Raas Leela enthralls devotees in Ati Maha Vishnu Yagna

JAMMU, Oct 31: As the havan amidst recitation of Vedic Mantras and chanting of hymns, continued at the Ati Maha Vishnu Yagna, thousands of devotees today took Parikarama of the Yagyashalla to get Moksha.

There was heavy rush of devotees in Tawi Island and most of them were seen performing Parikarma. What to say of aged people, even teen-agers and kids were seen taking Parikarma.

On the other hand, large number of devotees were seen lined up outside Kutia of Balak Yogeshwar Maharaj to have glimpses of the saint who is the main source behind organising this historical Yagna in the City of Temples.

Chanting ‘Haray Rama Haray Krishana Krishana Krishana Haray Haray’ and reciting mantras, devotees since morning were taking Parikarama. Though the total radius of Yagyashalla is about 750 square feet, devotees were seen determined to take atleast 108 Parikaramas as Balak Yogeshwar Maharaj has advised the people to do so to take benefit of this Yagna.

Clad in Dhotis and Kurtas some teen-agers and kids, who were also taking Parikaramas, were the attraction of the people. They were singing Bhajans and chanting slogans in favour of Lord Rama and Krishana. Notwithstanding the distance, some of them were determined to take 108 Parikaramas. So enthusiastic were the devotees that some of them completed 27 Parikaramas in one day.

However, number of devotees are increasing with every passing day and the Ati Maha Vishnu Yagna being held at Tawi Island entered sixth day today. Chanting religious slogans, thousands of devotees from city and rural areas today visited venue of the Yagna.

Apart from performing Parikaramas, devotees also participated in religious functions including recitation of Ramayana Paath and Hanuman Chalisa. Recitation of Shrimad Bhagwat Puran also started today.

Apart from conducting havan, recitation of Hanuman Chalisa and staging of Raas Leela were also going at the venue of the Yagna. Raas Leela is staged by a team of artists who have come all the way from Varindaban.

Raas Leela is a new thing for younger generation of Jammu so people were seen very keen to watch who artists from Varindaban staging Raas Leela. There was heavy rush of devotees where Raas Leela was being staged by the artists. In the Raas Leela artists were depicting life and history of Lord Krishana.

However, Balak Yogeshwar Maharaj has appealed to the devotees to participate in this religious congregation and take benefit of the Yagna. He said that aim of performing this Yagna was to restore peace in the universe. He said that it is expected that after the culmination of Yagna there would be some visible results of purifications.

Large number of devotees today interacted with Balak Yogeshwar Maharaj and took Parshad and blessing from him. Balak Yogeshwar Maharaj was repeatedly asking the people to take advantage of this Yagna as first time in the history of Jammu this type of Yagna is held.

He said that the Yagna, when performed, jointly amidst chanting of hymns and recitation of Mantras, is to invoke the blessings of God to strengthen the devotees to overcome even seemingly insuperable odds.

Two prominent scholars Pt. Behari Lal Joshi and Pt. Moti Lal Raina today visited the Yagyashalla and blessed those who have been sitting in the havan.

Writ against cutting of trees on NH admitted

JAMMU, Oct 31: A writ petition has been filed in the State High Court in the larger public interest and environment aspects, wherein it has been alleged that trees are being brutally cut on Jammu-Pathankot National Highway.

Justice SK Gupta of the State High Court after hearing Advocate Jatinder Choudhary for petitioners— People’s Action and Public Account Ability Organization and Senior Central Government Standing Counsel SS Nanda and CPWD Advocate IH Bhat for State and Forest Department, issued notices which were accepted by the respondents. The Court directed to file counter within four weeks and also admitted the petition for hearing.

In the petition, it was pointed that the trees are being brutally cut in an bid to improve and widening of highway from the present two lanes to six lanes and no efforts have been made to supplement the losses. It was prayed to issue directions to the authorities to plant 10 trees against one uprooted tree.

Court acquits accused caught red-handed by CBI

JAMMU, Oct 31: Special Judge Anti-Corruption Jammu, Mr MK Hanjura has acquitted Som Nath Saraf, the then Upper Division Clerk in Military Hospital, who was caught red handed by Central Bureau of Investigation (CBI) while accepting the bribe money.

In his 13 page judgment, Mr Hanjura observed that the complainant has turned the whole prosecution topsy- turvy in stating that on the day of occurrence, when he entered the office room of the accused, he handed over the bribe money to the accused but the later refused to accept it and threw it on the ground, where after the trap team of CBI and two women were already there and they collected the notes which were later sealed. " The statement of the complainant has knocked the bottom out of the arguments of the prosecution to the effect that the accused had demanded and accepted the bribe money from the complainant or for that matter the recovery was affected from him", the Court held.

The court observed that by this statement it is proved that the accused neither demanded the money nor accepted it, as a result the prosecution has miserably failed to prove the case.

The CBI had in its case mentioned that Saraf had accepted rupees 10,000 from one Rakesh Kumar for the purpose of making the job of his sister-in-law permanent as nurse in the Army Hospital. The complainant had approached CBI and a trap was laid on August 20, 1989. After investigations, a challan was presented.

Property dealer stabbed

JAMMU, Oct 31: A property dealer Sudhir Gupta alias Pappu Comrade was stabbed by three persons in his house at Green Enclave, Rehari Colony this afternoon. Police have detained three persons in connection with the attack, one of whom was also injured in the scuffle, and was looking for another accused.

Police said three persons knocked at the house of Pappu Comrade at 4 PM today. As he came out of the house, he was stabbed with a kirch by two accused while third kept a Royal Enfield motor-cycle ready to escape.

However, even after being injured on his back, Comrade managed to snatch kirch from one of the accused. He hit the accused Amit Kalra alias Heera R/o Sarwal with the same kirch causing him a deep wound on his arm.

A police party from Sarwal led by Police Post Incharge Sub Inspector Kamal Sangra rushed to the spot and shifted both the injured to Medical College hospital.

Police said Heera has been kept under custody in the hospital. His two associates Rajeev Kalra alias Happy and Vimal Kishore have also been arrested while another accused, who was driving Royal Enfield motor-cycle No. 7270, was still at large. Efforts were on to apprehend him.

A case against the accused has been registered at Sarwal police post for investigations. Reasons behind the stabbing have not been ascertained so far but police believed that a dispute over property could be the reason.

JAMMU, Oct 31: Project Director of the National Hydroelectric Power Corporation (NHPC) A K Gangoupadhyay today laid foundation stone of the officer’s transit camp at Rail Head Complex.

Officer’s transit camp of the NHPC will be constructed in the lane where prestigious Saraswati Dham and Vaishnavi Dham have been constructed. Foundation stone was laid in the very first plot of the lane.

Before laying the foundation, Project Director of the National Hydroelectric Power Corporation Mr Gangoupdhayay participated in the havan which was organised in connection with the ceremony of laying foundation stone. Other senior officer of the NHPC also participated in the havan. Mr Gangoupdhayay and other officers of the NHPC performed Puranahuti of the havan before laying foundation stone of the complex.

Various power projects in the State have been undertaken by the National Hydroelectric Power Corporation (NHPC) officers of the Corporation regularly visit Jammu and Kashmir. Construction of officer’s transit camp just adjoining Railway Station will help the officers in many ways.

Officers of the various Government agencies including Jammu Development Authority (JDA), Public Works Department (PWD), Power Development Department (PDD) etc were present when Mr Gangoupdhayay laid foundation stone of the officer’s transit camp.

Mufti Govt failed to curb militancy: NC

JAMMU, Oct 31: Jammu and Kashmir National Conference (JKNC) today expressed concern over the rise in militancy in the state especially in the Jammu region and blamed the coalition Government for failure to curb it during the last one year.

"We have serious concern at the deteriorating law and order situation and also over the rise in militancy in the state particularly the Jammu region as Mufti-led coalition Government has failed to curb it during the last one year," provincial president, NC, Ajay Sadhotra told reporters.

Strongly condemning recent unfortunate episode at Akhnoor and expressing sympathies with the families of deceased, Sadhotra said that coalition Government has totally failed to curb the militancy in the state.

Since this Government has come,militancy has got a fillip, sense of insecurity has housed the minds of common people and all the hollow slogans of the State Government have been exposed, he said.

It is high time the Governor intervened to take immediate steps for building confidence among the common people, Sadhotra said.

The National Conference leader also expressed grave concern at the miserable condition of border migrants and condemned the State Government for not giving relief package since September 2003.

Cash relief, fodder, kerosene oil of before September has also not been given to the people, he said adding the border people have lost their animals, houses have been damaged, schools have been closed and agricultural land has become thick jungle.

The people are afraid of cultivating agricultural land as they apprehend that mines may be laid in it, Sadhotra said.

National Conference leaders have asked the Government to get agriculture land of the border people tractorised in order to ensure that there is no loss of life due to mines, he said.

Sadhotra said the total neglect of border villages by the Government has created an atmosphere of mistrust among the people adding it was unfortunate that Government of India has released a package for the border migrants but it has not reached them.

JAMMU, Oct 31: A group of unidentified thieves struck into the office-cum show-room of Asian Sales Corporation and Sonali Book Centre on Canal Road (Near Science College) and decamped with cash and some goods worth over Rs 30,000.

Sources said that during mid-night thieves possibly entered the premises of Asian Sales Corps on the first floor, by climbing through a telephone pole, erected just closer to open terrace. They broke opened a side steel door and decamped with cash worth over Rs 25,000. The owner—Ravi Bakshi came to know about the incident only in the morning through his employee-Mr Pandita. Infact Mr Pandita opened the main door and found goods scattered the almirahs and cupboards broken. The owner informed Nawabad police and concerned police post staff at Canal.

The police Party from Canal Police Post led SI, Sayed Tasaduq arrived at the spot. SHO Nawabad, Mr Rajinder Sharma also reached after some time. Another shopkeeper of Sonali Book Centre, Mr Subhash Chander also came to know of the theft in his shop when he opened the shutter in the morning. The thieves had made entry by breaking back wall of his shop. They had come from the Cultural Academy premises and are said to be well versed with the area and their victims. The thieves had stolen Rs 900 cash and some costly books from his shop. The same burglars also tried to barge into another provision store in Reshamghar area (near Girls school) but as the owner woke up the thieves who were engaged in breaking the shutter, managed to escape. He even identified one of the thieves, hailing from the same area.

A dog squad from PCR was also pressed into service. The police registered an FIR and started investigation however, no clue could be established till late this evening.

SSP, Jammu Dr Kamal Saini when contacted claimed that SHO was on the job and some breakthrough would be made soon. The residents alleged that earlier security was deployed in the premises of Abhinav theatre and Guru Ravi Dass temple but it was withdrawn a few months back. Theft could have been averted if the security would have been allowed to deployed there. It may be recalled that several thefts have been taken place in the same area in the recent past but success is yet to be achieved.

Kundal assesses progress of seed
multiplication programme

JAMMU, Oct 31: Principal Secretary to Government, Agriculture Production Department B R Kundal today visited Seed Multiplication Farms Chakrohi and Chinore to assess the progress of seed multiplication programme being undertaken by the Agriculture Department at these farms.

Mr Kundal was informed by Director Agriculture Mrs Vinod Bala Sharma that Chinore and Chakrohi farms were the premier seed producing institutions of Agriculture Department which cater the requirement of high yielding variety seeds to an extent of 50-60 percent of the total annual requirement.

During the year 2002-03, about 13713 quintals of high yielding variety seeds were produced at these farms as against 12699 quintals of seeds produced during the year 2001-02. The Principal Secretary Agriculture was further told that about 23800 quintals of high yielding variety seeds likely to be produced during 2003-04 for which the farm staff is busy with the operational activities at these farms.

Mr Kundal also inspected the standing Kharif crops being harvested there through combine harvesters and also land preparation and sowing operations going on for Rabi-2003-04 crop season. During his visit, he was appreciative of the efforts of farm staff of Chinore Farm cultivating almost each and every inch of land upto zero line and directed that similar efforts should be made to bring in maximum possible area under cultivation at Chakrohi Farm also along the border.

He also inspected the progress of development works being undertaken at these farms with the assistance of NABARD loan and advised the concerned staff to improve the pace of work.

Joint Director of Agriculture (Inputs) Jammu D R Bhagat also accompanied the Principal Secretary and Director.

This was stated by state president of Janata Dal (Secular) Dhan Raj Bargotra while addressing a press conference here today. "The healing touch policy of Mufti Sayeed has been aggravating the situation in the State with terrorists having started striking at their will and whim", he said.

On what ground Central and State Governments have been claiming that radical change has been brought in the situation of Jammu and Kashmir when militants succeeded in blowing up railway track, attacking MES quarters, killing civilians and targeting BSNL office, Mr Bargotra asked and apprehended that the healing touch policy would give birth to dangerous situation.

About the appointment of 12 MLAs as chairmen of various corporations with either Cabinet or MoS status, the JD(S) state president said that this step would put additional burden on the State exchequer. "What was the fun of putting additional burden on State exchequer when the Government is not in a position to pay salaries to the employees of these corporations", he further asked. "The coalition partners have not been paying any attention towards the issues of the Common Minimum Programme (CMP) as even after one year of the Government delimitation commission is not appointed and reports of Wazir Commission, Sikri and Gajendra Gadkar Commission not implemented", he said and suggested the Chief Minister to pay due attention towards CMP. He said that JD(S) has also given a call for Jammu bandh in protest against discrimination with Jammu and failure of Government to control militancy in the State.

Srinagar, Oct 31: Chief Minister, Mufti Mohammad Sayeed has said that he was optimistic about the positive response of the people in understanding the problems and saying that the coalition Government has made a humble beginning in right direction with initiation of policy and programmes aimed at the welfare of the people and the State.

Addressing 69th Annual General meeting of Kashmir Chamber of Commerce and Industries at SKICC, yesterday, the Chief Minister said that the people of the state endured great trials and tribulations during the past 13 years but despite all odds the people massively participated in General Assembly elections and gave their verdict in favour of the present coalition Government.

Lauding the efforts of the Chamber of Industries & Commerce in keeping alive the industrial sector and traditional handicrafts for eking out livelihood for the skilled for workers and artisans, the Chief Minister said that it acted as a catalyst for expansion and development of famous handicraft industry of the state across the country and world over. Mufti Sayeed recalled old glory of Badamwari and said it would be developed as a recreational spot for the people particularly living in down town city. He said a sewerage plant Project to save the Dal Lake from pollution has been approved by the Central Government. Likewise Chunti Khul will be cleaned up of muck and silt that has accumulated there.

He said in this connection World Bank is being approached for additional finance assistance.

Regarding to the demands of Chamber of Commerce the Chief Minister said that the matter regarding lifting of ban on shahtoosh will be taken up at appropriate level. He said to boost handicrafts products outside the country possibility will be explored for holding of exhibition of Kashmir crafts in the Dubai, and other foreign destination.

The Chief Minister said that a team from Chenai comprising of leather technologists recently visited Lassipora and conducted a short-term course for enterprising youth for processing rawhides into finished leather products.

Mufti Sayeed expressed hope that the influx of tourist will increase in coming years and the necessary infrastructure is being developed to coupe with the tourist inflow.

SRINAGAR, Oct 31 : Maintaining that peace and tranquility is imperative for speedy development and revival of tourism in the State, Minister for Housing and Urban Development, Tourism, Ghulam Hassan Mir said that latest peace package by India for opening Srinagar-Muzaffarabad road and other confidence building measures is reflective of yearning for peace expressed by the people of Jammu and Kashmir in last Assembly election.

Speaking in public meetings at Kulgam and Qazigund after laying foundation stones of new modern bus stand and rest house in Kulgam, coming up at a cost of Rs. 88 lakhs last evening, the Minister said that the people want peace and urged misguided youth to eschew violence and come to negotiation table for redressal of their grievances.

Reiterating the coalition Government resolve to bring out people of state from economic deprivation and social injustice, the Minister said that welfare measures taken by present Government would lead the state to new height of peace of prosperity.

Mr. Mir said that tourism being mainstay of states economy is being promoted in big way which include bringing new places on tourist map. This he said would not only increase the income of state but would also open new employment avenues for locals.

Responding to the demand of MLAs Mohammad Yousuf Tarigami and Sartaj Madni for allocation of more funds, the Minister said that all nine towns of Anantnag district have been brought under Integrated Development of Small and Medium Towns Scheme and Rs.6 crore have been allocated during current financial year for construction of lanes, drains, street lights and parks.

The Minister said a modern shopping complex is being constructed at new bus stand Kulgam, which would be allotted to the hard cases, effected by beautification drive.

Speaking on the occasion the MLA M.Y.Targami said that the recent Assembly election has strengthened people’s faith in democratic and secular polity of the country. He welcomed the peace initiative of New Delhi and said that the improved ties between India and Pakistan would benefit the people of Jammu and Kashmir most. He also demanded to bring famous hill resort of Kangwatan and Ahrabal on tourist map by creating infrastructural facilities.

Mr. Sartaj Madni while speaking on the occasion said that the perceptible improvement in the situation after taking over by the present government has let to the prosperity of the people in State. He said the visits of VVIP and holding of mega national conventions and sports events and peace full culmination of Shri Amarnath Yatra is indicative of changing security scenario in the State.

Earlier, the Minister, who is also the chairman of District Development Board, Anantnag, inspected pace of work on construction of sub-district hospital and degree college complexes, Kulgam coming up at a cumulative cost of over Rs. 12 crore.

Wazir retires from PWD, joins Konkan Railways

JAMMU, Oct 31: Chief Engineer PWD (R&B), A S Wazir who attained the age of superannuation today, joined M/S Konkan Railways, a Government of India undertakings, working for the construction of Railway network in J&K state.

Mr Wazir, who is renowned engineer, known for his professional competence , dedication and a high sense of integrity , joined engineering services of J&K Government as Assistant Engineer in 1970 and served Public Works Department with distinction for long 33 years in different capacities.

All along his service, the officer did commendable job and made significant contribution in the field of engineering world. He created legends and left an unforgettable impression in the minds of the people where ever he served. Known as tough engineer capable of handling all assignments under all circumstances, the officer had always been assigned very challenging jobs.

His immaculate planning and meticulous execution of Jammu Bye-Pass at the start of his career created a unique impact in the engineering fraternity. His high quality and matured task at Salal Dam site brought more appreciation from all the quarters. His contributions to the development of Jammu city and its colonies while in JDA, Municipality and as Chief Engineer have been significant.

It only due to his outstanding professional competence that State Government awarded Meritorious Service Gold medal to him. He has been also awarded meritorious Jambolochan award.

Mr Wazir joined Konkan Railways project as Chief Engineer which has been engaged in the construction of Railway line from Udhampur to Srinagar and Baramulla. He will look after the civil works and other related assignments.

10-day Yoga training camp concludes

JAMMU, Oct 31: The 10-day Yoga training camp organised by Arya Samaj Bakshi Nagar concluded on October 29. About 60 persons participated in the camp.

Mr Ravi Kant Gupta, Yoga Consultant and member International Yog Fellowship Movement imparted Yog Asanas training and highlighted the relevances of Yoga from Vedas amongst the participants especially Yoga series to control arthritis and breathing ailments. Many of the participants availed the benefits of this camp.

Mr I S Malki, retired Chief Secretary also participated in the camp and gave a message that where the medical sciences ends Yoga is the only solution to solve the physical as well as mental problems and every person should adopt Yoga in the interest of national integrity and to maintain the health.

JAMMU, Oct 31: Prof Sarla Kohli, Principal, Government Gandhi Memorial College (GGMC), Jammu flagged off the Vigilance Awareness today. The rally is the part of the week long vigilance awareness programme.

This programme has been jointly organized by NCC cadets of Second J&K Battalion and J&K Armed Sqn NCC under the joint command of 2 Lt. Chander Shekahr Gupta and Lt. D C Raina.

The rally started from GGM Science College and it passed through various parts of the City. It after a stop over at Vigilance Department later culminated at GGMC College.

Addressing the rally SSP Vigilance Y Koul asked the cadres to cooperate with the Department in checking the menace of corruption.

He urged them to keep a watch on the working and property of the employees of various departments.

He said the corruption is like AIDS and we can fight against it only when people come forward voluntarily against the guilty.

Sofi inspects work on SPCB complex

Srinagar, Oct 31: The Minister for Forests and Environment Ghulam Mohi-ud-din Sofi inspected the construction work of building cum laboratory complex of the State Pollution Control Board (SPCB) constructed at a cost of Rs. 274 lakh the other day.

The Minister was informed that Rs. 85 lakh has already been advanced to JKPCC and the work is expected to be completed in the next financial year. During the visit the Minister was informed that complex will be one of the best facility equipped with modern equipment to check water and air pollution by effectively monitoring the sample quality in the laboratories.

The Minister stressed on the officers to strictly implement the charter on the corporate responsibility under which specific time frame has been given to the industrial units to bring down the pollution level to the permissible limits. The Minister directed that defaulter must be dealt strictly and prosecuted under environment protection act 1986.

ASCOMS doctors win award

JAMMU, Oct 31: The Ach-arya Shri Chander College of Medical Sciences (ASCOMS) and Hospital’s Department of Physiology has won international award for replacement of animal experiments.

Prof P Hak, Dr S Bagchi and Dr D Chakrabarty of Physiology Department of ASCOMS have been choosen for the prestigious Humane Education Award by the InterNICHE of UK. The Department will receive a number of cardiac and neuromuscular physiology alternatives to support replacement of harmful animal experiments for teaching purposes, as per release.

InterNICHE is the international organisation based in United Kingdom for promoting humane education systems. This organisation started in 1988 and transformed in 2000 into global network.

Other awardees from India this year are: Dr R Raveendran, chief editor, Indian Journal of Pharmacology and posted in Jawaharlal Institute of Post-Graduate Medical Education And Research, Pondi-cherry; Dr PVS Kishore fro Department of Veterinary Anatomy and Histology at NTR College of Veterinary Sciences, Gannavaram, AP; Dr R Moses Inbaraj from the Department of Zoology at Madras Christian College, Chennai.

Declaring the names of the awardees for 2003, Nich Jukes, chief co-ordinator of InterNICHE, mentioned that the projects were judged by their creativity, resourcefulness overall ethical design, potential to replace harmful animal use based on numbers of animals and other factors.

Resolution for inclusion of Dogri in 8th Schedule
passed unanimously

JAMMU, Oct 31: A resolution demanding inclusion of the Dogri language in the Eighth Schedule of the Indian Constitution was unanimously adopted at the two-day national seminar on Dogri poet Ved Pal Deep, held at Dogri Bhawan here today.

Attended by renowned Dogri poets, writers, academicians, Sahitya Akademi awardees, ex-MP and prominent citizens, the seminar was organised by the Shitya Akademi in collaboration with the Dogri Sanstha.

The resolution, moved by Prof Lalit Magotra and seconded by Prof Champa Sharma at the concluding session of seminar’s deliberations, was passed by all the participants in the seminar. It was argued that the Dogri language fulfills all the requirements for giving it due Constitutional recognition.

Papers were presented on various aspects of life and also works of Ved Pal Deep. Dr Om Goswami, in his paper, spoke about the journalistic career of Deep. Discussion on the Dogri poet was initiated by D C Prashant, former MP and veteran journalist with 55 years in the profession.

Prof Veena Gupta, Head of Dogri Department, University of Jammu, in her illuminating paper, highlighted Deep’s major contribution to Dogri Ghazals. Darshan Darshi, a noted Dogri poet also threw light on literary merit of Deep’s poetry.

Prakash Premi, made presentation of a paper on Ved Pal Deep and Dogri poetry. His analytical paper assessed the literary work of Deep. Dr Jitendra Udhampuri, as a discussant, presented his view point. He stressed that there is need for thorough study of all writers and poets of Dogri and making assessment of their contributions.

Prof Ved Ghai, a renowned Sanskrit scholar and interested in Dogri literature, in her valedictory speech, underscored role of the writers and artists in enriching the cultural heritage and she lauded the contribution of Deep to the Dogri poetry.

Dr Nirmal Vinod, a noted scholar, also made his presentation on life and achievements of Deep.

Looking at the success of the seminar on Ved Pal Deep, she pleaded that other eminent Dogri writers and poets should also be taken up to assess their life and works as also contribution made by them to the language and literature.

The president, Dogri Sanstha, Prof Lalit Magotra announced that it is proposed to hold seminar on life and literary works of Kehri Singh Madhukar, another prominent poet of Dogri language.

Efforts afoot to impart quality education: Harshdev

Udhampur, Oct 31: The Minister for Education, Harshdev Singh has called upon the teaching community to make concerted efforts in imparting quality education to the students to enable them to face the challenges of competitive world.

The Minister was speaking at the inaugural function of Government High School, Sudhmahadev which has been upgraded to 10+2 level on the demand of the people of the area. With the upgradation of the school, the problems and hardships of the students of Sudhmahadev and its adjoining areas who had to cover a long distance in getting 10+2 level education have been solved.

Singh while responding to the demand of people for setting up of laboratory at Sudhmahadev and additional accommodation at Chenani High Secondary Schools, announced to allocate Rs. 5 lakhs for Chenani school and Rs. 2 lakh for Sudhmahadev. Besides, the Minister also announced for construction of additional one room for Government middle school Bashat.

Speaking at the public meeting at Sudhmahadev and Chenani, Harshdev Singh said that since the assumption of charge as Minister for Education last year, 108 higher secondary schools and 10,000 primary schools have been opened and efforts are on to open more schools in the left out pockets to achieve cent per cent literacy rate. He said in Chenani constituency alone 10 primary schools have been upgraded and 40 new primary schools are being opened shortly.

To improve the quality of education in Government schools, the Minister said that the English subject has been introduced from Ist class and the age limit for admission lowered to 4 years.

The Minister said that 4500 teachers have been appointed in primary schools and 2500 more teaches will be appointed under Serv Shiksha Abhiyan purely on merit basis after identifying them locally in close coordination of village education committee and offices of the education department.

R C Gupta retires as Asstt General Manager of J&K Bank

JAMMU, Oct 31: Mr R C Gupta, Assistant General Manager of the Jammu and Kashmir Bank Ltd, retired today from the bank services after attaining age of superannuation.

Mr Gupta was accorded a warm farewell by the staff members of Zonal office, Jammu on his retirement. During the farewell, Mr S A Khan, General Manager (Training), Mr P K Bhat, Joint General Manager (Law) Mr A K Mehta, Joint General Manager (Insurance), Mr S D S Jamwal, Dy General Manager (I&V) and Mr S C Sharma, Dy General Manager (T), lauded the services rendered by Mr Gupta during his tenure in the bank.

All the staff members, present in the function, wished Mr Gupta a happy retired life.

R C Gupta rendered more than 31 years of services in J&K Bank and he worked with full dedication and sincerity. He worked at different places in different capacities with accomplishment of what was aimed.

Rsserver 20 per cent seats in DPS for poor children: CM

Srinagar, Oct 31: Chief Minister, Mufti Muhammad Sayeed has said that Coalition Government has been carrying out new education policy of involving private sector in expansion of educational infrastructure and to provide quality education to the children. Stating this during one hour-long discussion with the Chairman Delhi Public School, Mr.Narindar Kumar and his team, the Chief Minister persuaded the Chairman to give twenty percent seats in the DPS to the poor talented children for whom education expenses will be borne by the government as otherwise they could not afford schooling of their wards in the prestigious Public Schools.

The Chief Minister asked Secretary Education Department to identify the sites in all other districts of the state where the possibilities would explored for setting up of branches by the DPS management. The Chairman agreed that Govt Boys High School Sonawar will be adopted by DPS as Shiksha Kendra and developed as a model institution. It will have also facility for imparting training to the teachers engaged in imparting education to Nursery students besides education for Nursery classes.

The Chairman, DPS briefed the Chief Minister about academic and co-curricular activities of the institution and informed him that a branch of DPS would start functioning in Leh in June next year

The Minister of State for Education, Mr. A.R.Veeri, Secretary Education, Mr. M.M.Bhat, Director School Education, Mr. G.A.Peer and Principal DPS, Ms Suman were also present in the meeting.

SRINAGAR, Oct 31: Saying that Chief Minister Mufti Muhammad Sayeed’s initiatives have moulded opinion in favour dialogue to resolve Kashmir imbrologio bilaterally between India and Pakistan, the Minister for Agriculture and Cooperatives, Abdul Aziz Zargar today said that the coalition Government would make every effort to provide healing touch to the needy and restore lasting peace in the troubled state.

Addressing a big public meeting at Logripora Aishmuqam about 75 kms from here today after inspecting various development works under command area project, Martand, the Minister sought people’s corporation in maintenance and up keep of various development works. He complemented the people for heralding a political revolution in the state by over throwing decades long dynasty rule and vowed to work assiduously for betterment and welfare of the people as per their urges and aspirations.

The Director Command Area and Registrar Cooperatives J&K accompanied the Minister.

The Command Area Project Martand has been formulated at a cost of Rs. 9.50 crore to provide assured irrigation for 4337 hectares of culturable command area scattered in 62 villages of Achabal and Khovripora blocks in Anantnag district for increasing agriculture productivity by the efficient and scientific utilization of irrigation potential through integrated management of soil, crop and water. About 4337 field channels over 560 hectares, 2500 field drains on 900 hects besides land leveling of about 105 hects and warabandi of 560 hectors would be done under the project in these area. In addition 150 hects of water logged land would also be reclaimed.

Responding to the demands of the people, Mr. Zargar announced to construct a water supply scheme at a cost of Rs. 15 lakhs to provide drinking water facilities to the people of Logripora.

Later the Minister also inaugurated a branch of Central Cooperative Bank at Neehama in Noorabad constituency raising the number of Cooperative banks in the twin districts of Anantnag and Pulwama to 28. These banks have advanced loans to the tune of Rs. 66 crore to the farmers against deposits of Rs. 88 crore.

The Minister asked the Registrar Cooperatives to computerized all branches of the cooperative banks for convenience of the customers.

The Minister also inaugurated newly constructed building for Government High School Mazgam.

Tobacco or healthy life: Choice is yours

Don’t shut your eyes anymore towards statutory warning—"chewing of tobacco and pan masala and smoking is injurious to health" because an unprecedented rise has been witnessed in number of people suffering from oral cancer due to these factors in India during the past few years. In this country, oral and throat cancer is commonest form of the cancer among males while in every new six cases of cancer one is of oral cancer.

The situation in Jammu and Kashmir cannot be described less dangerous in anyway because every month two to three persons suffering from final stage of oral cancer have been coming to light and some of them even losing their lives. The ignorance of statutory warning given on the packets of these substances coupled with lack of awareness about the consequences of chewing tobacco and pan masala are the reasons responsible for alarming situation not only in Jammu and Kashmir but even in the whole country.

Dr Aniece Chowdhary, Professor and Head Department of ENT, SMGS Hospital Jammu in a interview for HEALTHFUL gave details about the factors responsible for oral cancer fast spreading its tentacles and how the oral cancer can be detected in the early stage.

Though smoking, tobacco and pan masala chewing and reverse smoking are the main causes of oral cancer yet dietary deficiencies, spicy food, deficiency of Vitamin C and dental infections can also lead to oral cancer as certain cases of oral cancer with these reasons are also coming to light.

The oral cancer can target lips, inner portion of cheeks, tongue, portion of mouth behind last tooth, gums, floor and top of the mouth. But in India lip cancer is most common. "What actually happens is that while chewing food sometime inner portion of mouth gets bitten and the chewing of pan masala and tobacco and smoking continuously irritates the bitten portion and doesn’t allow the portion to heal up. The continuous irritation to the bitten portion ultimately gives birth to oral cancer", Dr Chowdhary disclosed.

It is also seen that sharp or jagged teeth are also giving birth to the oral cancer among even those persons who don’t touch tobacco products or cigarettes. "In such cases, oral cancer erupts as the tooth bites the inner portion of mouth and irritates the portion continuously thus gives birth to cancer", he further disclosed.

"The treatment in the early and pre-malignant stage of the cancer has shown encouraging results but in third stage wherein even throat also gets involved due to formation of glands, major surgery is required to treat the patient. But in the last stage when glands in the throat becomes hard the patient can survive maximum six months", he said and added that mostly oral cancer patients report to doctors in the third and fourth stage.

The earlier three stages are not so dangerous because of the fact that surgery can help the patient to survive but in the fourth stage even surgery cannot be performed and only radio therapy can be given to the patient to prolong the life.

The people whose jagged or sharp tooth irritates or bites the inner portion of their mouth and those chewing tobacco or pan masala and smokes should be very careful about the ulcer in their mouth. "If even a small ulcer persists for two to three weeks continuously, the sufferer should immediately contact as the ulcer can be a oral cancer", he advised the people.

According to Dr Chowdhary, lack of awareness about the disease is the main reason behind more people chewing tobacco and pan masala and said that proper awareness can lead to sharp decline in oral cancer cases in India.

The main symptoms of oral cancer are—problem in opening mouth fully, change in voice, problem in swallowing food and continuous ulcer in the mouth etc, Dr Chowdhary disclosed and said that one can examine his/her mouth without consulting even doctors. And what one has to do is just to sit in front of the mirror and examine inner portion of mouth minutely", he said and added that the self examination of five minutes that too once in a month can prevent one from falling prey to oral cancer.

How to examine mouth:

* Open mouth and try to put three or four fingers inside the mouth vertically.

* Self palpation of oral cavity by tongue to find ulcer.

* Examine gums and jaws minutely to find ulcer.

* Move your hands on the throat in such a way that any gland inside the throat can be detected.

* Put a spoon in the mouth in such a way that your tongue doesn’t prevent you from looking deep in the mouth.

And lastly, if you are still taking tobacco related products, after going through this column stop the same at the earliest because we have a concern for your life.
