Plight of Pull Doda people

Sir,

Pull-Doda township is situated on Batote-Kishtwar NHIB and 55kms away from Batote. Neeru Nallah of Bhaderwah also joins with mightly River Chinab at Pull-Doda.

The inhabitant of Pull -Doda comprising of more than 300 families have built up their pacca houses cum shops there with a view of their permanent settlement. A lot of investment have been made by them.

There are number of wholesale cum retail shops on either side of Batote-Kistwar NH-1B. Being centrally located there are number of Hotels, Dhabas, Khokas and Rehries etc. In addition to it there are number of institutions such as J&K Bank, Post Office, Govt. Girls High School, Govt. Boys Middle School, Govt. Pry. Health Centre, Govt. Ayurvedic Dispensary and other private Educational Institutions etc. A well furnished Dak Banglow having a capacity of six double bed rooms also exits there.

But Alas! all this is being submerged under water before December 2004 or 2007 which is the estimated time frame for completion of 2nd phase of the Project at Chander Kot over River Chinab.

Since the two Kms stretch of Batote-Kishtwar National Highway at Pull-Doda is also being submerged as such the Government has started the construction of alternate alignment from Khallaini via, Peryote and then to connect it with Bhadarwah road just about 1 Km away from Pull-Doda.

The journey on this alternative alignment shall be very cumbersome from the way farers of Doda town, Bhadarwah Tehsil, Kistwar Tehsil, Gondoh Tehsil, Thatheri Tehsil and Padder Mavwah, Dachchan, Chatru Niabats etc. The people have to negotiate number of un-wanted Zigs and rising gradient right from the take off point from Pull-Doda-Bhadarwah road.

Had this alternative alignment been got surveyed by an expert Civil Engineer of PWD the length would have not been more than 8 Km and with one or two Zigs at the most and thereby avoiding the Nepli slide zone and steep Gradient as well. The cost would have also been reduced and above all thereby making smooth-possible journey for thousands of vehicular traffic on this road.

Further the Government has also ordered the concerned authorities to assess the losses thus occurred due to submerging of the township. The Distt. PWD authorities and Revenue Deptt., are busy with the assessment work but so far no solid work is reported to have been done.

The people being displaced are longing for their migration/rehabilitation after receiving the compensation of their home and hearth. It is feared that some people may suffer from heart attack because of the fact they have to vacate their ancestoral as well as personal property and look for future livelihood at some new place destined for them as migrant like Kashmiri Pandits or border area people.

Hence the present Government should come forward with liberal and healthy proposal for their re-settlement by paying early compensation amount to each and every family before they are forced to vacate their houses/shops. If compensation is paid well in time and before vacation they will be in a position to arrange the desired destinations which is eagerly awaiting/arranged by his Almighty the God.

Scrap indus water treaty

Sir,

I have gone through many news items in your esteemed newspaper and impressive editorials highlighting silly approach followed by our then leadership while signing Indus Water Treaty and recent preconceived report of Pak Delegation regarding Baglihar Power Project. It is quite painful that we have signed such type of treaty which prevents us from exploiting our natural water resources for our own progress.

The worst part of the treaty is that we have to follow Pak's terms and conditions before we plan to use the potential of our own waters at our own soil. No country can afford to go for any such treaty compromising its own honours, dignity and interests, but Govt. of India enjoys the exception in this regard. We export them free fresh water, they export killers. We gave them most favoured Nation status, they threaten to use nuclear bomb, we offered them Dewali goodwill gestures, they say "Quit Kashmir First". What is this? Why we should go down upto unlimited extent. Pak takes it as our weakness.

The demand of the present time is that whole Indus Water Treaty be reviewed, giving priority to our own needs and demands, especially the construction to cross border river, Canal, from Pak to Rajasthan to enable us to use our rivers water again in drought prone areas of Rajasthan before it vanishes in Arabian Sea, otherwise scraping of this treaty has no alternative.

It is also not out of place to mention here that when Pak is seriously accepting the 'Simla Agreement' between India and Pakistan, which was executed after 1971 War between the two countries, why should we take the Indus Water Treaty so seriously for its implementation?
