forming of consortiums of unemployed engineers would help in tackling their unemployment to large extent as many high profile capital-intensive projects are under execution in the State. He said effort would be made to allot construction work to the self-help groups preferably nearer to their localities. The Minister said that 107 groups comprising 932 unemployed engineers have been referred to various departments for allotment of work. The rural development department has so far allotted construction of some panchayat ghars and computer laboratories to the self-help groups. He said that the construction of community and block resource centres of education department would be allotted exclusively to the self-help groups. The Minister said that the Government has approved a proposal for granting relaxation to self-help groups like by raising upper limit for B-class contracts from Rs 10 lakh to Rs 12 lakh and for class-C contractors from Rs 5 lakh to Rs 7.50 lakh. Similarly, 50 per cent concession in the prescribed registration fee and 25 per cent relaxation in prescribed renewal fee besides other relaxation in work experience, possession of machinery etc. too would be available to them. A committee has been constituted comprising Commissioner/Secretary PWD, Commissioner Labour and Director Codes to review the rate preference to be given to the self-help groups in respect of departmental and non-departmental works. |
Kavinder flays Govt for hike in power tariff Excelsior Correspondent JAMMU, Nov 15: President of BJP Jammu District (Urban) Kavinder Gupta has expressed deep concern over coalition Government to increase electricity charges by 100 percent and held that this decision if implemented would cause an additional burden on the already suffering people. He said the decision of the Government was all the more condemnable as there is no regular power supply any where in Jammu city, leave aside rural areas of Jammu region which do not get electricity supply even for ten hours. Mr Gupta sought to remind the State Government about its commitment that power cut wont exceed four hours and a half and that power tariff will be revised strictly according to the rule of demand and supply. He added that people of Jammu city are not getting power during peak hours and besides there are a number of unscheduled cuts causing considerable inconvenience to the student community, traders and industries. He demanded that Government should charge the rates as existed before March 31, 2003 and stop harassing the people. He also demanded that people should be provided with uninterrupted power round the clock, which was a must to meet the needs of the people and prevent the anti-national elements from carrying on subversive activities. Others who made similar demand included Shiv Kumar Sharma and Subash Jandial. |
Gorkha Sabha highlights long pending demands Excelsior Correspondent JAMMU, Nov 15: A meeting of Gorkha Sudhar Sabha was held under the presidentship of R R Sharma, while discussing their demands resolved to adopt agitational path to get their demand of Other Backward Classes status. The Sabha discussed at length the memorandum submitted by it to the Chief Minister Mufti Mohd Sayeed on March 23, this year, to which the Mufti has assured to look into, but despite lapse of nearly eight months nothing has been done so far which has compelled the Gorkha community to come on the streets to get their demands conceded. In the memorandum the Sabha has mentioned that Gorkha community was invited and settled in Srinagar during the period of Maharaja Gulab Singh and formed two imperial service troops for defence of the State namely 3rd Battalion (Raghunath) in 1856 and 2nd Battalion (Body Guard) in 1869. Since then they have been living in Jammu and Kashmir and contributed their might in different spheres including maintaining territorial integrity of the State. The Sabha said that the community has lagged behind for various reasons some of them being State Subject Certificate, which are not being issued to them, non-inclusion of community in the list of OBCs, non-reservation of seats in the field of education, employment, residential accommodation and allotment of site for construction of temple of Guru Gorakh Nath Ji Maharaj as also relaxation in height and age to young generation etc. Others present in the meeting included Messrs V N Sharma, S M Thapa, S K L, Bije Bohra, Partap Singh, Lal Singh, Mrs Achhi Devi etc. The matter also stands brought to the notice of MLA Raman Bhalla, who is also patron of the Sabha. |
MVD challans 49 vehicles, realizes fine of Rs 28450 Excelsior Correspondent Jammu, Nov 15: A team of MVD, during surprise checking of vehicles on Jammu-Poonch National Highway challaned 49 vehicles for violation of Motor vehicle Act and fined Rs.28450 which was realized on the spot yesterday. According to the Regional Transport Officer, Jammu, G. S. Malhotra the surprise checking was conducted under the instructions issued by the Transport Commissioner, A. C. Chatturvedi. The checking team found that 57 vehicles including mini-buses, buses and taxis plying on Jammu-Bhambla route were not obeying traffic rules. Some of these were operating without proper documents. Documents of 8 vehicles were seized on spot and challans prepared against them. The checking team found that all the SRTC buses were obeying the Motor Vehicle Act and all the passengers of 3 buses, which they checked, had received proper travel tickets. The RTO advised the transporters to make their documents in order. If any vehicle found operating defying contravention rule, Then it will be heavily fined. It is further requested to passengers that in case of any complaint they should inform to the Transport Commissioner, J&K and RTO, Jammu. The RTO Jammu requested all the driving license seeker to come for trial test on every working Saturday at Transport Nagar Narwal, Jammu at 10 a.m. to 12.00 noon. The checking team included, V. K. Excelsior Correspondent JAMMU, Nov 15: Under the police Modernization Scheme, Jammu and Kashmir Forensic Science Laboratory (FSL) has been provided with a highly sophisticated equipment namely High Pressure Thin Layer Chromatography (HPTLC) for obtaining quick and accurate results. The equipment was inaugurated by Inspector General of police, Crime and Railways, A R Khan at FSL here today. While inaugurating the equipment Dr R L Dhar, Director FSL gave a demonstration of the equipment. Giving details in this regard the IGP said that the police Headquarters has imported this equipment at a cost of Rs 27 lakh which would help Forensic Scientists for isolation and identification of various organic as well as in-organic compounds. Forensic examination of material like narcotics, pesticides, insecticides, explosive, drugs, food stuffs and many other substances is conducted with the help of this equipment. The equipment is highly useful in analysing various compounds in a matrix, besides helping to qualitative analysis. It is also useful for semi-quantitative estimation, Mr Khan revealed. Mr Khan while inspecting the laboratory was shown modern equipments already purchased for FSL to examine cases received from different investigating agencies so as to dispose them quickly and provide reports to Crime investigating agencies for prosecution and conviction of the accused. Plan to develop Shiv Khori on anvil Excelsior Correspondent JAMMU, Nov 15: The Government is coming up with a comprehensive plan to develop Shiv Khori at par with Mata Vaishno Devi Shrine in a well-planned manner, said Minister of State for PHE, Irrigation and Flood Control, Mr Jugal Kishore at a meeting with the district administration, Udhampur at Ramsoo here yesterday. Nestled among the awe-inspiring mountains, very small villages traversed by serpentine be rivulets and beautiful waterfalls, the scenic grandeur of Shiv Khori is matchless, opined the Minister. He said this scared place has a tremendous future as a tourist destination if the s aid plan will get wholehearted support from various department and the people. He extolled that tourism occupies a significant position in J&Ks profile and the development of scenic splendour of Shiv Khori will add one more feather in its cap. Previously, place has suffered from utter neglect due to misgovernance but now every such place will get Governments full support, irrespective of c ast, creed and regional disparity, added the Minister. Elucidating the salient feature, the Minister said that the plan will involve all modern infrastructural facilities which will serve Governments purpose of renovation and conservation of religious and historic places to promote tourism heritage in J&K. He was informed that about Rs 20 lakh have been expended on various developments works in Shiv Khori last year. |

The Minister was speaking at the prize distribution ceremony of Youth Talent Search Forum of schools at RRL auditorium here today. This forum is constituted with the associations of private schools from Jammu region and is involved in encouraging the competitive atmosphere and attitude in the schools and to bring out the best of the talented students. The special emphasis is given to the students living in the rural and sub urban areas. During past two months, the Forum has organized various extra curricular activities and competitions including poem recitation, story telling, craft, cookery, mass P.T competition, debate, singing quiz skit dances etc.,. Beautiful and vibrant folk dance competition was organized by the forum today in which tender students exhibit excellent performances. Addressing the gathering that for bringing improvement in the academic level of educational institution, encouragement to the extra curricular activities is must. DyCM hosts reception to zero hour committee members Excelsior Correspondent Jammu, Nov 15: The Deputy Chief Minister, Mangat Ram Sharma hosted a reception at his residence to the 3-Member Zero Hour Committee presently visiting the winter capital of the State this evening. The members include Speakers of Assam, Goa and Tripura Assemblies. The Governor, Gen (Retd.) S. K. Sinha, the Speaker, Mr Tara Chand, General Secretary Lok Sabha G. C. Malhotra and Abdul Rahim Rather Ex-Minister were also present. The 3-member Zero Hour Committee Members while interacting with the dignitaries expressed their satisfaction over the improvement in the general conditions in the State. They eulogized the coalition Government for its success in restoring peace, tranquility and accelerating the pace of development in the State. They opined that zero hour in the assembly is one of the most important period of deliberations. The Deputy Chief Minister appraised the committee members about the winds of change that have started blowing in the State. He hope that the speakers of different legislative assemblies will carry a message to their respective States about the normalcy and peace in J&K State which passed through a turbulent nightmares for last many years. He said that the Chief Minister, Mufti Mohammad Sayeed also wanted that the zero hour committee members should visit J&K State and see for themselves the changing socio-economic scenario in a new era of development and peace. first phase Excelsior Correspondent JAMMU, Nov 15: The Board of School Education (BOSE), for the first time, has decided to adopt 12 Government schools in far flung areas of the State. As a first step in this direction, the BOSE today adopted Sumb high school in Samba tehsil, which was today upgraded to higher secondary school. The BOSE decision came on the directions of Education Minister Harshdev Singh. During a visit to Sumb school, Mr Singh examined working of the school which lacked facilities like lavatory and library. Work on renovation of the school building is expected to start soon. Six Government schools each in Jammu and Kashmir divisions will be adopted by the BOSE. |
