NRKs to set up British-Kashmir Business Council

LONDON, Nov 14: Newly set up Jammu and Kashmir Economic Renewal Initiative Group comprising some well meaning Non-Resident Kashmiris (NRKs) in UK has decided to set up a joint British-Kashmir Business Council for economic revival of Kashmir.

This was decided at the end of 2-hour long meeting of the Group with Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed here last evening. The Group has been the brainchild of a member of the Commonwealth organisation and leading NRI Dr. Mohan Koul. The Group has offered private initiative to help the people of Kashmir at this hour of need and sought Government’s role of a facilitator. They are in touch with Vice Chancellors of both the universities besides technocrats.

Tourism Minister Ghulam Hassan Mir and PDP chief Ms Mehbooba Mufti were also present.

After detailed discussions, sectors like education, hydroelectric projects, information technology and health were identified for private initiative.

Interaction with NRKs for exploring possibilities of investment back home was an important engagement of the Chief Minister during his tour to London.

Appreciating their urge to do something for the people of their motherland, the Chief Minister asked them to invest in establishing a good public school to provide quality education to the students. Quoting similar effort of DPS, he said they have agreed to set up a chain of their schools in Jammu and Kashmir with reservation of 20 per cent free seats for poor students. He said development of human resource is the most vital aspect of overall economic development and needs to be attended to.

Mufti Sayeed also sought private initiative in launching mobile medical vans with specialized diagnostic and curative facilities for gynecological patients. Such specialized and well-equipped vans need to be launched in far-flung areas that have deficiency in gynecological facilities in primary health centres and sub-district hospitals. Information technology and power are other sectors on which this Group can give focus for investment. He said the Government has notified a dozen micro and small hydel power projects for private investment. Cable car projects for different areas of Kashmir and Jammu could also be considered for private investment, he said.

Inviting the leading members of the Group to Jammu and Kashmir next month to finalize projects, the Chief Minister said that his Government would prefer small effort to begin with rather than big projects that usually remain on paper. He said thousands of orphans too need their attention as part of private initiative.

Mr. Mir too appreciated the initiative and said that the Chief Minister has rightly focussed attention on education. He said that it is due to poor quality of education that all ills like copying etc. have gone into the system. The government is keen to give fillip to economic development and private participation is indeed a welcome step.

Ms Mehbooba Mufti, who also participated in the meeting, said that it is a paradox that the Chief Minister is chasing Ambanis and DPS for setting up good schools in Jammu and Kashmir, but our own people who are affluent, never thought of setting up of a good public school.

Various suggestions were made at the meeting. They wanted the Government to prepare projects and organize an Investment Mart at Srinagar. All investors should be invited to it. Another suggestion that came up was establishment of hassle-free single window for such investment. They even suggested total reorientation of post-graduate courses at the universities of Kashmir and Jammu to make these more relevant to the market needs of human resource.

The meeting was marked by the pronounced common urge of well to do Kashmiris to help their brethren and sisters back home. They came forward only because of change in situation in Kashmir and matured and serious leadership that is keen to change the situation in the State. However, they made it clear that it is only their urge to help their people and has no politics in it.

Secretary Tourism Najmus Saqib and other officers of the Tourism Department were also present.

Yoga’s role in mental, spiritual development discussed

JAMMU, Nov 14: On the second day of the international yoga conference, various aspects of yoga were deliberated upon by experts at four working sessions, at the Jammu varsity campus here today.

The third session, chaired by Dr DR Bali and Dr HN Patwari, commenced with paper on : "Yoga and Universal Peace" by Dr BR Sharma. He emphasised role of yoga in ushering in peace across the globe. Dr Jagir Singh, in his paper highlighted scope of yoga in the life of mankind.

Lt Col MG Sharma pinpointed role of yoga in disease management and control while Dr Sharda Gupta’s presentation was also on yoga for spiritual enlightenment.

Dr Bharat Bhushan’s paper was on "Yog, Rog Manav Jivan Aur Jyotish" while Yogin Pushpalata Garg spoke about the involvement of yoga in real life. Dr Manju Sharma, Dr Kedar Nath Sharma, Dr Raman Sharma and Dr Sandhya made presentation of their expert views on various aspects of yoga.

At the afternoon session chaired by Dr Ved Ghai and Dr Ashok Parihar, different experts presented their viewpoint on yoga. Those who read their papers included: Dr Purshottan Sharma, Dr Ram Bahadhur Shukla, Vijayendra Kumar, Dr Vishal Saraf Deshmukh, Snehlata Sharma, Archana Parihar.

In addition, Dr B Lab, Jaswant Kumar, Jia Lal and Dr Manish Sharma also spoke on the subject.

At the fifth session, Anidrudh Kumar Satsangi, Dr HN Patwari, Taranum Nasir Khan, ND Qazi, Dr Ved Ghai, Dr Renu Gangal read their papers on importance of yoga.

Another session was held which was presided over by Dr H L Goswami in which Dr Shiv Dutt Sharma, Dr TR Raina, Dr Sanjay Sadhu, Mohahhad Mohamoudi Maymand presented their expert opinion.

A distinguishing feature of this evening was the sitar recital depicting yoga through classical music. The presentation was made by Dr Padmini Tikoo of Govt College for Women, Gandhi Nagar. This performance was highly appreciated by the audience present in the JU auditorium. On tabla was John Masih and Miss Veethika Tikoo was on tanpora.

JAMMU, Nov 14: National Conference has questioned as to how Mehbooba Mufti, daughter of the Chief Minister Mufti Mohammed Sayeed, was accompanying the official delegation to London. National Conference has taken strong exception of presence of Mehbooba Mufti in the official discussions with the members of the House of Lords.

In a statement issued here today, spokesman of the party, today said if Mehbooba was a part of an official delegation it was misuse of position by the Chief Minister and if she is on a private visit she has no bussiness to be a part of the official discussions with the members of the House of Lords. Spokesman said her presence in official meeting tantamounts to breach of official protocol and conduct.

Spokesman said that the National Conference believed in value based politics and has never believed in manipulative politics based on defections and intrigues.

NC spokesman further said that if National Conference believed in opportunistic politics it would have formed the Government in October 2002 itself. He, however, said that PDP Government’s non-performance has completely disillusioned people of the State and they are eagerly waiting for a change which was reflected by the overwhelming response of the people at NC rally.

The spokesman predicted that PDP Government will soon collapse on its own because of its internal contradictions and as and when that happens National Conference will definitely rise to the occasion and provide a suitable efficient alternative for the welfare of the people of the State.

World Diabetes Day observed

JAMMU, Nov 14: World Diabetes Day was observed here today with befitting solemnity and commitment to the cause of Diabetes prevention and control. Two simple but impressive functions were organised by the NGOs dedicated to the cause of creating public awareness about this disease.

One function was organised by Pir Panchal an NGO at Government Girls High School Muthi while the other was held by Diabetes Care Foundation in collaboration with Model Institute of Education and Research (MIER) and Lions Club Jammu, Tawi at MIER.

While the Deputy Chief Minister Mangat Ram Sharma was the chief guest at MIER function, the function at Muthi was graced by the Minister of Consumer Affairs and Public Distribution, Taj Mohi-ud-Din.

Dr Jitendra Singh, senior Diabetologist and author was the special guest in both the factions.

Addressing the function at MIER, the Deputy Chief Minister stressed on organizing such awareness camps especially in educational institutions.

The students can play a vital role in creating public awareness about this disease, he said adding the diabetes can be kept under check if the preventive measures are taken.

He said the diabetes is a hereditary disease and it was often common in urban areas but as the life style has changed and people have forgotten their traditional habits, this disease has gained more foothold.

He warned that if preventive measures are not taken in time this disease can prove fatal.

Addressing the function at Muthi, Taj Mohi-ud-Din termed the diabetes a silent killer and stressed that preventive measures are needed from the beginning to keep it under check.

He said it is no more a disease of rich and old men as was a notion earlier but the people belonging to poor and middle class families and youth have also fallen a prey to it. He asked the students to play their positive role in creating awareness about the disease in their parents, relatives and other members in their neighborhood.

In his address Dr Jitendra Singh, said that WHO had rightly chosen the slogan "Diabetes could cost you your kidneys, Act Now " for the first year 2003 because this could help draw the attention of Diabetologist as well as Diabetics to the devastating consequences of Diabetic nephropathy or diabetic affliction of kidneys and thus reiterate the importance of early evaluation of kidneys as also other vital organs like heart and eyes in order to prevent avoidable diabetic damage in the later years.

He complemented the two NGOs for involving the students in a big way in observing World Diabetes Day this year.

The Pir Panchal president, Ramesh Kashmiri and the convenor Diabetes Care Foundation, Ashok Chaturvedi also highlighted the objective of his organisation.

At MIER the welcome address was made by its MD, Arun K Gupta and the vote of thanks was proposed by Jaspal Singh, president Lions Club Jammu. While at Muthi School the Principal of the institution proposed the vote of thanks and welcome address was made by Mukesh Thaploo.

Court directs JMC to demolish unauthorised
construction of hotel

JAMMU, Nov 14: Division bench of State High Court Jammu wing, comprising acting Chief Justice Justice V K Jhanji and Justice Sayed Bashir-ud-Din has directed the Jammu Municipal Corporation to take immediate action for demolishing unauthorised construction of Hotel Jammu Palace.

Division Bench observed that on perusal of the record the Court is of the view that that finding of the J&K Special Tribunal being based on the material records, calls for no interference in Letters Patent Appeal. The Bench also not find any merit in the submission of advocate K S Johal, appearing for the appellant’s that the order passed by the Tribunal is not binding upon the appellants because they are also the co-sharers in the building but no notice was served upon them by the Jammu Municipality (now Corporation).

The Division Bench while directing Jammu Municipality (now Corporation) for demolishing the unauthorised construction of hotel directed the Corporation to take immediate action for demolishing the unauthorised construction and report in this regard before the Registrar Judicial High Court, Jammu wing within three months failing which this Court will take action against the concerned officials who will be found to be lacking in will in carrying out the directions.

The Division Bench directed Registrar Judicial that he shall list the matter only for this limited purpose on the expiry of three months.

SAVERA to rehabilitate militancy affected children, widows

JAMMU, Nov 14: To heal wounds of the militancy affected families, SAVERA- a Non Government Organisation has been formed to mitigate miseries of the orphan children/widows in various ways and for the rehabilitations of these victims of terrorism in the State and other parts of the country. The NGO was formed on the occasion of the Children Day.During the last 15 years of turmoil untold miseries have been inflicted on the hapless people of the State. Pakistan sponsored terrorism has led to a number of massacres in the hilly and remote areas leading to killing of number of people. This indiscriminate killing has led to a situation where a number of orphans/widows have been left behind due to the killing of their parents/husband during the last 15 years.

These orphans are struggling for survival and some of them have not even seen the face of any school ever since their parents have been massacred. These children are suffering for no fault of their and they have become a fodder at the hands of ISI sponsored terrorists for their ulterior designs to take political control of this unfortunate state.

The society SAVERA is not a profit organisation. It will be engaged in the rehabilitation of orphans/widows and endeavours to mitigate their woes.

SAVERA has decided to identify total number of such child victim of terrorism who have become orphans due to proxy war unleashed by such hostile neighbour on us and thus are deprived of the care and love of their parents.

The NGO will also impart formal/informal education to such orphans/widows who are willing to join schools by helping them to get admission in schools, whether government aided or private and bearing the expenses of their studies.

Job oriented education and training facilities for vocational training to such orphans/widows with the help of sponsoring agencies like J&K Social Welfare Department, J&K Social Welfare Board, J&K Women Development Corporation, Director Handicrafts J&K, Technical Institutions etc so that such children/widows are able to earn their own livelihood for survival and to make such self-reliant in life.

Apart from this SAVERA will arrange scholarships to meet the expenses of fees at their places of residence, uniform/books for those orphans who are not willing to leave their home towns for Jammu and Srinagar.

SAVERA will also organise various programmes for welfare and upliftment of these militancy affected people

A function was also organised today in which various contests were organised for the children.

JAMMU, Nov 14: On the first day of the 50th All India Cooperative Week celebrations, a ‘run for cooperation’ was organised by Co-operatives Department here today wherein about 1200 students from various Government, Co-operative and private schools took part.

The run was organised to sensitise people about the cooperative movement in the era of liquidation of Public Sector Undertakings. By way of this run, the Co-operative Department through the participating children conveyed to all that cooperative movement still has inbuilt strength and can play lead role not only in the development of the state but also for reducing the unemployment.

The run was flagged off by the Minister of State for Agriculture Ajaz Ahmed at Parade Ground amidst the tunes of the Army band. After passing through various areas, the run culminated at Sehkari Bhawan with great fun and enthusiasm.

Minister for Agriculture Abdul Aziz Zargar received the run and hoisted the Cooperative flag on the occasion in the presence of MoS Sheep and Animal Husbandry Yash Pal Kundal, President of Jammu and Kashmir Cooperative Union Mohammad Ayub Khan and Registrar Cooperatives Dr G N Qasba.

Speaking on the occasion, Mr Zargar said that gurantee for economic emancipation lies in the revival of cooperatives and vowed to broad base cooperative structure in the State with focus on its diversification.

He said that keeping in view the potential of cooperative sector in employment and economic generation, the coalition Government has adopted an integrated approach to revive this historic people’s movement in a big way. He further said that for the first time about 50 cooperative societies of the State were provided a financial support of Rs one crore during last year under Macro Management Scheme for their revival.

Reiterating that revival of Cooperative movement is one of the top priorities of the coalition Government, Mr Zargar said under new schemes sufficient funds are available which require effective management, strict monitoring and transparency. He said that all the sick cooperative societies in Jammu would be revived in next one year.

Daily water supply in Jammu city raised to
53.8 million gallons

JAMMU, Nov. 14: As a result of measures initiated by the presented Government, the potable water supply to Jammu city and adjoining areas has been raised from 51.5 million gallons last year to 53.8 million gallons daily at present.

This was revealed in a meeting of PHE and Irrigation departments conveyed to review the present position of drinking water supply and irrigation facility in Jammu district here today.

The Minister for PHE, Irrigation and Flood Control, Qazi Mohammad Afzal presided.

The meeting was informed that 14.4 million gallons per day is being drawn from river Tawi through water treatment plants at Sitlee and Dhountly while 39.4 million gallons per day is being supplied through 128 tube wells drilled at various locations.

The meeting was told that Rs. 7 crore have been utilized for raising 2.4 MGD to the existing capacity. Out of 15 tube wells taken up for construction, three were completed and work on 12 others is in progress. During the current year, an allocation of Rs. 6.95 crore has been earmarked for construction of 5 more tube wells. On completion of these schemes will go a long way in augmenting water supply in scarcity areas of Jammu city.

On modernization of Ranbir Canal in Jammu district, Qazi Afzal said that out of Rs. 84.40 crore, Rs. 53.10 crore have been incurred by end of August last on the project. The project was started during the year 1981-82 and is likely to be completed by 2006-07.

Qazi Afzal stressed for removal of worn out pipes and directed to plug the leakages on priority basis. He asked the engineers to maintain close liaison with the public representatives for purposeful planning and execution of new schemes.

The camp commenced on Nov 6 and will terminate on Nov 16. Brig Sharma on his arrival was received by Col KRS Lalotra, Group Commander NCC Gp Hq Srinagar and Camp Commandant Lt Col Gaganjit Singh, CO Ist J&K Bn NCC Srinagar. DDG NCC was given a very impressive guard of honour by the Cadets of the Camp. He was shown the training in progress on different aspects of NCC syllabus such as weapon training , drill, map reading, first aid, health care and social service activity.

The main objective of the camp is to prepare the state contingent for participation and to compete in All India Republic Day Camp at Delhi in January 2004.

Brig Sharma while addressing cadets exhorted the them to be inquisitive all the time and learn more and more from the camp which will make them responsible and disciplined citizens.

Coalition Govt’s hollow claims exposed: BSP

JAMMU, Nov 14: Bahujan Samaj Party has alleged that hollow claims of coalition Government leaders headed by Mufti Mohammed Sayeed have been fully exposed before public.

The top leaders of the party including former State president—Sheikh Abdul Rehman, Manjit Singh—MLA and others while addressing a rally at Maheen Sarkar in Samba today alleged that coalition Government leaders were only making hollow claims and they stand exposed before the public. They are only after the publicity and ground realty is totally different.

The road condition in several areas is worst, people are still facing drinking water problems. Most of the rural areas sane development works. Mr Rehman said that nothing has been done in removing corruption, rather such elements are being encouraged. Regional and sub-regional disparities and unemployment continued to persist. The Government brought Accountability Bill with grand fun- fare and in hush hush manner but the Commission is not being constituted with obvious objectives.

Mr Rehman alleged that selectively implicating ex-minister Mohi-ud-Din Shah, without the provisions of Accountability Bill, clearly indicates double standard and vindictive approach on the part of coalition government. Coming down heavily on NDA for adopting double standards in taking the ghost of corruption, Mr Rehman said that while initiating action former Chief Minister of Punjab, Parkash Singh Badal by Amrinder Singh led Government, the Prime Minister, Dy Prime Minister and others call it victimisation with political vendetta but so long as Mayawati was Chief Minister in UP with BJP support she was not corrupt at all and become soon after withdrawing support to her by BJP. This is an open case before the people of this country and they should also think about the role of CBI.

Mr Manjit Singh assured the public to take up their issues with the concerned authorities. Mr Hari Chand and Kunj Lal also spoke on the occasion.

JSM flays Mufti Govt for increasing power load

JAMMU, Nov 14: Jammu State Morcha leaders have criticised Mufti Mohammad Sayeed led Coalition Government for its irrational and arbitrary action in increasing the assessed power loads of consumers across the board by 100 per cent.

In a joint press statement issued here today Srikumar- chairman, Tilak Raj Sharma and Ramesh Sabharwal pointed out that before taking such controversial decisions, the Government should have taken the State legislature into confidence which is the appropriate forum for deciding such issues. By surprising the power of the legislature the Government once again has proved that it is hell bent upon perpetrating hardships on the law abiding and patriotic people of Jammu region, who have been all along suffering due to discriminatory attitude.

He condemned those Jammu leaders who have remained silent spectators and were only interested in their own chair and personal gains. They warned the coalition Government to mend its ways and stop harassing the people of the region. The leaders exhorted the people of Jammu region to set aside their narrow interests and rise against the Kashmiri leadership to carve out a separate state for Jammu region where the power to share our destiny will be with the people of Jammu alone.

Education Minister greets students on Children’s Day

Jammu, Nov 14: The Minister for Education, Mr. Harsh Dev Singh today said that Government policies alone do not have the magical powers to eradicate illiteracy completely from the State. The key to achieve the objective lies with the active mass participation and complete awareness of the ignorant sections of the society. Once the motto of "Each One Teach One" enters the core of hearts of every literate citizens, the aim of obtaining cent per cent literacy stands achieved on its own, he added.

The Minister was speaking at the 2-day symposium-cum-seminar on Sarva Shiksha Abhiyan at Government College for Women, Parade. A large number of intellectuals including various college principals, lecturer and scholars presented their papers on the subject. The speakers in general emphasised on the need to wipe out illiteracy, which is imperative and pre-requisite for social economic upliftment of the people of the State.

Addressing the gathering the Minister first of all congratulated the college students on the occasion of Children’s Day and said that the future of State lies in the hands of youngsters. Parents alongwith the teachers have to shape the their innocent minds and bodies into stabilized and efficient personalities of tomorrow. He said that every girl student definitely has the opportunity to become an Indira Gandhi who has left irremovable impression on the minds of every countryman with the path of peace and progress shown by her. He conveyed his best wishes to all the children present in every-corner of the State and asked for their firm commitment for the cause of spreading literacy.

The Minister said that proper utilization of human resource is the base of development of the country and the fact has been proved by most of the developed countries. Jammu and Kashmir must also strive for achieving high quality human resource to mark its name in the list of developed areas.

The Minister alongwith Vice-Chancellor Jammu University, Mr Amitab Mattoo earlier inaugurated the functional English Lab., Museum and Internet facilities for the students in the college premises. The occasion coincided with the Golden Jubilee of the College too.

ABVP activists take out torch light procession

JAMMU, Nov 14: With taking out of a torch procession in the city, three day State conference of Akhil Bhartiya Vidyarthi Parishad commenced, here today.

A number of ABVP activists, holding Mashals in their hands, passed through various bazars of the city, this evening and took pledge to enlighten masses of the country on all issues confronting the nation.

The ABVP activists, led by Ramesh Pappa, national general secretary, Dev Raj Thakur, State president, Adarsh Kumar and Pawan Sharma, assembled at the Ved Mandir Ambphalla and took out the torch light procession. Passing through Kachi Chawani, Parade, Raj Tilak Road, Purani Mandi, the procession culminated near City Chowk where some ABVP leaders addressed the rally.

While addressing, Mr Adarsh Kumar called upon youth to come forward and fight the forces which are posing danger to the country. He warned Pakistan and secessionist to mend their way and urged Government to give free hand to security forces in dealing with terrorists.

ABVP State secretary Mr Pawan Sharma, also addressed on the occasion and stressed that the organisation would leave no stone unturned to highlight the issues related to student community. He exhorted youth to join hands in eliminating evils confronting the society.

Wazir acquitted of charges in Vigilance case

JAMMU, Nov 14: Special Judge Anti-Corruption Jammu, Mr M K Hanjura today acquitted Lekh Raj Wazir the then DySP 4th Battalion JKAP facing trial in a Vigilance.

Mr Wazir was allegedly charged for possessing assets (worth Rs 10.83 lakhs) disproportionate to his known sources of income. The accused was booked by the Vigilance organisation under Section 5(2) Prevention of Corruption Act 2006 BK read with section 12 & 14 of J&K Public Men and Public Servants Declaration of Assets and Other Provisions Act 1983.

In the 48-page judgment, Mr Hanjura after hearing advocate SC Bali appearing for the accused has observed that the assets alleged to be sized as disproportionate to the known sources. The prosecution failed to produce convincing proof on the record. The prosecution is not able to substaintiate that the accused committed the offence , the commission of which has been imputed him.

As the prosecution has utterly failed to prove the accused is in possession of assets worth over Rs 10.83 lakhs, the instant case as such straightaway merits the acquittal of the accused and he is acquitted of the charges levelled against him.

JAMMU, Nov 14: 114th birthday of the first Prime Minister of country, Pt Jawahar Lal Nehru, was celebrated as Children’s Day, by various schools, here today.

Students and staff of Government Girls Higher Secondary School, Mubarak Mandi, celebrated Children’s Day with fervour and spirit. Students presented a colourful blend of cultural items exhibiting their talent.

The school Principal highlighted the greatness of Pt Jawahar Lal Nehru and exhorted students to inculcate the qualities of hard work and dedication.

Tiny Tots Higher Secondary School, celebrated Children’s Day in the school campus by organising an inter school guides and scouts painting competition and a cultural programme.

Minister for State for PHE and Irrigation, Jugal Kishore Sharma was chief guest on the occasion while MLA Gandhi Nagar Raman Bhalla was the guest of honour.

The school children presented various colourful and cultural items on the occasion. It was followed by some speeches by the staff members and students who recalled the services of Chacha Nehru to the nation. Mrs Veena Handa, Principal of the school, presented vote of thanks.Government Girls High School, Gandhi Nagar, organised a colourful variety programme in connection with Children’s Day celebration in the school premises.

BSF School(Primary Section), Paloura, Jammu, organised an athletic meet on the occasion of Children’s Day. Mrs Seema Misra, wife of DIG BSF, P K Misra, who was the chief guest, unfurled the nation flag and garlanded a portrait Pt Jawahar Lal Nehru.

Students from different Houses participated in the meet and Ravi House bagged the first position. Tawi House and Chenab House bagged second and third positions, respectively.

Sainik Public School, Sainik Colony, Jammu, celebrated the Children’s Day with great gusto and gaiety. It was marked by speeches of some students who highlighted the importance of the day. Presiding Officers discuss how to regulate Zero Hour

JAMMU, Nov 14: Meeting of the Committee of Presiding Officers on Regulation of Zero Hour started in the Assembly secretariat this afternoon. Meeting which started today will continue for two days in which deliberations will be held how to regulate and properly utilise Zero Hour.

Prithvi Majhi, Speaker of the Legislative Assembly of Assam presided over today’s meeting while Speaker of Jammu and Kashmir Legislative Assembly Tara Chand and Secretary General of the Lok Sabha, G C Malhotra were on the dias.

Speaker of the Manipur Legislative Assembly, M Haokip, Speaker of Goa Legislative Assembly, Vishwas R Satakar and Chairman of the Karnatka Legislative Council, B L Shankar attended today meeting.

In his inaugural address, Speaker Tara Chand welcomed Presiding Officers from different states. He said that State Government was interested to organise this meeting at Srinagar to give message to the entire country that situation is not as bad as being projected. He, however, said that due to Darbar Move it was not possible to organise the same meeting at Srinagar at this time.

Speaker informed the visiting dignatories that there has been lot of change in the situation of State. He specially mentioned towards number of tourists which increased manifold during this summer. "People of Jammu and Kashmir want peace and State Government is committed to restore peace", he said.

He said that various important meetings including meeting of National Development Council and meeting of Chief Ministers of Congress ruled states were held in Kashmir which is clear indication that situation has changed. He further said that it was all due to improvement in the situation that Prime Minister Atal Bihari Vajpayee and All India Congress Committee (AICC) president Sonia Gandhi visited Kashmir.

Addressing the meeting, Secretary General of the Lok Sabha G C Malhotra informed that Committee of Presiding Officers on Regulation of Zero Hour was constituted by the Speaker Lok Sabha Manohar Joshi in the meeting of the Presiding Officers of the entire country which was held in Mumbai in February, 2003. In the meeting of the Presiding Officers it was decided to constitute a committee which will deliberate upon how to utilise and regulate Zero Hour. This Committee will submit its recommendations in the next meeting of the Presiding Officers which is scheduled to be held on February 2004.

Speaker of the Madhya Pradesh Legislative Assembly, Shreeniwas Tiwari, is chairman of the Committee of Presiding Officers on Regulation of Zero Hour but he could not attend today’s meeting due to on-going elections in his State.

One day workshop inaugurated

JAMMU, Nov 14: Making a clarion call to the people to extend support for reforming the society from evils of casteism, the Minister for Social Welfare, Mula Ram today said that there is a dire need to change the old mindset and create conditions that will bring hitherto suppressed classes in the mainstream for their social and economic upliftment.

The Minister was addressing executive officers at one day Workshop organized by the J&K SC/ST and OBC Development Corporation in collaboration with National Safai Karmacharies, Finance Development Corporation (NSKFDC) New Delhi here this morning.

Earlier, the Minister inaugurated the workshop by lighting a lamp.

Chairman NSKFDC Mr. Ram Chander Korat in his address gave a detailed account of the schemes launched for the uplift of such classes associated with scavenging work. He said loans are also provided for setting up their own income generating units upto Rs. 5 lakhs on 5% interest rates and their will be no binding on the sealing of monthly income. He further revealed that even loan of Rs. 10 lakhs could also be provided for taking up sanitation related economic activities like mechanization of sanitation garbage, waste disposal system or setting up of pay and use toilets.

Managing Director, J&K SC/ST/OBC Development Corporation Mr. J.L. Bhagat in his welcome address said that every step would be taken for the families and dependents of the persons associated with scavenging work. Divisional Manager of the Corporation, Mr. Navin Kumar presented vote of thanks on the occasion.

Peerzada stresses for transparency, accountability

JAMMU, Nov 14: Multipurpose community centers and godowns for storing foodgrains for public distribution would be constructed in each block of the state and an additionality of Rs. 37 crore would be provided to panchayats for carrying out various rural development works shortly.

This was stated by Minister for Rural Development, Peerzada Mohammad Sayeed at a meeting held to review progress achieved under Rural Development sector in Jammu province here today. The Minister of State for Rural development Ch. Gharu Ram was also present.

Peerzada Sayeed said that a new era of rural development has emerged with the effective functioning of the department and exhorted that the funds available must be utilized properly so that more grants could be released from the Central government for completion of ongoing projects aimed at to strengthen the basic infrastructure for socio-economic upliftment in the rural areas. He called upon the panchayat functionaries to work upto the aspirations of the people, adding that in some areas the panchayat elections would be held soon to make the grass root democratic institution functional.

The Minister asked the officers of the department to create such assets which would not only generate revenue but also prove fruitful as a basic infrastructure for the overall economic development of the rural areas. He desired that such assets need to be equipped with modern facilities like computer for attaining proficiency in the implementation of various schemes. He has also stressed for maintaining transparency and accountability in the functioning of the department.

Spelling out achievements, the Ministers were informed that under SGRY 1571 works were completed with an expenditure of Rs. 6.63 crore under IAY and RHS 590 beneficiaries were provided financial assistance. As many as, 258 units were established under SGSY with an expenditure of about Rs. 83 lakh upto October last.

Secretary, Rural Development, Director Rural Development, Assistant Development Commissioner, Executive Engineers, Project officers, District Panchayat Officers of Jammu division were present in the meeting.
