Action Committee Zanskar calls on Rigzin Excelsior Correspondent Leh, Nov 8: The leaders of Action Committee Zanskar comprising of Sonam Namgyal, Captain Chhosphel and Skarma Rinchen today called on Science and Technology Minister, Nawang Rigzin Jora to discuss various problems of Zanskar. The leaders lamented about inadequate representation to Zanskar in the recently constituted LAHDC Kargil elections in which the people of Zanskar have been neglected. The Zanskari leaders demanded immediate steps to redress their grievances. They also sought immediate resumption of helicopter service to Zanskar during winter months to provide connectivity to the region. They demanded that the telephone exchange be made functional and asked the Minister to take up the matter with the Telephone authorities in the State. The Minister assured the delegation of all possible assistance. |

scene of SI Sandeep case Excelsior Correspondent JAMMU, Nov 8: The Anti-Corruption Court has discharged the co-accused Ajay Mahajan facing trial in the much publicized Rupees one lakh bribe case in which deceased Sandeep Pal Singh, the then Sub-Inspector of Police was the main accused and had died under mysterious circumstances during investigations in Bakshinagar Police Station in January 1997. In his 28 page judgment,Special Judge Anti-Corruption Jammu, Mr MK Hanjura observed that in the instant case is a sinister camouflage and subterfuge taken recourse to by the authorities of CBI/SIU-XVI to throw dust into the eyes of all those involved in the death of Sandeep Pal Singh, a young Police Officer who breathe his last in Police Station itself. The deceased was subjected to sustained interrogation by then SSP Jammu, Mr Mohanti and others as is brought to the fore from the perusal of the material on record. His death was said to be a murder by his kith an kin, perpetuated by Police Officer while as the Police Officials who interrogated him and in whose presence he died in uniform treated it a suicide. "This is an eloquent instance of indifference and inhuman approach of the so-called premier investigating agency of the Republic of India, i.e Central Bureau of Investigations (CBI) and that too in a case where the life of a person in uniform was not snuffed out but all the directions of the High Court given in a writ petition were floated with absolute impunity. The Court further said that the State Government sensing the nature of the case where a man in uniform died in Police Station and public outcry and uproar that an illegal activity of smuggling carried on by men who mattered died with the death of Police Officer, asked CBI to prove into the matter. The case was registered against the accused on March 26, 1999 and the statement of complaint recorded on May 30, 2000. The statement of witnesses was also recorded after considerable delay. The case has been investigated for too long but despite that the most important witness, the then SSP Mr Mohanti, who interrogated the deceased, was not examined. His examination would have clinched so many issues. The driver and the conductor of the Tanker in which aromax was allegedly loaded have also not been examined by the investigating officer. Mr Hanjura further observed that the instant case from yet another angle i.e in case the deceased would have admitted to have paid any part of the bribed money to the accused Ajay Mahajan or would have stated that he was abetted by the accused in the offence of bribery, a mention of it would have definitely been made in the First Information Report (FIR). The contention that the constables who accompanied the deceased received the amount of rupees 10,000 each from the bribe money has been negated by the constables. The constables have also stated that the deceased didnt receive any bribe in their view and presence. These constables have neither been arrayed as accused not pleaded for prosecution version. Both these constables Surrender Singh and Ranbir Singh were present when the deceased was interrogated by Mohanti and his team. The irony of the case is that this IPS officer has never been questioned by CBI in the instant case or in the light of the directions of the High Court. The investigations have been carried in a manner as would indicate that accountability and supervision by the seniors has become a casualty in CBI. With these observations, the court discharged the accused Ajay Mahajan at the stage of framing charges and directed that the copy of this order be sent to Director CBI for persual. |
Peerzada, Mula Ram inaugurates Jhiri Mela Excelsior Correspondent Jammu, Nov 8 : Minister for Rural Development Peerzada Mohammad Sayeed accompanied by Minister for Social Welfare Mula Ram today formally inaugurated Jhiri Mela and threw open it for general public. The 7 day long Jhiri Mela which started on 5th of November will culminate on November 12. Till date over 5 lakh people have visited the mela site. Speaking on the occasion, Peerzada Mohammad Sayeed appreciated the efforts of several Government departments who displayed their products in their respective stalls installed at the Mela site. He said by organizing such melas better marketing facilities and outlets are provided both for artisans. He said that consumers throng in large numbers and hoped the visiting people would take maximum benefit from the opportunity. He also said the Government have launched several schemes for encouraging people in setting up their income generating units and added financial assistance would also be provided by the Government. Both the Ministers visited different stalls and evinced keen interest in the products displayed on these stalls. They were briefed about the products displayed by the farmers. The stalls visited include Animal/Sheep Husbandry, Sericulture, Agriculture, Horticulture, Handloom and Handicrafts departments. The Ministers also witnessed free style wrestling on the occasion and distributed prizes among the winners and runners up wrestlers. Earlier, Mr. Mula Ram also visited revered Baba Potu Devasthan near Gho Manasa and offered prayers for the welfare of people and prosperity of the state. He also took stock of the arrangements of drinking water, electricity and other civic facilities for the visiting devotees. |
Two day inter-college workshop organised Excelsior Correspondent JAMMU, Nov 8: Public Awareness Society (PAS), an organisation of senior NSS volunteers organised two day inter-college workshop on present education and quest for reforms of it on Nov 8 &9 at Govt SPMR College of Commerce. This workshop is being attended by about 170 NSS volunteers representing various degree colleges of Jammu province. This workshop was inaugurated by Minister for Education, Harshdev Singh. NSS Coordinator of Jammu University Prof V K Kapoor was the guest of honour. Prof Rita Munshi Principal of the college presided over the function. Mr Harshdev Singh while speaking on the occasion congratulated the NSS volunteers and specially the Public Awareness Society for organising such a programme. He stressed the need of active participation of educated youth in bringing social transformation in the education system by inculcating the scientific temperament in the minds of the youth for the welfare and upliftment of the society. Prof V K Kapoor appreciated the approach of the young education Minister in protecting multi-dimensional prospects in the higher education. Charak meets Sonia, Karan Singh,
seeks Excelsior Correspondent JAMMU, Nov 8: To seek support for getting Dogri language included in 8th schedule of the Indian Constitution, president Dogra Sadar Sabha and MLC Gulchain Singh Charak visited Delhi and met various political leaders, including Sonia Gandhi and Dr Karan Singh. In his meeting with Sonia Gandhi, Mr Charak urged the Congress chief to impress upon NDA Government to bring a bill for inclusion of Dogri in the 8th schedule of Constitution during the ensuing Parliament session. Sonia Gandhi reportedly assured the Dogra leader that her party would try at best to impress the ruling alliance in this connection. Mr Charak also met some other political leaders, including Dr Karan Singh and apprised them about the growing unrest in Jammu region because of non redressal of their most genuine demand. Despite the fact that Dogri is mother tongue of more than 1 crore people and is spoken in J&K, Himachal Pradesh, Punjab and PoK besides its recognition at the University and Sahitya Academy level, the language has not been included in the 8th schedule and given due recognisation, he lamented. |
Mortal remains of Bakula
to be consigned Excelsior Correspondent Leh. Nov 8: The mortal remains of Buddhist spiritual leader Rev K. G. Bakula will be consigned to flames on November 16 near Spituk Gompa at Leh. Rev Bakula died in New Delhi on November four after a brief illness at the age of 86. Soon after reaching the mortal remains of Rev Bakula yesterday at Leh, the head of Lamas and Buddhist astrologers busied themselves in finding an auspicious day for the consignment to flames. The meetings were held under the religious leader Sras Rinpochhey as he looks after the abodes of Bakula Rinpochhey. Religious prayers have since begun at Spituk Gompa and all other Gompas of Ladakh attended by thousands of Lamas including nuns. A large number of people and devotees are coming to Spituk Gompa to pay the last homage. The Chief Executive Councillor LAHDC, Thupstan Chhewang, Science and Technology Minister, Nawang Rigzin Jora, Executive Councillor Rigzin Spalbar, D. C. Leh, Tashi Dorje, SSP Leh, Tsering Phunsong today held a meeting with the authorities of Spituk Gompa, President LBA and relatives of departed leader and discussed about the measures to give a befitting adieu. The mortal remains of K. G. Bakula will be consigned to flames with full state honour. The cremation ceremony is being expected to be attending by senior leaders of the Centre as well as of the State. Thousands of people of Ladakh coming from every nook and corner will also participate. The Science and Technology Minister urged upon the district authorities to ensure proper arrangements. |
Coalition Govt failed to come up
to people's Excelsior Correspondent JAMMU, Nov 8: Making a strong dig at Peoples Democratic Party (PDP) led coalition Government, the National Conference (NC) provincial president and MLA Anantnag, Dr Mehboob Beg today accused the coalition partners for their failure in coming up to the expectations of the people of the state. Addressing a meeting of Kashmiri migrants at Patoli Brahamna, here, this evening, the NC leader said the peoples hopes have been totally belied as this Government has failed to fulfill the poll promises. He said people voted in favour of the coalition partners under this impression that the NC was cause of all their woes and miseries and Mufti Mohammed Sayeed could be the ultimate solution to their all problems. But this is not the situation at present and the people are now fed up with this Government now, he added. Strongly criticising the much hyped healing touch policy of the Government, he said it has given nothing to the people. By providing the jobs to handful of people in big public rallies will not solve the unemployment problem which the state is facing, he added. Lashing out at the coalition Government, he said the medicos and other meritorious candidates today feel humiliated when they are given the contractual appointment orders in PDP rallies He, while justifying the former Chief Minister, Dr Farooq Abdullahs stand on militancy said, former NC chief always spoke truth as he did not want to keep his people in dark about the reality and facts. Blaming the Government for its failure in giving protection to Kukka Parrey and Javed Hussian Shah, Dr Beg said after the killing of Mr Shah there were reports that Parrey will be the next target of terrorists despite that his security was not beefed up. And after Parrey was killed the Government tried to adopt the policy of escapism. Dr Beg, while asking the Chief Minister to be straight forward in his policies and stand , alleged that the present crisis are because the politicians did not adopt the straight forward policies for last 50 years. Decrying terrorism and gun culture in the strong terms, he said when the world is doing business on internet and mobile, the Kashmiri youth have spoiled their future by taking to arms. He said the militants have no religion and the same gun which killed Pandit leader Prem Nath Bhat 14 years back in Anantnag few days back eliminated Zulifkar a PDP leader when he was coming out of a mosque. He said the main reason for the advancement of Kashmiri Muslims was that they lived in good company of Pandits for hundreds of years together. Nowhere in India the Muslims are socially and culturally so advanced as in Kashmir he added. Supporting the migrants demand for setting up of an Auqaf and Gurdwara Prabhandak Board type Body for the protection and development of religious places of Pandits in Kashmir he assured them that he will take up this issue in the coming Assembly session. He also assured the people that he will take up their local problems with the Party MP Talib Hussian and persuade him to provide some money out of the Constituency fund for the development of the area. The meeting among others was also addressed by NC minority Cell leaders M K Talashi and Ashok Hangloo, MLA Brang Nanaji,Gopi Nath and chairman Sharda Colony. |
Corporation constituted to
purchase drugs, check malpractices Excelsior Special Correspondent JAMMU, Nov 8: Jammu and Kashmir Government has constituted Health and Medical Supplies Corporation and formulated a new drug policy to check malpractices in purchases and eliminate possibilities of supply of spurious drugs in the State. The Corporation would be fully autonomous and self-financing. The corporation will take into account the changing public health priorities, epidemiological condition as well as progress in pharmacological and pharmaceutical knowledge across the globe. Health and Medical Education Minister Ch. Lal Singh disclosed this at a meeting while reviewing the achievements made in the health sector during one year of the coalition Government. Mr. Singh said that the new drug policy would not only discard the present system of procurement of unnecessary drugs and their combinations but also remove discrepancies in rate supply by the same supplier. He said that transparency in procurement, storage and supplies would be the hallmark of the new policy. To ensure its credibility, the corporation is establishing on-line drugs stock monitoring in all the district warehouses with the central provincial warehouse. On Jammu and Kashmir being adjudged as the third best state in medicare facilities in the country after Goa and Delhi, the Health Minister said, we are striving not only for attaining the first slot but efforts are directed for international acclamation and competition. He said in the first instance, the medicare services have been improved with better discipline and patient care that enabled Jammu and Kashmir to be adjudged as third best in the country. He said that all hospitals have been upgraded for easing the burden on the medical colleges by the Government. New blocks are being added in district hospitals at Anantnag, Budgam, Baramulla, and Jawaharlal Nehru Memorial Hospital (JLNM), Srinagar that would increase bed strength of these institutions to 300, 150, 200 and 300, respectively. Similarly, the new Sopore hospital would be 200-bedded. For the first time in the medical history of the State, a unique conception of a medical museum came to be realized with the adoption of century old JLNM building into a museum. The bold initiatives in the health sector included taking over of SKIMS and Kashmir Nursing Home for better management to make these as the institutions of excellence to serve the ailing humanity better. Cath Lab facility has been provided at SKIMS to facilitate the patients who had earlier to go outside the State for it. Two accidental hospitals are being set up on Jammu-Srinagar national highway to provide timely specialised medicare to accident victims and other patients. Two nursing colleges have also been planned one each for Srinagar and Jammu. The Government has also decided to open a Dental College in Jammu while the intake capacity of Srinagar Dental College has been doubled. Post-Graduate classes in dentistry are also being introduced at Srinagar College. |

Excelsior Correspondent JAMMU, Nov 8: Three persons were killed in separate road accidents while as a woman died due to mishandling of a gun by two persons. Police spokesman said that a woman Guddi, wife of Masta of Kandi Piano under the jurisdiction of Majalta Police Station died due to mishandling of country made gun by Ashok Kumar, son of Bindu Ram of Babby and Gian Chand, son of Dulia of Planu Majalta. The girl was rushed to hospital in critical condition where doctors pronounced her as brought dead. Police has taken the cognizance of the incident. One Jagdish Kumar, son of Gharu Ram of Rajpura was killed in road accident at Batera near Arya Samaj Mandir Akhnoor. He was rushed to Government Medical College Hospital by Head Constable Kaku Ram but he succumbed to his injuries soon after his admission in hospital. Police has registered a case in this connection. In another road accident, an unidentified man was killed at Sarore Adda. He was spotted in pool of blood by ASI Kalayan Singh of Bari Brahamana Police Station and rushed him to hospital where he was declared brought dead. In yet another accident, one Sheikh Mumtaz, son of Alaf Din was killed and Abdul Latif, son of Mohd Saleem received severe injuries in road accident at Malik Market, Narwal. Both were rushed to hospital in critical condition where Sheikh Mumtaz succumbed to his injuries. Meanwhile, a womanSuneeta, wife of Medan Lal of Chopra Shop Udhampur, who was admitted in GMC Jammu for the treatment of burn injuries she had sustained in accidental fire at her residence on November 3, succumbed to her injuries today. |
Traffic Police challans 23,826 vehicles in Oct Excelsior Correspondent JAMMU, Nov 7: The Traffic police challaned 23,826 vehicles and realised revenue to the tune of Rs 27.70 lakh during the month of October. The figures indicated that a sharp increase has been witnessed in the revenue generation this month as compared to last one. Special emphasis was given during the previous month on the visible offences. Accordingly, 10,155 persons have been challaned for driving two wheelers without wearing crash helmets, 2614 vehicles for wrong parking, 1438 persons for pillion double riding, 1052 persons for driving light vehicles without safetry seats belts, 702 for commercial vehicles over-loading, 218 for using pressure horn, 361 for emitting excessive smoke, 299 persons for driving without licence, 109 for violation of route permit and 103 for without fitness certificates. According to SP Traffic Special emphasis was being laid to ensure proper flow of traffic during peak hours. However, concept of crossings seems to have been set aside as most of the chowks have been closed from two sides and traffic cops have been lifted from these crossing just to raise money for the department and otherwise. The general public has been left to suffer or to take on long diversions like Rehari Chungi, KC crossing and many other chowks. The police claims to launch special drive against pressure horn, playing of music and over-charging by the operators. |
NC Govt sank interests of
Jammu people By Gopal Sharma JAMMU, Nov 8: The previous National Conference Government totally surrendered before the Punjab Government and sunk the interests of Jammu people into Ranjit Sagar Dam ( Also known as Thein dam) while making negotiations before formally launching the work on this prestigious hydel power project over river Ravi. Congress Minister for Health and Medical Education, Mr Lal Singh in an interview to Excelsior disclosed that the previous Government caused massive setback not only to the people to his Basohli constituency but also to the entire region for not seeking strong commitment from Punjab Government which now is turning down the agreements made before commencement of work on the project. No bridge , no road communication to adjoining Punjab and Himachal is being ensured. The meager funds to the tune of Rs 14 cr for maintenance of roads and construction of new road to Basohli was found to be inadequate. While more than 22 villages immersed in the dam waters and several link roads have been disappeared, the Punjab Government despite repeated requests has not provided adequate funds for connecting affected villages. Motor boats operation has become very vital to connect these cut off villages, but again the Punjab Government which enjoys the operational control over Dam waters and lake has turned down the request of the J&K Government to operate motor boats from Satwain to Basohli and several other areas lying in the interiors of 20 to 30 kms lagoons. The lake is larger than Wuller and becoming temporary habitat for large number of migratory birds from Siberia. Giving more details, the Minister claimed that about 70-75 % area has been lost in the dam waters by the J&K state still. " We have been turned weak before them. At one time, we were at the receiving end and were capable to struck a good deal with Punjab Government regarding power sharing and other benefits. Those at the helm of affairs at that time, seems to have totally surrendered the interests of our people and left the people here on the mercy of Punjab. The area today is totally isolated. We will be the losers in terms of power sharing, road communication as well as fishing trade as well," he maintained. The proposition of providing power to J&K at no profit no loss basis as per old agreement is no way suitable to J&K because it comes out to be more than Rs 5 per unit which is very costly affair. It was also decided that a family which will lose total land or entire house in the dam waters, one of the family member of that affected family will get a job in the project. About 184 such persons are without job and despite recommendation by the Revenue authorities here were never accommodated. Similarly, the Punjab Government which agreed upon for providing irrigation facilities to Kathua and Jammu districts through proposed Shahpur-Kandi canal project, was no where visible till now. The olden rope way trolley connecting Basohli -with Pun jab and serving as bridge over Ravi was drowned in the river and dismantled but Punjab authorities or even Centre not bothered to provide an alternative link/ bridge at any point. Referring to another question, Mr Lal Singh said that with the creation of a large beautiful lake with dam waters, its scenic beauty can attract a large number of tourists if several areas like Satwain and others around beautiful lagoons are developed as tourist resorts. Beautiful parks, water-kingdom, mini-beach can be created at the bank for attracting tourists. This way, the economy of the area will also improve. He said that proposal has been discussed with the Minister for Tourism and special teams will be taken to the area to select some sites and initiate work. But before that an alternative shortest possible road link from Kathua to Satwain is must. Earlier, the road distance from Kathua to Basohli was 40 kms and now it is around 87 kms because old road has submerged in water. It takes about four hours by bus from Kathua and the road condition is worst. The road communication is vital for tourism promotion, he added. |
