15 drowned in boat capsize, 9 bodies recovered

RAJAHMUNDRY, (AP), Nov 10: Fifteen people, most of them women agricultural labourers, drowned in the river Godavari when two country-boats on which they were crossing the river capsized near Ramchandrapuram village under Seethanagaram Mandal, about 35 Km from here, today.

Ten bodies, including that of eight women, were recovered so far and a search was on for the remaining five bodies.

Of the 40 labourers on board the ill-fated boats, 25 managed to swim to safety, police said.

The labourers were travelling from Ramchandrapuram to the other side of the river in search of work in agriculture fields when the mishap occurred.

The east Godavari district collector, the Deputy Inspector General of Police and the Superintendent of Police were supervising rescue and relief operations.

Only last month, 29 people perished in a similar boat mishap in river Krishna near Vijayawada. (UNI)

Apang seeks Nagaland-type package for Arunachal

NEW DELHI, Nov 10: The Arunachal Pradesh Government has submitted a slew of schemes to the Centre aimed at improving the state’s sagging finances, ahead of Deputy Prime Minister L K Advani’s visit to the state on Friday.

The proposals, worth Rs 1,567 crore, include improvement in infrastructure and waiving of debts. Mr Advani is likely to announce an economic package, similar to the one sanctioned by Prime Minister Atal Bihari Vajpayee during his visit to Nagaland last month.

Arunachal Pradesh is one of the 11 "special category states" in the country which receives special financial assistance from the Centre. After the installation of a BJP-led coaliton Government in the State, the chances of special packages for the State have brightened.

"If a package is announced, it would clear Arunachal’s liabilities and help would boost the economy of the state. The meetings with the Central leaders have been positive and we expect some major announcements during the Deputy Prime Minister’s visit," chief Minister Gegong Apang told UNI here.

He was accompanied by State Home Minister L Wanglat, Finance Minister K Pul, Planning Minister T Tempa, Industries Minister T Gyrume and Fisheries Minister J T Takam.

The schemes submitted by the Apang Government include two mega projects — a 500 bed referral hospital at Itanagar and an optical fibre project that would connect all divisional headquarters in the state. The two projects, worth Rs 500 crore, were submitted to the Deputy Prime Minister on Saturday.

Most of the projects were, however, allocated for the department of Development of North Eastern Region (DONER) which sanctions funds for the socio-economic development of the north east from the non-lapsable pool. As many as 90 schemes worth Rs 767 crore were submitted to the department.

The Apang Government has also urged for a one time grant of Rs 300 crore to ease the pressure on the state’s exchequer

The Apang Government also urged BJP president M Venkiah Naidu to accompany Mr Advani.

In July, when former Arunachal Chief Minister Mukut Mithi was here to attend a seminar, his Government was toppled after 38 Congress legislators including ministers defected from the parent party and formed the Congress (D). In a similar fashion, Mr Apang was ousted by Mr Mithi in 1999.

Subsequently, the Congress MLAs along with two independents and one unattached MLA formed United Democratic Front (UDF), headed by Mr Apang (Arunachal Congress) and staked claim to form the Government. Mr Apang was sworn in as the Chief Minister on August three, after Mr Muthi lost the vote of confidence by voice vote on August 2.

Mr Apang, who was the Chief Minister for 19 years, formed the Arunachal Congress in 1996, which was one of the founder members of the ruling NDA. Later he resigned from Arunachal Congress and joined the BJP along with other members of the UDF. (UNI)

Cantt has witnessed a dozen polls thus far

JABALPUR, Nov 10: The Jabalpur cantonment assembly constituency, which falls within Mahakaushal area, has witnessed 95 candidates trying their fortunes in a dozen elections, including a couple of bypolls.

Until the 1967 elections, this seat was named Jabalpur three. A decade before that, the constituency saw its first polls in which Congressman Jagmohan Das romped home cornering 11,614 votes while the Communist Party of India’s Lakshminarayan Prasad was runners-up with 3,938 votes in his kitty.

In the 1962 elections, Mr Das defeated three candidates by winning yet again through securing 14,694 votes while the Jan Sangh’s Narayan Das took second spot with 4,060.

Three years later, the Congress’ Manmohan Das emerged victorious at a bypoll and notched up 15,715 votes. Jan Sangh candidate Vasant Singh was runners-up with 10,667. Only three persons were in the fray that year.

The 1967 elections saw Mr Das win yet again, from among seven contestants, with 18,698 ballots while the Jan Sangh’s Rameshwardas Agrawal took second place by securing 10,481 votes.

In 1972, the Congressman registered his third consecutive victory by bagging 28,781 votes. The Jan Sangh’s jayashree bannerji was runners-up with 5,395 and there was a total of four aspirants.

Three years down the line, another Congress candidate Dineshchandra Mishra emerged winner with 13,412 ballots in a bypoll. Interestingly, independent S S Gumar secured second spot by notching up 7,068 while the third place went to CPI aspirant L N Malhotra who received 5,881 votes.

In 1977, Mr Mishra repeated his feat through 13,654 ballots and Janata Party leader Sukhdev Yadav lost by a wafer-thin margin of only 13. Six others were in the fray.

The 1980 Vidhan Sabha elections saw the Congressman score a hat-trick by securing 15,654 votes while Dr Gumar, representing the Bharatiya Janata Party, was runners-up with 7,850. That year saw six contestants. (UNI)

SC stays arrest of 6 journalists, issues notice to Speaker

NEW DELHI, Nov 10: The Supreme Court today stayed arrest warrants issued by the Tamil Nadu assembly Speaker against five senior journalists of "The Hindu" newspaper and the editor of DMK mouthpiece "Murasoli" while issuing notice on petitions challenging a resolution of the House sentencing them to 15 days imprisonment for breach of privilege.

A bench comprising Justice Y K Sabharwal and Justice S B Sinha issued notices to the Speaker, the Secretary of the assembly, the Jayalalithaa Government, State Director General of Police, Karnataka Government and other top Tamil Nadu Police officials on the petitions filed by the journalists.

The bench, while ex-parte staying the arrest warrants issued by the Speaker K Kalimuthu on November 7 prusuant to the resolution, restrained the police and officers of Tamil Nadu and any other state from excuting the warrants.

On the request of the petitioner, the bench directed the registry to "forthwith intimate the Tamil Nadu Government and its officers about the stay of arrest warrants by the Apex Court."

However, the Court said that it would hear respondents on the prayer of the petitioners challenging the legality of the resolution passed by the assembly on November 7.

The five journalists of "The Hindu" are editor N Ravi, executive editor Malini Parathasarthy, publisher S Rangarajan, chief of bureau V Jayant and special correspondent Radha Venkatesan while S Selvam was the editor of "Murasoli".

The Court issued notice to Attorney General Soli J Sorabjee seeking his assistance in the matter and directed the petitions to be listed after three weeks for further hearing.

Senior advocate Harish Salve, appearing for "The Hindu" journalists, was countered right at the beginning of hearing by the bench which asked him to elaborate about the scope and extent to which the Court could interfere in the matter.

The bench sought to know as to what extent the judicial review could be exercised in matters pertaining to the orders passed by the Speaker pursuant to the power exercised by the assembly under Article 194 of Constitution dealing with the privileges of the House.

Maintaining that powers under Article 194 had to be read harmoniously with right to freedom of speech and expression guaranteed under Artcile 19, Salve said that the privileges of the House has to yield when the right to life and liberty of a person guaranteed under Article 21 was in question.

Giving details of the newspaper articles and an editorial found to be in breach of privilege, he said the House could not unilaterally decide whether the criticism made by the newspaper breached the privilege or not.

The bench observed "every institution, be it legislature, media or judiciary, has to respect the other institutions. None of the institutions should cross the `Lakshman Rekha’ or be hyper-sensitive to harsh words of criticism".

Salve said that it was a complete mis-reading of law and fact by the House to term the articles and the editorial as intemperate and lowering the dignity of the House.

The articles no way interfered with the proceedings of the House and the journalists could not have been punished with 15 days imprisonment, he said, adding adjectives used by media could not be a breach of privilege.

Appearing for Murasoli, senior advocate Kapil Sibal contended that it was no where inferred that the articles in question interfered with the proceedings of the House.

"If it is a criticism of a political party, it does not amount to breach of privilege," he said referring to the context in which the articles were written. The DMK mouthpiece had merely republished the articles which had appeared in "The Hindu" after translating them in Tamil.

On the question of cancellation of passes to cover the proceedings in the assembly, Sibal said that the House could not do it as it would be violative of the fundamental right to equality guaranteed under Article 14.

He said that at best the House could cancel the pass of the reporter or correspondent who had written the Article in question but could not deny an entire news organisation the facility to cover the proceedings of the House.

However, as the Tamil Nadu assembly is not in session, the bench said it would consider this question of law later. (PTI)

Daler’s anticipatory bail plea adjourned to Nov 13

CHANDIGARH, Nov 10: The Punjab and Haryana High Court today adjourned till November 13 Punjabi pop singer Daler Mehndi’s anticipatory bail in two cases of cheating and threatening an Assistant Sub-Inspector through his secretary.

Justive Virender Singh adjourned the bail plea application with a direction to the petitioner’s counsel to place on record the copy of the order of the Delhi High Court of November 3 rejecting the plea for extension of interim anticipatory bail plea.

Mehndi’s counsel Ravinder Kumar said that earlier they could not attach the order as it was received late and the Sam has been submitted in the High Court here today. The Delhi High Court had on November 3 declined to extend the 10-day interim bail plea to the singer, which ended on November 1.

The first case against Mehndi was registered by Patiala Police on the complaint of one Bakshish Singh who alleged that he was not taken abroad in the singer’s troupe even though he had paid Rs 12 lakh for it.

Daler’s brother Shamsher, who is presently in judicial custody, Tejinder Singh Laddi, Harchand Singh and Surinder Singh are other accused in the case.

The second case was registered on the complaint of ASI Harminder Singh on October 11 at Patiala who alleged that the singer’s secretary threatened him in case he failed to delete information in the computer seized from the premises of the singer.

Mehndi has also sought bail "in relation to future FIRs" that may be registered for 32 other alleged complaints against him.

His plea for regular bail was dismissed by a Patiala Court recently after the Delhi High Court declined to accept his application for extension of the 10-day interim anticipatory bail which ended on November 1.

Patiala Civil Judge (senior division) P S Dhanoa had last week issued fresh non-bailable warrants against Mehndi returnable by November 17.

The Patiala Court has also issued NBWS against nine others, including Daljit Kaur and Balwinder Kaur, wives of Daler and Shamsher, and some of their alleged associates. (PTI)

India seeks early operationalisation of special climate fund

NEW DELHI, Nov 10: India today categorically said no fresh commitments should be introduced for developing nations under the UN convention on climate change and demanded early operationalisation of special climate change fund and fund for least developed countries.

"The existing equilibrium of commitments and differentiation between developed and developing nations had to be maintained," Deputy Prime Minister L K Advani said, adding no new commitments should be introduced for developing countries.

Inaugurating the technology bazaar and conference on climate change here, Advani pointed out adaptation to climate change by developing countries will not be automatic as it entailed considerable costs to them.

Developed countries need to address the declining proportion of official development assistance to developing countries, he added.

"Here I have to mention that the declining proportion of ODA by developed countries for developing countries signals adversely for technology flows in various situations. This needs to be addressed," Advani said.

He said since climate change was already underway, there was a need for effective adaptation polices to complement mitigation policies.

"Efficient implementation of adaptation strategies can significantly reduce adverse impacts of climate change," Advani said.

Observing that India accorded high priority to conservation of forests and wildlife for long-term ecological and environmental security, he said an enabling policy and regulatory environment to promote clean technologies in energy, industry and transport had already been created.

He said successful technology transfer was highly dependent on involvement of a wide variety of stakeholders and Government must play a crucial role in creating favourable conditions.

"There is a need to generate greater confidence in technology options for catalyzing initiatives around sustainable development priorities for achieving our objectives," the DPM said.

Seeking action from the private sector, he said it has to work jointly with the Government to promote development of cost-effective environmental technologies.

Climate change was a matter of grave concern for the entire world and especially for developing countries like India, Advani said adding, the country was facing the challenge of both economic growth and ecological protection with the right application of technology and policies. (PTI)

Historic lavi fair begins today

RAMPUR, Nov 10: The historic four-day ‘Lavi’ fair would begins here tomoorrow.

The fair recognised as an international festival by the Himachal Pradesh Government attracts traders from various parts of the state particularly from the tribal areas of Lahaul and Spiti and adjoining Kinnaur districts.

Traders from the tribal areas come here with woollen items that they exchange for dry fruits and household items.

At one time this fair attracted traders from China and Tibet. But after the 1962 Chinese aggression the route to China through Kinnaur was closed.

Raja Kehar Singh of Rampur Bushahr village was the first to organise this fair. The Raja entered into a historic treaty with the then Tibetan rulers to facilitate traders to market their produce in each other’s territories.

The treaty paved a way for trade and improving of economic lot of the mountain dwellers. In first half of the 19th century Raja Ram Singh founded the present Rampur town as the capital of this state and since then this town, situated on the banks of river Satluj at a height of 1000 meters, has been hosting the historic mela every year.

The world Lavi, in fact means sherring of wool,"I loi", which stands for a woolen blanket. In olden days, when there were limited modes of communications, Lavi fair used to draw a number of traders from Tibet across the Kinnaur borders and the fair offered a fairly big opportunity for a barter system of transaction.

The treaty laid down that the friendship between Raja Kehar Singh and the ruler of Tibet would last till the cows change their colour from black to white though, allegorically put, it spoke of the sincere longing of the border prople of India and Tibet sides for a lasting peace and opening of new vistas of business and trade for their subjects.

To give boost to trade of raw silk and Pashmina, a road was constructed around 1850 from Tibet border to Shimla , and later this became know Hindustan Tibet road or national highway 22. The business of semi-furnished wood, woodens, paties, namads and shawls, dry-fruits like chilgozas,cattles such as horse, mules and yalks, animal products like ghee and butter and also eye catching handicraft items during the fair.

Buyers from all over the country flack to Rampur Bhushahr to purchase wool, pashmina and chilgoza, which has a ready market even in foreign countries.The tribal people from Kinnaur and Lahaul areas and traders from plains bring general merchandise.

Of late this fair also got cultural touch as cultural troupes from various parts of the state and other parts of the country come here to perform during the fair. The traders from plains also come to the fair to do business.

While trade goes on during the day time, at night the people gather around bonfires and there is lot of dance and singing. During the day time hectic trade activitries is witnessed and in afternoon artists of national and international fame descend to exhibit their talents.

"I am being hounded for political reasons": Solanki

NEW DELHI, Nov 10: Senior Congress leader and former Union Minister Madhavsinh Solanki today alleged that he was being hounded for political reasons by the CBI, which has sought to prosecute him for allegedly having attempted to obstruct the course of justice by handing over a "fabricated" letter to a Swiss minister to "influence" the Bofors probe in 1992.

"CBI came to know about it in July 1992 and now they want to launch prosecution against him (Solanki) after over 10 years. It’s all for political reaosns," Solanki’s counsel Kapil Sibal told Justice J D Kapoor of the Delhi High Court.

Solanki has challenged an order of the Special Court that issued a notice to him on CBI’s plea for action against him in connection with the said ‘incident’, when a letters rogatory from the Court was pending there for execution.

After hearing arguments from CBI counsel N Natrajan and Sibal, Justice Kapoor reserved his orders on Solanki’s plea.

Pointing out that CBI has "failed" to explain the delay in launching prosecution against Solanki, Sibal requested the Court to set aside the special Court’s order.

Sibal contended that the said letter was neither forged nor fabricated and the content thereof was also correct in as much as it referred to the fact that nothing has been found in inquiry. The word "inquiry" in the letter referred to JPC inquiry and not CBI probe, he clarified.

CBI alleged that the conduct of Solanki, who was then External Affairs Minister, in handing over the said letter containing "false" statements to his Swiss counterpart Rene Felber, amounted to an offence under sections 192 and 340 of CRPC (attempting to obstruct the course of justice). (PTI)

Developing countries should be watchful of developed countries: Patel

ANAND, Nov 10: Chairman of the National Dairy Development Board (NDDB) Amruta Patel today said developing countries should be watchful of attempts of the developed nations to skew international trade in their favour.

Speaking at the inauguration of the international workshop on livestock and livelihoods here, Dr Patel raised pertinent questions like sustaining pressures from Governments of developed countries in favour of growth in trade in their respective countries.

"Fortunately, the stars have been shining on the poor and developing countries by their coming together at the earth summit and at Cancun," she pointed out.

The workshop on ‘livestock and livelihoods : Challenges and opportunities for Asia in the emerging market environment’ is being hosted by the NDDB (India) and Pro-Poor Livestock Policy Facility (PPLPF) of the Food and Agricultural Organisation (FAO) of the United Nations, which has brought together selected individuals, representing national and international organisations involved in livestock research, development and policy making in Asian countries, to deliberate on the challenges faced by small holder producers.

Dr Patel further said that the evolution of rules of international trade is a subject of greater concern to all the countries present, and while developed countries continue to subsidies milk production and the export of dairy commodities, they are pressurising international bodies to legitimize non-tariff barrier that would otherwise be unsustainable scientifically, she pointed out.

The game plan of the developed countries is the single most obstacle and threat to countries truely desirous of creating the space to enable their small holder become productive and to help them find the means to better life, she added.

Dr Patel also said that FAO’s PPLPF initiative can play key and important role. "Policy and programme formulation requires unbiased objective and realistic information. Livestock policy making in India and other developing countries suffer a serious disability because of lack of reliable data and knowledge," she said. .

Asian countries like Bangladesh, China, India, Indonesia, Nepal, Philippines and Vietnam and eight organisations like Swiss agency for Development and Co-operation (SDC), Department For International Development (DFID), International Food Policy Research Institute (IFPRI), International Livestock Research Institute (ILRI), International Farm Comparisons Network (IFCN), Capitalization of Livestock Project Experiences India Project (CALPI), FAO and NDDB are participating in the workshop.

Some of the distinguished participants of the workshop include Mrs Leticia Ramos Shahani, Presidential Adviser on Culture, Republic of Philippines Dr Samuel Jutzi, Director, Animal Production and Health Division of the FAO, Rome and Dr David Leonard, Dean of International Studies, University of California, Berkley, United States.

Dr John Mellor, former Director General of IFPRI, delivered the keynote address on ‘agricultural growth and poverty reduction - the rapidly increasing role of smallholder livestock’.

Dr Mellor said that the livestock production in Asia is growing at a much faster rate than any other agricultural commodity and it is expected that in a few years, it would account for nearly half of the agricultural output, in value terms.

"In India, dairy product accounts for about 70 per cent of the livestock produce. The demand for livestock products in developing countries is predicted to triple in the next 20 years, offering opportunities to farmers to improve their incomes," he said.

He said small-scale producers supply the largest amount of livestock prdoucts consumed in south Asia, and an estimated 235 million rural poor sustain their livelihoods through livestock sector.

Mr Mellor said although the rural poor have a major stake in the livestock sector, the large majority of them have, thus far, not been able to get desired benefits of the opportunities presented by the demand led growth for livestock prdoucts. (UNI)

Assembly polls test for incumbent Congress CMs: Mahajan

LONDON, Nov 10: Asserting that the upcoming assembly elections would be fought on issues concerning the states going to polls, BJP general secretary Pramod Mahajan has said they would be a test for icumbent Congress Chief Ministers and not for Prime Minister Atal Bihari Vajpayee.

Mahajan also expressed confidence that the BJP will win in four of the five states going to assembly polls.

"Definitely, the BJP will defeat the Congress in Madhya Pradesh, Rajasthan, Chhattisgarh and Delhi. In Mizoram, we are still a small party, and we will definitely enter the assembly there," Mahajan told BBC Hindi special programme Aap Ki Baat BBC Ke Saath broadcast last night.

He said in all the five states going to polls in the next three weeks, it would be issues concerning the states on which the elections would be fought.

"This is a test for Digvijay Singh, (Chief Minister of MP), Ashok Gehlot (Chief Minister of Rajasthan), Ajit Jogi (Chief Minister of Chattisgarh) and Sheila Dikshit (Chief Minister of Delhi). This is not a test for Prime Minister Atal Bihari Vajpayee."

Asked why BJP has given up Art 370, construction of Ram Temple and other major issues, Mahajan said: "We are ready to abrogate Art 370 from the Indian Constitution tomorrow, but it requires two-third majority, which we do not have. Common Civil Code is the need of the hour. It is a necessity. But except us there is nobody in Parliament who is prepared for it."

Mahajan claimed that during the last five years, the progress made by India economically, socially and at the international level, would ensure the BJP victory in the next Lok Sabha elections.

As far as the Centre is concerned, "the development has been unprecedented during tenure of Vajpayee Government. The foreign exchange reserve is 100 billion US dollars. For the first time we are returning the debts of IMF and the World Bank.

"Earlier 2 lakh people had mobiles, now two crore of them have it. But this election is not being fought on the performance of the Centre. It is being fought on state issues.

Though these assembly elections would not have any impact on the Lok Sabha elections, "we would like to be victorious in these, as we want to be in the Lok Sabha elections."

When a listener from Sambalpur in Orissa referred to the confidence expressed by Ajit Jogi in sweeping the polls in Chattisgarh, Mahajan said "Jogi has never won an election in Chhattisgarh. He was not even a member of the state assembly when he became the Chief Minister. He was parachuted to become the CM.

"In our view, in the assembly of 90 seats, we have either won 80 seats at some time, and we were behind in about five-seven seats.

"If you look carefully, the boat of Ajit Jogi is rocking in Chattisgarh, and finally he would find it difficult to pull it through even for his own seat." (PTI)

Former MP Congress gen secretary sentenced to 7 yrs RI

BHOPAL, Nov 10: A local Court today sentenced former Madhya Pradesh Congress general secretary Inder Prajapat to seven years rigorous imprisonment for a murderous attack on party colleague Manak Agarwal in July, 2001.

Holding Prajapat guilty of attempt to murder, Additional Sessions Judge Abhay Kumar also imposed a fine of Rs 10,000 and ordered that the convict’s jail sentence would be extended by one year if he failed to pay the penalty.

In his judgement, pronounced in Prajapat’s presence, who had appeared before the Court in view of the arrest warrant issued against him on November 5, the Judge observed that since the accused did not have a criminal background, no tough punishment was being given as he was unlikely to pose any threat to society.

The Court observed that the fact that Prajapat committed the crime in a fit of rage following reports about his wife in newspapers, cannot be ignored.

However, since Prajapat had opened fire at Agarwal and the latter could have succumbed to bullet injuries had immediate medical attention not been available, he must be punished, the Judge held.

According to the prosecution, irked by certain reports about his second wife, Prajapat had rushed to the house of Agarwal, also a former state Congress general secretary in the morning of July 29, 2001 and opened fire from a pistol when the latter was plucking flowers in the garden.

Prajapat later surrendered to the police thinking Agarwal, who is currently chairman of State Small Scale Industries Corporation, had been killed. (PTI)

Nanavati Commission asks noticees to reply by Decemeber 12

NEW DELHI, Nov 10: The Nanavati Commission, probing the 1984 anti-Sikh riots, today asked senior Congress leaders Vasant Sathe and Kamal Nath and Delhi Police Joint Commissioner Amodh Kanth and other noticees to reply by December 12 to the evidence brought against them on record by the witnesses.

The Commission on October 28 had issued notices to them and 11 others under the Commission of inquiry act asking them to produce evidence in their defence as it felt their reputation was likely to be "prejudicially affected" by the inquiry report.

The noticees were today supplied with the materials and were directed to reply to the evidence brought against them in respect of the riots that followed the assassination of Prime Minister Indira Gandhi.

Asked to comment on the evidence which has come against him before the Commission, Sathe told reporters that "I have just got the materials and I have to go through it."

However, his counsel and party MP R K Anand was quick to add that "everything has been politically motivated".

Anand, appearing as counsel for Kamal Nath accepted the materials on his behalf.

The then Congress MP from Karol Bagh, Dharam Das Shastri and the then Additional Commissioner of Police Gautam Kaul appeared before the Commission.

About the evidence against him, Kaul said there has been a small mention about him in the statement of a witness regarding an incident around Rakabganj Gurudwara. "I will clarify them to the Commission," he said.

Kanth failed to appear before the commission.

Others who appeared before the Commission were the the SHO of Paharganj K K Manan and SI Hoshiyar Singh, then in-charge of police force in north avenue.

Kamal Nath and Sathe are alleged to have led a mob that attacked Gurudwara Rakabganj here while Kanth and Manan are accused of arresting 16 Sikhs including five minors and four women who were firing in their defence during the riots in Paharganj area.

Later, both Kanth and Manan, now an ACP, were awarded President’s medal for the their role in arresting them.

The one man Commission headed by Justice G T Nanavati, has already completed recording of evidence and is scrutinising the same before writing his report.

However, the Commission is supposed to issue notices to all those persons whose reputation, in its opinion, was likely to be prejudicially affected by the inquiry. (PTI)
