Additional
powers to Panchayats
Sir,
This is a
matter of fact that since about twenty
three years, there was no election of
Panchayats. But the
administration/supervision and discipline
of the various Government Institutions
and employees was in the hands of
different highly educated and highly paid
officers of the concerned Institutions.
Therefore, the working and business of
Government institutions was quite fair
and smooth. If Government delegates
additional powers to Panchayats in
connection with the supervision of the
employees of the various Government
Institutions located under the
jurisdiction of the Panchayats, a new
chapter of unnecessary litigation will
start between less educated
Panch/Sarpanchs and qualified Government
employees of these institutions.
Moreover, to please the Panch/Sarpanchs
of the Panchayats, the Government
employees may adopt measures of
corruption in this regard. Therefore, the
Panchayati Raj Act 1996 is quite
sufficient for the these Panchayats,
provided the Panchayats may be able to
implement the same in their daily routine
work.
At
present, there are three categories of
the Panch/Sarpanchs in few Panchayats.
The first
category is of such Panch/Sarpanchs who
are educated and may understand the
contents laid down in the Panchayati Raj
Act 1996.
The second
quality of Panchs in few Panchayats is of
such persons, who may either put their
signatures or thumb impression. Hence
these may complete the quorum only.
The third
quality of Panchs in few Panchayats is of
such persons who are big defaulters and
have to pay thousands of over due loan
either to cooperative societies or banks,
such characterless persons are always
habitual of earning money by illegal
means, one way or the other.
Therefore,
the related supervisory staff is
requested to conduct an impartial survey
of each Panchayat and submit their report
to the concerned higher authorities for
further necessary action.
In the
light of above circumstances, it is
further requested to the concerned higher
authorities of the Panchayat that the
additional powers in regard to
supervision of the Government employees
of the various Institutions located under
the jurisdiction of each Panchayat may
not be delegated until the
performance/achievements of the
Panchayats are got examined and verified
physically in the light of development,
health and sanitation of each village
falling under their jurisdiction.
This will
be not out of place to mention here that
it is very much easy to lodge any
complaint against any employee, but it is
more difficult for the Panchayats to
prevent residents from tying animals on
thorough fare/lanes of the village and to
put Gobar heaps on the bank of
roads/passage. Because such practice will
cause adverse effect on the voters of
concerned Panchs in future.
