Revaluation of papers

Sir,

I would like to draw the attention of Educational authorities of J&K towards the 8th class examination and their results thereafter.

After the conclusion of 8th class examination 2003, the results were declared on 6th April 2003. Some students might have expected better results as regards the percentage of marks. The marks sheet of the class 8th was issued to the students on 24th of April 2003 and it was only after the receipt of marks sheet that a student can apply for re-valuation of papers when he comes to know as to which subject should have got him better marks. I am writing my personal experience in this regard. I approached the school authorities the next day (that is 25th April) and gave them an application to get the math papers of my son re-valued. The school principal duly obliged and recommended the application for Chief Education Officer for further action. It is very strange that my request was turned down at the CEO's office as they told me that revaluation can be allowed only upto 15 days after the declaration of results. One cannot understand as to how you can apply for revaluation before getting your marks sheet? You can not know which subject of yours needs revaluation unless you have the marks sheet. If the authorities have kept 15 days time for it after the declaration of results, then why they issue the marks sheet after 18 or 19 days. They must have kept in mind. Is it deliberately being done to disallow students the facility of revaluation.

I hope, my grievances reach the concerned authorities through your esteemed paper and that necessary steps will be taken in future against such harsh and discriminatory policies towards the students. The decision, which concerns to the career of the students must be constructive.

Amending Consumers Affairs Act

Sir,

I may invite reference to the news items (i) Govt. to amend hoarding profiteering Act DE dated 25.4.03 (ii) Measures to bring Nursing homes under Consumer Act (iii) One held for adultration DE 24.4.03.

The proposals with regard to bringing Nursing homes and clinics under Consumer Act, opening of 1000 ration depots in remote areas to provide jobs to unemployeds and ensure supply of essential commodities at door steps of people, to ensure vigil and control over the sale and purchase of gold ornaments, curbing the menace of hoarding, profiteering and adultration are reported to be under active consideration of the Minister of Consumer Affairs and really praiseworthly if implemented in letter and spirit. However, the Administrative machinery working under him needs overhauling. The Police officers have caught K. oil dealer adultrating petrol in rural area, similar reports of seizure by police at different factories have been reported during past years. But it is surprising that what the officials of Consumer Affairs Deptt. employed for this purpose were doing?

About three years back F & S Deptt. made announcement of displaying citizens' Charters at Govt. run Depots but nothing practical has been done. Every drop of K.Oil is sold in black. Rationing dealers sell rations at the rates of their own choice. Sugar found place in local market (in yester years). The present Govt. has also not been so far able to even get the rates of ration goods and K.Oil alongwith names of beneficiaries under BPL category displayed at Govt. run ration depots.

Through your paper the Minister of Consumer Affairs is requested to ensure practical implementation of his orders for redressal of people's problems in terms of aforesaid proposals likely to be turned into laws, first in the Govt. run units and then in private sector so that huge amounts of subsidy provided for weaker sections actually reach to them instead of providing luxuries to the bureaucracy. He may kindly himself visit various depots and interact with the consumers.

Rebahilitation of KPs

Sir,

Please refer to the article by B L Koul in the "Daily Excelsior" dated 4th May, 2003.

The visit of Govt. dignitaries, long statements, condolence of family members, payments of ex-gratia, tall promises for rehabilitation of next of kin in Govt, job, condemnation of ISI and Pakistan under TV coverage has been adopted as a common practice since surge of militancy. The statement on rehabilitation of KPs in safe zones in the Valley commensurates with incidences of massacre, small or big.

It may not be possible for KPs to be adaptable to the changed scanario in terms of rehabilitation as it is fraught with human risk.

If the Govt. means business, their rehabilitation plan should further include:-

Identification of sale pockets of land.

Provision of built up accommodation at token price.

Protect their religious/business places.

Rehabilitation in clusters.

Further, to cleanse the environment Govt. should be merciless in dealing with, militancy as has been done in Punjab rather than to blame Pakistan or ISI.
